Pritzker staffer tests positive; Region 1 sees another positivity rate increase Governor self-isolating for 14 days, northwest Illinois one day from added mitigations By Jerry Nowicki

SPRINGFIELD – A staffer who recently traveled with Gov. JB Pritzker has tested positive for COVID-19, prompting the governor and others to self-isolate for a period of two weeks, his office announced Tuesday. The unnamed staffer tested negative last Wednesday during weekly testing, but was tested again Monday after showing symptoms and was confirmed positive. According to the governor’s office, the staffer attended events with Pritzker on Wednesday in Chicago, Thursday in Marion and Sunday in Marseilles. Contact tracing efforts have begun and event organizers at those locations have been contacted. Those who had contact with the staffer will isolate for 14 days, and all staff who report to the governor’s office must test negative before returning to work, accord-

ing to a news release. A spokesperson for the governor said everyone who works in the office was tested after the positive result was revealed, and they were all negative. The governor still plans to hold occasional COVID-19 updates, according to his office. When a staffer tested positive earlier this year, the governor did so virtually. Meanwhile, Region 1 of the state’s reopening plan saw a second straight day with a COVID-19 test positivity rate exceeding 8 percent, according to the most recent data, as it increased to 8.3 percent. One more day above that threshold, and the state could levy increased mitigations in the region, including closing it to indoor dining and drinking. The region includes the northwest part of the state from Winnebago County to the western edge of Illinois. Region 4, which includes the Metro East area on the St. Louis border, saw its positivity rate tick up by one-tenth of a percentage point to 7.2 percent. That region must fall below 6.5 percent and remain there for three days in order for added mitigations to be lifted.

Other positivity rates range from 2.2 percent in east-central Illinois’ Region 6 to 6 percent in southern Illinois’ Region 5. Also Tuesday, the Illinois Department of Public Health announced another 1,362 cases of the virus and 23 more deaths in COVID-19-positive individuals. The death total is now at 8,637 in Illinois, and there have been 291,001 confirmed cases among more than 5.5 million test results reported. There were 45,624 test results reported over the previous 24 hours, making for a one-day positivity rate of 3 percent, which brought the rolling sevenday average rate to 3.6 percent. At the end of the day Monday, there were 1,535 people reported hospitalized with COVID-19 in Illinois, including 363 in intensive care unit beds and 151 on ventilators. Those numbers fluctuate considerably daily but have been trending slightly upward in recent weeks. It’s a little less than a month until the General Election on November 3rd, but there’s still plenty of time to register to vote. In Illinois, residents can register to vote up to and on Election Day, but this year residents are encouraged not to wait until the last day, according to Winnebago County Clerk Lori Gummow. You can register to vote by obtaining a voter registration form, filling it out and mailing it to your local election authority

with the proper identification. To register, you must be a US citizen; a resident of Illinois; at least 18 years old before the election; cannot be convicted and in jail; and not claim the right to vote anywhere else. This form can be obtained at any Election Authority or with any Deputy Registrar. Additionally residents can go online to ova.elections.il.gov to register. An Illinois Driver’s License or State ID will be required, along with the last four digits of your social security number and your birth date. The only difference is that, beginning Wednesday, October 7, you will have to

