State COVID-19 Update
Pritzker orders stricter mask mandate for all bars, restaurants New mitigations to take effect Wednesday in Will, Kankakee counties By Peter Hancock
Capitol News Illinois phancock@capitolnewsillinois.com
SPRINGFIELD – Gov. JB Pritzker has ordered a stricter statewide mask mandate covering bars and restaurants in Illinois as the number of COVID-19 cases continues to rise. Effective Wednesday, Aug. 26, all bar and restaurant patrons will be required to wear face coverings when interacting with wait staff or other employees. Masks will also be required when food or beverages are being brought to the patron’s table, when placing orders and when picking up carry-out orders. “Illinois has had a mask mandate since May 1 this year, and in most establishments people are adhering to it,” Pritzker said during a COVID-19 briefing in Joliet Tuesday. “But it’s important that we treat hospitality employees just as you would in any retail store or establishment. This new requirement asks a little bit more of our residents dining out in order to protect their health and safety and that of our front-line hospitality workers.” Pritzker was in Joliet Tuesday to discuss new restrictions being put in place in Will and Kankakee counties, which make up Region 7 in the state’s COVID-19 response plan. As of Saturday, Aug. 22, that region had seen the positivity rate rise for seven of the past 10 days and four consecutive days of positivity rates at or above 8 percent. Region 7 is the second of the state’s 11 regions to have mitigation measures put back in place since the state entered Phase 4 of its reopening plan. Last week saw restrictions being reimposed in Region 4, which includes the Metro East area on the Illinois side of the St. Louis metropolitan area. But the new restrictions in Region 7, which take effect Wednesday, are stricter than those imposed in Region 4, where
bars and restaurants are still allowed to stay open for indoor dining until 11 p.m. In Region 7, bars and restaurants are being ordered closed to all indoor dining for at least the next two weeks. Other restrictions in Region 7 that are similar to those in Region 4 include the removal of bar stools from bars to prevent close gatherings. Outdoor dining and bar service will be allowed but limited to table seating. Other mitigation requirements must also be met, such as mandates that patrons remain seated and groups of any size have reservations. In addition, all bars, restaurants, gaming facilities and casinos must close by 11 p.m. Party buses will be closed and indoor gatherings will be limited to 25 individuals or 25 percent of a room’s capacity, whichever is less. “None of these rules are intended to punish or irritate anyone,” Pritzker said. “They are imposed with a sincere desire to keep the people of Will and Kankakee counties safe and healthy.” Those rules will remain in place for at least two weeks, at which point they may be lifted if the region’s positivity rate falls to 6.5 percent or less over a 14-day period. If the positivity rate hovers between 6.5 and 8 percent, the Department of Health will review the situation to determine whether more stringent restrictions should be imposed. If the positivity rate remains at 8 percent or higher, more restrictions will be imposed. According to the Illinois Department of Public Health, as of Saturday, the seven-day rolling average positivity rate in Region 7 was 8.4 percent. In Region 4, it was 9.8 percent. But the new Region 7 rules infuriated Republican state Sens. Sue Rezin and John Curran, whose districts include portions of Will and Kankakee counties. They accused the governor of caving to pressure from Democrats by allowing looser restrictions in Metro East. “Why the double standard? Because Democrat elected officials from that
region pressured the Governor to change this stance,” the two senators said in a joint statement. “Backroom political deals should not be how public health decisions are made. The same rules should apply to all regions, and they should be based on science, not politics.” During his briefing Tuesday, Pritzker conceded that it was “a mistake” not to impose stricter measures in the Metro East region, saying, “I will readily admit that that was not a good idea, and it appears now that we want to put those mitigations in place exactly as we had originally intended.” Pritzker said that the Metro East area is on a trajectory to have stricter mitigation measures put in place when the initial 14-day period expires on Sept. 2. According to a report in the Belleville News-Democrat, however, the administration had initially sought to impose those restrictions immediately, but backed off of that idea amid pressure from Democratic lawmakers and local officials from that area. IDPH reported Tuesday that 1,680 new cases of COVID-19 had been confirmed over the previous 24 hours out of 40,859 tests performed. That made for a single-day positivity rate of 4.1 percent statewide. It also reported 29 additional deaths. The rolling seven-day statewide average positivity rate also stood at 4.1 percent, decrease of one-tenth of a percent from the day prior. Those new cases and fatalities bring the statewide totals to 223,470 cases, including 7,917 deaths since the pandemic first struck Illinois. As of Monday night, 1,549 Illinoisans were hospitalized with COVID-19, including 345 in intensive care units and 135 of those patients on ventilators.. HURRY – DEADLINE TO COMPLETE CENSUS IS SEPT. 30, 2020!
