Staying on Top Happy New Year! I hope that you’ve had an enjoyable holiday season and have had the opportunity to relax and spend time with those who are important in your life. In order for us to be at the top of our game, we need to make time for ourselves and the things that bring pleasure to our lives. And part of being at the top of our game is making sure that you are familiar with the 2017 Sixth Edition Florida Building Codes that went into effect on January 1. FRSA is offering three FREE courses this month that outline the roofing-specific changes to the code. Please see page 44 for a full list of educational seminars that are being offered over the next few months. Those who don’t have time to take out of your busy schedule for classroom courses may want to consider getting their continuing education credits online with industry-specific courses available on FRSA’s website, www.floridaroof.com, and select the Educational Foundation link. All 14 hours are available for an extremely reasonable price and can be completed at your own pace. I’m very pleased to welcome Mike Silvers, CPRC, owner of Silvers Systems Inc., to the FRSA team as a consultant and Director of Technical Services. Mike is no stranger to FRSA, having served as FRSA President in 1994 and is a Life Member and Campanella Award Recipient. He’s also served as chair of the Codes and Regulatory Compliance Committee more times than I can count, and has been instrumental in the evolution of Florida’s codes, watching them transition from the Southern Building Code Congress International (SBCCI) through to current Florida Building Codes (FBC). As a member, Mike has remained involved in every aspect of the change, and is one of only a handful of members who can document where a certain code came from.

Mike’s position is one of our best “member benefits,” as he is available only to FRSA members to assist with code and technical questions or assistance with a building department or inspector. The help members receive through Mike’s technical advice can more than pay for membership dues. FRSA is partnering with NRCA for “Roofing Day in D.C. 2018,” which kicks off in March. Roofing contractors will be converging on Capital Hill for a unique and exciting opportunity to speak with FRSA President Charlie Kennedy, one voice as a united industry. Gainesville Roofing & Co. FRSA LEGISLATIVE COUNSEL Cam Fentriss

2018 Legislative Session The 2018 legislative session is right here, right now. This session is early and in an election year. A safe guess is that the priority of many politicians is to hit the campaign trail. But before that, there will be a handful of those running for one office or another looking to strengthen their position by passing (or stopping) legislation. What any of these individuals thinks will help his or her campaign may be something we think will hurt (or help) our industry. As you read our reports, alerts, and your newspapers, please keep these factors in mind. What can we expect? It may make more sense to start with what we can NOT expect. Two big items: Workers’ compensation reform is most likely to be handled like moving the pile of rocks from one place to another and back. Given our pro-trial lawyer Republican leadership, we already knew that the chances are slim of passing legislation to fix the Castellanos decision. This year the chances are even less given the rate decrease for 2018. There is some possibility that problems related to assignment of benefits (AOB) will be addressed, but it is not looking good. There have been a few hearings/panel discussions but, for the most part, these have included a “mocking tone” that is not very convincing as to real interest in solving the problem. This is the case even with increasing rates for property insurance. What we can expect (or fear) is a longer list. At the very top of that list is an assault on the construction lien law. House Speaker Richard Corcoran has made it clear he wants it limited or destroyed. Most likely would be to prohibit the use of it for residential construction. This has been one of his goals for four years now, and this year may be his last real opportunity to do it. Also, since he is running for governor, he may view a lien law fix as a solid consumer benefit feather in his cap. We expect his plan to be sneaky (see below) and maybe show up in more than one place, and we expect to deal with this until the absolute end of session. Another risk (or set of risks) are “really good” ideas coming out of our recent hurricane experiences. Tucked into a very long list of recommendations from the House Select Committee on Hurricane Response and Preparedness is this recommendation: “[C]onsider changes to the construction lien law to protect homeowners from double paying for construction if the construction is paid directly by the homeowner.” In addition to that little gem, this same list also includes a suggestion to expedite reconstruction through “changes to construction licensing regulations.” I do not know what they meant by that, but I do know what are our concerns about that kind of a suggestion. But wait – there’s more. Another suggestion is to “[e]valuate the performance of Florida’s building code and determine if any changes to the code or code adoption processes are warranted.” For now, we can acknowledge that we will be spending time explaining how some of these good ideas are not that good or already a part of Florida’s regular government activity.

