State COVID Update

Despite positive signs, Pritzker warns of another COVID-19 surge Hospitalization rates dip slightly but remain above spring peak By Peter Hancock

SPRINGFIELD – Despite some slight improvement in key public health metrics over the past week, Gov. JB Pritzker said he has no immediate plans to roll back COVID-19 mitigation efforts as he warned of a possible post-Thanksgiving surge. Speaking during his daily COVID-19 briefing Monday in Chicago, Pritzker quoted Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, who warned over the weekend of “a surge within a surge” due to the large volume of holiday travel over the Thanksgiving Day weekend. “He is not alone in that assessment,” Pritzker said. “The dip in Illinois’ cases over the last few days comes as we are seeing near-record high numbers of hospitalizations, meaning that our ability to handle any new surge in COVID patients is still limited,” he added. According to data from the Illinois Department of Public Health, the daily average number of patients hospitalized for COVID-19 in the state actually fell Nov. 24-29, to 5,944. That was a decline of 114, or roughly 1.9 percent, from the previous week’s average. But that number was still higher than the peak of the first wave of the pandemic in early May when it stood at 4,816, and it remained four times higher than the hospitalization rate recorded the week of Aug. 2 when it stood at 1,410. As of late Sunday, about only 28 percent

of the state’s staffed hospital beds remained available, while nearly 18 percent of all hospital beds in use were occupied by COVID-19 patients. IDPH reported Monday that there had been 40,837 new confirmed and probable cases of the disease since Wednesday afternoon and 446 additional deaths, bringing the statewide totals since the pandemic began to 726,304 cases and 12,278 fatalities. Although the rate of hospitalizations was down slightly for the week, there were slight upticks in the use of intensive care unit beds and ventilators. The number of patients in ICU beds averaged 1,209 per day over the Thanksgiving break, an increase of 30 over the prior week. But that was a slower rate of increase than what the state had seen over the previous five weeks. Ventilator use averaged 142 patients each day during that same period, an increase of 13 over the prior week. IDPH also reported slight improvement in the number of cases being detected as a percentage of all tests that were conducted. The preliminary seven-day rolling average positivity rate for the week of Nov. 23-29 stood at 10.2 percent, down from 10.9 percent a week earlier. “But we had seen even before this last week that there was a suggestive trend of things starting to move in the right direction, and we’re just all hoping and praying that does not get reversed with the activities from Thanksgiving,” IDPH Director Dr. Ngozi Ezike said. Still, Pritzker said, it could take several days, or even weeks, before the state sees what impact holiday travel and gathering will have on its infection rate, and he said he has no plan to scale back the Tier 3

mitigations in place for at least the next three weeks. “I say this as we come off of a Thanksgiving holiday when many people may have dropped their guard and gathered with people from outside of their own households,” he said. “The hope now is that we can fend off the surge in the next few weeks to get to a healthier holiday time in the latter half of December. We’ll be watching the data closely to monitor for a Thanksgiving related surge in our case count, our positivity rate, our hospitalizations, and ICU admissions.” Pritzker said he had spoken by phone just before the news conference began with members of the White House Coronavirus Task Force, including Dr. Fauci, about the timing of a rollout of vaccines that are being developed. That call came on the same day the biotechnology company Moderna Inc. applied for emergency use authorization of its vaccine. Pritzker noted that the U.S. Food and Drug Administration is expected to decide Dec. 10 on another request for emergency use authorization by the drug company Pfizer. But even if the FDA grants that request, he said, it could take several days before the vaccine is available in Illinois. The governor added that the state still does not know how many doses of the vaccine will be made available, but he said the first priority will be to vaccinate health care workers and other first responders who work directly with COVID-19 patients. Several new Winnebago County Officials were sworn into office effective Tuesday, December 1st, including Circuit Clerk Tom Klein, State’s Attorney J Hanley, Auditor Bill Crowley, Coroner Bill Hintz and Recorder of Deeds Lori Gummow. New County Board Chairman Joe Chiarelli will take office on Monday, December 7th. The Chairman serves as the head of county government, facilitating the operations of the County Board, adminis-

tration, and other departments not under the authority of other elected officials. His term will expire in 2024. County Board Members will also be sworn in on Monday, December 7th, including newcomers Brad Lindmark, Angela Fellers and Kevin McCarthy. Incumbents Aaron Booker, Jean Crosby, Angie Goral, Joe Hoffman, David Kelley, Dorothy Redd, Jaime Salgado and Fred Wescott will be sworn in as well. All County Board Member terms will expire in 2022.

