Thank You for Your Support at the 91st Annual Convention and Trade Show Greetings to our Members and Suppliers: Summer is here and with it the unpredictable weather and storms that fuel and complicate our business. Hopefully, our contractor members are taking the necessary precautions and steps to prepare for the weather on a daily basis by following good summer roofing practices (more tarps!). Another component of being prepared for the summer is having a disaster FRSA President Brad Sutter, preparedness plan in place Sutter Roofing Company of both personally and for your Florida business. Many of you are also aware that the Disaster Preparedness and Response Committee (DPRC) is one of the committees that meet at every FRSA quarterly board meeting. This committee has been in place since the hurricane season of 2004 and has spent thousands of hours working towards better practices and awareness for our members and the communities we serve. The current Chairman of the committee, Charlie Kennedy, from Gainesville Roofing recently attended the Governor’s Hurricane Conference in Ft. Lauderdale along with FRSA Technical Director, Mark Zehnal, CPRC. Through interaction at events like the Hurricane Conference, DPRC members have established many ties with agencies and individuals in the emergency management community around the State. These contacts have enhanced the visibility of our Association and increased the awareness of our activities to help our members with storm preparedness, response and recovery. By attending the Governor’s Conference over the last five years, we have also been able to network with other disaster preparedness and aid organizations, which has opened doors to educational and funding opportunities. We plan to continue our efforts to educate our members and the State’s consumers about the importance of being prepared for the storms that affect us. The critical need to have a plan for storms cannot be more clearly demonstrated than the recent tornadoes and storms in the Midwest. Those that took heed and moved to more solid structures certainly fared better than those that did not. Being prepared and having a plan can save the lives of you, your family and your employees. Wind mitigation, on the Florida Building Code books since 2005, is another critical area that contractors need to understand and
embrace as part of the service that we offer the citizens of Florida who dwell in houses built before 2002. See the article on page 10 to learn more. Support This Year’s Convention and Trade Show As most of you are aware, we are closing in on our reorganized Convention and Trade Show. We are very happy to report that the projections for exhibitors, attendees and educational opportunities all exceed last year. We strongly encourage all of our members to attend this year’s show to experience a more efficient format and expanded educational sessions. Contractors Protect Homeowners by Embracing Wind Mitigation Codes By Mark Zehnal, CPRC, FRSA Director of Technical Services Since the 2004 and 2005 hurricane seasons that saw seven storms hit Florida, each with winds of at least 105 mph, the weather has been comparatively calm in the State. As a result of Charley, Frances, Ivan, Jeanne, Dennis, Katrina and Wilma, the Florida Legislature injected wind mitigation requirements into the 2004 Florida Building Code. Those code changes took effect in November 2005 and were intended to save lives and reduce property damage. While modifying the Code was a necessary first step, actual changes on the ground require the involvement of industry professionals. Implementation depends upon roofing contractors and building officials, along with the insurance industry, who must educate homeowners on the requirements and benefits involved in the expense of bringing a home up to code. Among roofing contractors and building officials, adoption has been mixed. We will not know just how mixed until the next major storm hits a populated area of the State. The fact that we are in the longest hurricane dry spell since the Civil War era means we probably won’t have to wait much longer to find out. One thing is certain, roofing contractors stand on the front lines of the battle to provide wind mitigation improvements to older houses. We fulfill our responsibility to serve Florida home owners and also create opportunities for increased revenue by understanding and embracing wind mitigation as part of the service we offer. Florida Wind Mitigation Genesis The 2004-2005 hurricane seasons produced some of the costliest storms to ever hit the United States. Five of the ten most costly US hurricanes ever struck during those devastating seasons. Here they are from costly to most costly: Name Rita Charley Ivan Wilma Katrina

After Charley initiated the 2004 season by ripping through the State with 130 mph winds, it became evident that homes constructed prior to the implementation of the 2001 Florida Building Code were particularly vulnerable to high winds. In the Spring of 2005, the Florida Legislature introduced “wind mitigation” stipulations into the Code that only took affect after a second round of costly hurricanes struck the State in 2005. What is Wind Mitigation?, published by Florida’s Foundation, states “wind mitigation specifically targets the structural and non-structural [building] aspects that prevent or lessen 10

