Lawmakers hear testimony on improving health care access, outcomes Discussion centers largely on safety net hospitals, ‘health deserts’ in underserved communities By Raymon Troncoso

SPRINGFIELD — Health care experts appeared before Illinois lawmakers Monday to discuss disparities in access to hospitals and outcomes based on ZIP code. Witnesses discussed solutions to financial obstacles facing safety-net hospitals, the lack of preventative care for underserved communities, and massive disparities in outcomes based on race and income at a joint hearing of the state Senate Public Health and Human Services committees. Safety net hospital is a term for a medical center that generally provides health care for individuals regardless of their insurance status, legal status or ability to pay. The Illinois Department of Healthcare and Family Services determines whether or not a hospital qualifies for a safety net designation based on the percentage of inpatients using Medicaid. Because the safety net model is not an inherently profitable one, safety net hospitals rely on government funding and are consistently financially challenged, leading to cuts in services such as pediatrics

or obstetrics and gynecology, or, in some circumstances, closure of the facility. In many parts of the state, safety net hospitals are the only locally accessible supplier of health care, particularly in low income, majority Black and majority Latino communities based in the south and west sides of Chicago and the Metro East area near St. Louis. In 2014, there were 40 safety net hospitals in the state. According to IDHFS, 24 hospitals currently meet that designation. Ben Lazare, a lobbyist for the Association of Safety Net Community Hospitals, said safety net hospitals also provide an economic lifeline to the areas in which they are located by providing employment – also a major socioeconomic factor in health outcomes. “They are the largest employers in areas of the state with the highest unemployment rates,” Lazare said. “Safety net hospitals employ over 25,000 people across the state of Illinois… These are high quality jobs and when safety nets do leave if they are forced to close, they leave craters that are absolutely devastating to those communities.” Policy suggestions from witnesses included allowing outpatient Medicaid users to also count towards a safety net designation and procuring more funds either through federal or state programs to keep safety net hospitals in vulnerable communities in business.

Multiple IDHFS officials testified at the joint hearing, covering the agency’s position and available data on safety net hospitals and health care disparities based on ZIP code. Referencing a study by the Robert Wood Johnson Foundation, IDHFS officials told lawmakers 40 percent of an individual’s health status is determined by socioeconomic factors, such as education, employment and income. Health behaviors such as diet and exercise impacted 30 percent, while access to health care and quality of care impacted just 20 percent. Regarding the Illinois Legislative Black Caucus’ agenda to combat systemic racism in Illinois, which prompted the joint hearing, IDHFS Director Theresa Eagleson said the department was open to partnering with lawmakers to address disparities discussed in testimony. “We would be very willing to collaborate in any fashion that [lawmakers] deem appropriate,” Eagleson said. The Black Caucus intends to submit legislation addressing health care, criminal justice reform, education and economics during the upcoming veto session that runs from Nov. 17-19 and Dec. 1-3. T he C or on av i r u s p a ndem ic h a s changed voting habits, and what is typically expected for election night results will be undetermined for up to 14 days after November 3. “If it takes a little longer to count all the ballots accurately, that’s what we need to do to ensure every vote counts,” said Winnebago County Clerk Lori Gummow. “We need to be extra patient because there’s a substantial chance we might not know the results on election night,” she added. “Possibly for the presidency and for several local races that are important for people,” Gummow added.

Even in a normal year, the results announced on election night are considered unofficial by election authorities. States conduct a certification process to verify the final tally, which can take weeks. During the Illinois Primary Election held in March, the race for Winnebago County State’s Attorney was not determined for two weeks. In 2000, a recount dispute in Florida took more than a month to resolve the presidential winner. Election officials have 14 days to accept any ballot that was postmarked on Election Day or before. If it is a close race, there are recount rules that allow a candidate to require ballots be sent

back through machines to verify the results, which happened with the State’s Attorney’s race. Despite the recount, all ballots and votes were verified and matched exactly with Election results. Due to the unprecedented volume of Vote By Mail ballots and voters casting their ballots early, the Clerk’s Office has hired extra judges to assist with the sorting, verification and tabulation of ballots. Delayed results could be particularly significant in swing states such as Wisconsin and Florida, which sees tight margins of victory, according to political analysts. Justice Dept. files landmark antitrust case against Google BY MICHAEL BALSAMO AND MARCY GORDON ASSOCIATED PRESS

