IOM’s involvement in coordinated humanitarian response stems from its constitution and was expanded upon in the organizations 12point strategy adopted by the membership in 2007. Disaster Risk Management (DRM) is at the core of humanitarian emergency response as it includes life-saving activities implemented in the immediate aftermath of a disaster. Since the 1990s, IOM has increasingly been called upon by States to assist and protect displaced populations affected by natural disaster that overwhelmed national and local capacities. Over time there has been an evolution in the type of response from ad hoc to continuous and systematic interventions. To effectively intervene in emergency and post-crisis situations IOM has developed a comprehensive framework with the objective of ending displacement through the provision of durable solutions and the creation of an environment conducive to sustainable development. Owing to its crosscutting mandate to help ensure the orderly and humane management of migration, IOM has been looking beyond the emergency phase to promote durable solutions in response to displacement induced by natural disasters. Often, the post-crisis phase represents the main window of opportunity to invest in disaster risk reduction (DRR) as communities and authorities want to “build back better”. IOM is strongly committed to the DRR agenda and to the implementation of concrete activities that help to reduce and prevent risks. The objective pursued entails a longer-term vision that requires bridging and integrating the humanitarian agenda with long standing development plans.

IOM’s Disaster Risk Reduction (DRR) programs typically aim to integrate different sectors and build communities holistically through various activities in accordance with communities’ needs. ? Provide capacity building to national and district Government bodies, including the national Civil Defense institutions to develop, improve and/or maintain systems for hazardous mapping, early warning, and standard operating procedures to respond to region, nationwide and localized disasters; ? Provide community assistance, through community driven capacity building activities that involve prevention assistance and reintegration-rehabilitation support to affected people & host communities, including assistance on safe and orderly return, and livelihood programs; ? Assist national/local authorities through capacity-building projects, including technical assistance in disaster management and strategies, risk assessments ; ? Develop assessments and studies: risk, poverty level, community willingness to engage & perceptions; ? Identify, develop and implement social infrastructure rehabilitation programs;

to the extent possible; ? Provide assistance and protection to affected populations where forced migration does occur, and to seek duration solutions to their situation; and ? Facilitate migration as a climate change strategy

IOM Indonesia’s DRR Program: Indonesia is one of the most disaster-prone countries in the world, experiencing earthquakes, tsunamis, landslides, volcanoes, flooding, and drought on a regular basis. The country faces a wide and varied set of hazards, as well as differing levels of capacity, posing a challenge to preparing for and responding to disasters. IOM has been assisting the Government of Indonesia (GoI) to respond to disasters for more than three decades and maintains good working relationships with national and sub-national governments and Disaster Management and Disaster Risk Reduction stakeholders. Acknowledging the increased incidence and severity of natural disasters of both mega-disasters such as the 2004 tsunami and

localized low-level disasters, and the associated displacement of affected people, IOM has been increasing its activities in DRR. In the context of heightened vulnerability to natural disasters and environmental degradation, sustainable development is a key objective that can be achieved through responding to disasters, reducing risk and exposure to hazards and addressing the effects of a changing climate. IOM Indonesia is a member in the United Nations Country Team and is a signatory to the GoI-UN Partnership for Development Framework and a member of the UN Technical Working Group on DRR.

IOM DRR Program in Aceh

1. Strengthen capacity development in disaster management (DM) agencies to enable them to better fulfil their mandate and contribute to national DRR goals; 2. Help to integrate various government departments into local district Disaster Management frameworks and better equip them to prepare for and respond to natural disasters under the coordination of BPBD; and 3. Empower communities to participate in local DM planning and implementation.

The project is being implemented by IOM in close partnership with USAID/OFDA, Disaster Risk Reduction Platforms, local government authorities, the private sector, and vulnerable communities in five selected districts (Kota Banda Aceh, Bener Meriah, Aceh Tenggara, Singkil, and Simeulue) in Aceh Province, Indonesia. Capitalizing on lessons learned and IOM's strong linkages with national and sub-national governments as well as other DRR key actors such as BNPB, BPBDs, civil society and local communities, the project will act as catalyst for change at the local level for the national disaster management agenda, and become a replicable model of intervention and partnership that can help ensure that development achievements are more sustainable. The project is currently in its three month inception phase, starting with a a baseline assessment in the five target districts of with the support of BPBD Aceh. An important element of the inception phase will be an active engagement with main stakeholders through targeted discussions on effectiveness of the tools developed and tailor-made solutions for the selected communities.

