Protesters call for Rockford to defund police By Jim Hagerty Reporter
ROCKFORD - Removing officers from the Rockford streets would certainly bring change. It may not be the change citizens have in mind, however. Dismantling the force could come with grave, undoubtedly violent consequences. But that didn’t stop more than 30 protesters from rallying at Davis Park Monday, calling for the city to defund the Rockford Police Department. Demonstrators who took part in “Action 4 Change” say it’s time for Rockford to redirect funds the police department spends on armaments and big salaries towards proactive community programs. “There is so much money and equipment that’s being put into something that’s militarized--the police,” demonstrator Reggie Brooks Jr. said. “And they are still doing their jobs wrong. They aren’t getting their point across that they are here to protect and serve.” Brooks said although people of color can make decisions to better themselves, he believes the system continues to stack against the black community. But with better opportunities locally, he said Rockford would see improvements in deep, multi-generational areas that continue to plague minorities. “Take the money from the people who are doing the wrong thing and pour it into the people that want to do the right things,” he said. “People say black-on-black crime is such and issue. And it’s because we are stuck. We’re angry. We are stuck in low-paying jobs. We are uneducated.” Other demonstrators noted Rockford’s mental health challenges and the dozens of people who instead of receiving treatment, find themselves in and out of jail. Protesters say the way to better serve them is to make mental illness a health issue, not a criminal justice problem. Maybe that means mental health professionals ride along with police officers. Perhaps the city hires therapists instead of more cops. However those programs look, some say they’re overdue. “This is extremely important, especially
with mental health issues on the rise,” event organizer Logan Lundberg said. “I can’t tell you the numbers. I can only speak for myself.” Lundberg said he has not only witnessed mental illness, it’s something that has hit home. And when it has, he said the involvement of law enforcement only added to an already heavy burden. “I tried to commit suicide eight times this year alone,” Lundberg said. “Every single time, the police were not on my side. I don’t wish that on anyone.” Lundberg, who’s bi-racial, said he’s also sick of teaching his niece and nephew about how to behave around police to avoid a confrontation, conversations few white people ever have to have with their kids. “I am tired of having to make sure that if they go outside that they know for a fact that the police are there to protect you even though they look you in the eye and say they don’t feel that way,” he said. Another protester, a 22-year-old white woman who preferred to be called Red, grew up on Rockford’s west side, and said her black friends were treated differently--by teachers and police. “I am not black,” she said. “So, I am not going to sit here and say I get the struggles. But I stand (with people of color), and I think that everybody who is lighter than those who are marching on the front of these lines need to shut their mouths for one minute and just hear them. Open your ears and open your minds.” Monday’s rally followed a 12-hour sit-in outside the Winnebago County Justice Center, where dozens of protesters remained until 8:46 a.m., signifying the eight minutes and 46 seconds Minneapolis officer Derek Chauvin held his knee on George Floyd’s neck May 25. Floyd died as a result, sparking nationwide protests and riots in more than a dozen cities. Chauvin and three other ex-officers now face an array of charges, including manslaughter and second-degree murder. Defunding police isn’t a new concept. Camden, New Jersey, dismantled its force in 2012. The city fired its rank-and-file and
replaced them with new officers now part of system that includes community events like outdoor parties. Locally, although there hasn’t been a wholesale overhaul, the Rockford Police Department has implemented similar programs--youth camps and various neighborhood events. In 2017, it launched the ROCK House initiative, where officers live in city-owned single-family homes in neighborhoods they are assigned to patrol. There is also a national cry to abolish police departments altogether, a movement hinged on the notion that modern policing cannot be reformed because it’s rooted in white supremacy. Chants like, “No good cops in a racist system,” and “What’s the vision? Abolition,” were indicative of the that central message at last week’s protests that ended with the 12-hour sit-in. Abolitionists call for a gradual disempowerment of police forces, eventually replacing them with local groups responsible for overseeing individual neighborhoods. Meanwhile, Rockford Mayor Tom McNamara announced Monday that he has directed city staff to issue a Request for Information (RFI) on body cameras for the Rockford Police Department. “The RFI will be published within two weeks and will provide 30 days for companies to respond,” the mayor said. “The goal of the RFI is to gather information on all components needed for successful deployment and operation of body cameras – including products, software, implementation, data security and storage. I have also asked staff to encourage other local municipalities to join us in pursuing and implementing this critical technology. And, I’ve asked staff to begin researching grant opportunities to help fund this project.” Winnebago County is currently in the process of implementing body cams in the sheriff’s department. Devices will be worn by deputies and corrections officers.