register to vote at your county clerk’s office or election authority in person and you will have to vote at the same time. “To avoid the lines on Election Day and to keep everyone safe during this pandemic, we encourage residents to register early,” Gummow added. DETROIT (AP) – The worries are growing for United Airlines flight attendant Jordy Comeaux. In a few days, he’ll be among roughly 40,000 airline workers whose jobs are likely to evaporate in an industry decimated by the coronavirus pandemic. Unless Congress acts to help for a second time, United will furlough Comeaux on Thursday, cutting o� his income and health insurance. Unemployment and the money made by his husband, a home health nurse, won’t be enough to pay the bills including rent near Chicago’s O’Hare International Airport. “I don’t have enough, unfortunately, to get by,” said Comeaux, 31, who has worked for United for four years. “No one knows what’s going to come next and how to prepare.” Since the pandemic hit, thousands of flight attendants, baggage handlers, gate agents and others have been getting at least partial pay through $25 billion in grants and loans to the nation’s airlines. To receive the aid, companies agreed not to lay o� employees through Sept. 30. That “Payroll Support Program” helped many stay on, and keep health care and other benefits. It all runs out on Thursday. With air travel down about 70% from last year, many carriers including United and American say they’ll be forced to cut jobs without additional aid. Delta and Southwest, two other big carriers, tapped private capital markets and say they’ll avoid layo�s. Industry analysts say fear of air travel and businesses keeping employees close to home have brought an unprecedented crisis to the industry, resulting in cataclysmic losses. The four largest U.S. airlines — Delta, United, American and Southwest — together lost $10 billion in the second quarter alone. Fewer airline passengers also means less demand for rental cars, hotels and restaurants. With demand for new planes down, airplane manufacturer Boeing has also cut thousands of jobs. “To my understanding, this is the steepest demand shock for commercial aviation in human history,” said Morningstar aviation analyst Burkett Huey. The International A ir Transport Association on Tuesday lowered its fullyear tra�c forecast. The trade group for airlines around the world now expects 2020 air travel to fall 66% from 2019, compared to its previous estimate of a 63% decline. Airlines in Europe are expecting years of trouble and have acted quickly to cut jobs even as they get government rescue loans.

Germany’s Lufthansa won a 9 billion-euro government bailout, but announced an additional round of cuts after a summer bump in vacation travel dwindled in September. The company has parked its jumbo jets and has plans to eliminate 22,000 full-time positions. British Airways parent company IAG has said it would cut some 12,000 of its 42,000-person workforce. In the U.S., Congress has been considering a second round of airline aid for weeks, but it’s hung up in the debate over a larger national relief package. The Airlines for America trade group said a House proposal unveiled Monday raises some hope because Democrats and Republicans appear to be talking. Layo�s could be delayed if a deal is imminent. Toni Valentine, 41, a United reservations agent in Detroit who has been with the airline for 15 years, has been told she’ll be laid o� this week. She has six children ranging in age from 2 to 22, and her husband can’t work because he’s recovering from a massive stroke. “Knowing that I may not have insurance benefits, I feel like I have failed,” she said on a conference call set up by the Machinists Union. “I’m the primary breadwinner in this family.” Before the pandemic, the airlines were thriving. Planes were full, profits were fat and workers were getting big overtime checks. That helped Valentine, who said she worked 80 hours per week but still was barely making it after her husband’s illness. Now, her 19-year-old son has dropped out of college to help support the family, she said. “We’re crying for help and no one is hearing,” she said. Tevita Uhatafe also was a big beneficiary of overtime pay, working 60 hours a week hauling baggage and loading airplanes for American Airlines in Dallas. He and his wife, who holds the same fleet service job, earned enough to buy a house and purchase a new car in January. Then came the pandemic. Overtime went away. Uhatafe and his wife cut expenses and staggered their shifts so one could stay home to supervise remote learning for two sons and a niece. But come Thursday, they both are likely to get only part-time hours, meaning their household income could be halved. “We can’t a�ord our mortgage, our car payment, our other utilities,” he said. They also fear they won’t be able to make health care copays and deductibles. They’ve looked for jobs, but in a market with high unemployment “there really isn’t anything out there for us right now,” Uhatafe said. Allie Malis, an American Airlines flight