In Rockford, we ALL count.
The US Constitution requires that we count EVERYONE in our country every 10 years. With all of us challenged by the COVID-19 crisis, it’s more important than ever that we truly count EVERYONE. • Completing the Census is mandatory. It’s a way to say “I count!”
• Census data is used to distribute federal and state funds during an emergency, such as COVID-19.
• Census data helps determine how $675 BILLION in federal funding is spent each year.
• The information you provide to the Census is protected by federal law and cannot be shared with any other government agency.
• For each person who isn’t counted, Rockford will lose about $1,535 per person per year.
In Rockford, we all count. Everyone: young, old, seniors, students, homeless, documented and undocumented immigrants. Everyone. We’ve come together to face the COVID-19 crisis. I hope you’ll join me in completing the 2020 Census.

New virus cases decline in the US and experts credit masks BY CARLA K. JOHNSON AND ADAM GELLER ASSOCIATED PRESS
NEW YORK (AP) — The number of Americans newly diagnosed with the coronavirus is falling — a development experts say most likely reflects more mask-wearing but also insufficient testing — even as the disease continues to claim nearly 1,000 lives in the U.S. each day. About 43,000 new cases are being reported daily across the country, down 21% from early August, according to data compiled by Johns Hopkins University. While the U.S., India and Brazil still have the highest numbers of new cases in the world, the downward trend is encouraging. “It’s profoundly hopeful news,” said Dr. Monica Gandhi, an infectious-diseases expert at the University of California, San Francisco, who credits the American public’s growing understanding of how the virus spreads, more mask-wearing and, possibly, an increasing level of immunity. “Hopefully all those factors are coming into play to get this virus under control in this country that’s really been battered by the pandemic,” she said. But insucient testing is probably concealing the full extent of the crisis, said Dr. Jonathan Quick, who leads the pandemic response for the Rockefeller Foundation, which has recommended the U.S. test 4 million people a day by fall. “We’re grossly under-testing in some of the places that are still having high caseloads,” Quick said, singling out Mississippi, Texas, Georgia and North Dakota as hot spots with high rates of positive test results. Even at 43,000 new cases per day, the U.S. remains far above the numbers seen during the spring, when new daily cases peaked at about 34,000, he said. “It’s a good trend, but nowhere near what we need to be,” Quick said of the decline. The virus is blamed for more than 5.7 million confirmed infections and about 178,000 deaths in the U.S. Worldwide, the death toll is put at more than 810,000, with about 23.7 million cases. Jerey Shaman, a public health expert at Columbia University, said he is skeptical enough people are immune to significantly slow the spread. But he agreed that changes in Americans’ behavior could well be making a dierence, recalling the impact that people’s actions had in containing Ebola in West Africa several years ago. “Ebola stopped for reasons we didn’t
anticipate at the time. It was so horrifying that people stopped touching each other,” Shaman said. Something similar may be happening with the coronavirus, he said. “I know I don’t have nearly the number of contacts that I used to,” Shaman said. “But if we relax that, if we get complacent, will we just see another outbreak?” The decline in newly reported cases in the U.S. comes even as deaths from the virus remain alarmingly high. Over the past two weeks, ocials have reported an average of 965 deaths a day from COVID19, down from 1,051 a day in early August. Deaths from the coronavirus are a lagging indicator — they trail new infections because of the time it takes for people to get sick and succumb to the disease. The percentage of tests coming back positive for the disease has also declined over the past two weeks, from 7.3% to 6.1%. But that comes as the total number of tests administered has fallen from its August peak of more than 820,000 a day, leveling o in recent weeks at about 690,000 a day. The situation has improved dramatically in several states that struggled with high caseloads earlier this summer. In Arizona, for example, officials reported 859 new cases Tuesday, down from a peak of 5,500 in late June. More than 2,000 people arrived at the state’s hospitals showing symptoms of the virus on a single day in early July. This week, that number has been less than 1,000. In Florida, where more than 10,000 people have died, the state reported 2,600 new virus cases Tuesday. Earlier in the