A look at Democrats’ sweeping proposals to overhaul policing By Colleen Long and Michael Balsamo Associated Press
WASHINGTON (AP) – Democrats in Congress are proposing an overhaul of police procedures and accountability after the mass protests over the deaths of black Americans at the hand of law enforcement. The Justice in Policing Act is among the most ambitious law enforcement reforms from Congress in years and confronts several aspects of policing that have come under strong criticism, especially as more and more police violence is captured on cellphone video and shared across the nation and the world. The package limits legal protections for police, creates a national database of excessive-force encounters and bans police choke holds, among other changes. The changes, if enacted, would have massive implications on policing in the U.S. It’s not clear whether the legislation will pass, especially in an election year and amid calls to “defund the police” and growing protests. President Donald Trump has tried to set himself up as a “law and order” leader and has criticized the package, claiming Democrats have “gone CRAZY.” A few things to know about the bill and how it could make a difference:
CHANGING FEDERAL CIVIL RIGHTS LAW
Under the proposal, the federal civil rights law that governs police misconduct would no longer require prosecutors to prove that an officer’s actions were willful, a high burden of proof. The law would allow an officer to be charged for acting with reckless disregard for someone’s life, causing that person’s death. Under the current law, it is federal crime to willfully deprive someone of their civil rights under the color of authority, but the officer also must have known what they were doing was wrong and against the law and decided to do it anyway. To prove that crime, prosecutors would need to convince a jury that the force used was more than what would be reasonably necessary to arrest or subdue a suspect, meaning convincing jurors that in the middle of an arrest the officer made a clear and willful decision to cause someone’s death. That was a burden of proof that prosecutors said they couldn’t meet in the case of Eric Garner when they declined to bring charges against Officer Daniel Pantaleo last year.
QUALIFIED IMMUNITY
Police officers are generally not held personally liable for anything that happens on the job, including when someone dies.
The concept of qualified immunity has long been a way to protect police from unnecessary lawsuits and to give them the freedom to police without fear of unnecessary retribution. The bill would amend federal misconduct statutes to make it easier for courts to find officers personally liable for the violation of civil rights. The move could have major consequences for officers who would think twice before abusing their power, but it could also make it more difficult to recruit police nationwide. It could also potentially lead to officers being held financially liable, too. Cities often bear the brunt of misconduct claims. In a 10-year period in New York, for example, the city paid out nearly $1 billion to settle claims made against police.
INDEPENDENT AND TRANSPARENT
A long-held grievance has been that prosecutors and police have too cozy a relationship and can’t separate that out when misconduct is an issue. It is part of the investigation now into the the shooting death of Ahmaud Arbery in coastal Georgia. The father and son accused of killing Arbery had a long history with the local district attorney, the father having worked for the DA as an investigator for 20 years. The case is now being investigated by a separate district attorney. Some states have created a special prosecutor to investigate all misconduct claims against local police. The bill provides a grant program for state attorneys general to conduct independent investigations into problematic police departments. A second issue is many officers who wind up involved in a fatal shooting have a long history of misconduct, including Derek Chauvin, the Minneapolis officer who has been charged with murder in the death of George Floyd. He had at least a dozen complaints made against him, according to records. But those records are often not made public, making it difficult to know if officers have a track record. The bill calls for a national registry including complaints, disciplinary records and termination records, which proponents say would be a massive step forward in transparency.
PATTERN OR PRACTICE INVESTIGATIONS
Democrats say the ability of the Justice Department’s civil rights division to perform so-called pattern or practice investigations, sweeping probes into police departments that examine whether systemic deficiencies contribute to misconduct or enable it to persist, has been curtailed. The proposal would give specific
subpoena power to federal civil rights prosecutors to conduct those investigations and would aid state attorneys general with conducting similar investigations. The Justice Department hasn’t banned pattern or practice investigations. U.S. Attorney General William Barr, however, has suggested that they may have been previously overused. As attorney general in the Obama administration, Eric Holder frequently criticized violent police confrontations and opened a series of civil rights investigations into local law enforcement practices. The civil rights investigations often ended with court-approved consent decrees that mandated reforms. The consent decrees included those with the police in Ferguson, Missouri, after the killing of Michael Brown and in Baltimore following the police custody death of 25-year-old Freddie Gray. Hours before he resigned as attorney general in November 2018, Jeff Sessions signed a memo that sharply curtailed the use of consent decrees. The policy makes their use more difficult to enact and requires top Justice Department officials to approve the deals.