attendant in Washington, D.C., also faces layo� Thursday. “At this point I don’t have a Plan B,” she said. With early retirements and other incentives to quit, U.S. airlines have already shed about 45,000 jobs during the pandemic, or 48,000 including cargo carriers. Government figures are only available through July, however. Compare that to the first six months after the Sept. 11, 2001, terror attacks, when passenger and cargo airlines cut more than 90,000 jobs, and employment drifted lower for the next two years. Two decades later, airline employment still had not fully recovered. Malis said American didn’t hire any new flight attendants until 2013 because it was still calling back those who were laid o�. While job losses in the airline industry since the pandemic could be about 20% of the total workforce when accounting for the next round of cuts, there are other sectors feeling even more pain, including the restaurant, bar and hotel businesses. From February, before the coronavirus took hold in the U.S., through August, those businesses shed nearly 5.8 million jobs, or around 22% of the total number employed, according to federal statistics. Flight attendants likely will be the hardest hit if the airline layo�s come this week because there are over 25,000 of them, more than any other job in the industry, said Savanthi Syth, an airlines analyst for Raymond James. Pilots may not be a�ected as much because airlines want to avoid the cost of retraining them once they’re in a position to rehire. On Monday, United Airlines pilots ratified an agreement that the union and the airline say will avoid about 2,850 furloughs set to take e�ect later this week, and another 1,000 early next year. It’s anyone’s guess when or even if air travel will recover from the pandemic and if airlines can fly through the turbulence. Morningstar expects a vaccine to be available by the end of this year with widespread distribution by the middle of 2021, but recovery could still take years. Comeaux holds out hope that his union, the Association of Flight Attendants, can successfully lobby Congress for help in the next few days. Many United flight attendants, he said, took special leaves with no pay to preserve jobs for others. “How long is it going to take for us to get back up and going?” he asked. “That’s the really di�cult part.”

Investors’ confidence has been supported by infusions of central bank support into struggling economies and hopes for development of a coronavirus vaccine. Congress still is arguing over the size of a new support package after additional unemployment benefits expired. House Speaker Nancy Pelosi and Treasury Secretary Steven Mnuchin have agreed to hold another round of stimulus talks. However with the death of Supreme Court Justice Ruth Bader Ginsburg, Congress has redirected much of its attention to President Trump’s nominee to replace her. “I certainly think the markets’ weakness in the past couple of weeks is partially due to the fading hopes for a deal,” Hackett said. “The market has largely come to terms with the low likelihood for a deal to get through.” The last jobs report before the election will come out on Friday. The number is likely to be not only important for the market to determine whether re-openings are still moving forward, but politically important for both GOP and Democratic messaging heading into the election. Economists expect 850,000 jobs were created in September, with an unemployment rate of 8.2%.

Investors remain uncertain whether the recovery that happened over the summer was sustainable, and whether the newest surge of cases will be as dramatic as the one in June. The uncertainty has been a big reason why stocks have struggled in September, after rallying the entire summer. The S&P 500 is on track to fall 4.7% this month, it’s worst month since March when the stock market plunged sharply as the coronavirus pandemic spread to the U.S. “The market needs the economy to remain open,” said Mark Hackett, chief of investment research at Nationwide. “We can handle bumpy economic data, but markets are not priced for the economy to shut back down.” The S&P 500 index fell 16.13 points, or 0.5%, to 3,335.47, after rallying the day before. The Dow Jones Industrial Average dropped 131.40 points, or 0.5%, to 27,452.66 and the technology-heavy Nasdaq composite lost 32.28 points, or 0.3%, to 11,085.25. Markets are watching the November election’s impact on tax policy and how long it might take to determine the winner. Bubble hockey champions: Tampa Bay Lightning win Stanley Cup By Stephen Whyno Associated Press

