Mpumalanga Invites Proposals for Fourth Casino Licence The Mpumalanga Economic Regulator, the new authority tasked with regulating gambling in the South African province of Mpumalanga, has invited proposals for a casino licence. THE PURPOSE of this notice is to invite proposals for a casino licence in the Mpumalanga Province, in terms of section 29(1) of the Mpumalanga Gambling Act, 1995 (Act No. 5 of 1995), as amended. The area, development, procedural and other requirements are explained in the Request for Proposal (RFP) document that was released by the Mpumalanga Economic Regulator (“MER”). The RFP also contains the evaluation

criteria that will be applied by the MER to award the casino licence. The MER provides all interested parties, with an opportunity to request clarification on the RFP up to 28 February 2020. The deadline for submission of preliminary proposals is 26 June 2020 from 8:00 to 16:30. Kindly note that preliminary proposal fees must be transferred and cleared to the MER’s bank account by the aforementioned submission date.

Djibouti Plans Casino on Sea Flower Artificial Island The East-African country of Djibouti plans a massive development to accommodate an influx of tourists and travelers, and as part of this upgrade plans to build an artificial seaisland called the Sea Flower, that will house hospitality offerings and a casino. MINNEAPOLIS-BASED DJR Architecture firm has begun to design an elaborate series of development projects in collaboration with the government of the Republic of Djibouti that, when completed, could amount to more than $1 billion in private and public investment. The projects include a new international airport with passenger terminal and air cargo facilities, the construction of a consolidated government ministry building, the buildout of indoor hydroponic agriculture facilities and the creation of a massive residential and hospitality development on an artificial island similar to the Palm Islands in Dubai. The projects, which are being developed by newly formed Universal Construction Firm and designed by DJR, are part of a long-term strategy Djibouti President Ismail Omar Guelleh has proposed to help position the country as a regional hub for trade and commerce by

the year 2035. The strategy includes making improvements to infrastructure such as the airport. The partnership comes at a good time for the country, especially after the recent opening of the Djibouti International Free Trade Zone (DIFTZ), the largest of its kind in Africa, said Amareh Ali Said, Djibouti’s commissioner of planning and former minister of budget, in a recent media interview. Djibouti is a small but strategically located country bordered by Ethiopia, Somalia and Eritrea with access to the Gulf of Aden and beyond that the Indian Ocean. The country serves as a gateway to the Horn of Africa and the wider region of East Africa. But with an area around 8,900 square miles, about the size of New Jersey, the country has limited natural resources. The country also has limited rainfall; Djibouti City, the capital of Djibouti, is recognized as one of the driest cities in the world. The heat and dryness has limited Djibouti’s agricultural potential and made it highly dependent on imports. One of the first phases of the projects has been dubbed the Sea Flower, which when fully built out would likely cost close to $1 billion, planners have projected. The Sea Flower would be an artificial island in the shape of a hand constructed right off the northeastern tip of

the capital city. The site would be developed in phases with plans for an outdoor market, hospitality venues and an array of villas and condos jutting out on the “fingers” with sea canals in between to allow small boats to dock. The president has already signed off on the sale of the nearly 200 acres of space that would become the Sea Flower for an undisclosed price that is in the millions of US dollars. A ribbon cutting is scheduled for mid-February for the beginning of the Sea Flower development, which would need to take stone and volcanic earth from inland to form the island. The Sea Flower will likely take five to seven years to develop. One of the main initial private investors in the Sea Flower project is Minnesota-based Cohesion Group, led by investor Christopher Bock. Bock said he has long dreamed to develop a casino and hotel, and he found the Sea Flower project to be a rare opportunity to build one in a still-underdeveloped area. February / March 2020