The Recorder of Deeds will be assumed by the County Clerk. In the March 2018 Primary, voters approved a ballot proposition calling for the offices to be combined. The Clerk’s Office maintains Vital Records, such as birth, death and marriage certificates; Elections; Taxes; and Board Records. Disputing Trump, Barr says no widespread election fraud BY MICHAEL BALSAMO ASSOCIATED PRESS

WASHINGTON (AP) – Attorney General William Barr said Tuesday the Justice Department has not uncovered evidence of widespread voter fraud that would change the outcome of the 2020 presidential election. His comments in an interview with The Associated Press come despite President Donald Trump’s repeated baseless claims that the election was stolen, Trump’s e�ort to subvert the results of the 2020 presidential election and his refusal to concede his loss to President-Elect Joe Biden. Barr said U.S. attorneys and FBI agents have been working to follow up specific complaints and information they’ve received, but they’ve uncovered no evidence that would change the outcome of the election. Barr was headed to the White House later for a previously scheduled meeting. “To date, we have not seen fraud on a scale that could have e�ected a di�erent outcome in the election,” Barr told the AP. The comments are especially direct coming from Barr, who has been one of the president’s most ardent allies. Before the election, he had repeatedly raised the notion that mail-in voter fraud could be especially vulnerable to fraud during the coronavirus pandemic as Americans feared going to polls and instead chose to vote by mail. Shortly after Barr’s statement was published, Trump tweeted out more baseless claims of voter fraud. And his attorney Rudy Giuliani and his campaign issued a scathing statement claiming that, “with all due respect to the Attorney General, there hasn’t been any semblance” of an investigation. Last month, Barr issued a directive to U.S. attorneys across the country allowing them to pursue any “substantial allegations” of voting irregularities, if they existed, before the 2020 presidential election was certified, despite no evidence at that time of widespread fraud. That memorandum gave prosecutors the ability to go around longstanding Justice Department policy that normally would prohibit such overt actions before the election was certified. Soon after it was issued, the department’s top elections crime o�cial announced he would step aside from that position because of the memo. The Trump campaign team led by Rudy Giuliani has been alleging a widespread conspiracy by Democrats to dump millions of illegal votes into the system with no evidence. They have filed multiple lawsuits in battleground states alleging that parti-

san poll watchers didn’t have a clear enough view at polling sites in some locations and therefore something illegal must have happened. The claims have been repeatedly dismissed including by Republican judges who have ruled the suits lacked evidence. Local Republicans in some battleground states have followed Trump in making similar unsupported claims. Trump has railed against the election in tweets and in interviews though his own administration has said the 2020 election was the most secure ever. Trump recently allowed his administration to begin the transition over to Biden, but has still refused to admit he lost. The issues Trump’s campaign and its allies have pointed to are typical in every election: Problems with signatures, secrecy envelopes and postal marks on mail-in ballots, as well as the potential for a small number of ballots miscast or lost. But they’ve also requested federal probes into the claims. Attorney Sidney Powell has spun fictional tales of election systems flipping votes, German servers storing U.S. voting information and election software created in Venezuela “at the direction of Hugo Chavez,” – the late Venezuelan president who died in 2013. Powell has since been removed from the legal team after an interview she gave where she threatened to “blow up” Georgia with a “biblical” court filing. Barr didn’t name Powell specifically but said: “There’s been one assertion that would be systemic fraud and that would be the claim that machines were programmed essentially to skew the election results. And the DHS and DOJ have looked into that, and so far, we haven’t seen anything to substantiate that,” Barr said. He said people were confusing the use of the federal criminal justice system with allegations that should be made in civil