summer, it was regularly reporting more than 10,000 new cases. Malinda Coler, 37, of San Francisco, said she has been diligent about mask wearing and other preventive measures, less to protect herself than a best friend who has a compromised immune system, with severe arthritis psoriasis. “So I wear a damned mask and get infuriated when others don’t,” she said. Most states now have some type of mask requirement, either through statewide orders issued by governors or from city and county rules that cover most of their population. Even some conservative governors have gone along with masks. Mississippi Gov. Tate Reeves mandated masks in all public places earlier this month, and Georgia Gov. Brian Kemp dropped a lawsuit against Atlanta in a dispute over a requirement by the state’s largest city. In Leeds, Alabama, Will Heath said he has seen greater adherence to mask
rules around town, whether in stores or at his 5-year-old daughter’s cheerleading practice. He and his wife, a nurse, have worn masks all along but said the attitude among others has shifted from “Even if I get it, I’ll be OK,” to “Let’s make sure we don’t give it to somebody else.” “We have all been sort of operating under the assumption that we all have it or we’re going to get it eventually. So we want to make sure we don’t spread it,” Heath said. Many places around the U.S. are seeing pockets of contagion, especially in college towns where students are holding parties and crowding into bars. The mayor of Tuscaloosa shut down bars for two weeks after University of Alabama ocials reported an “unacceptable” rise in COVID-19 cases that could derail plans to continue the semester on campus. The school is still moving ahead with fall sports in the football-crazed state, with plans to allow only about 20,000 fans at its 101,000-capacity stadium and a ban on tailgating. Coach Nick Saban weighed in on the virus Monday, urging people to wear masks. “It’s not just about football. So, for people to make the right choices and decisions to wear their masks, do the things when they’re out publicly, respect the rules, respect the virus, that’s important,” he said. It’s not clear what will happen to case numbers as more school districts bring students back to classrooms and colleges reopen their campuses. In recent weeks, schools including the University of North Carolina, Michigan State and Notre Dame have moved instruction online after outbreaks on their campuses. Ocials at the University of Tennessee at Knoxville said four students are facing disciplinary proceedings after three hosted o-campus parties with no mask or other distancing and another left isolation to meet with others despite testing positive for the virus. “If the facts reported to the university are accurate, these students will face at least suspension from the university, and potentially greater penalties,” Chancellor Donde Plowman wrote.

Stock Market
S&P 500 shakes off a bumpy start, pushes to another record By Stan Choe, Damian J. Troise and Alex Veiga Associated Press
NEW YORK (AP) — Stocks were mixed on Wall Street Tuesday, but gains were strong enough for tech companies and other pockets of the market to carry the S&P 500 to its fourth straight gain and another record high. The benchmark index rose 12.34, or 0.4%, to 3,443.62, even though slightly more stocks within it sank than rose. The Dow Jones Industrial Average fell 60.02, or 0.2%, to 28,248.44, and the Nasdaq composite rose 86.75, or 0.8%, to 11,466.47. The modest moves followed some more mixed data reports on the economy. One showed that consumer confidence unexpectedly dropped this month, contrary to economists’ forecast for a strengthening. Another said sales of new homes accelerated faster than economists expected last month. They fit in with a general slowing of the economy recently, following its plummet into recession earlier this year and subsequent, initial burst off the bottom. Earlier in the morning, most stocks on Wall Street had been edging higher after the United States and China said they held constructive talks as they negotiate how to implement their “Phase 1” deal, which set a truce in their trade war. “We had three days of record highs” for the S&P 500 earlier in the past week, said Adam Taback, chief investment officer for