SIGNIFICANT HURDLES
Other measures in the legislation are likely to face significant hurdles to enact. And there are some that police officials are likely to argue could endanger officers’ lives. The bill calls for a ban on “no knock” warrants, which are typically executed in some of the most dangerous investigations conducted by police departments. The legislation would specifically ban no-knock warrants for all federal drug cases and would require local and state law enforcement agencies to prohibit their use to qualify for some federal funding. Oregon and Florida are the only states that have outlawed such warrants. A no-knock warrant, as its name implies, is an order from a judge that allows police to enter a home without prior notification to the residents, such as ringing a doorbell or banging on the door. In most cases, the law requires that officers must knock and announce themselves before entering a private home to execute a search warrant. Police would generally seek a no-knock warrant if the situation might be extraordinarily dangerous or if a suspect is likely to destroy evidence when police knock on the door. But critics have said their use has increased dramatically in recent years and some departments use them routinely in cases that don’t merit such an exception. There has been a growing call to ban no-knock warrants since 26-year-old Breonna Taylor was killed in her Louisville home by officers in March.

Wall Street hit the brakes Tuesday, a day after its remarkable, weekslong rally brought the S&P 500 back to positive for the year and the Nasdaq to a record high. The S&P 500 was down 0.5% in afternoon trading, after earlier being down as much as 1.2%. The Dow Jones Industrial Average was down 232 points, or 0.8%, to 27,344, and the Nasdaq composite was up 0.5%, on track for an all-time high. Skeptics have been saying for weeks that Wall Street’s huge rally, which reached 44.5% between late March and Monday, may have been overdone. The economy has given glimmers of hope that the recession could end relatively quickly as governments lift their lockdown orders, but the stock market has been soaring much more quickly than the economy and corporate profits are expected to. “We’re seeing a little bit of a pause and a little bit of a reversal,” said Bill Northey, senior investment director at U.S. Bank Wealth Management. “Some of that is an appropriate reconciliation with the pace for the restart.” European stock markets closed broadly lower. Germany’s DAX lost 1.6% after the country reported that its exports fell by a quarter in April. France’s CAC 40 also slid 1.6%, and the FTSE 100 in London dropped
2.1%. Asian markets ended mixed. In another sign of increased caution, the yield on the 10-year Treasury yield fell to 0.83% from 0.88% late Monday. It tends to move with investors’ expectations of the economy and inflation, though it’s still well above the 0.64% level where it started last week. Oil prices were mixed. Benchmark U.S. crude oil for July delivery rose 2% to settle at $38.94 a barrel. Brent crude oil for August delivery rose 0.9% to $41.18 a barrel. Wall Street has been generally rising since late March, at first on relief following emergency rescues by the Federal Reserve and Congress. More recently, investors have begun piling into companies that would benefit most from a reopening economy that’s growing again. Banks, airlines, energy companies and others whose profits need the economy to get closer to normal have been leading the way in recent weeks. They got a big boost on Friday when the government said that employers surprisingly added jobs to their payrolls last month, a sign that the economy could pull out of the recession that began in February relatively quickly. But such companies went into reverse on Tuesday. American Airlines and Alaska Air Group both fell more than 8% for some of the sharpest losses in the S&P 500, a day after they were near the top of the leaderboard.