lawsuits. He said such a remedy for those complaints would be a top-down audit conducted by state or local o�cials, not the U.S. Justice Department. “There’s a growing tendency to use the criminal justice system as sort of a default fix-all, and people don’t like something they want the Department of Justice to come in and ‘investigate,’” Barr said. He said first of all there must be a basis to believe there is a crime to investigate. “Most claims of fraud are very particularized to a particular set of circumstances or actors or conduct. They are not systemic allegations and. And those have been run down; they are being run down,” Barr said. “Some have been broad and potentially cover a few thousand votes. They have been followed up on.” In the campaign statement, Giuliani claimed the had gathered “ample evidence of illegal voting in at least six states, which they have not examined.” “We have many witnesses swearing under oath they saw crimes being committed in connection with voter fraud. As far as we know, not a single one has been interviewed by the DOJ. The Justice Department also hasn’t audited any voting machines or used their subpoena powers to determine the truth,” he said. The witnesses Giuliani has pointed to in the past included Jessy Jacob, identified as a City of Detroit employee, who said in an a�davit filed in court that she saw other workers coaching voters to cast ballots for Joe Biden and the Democrats. But a judge who denied a bid to block the certification of Detroit-area election results noted that Jacob’s claims of misconduct and fraud included no “date, location, frequency or names of employees” and that she only came forward with her allegations after the uno�cial results indicated Biden had won Michigan.

Strong start to December as S&P 500 index sets another high By Damian J. Troise and Alex Veiga Associated Press

Wall Street kicked off December with more milestones Tuesday after a broad rally for stocks pushed the S&P 500 and Nasdaq composite to new highs. The S&P 500 gained 1.1%, with Big Tech companies and banks driving a big part of the rally. The strong opening to December follows a 10.8% surge for the broad index in November, marking its best month since April. The tech-heavy Nasdaq climbed 1.3%. Both indexes beat the record highs they set on Friday. Treasury yields also rose in another sign of optimism from investors. Stocks have been ramping higher in recent weeks as investors focus on the possibility that coronavirus vaccines could soon help usher in a fuller global economic recovery. Lawmakers in Washington are debating once more whether to deliver another round of coronavirus relief to the economy before President Donald Trump leaves office. “It seems like both the House and the Senate are trying to break this logjam,” said Sameer Samana, senior global market strategist at Wells Fargo Investment Institute. “It seems the market is feeding off that.” The S&P 500 rose 40.82 points to 3,662.45. The Dow Jones Industrial Average gained 185.28 points, or 0.6%, to 29,823.92. The Nasdaq climbed 156.37 points to 12,355.11. Small company stocks also added to their recent gains. The Russell 2000 index picked up 16.23 points, or 0.9%, to 1,836.05. While the economic recovery has been stunted by a resurgence of the virus,

investors are looking past much of that because of good progress on vaccine development. The Organization for Economic Cooperation and Development said in a report that the world economy will bounce back to its pre-pandemic levels by the end of next year, though the recovery will be uneven across the countries and many risks remain. Investors are betting the economy will begin to turn around next year as pharmaceutical companies come closer to delivering vaccines to a world beaten down by the COVID-19 pandemic. Several have reported encouraging data recently suggesting their vaccine candidates are highly effective. European regulators could approve a coronavirus vaccine developed by drugmakers Pfizer and BioNTech within four weeks. The companies have already asked for approval to begin vaccinations in the U.S. in December. Moderna is also asking U.S. and European regulators to allow emergency use of its COVID-19. Traders are also holding out hope that Democrats and Republicans may reach a deal on some amount of economic stimulus for the economy before 2021, but the parties remain divided on the details and the cost. Unemployment remains high as the COVID-19 outbreak widens the gulf between average people and the wealthiest Americans. The virus, which has claimed more than 269,000 lives nationwide, is resurgent across the country amid holiday travel and colder weather sending people indoors. President-elect Joe Biden on Tuesday

repeated calls for Congress to pass immediate pandemic relief funding even before he takes office. The coronavirus vaccine optimism, plus economic data that, while uneven, continue to point to a recovery, low interest rates and now signs that Washington might take another stab at a stimulus bill are giving investors a green light to push stocks to new highs, said Samana. “When you take it all together and piece it into a mosaic, to a lot of investors it seems like there’s no way to lose if all of these tailwinds are conspiring to drive equities higher,” he said, adding the market’s upward push may be getting “a bit overdone.” Roughly 76% of the companies in the S&P 500 rose Tuesday, as did every sector in the index, except for industrials. Technology stocks led the way higher, with the Big Tech companies notching gains. Apple rose 3.1% and Microsoft gained 1%. Facebook climbed

