From the Editor: ON THE back of a lengthy covid lockdown - which saw land-based gaming’s revenue drop to zero for the better part of 2020 - South Africa’s recent 2-week covid-spike lockdown, coupled with social unrest in some parts of the country, could not have come at a worse time.

South Africa is slowly rebuilding its gaming and hospitality industry, an important tax generator for the government and a very important sector in terms of job creation and the role it plays within tourism.

To have this fragile situation endangered at this crucial juncture by corrupt politicians seeking to bring down law and order in South Africa in the interest of avoiding jail and investigation, is tantamount to treason. Treason of betraying South Africa’s people. Law and order needs to be restored and the interests of South Africans put first.

International investment, local business confidence and South Africa’s good-standing in the global arena is at stake. The governement needs to take heed, and hopefully these sectors can recover, and grow in the years to come in a business and political environment untainted by corruption, ineptitude and cadre-deployment.

Western Cape Gambling Law Clauses Suspended Amid Tsogo Sun Cape Metropole Application The Western Cape High Court has declared clauses in the current Western Cape gambling law null for a year while public comments for the proposed new gambling bill are being considered and a new policy is put in place.

CASINO OPERATOR Tsogo Holdings had applied to the court for relief for the amendment of its Caledon and Mykonos casino licences so that these casinos would be permitted to operate in the Cape Metropole.

In response to the enquiry, the Western Cape Gambling and Racing Board said that it was not competent to consider an application for the relocation of casino operator licences in the Western Cape, with further aversions that the relief sought could

lead to “cannibalism in the industry” as this would affect GrandWest Casino located in the metropole. “Furthermore, according to the board’s explanation, it is impermissible to apply for an amendment of a licence where the intention is to substitute one premises for another.”

“The provincial government states that there is yet another reason why Tsogo Sun’s application must fail. It is that the WC Act does not currently permit the relocation of an existing casino operation from one location to another by means of an amendment of the conditions of the license. A fresh licence, specifying the new premises, is required,” court documents read.

Premier Alan Winde, a respondent in the high court matter, said the City would not be taking the matter on appeal. “I take note of the outcome in the matter on July 2, 2021, and that the judgment has declared the old Western Cape Gambling and Racing Policy Determinations (the policy) invalid, but which declaration of invalidity has been suspended for a year so that a new regulatory policy for gambling can be put

in place.”

“There is already a proposed new gambling bill that has been published for public comment and (for) which comments are now being considered and this judgment will no doubt be taken into consideration in the finalisation of that bill in due course. Obviously on the basis that after we have been able to consider it, we don’t decide to take it on appeal,” Winde said.

A public hearing was held last year regarding the Western Cape 19th Gambling and Racing Amendment Bill in which it was also said that “that the Western Cape Gambling and Racing Board is experiencing a shortfall in funding for the current year. As a result of the loss of exclusivity fees paid by casino and gambling machine operators, the board had become increasingly reliant on transfer payments from the Provincial Treasury which faced dire spending cuts.

The amendments aimed to make sure that the regulator had an independent source of income to ensure that it was selfsufficient and that gambling was regulated appropriately.”

Betfred Buys Phumelela’s Betting World Betfred has secured a foothold in the South African betting market, purchasing Betting World (bettingworld.co.za) from Phumelela, conducted via the newly established Betfred South Africa brand.

REPORTEDLY CARRIED out at a purchasing price of R120 million (£6.1 million), subject to final adjustment relating to the net capital of working items, the transaction was considered officially concluded as of 31 May. The purchase of Phumelela’s online betting vertical is reported to have been disclosed

by Phumelela business rescue practitioner John Evans, leading the bankruptcy arrangements of the heritage South African racetrack operator.

Last summer, a distressed Phumelela Gaming and Leisure suspended its trading on the Johannesburg Stock Exchange (JSE) as the company filed for South African bankruptcy protection. Fred Dorne’s Betfred initially expressed interest in the financially troubled firm after the Johannesburg High Court placed its assets under bankruptcy protection, prompting the company to

request additional investors in order to avoid outright liquidation. Agreeing on a business rescue plan arrangement, Phumelela was subsequently forced to place its South African racetracks for sale by creditors.

