August edition by: ronnie wilson So far the response to Ronnie’s Ramlings (RR) has been very good, but I need 5,000 subscribers. Help me make RR a success by asking those you know to send their email address to me so I can add it to my subscribers list. Thanks. Ronnie As many of you know, Sports & More (SAM) lost its funding and ceased publication after the April 21, 2014 issue. Regretfully, I terminated my newspaper business. After a few weeks, I decided it was time to do something else. Thus was born a photo-blog idea, Ronnie’s Ramblings (RR), produced by Sports & More. RR will include parts of the original SAM and the previous on-line version (sports action photos), in a new format. 1 - My ramblings column will be updated at least once per week. 2 - There will be an occasional humor feature. 3 - A “Readers’ Comments” section will be available. 4 - Local high school varsity sports action photos will be abundant. I will be compiling a list of readers who would like to receive an email link to the latest version of RR. If you would like to be on that list, please let me know and include the email address to which you would like the link sent. Thank you for your past support and I look forward to seeing all of you again this fall. Ronnie L. Wilson PS – If you or others you know would like to be a financial supporter of RR, there will be limited room for advertisers/ supporters. I am guessing the cost will be $10 – 25 per week, maybe more for those so inclined to make a big splash. RLW

RONNIE’S RAMBLINGS

A

u.s. constitutional musin written by: ronnie wilson WEEKLY AUGUST EDITION

rticle I, Section. 2 [Slaves count as 3/5 persons] Representatives and direct Taxes shall be apportioned among the several States which may be

followed the Senate vote, and barely made the 2/3 majority requirement. When the vote was announced the galleries cheered,

included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons [i.e., slaves]. (Ergo, this and other parts of our federal constitution are arcane.)

congressmen embraced and wept, and Capitol cannons boomed a 100gun salute. Congressman George Julian of Indiana wrote in his diary, “I have felt, ever since the vote, as if I were in a new country.”

Before the Civil War ended, Congress passed, and sent to the states for ratification, the Thirteenth Amendment which abolished “slavery” and “involuntary servitude” and authorized Congress to enact “appropriate legislation” implementing the abolition. The Amendment was understood to also make blacks citizens of the United States (overruling Dred Scott on that point). The House vote to propose the Thirteenth Amendment

Ratification by the states quickly followed, and Secretary of State Seward proclaimed the Amendment adopted on December 18, 1865. Guns and gun control are in the news - again. I vehemently disagree with the current supreme court interpretation of the second amendment to the U.S. Constitution. They, as well many gun advocates, have decided to ignore the conditional phrase referring the “maintenance of a well regulated militia” has on the right to bear arms, (which at that time and now means to wage war, not pack heat at McDonald’s).

Obviously, I am not a gun advocate, although I understand the mentality of gun ownership proponents I do not understand their obsession. Guns are not going away in my lifetime and the violence resulting from gun abuse will probably continue to escalate unless, as the gun advocates postulate, guns are kept out of the hands of “crazies”. I can agreed with that. How do we do it? First, in order to purchase a gun at any level, gun store, online, flea market, trade shows, friend(s) etc. the mental health of the purchaser must be verified. I propose a mental health examination, with a written statement from a qualified/licensed mental health provider prior to a gun purchase and a re-evaluation every two years at the gun owners expense. (Actually, I would like the above mental health reviews to be mandated every six months, but

that would probably not be very palatable to the gun advocates. Next, licensing for gun ownership. This would be another method to eliminate many of the “wackos”. (Like other U.S. Constitutional amendments, the second amendment is not absolute as other constitutional rights are not absolute. Some are archaic and portions of which are ignored. Such as freedom of speech and yelling “FIRE” in a movie theater. The method of census regulations/counting criteria. (Reread the opening two paragraphs of this

feature. Article I, Section. 2 of the U.S. Constitution [Slaves count as 3/5 persons]

This sentence contains exactly threeee erors. What are they?