Wells Fargo Private Wealth Management. “It’s not surprising to see some resistance here.” The market has been making a lot of small moves recently on snippets of news about the virus, developments on a potential vaccine for it and other concerns. But the economy is still hurting, with airlines running at a fraction of their capacities and restaurants still mostly empty. “That’s not an economy that’s back to normal,” said Tom Hainlin, national investment strategist at U.S. Bank Wealth Management. “Ultimately, the economy doesn’t fully reopen until we get a vaccine or a therapeutic,” he said. For the moment, though, he said, “People are willing to see that the world’s cup is slightly half-full right now.” Adding to the cup was an announcement from the U.S. Trade Representative that “both sides see progress” following trade talks between the world’s two largest economies. China’s Ministry of Commerce said the two sides discussed strengthening coordination of their economic policies, though it gave no details. Tensions between the United States and China have been ramping up recently, with President Donald Trump targeting Chinese technology companies in particular. The worsening relationship has been one of the bigger concerns for investors, particularly given how destructive the escalating tariffs of the U.S.-China trade war were for the
global economy earlier. Other concerns for the market include whether Congress can get past its partisan disagreements to agree on sending more aid to the economy, which investors say is desperately needed, and whether stock prices have become too expensive relative to how much profit companies are producing. But none of those concerns has been loud enough to keep the S&P 500 from plowing to new record heights by the day. Underlying it all is massive support for markets and the economy from the Federal Reserve. The central bank has slashed short-term rates to nearly zero and is buying all kinds of bonds, which helps drive some investors into the stock market and push up its prices. The Fed’s chair, Jerome Powell, will give a highly anticipated speech later this week, where investors expect to hear him talk about next steps for monetary policy. He’ll likely touch on many topics, including inflation and the need for more help from Congress. “But most of all, it will be a reality check that we have a very fragile economy and they still have a number of concerns out there,” said Taback of Wells Fargo Private Wealth Management. The yield on the 10-year Treasury rose to 0.68% from 0.64% late Monday. Shares of Exxon Mobil, Pfizer and Raytheon Technologies all slipped in their first trading after an announcement that

they’ll drop out of the Dow Jones Industrial Average before trading opens Monday. Exxon Mobil dropped 3.2%, Pfizer fell 1.1% and Raytheon lost 1.5%. Salesforce.com, Amgen and Honeywell International will replace the trio. All three rose at least 3%. S&P Dow Jones Indices said it’s making the moves because Apple is about to split its stock, which will result in a lower share price. Because the Dow’s movements are based on how much a company’s share price is — not how much the company is worth in total, like other indexes — the stock split would have reduced the technology industry’s weight in the Dow. In European stock markets, the French CAC 40 and German DAX were both close to flat. The FTSE 100 in London fell 1.1%. Asian markets were mixed. Japan’s Nikkei 225 rose 1.4%, and South Korea’s Kospi jumped 1.6%. The Hang Seng in Hong Kong lost 0.3%, while stocks in Shanghai slipped 0.4% Benchmark U.S. crude oil rose 73 cents to settle at $43.35 per barrel as Hurricane Laura barrels toward the U.S. Gulf coast, home to much of the country’s energy production. Brent crude, the international standard, gained 73 cents to $45.86 a barrel. Wholesale gasoline for September delivery rose 3 cents, or 2.1%, to $1.40 a gallon amid worries that the hurricane could damage refineries and cut off supplies.

Governor declares emergency after police shooting of Blake By Mike Householder and Scott Bauer
Blake’s father, also named Jacob Blake, told the Chicago Sun-Times that his son is paralyzed from the waist down and has “eight holes” in his body. The elder Blake said he didn’t know if his son’s paralysis was permanent. Wisconsin Gov. Tony Evers called for protesters to be peaceful, while also saying the National Guard presence would be doubled from 125 to 250 in Kenosha after crowds destroyed dozens of buildings and set more than 30 fires on Monday night. “We cannot allow the cycle of systemic racism and injustice to continue,” said Evers, who is facing mounting pressure from Republicans over his handling of the

KENOSHA, Wis. (AP) — Wisconsin’s governor declared a state of emergency Tuesday after some protesters vandalized businesses and set dozens of buildings on fire in a city where police shot a Black man multiple times, apparently in the back in view of his children. The shooting of Jacob Blake on Sunday in Kenosha was captured on cellphone video and ignited new protests over racial injustice in several cities, just three months after the death of George Floyd at the hands of Minneapolis police touched off a wider reckoning on race.