damage caused by high winds that occur with storms.” Or, in code language, “building envelope”. These “aspects” include: ♦♦roof coverings, ♦♦roof decks, ♦♦roof-to-wall attachments, ♦♦roof geometry, ♦♦secondary water resistance and ♦♦exterior openings. To a roofing contractor, the fact that five of the six items included in wind mitigation fall within their domain will not be lost. This is why roofing professionals have a primary responsibility and opportunity when it comes to making wind mitigation happen. When an older house is being re-roofed, it only makes sense to make the homeowner aware of whatever mitigation improvements are needed and allow the homeowner to choose whether or not to proceed. For the homeowner who is having an old roof ripped off, he or she could save significant money by using a roofing contractor who is knowledgable enough about wind mitigation to make sure the proper improvements are made. The only difference is that in the roofing world, Florida Building Code requires the work to be completed, with an exemption or two. Here are some of the stipulations of the wind mitigation code that are required when a home that was permitted prior to March 2002 (under the unified Florida Building Code) gets a new roof: For homes valued at less than $300,000: ♦♦the deck nailing pattern needs to be brought up to current code and ♦♦hurricane clips or straps that connect the roof to the walls must be installed. The Code includes an exception that stipulates that if the cost of performing roof-to-wall connections is more than 15 percent of the total cost of the re-roof, the owner may choose not to have the work performed. However, for homes valued at $300,000 and more, or if $50,000 or more work is performed, the above exemption is not allowed. For homes $750,000 and above, in addition to the above requirements, the exterior windows and doors must be mitigated with either shutters or impact resistant glass (for windows) and reinforced doors, including garage doors. Tam-Shield synthetic underlayment comes in a light-gray color which provides a cooler working surface when installing as opposed to traditional black felt. It may be exposed to UV rays for up to 180 days and is a lightweight product with more coverage per roll. Tam-Shield features lay lines and cap-nail locations printed on the underlayment for ease of installation. It is Miami-Dade County and Florida Building Code approved. Application Benefits Heritage Woodgate shingles are applied using the same application methods as Heritage and Heritage Premium shingles using a 4-cut no waste method to start the first 10 courses of shingles. After installing the underlayment and starter course shingles – begin the first course using a full 39-3/8” Heritage Woodgate shingle. Start the second course by cutting 10-3/8” from a full shingle to form a shingle 29” long. For the third course cut a 23” long shingle. Use the remaining 16-3/8” shingle to start the fourth course. Use the remaining 9-3/8” piece to start the fifth course. Repeat these steps for the next five working the way up the rake edge of the roof. Making these four cuts to begin the first 10 courses, with no waste, and no shingle pieces falling to the ground to pick up later reduces wasted material, and eases application with fewer cuts and less clean-up.

Two Groups of Professionals on the Front Lines The Florida Legislature established re-roofing as a trigger when older houses needed to be mitigated against high winds in order to protect lives and property from unnecessary and avoidable loss or damage. Two groups of professionals possess the responsibility to help homeowners adapt wind mitigation requirements: building officials and professional roofing contractors. The homeowner will typically have little or no knowledge of the requirements until their insurance company requests a mitigation report, so the contractor should be prepared to educate them and explain the rationale for the additional costs. Building officials should be asking questions when the contractor files a permit.
Another trigger, founded upon economics (and so less likely to be affected by negative inertia), originates from the insurance industry. As the insurance industry has dealt with the reality of a post-Andrew world, it has looked more carefully at the damages that can reasonably be expected from hurricanes in a State that has continued to grow in population. One insurance industry expert, for instance, estimated that a storm the caliber and location of Andrew would cause approximately five billion dollars in insured losses. The actual losses were three times that. More recently, the storms of 2004-05 gave the insurance industry the opportunity to see the differences in the number and severity of wind-related damages they could anticipate between newer houses built under the Florida
♦♦When was the house originally permitted? ♦♦What is the insured value (or property tax value if no insurance)? ♦♦What, if any, mitigation work has previously been performed per previous permit documents? These questions and others will help to determine what mitigation work needs to be performed and whether or not the homeowner can be exempted as far as Code is concerned (there are other concerns as we will see). If these two groups of professionals properly address wind mitigation concerns, the intent of the mitigation legislation will be effective. The next time a major storm passes through the State, we will have the opportunity to see to what degree the government and the industry has been doing its job. A More Sensitive Trigger Best intentions do not always translate into action. For a number of reasons professional contractors are not always as quick to adapt to “new” issues such as wind mitigation as they could be. The perception that it is an added burden or an attitude that “it’s not how we do things” can retard progress in protecting Florida’s citizens from the next storm. Wind mitigation requirements, however, are not going away anytime soon and the contractors who adopt them into their standard business practices will provide the service they should and realize additional income opportunities.

Building Code and older construction. Understanding the financial liabilities involved when providing wind coverage for houses not built to current code requirements, insurance companies are requiring mitigation in order for homeowners to receive premium discounts or, in many cases, wind storm coverage at all. In a white paper on the economic effects of hurricanes, the Insurance Information Institute notes, No other state has Florida’s hurricane history or exposure to loss. Florida accounts for the highest percentage of historical losses for catastrophes: 17 percent of all U.S. insured catastrophe losses from 1980 to 2010, or $62.6 billion out of $379.1
billion in losses. By comparison, Texas is ranked second, with 11.2 percent of catastrophe losses for the same 30-year period, and Louisiana is ranked third, with 9.7 percent. Many Florida-based insurance providers, including Citizens, that underwrites more than a fifth of all Florida homes, require a wind mitigation inspection to be conducted and the necessary improvements to be made in order for wind storm damage coverage to be written for a house. The inspections are good for five years but without one, a homeowner may be unable to protect his investment from loss caused by wind events. On the positive side, the required improvements will make the house a better defense against the elements when the next windstorm strikes, potentially saving lives and mitigating damage caused by such storms.