Betfred’s original intent was to acquire all Phumelela racetrack properties for R875to-925 million (€44-46m) in a bid that saw the Manchester bookmaker compete against a fund owned by racing enthusiast Mary Oppenheimer-Slack and her daughter Jessica Jell –members of South Africa’s richest mining family.

Despite its significantly larger rescue offer, Betfred’s bid was refused to be reviewed by auditors, who had agreed to back the Oppenheimer fund as an existing creditor of Phumelela’s business.

South African business news sources

have branded Betfred acquisition of World Betting as a transformative deal for South Africa’s sports betting landscape – which to date has been strictly fenced for domestic incumbents.

As yet, Betfred has made no official statement on its acquisition of Phumelela’s World Betting asset, disclosed by rescue practitioners.

Apart from its UK operation, Betfred has an online casino and betting product in Spain and, in its first foray into the US, has launched a sportsbook at Grand Falls Casino.

The arrival of Betfred in the SA market may not be good news for established bookmaking firms such as World Sports Betting and Hollywoodbets because Dorne will probably want to introduce a number of special offers to punters, a common practice in the UK. June / July 2021

He has a degree in finance and before joining NOVOMATIC has had a successful career in corporate finance advisory. Alexander Merwald will add significant value in regard to the expansion plans of NOVOMATIC Africa in the operational gaming segment of its business in the region.

New Management Structure for NOVOMATIC Namibia Gaming and NOVOMATIC Namibia Properties As of July 1, 2021, Johannes Winkler and Alexander Leithe will officially commence their positions as Managing Directors of NOVOMATIC Namibia Gaming and NOVOMATIC Namibia Properties, joining the existing Managing Directors Sonya Nikolova and Alexander Merwald who will continue to lead all strategic and corporate governance processes related to the core business of both Namibian entities.

JOHANNES WINKLER will be responsible for the day-to-day operational business, whereas Alexander Leithe will be responsible for the financial agendas of NOVOMATIC Namibia as well as for driving the strategic expansion in the region. The new management will ensure a successful cooperation with the management team of NOVOMATIC Africa and the board of NOVOMATIC AG in Austria.

Alexander Leithe joined NOVOMATIC AG in 2017 as part of the Group’s M&A department. In his function as an M&A manager he was leading various national and international projects. He is a CFA charterholder with a master’s degree in

finance. Before joining NOVOMATIC, Alexander Leithe was working for various financial advisory companies in Austria and abroad.

Johannes Winkler has been involved with the NOVOMATIC AG group since more than two decades, setting up the groundwork for NOVOMATIC to enter the South African market.

Nigeria Plans Rollout of Central Monitoring System for Lotteries The Nigeria government has announced that it is planning to launch a CMS (Central Monitoring System) to help unlock the potential of lotteries as a source of public funds.

THE COUNTRY’S Special Duties and InterGovernmental Affairs Minister, George Akume, at a recent public event, said the government would simultaneously repeal the existing National Lottery Act 2005 and the Gaming Act 2021 as a way to help earn funds for the promotion of quality health care.

“The government is committed to

ensuring that returns obtainable from other non-oil sources of revenues are maximized.

Hence, lottery is one of such alternative revenue source that this government has identified and is determined to make it more productive and sustainable. As the sector becomes firmly established, it is our expectation that lottery will be included in the strategic plans of the nation,” he is quoted as saying.

Tsogo Suns Hotels Warns of R3.4bn Fall in Revenue SA’s biggest hotel operator, Tsogo Sun Hotels, has warned of a revenue fall that exceeds its R3.37bn market value, as the industry grapples with a slump in tourist and business travel as a result of Covid-19.

REVENUE IS expected to be up to 76% lower, or R3.4bn, to end-March Tsogo Sun said in a trading update, also warning of an up to R1.5bn fall in core profit, to a loss of about R189m.

In a SENS update, shareholder are advised that Tsogo Sun Hotels is scheduled to release its financial results for the year ended 31 March 2021 onor about 27 May 2021.