EDMONTON, Alberta (AP) — The joyful yells from the bench could be heard in the empty arena in the final seconds and the roar from players when Commissioner Gary Bettman called for Steven Stamkos to accept the Stanley Cup echoed even louder. The triumph of winning the NHL championship in a bubble was certainly no less sweet for the Tampa Bay Lightning. Brayden Point scored his playoff-best 14th goal and the Lightning beat the Dallas Stars 2-0 in Game 6 on Monday night to finish off the most unusual NHL postseason in history, staged nearly entirely in quarantine because of the pandemic. The clock hitting zeros with no fans in attendance set off a celebration for a team that endured years of playoff heartbreak and two months in isolation — and their fans outside Amalie Arena in Tampa celebrated right along with them. “It takes a lot to be in a bubble for 80 days or whatever long it was,” said defenseman Victor Hedman, who won the Conn Smythe Trophy as playoff MVP. “But it’s all worth it now. We’re coming home with the Cup.” Before giving that trophy to Hedman, Bettman gave all the players credit for enduring a quarantine largely on their own for so long. “To be in this place at this time under these circumstances is remarkable and frankly overwhelming,” Bettman said. “Frankly, all of the players who participated should feel like MVPs.” Goals from Point and Blake Coleman and a 22-save shutout by Andrei Vasilevskiy in Game 6 were enough to power the Lightning to their second championship after winning it in 2004. That one came just ahead of a lockout that wiped out an entire season and similar uncertainty hangs in the air now because of the coronavirus. Questions about the future were put off for a celebration by the Lightning and by the NHL, the first of the four major North American professional sports leagues to crown a champion since the start of the pandemic. Tampa Bay’s core group closed out the final with an almost poetic display of what got the Lightning to this point over the past several years and months. Point’s goal came with assists from longtime standouts Nikita Kucherov and Hedman, key addition Coleman scored on an odd-man rush in the second and Vasilevskiy did his job on a relatively slow night in net. Veteran defenseman Braydon Coburn was the first to get the Cup after Stamkos and Hedman, even though he played just

three games in the postseason. He played 964 regular-season and 137 playoff games to get to this point, losing in the final twice before. “The beauty of our team is everyone was chipping in,” Point said. “We got contributions from anyone and everyone at different times, and that’s what makes this win so special.” It was more of a coronation than a challenge as the dominant Lightning outshot the Stars 29-22 and looked like the powerhouse they’ve been for much of the past decade. Tampa Bay’s power play turned the series around after Dallas won the opener. Point’s goal made it 7 for 16 over the past five games to decimate the Stars, who were undone by their lack of discipline and couldn’t get enough “Dobby” magic from goaltender Anton Khudobin. “There is no feelings right now,” Khudobin said. “Just empty, you know. We battled hard, especially with this situation, it’s not easy to stay without families for two months and stuff like that.” The Stars simply ran out of gas after injuries piled up. “I couldn’t ask more from our players,” said coach Rick Bowness, an assistant for Tampa Bay for five years who was part of their 2015 run that fell short in the final. “So it wasn’t enough to beat that team, so it wasn’t enough. But it’s better than sitting here saying how we could done this or could have done. We don’t second-guess anything we’ve done.” The Lightning did to the Stars what Chicago did to them in the ‘15 final, when injuries built up. Tampa Bay had Point and No. 2 center Anthony Cirelli playing hurt this time, didn’t have Stamkos for almost all of the playoffs — and still survived. “These last six weeks have been really emotional for my family and I, not only on the ice but off the ice,” said Stamkos, who played just 2:37 in the playoffs yet scored a goal in Game 3. “I just want to say to my family: I love you guys so much. To all the friends and everyone who supported us along the way: We love you, we can’t wait to celebrate with you.” The painful playoff losses look like mile markers now — losing four consecutive games to Chicago after going up 2-1, blowing 3-2 series leads in the Eastern Conference final in 2016 and 2018, and last season’s jaw-dropping, first-round sweep by Columbus after the Lightning had tied the NHL single-season wins record and won the Presidents’ Trophy. Coach Jon Cooper thought the attitude needed to change from wanting to beat