Wind Storm Deductibles One result of Hurricane Andrew regarding home insurance was the advent of the wind storm deductible. Here’s an example of the increased potential cost to the homeowner from the same white paper mentioned above, Hurricane Andrew and Insurance: the Enduring Impact of an Historic Storm: With a $500 standard deductible, for example, the policyholder must pay the first $500 of the claim out of pocket. The same policyholder with a house insured for $300,000 with a 5 percent deductible would pay $15,000 of a claim.

CILB Registration Requirements for Continuing Education Seminars If you plan on earning continuing education (CE) credit at any of this year’s convention seminars (or any other FRSA Educational and Research Foundation-sponsored seminars throughout the year), you need to present your contractor’s license and valid picture identification when you check-in for each seminar. In order to receive your certificate, the seminar monitors must verify your contractor’s license and picture ID prior to each seminar. Refunds will not be given to those unable to produce the appropriate documentation. Licensed roofing contractors must earn 14.0 hours of CE credit every two years. Within the 14.0 hours there are six specific requirements that must be met: ♦♦1.0 hour Safety Training (WPS), ♦♦1.0 hour Business Practice (BSP),
♦♦1.0 hour Workers’ Compensation (WC), ♦♦1.0 hour Advanced Code (ADV), ♦♦1.0 hour Laws and Rules (L&R) and ♦♦1.0 hour in Wind Mitigation (WMM). RC license holders must have their hours by August 31, 2013 and CCC license holders must have their 14.0 hours by August 31, 2014. The Silent Auction is the primary fundraiser for the FRSA Educational and Research Foundation. The money is used to provide educational seminars throughout the year and also funds the scholarships given away each year. Can I donate to the Silent Auction? YES! What to Wear at Convention
With a few exceptions, casual clothing is what most people will wear to the Convention and Trade Show activities. To help you in preparing for your trip, we’ve listed event’s functions along with the suggested dress.
General Notes for All Days Seminar participants may dress casually, but are encouraged to bring along a sweater or jacket as meeting rooms tend to be cold. Casual is also acceptable for the Spouse & Guest Program participants. Dress for Children’s/Kid’s Program participants should be based on activities of the day. Casual attire is also acceptable for contractors attending the trade show. Exhibitors are encouraged to dress casually - we suggest long pants with a golf or sports shirt. Thursday, July 18, 2013 This is sports tournament day - dress comfortably. If you plan on participating in the fishing, golfing or clay shooting tournaments, please keep in mind that you may need sunscreen and temperatures in July tend to be in the high nineties during the day. For those attending seminars, casual attire is acceptable. Exhibitors setting up trade show booths are encouraged to wear shorts and t-shirts and comfortable shoes. There is no air conditioning in the trade show hall while set-up is in progress and temperatures are extremely high. Please be sure to hydrate yourself during set-up. Thursday evening’s “Open House Reception” is also casual. Friday, July 19, 2013 Casual men or ladies attire or business attire is the usual mode of dress for the seminars, trade show and Friday Business Luncheon. Casual business attire is recommended for the S.T.A.R. Awards and Officer Installation Dinner, which begins immediately after the close of the Trade Show. Saturday, July 20, 2013 Casual business attire is suggested for the seminars and trade show. If you’re attending the Spouse & Guest Program, remember to wear shorts or pants and to bring socks for the bowling event. Saturday evening is the “White-Out” Party poolside. This is the final event of the convention and has been planned as a casual and relaxing evening spent mingling and socializing. Dress is casual and white attire is suggested, but not required. Resch remembers making sales calls in the Tampa area in the early 1970s and was in the process of working with a new account when fate stepped in. “My distributor prospect was a new startup business that was formed by a group of salespeople who had just left Eagle Supply,” Resch said. “One week later, I returned to Tampa with a carload of samples and literature to set up the new distributor, only to find that the principals of the new startup got a case of cold feet and fled to other greener
pastures.” When Resch returned to his Atlanta home, he discussed the events of the day with his wife, Molly. “We decided that with limited funds, a little home equity and some help from the small business people that the time had come to form our own business, which we named Gulfside Supply.” With limited delivery equipment, Resch says he employed an experienced inside salesperson, as well as a young rookie, to operate the small rented warehouse facility. “My skills were basically in sales due to the excellent training provided at the time of my hire with the Barrett Division of Allied Chemical,” he said. “So I hit the road in southwest Florida selling and delivering and, of course, collecting when necessary. Kids to the Rescue At the September board meetings at Inverness, the Spouse Committee decided they would collect can tabs for the Ronald McDonald House Charities. Returning home, Julie Manson mentioned the project to daughter-in-law Cherish Manson, a teacher at Buffalo Creek Middle School in Parrish. Cherish came up with the idea of challenging her students to collect the can tabs for this very worthy cause. And collect they did. Julie could not believe her eyes when Cherish delivered the stash of tabs collected. At the April board meetings in Gainesville, two large file boxes along with five buckets, all filled with tabs were presented