Representative Ross Spano (R-Riverview) has filed House Bill 89 that would make any contractor who fails to carry public liability insurance and property insurance or has a policy that excludes “such required coverage” personally liable for damages to a consumer that would have otherwise been covered by the intended insurance. That sounds good to all those who think that cheating contractors have personal pockets full of cash that they would not even try to hide. The actual case is that the potential for detrimental interpretation is enormous and the reality of lack of enforcement is known to us (not so much to those unfamiliar with how unscrupulous contractors operate). We are trying to interest him instead in using a licensure law (chapter 489) restitution, fine, and licensure suspension mechanism to solve this problem. We have explained that contractors who save a buck buying inadequate insurance coverage are the same ones who underbid the legitimate contractors, so we want the problem solved just as much as he does, but we want to make sure the solution actually solves the problem. Finally, there is House Bill 299 by Representative Stan McClain (R-Ocala) that would cut the members of the Florida Building Commission from 27 to 11. That is a huge drop for questionable reasons. The proposal cuts out most of the government seats but it also cuts out the air-conditioning/ mechanical contractor, mechanical/electrical engineer, the disabilities person, manufactured buildings, and product manufacturers seats, among others. How can one justify cutting the air-conditioning/mechanical seat but keeping the pool contractor seat? The short answer is that nothing about this bill makes sense because it seems to be about politics and revenge. Nothing else. In addition to this sampling, we will also be watching and worrying ourselves over the efforts coming out of the Constitution Revision Commission (this happens every 20 years). There are hundreds of proposals, many are completely off the wall, but plenty of these may make it into a final set of recommendations. We will need to worry and stay alert until the last day of session scheduled for March 9, 2018. We will contact you if elected officials need to know their voters are watching and happy/unhappy with what is up for a vote. S.T.A.R. Awards Low Slope Roofing Project Winner Florida Roofing is continuing coverage of the winning projects from the 2017 S.T.A.R. Awards – the Spotlight Trophy for the Advancement of Roofing – which highlights industry projects throughout Florida. FRSA members submitted their roofing projects completed during the previous year, along with an application detailing the project, and in-progress and completion photos for placement in one of six categories. Project submission required a description including tear-off (if applicable), preparation, design work, installation, problem solving and any other information that might be unique to the job, such as safety requirements or field fabrication. Categories for submission included: Sustainable, Community Service, Steep Slope, Low Slope, Specialty Metal, and Unique. A panel of three industry professionals was established to review the submitted projects. Judging criteria included, but was not limited to: aesthetics, size, completion time, special circumstances, unique project design, complexity of project, workmanship, teamwork, testimonials, and creative problem solving. The judges selected three projects in each of the six categories to receive either first, second or third place S.T.A.R. Awards. Advanced Roofing, Inc. received the low slope first place award for their National Hurricane Weather Center project. Representative: Robert Ganus General Contractor: Venergy Group, LLC Project MVP: Matt Cooper From daily weather forecasts, severe storm warnings, and climate monitoring to fisheries management, coastal restoration and supporting marine commerce, the National Oceanic and Atmospheric Administration’s (NOAA) products and services support economic vitality and affect more than one-third of America’s gross domestic product. NOAA is home to the National Hurricane Center in Miami. NOAA’s dedicated scientists use cutting-edge research and high-tech instrumentation to provide citizens, planners, emergency managers and other decision makers with reliable information they need when they need it. Advanced Roofing, Inc. (ARI) was selected to repair the NOAA facility’s leaking roof system, which at the time was a 3.5” ISO fully-adhered to concrete; 1.5” high density wood fiber fully-adhered and quarter inch BUR with gravel. The existing roof had leak issues around the satellite legs, with water intrusion observed in the mechanical room below the large satellite dishes. Streaks of modified residue could be seen leaking from the corners of the room where water was running through the roof membrane and leaking inside the building. This facility is the National Hurricane Center's command center and remains operational even through a Category 5