every opponent 9-0 because that’s not realistic in playoff hockey. His team went 12-3 in one-goal games this postseason, and he said the Lightning won because they were strengthened by years of “heartbreak.” Bettman was on hand exactly 201 days after his dismal if hopeful announcement that the season was being put on pause with 189 games left unplayed. The league and players’ union worked for nearly four months to iron out where, how and when to play so 2020 wouldn’t join 1919 and 2004 as a year in which the Cup wasn’t awarded. The plan they came up with was unusual. Like the NBA, it called for walling off teams from the public for months on end. Unlike the NBA, it called for doing it in two spots — Toronto and Edmonton, while the U.S. grappled with spiking coronavirus cases in too many places for NHL leadership to feel comfortable. And it worked. After more than 31,000 tests, there were zero positive coronavirus cases reported among players, coaches and staff inside the bubbles and just a handful among hotel, arena or restaurant employees. There was nothing close to a breakout. Bizarre as it was with no fans and manufactured crowd noise and light shows, the hockey was often top notch. The expanded, 24-team playoffs meant there was hockey nearly every day, sometimes from midday until past midnight, including a five-overtime marathon that was the second longest in modern hockey history. And in this unprecedented postseason, there were even two elimination games on the same day in the same arena. By the conference finals, Rogers Place, a nearby JW Marriott and the rest of a heavily

fenced bubble in downtown Edmonton became the center of hockey for fans thousands of miles away with Dallas and Tampa Bay, two of the southernmost teams in the league, settling the Cup in the NHL’s northernmost arena. In all, the NHL played 130 games in a bubble, 25 of them going into overtime, before the final horn set off a celebration by Tampa Bay that simply had to do with no fans in the stands, and few loved ones allowed on the ice to share the moment. Unable to hug them, players embraced each other and took out their phones to call and video chat with those who couldn’t be there. “We were in the bubble for this many days away from our friends and family, our support systems,” Stamkos said. “We love each and every person that has helped us and allowed us to come here and accomplish our dream.” NOTES: Tampa Bay is the first team to win the Cup without a captain dressed for the clinching game since the 1977 Montreal Canadiens Yvan Cournoyer missed the playoffs because of back surgery. ... Kucherov’s 27 assists are the third most in a single postseason behind only Wayne Gretzky and Mario Lemieux. ... Alexander Volkov made his NHL playoff debut for Tampa Bay, which also saw Patrick Maroon become just the eighth player to win the Cup in back-to-back seasons with different teams (St. Louis).

The NHL has targeted a tentative Dec. 1 start date for next season, but even Bettman acknowledged a later December or January start is possible. And even that is no guarantee given the uncertainty.

Titans have NFL’s first COVID-19 outbreak: 8 positive tests By Teresa M. Walker Associated Press

NASHVILLE, Tenn. (AP) – The Tennessee Titans suspended in-person activities through Friday after the NFL says three Titans players and five personnel tested positive for the coronavirus, becoming the first COVID-19 outbreak of the NFL season in Week 4. The outbreak threatened to jeopardize the Titans’ game this weekend against the Pittsburgh Steelers and posed the first significant in-season test to the league’s coronavirus protocols. The NFL issued a statement Tuesday saying both the Titans and Minnesota Vikings suspended in-person activities Tuesday following the Titans’ test results. The Titans beat the Vikings 31-30 in Minneapolis last weekend. “Both clubs are working closely with the NFL and the NFLPA, including our infectious disease experts, to evaluate close contacts, perform additional testing and monitor developments,” the league said. A person familiar with situation told The Associated Press the eight test results were all confirmed positives, making this the first outbreak since the season began on Sept 10. The person spoke to the AP on condition of anonymity because of health privacy regulations.