Part of the SENS update reads: In terms of paragraph 3.4(b) of the JSE Limited Listings Requirements, listed companies are required to publish a trading statement as soon as they are satisfied that a reasonable degree of certainty exists that the financial results for the period to be reported on, will differ by at least 20% from those of the prior comparative period, being 31 March 2021. Shareholders are accordingly advised that: – Revenue is expected to be between 72% and 76% lower (R3,222 million and R3,401 million lower), compared to the prior comparative period of R4,475 million.

– EBITDAR is expected to be between R1,516 million and R1,541 million lower compared to the prior comparative period of R1,352 million.

– Earnings per share (“EPS”) is expected to be a loss of between 8% and 20% lower (between 67.6 cents and 77.7 cents) compared to the EPS loss of the prior comparative period of 84.5 cents.

– Headline earnings per share (“HEPS”) is expected to be a loss of between 57.4 cents and 66.7 cents compared to the prior comparative period HEPS of 20.4 cents; and – Adjusted HEPS is expected to be a loss of between 47.4 cents and 55.1 cents compared to the prior comparative period Adjusted HEPS of 26.2 cents.

EPS results are impacted by exceptional losses of R263 million (2020: R1,174 million) net of tax and non-controlling interests, the majority of which relates to fair value losses on the revaluation of the externally-managed investment properties in Hospitality Property Fund Limited, property, plant and equipment impairments of a number of hotels in South Africa and Offshore as well as impairments of Offshore investments. The majority of the quantum of these impairments are due to management’s assessment of the negative impact of COVID-19 on forecast cash flows generated by the underlying hotels for the financial years ended March 2022 and March 2023, as well as the volatility in the bond market and increased in-county risk assessments that have had a material impact on discount rates across the portfolio. Excluding the impact of these exceptional items, HEPS and Adjusted HEPS are expected to be losses of between 57.4 cents and 66.7 cents and

between 47.4 cents and 55.1 cents respectively, reflecting the difficult year with substantially reduced trading volumes.

Liquidity and access to facilities are of paramount importance and the Group has met the revised covenant requirements at the December 2020 and March 2021 measurement dates. The Group extended a R600million general banking facility, of which R100 million was utilised at 31 March 2021, which was due to expire in June 2021, to June 2022. There are no other facilities expiring within the next 12 months.

The lenders to both Tsogo Sun Hotels and the now wholly owned Hospitality Property Fund Limited have been supportive of the Group during this challenging period and have approved the covenant waivers for September 2021. As a consequence of these interventions and having reviewed the cash flow forecast, directors are of the view that the Group has sufficient resources to continue operations as a going concern in a responsible and sustainable manner.

The Group continues with the implementation of its Covid-19 action plan to contain costs and preserve cash. The financial information on which this trading statement is based has not been reviewed and reported on by the Company’s external auditors.

Jabu Mabuza Passes Away The former group CEO of Tsogo Sun, Jabu Mabuza, has died following complications from covid-19.

MABUZA, A towering figure in South African industry held a number of high-profile roles in the business and tourism sector, including leadership roles at Multichoice, Eskom and the South African Tourism (SA Tourism) Board. The 63-year-old Mabuza was first appointed to the SA Tourism Board in 2003.

In his nine years on the SA Tourism Board, he served six of those years at the helm of the organization as Chairperson.

“It’s a sad day for the nation to lose a person of his stature and calibre as he contributed to the success of many industries and sectors, including

tourism,” commented SA Tourism Board Chairperson, Siyabonga Dube.

“He led our organization through the tough times of the economic crisis in 2008/2009 and then through the successful times of the 2010 FIFA Soccer World Cup where the tourism sector enjoyed some of its greatest achievements from an arrivals and economic growth perspective.”

“Jabu was also a champion in leading the way for the transformation of the sector and was key to pushing for equal and added opportunities for Black businesses and entrepreneurs and for inspiring the

emergence of Black businesses and entrepreneurs,” added Dube.

After Mabuza left SA Tourism in 2012, he never left the sector though as he served in various capacities at Southern Sun, Tsogo Sun Holdings and Sun International. He also served as South Africa’s representative on the board of the World Travel and Tourism Council.