hurricane, so it was an honor and a challenge to provide a roof that will be protecting this facility and its occupants while they provide storm updates to protect residents in South Florida and throughout the nation. Sections of the roof system were removed each day, down to the concrete structural deck. In the same day, the touch vapor barrier was applied to ensure the roof remained watertight. Since this facility contains important mechanical satellite communication and weather monitoring equipment, extra care was needed to ensure building occupants were not disturbed. This required rescheduling tear-off that occurred during several conferences taking place inside the building. Building occupants were especially sensitive to noise and odors, so scheduled tear-offs needed to comply with what was communicated to NOAA management. Safety was another high-priority for the project since the building was occupied during construction, so perimeter warning lines were used around the building with a safety monitor. ARI’s safety department performed periodic safety inspections and site safety continuity was maintained throughout the project. From the bottom up, the materials used during installation included a modified base sheet provided by Soprema; Sopralene Flam 180 SP, sanded torch SBS vapor barrier that was fully heat welded directly to the structural concrete deck. Two layers of 2.6-inch Sarnatherm 25 PSI high density ISO insulation were then fully adhered in Sarnacol AD Board Adhesive and boards were weighted for proper adhesion. Half inch Securock Gypsum cover board was then furnished and fully adhered in Sarnacol AD board adhesive. Lastly, Sarnafil G410 60 Mil PVC membrane was fully adhered in Sarnavol 2170 membrane adhesive. Laps were heat welded per installation guidelines outlined in the Miami-Dade County product approval. Existing adjacent rooftop structural walls were made from exposed poured concrete with a porous surface. As an alternative to fully-encapsulating these walls with membrane, Advanced Roofing used a new Sika product, SikaQuick Smooth Finish Mortar, to skim coat all surfaces to be waterproofed. One coat of Sikagard 552W primer and two subsequent coats of Sikagard 550W Elastomeric coating were applied to waterproof the walls. Edge metal was color-matched Kynar coated aluminum and fabricated by ARI’s metal department, with military blue used to color match to NOAA colors. www.floridaroof.com | FLORIDA ROOFING

Challenges

The project scope grew as work progressed, with NOAA requesting an accelerated timeline in order to complete the project in time for hurricane season. To do so, ARI utilized two crews for a portion of the roofing project, and a separate waterproofing crew to accelerate the waterproofing portion of the project. Lightning protection, metal, HVAC, fall protection and waterproofing were done simultaneously to accelerate the project. Additionally, the general contractor brought in a separate HVAC contractor to replace the rooftop package units. During the replacement scope, it was determined that the HVAC coils were to be replaced, which pushed back the completion of work and the roof replacement schedule. This involved shifting materials around the roof to continue working on other sections. After HVAC scope was completed, it was also discovered that the curbs installed by the HVAC contractor were leaking and retaining water from under the HVAC units. This again stalled the project and forced ARI to accommodate a double counter flashing to make the curbs watertight after

their fix was installed. Since the facility operates 24-hours a day, seven days a week and 365 days a year, there was not an opportunity for the facility to be offline at any point. This posed a unique challenge, as the team had to be sensitive to the needs of the building tenants and every move on the building had to be closely coordinated with NOAA management. At several points in the project, demolition was halted to prevent noise during a conference. But most importantly, a disruption to the rooftop satellite equipment would have been detrimental to the operation of the facility. The ability to apply SBS modified, single-ply, and waterproofing demonstrates the advanced skill and wide range of capability of ARI’s workforce. The NOAA project was rewarding and with hurricane season in full force, the ARI team knows that the National Hurricane Center’s roof will protect building occupants as they ride out the storm at the command center during the next hurricane. 2017 Sixth Edition Florida Building Code Ventilation Mike Fulton, National Manager of Technical Training and Compliance, O’Hagin

Attic ventilation is an important tool in the creation of optimal environmental conditions in any residence or structure. Properly venting the attic space helps ensure a healthier environment as well as conserve energy. Attic ventilation may also reduce the build-up of ice dams in cold areas and play an important role in prolonging the life of the roof. Ventilation requires the free flow of air, which may be achieved through the use of different methods and products. A proper ventilation

system encourages superior air movement by exhausting air from the upper vents (exhaust) causing a natural vacuum effect that draws air in through the lower vents or soffit (intake). Attic ventilation has been a standard in building construction and living envelope air quality for years. Although the language in the code has changed slightly over the years, the intent is still the same – to furnish adequate cross ventilation to all rafter and/or truss spaces

with ventilators located at or near the ridge and at the eave or cornice creating intake and exhaust. As building designs changed from roofs with gable ends to hip roof designs, balance has been ignored.