unrest that has followed the shooting. “We also cannot continue going down this path of damage and destruction.” Blake’s father said that he learned Sunday night that officers had shot his 29-year-old son and shortly thereafter he watched the video, which appears to show his son being shot in the back. “I want to put my hand on my son’s cheek and kiss him on his forehead, and then I’ll be OK,” the father, who was traveling from North Carolina to Milwaukee, where his son is being treated, told the newspaper. “I’ll kiss him with my mask. The first thing I want to do is touch my son.” Three of the younger Blake’s sons — aged 3, 5 and 8 — were in the car at the time of the shooting, according to Ben Crump, a civil rights attorney representing the family. Crump scheduled a Tuesday afternoon news conference in Kenosha with Blake’s family members to address the shooting. Police in Kenosha have released almost no information about the shooting, beyond saying the officers were responding to a domestic dispute when they encountered Blake. The Wisconsin Department of Justice is leading the investigation, which is expected to take several weeks. The officers were placed on administrative leave, which is standard practice in such cases. The father has not returned multiple messages left by The Associated Press. He is slated to speak at a March on Washington commemoration on Friday organized by the Rev. Al Sharpton. His father and the victim’s grandfather, Jacob Blake Sr., was a prominent minister and civil rights leader in the Chicago area in the 1960s. The man who said he made the cellphone video of the shooting, 22-year-old Raysean White, said he saw Blake scuffling with three officers and heard them yell, “Drop the knife! Drop the knife!” before the gunfire erupted. He said he didn’t see a knife in Blake’s hands. In the footage, Blake walks from the sidewalk around the front of his SUV to his driver-side door as officers follow him with their guns drawn and shout at him. As Blake opens the door and leans into the SUV, an officer grabs his shirt from behind and opens fire while Blake has his back turned. Seven shots can be heard, though it isn’t clear how many struck Blake or how many officers fired. Since the shooting, anger has spilled into the streets of Kenosha and other cities, including Los Angeles, Wisconsin’s capital of Madison and in Minneapolis, the epicenter of the Black Lives Matter movement this summer following Floyd’s death. Hundreds of protesters defied an 8
p.m. curfew Monday night, massing in downtown Kenosha, where they were met by a wall of law enforcement officers, including 125 members of the Wisconsin National Guard. Some clashed w it h officers and vandalized businesses. There were 34 fires associated with the unrest, with 30 businesses destroyed or damaged along with an unknown number of residences, Kenosha Fire Chief Charles Leipzig told the Kenosha News. One of the buildings destroyed was the Wisconsin Department of Corrections’ probation and parole office. Most staff had already transitioned to working remotely, and all essential operations are continuing, said department spokeswoman Anna Neal. A city block was cordoned off Tuesday so officials could survey damage. Smoke filled the air and visibility was low as firefighters used water cannons on still smoldering buildings. “Nobody deserves this,” said Pat Oertle, owner of Computer Adventure. Computers were stolen, and the store was “destroyed,” she said. “This accomplishes nothing,” Oertle said. “This is not justice that they’re looking for.” U.S. Sen. Ron Johnson and U.S. Rep. Bryan Steil, both Republicans, called on the governor to do more to quell the unrest. Steil said he would request federal assistance if necessary. A Wisconsin state lawmaker said Evers, who is white, and Lt. Gov. Mandela Barnes, who is Black, encouraged violence with their comments after the shooting. “They did not call for peace. They did not encourage calm,” Republican state Sen. Howard Marklein said. “They did encourage people to jump to conclusions and take negative action.” Evers continued to call for protesters to be peaceful. “Please do not allow the actions of a few distract us from the work we must do together to demand justice, equity, and accountability,” he said. In Madison, about 500 protesters marched to the state Capitol on Monday night, and some broke windows, stole from stores and sprayed graffiti along the way. Police used tear gas and pepper spray on the crowds and six people were arrested, according to Madison police. In Minneapolis, 11 were arrested after breaking windows at the county jail on Monday night. One police officer suffered a broken hand in an altercation with demonstrators, the sheriff’s department said.

Illinois Road Trip Round-Up: Geocaching Rockford Area CVB
We’ve been “All In for Illinois” during the pandemic, but now that we’re in Phase 4, we’re ready to enjoy our state safely. Check-in to the gorockford.com blog every Tuesday for an Illinois Road Trip Round-Up on themed topics showcasing eighteen destinations across Illinois. This week, we’re touring some of the state’s best geocaching spots! So pack up the family, bring your masks, and get ready for a road trip!