In late August 2012, IOM with support from USAID/OFDA commenced the implementation of the “Strengthening Disaster Risk Reduction (DRR) Capacity and Promoting Community Resilience in Aceh” project. The project aims to contribute to Indonesia's efforts to reduce vulnerability and enhance the resilience of communities to natural disasters through building a replicable model at the local level where an effective partnership will be forged between local government, communities, civil society and the public sector to drive the DRR agenda. The International Organization for Migration (IOM), with support from the Australia-Indonesia Facility for Disaster Reduction (AIFDR), conducted a Baseline Survey on Disaster Risk Reduction (DRR)related issues in West Java Province. The survey was conducted at the provincial level and in 7 districts namely: Ciamis, Tasikmalaya, Garut, Bandung, Cianjur, Sukabumi and Bogor. This survey is part of IOM’s preliminary activities of its Disaster Risk Reduction (DRR) project entitled "Strengthening Disaster Risk Reduction (DRR) Capacity and Promoting Community Resilience in West Java," that began in May 2012 and will continue until May 2014. In the survey, IOM carried out interviews and questionnaires to the staff at the District and Provincial Disaster Management Agency (BPBD), and other relevant government offices such as Health Office (Dinas Kesehatan), Social Affairs Office (Dinas Social), Agency for Unity of the Nations, Politics and Community Protection (Kesbangpolinmas), Agency for Community Empowerment and Village Government (BPMPD), and Agency for Women Empowerment and Family Planning (BPPKB). Through the interviews, IOM gathered information on the government’s capacity in disaster preparedness, such as the existence of a District Disaster Management Plan (RPBD), District Action Plan (RAD) and implementation of various activities towards the development of Resilient Villages (Desa Tangguh) in each district. In the questionnaires, the respondents provided information on the level of expertise of government officials from relevant offices,

their familiarity and exposure to DRR knowledge. Approximately 42 government employees in each district that participated in the Baseline Survey as a resource person and/or respondent. The Baseline Survey is part of IOM’s effort to synergize its DRR activities with the activities of the government of West Java. IOM’s DRR activities are aimed to support capacity building of BPBD and other relevant government offices, enhance coordination between BPBD and other relevant government offices - especially in developing a District Disaster Management Plan (RPBD), and support BPBD in implementing various initiatives towards the development of Desa Tangguh. IOM’s DRR activities will directly contribute to the initiatives of the Provincial Government of West Java in establishing “Jawa Barat Tangguh" or Resilient West Java as well as national goals of the Indonesian National Board for Disaster Management (BNPB).

IOM Embarks on New DRR Initiative for Eastern Indonesia, Funded by The Australian Government

Based on a successful model already implemented and tested in Jambi, Yogyakarta and Bali, this replicable IOM project will ensure that the EOCs are equipped with up-to-date information and communications systems, are being operated by trained Indonesian

Government staff and other local partners and that a disaster management information system integrated with national systems and with harmonized reporting standards is developed. The project, which is still in the early stages of preparation, has received firm commitments from the Governors of South Sulawesi and East Nusa Tenggara, who view this project as a key opportunity to enhance provincial-wide readiness and capacity to deal with disasters. Within the expected 22 months project implementation timeframe, a close partnership with the Indonesian National Disaster Management Agency (BadanNasionalPenanggulanganBencana, BNPB) and its provincial counterparts will seek to secure the operational and financial sustainability of the EOCs following completion and transfer of the facilities to the Indonesian Government scheduled to take place in early 2014.

Launched in early June 2012, a new IOM disaster risk reduction initiative dedicated to South Sulawesi and East Nusa Tenggara aims to to contribute to the achievement of the Hyogo Framework for Action in the vulnerable eastern parts of Indonesia. With generous funding support extended by the Australia-Indonesia Facility for Disaster Reduction (AIFDR), this project aims to strengthen local preparedness and disaster management capacity by establishing ”Emergency Operations Centres for Disaster Management (EOC DM)” in the two target provinces.

IOM Merapi Program under the IMDFF-DR Livelihood Recovery Post Merapi Eruption Program The Merapi volcano eruption in October 2010 caused the loss of at least 386 lives while injuring hundreds of others. The eruption was followed by a cold debris flow which caused the displacement of nearly 15,000 people. The Indonesian Multi Donor Fund Facility for Disaster Recovery (IMDFF-DR) is an inter national funding mobilization mechanism to support and complement the effort of the Indonesian Government in responding to disaster impacts. One initiative funded by the IMDFF- DR is the post-disaster livelihood recovery support in areas affected by the Merapi volcano eruption and following cold lava flow in the Provinces D.I. Yogyakarta and Central Java. The Merapi Livelihoods Recovery Program, is jointly implemented by three agencies, the United Nations Food and Agriculture Organization (FAO), the United Nations Development Program (UNDP), and the International Organization for Migration (IOM). Focussing on the DRR component in the joint program, IOM aims to enhance community resilience and strengthen linkages between affected communities and other recovery stakeholders. IOM’s activities target five affected villages, namely Umbulharjo, Wukirsari, Kepuharjo and Argomulyo in the Cangkringan Sub-district, Sleman (DIY), and Jumoyo Village, Salam Sub-district, Magelang, Central Java. The selection of target communities was conducted through value chain analysis

(VCA). Beneficiaries identified through VCA are actors from the local tourism sector as well as producer groups for batik, mushroom cultivation, food processing, and handicrafts. IOM aims to increase the resources and skills of the assisted communities while incorporating disaster risk reduction principles. The targeted business groups are supported to develop their business and add value to their products. Assistance is also provided in order to improve the qualities of products and packagings, develop business plans, and expand market access.