Stocks in the energy, financial and industrial sectors fell more than the rest of the market, also mirroring their performance from a day before. Technology and communication services stocks were among the gainers. Smaller stocks also pulled back following a furious run. The Russell 2000 index of small-cap stocks fell 1.2%, after a 10.2% rally in a little more than a week. Meanwhile, shares in electric car and solar panel maker Tesla were within striking distance of a record closing price for the second straight day Tuesday. The stock closed Monday at a record $949.92, and traded above that at times on Tuesday. The previous record close was $917.42 on Feb. 19. Tesla shares have more than doubled in value so far this year. Skeptics of the market’s rally have been saying that many risks still lurk ahead on the long road to a full recovery. Chief among them is the possibility of a second wave of coronavirus infections, which could lead states across the country and nations around the world to tighten up on lockdown measures that could again choke the economy. Plus, one month of improving jobs data does not necessarily mean a trend. Investors have grown to expect negative economic data, given the impact of the coronavirus lockdown, and are more likely to react to unexpected positive news, like Friday’s surprising jobs report, said Sam

Rock River clean up challenge goes high tech June 15-28 Wisconsin and Illinois residents can join challenge using Litterati app From Therese Oldenburg Rock River Trail Coordinator
The Rock River Trail and Rock River Coalition are partnering with River Network and Ball Corporation for a fun, interactive challenge that will help keep the Rock River basin and its communities clean. The “Rock River Basin - Ball Litter Haul” campaign, held June 15-28, 2020, encourages people to get outdoors and pick up trash, and then register their haul using a smart phone app called Litterati. The Rock River watershed covers a wide area from Fond du Lac County in Wisconsin
to Rock Island, Illinois where the Rock River meets the Mississippi River. The goal is to pick up 2,500 pieces of litter in the river basin during the 2 week challenge. The Litterati app tracks the progress of the challenge using a leaderboard, with $50 gift cards awarded to the challenge leader of week one and week two. People will need to download the free app and create an account to participate. Using the Litterati app, they will then take a photo of the individual cans, wrappers, bottles and cups they find in the river basin to register the item. It is not necessary to be in the water to collect trash. In fact, trash can be collected in a wide radius of the Rock River and includes its tributaries, such as Turtle Creek, Pecatonica River, Bark River, and
Yahara River. This challenge offers a fun opportunity for people to get outdoors for exercise and fresh air, while making an impact on their local community. Participants are encouraged to wear masks and follow physical distancing guidelines. Sharing on social media is encouraged by using the campaign hashtag #MasksOnLitterGone. There are just a few steps to join the challenge. June is the time to start collecting seeds from early blooming wildflowers, sedges, and grasses. Mike Groves, natural resource manager for the Forest Preserves of Winnebago County, will present a video primer on how to ethically collect and store seeds of native
wildflowers, grasses, sedges, trees, and shrubs for use in natural landscaping projects. Born and raised in the Winnebago area, Mike graduated in 1994 from the University of Wisconsin at Stevens Point with a major in wildlife management and biology. He started working with the Forest Preserve District in the summer of 1990 in preserve maintenance and also worked a summer at Klehm Arboretum. He was hired full time in 1994, and
eventually was transferred to the Natural Resource Department. Mike currently oversees natural resource work in all 43 preserves and on all 10,500 acres. His job duties include seed collection, seed cleaning, greenhouse propagation, invasive species control, tree planting, wildlife monitoring, restoring natural areas, tree removals, and managing prescribed burns. He also oversees all resource staff and equipment. The presentation will take place at 7
p.m. on Thursday, June 18. As we approach the three-month mark of sheltering at home, it brings us great pride to take a step back and look at the ingenuity of our community since mid-March. From virtual museum tours and workouts, t-shirt campaigns in support of small business and about every Zoom event imaginable, the Rockford region has come together to seemingly do it all! Yet our community one-upped itself once again this past weekend, when we returned to the patios, parking lots and sidewalks of some of our favorite local restaurants. For local businesses to reopen as part of the implementation of Phase Three of the Restore Illinois plan, creativity shifted from curbside pick-up and delivery specials to completely revamped outdoor gathering spaces for seating. Throughout Winnebago County—from Abreo in downtown Rockford, to Greenfire in Loves Park, to Lino’s on East State Street, to RBI’s Bar and Grill on Perryville, to Firehouse Pub in Roscoe—expanded patios
made for the perfect complement to the weekend’s 70-degree temperatures with mostly sunny skies! Managing wildlife in the garden: Squirrels, chipmunks, and voles BY GRANT MCCARTY CONTRIBUTOR