What is Geocaching?
Geocaching is a treasure hunt that can be as fun for the hider as it is for the seeker. Any given treasure, known as a geocache, has specific coordinates of longitude and latitude to which seekers must travel in order to locate the treasure. Geocaching is an outdoor recreational activity, in which participants use a Global Positioning System (GPS) receiver or GPS-enabled smartphone and other navigational techniques to hide and seek containers, called “geocaches” or “caches”, anywhere in the world. If you are not already signed up, go to www.geocaching.com and start today. Here are some tips for those of you that have never tried geocaching before, these are a must if you want to have a good time and find the most caches possible. 1. Do not rely 100% on the coordinates given to you in the cache description. If you get within several feet of the exact coordinates then it is time to start looking around. Many factors could cause the location to be slightly off. 2. Don’t expect the cache to be hidden in plain sight, expert cachers are known for hiding something using the native camouflage of the environment. Look up, down, below the ground, at eye level. One example could be, if there is a tree 2 - 3 feet within the coordinates then chances are the object is tied up in the tree.
Severson Dells Nature Center 3. If the geocache location is on or near a business or private property then be sure to not let your kids run all around the place because it could be very dangerous. 4. Read the hints in the description very carefully, often there are clues contained in the description that don’t mean anything until you actually get to the location. So read and then reread once you get to the spot. 5. If possible, take a smartphone on which you have downloaded one of the geocaching apps so that you can look up the description of each geocache location before you get to it. Otherwise, you won’t have all of the hints (if any) available and you may get frustrated not being able to find the geocache. An
& Associates
alternative to this would be to print out all of the cache spots you want to visit before you leave the house but that requires a printer and paper. 6. Remember that it’s just a game and don’t get too annoyed by all of the geek speak of stuff like muggles.
Geocaching in the Rockford Region
Rockford is nicknamed the “Forest City” because of the abundance of natural, outdoor spaces for visitors and residents to enjoy. This makes the Rockford region perfect for Geocaching! There are geocaches sprinkled in all parts of the region, from the bustling downtown to the quieter parks. New and experienced Geocachers looking for spaces to find a
lot of geocaches in one area will enjoy visiting Severson Dells, a 369-acre forest preserve. The forest preserve features 2.5 miles of self-guided nature trails and a hard-surfaced trail accessible year-round. Also hidden along these paths are over a dozen geocaches just waiting to be found! Another location for excellent geocaching is Anna Page Park. This expansive park boasts three separate 18-hole disc golf courses, and just about as many geocaches as there are disc golf holes! Spend an afternoon in the outdoors playing disc golf and searching for geocaches all in one area. For more information about geocaching in the Rockford region and throughout the state, visit www.gorockford.com/blog.

Unconventional Conventions By Paula Hendrickson Contributor
Every four years, the Democratic and Republican parties hold big conventions where party members gather to officially nominate candidates for President of the United States. When there’s an incumbent candidate, like this year, the nominee is never a surprise. Some years races are too close to call until all of the delegates have pledged their votes, but this is not one of those years. Not even on the Democratic side, where Bernie Sanders conceded the race to former Vice President Joe Biden several months ago. The obvious difference this year is that the pandemic has forced both parties to figure out how to hold a convention without thousands of people convening in one space. Last week’s Democratic convention went on with very few, if any, technological issues. At least none that the average viewer would notice.