At the inaugural Lilizella Tourism Awards in 2013, Mabuza also received the first ever Minister’s Award from the then Minster of Tourism, Marthinus van Schalkwyk.

Kenyan President Approves Revised 7.5% Gaming Turnover Tax The fate of Kenya’s sports betting industry has been revived following President Uhuru Kenyatta’s signature of a 7.5% tax on gambling wagers.

THE TAX measure was contained within the Kenyan Revenue Authority’s (KRA) revised ‘Finance 2021 Bill’, which saw the government modify its federal taxes on gambling and telecom sectors.

Securing its presidential approval, the KRA has agreed to lower Kenya’s blanket 20% wagering tax imposed on all gambling verticals.

The controversial tax charge had been approved as a measure of Kenya’s 2020 Finance Bill, which was suspended following a last-minute injunction by a Nairobi High Court that demanded the KRA justify the ‘doubling of tax rate that had originally been settled at 10%’.

Under pressure to sign-off Kenya’s 2021/2022 National Budget, Kenya’s government ordered Treasury Secretary Ukur Yattani to undertake a review of business tax rates.

Yattani’s Finance Committee recommended the KRA to impose a blanket 7.5% wagering tax on all gambling verticals, including lotteries, a measure that should be approved as an amendment to the Finance Bill requiring President Kenyatta’s ascent.

Despite being endorsed by the Finance Committee, Kenyan gambling held no guarantee of securing the President’s approval – as Kenyatta had become a vocal opponent of the gambling sector.

For a number of years the Kenyatta government had ordered market leader SportPesa and others to pay the KRA a reported KSH 60 billion in unpaid taxes related to charges on player winnings.

Disputes between the Kenyatta government and the sports betting sector were brought to a boiling point in 2019, as national telecoms and banks were ordered to terminate all business services for licensed bookmakers.

Kenya’s regulatory uncertainty saw a number of bookmakers, including SportPesa, exit the market. However, in 2020 Sportpesa would return under the new ownership of Milestone Games and have its licence immediately suspended by the Betting Control and Licensing Board (BCLB) Despite continued regulatory uncertainty, Kenyan sports betting has welcomed new incumbents joining its marketplace.

At the start of 2021, Betsson AB launched its Betsafe Kenya brand in partnership with BCLB licensed incumbent Bet High Kenya. Upon its entry, Betsson outlined its commitment to sustainable growth within Kenya, launching and promoting the market’s first safer gambling programme for players.

Rwanda Suspends Casino Openings Amid Covid-Spike Rwanda has temporariliy halted the opening of its casino industry amid a spike in covid-19 cases. The development comes in the wake of a surge in coronavirus cases in Rwanda, with the country recording a new daily high of 964 cases recently.

RICHARD NIYONSHUTI, Ag. Permanent Secretary, Ministry of Trade and Industry said the decision had been taken in light of the prevailing Covid situation.

“There has been an increasing surge in the numbers and it’s prudent to look into ways to minimise the spread of the pandemic,” he said.

Asked about when the industry is likely to resume operations considering it was just starting to reopen its doors after months of closure due to the virus, he said, “the timeline will be determined by how the health sector advises on the pandemic based on the epidemiological data.”

The suspension follows the recent opeoning of five betting companies and two casinos that had been allowed to open their doors to the public after fulfilling requirements, Safari Gahizi, the president of Rwanda Gaming Association, told media outlets.

5G for Africa:

The Virtual and Very Real Benefits Will a new generation of mobile technology create a new generation of opportunity and content in virtual sports and gaming? Kiron Interactive considers it a safe bet.

THE CHALLENGES of optimising the market for mobile gaming in Africa have been well documented. But despite the issues surrounding infrastructure and cost, mobile adoption on the vast continent continues to grow. A recent study reported that 614m people, over 50% of the population, are mobile subscribers in SubSaharan Africa, with 475m, 39%, actively using mobile internet.

New statistics from the Global mobile Suppliers Association (GSA) have revealed that 18 countries in Africa are already “evaluating, testing, trialling, deploying 5G,” and of those, eight “have deployed 5G into pre-commercial or commercial networks.”