The Vikings released a statement saying they had not received any positive results from their testing after Sunday’s game against the Titans. They also said they followed NFL protocol by closing their facility immediately and were working to determine when they can reopen. Minnesota is scheduled to visit Houston (0-3) on Sunday. The Titans (3-0) are scheduled to host the Steelers (3-0) on Sunday in a matchup of two of the league’s seven remaining undefeated teams. With the Titans unable to practice until Saturday at the earliest, when that game might be played is unknown. “I just wanna play,” Titans starting left guard Rodger Saffold tweeted. “All decisions will be made with health and safety as our primary consideration,” the NFL said. “We will continue to share updates as more information becomes available.” Commissioner Roger Goodell sent a memo to teams Tuesday noting the protocols set up by the league and the NFLPA are being followed. Those who tested positive will be isolated, monitored and offered medical care, and family members also are offered testing. Officials and others who worked the game will be tested. “This is not unexpected; as Dr. Sills and others have emphasized, there will be players and staff who will test positive during the

season,” Goodell wrote in the memo obtained by The Associated Press, referencing the NFL’s chief medical officer, Dr. Allen Sills. “We are exploring in more detail the nature of the close contacts to determine where they occurred (locker room, flights, etc.), and identify any additional learnings that can be shared with all clubs.” Goodell asked NFL teams to look at what they’ve done to limit contact, especially when traveling and within position groups, and to review how they bring in players for tryouts. He noted the test results confirm the need to follow health and safety protocols “to the fullest extent.” The NFL has been fining coaches and teams for coaches seen not following the league rules requiring face coverings during games. Pittsburgh spokesman Burt Lauten said the Steelers have been in contact with the NFL about the Titans’ positive tests. “We have been informed to proceed with our game preparations for Sunday’s game until we are informed otherwise,” Lauten said in a statement. Steelers defensive tackle Cam Heyward wrote on Twitter that the guys playing the next week now wind up affected. “This is wild but this is the world we live in now,” Heyward wrote. The Titans initially announced Tuesday

morning that they would be working remotely “out of an abundance of caution” after several test results came back positive. They beat the Vikings in Minneapolis without outside linebackers coach Shane Bowen, who did not travel with the Titans following a test result Saturday. Coach Mike Vrabel said Monday that Bowen was not with the team. Rookie offensive lineman Isaiah Wilson, their top draft pick out of Georgia, also has been on the reserve/COVID-19 list for the Titans since Sept. 6. The Titans use devices that detect whenever someone is within 6 feet of another device and records how long they are that close together. That provides a recording of everyone’s interactions from inside the team headquarters to the practice field, an airplane, inside a hotel and at a stadium. That information should help the Titans and the infectious disease experts know which players and coaches were at risk. With the Titans’ facility now closed for four days, that should also help limit further spread of the virus. The Titans were due to have about 7,000 fans in Nissan Stadium on Sunday as local restrictions eased, expanding to about 8,500 on Oct. 11 for a game against Buffalo and up to 10,000 on Oct. 18 when Houston is scheduled to visit.

To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment. Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted. PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE

SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed. EXPLANATION

The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "ßat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution. ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT

Illinois' current tax system unfairly beneÞts millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people. Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it. This Amendment Would Make Illinois' Tax System Fair. Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people. Illinois' current tax system unfairly beneÞts millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people. This amendment will help small business owners by creating a stable economic environment for their businesses to thrive. While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate. In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income. The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois. Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "ßat tax" that penalizes middle-class and working people and beneÞts higher income individuals. A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes. Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems. Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services. While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "ßat tax" rate continues to rely unfairly on taxes from middle and lower income earners. Under Illinois' "ßat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more. Because of the way our current tax system is set up, the bottom Þfth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers. If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less. Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less. Over 95% of small businesses earn $250,000 or less a year in proÞts, and their owners will not see a tax increase under the new tax structure. This change will generate additional revenue each year that can help address Illinois' budget deÞcit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters. After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People. Working people and essential workers like nurses, Þrst responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year. Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials. When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

In addition, this proposed change will pave the way for a tax on retirement income. Nothing in the amendment requires the Legislature to do anything to control spending. Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability. Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control. Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in SpringÞeld. Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deÞcit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse. Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target. In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase. The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.