To me the oddest part of the Democratic convention was seeing state signs—which in any other year would have marked the sections where each state’s delegates were seated—in the nearly-empty Delaware auditorium where Biden and his running mate, Kamala Harris, gave their speeches. I really only noticed it because the convention had originally been scheduled for Milwaukee, not Delaware. During the first night of the Republican convention it seemed odd when the President’s son’s girlfriend, Kimberly Guilfoyle, was shouting her message to an empty room (necessary due to the pandemic) as if she had to raise her voice to be heard over a cheering crowd. The thing to bear in mind is that while quadrennial conventions are primarily massive marketing pushes for the presidential campaigns. That’s why you typically see slickly-produced videos touting party talking points (often in dire need of fact checking) instead of party
members debating policies or platforms, as conventions were back in the old days. They’re an odd combination of pep rallies and sales pitches. As hard as it is to believe in these destructively partisan times, there are still some undecided voters out there. (Even harder to believe: How many eligible voters aren’t even registered, and how few registered voters actually vote.) That’s why these conventions have both been designed not just to solidify each party’s base, but to try to sway undecided voters to their respective camps. It’s also why fact checking is vital no matter which party or candidate you support. Conventions are essentially glossy sales pitches, and should be viewed as such. No one should believe everything anyone at either convention says as the unvarnished truth. While many statements may be true, or have a grain of truth at the core, they are all being spun for political advantage. Do yourself, and all Americans,
a favor and check to see what non-partisan fact-checking organizations have to say about the things politicians and their supporters are saying. You can find a list of vetted signatories to The Poynter Institute’s International Fact-Checking Network (all of which pledge to uphold a code of principles for non-partisan fact-checking) here: https:// www.poynter.org/ifcn-fact-checkerscode-of-principles/. You can also do your own internet search for non-partisan fact checkers. It only takes a few moments and can help you distinguish political posturing and rhetoric from actual facts. That said, the technical crews who worked behind the scenes to make both of these virtual conventions happen should be applauded. Their task wasn’t easy, but they did it. (Assuming the final days of the Republication convention, which will happen after this column is submitted, escape any major glitches.)
Energy & Environment
Impacts of using fossil fuels By Drs. Robert & Sonia Vogl Contributors
In the summer of 1969 our family benefitted from two National Science Foundation grants. One sent us to Quebec for a course on Arctic studies. It focused on Arctic resources, future development, and the people living in the far north. Topics included environmental and social impacts of the large hydro plant being developed on the Churchill River in Labrador to ship electricity to the east coast of the United States. High quality iron ore in northern Quebec which was so concentrated that it could be directly shipped to a steel mill illustrated some of rich resources available. Other resources including uranium and copper were also abundant and could expand industrialization. Also, Athabascan tar sands offered an abundant source of petroleum resources which could fuel the economy. But the topic of biggest interest was the vast oil potential of the Arctic area and how to get it to market. Guest speakers in the course were just returning from their Arctic oil explorations. Concerns were raised over the native populations and the disruption to their way of life resulting from the developments. Another concern was the environmental impacts of the developments themselves. The second National Science Foundation course was offered by the University of
Delaware and focused on oceanography, the health of the ocean and the decline of ocean resources due to pollution. One instructor felt that pollution was likely to continue leading to the collapse of local fisheries which would allow some large commercial food producer to consolidate legal rights to harvesting coastal ocean life. With such a consolidation he envisioned a large firm would pressure to control pollution. Another point of discussion was the potential of fish and other resource farming along the Atlantic coast. The biggest challenge was the destruction of installations from the damaging hurricanes that impacted the area. The basic themes of those National Science Foundation Courses remain in our minds and continue to impact our thinking. A recent series of interviews in the DeSmog blog have led our thinking to the current delay in addressing climate change. According to several scientists formerly employed by Exxon Corporation, the firm had set up a research division focused on energy resources beyond oil. They were interested in nuclear, coal, solar and lithium batteries and had funded a climate modelling group which included a tanker project measuring CO2 levels both above and within the Atlantic Ocean. The climate modelling group accepted that climate change was happening and that humans were contributing to it. Their concern was over how quickly it would
come, what could be done about it and how bad it would be. They had already developed advanced computer models which helped them determine how the Earth’s climate might change if we continue to burn fossil fuels. While the scientists involved recognized their work could adversely impact the profits of their firm, they were more interested in finding alternative sources of energy to support the continuation of the American middle class lifestyle. They were seeking a means to transition to a new energy future. They recognized a problem and were focused on finding solutions to it. They felt if the firm realized that climate change was real they could invest some of their profits in renewable energy which would become
their new business. They saw their research efforts as being in the public interest. But as the price of oil dropped dramatically new leadership in the firm refocused their interest on oil and the research divisions were either sold or the technology transferred to other firms. The solar unit was one of the first to go. Although the firm abandoned their projects, the research continued. By 1988 James Hanson, a NASA scientist, informed Congress that the greenhouse effect was real and was changing the climate. Over the past 50 years society followed the path of intense industrialization; now we find ourselves living with the consequences of continuing to burn fossil fuels at a prolific rate.