WASHINGTON (AP) – The Justice Department on Tuesday sued Google for antitrust violations, alleging that it abused its dominance in online search and advertising to stifle competition and harm consumers. The lawsuit marks the government’s most significant attempt to protect competition since its groundbreaking case against Microsoft more than 20 years ago. It could be an opening salvo ahead of other major government antitrust actions, given ongoing investigations of major tech companies including Apple, Amazon and Facebook at both the Justice Department and the Federal Trade Commission. “Google is the gateway to the internet and a search advertising behemoth,” U.S. Deputy Attorney General Je� Rosen told reporters. “It has maintained its monopoly power through exclusionary practices that are harmful to competition.” Antitrust cases in the technology industry have to move quickly, he said. Otherwise “we could lose the next wave of innovation.” Lawmakers and consumer advocates have long accused Google, whose corporate parent Alphabet Inc. has a market value just over $1 trillion, of abusing its dominance in online search and advertising to stifle competition and boost its profits. Critics contend that multibillion-dollar fines and mandated changes in Google’s practices imposed by European regulators in recent years weren’t severe enough and that structural changes are needed for Google to change its conduct. The Justice Department isn’t seeking specific changes in Google’s structure or other remedies at this point, but isn’t ruling out seeking additional relief, o�cials said. Google responded immediately via tweet: “Today’s lawsuit by the Department of Justice is deeply flawed. People use Google because they choose to -- not because they’re forced to or because they can’t find alternatives.” The case was filed in federal court in Washington, D.C. It alleges that Google uses billions of dollars collected from advertisers to pay phone manufacturers to ensure Google is the default search engine on browsers. Eleven states, all with Republican attorneys general, joined the federal government in the lawsuit. But several other states demurred. The attorneys general of New York, Colorado, Iowa, Nebraska, North Carolina, Tennessee and Utah released a statement Monday saying they have not concluded their investigation into Google and would want to consolidate their case with the DOJ’s if they decided to file. “It’s a bipartisan

statement,” said spokesman Fabien Levy of the New York State attorney general’s o�ce. “There’s things that still need to be fleshed out, basically,” President Donald Trump’s administration has long had Google in its sights. One of Trump’s top economic advisers said two years ago that the White House was considering whether Google searches should be subject to government regulation. Trump has often criticized Google, recycling unfounded claims by conservatives that the search giant is biased against conservatives and suppresses their viewpoints, interferes with U.S. elections and prefers working with the Chinese military over the Pentagon. Rosen told reporters that allegations of anti-conservative bias are “a totally separate set of concerns” from the issue of competition. Google controls about 90% of global web searches. The company has been bracing for the government’s action and is expected to fiercely oppose any attempt to force it to spin o� its services into separate businesses. The company, based in Mountain View, California, has long denied the claims of unfair competition. Google argues that although its businesses are large, they are useful and beneficial to consumers. It maintains that its services face ample competition and have unleashed innovations that help people manage their lives. Most of Google’s services are o�ered for free in exchange for personal information that helps it sell its ads. Google insists that it holds no special power forcing people to use its free services or preventing them from going elsewhere. A recent report from a House Judiciary subcommittee, following a year-long investigation into Big Tech’s market dominance, concluded that Google has monopoly power in the market for search. It said the company established its position in several markets through acquisition, snapping up successful technologies that other businesses had developed — buying an estimated 260 companies in 20 years. The Democratic congressman who led that investigation called Tuesday’s action “long overdue” but said it’s important for the Justice Department to look beyond Google’s search business. “It is critical that the Justice Department’s lawsuit focuses on Google’s monopolization of search and search advertising, while also targeting the anticompetitive business practices Google is using to leverage this monopoly into other areas, such as maps, browsers, video, and voice assistants,” Rep. David Cicilline of Rhode Island said