There’s truth in the old adage, “laughter is the best medicine,” especially in a year like this when little seems funny. That’s why I’m glad SNL will kick off its 46th season this weekend, with the entire cast returning (plus a couple of new players). Former SNL cast member Chris Rock will host, and Megan Thee Stallion is the musical guest. Last spring when the pandemic hit, SNL cast and crew remotely produced a couple of episodes, capitalizing on the innate humor of non-techy people being forced to participate in remote chats and ways in which the lock down changed every day lives. Saturday night, the show again will be broadcasting live from Rockefeller

Center’s storied Studio 8H, with new safety protocols in place to protect cast, crew, and the audience (which may be smaller than usual) safe. As uneven as most SNL episodes can be, for once I can’t wait for the show to start. I need a good laugh, and I’m sure you do, too. From its first episode back on October, 11, 1975 – hosted by George Carlin – SNL has been all about political satire and pop culture parody. It’s an equal-opportunity offender, so no candidate or party is safe from a being made fun of, which makes it a little amazing that some of the show’s most memorable moments have been when people they’ve parodied make unexpected appearances. Despite being skewed mercilessly by Tina Fey’s spot-on impersonation, Sarah Palin appeared on the show – as did Hillary Clinton, alongside Amy Poehler, and

Elizabeth Warren with Kate McKinnon. Even Donald Trump hosted twice before taking office. Laughing at the foibles of public figures helps remind us that there are human beings behind there polished personas, and are no more above ridicule than the rest of us. Seeing them being able to poke fun at themselves is a good thing. News broke a week or so ago that Jim Carrey (who back in the early ‘90s was a standout on another Saturday night sketch show, In Living Color) has signed on to play Joe Biden this season, taking over the role from Woody Harrelson, who took it over from former cast member Jason Sudeikis. Recent double-Emmy winner Maya Rudolph will bring back her pitch-perfect Kamala Harris impersonation, and Alec Baldwin is slated to be return as President

Trump. With a live comedy show, you never know what’s going to happen. Some bits are hits while others bomb. But given the state of our world right now, SNL has no shortage of material. I’m really hoping that a few good laughs will help alleviate some of the seemingly endless barrage of bad news 2020 has so far brought, so I’m counting on SNL to deliver at least a couple of guffaws this weekend. I hope they’re able to keep it safe and COVID-free for everyone involved with the show, and those in the studio audience, because we need laughter more than ever right now.

While we await policy changes impacting Illinois’ electrical future, it seems appropriate to remind citizens of why solar energy holds so much promise and should have an important role in a clean energy future. The amount of energy the earth receives from the sun on a daily basis Is far more than is currently used on the planet. It could it meet all of our energy needs now, and in the future, if it can be captured and stored in a cost effective manner. The sun is estimated to provide 73,000 terawatts (1TW = one trillion watts) of continuous solar energy to the planet. It is renewable as long as the sun continues to shine as it will for billions of years. The challenge is how to secure all of our energy from the sun in a timely manner. Zero net energy homes can be heated by solar energy with appropriate levels of insulation and heat storage capacity. There are many examples of new and retrofitted homes that secure all or nearly all of their energy directly from the sun. In many situations, solar panels installed on the roof of a home could feed an electrolyzer installed on the site. The gas could supply fuel to generate electricity to supplement solar production or provide heat to the home when needed. While the initial cost of solar energy is relatively high its operating costs are very low. Dramatic cost reductions in solar panels and wind generators have been achieved from technological advances

and supportive public policies. With solar panels the cost reductions have primarily come from improving panel efficiency and manufacturing them in larger factories. The average efficiency of solar panels in the marketplace is around 20% with the highest current efficiency close to 24%. Efficiency improvements continue as exemplified by research efforts. A new laboratory tandem cell of perovskite and silicon has an efficiency of 27.7%. If its efficiency reaches 30% as expected by 2023, commercial production could occur. A six junction laboratory solar cell produced by NREL has an efficiency 39.2% under normal sun levels. These are just two examples of continued improvements in solar cell efficiency. There are other promising developments particularly in battery storage as illustrated by Musk’s recent announcement that he expects battery costs will be cut in half within three years. But there is no need to wait for future improvements as renewable energy systems are already cost competitive in many locations. The cost of an average sized residential system is now half of what it cost only a decade ago. Solar systems are increasingly paired with battery storage. In 2019 about 5% of the systems used battery storage and by 2025 the percentage is expected to rise to 25%.The Institute for Local Self-Reliance recently released its Third Edition of its Energy Self-Reliant States report for 2020. Several states and over 100 cities have announced commit-