So what does this mean for the African igaming industry? Steven Spartinos, founder and co-CEO of the industry’s leading virtual sports supplier, Kiron Interactive, explored the potential impact of 5G’s rollout on the continent and how it will help strengthen the online space for Kiron and its operators.

What is the current state of play in terms of mobile coverage in Africa? Is cost the main barrier, or coverage, or both?

Where access to data is limited and streaming is expensive, virtual suppliers are having to adapt their technology to accommodate these challenges by offering lighter versions of their products. The same goes for content too, with operators requiring tailored portfolios to suit the varied player preferences of individual countries. These two factors combined, demand significant investment in new games and formats as well as infrastructure.

Is 5G even considered a priority for many countries, or is 4G still developing?

and investors is to increase the uptake of 4G with 5G slowly being introduced across the continent primarily in Sub-Saharan Africa.

5G is not an evolution of 4G but a full, new mobile system, which is focused on connecting people and various devices faster and more effectively while also reducing costs and energy consumption making it an environmentally friendly solution. In time, it will benefit the faster placement of bets, quicker download time of game viewers and overall improvements for omnichannel solutions.

Will an improvement in general mobile technology (i.e. handsets) allow Kiron to create more enhanced titles? Is this necessary in Africa, or is the current level of tech sufficient to roll out fan-favourite games on the continent?

The driving force behind the igaming industry is technology, so its continued growth is not only encouraged but also expected. The introduction of 5G to the African market should have a positive impact on infrastructure which is currently one of Africa’s main obstacles. We believe that 5G will contribute greatly to the growth of a more tailored offering to the African player. An example of this is the introduction of a simplified game interface designed to offer more value to African customers.

What benefits would 5G bring to the African industry in general and more specifically for Kiron?

From a technological standpoint, 5G, in general, brings a host of improvements over its predecessors, not least in increased speed and bandwidth but also greater device density, Improved WAN connections, fixed wireless access upgrades and low latency connections.

The additional improved battery life for devices and enhanced security with hardened endpoints combine to create a far more powerful tool to aid mobile e-commerce.

This in turn opens up far greater opportunities for suppliers like Kiron. New games in new and existing territories will follow with simplified interfaces to suit the network. Streamlined betting processes throughout omnichannel solutions would bring in a host of new operator partners and consequently greater demographic penetration.

We have already seen the benefits of a robust and advanced mobile network in South Africa where we launched Jika Sports in late 2019, a virtual betting destination tailored specifically for that market. Its introduction made virtual sports available across all major South African bookmakers online, on mobile and in retail outlets.

The response to it has been fantastic and it shows what can be done to bespoke your products for a market, not just in Africa but Globally.

The Covid-19 pandemic has inadvertently resulted in a massive rise of streaming media and online gaming, the likes of which are only set to increase over the coming months. 5G has certainly found a place in the provision of quality connectivity for entertainment. Elements such as AR and VR will also depend on reliable, affordable internet.

Is 5G already on the roadmap for Kiron in any shape? Is it a consideration for R&D at the moment?

Yes, 5G is most definitely part of our R&D. Kiron is continuously looking to further develop its offering to the market by improving gameplay, ensuring more realistic outcomes and increased value to the player.

The pandemic saw the closure of the landbased sports betting industry and created a surge in mobile activity. Combine this with the growing acceptance and use of alternative electronic wallet payment platforms and steadily improving mobile infrastructure, the time is most definitely right to make this a key focus for our future plans.

Making 5G a consideration within our strategy is vital as the industry takes a shift towards a more virtual online focus and Africa continues to develop. As I mentioned previously, technology is the driving force in our industry and 5G is a key – and exciting - part of this. It’s a promising time to be in this industry and particularly virtuals and Kiron will ensure that it remains at the forefront of it.

The COVID pandemic has accelerated this digital transformation considerably, with better services such as mobile broadband and improved data packages whilst access to hardware has been helped by the introduction of options such as smartphone financing and other such programs.