Florida Building Codes

The Florida Building Code (FBC) Residential Code (R806) uses the 1/150 rule where one square feet of ventilation is required for every 150 square feet of attic floor space. It can be reduced to 1/300 provided 50 percent of the ventilators are located at or near the ridge with the remaining ventilators at the eave or cornice. The 1/300 rule provides the cross ventilation in buildings where the distance between the attic floor and the bottom of the ridge board is greater than three feet. At and above this distance natural convection can occur. Where the distance is less than three feet, the 1/150 should be used with ventilators on one plane, usually at the soffit. Unfortunately, there are builders that use only the 1/150 rule with attic spaces that are much higher than three feet, but technically “meet the code.” This allows superheated air to accumulate in the upper portion of the attic space where air conditioning ducts are located. Since the “R” value of most AC ducts is less than “R8” a tremendous amount of heat can radiate into the ducts, greatly decreasing the efficiency of the AC system and increase cooling costs. The FBC Ventilation Section 1203 references only the 1/300 rule requiring both intake and exhaust. Most non-residential structures do not meet the criteria for the low slope, bungalow type buildings that the 1/150 rule was created for. Ventilators also need to have either a Miami-Dade Product Approval or a State of Florida Product Approval. Impostors are an invitation to leaks and/or wind damage such as blow-offs. Independent studies where existing structures have utilized approved ventilators that encourage nonrestrictive airflow in conjunction with a balanced intake or soffit have shown decreased attic temperatures. Lowering attic temperatures decreases the radiant heat transfer to not only the living envelope but to heat gain in the AC ducts. Also, air handlers that are installed in the attic have even greater heat gain, adding insult to injury. In some cases, by decreasing attic temperatures, homeowners have experienced between 10-20 percent decreases in utility costs. However, due to building design, one size does not necessarily fit all. Many vent manufacturers have tools and or resources to help both roofing contractors and homeowners achieve lower energy costs and encourage it. Most have ventilation calculators that not only help with number of vents that are required by code but can also prevent any possible future litigation due to “guessing”.

Sealed Attics

Sealed attics systems have been a hot bed of discussions over the past few years. They show initial signs of 26

success with energy savings but we don’t know what the long-term consequences may be. Where there’s an undetectable roof leak, water build up after time in the plywood substrate and or OSB, shows signs of premature rotting of the organic material, resulting in possible catastrophic failures. Studies done at Oak Ridge Labs and by GAF show that there’s a tremendous amount of vapor transmission during the day when the sun is highest in the sky. Humidity levels soar and then lower as the sun goes down. This vapor transmission over a period of time can and will saturate the sheathing, and possibly even trusses. Early failures have happened due to an undetectable roof leak and water is trapped between the spray foam insulation and the sheathing. This is what I consider accelerated aging. We have seen cases in South Florida where roofers actually stepped through the roof due to this premature failure. This not only becomes a structural issue over time, but a possible life safety issue. It is allowed in the code but must be designed by a Florida licensed architect or engineer. Ideally there would be an air space between the sheathing and the foam insulation. This rarely happens. It is just sprayed directly to the bottom side of the sheathing by a crew that may or may not be certified for the application. If the foam is applied too heavily, off gassing by the foam as it cures can occur and become a health issue. It’s also been noted that it is very difficult, if not impossible, to completely seal the attic space, therefore allowing more vapor into the attic space. As I’ve mentioned in earlier articles, the jury is still out on this matter. Only time will tell if this will become another Chinese drywall situation. Until then, we urge roofing contractors to use a disclaimer in their contract stating that they won’t be responsible for structural damage in a sealed attic due to an undetectable roof leak. This may or may not protect the roofing contractor totally, but at least gives them a chance if a future structural failure goes to litigation. In conclusion, attic ventilation done properly with a balanced system that promotes unrestricted airflow, will reduce attic temperatures, humidity levels and energy costs. Others will disagree. Standing on the edge of a boat above a coral reef, about to take a scuba divers giant-stride is definitely exciting. So is the feeling you get when you check the bilge beforehand and find an unusual amount of steadily rising water. Both are undeniably exciting, but in very different ways. with this? I thought this was supposed to be about roofing. First, forgive my diving/boating metaphor. You see, I’ve visited the Keys quite often during my life. To me, being on the water is what they have always represented. However, over the course of the last couple months, circumstances and my new position with FRSA have taken me there more often than usual. Unfortunately, being there and witnessing the destruction caused by Hurricane Irma has left me with a far different impression. For Florida, the damage in the Keys and the turmoil the damage has created for its citizens is an opportunity to learn important lessons and to better prepare for future storms. In an article by the News Service of Florida, Craig Fugate (the former director of the Federal Emergency Management Agency, FEMA) recently explained that the changes in the Earth’s climate may not be increasing the number of storms, but their features are getting more intense – highlighted by the record rainfalls from Hurricane ® Harvey in Texas and Irma holding maximum sustained winds of 185 mph for more than 24 hours. My recent trips to the Keys allowed me to make these first-hand observations. Other industry professionals that have been there agree. The information we gained while making these observations is invaluable. My thanks to Manny Oyola for accompanying me on a good portion of my reconnaissance, his experience and input were extremely helpful. The major purpose for being in Monroe County was to appear before the November and December meetings of the Board of County Commissioners (BOCC). The County is considering an Ordinance that states: “SECTION 2: METAL ROOFING. Any new or substantially improved or repaired roof in Monroe County must be a standing seam metal roof.” Obviously, if this ordinance or something like it were to be implemented, the negative repercussions would be profound. What are we supposed to do about low slope roofing, tile, slate, even 5V crimp? Would we have to repair everything with “standing seam metal panels?” It clearly appears from supportive information accompanying the ordinance that asphalt shingles were the primary target, however that is not what the ordinance says. Many newer shingle installations that met current code requirements performed very well. The BOCC has the best of intentions. They see many structures that, except for the lack of a roof, would be habitable. They have citizens who simply need a dry place to live. Homeowners are having roofs replaced and