3.5%, while Netflix added 2.8%. Google parent Alphabet rose 2.3% and Amazon gained 1.6%. Banks, health care stocks and companies that rely on direct consumer spending also helped drive the market higher. JP Morgan Chase gained 1.6% and Pfizer rose 2.9%. Early in Wall Street’s recovery this spring, it was Big Tech that almost singlehandedly carried the market higher on expectations that work-from-home and other trends would mean bigger profits for them. But hopes for a vaccine and return to economic normalcy have been helping boost stocks of companies whose profits are more closely tied to the economy’s strength. The yield on the 10-year Treasury rose to 0.93% from 0.83% late Monday, a big move. The higher yields are also helped bolster banks, which rely on higher bond yields to charge more lucrative interest on loans. European and Asian markets rose.

The case for Christmas movies By Paula Hendrickson Contributor

Few people would say that 2020 has been a great year. Not even a good year. Face it. This year feels like it’s lasted a decade, and there’s another month to go. Most of us just experienced our first (and hopefully only) socially-distanced Thanksgiving, and if COVID infection rates continue to skyrocket – which seems inevitable thanks to those who didn’t stay home for Thanksgiving, or still insist on in-store Christmas shopping – we’ll probably be in for a socially-distanced Christmas as well. It’s enough to make some people want to ignore the entire holiday season and wait for the new year while huddled under a weighted blanket. Others, like me, prefer to safely celebrate the season. I

know people who put their trees up before Thanksgiving to extend the holiday joy. Three houses on my block (including mine!) plugged in exterior Christmas lights this weekend. My first Christmas card arrived in November – and it came from a friend who is a lifelong Buddhist. Millions of people were watching warmand-fuzzy Christmas movies on TV before Halloween. It used to be that only a couple of basic cable channels produced original Christmas movies. The feel-good films have become so popular that even streaming services have jumped on the sleigh, so to speak. This year you can find holiday movies on BET, Netflix, ION, TVOne, Hulu, UpTV, Freeform, OWN, Bounce, Paramount Network, and across all of the Lifetime and Hallmark Channels. Even Syfy has a

couple holiday movies this year. You read that right. Syfy. Hallmark and Lifetime are the granddaddies of the niche genre, with libraries vast enough to air back-to-back holiday movies from October to January. There’s a hopeful familiarity in these kinds of stories. No matter the stakes, you know things will end well. People actually like each other. No one discusses politics. Some plots are formulaic enough to be predictable, and you’ll often see the same actors playing different characters, bu there is something oddly comforting about watching fictional characters overcome problems – no matter how mundane – while surrounded by fake snow and twinkle lights. With more and more outlets making holiday originals each year, storylines are

Artists create mobile art exhibit From Doc Slafkosky Kortman Gallery

Artists Joel Hotchkiss and Matt Richards may live on different coasts, but they have two things in common: they both have made a career out of creating mobile art, and they both have their mobiles on exhibit in the Kortman Gallery. Hotchkiss of Stonebridge, MA and Richards of Portland, OR join six Rockford artists in “Balance: Art of the Mobile,”a holiday exhibition which is now open in the Kortman Gallery, Downtown at 107 North Main Street. “We are excited to show Joel and Matt who have years of experience creating mobile art, from small desk top kinetic sculptures to large public art installations,” says gallery director Doc Slafkosky. “But we also thought it would be great to challenge six Rockford artists who don’t normally work in this genre, to participate in this exhibit. And the result is a wonderful “moving experience” just to see what cool and fascinating works they’ve created. “Mobiles have been a part of the contemporary art world for decades since Alexander Calder created ‘moving art’ in the 1930’s inspired by the paintings

of artists such as Mondrian, Miro,” says Lynn Fischer, Rockford ceramic artist and professor at Rock Valley College. “It was a little challenging for a clay artist to create mobile art, but I had a great time learning something new and be able to participate in this fun exhibition.” Mobiles are traditionally made of light metal that will move freely to make kinetic art. However, this exhibition, with featured works by artists like Lynn Fischer, John Verl McNamara, John Deill, Molly Carter, Jeremy Klonicki and R. Scott Long there are mobiles made not only from light metals like aluminum, but clay, wood, glass, steel, fabric, plastic, mylar, found objects, and even concrete! “Balance: Art of the Mobile,” featuring mobiles by eight accomplished artists in mixed media is now open in the Kortman Gallery, located upstairs at J. R. Kortman Center for Design, 107 North Main Street in Downtown Rockford. The exhibit is free, family friendly and open to the public. Covid safe guidelines followed. Iran’s parliament approves bill to stop nuclear inspections By Nasser Karimi Associated Press