Digital services via web, mobile web and apps are an ever-greater proportion of consumer transactions. In an environment where people are comfortable managing their daily financial and transactional interactions via the 2G phone networks (USSD) the move to fully digital app or mobile web has the potential to simplify the user experience and provide enhanced capabilities such as extensive ecommerce, advanced financial services, gaming and next generation media consumption as the technology platforms which utilize these services become more widely adopted.

However, this change increases risk and financial exposure for the companies providing these services as new platforms provide new ways for cybercriminals to attack. Africa has major challenges that it needs to overcome in order to appropriately manage and prevent emergent fraud risks.

The Challenges Firstly, identity verification is still a challenge across a portion of the continent; in some countries up to 45% of the population does not have any formal

identity verification. It is common in Africa for a phone number to become a unique identifier for a customer that wants to transact online or send money. This in turn creates three main challenges that can cause fraud risk exposure and loss in an organization.

If identity fraud is a challenge due to the lack of valid formal identification capability, then how do you really validate an individual in a digital-only transaction. Can you rely on the phone number or device being utilized, how do you verify who is using the phone or are multiple devices being used by an individual attacker compromising your service? In the recent LexisNexis Risk Solutions cybercrime report the global average attack rate for online new account opening was over 10% across the globe, in high-risk markets the percentage is even higher, demonstrating the level of online attacks organizations can expect to receive in digital channels and a higher attack rate than traditional physical interactions.

The second is account takeover fraud, this is a popular cyber-attack tactic in the African marketplace, particularly in the financial and telecoms markets. A fraudster seeks to gain control of a user’s account in order to manipulate a service or gain benefit from the utilization. SIM swap fraud is one of the most prevalent forms of account takeover. If a fraudster can manipulate a telecom company to allow them to initiate a sim swap on a phone account, this means the fraudster can use this account for their own purposes such as the manipulation of mobile money services including payments and money transfers.

The key to preventing account takeover is establishing a trusted relationship with customers and having a way to identify that the authenticity of the individual attempting to perform a transaction. Firms should be aware that relying solely on methods such as SMS/OTP or password protection is no guarantee of online ID integrity.

The third challenge to preventing cybercrime is a lack of awareness around the dangers of social engineering. Unfortunately, the average user in the region is still not fully aware of how social engineering cyberattacks compromise their personal data and the value of this data in the

cybercriminal world.

The manipulation of individuals to pass on personal data is common across the world, but they particularly target markets where individuals either don’t realize they should not provide or can be persuaded with the promise of significant revenue to pass over personal data or identity information.

Therefore, scams and schemes are run either to utilize their details to commit fraud or even use their services as “mules” where money or goods can be passed through to facilitate fraud.

We know from the latest LexisNexis Risk Solutions cybercrime report that adults under 25 are one of the main targets for social engineering cyberattacks. This is partly due to this demographics’ much more relaxed attitude towards sharing their personal details with individuals they do not know. This problem is compounded in countries and continents such as Africa where you have disproportionately young populations. In Africa around 40 countries have populations where over 50% are under the age of 25.

How To Prepare and Manage the Risks This is where sourcing and implementing the appropriate digital technology detection and prevention tools at the very start of roll out of any digital services is essential.

One of the first controls that should be implemented in early digital adoption is Device Identity. Device fingerprinting, as it is sometimes known, becomes essential in the fight against new account opening fraud in the digital space.

If you can reliably identify the device making the transactions and not rely on physical indicators given in a transaction (such as phone number, IMEI etc.) then you can dramatically enhance the quality of transaction validation.

In the digital interaction world, there are a great deal of hidden identifiers that are bound to a device within a transaction, these are not normally analyzed or understood, as many standard fraud controls focus on the actual transaction details.

Last year, Ezugi localised in a record number of new languages, including Hindi and Tamil.

Online Gambling and Betting Fraud in South Africa

While the COVID 19 Pandemic continues to cause devastating effects and severe social disruptions worldwide, one industry has seen a significant increase in growth.

With casinos and other gambling venues being forced to close their doors during lockdowns, and other social distancing and screening measures being enforced by these institutions on resuming operations, punters have shifted their focus to online gambling and sports betting platforms.