Hollywoodbets Invests R1-Million in Tertiary Education in Collaboration with Nomzano Mbatha’s Lighthouse Foundation It was a beautiful day in Durban as Hollywoodbets and Nomzamo Mbatha’s Lighthouse Foundation awarded R547 000 in tertiary bursaries to 43 successful applicants. The 12 successful candidates who were able to attend the event were given a warm welcome to Zimbali Coastal Resort where they celebrated their achievement with Nomzamo Mbatha herself! MANY TEARS of joy were shed during this heart-warming ceremony where the awardees were celebrated. Mbatha shared her vision with all the guests who included the KZN Gaming and Betting Board, members of the media as well as representatives from The Lighthouse Foundation and the Hollywoodbets team. The highlight of the morning came when Mbatha was rendered speechless by a surprise announcement from Sandisiwe Bhengu, Hollywoodbets Operations Executive. Bhengu informed the guests that Hollywoodbets is pledging a further R500 000 to this cause, resulting in a massive round of applause from everyone! According to Mbatha it has been a joy working with a brand that has a parallel vision to that of her own foundation. “I named my organisation The Lighthouse Foundation because in the midst of a storm people look to a lighthouse to help guide them through the storm. That is exactly what we want to be for the people of South Africa, we want to bridge the gap for those who need it most. It blew my mind when I learned how much Hollywoodbets does within South Africa. They’ve already invested R300 000 into tertiary education with Gagasi FM! That’s why it made sense to work with them to help bring education to South Africans in need,” she said. With 134 charitable organisations, 140 development sports teams and 36 SMMEs benefiting from the company’s support in just the last financial year it’s clear that Hollywoodbets has actively been making a difference within

Our hope is that this will be possible for some of our bursary recipients too,” she said. Mbatha stressed how important it was to the team to ensure that this bursary was open to all South African citizens. “There were no age restrictions placed on the bursary, and it was also not only granted to specific institutions only. Anyone could apply. We felt particularly passionate about helping ‘the missing middle’, those who are often refused bursaries and struggle to pursue their dreams because of the restrictions in place at the moment. When we started this process we didn’t know how we were going to pull it off, but we did! We chose to support those who have a spirit of resilience, those who keep pushing and keep believing. Thank you to all the students who have allowed The Lighthouse Foundation and Hollywoodbets to be a part of your journey!” said the star. Approximately 40 000 applications were received and the net was cast far and wide to provide opportunities to as many South Africans as possible, with bursaries being granted into diverse fields including Early Childhood Development, Actuarial Science, Engineering, Logistics and even an MBA amongst others.

Gambling on Crime at Casinos The Financial Intelligence Centre Act obliges casinos and all other business to report suspicious or unusual transactions or activity to the FIC. FOR MOST patrons, casinos represent a pathway to winnings and financial freedom, for others, gambling establishments offer more sinister options. There is little doubt the gambling industry is cash-flush. During 2018/19, the industry accumulated more than R30 billion in revenue. Casinos hit the jackpot, generating more than 60 percent of this total revenue i.e. more than R18.6 billion. This was followed by other betting modes that generated revenues of R7 billion, limited payout machines with R3.3 billion while bingo contributed R1.5 billion. The gambling industry is largely a cash-based industry offering anonymity and a variety of ways to use cash. Casinos, in particular, are a lure and vulnerable to criminals looking for ways to launder and

legitimise their ill-gotten gains. During a single visit to a casino, for example, a patron may undertake one or many cash or electronic transactions, at either the “buy in” stage, during play, or at the “cash out” stage. Casino value instruments are often used for money laundering by converting illicit funds from one form to another. The exploitation of casinos typically arise in gambling modes where the products are not restricted in terms of limits on “cash out” and “buy in”. Other modes of gambling such as betting, limited payout machines and bingo are typically less vulnerable because of product restrictions and the way in which patrons access these modes. Given that gambling operators are familiar with their industry, and their patrons’

behaviour and habits, these industry experts are best suited to identify when certain behaviour is suspicious or unusual. Casinos must assess the risk of criminals abusing their products for money laundering and monitor patron activity to identify suspicious and unusual transactions and/or unlawful activity. The Financial Intelligence Centre Act obliges casinos and all other business to report suspicious or unusual transactions or activity to the FIC. Section 29 of the FIC Act requires that all business (not only casinos) report to the FIC when they know or suspect money laundering i.e. when a transaction or activity “does not feel right”. Gambling on Crime at Casinos Continued from page 6 By submitting a report, the business is simply alerting the FIC that it suspects a client may be abusing the entity for purposes of money laundering. These section 29 reports, also called STRs, must be submitted within 15 days of forming a suspicion concerning a transaction or activity. Submitting a section 29 report does not prevent the business from continuing with the transaction. Possible indicators of money laundering The FIC publishes scenarios and/or transactions, as below, which may be possible indicators of money laundering. This is intended to assist business in fulfilling their reporting