As a conclusion to managing wildlife in the vegetable garden, I’ll end with a focus on three of the most common small mammals that we get questions about at the University of Illinois Extension. While rabbits, raccoons, and deer can be infrequent visitors to the backyard based on where you are located, squirrels, chipmunks, and voles are some of the main culprits of a lot of the vegetable garden damage you may encounter. Squirrels, chipmunks, and ground squirrels will target many di�erent vegetables in your garden. While they love
tomatoes and strawberries, they may also go for sprouting seeds, squash, and onion bulbs. You may find that those sunflower seeds you planted have now been removed by this group as I’ve noticed in the last week since planting mine. This group typically does not go for the leafy vegetables. If you were trying to narrow down what caused damage to your broccoli or kale, most likely a rabbit or deer has caused this damage. A netting can be the best approach for small mammals depending on the growth stage of your plant. This netting/fencing should be at least 30” high and 5” below ground, bent outward 90 degrees. Small domes/cages with at least ½” diameter
could be used and you will find those available at many home and garden centers. Another strategy is to remove/restrict bird feeders. If these are near your vegetable garden, you may find that you are building up this population to then move over to your garden when crops begin to mature that they like. Remove these or place much further away on your property. Voles, or meadow mice, have a much wider range of vegetables and fruit trees/ plants they like. They create borrows and you’ll see openings at the soil surface of 1 ½ to 2” diameter. For controlling/managing this group, look to remove any weeds near your garden that may allow this popula-
tion to get close to your vegetable garden, hidden away from predators. Exclusion can be used with a wire fence 12” above ground and buried 6-10” deep. The width of the opening needs to be ¼” or smaller. When it comes to managing wildlife in your garden, you may find that you need multiple fences and netting. One fence may keep the deer out but not the squirrels. If this is something you encounter, you may find that you need a fence/exclusion within a fence/exclusion. The lockdown from the presence of Covid-19 has disrupted some of the funding for solar energy and e�ciency as revenue streams for state governments are down while the costs of dealing with the virus have risen. With unemployment levels reaching 20% pressure is on to reopen the economy. By the end of the month we will know whether easing restrictions is occurring too early and needs to be reinstated. A recent online survey by Miniard and Kantenbacker indicates broad support for a future primarily based on renewable energy sources. Democratic support is based on a desire to curb climate change while Republican support is based on reducing energy costs. While the support is encouraging, the potential for Federal funding for renewables remains doubtful. Given current high unemployment figures perhaps federal support for job opportunities could be increased. The outlook for the continuing drop in the cost of solar is positive. Parkinson and Vorrath indicate in an article that anticipated cost reductions of 10 to 20% when production doubles may underestimate the cost reductions. They cite a report by Naam that two more doublings of production would cut today’s prices for solar in half.
A number of new favorable developments are reported in the Energy Bulletin. It cites that the push by Germany, Netherlands and Portugal to use hydrogen as a fuel could increasingly come from using renewable energy to release hydrogen from water. The European countries just announced the allocation of billions of Euros to support hydrogen technologies and infrastructure. A new product being released in the US by the French fuel company Air Liquide is capable of fueling 250 vehicles per day, far more than current installations do. Researchers at Graz University along with Rouge H2 Engineering have developed a cost-e�ective process for decentralized production of hydrogen using a chemical looping system for installations at filling stations and energy plants. Hydrogen can be produced from biomas, biogas or natural gas and is stored in metal oxide containers that can be transported without any losses or safety risks. Another interesting development is the successful flight of an eCaveran plane using a 750 horsepower battery-powered motor. The firm has specialized for decades moving people and goods on short routes. If the demand for electricity continues to fall after the coronavirus pandemic has passed a surplus is likely to remain. The Rocky Mountain Institute suggests that
the extra electrical capacity could be used to power an expansion of electric vehicle fleets. Increasing their use is seen as the quickest way to increase consumption of surplus electricity. While the extra electricity could be used for home heating and cooling the transition out of natural gas is likely to occur more slowly. Some supporters of a transition to renewable energy believe the continued drop in the cost of energy e�ciency, renewable energy sources and batteries will be su�cient to drive the transition
to a renewable energy economy. Other supporters believe a continuation of state and federal policies can accelerate the transition. They see government support as essential to quickly reducing the adverse impacts of climate change. The presence of Covid-19 and the economic depression is temporarily slowing the transition to renewable energy. Over the long term ongoing technological improvements and cost reductions increase the appeal of solar energy.