In South Africa, gambling is heavily regulated by the National Gambling Act, No. 7 of 2004 and the National Gambling Board, as well as provincial gambling regulations. Gambling and betting companies therefore hold operating licences with provincial gambling boards. These regulations distinguish between online gambling and online betting.

Online gambling relates to various types of gambling conducted online including poker, slot games, bingo and others. These games are influenced more so by probabilities with significantly less ability to analyse the game.

Online gambling is prohibited if practiced through a South African based platform. It is uncertain whether this type of gambling will ever become legal in South Africa.

Online betting includes betting on sports events and horse racing where punters are essentially betting on the outcome of the particular event. For this, punters can analyse various factors that could increase the odds of their bet being successful. This activity is legal if it is practiced through betting companies who are appropriately licensed in South Africa for online betting. These licenced companies also offer various products that look like online gambling, however, the betting is structured in a way that it falls under sports/fixed odds betting regulations and licensing.

this has created an opportunity for Fraudsters to continually seek innovative ways in which to take advantage of the system. In recent times, some of the more common types of online fraudulent schemes perpetrated by patrons include: Multiple account fraud: Fraudsters create multiple accounts using fake/ false credentials (fake names, disposable emails and/or stolen credit card details) in order to tip the scale in their favour. This is also called “gnoming”. The other accounts are used to deliberately lose so one account can pocket all the wins and bonuses that go with it.

Collusive play: Fraudsters can control multiple players in order to defraud unsuspecting legitimate users.

Chip dumping: Multiple fake accounts join the same poker table to cheat the system by deliberately aiding/favouring one player.

According to Mark Tipping, a leading Gaming Consultant with over 14 years of experience in the betting and gaming industry, the schemes above apply mostly to online gambling and are therefore not applicable to the regulated South African gambling environment.

The following schemes are however more relevant to South African online betting: Stolen credit cards: Fraudsters use stolen credit card details to top up their account, which means using illegitimate money to pocket real wins. In South Africa, banking institutions have uniform online payment systems and have implemented 3D security which requires the entering of a one-time password (“OTP”). This OTP is usually sent to the account holder’s mobile number, thus making it difficult for fraudsters to transact with stolen credit cards.

Bonus/promotion abuse: Promotions are

used as a lucrative way in which to attract new players. The several fake accounts thereby benefit from new signup bonuses, coupons and other attractive offers by cashing out their promotional offers without actually playing. Traditionally, gambling operators offered large bonuses with low betting requirements which caused bonus/ promo abuse to be a great target for abuse.

Gambling operators addressed this by lowering bonuses and implementing stricter requirements for withdrawing the bonus. Although this abuse is not always regarded as fraudulent activity, bookmakers hope to identify and block bonus abusers as soon as possible.

The South African gambling industry is further regulated by the Financial Intelligence Centre Act (“FICA”). This Act was introduced in 2001 to assist in the identification of the proceeds of unlawful activities, to combat money laundering and the financing of terrorism. FICA contains several control measures aimed at facilitating the detection and investigation of money laundering and terrorist financing and imposes specific responsibilities on casinos/ operators to “Know Your Client” (KYC), prior to concluding a transaction.

The KYC systems used by online betting platforms are generally automated and involve the following checks at the point of user registration: • Identity verification • Age verification • Politically exposed person (“PEP”) check referring to individuals with a prominent public personality such as heads of state, ambassadors, high ranking military officers etc.

by Bookmakers, is to verify the digital identity and footprint of a punter to give a complete picture of , by means of: • IP analyses including proxy and VPN detection which can disclose a lot about an individual’s internet usage, location, and potential for fraudulent activity.

• Email address: ascertain when an email address was created and whether any social media accounts are linked thereto.

• Device fingerprinting: collecting all the available parameters of a device being used as some of them will immediately indicate questionable usage.

In Mark Tipping’s experience, most online betting frauds can only be realised once payment is made to the fraudster. At this point, additional documents may be needed to be submitted by the patron before payment is made, including

proof of residence and proof of bank account details. In instances where non – South African punters are prohibited by Bookmakers from betting, these processes make it more difficult for these players to withdraw money from the platform without being detected.