ments to secure 100% renewable power. It is worth repeating that nearly 40% of the roofs in Illinois could support solar electrical systems. An editorial in Crain’s Chicago Business by John Palfrey of the MacArthur Foundation declared that transitioning to renewable energy can no longer be slowed down because of technical barriers, cost and job losses. Palfrey refers to two studies

Prior to the impact of COVID-19 and record losses in the industry, Rockford and Winnebago County achieved an unprecedented ten-years of growth in its tourism sector. According to new data released by the Illinois Department of Commerce & Economic Opportunity, in 2019 the economic impact of the tourism sector in Winnebago County grew by 4.3 percent, outpacing the state growth average of 3.3 percent. During the year, visitors spent more than $409 million while visiting Winnebago County and directly supported the livelihood of 3,091 hardworking area residents with employment income of $100 million. “Prior to the pandemic, our region was on the rise and tourism was a driver of that success. Spending was up and our visitors were supporting new developments, businesses and experiences our residents enjoy. Now, amidst the pandemic and travel restrictions, with so many independently owned restaurants and retail

shops hurting, hotel occupancy at historic lows and cultural attractions and venues struggling to survive we plainly see the value of the visitor and the money they leave behind when they return home,” said John Groh, RACVB president/CEO. “Our region’s tourism sector has a great foundation to rebuild from and RACVB will be there every step of the way doing our part to ensure our region recovers and remains a strong tourism destination in Illinois.” Commenting on the city’s resiliency, Rockford Mayor Tom McNamara said, “The tourism industry is essential and perpetuates job growth along with overall economic prosperity throughout the City of Rockford. In 2019, visitors paid $25.3 million in state and $7.2 million in local tax receipts (up 9.3 percent and 5.5 percent, respectively). Visitor expenditure, tax revenue and employment data are provided by the U.S. Travel Association and the Illinois Department of Commerce & Economic Opportunity. Through 2019, tourism’s economic impact grew for 10 consecutive years and was on track for additional growth. Recent additional investments in product development—including the new Embassy Suites by Hilton Rockford Riverfront and Rockford Conference Center and the revitalization efforts of Davis Park in downtown Rockford, and Home2 Suites by Hilton in Loves Park— figure to bolster the Rockford region’s long-term tourism impact. In addition to growth in Winnebago County, the Illinois Office of Tourism reported both international and domestic

travel expenditures grew to $43.1 billion in 2019, which is a $1.3 billion increase to the state’s economy over 2018. More than 120 million visitors came to Illinois in 2019 – the ninth-straight year of record tourism growth in the state–contributing to an increase of visitor spending, tax revenue and local jobs.

When Savannah Strandin, a young musical theater performer from Rockford, started feeling discomfort in her back and neck two years ago, the last thing that crossed her mind was cancer. She was only 23 years old and had just completed a two month run singing and dancing in the Disney show “Freaky Friday, the Musical” at a theatre in Rock Island, and some aches and pains were to be expected. When she developed a cough and some swelling in the lymph nodes in her neck, even doctors thought it was a virus and it would go away. Fast forward a year; following a lymphoma diagnosis, stays in the hospital intensive care units in both Rockford and Madison and months of chemotherapy and recovery, Savannah was on the beach in Maui taking surfing lessons with her brother, thanks to a wish granted by Nik’s Wish, a Rockford-based organization that grants wishes to young adults who have