in a statement. The DOJ “filed the strongest suit they have,” said Columbia Law professor Tim Wu, who called it almost a carbon copy of the government’s 1998 lawsuit against Microsoft. He said via email that, for that reason, the DOJ has a decent chance of winning. “However, the likely remedies – i.e., knock it o�, no more making Google the default – are not particularly likely to transform the broader tech ecosystem.” Other advocates, however, said the Justice Department’s timing – it’s only two weeks to Election Day – smacked of politics. The government’s “narrow focus and alienation of the bipartisan state attorneys general is evidence of an unserious approach driven by politics and is likely to result in nothing more than a choreographed slap on the wrist for Google,” Alex Harman, a competition policy advocate at Public Citizen, said in a statement. The argument for reining in Google has gathered force as the company stretched far beyond its 1998 roots as a search engine governed by the motto “Don’t Be Evil.” It’s since grown into a diversified goliath with online tentacles that scoop up personal data from billions of people via services ranging from search, video and maps to smartphone software. That data helps feed the advertising machine that has turned Google into a behemoth. The company owns the leading web browser in Chrome, the world’s largest smartphone operating system in Android, the top video site in YouTube and the most popular digital mapping system. Some critics have singled out YouTube and Android as among Google businesses that should be considered for divestiture. With only two weeks to Election Day, the Trump Justice Department is taking bold legal action against Google on an issue of rare bipartisan agreement. Republicans and Democrats have accelerated their criticism of Big Tech in recent months, although sometimes for di�erent reasons. It’s unclear what the status of the government’s suit against Google would be if a Joe Biden administration were to take over next year. The Justice Department sought support for its suit from states across the country that share concerns about Google’s conduct. A bipartisan coalition of 50 U.S. states and territories, led by Texas Attorney General Ken Paxton, announced a year ago they were investigating Google’s business practices, citing “potential monopolistic behavior.” Arkansas, Florida, Georgia, Indiana, Kentucky, Louisiana, Mississippi, Missouri, Montana, South Carolina and Texas joined the Justice Department lawsuit.

WASHINGTON (AP) — President Donald Trump shunned formal debate practice Tuesday and was heading instead for another of his big rallies, two days ahead of the final presidential debate that may be his last, best chance to alter the trajectory of the 2020 campaign. Democrat Joe Biden took the opposite approach, holing up for debate prep. In the leadup to Thursday’s faceoff in Nashville, Trump is trailing in polls in most battleground states as he works to pull off a repeat of his come-frombehind victory of 2016. Also trailing in fundraising for campaign ads, Trump is increasingly relying on his signature campaign rallies to deliver a closing message to voters and maximize turnout among his GOP base. Three weeks of wrangling over the debate format and structure appeared to have subsided Tuesday after the Commission on Presidential Debates unveiled a rules change meant to reduce the chaotic interruptions that plagued the first Trump-Biden encounter last month. This time, Trump and Biden will each have his microphone cut off while his rival delivers an opening two-minute answer to each of the six debate topics, the commission announced. The mute button won’t figure in the open discussion portion of the debate. Trump’s team is calling for a more in-depth focus on foreign policy in the debate, believing it to be a strong suit for the incumbent, but there is not expected to be any shift away from the announced

topics, which include a segment devoted to national security. Trump was holding a rally Tuesday evening in Erie, Pennsylvania, a part of the state instrumental in his victory four years ago, when he was the first GOP candidate since Ronald Reagan to carry the county. Erie County, which includes the aging industrial city in the state’s northwest corner, went for President Barack Obama by five points in 2012 but broke for Trump by two in 2016. That swing, fueled by Trump’s success with white, working class, non-college-educated voters, was replicated in small cities and towns and rural areas and helped him overcome Hillary Clinton’s victories in the state’s big cities. But Trump will likely need to run up the score by more this time around as his prospects have slipped since 2016 in vote-rich suburban Philadelphia, where he underperformed by past Republican measures. This raises the stakes for his campaign’s more aggressive outreach to new rural and small-town voters across the industrial north. His aides worry that his opponent is uniquely situated to prevent that, as Biden not only hails from Scranton, but has built his political persona as a representative of the middle and working class. Trump was to have been joined by first lady Melania Trump, in what was to be her first public appearance since she and the president were sickened with COVID-19, but her chief of staff, Stephanie Grisham, said Tuesday that Mrs. Trump has a lingering cough and would not accompany the president.