TEHRAN, Iran (AP) — Iran’s parliament on Tuesday approved a bill that would suspend U.N. inspections of its nuclear facilities and require the government to boost its uranium enrichment if European signatories to the 2015 nuclear deal do not provide relief from oil and banking sanctions. The vote to approve the bill, which would also require approval by the Guardian Council, a constitutional watchdog, was a show of defiance after the killing of a prominent Iranian nuclear scientist last month. Supreme Leader Ayatollah Ali Khamenei has the final say on all nuclear policies. Parliament Speaker Mohmmad Baqer Ghalibaf was quoted by state TV as saying lawmakers were “hopeful to remove sanctions through this stern decision.” The final vote tally wasn’t immediately released. But in a vote on whether to discuss the bill earlier Tuesday, the official IRNA news agency said 251 lawmakers in the

290-seat chamber voted in favor, after which many began chanting “Death to America!” and “Death to Israel!” The bill would give European countries one month to ease sanctions on Iran’s key oil and gas sector, and to restore its access to the international banking system. The U.S. imposed crippling sanctions on Iran after President Donald Trump unilaterally withdrew from the nuclear agreement, triggering a series of escalations between the two sides. The bill would have authorities resume enriching uranium to 20%, which is below the threshold needed for nuclear weapons but higher than that required for civilian applications. It would also commission new centrifuges at nuclear facilities at Natanz and the underground Fordo site. Lawmakers have pressed for a more confrontational approach since the U.S. withdrew from the nuclear agreement in 2018. Cabinet spokesman Ali Rabiei acknowl-

edged the limitations of such an approach on Tuesday, saying the nuclear file is under the authority of the Supreme National Security Council, and “nobody can work on it independently.” President Hassan Rouhani, a relative moderate, heads the Guardian Council, which answers to the supreme leader. The bill was first tabled in parliament in August but gained new momentum after the killing of Mohsen Fakhrizadeh, who headed a program that Israel and the West have alleged was a military operation looking at the feasibility of building a nuclear weapon. The International Atomic Energy Agency says that “structured program” ended in 2003. U.S. intelligence agencies concurred with that assessment in a 2007 report. Israel insists Iran still maintains the ambition of developing nuclear weapons, pointing to Tehran’s ballistic missile program and research into other technologies. Iran long has maintained that its

nuclear program is for peaceful purposes. Iran has blamed Fakhrizadeh’s killing on Israel, which has long waged a covert war against Tehran and its proxies in the region. Israeli officials have declined to comment on the killing, and no one has claimed responsibility. Some Iranian lawmakers have suggested that the International Atomic Energy Agency, which has been regularly inspecting Iran’s nuclear facilities in recent years as part of the 2015 agreement, may have been a source of intelligence for Fakhrizadeh’s killers. Iran began publicly exceeding uranium enrichment levels set by the nuclear agreement after the U.S. restored sanctions. It currently enriches a growing uranium stockpile up to 4.5% purity. That’s still far below weapons-grade levels of 90%, though experts warn Iran now has enough low-enriched uranium to reprocess into fuel for at least two atomic bombs if it chose to pursue them.