obligations. • Patrons who are unable or unwilling to provide identification when purchasing chips or cashing in their chips • Patrons whose chip purchases consistently do not match their gambling i.e. purchases in very large quantities, of which the patron then only plays a very small proportion, before cashing them all in again • Patrons whose physical appearance and apparent status appear to be inconsistent with the values of their chip purchases (may also indicate that they are acting on behalf of another person) • Instructions to forward the cash-in value of leftover chips to someone other than the patron (may also indicate that they are acting on behalf of another person)

• Frequent deposits of cash, cheques, bank cheques or wire transfers into casino accounts • Casino account transactions conducted by persons other than the account holder • U-turn transactions occurring with funds being transferred out of country and then portions of those funds being returned • Customer due diligence challenges, e.g. refusal, false documents, once-off gambling, tourist gamblers passing trade. Casinos are listed as Schedule 1 accountable institutions in the FIC Act. As such, they are obliged to register with and submit various regulatory reports to the FIC. For accountable institutions to begin regulatory reporting to the FIC and to contribute in the fight against crime, they must register with the FIC on www.fic.gov.za February / March 2020

LaLiga Expands in South Africa with Hollywoodbets Spanish football’s LaLiga has added South African sports betting company Hollywoodbets to its portfolio of regional sponsors.

THE DEAL will run until the end of the current 2019-20 season and makes the Durban-based brand the first betting sponsor to the league in South Africa. It will grant Hollywoodbets visibility during broadcasts of LaLiga’s via digital overlay technology. Match tickets will also be available for the betting brand to use in its upcoming marketing campaigns. The deal is further evidence of LaLiga’s ongoing strategy international expansion

strategy and builds on a presence it has held in South Africa since 2015. The country is seen as a key strategic market for the organisation and it has looked to support the development of its local football, working with 140 teams in the last year. LaLiga South Africa managing director, Marcos Pelegrín, explained how the Hollywoodbets association will help develop this and the league’s global presence further. He said: “Strategic partnerships like these

help us to penetrate and expand across new markets. Nigeria Bans Unauthorised Foreign Lotteries The Nigerian National Lottery Regulatory Commission has prohibited the operation, promotion and sale of tickets of all unapproved foreign lottery games after multiple instances of operators failing to pay players’ winnings.

THE COMMISSION said that following an increase the non-payment of winnings by these operators, it found six features of the games that it felt justified the ban. These were that the games are foreign to Nigeria, the draws are not conducted in Nigeria, the schedule of these draws is “varied and inconsistent,” the draws are “not conducted in a transparent and credible manner,” the public cannot watch the draws the games are

not approved by the government. “The fundamental criteria for the business of lottery are the transparency and credibility of the draw process,” the Commission said. “Where they are absent, the games are compromised and provide opportunities for fraud. This breach of trust is detrimental to the playing public and the reputation of the lottery business.” As well banning the unauthorised foreign

lotteries, the Commission said that lottery operators must conduct all draws in-house and allow members of the public to witness the draws. Nigeria’s National Lottery Act 2005 allows for foreign lotteries lotteries from other countries to be available to players in Nigeria. However, this may only occur when the President of Nigeria has authorised the availability of the lottery in Nigeria.

umAfrika Gaming Technologies Upskills 8 Learners in 2019 Learnership Programme Eight learners who participated in umAfrika Gaming Technologies (UGT) annual Technical Learnership Programme were recently honoured for their hard work. Through the SETA-accredited learnership, the students fulfilled the practical requirements for their studies in Electrical Engineering and will graduate at their respective universities across South Africa. THE LEARNERSHIP programme was launched in 2016 with the aim of contributing to skills development for unemployed South Africans. One of the main objectives of the programme is to fortify and expand the gaming industry with more qualified technicians by recruiting talent from local institutions of higher learning. Eight students enrolled at various institutions of higher learning were selected for the programme. Before final selection, the students were taken through a series of assessment procedures to gauge their capabilities and throughout the year had to satisfy various elementary outcomes before successful completion of the training. “The programme is designed to develop professional engineering technicians by teaching learners how to apply mathematical, scientific and engineering theory to electronic engineering systems and equipment,” says Technical Manager and Mentor at UGT, Ronnie Maisela. Nomfundo Dlodlo, a student who participated in the learnership, described the year-long programme as an eye-opening experience. “The programme was truly interesting, and I learned so much about the gaming industry through umAfrika Gaming Technologies.”