Before leaving the White House, Trump was taping an interview with CBS’ “60 Minutes” and a town hall with local news conglomerate Sinclair that will air on Wednesday. Before the debate, the president was grumbling that he’d be at a disadvantage to his challenger. “I just think it’s very unfair,” Trump told reporters aboard Air Force One as he returned from Arizona on Monday evening. “I will participate, but it’s very unfair that they changed the topics and it’s very unfair that, again, we have an anchor who’s totally biased.” As Trump was on the road, Biden was huddling at his lakeside home in Wilmington, Delaware, with senior adviser Ron Klain, who is in charge of debate preparation. Also on hand: a group of aides that the campaign has purposely kept small to reduce the risk of spreading the coronavirus. Biden, who taped his own interview with “60 Minutes” on Monday at a theater near his home, has no public events on Tuesday or Wednesday and wasn’t scheduled to travel except to the debate itself on Thursday. His running mate, California Sen. Kamala Harris was out campaigning, and he was expected to receive a late boost from former President Obama, who was to host an event Wednesday in Philadelphia. Biden is now tested about every two days for the coronavirus and has never been found to be positive. He suggested before last week’s planned second debate in Miami that the proceedings shouldn’t happen if Trump was still testing positive for COVID-19 after contracting the virus earlier in the month.

The candidates instead held dueling town halls on separate networks after the commission said the debate should occur virtually, citing safety concerns, and Trump rejected the idea. Biden has been tightlipped about his preparation for the Nashville debate, saying only that he has focused on watching Trump’s past statements on key issues. Biden’s advisers see the final debate as a chance to discuss foreign policy, which they, too, see as one of their candidate’s strengths. Biden has praised the Trump administration for helping to broker deals that the Gulf states of Bahrain and the United Arab Emirates signed recognizing Israel, but otherwise has accused the president of shunning allies and making foreign relations more volatile at most points around the globe. The debate comes as Trump has used his closing message to voters to defend his handling of the coronavirus pandemic that has killed more than 220,000 Americans and to attack his Democratic rival for pledging to heed the advice of scientific experts. Trump insisted Tuesday that he gets along with Dr. Anthony Fauci, the government’s top infectious disease specialist, while also complaining on “Fox & Friends” that the doctor who has clashed with him at times over the coronavirus is not a “team player.” A day earlier, Trump said on a call with campaign aides that “People are tired of hearing Fauci and all these idiots,” adding of the doctor: “Every time he goes on television, there’s always a bomb. But there’s a bigger bomb if you fire him. But Fauci’s a disaster.”

To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment. Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted. PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed. EXPLANATION The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "ßat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution. ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT Illinois' current tax system unfairly beneÞts millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people. Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it. This Amendment Would Make Illinois' Tax System Fair. Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people. Illinois' current tax system unfairly beneÞts millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people. This amendment will help small business owners by creating a stable economic environment for their businesses to thrive. While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate. In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income. The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois. Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "ßat tax" that penalizes middle-class and working people and beneÞts higher income individuals. A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes. Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems. Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services. While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "ßat tax" rate continues to rely unfairly on taxes from middle and lower income earners. Under Illinois' "ßat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more. Because of the way our current tax system is set up, the bottom Þfth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers. If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less. Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less. Over 95% of small businesses earn $250,000 or less a year in proÞts, and their owners will not see a tax increase under the new tax structure. This change will generate additional revenue each year that can help address Illinois' budget deÞcit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters. After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People. Working people and essential workers like nurses, Þrst responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year. Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials. When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

The proposed amendment would give the Legislature unlimited new authority to increase income tax rates on any group of taxpayers at will, including low-income and middle-income families and small business owners. There would be no limit on the number of tax brackets that could be created and no limit on how high tax rates could be increased on individual taxpayers. In addition, this proposed change will pave the way for a tax on retirement income. Nothing in the amendment requires the Legislature to do anything to control spending. Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability. Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control. Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in SpringÞeld. Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deÞcit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse. Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target. In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase. The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.

Starting a backyard orchard BY GRANT MCCARTY CONTRIBUTOR

Fall is a very good time to start making decisions on growing fruit trees in the backyard. Because many apples and pears are harvested during this time, you have the ability to taste di�erent varieties to determine which ones you may want to grow. Due to the current weather, it’s recommend to plant your orchard in the spring. You’ll also find additional varieties than what you might find now. Apples and pears grow well in Northern Illinois while peaches, plums, and tart cherries depend on the season. When growing these fruit trees, you will need

or benefit with more than one variety for cross-pollination depending on the type of fruit tree. This means that if you only had space for four trees you would want to ensure that it was not merely ‘Honeycrisp’ but a mixture of di�erent varieties blooming at the same time. Our cold winters impact the buds of peaches, plums, and tart cherries. These buds can become damaged/destroyed when temperatures dip below -8°F for consistent days which can lead to no yields that summer. You should not expect fruit from this group every year. Pears and apples would be able to survive this cold period but are more susceptible to late spring frosts.