Growing fruit trees indoors BY GRANT MCCARTY CONTRIBUTOR

Depending on your growing space, you may think that you cannot grow fruit trees. This is especially true for apple, peach, and cherry trees which need to be grown outdoors. However, there are some fruit trees that can thrive indoors when given the right amount of space, sunlight, and other growing conditions. Citrus is the most common indoor fruit trees in our region. I know many homeowners that will grow these and have had great success with them. Varieties include ‘Calamondin’ Orange, ‘Satsuma’ Orange,

‘Ponderosa’ Lemon, ‘Meyer’ Lemon, Ka�r Lime, and Kumquats. What is unique about these varieties is that they are dwarf and self-pollinating in which pollinators are not needed. Fig trees can be grow indoors too. ‘Chicago Hardy’ and ‘Brown Turkey’ are two varieties you will find. Unlike a dwarf citrus that tends to grow to a height of 3-4 feet, a fig tree can reach 5-6 feet and taller. I have a 3 year old ‘Chicago Hardy’ that grows and yields well indoors. Online retailers and certain home and garden centers will have indoor fruit trees for sale. These will be grown in containers

with a diameter of 10-14 inches. A good container depth is more than 2 ft. Choose a container that you can move outdoors during the summer. Your choice of potting mix is crucial. Most fruit trees will do well with a citrus/cacti mix that is commonly found in the houseplant section at home and garden centers. This mixture allows for proper drainage. When bringing your fruit tree indoors during the fall and winter, you may need to supplement with artificial lighting. Fig trees can tolerate a sunny window with 4-6 hours of sunlight whereas a citrus tree will need 10-12 hours and greatly benefit with

additional lighting. This lighting can be either fluorescent or LED. Place your fruit trees in areas that stay relatively warm, above 65° F. This will ensure that they continue to thrive during the fall and winter. Your trees will need to be watered fairly regularly. I find that my fig tree needs more water than my citrus tree when indoors and tend to water every other day. Add some compost every couple of months. You may want to add a low NPK fertilizer depending on how your trees look. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

Voluntary actions to control water pollution in rural agricultural areas are seen as ine�ective, so advocates are calling for regulatory action along with incentives and disincentives. It is recognized that such e�orts will be di�cult to pass given the political power of the agriculture industry. A related concern is the historic pattern of such regulatory actions eventually being controlled by the industry being regulated.

Other actions which could be implemented to curb pollution from agriculture include creating wetlands, enforcing the EPA clean water act, lawsuits, installing filter strips along streams and shorelines, placing stricter limits on land application of manure to cut back on phosphorus reaching water sources, recognizing drain tiles as point sources and developing methods to treat the chemicals in them. Enacting new regulations on agriculture can lead to new innovations and methods of addressing the pollution problems.

A recent article by Gary D. Robertson reported that a federal appeals court upheld a 2018 jury verdict awarding monetary damages to neighbors of a North Carolina industrial hog operation for the smells and noise making living there unbearable. The $50 million punitive damage awards were seen by judges as excessive so were reduced to $2.5 million. Smithfield Foods announced it is putting an end to this and dozens of similar suits by reaching settlements with the parties involved in the lawsuits. The case illustrates the rising national concerns regarding CAFO operations. A new senate bill known as the Farm System Reform Act, co-sponsored by Senators Warren and Sanders and introduced by Senator Booker was drafted earlier this year to address the issue. It primarily calls for the elimination of large, concentrated feeding operations commonly referred to as CAFOs. The large operations would be eliminated over the next 20 years with none operating by Jan. 1, 2040. The large operations are described in terms of the numbers of specific animals including dairy cows, beef cattle, pigs, horses, sheep or lambs and turkeys. For pigs the numbers allowed vary depending on the weight of the animals. If passed the bill is seen as breaking up monopolies in agriculture while providing

farmers with alternatives to the existing system which provides subsidies guaranteeing them an income. The structure of the existing subsidies are seen as favoring large producers of corn and soybeans which dominate agriculture over small operations. Large CAFO operations are seen as health threats to workers in the industry, people living near such facilities and the general public. They are described as polluting our waters and contributing to climate change via methane releases and accelerating converting forests to cropland for corn and soybean animal feed. While they provide jobs and incomes to workers in the communities where they are located, they also undermine the benefits to the area from clean air, tourism and recreational activities related to water quality. A recent seminar sponsored by the Environmental Law and Policy Center highlighted the role the organization is playing in e�orts to protect water quality in the Midwest. The ELPC uses satellites to estimate the number of animals contained in CAFOs in Ohio and intends to move the same approach to estimate the number contained in CAFOs in Wisconsin. Satellite sensing can also determine the presence of blue-green algae in a water body. The density of the color provides an estimate of the total algae load on the water. The algae, which appears as a pollutant in the summer