According to Maisela, one of the key benefits of the learnership programme is that the learners get exposure to live casino environments in South Africa acquainting them to casino operations and procedures. “I wish all of our 2019 learners well for the future. My hope is that they will become

Sun International Appoints a Chief Operating Officer: Hospitality South African Hospitality, Gaming and Leisure Group, Sun International, has appointed Graham Wood as their Chief Operating Officer: Hospitality. He assumed his new role from 1 February 2020. WOOD RETURNS to the Sun International Group after 12 years. During that time, he served as Managing Director of Hotels at the Tsogo Sun Group for five years before forming GIW Consulting, specialising in strategic Hospitality and Tourism consulting and asset management services. Wood joins Sun International from Valor Hospitality Partners Africa, where he held the position of Managing Director. Announcing the appointment, Sun International CEO Anthony Leeming said, “We are delighted to welcome Graham back to Sun International. Dynamic Elias Moduka at the helm as General Manager at Mmabatho Palms MMABATHO PALMS Hotel, Casino and Convention Resort has welcomed Elias Moduka as its new General Manager, responsible for overseeing the smoothrunning of the overall resort operations. The humble and always-focused Moduka began his career in the hospitality industry over 20 years ago, working at a prominent South African resort hotel chain. Here he gradually grew within the industry, having initially started working as a waiter, driven by his love and passion for the hospitality and gaming industries. Formerly the General Manager at Khoroni Hotel, Casino and Convention Resort, another Peermont resort, Moduka’s ambition and eagerness to tackle any challenge equipped him with the required hands-on experience in gaming, food and beverage, surveillance, hotel operations and VIP services, for the General Manager position at Mmabatho Palms. “I intend on applying the skills and knowledge I have gained over the years towards fulfilling Peermont’s vision to own and operate a leading portfolio of gaming and hospitality properties,” says Moduka. “By engaging with employees to inspire collaboration, we can ensure our visitors are happy; superior customer service is key. I would ideally like our customers to feel as though they are at their second home when they visit the resort. Ruben Gooranah Takes the Reins at Time Square HOSPITALITY AND gaming industry stalwart, Ruben Gooranah has taken the reigns as Acting General Manager at Sun International’s latest development, Time Square in Menlyn Maine. Gooranah brings a wealth of knowledge and experience to the role, having started his career in the industry over 30 years ago. Gooranah lives in Tshwane and is delighted to be stationed at one of Gauteng’s most exciting entertainment destinations in his hometown, within a community he knows and understands well. “I am inspired by the people and Time Square, undoubtedly the most captivating places in Gauteng. The opening of Time Square was exciting to me and for everyone in Tshwane. We finally have our own exhilarating entertainment venue where we can wine and dine in some of the most distinguished restaurants, experience the thrill of state of the art casino games, and enjoy fantastic shows by local and international artists. Initially, he was focused on gaming as Slots Manager of Molopo Sun (Mmabatho) and then at GrandWest. He was then appointed as Gaming Manager at Morula and thereafter General Manager, a position he held for five years. In 2010, he moved to the Sun International Head Office to the role of Business Manager for Gaming. He held the position for three years and in 2013 was promoted to Regional General Manager of Casino’s (SA) where he was responsible for Meropa, Carousel, Windmill, Naledi, Flamingo, Wild Coast and the Royal Swazi. He held this position for over six years before taking his new role of Acting General Manager at Time Square. Looking back on his career, Gooranah says it has been filled with many memorable moments, making many friends, meeting celebrities and working with extraordinary people. On his appointment as Acting General Manager at Time Square, he says: “My vision is for Time Square to be a model for delivering memorable experiences to Sun International’s discerning guests. “It is nearly three years since opening of the first phase of Time Square. Brett Hoppé has done a tremendous job in building a solid foundation in every aspect of this spectacular complex which is now entrenched as one of the most exciting and encompassing entertainment hubs in Gauteng.