Our weather is the main reason that we do not recommend sweet cherry trees as not only do their buds need to survive the winter but you also need more than one variety. Peach and tart cherry trees will produce fruit even if you only have one of these trees in your backyard. After you have decided on variety, you need to think about the actual height of your tree. Dwarf, semi-dwarf, and standard are the main types of fruit trees available. A dwarf tree will reach 8-10 feet followed by semi-dwarf with 10-15 feet, and finally a standard with 18-25 feet in height. If you are unsure of if you have enough space for many fruit trees, a good rule of thumb is

that you should space a fruit tree based on it’s height. If it will reached 10-15 feet, space all the trees 10-15 feet apart. Much of the height is due to a rootstock. A rootstock has a di�erent genetic material below ground than what’s above ground. The rootstock allows for the tree to reach a certain height, be resistant to diseases, and able to withstand our cold winters in Northern Illinois. As we wait for updated news on progress regarding passage of The Clean Jobs Act to stimulate the construction of cleaner, new renewable energy sources, there are other energy developments of interest. One item is the decision by Vistra to close its last five coal fired power plants in Illinois over the next couple of years. On the global level is the International Energy Agency’s World Energy Outlook for 2020. The lengthy report is summarized by carbonbrief.org. It declares that the world’s best solar power schemes o�er the “cheapest… electricity in history.” The report acknowledges the di�culty of making 20 year projections given the impact of coronavirus and the uncertain future of global energy use. The agency developed four energy pathways to 2040; all envision a major increase in renewable energy. A new analysis indicates that solar power could be 20% to 50% cheaper than originally thought. By 2040 the report expects a decline in the use of coal, declares it is too soon to determine a peak in global oil use and envisions a 30% rise in demand for gas. While global C02 levels e�ectively peaked in 2019, they have not declined enough to stabilize the climate. To achieve net zero emissions it will be necessary to dramatically decrease them in all segments of the global economy. After having previously reported infor-

mation on reducing global CO2 emissions, for the first time the Outlook included detailed modeling of a 1.5°C pathway which would reach a global net-zero C02 emissions by 2050. According to a recent Reuters sta� article Denmark declared it could reach its 2030 climate target of reducing emissions by 70% while maintaining their welfare benefits. Their reductions include using carbon capture storage and using surplus electricity primarily from wind generators to produce storable energy as hydrogen or methane. The UK also envisions using wind energy from o�shore installations to provide electricity to meet its power needs and using the excess to produce hydrogen via electrolysis. Interest in hydrogen is growing and provides an addition dimension for a cleaner energy system. The Hydro Review focused attention on the untapped potential for blending hydropower with floating solar PV. The article relies on data from NREL researchers who estimated that adding floating solar panels to the bodies of water held behind existing hydropower plants could theoretically produce nearly half of the 2018 global electrical consumption. The optimistic projections are tempered by what is economically feasible or what can be supported by energy markets. Linking the two power sources to a common substation would lower transmission costs. Uniting the two technologies would maximize solar power production during

dry periods and hydro power during the wet season. The solar power could serve to pump discharged water back up into the water reservoir above the dam to generate additional hydro power as needed. The water could also be electrolyzed to produce hydrogen. A report by Tim Sylvia pointed out that America’s highways have significant solar potential. His paper is based on a study by the Webber Energy Group at the University of Texas at Austin. Some solar installations are in place along highway rights of way. This analysis focuses on utilizing interstate interchange locations. Illinois is listed as

having the third most national potential of generating income from such installations. The Citizens Utility Board recently reminded citizens to express their support for the Clean Energy Jobs act to their legislative representatives. CUB also sees the October ruling by the Federal Energy Regulatory Commission as increasing the di�culty for states to support clean energy and protect customers from bailouts of fossil fuel generators. The potential of increasing our reliance on cleaner energy sources for Illinois requires government policies supporting it.