are hoping for something that will better resist future hurricanes. Who can blame them? As Mayor Rice (BOCC Chair) said "they are living this." The stress they are dealing with is obvious. At this writing the ordinance has been tabled twice. We obviously do not want this ordinance to pass. We will be back in the Keys next month to attend the next meeting of the BOCC where it is scheduled to be back on the agenda. So how do we respond? We will be there to offer our humble advice and help. In many ways, even though they may not be fully aware of it, we already have helped. Our industry has been working to improve the performance of roof systems for decades. Our work in helping to establish the Florida Building Code and its requirements has been instrumental in accomplishing this. The ongoing work (done by primarily unpaid volunteers) to improve the code continues to show promising results. Fugate stated, “In many ways, with the exception of what happened in extreme southwest Florida and the Florida Keys, we basically did a lot better than what we thought was going to happen.” Some of that was due to weakening of the storm, but certainly improvements in construction and roofing systems led to much better results than in previous hurricanes. The best thing our industry can do to help is to continue to work for a clear, consistent, teachable and enforceable building code. Another is to continue to provide education and training for contractors, installers

and technicians. Manufacturers need to continue to improve their products, and to also disseminate clearer information on their test methods, test results and proper application standards. We must continue to demonstrate a willingness to improve. These are only some of the obstacles we must overcome. The increased scope requirements of the code, the possibility of a new more stringent ASCE standard, new safety standards, labor shortages and unlicensed activity can all be exciting in an unpleasant way. But that’s where the real exciting part comes in. It’s all about our industry’s future, (that yet unseen reef, sorry, I couldn’t help myself). Over the next several months I hope to discuss the exciting opportunity we have to impact the roofing industry’s future, not only through

better codes and more effective and less burdensome regulations, but also by continuing to produce better roofing professionals who can speak with one voice. If you’re so inclined, watch this space. Also think about a trip to the Keys, they need our support. The boating, fishing and diving are all still incredible. Communicating the Value to the Customer

Consider an a la carte menu as a supplement to your bid: listing the accessories that your company is now an expert in providing. Include a foot note of the most attractive single benefit versus the cost, mark items as suggested upgrades or add-ons, and provide a short and concise reason of the benefit to your customer. Take advantage of free literature and samples. Get this information into the hands of your customer. Manufacturers spend valuable time and money to develop and have these materials ready at your disposal. A good marketer understands that literature sitting in a box or on a shelf has no value regardless of the cost to produce it. It is only valuable in the hands of the consumer to assist you in the sale of their product. Providing education to your customer is the best way for them to see the value in the products and services you are offering. Customers may not buy upgrades every time they are offered, but they will never buy an upgrade that they do not know exists.