The South African online betting industry is a heavily regulated industry and this, together with the various measures to prevent and detect fraud discussed above, has significantly reduced the risk of fraud being perpetrated by punters.

As technological advances continue to be made, online betting companies will consider new ways to prevent fraud and abuse but are inherently limited by the cost versus benefit considerations of this technology. If online gambling ever gets the green light to operate in South Africa, online operators would be wise to implement strong controls to prevent and detect fraud.

Administrator Appointed for Gauteng Gambling Board GGB administrator will perform board role after former members resign GAUTENG ECONOMIC Development MEC Parks Tau has recently announced the appointment of Advocate Fana Nalane as the administrator of the Gauteng Gambling Board, following the resignation of former board members.

“The former board was unable to reach a quorum due to a number of resignations during the financial year. Subsequently, the remaining board members also resigned leaving the entity without a board,” said Tau. The MEC decided to appoint an administrator as provided for in the Gambling Act to perform

the functions of the board.

Tau stated in a statement released this month that the administrator will perform the function of the board and ensure a culture of corporate governance is maintained pending the appointment of the new board in the next six months.

MEC Tau praised the Gambling Board for achieving clean audit for five consecutive years.

“The GGB achieved a clean audit in the 2019/2020 financial year making this its 5th consecutive clean audit and one of the few

entities to have established such a track record. For the financial year ended in March 2021, the GGB has already recorded the achievement on all its predetermined performance targets. Despite the global wide Covid-19 impact, the GGB has amongst others managed to collect in the excess of R800 million in gambling taxes, which was contributed to provincial fiscal,” said Tau. The MEC said the process to appoint a new Board will be published in order to afford all interested parties an equal opportunity to apply.

“THE LEVEL 4 restrictions introduced last week made it difficult for us to operate, so we had to make the decision to close all properties until 11 July, with the exception of The Table Bay Hotel in Cape Town and The Boardwalk Hotel in Gqeberha. But we are pleased that many of the charities which we support regularly, were able to benefit,” said Heidi Edson, Sun International’s Group SocioEconomic Development Manager.

“Instead of going to waste, the many kilograms of fruit and vegetables from various Sun International kitchens has now been used to feed those in our communities who are most vulnerable to poverty – children and the elderly.”

Email intelligence can be utilized to identify this kind of scenario in progress, and in combination with device identity fingerprinting can identify fraud in progress and enable prevention of attacks, by highlighting anomalies in email and device relationships and historic associations or use.

Device identity fingerprinting is also essential in combatting account takeover, by analyzing a user’s regular transactions and interactions, it is possible to assign device identities to a consumer identity, this digital consumer identity can then be analyzed against every transaction.

Any irregularities in the digital consumer identity can then be analyzed to highlight potential manipulation or takeover in progress. This can be effective in preventing loss and protecting genuine customers from attack. Used in reverse this can actually be very effective in identifying

trusted customers and allowing them greater freedoms of interaction and remove unnecessary step up or verification processes that may be imposed, thus streamlining the customer experience.

These types of controls can make online, mobile web and app-based services much more secure than traditional technologies and provide a better customer experience at the end of the day. As the region looks to advance the utilization of digital platforms digital security technologies around device and digital identity should be implemented from the very beginning.

Implementation will not only create a muchimproved customer experience through these services, but it will also enable the organization to manage and prevent risks and attacks from the very start, and as utilization grows, exposure to risk will be minimized throughout the customer journey.

It will be recalled that Mr Bello Maigari, acting executive secretary, National Lottery Trust Fund (NLTF) has last week raised alarm over the activities of illegal lottery operators.

Maigari, said that there were many lottery operators in the country without a licence, adding that this has resulted to leakages in terms of what they were supposed to remit to the trust fund. “Nigerian government is losing more than one trillion Naira every year because of illegal operators. There are a lot of illegal operators in the industry and these are part of the reasons why there are leakages. Some are conducting this business without being regulated and there are chances that such proceeds will be channelled towards crime, fraud and money laundering,” he said.
