NEW DELHI: Finance Minister Arun Jaitley on Wednesday said that the Q3 GDP growth figure of 7 percent belies apprehensions on the effect of demonetization on growth. “I think, the GDP data for Q3 really reflects the position,” he said. The figures also belie exaggerated claims made by many that the rural sector was heavily in distress, Jaitley said. India’s GDP for the third quarter ended December, estimated at Rs 30.28 trillion, recorded a growth of 7 percent, official data showed on Tuesday. Industry said the figures were in line with expectations.

Trump’s fresh immigration plan may help Indians

U

S President Donald Trump’s proposal for a merit-based immigration system has the potential to benefit Indians, a large number of whom have high levels of education and skills. However, the way it is implemented will show the finer details. In his State of the Union Address to a joint session of Congress, Trump said the US should give out green cards using a merit-based system similar to those of Canada and Australia in place of its current “outdated” programme. By not following such a system, he said the US was “straining the very public resources that our poorest citizens rely upon. “Switching away from this current system of lower-skilled immigration, and instead adopting a merit-based system, will have many benefits: it will save countless dollars, raise workers’ wages,

and help struggling families — including immigrant families — enter the middle class,” he said. Trump did not make any mention of those working in the US on temporary professional work visas known as H-1B. In earlier speeches, he had said that he would root out abuses in

Those who qualify for H1-B visas under more stringent conditions either imposed by the Trump Administration or by a bill intro-

duced jointly by a Republican and a Democratic in Congress would likely have a leg up in the merit system. Trump did not spell out how the merit-based system would work. On the face of it, Indians would make a good fit for a merit-based system going by the community’s current profile. A report by the Pew Research Center reveals that 70 per cent of Indians in the US are college graduates. The US Census Bureau reported that in 2013, the median household income for Indian families was over $100,000. But there are other factors such as whether the current national quotas or limits on people from any country who could be admitted in a year are retained could ultimately determine how it plays out for Indians. The proposal will have to clear many hurdles. First of all, it will run into opposition mainly from the Democratic Party which would argue that it would not help the

poor and the unskilled immigrate to the US and discriminate against immigrants from Latin American countries whom the party counts as a key part of its base. A way out for Trump might be to barter the merit-based reform for allowing some illegal immigrants to stay on in the country. In Canada, applicants for immigration are given points for differ-

ent qualifications like education, skill levels, employability, language and family ties. Currently, the US immigration system restricts the number of people who can immigrate from each country to seven percent of the total number allowed in except for immediate relatives of citizens. This has led to several years’ wait for Indians to get their green cards.

results in Uttar Pradesh, Uttarakhand, Punjab, Manipur and Goa will end its electoral drought since the 2014 Lok Sabha polls, when it could manage only 44 seats in the

545-member house, which has 543 elected members. The party has not won a major state on its own since that debacle. Quite apart from losing Assam,

Kerala, Maharashtra and Rajasthan in the assembly elections, the reverses in local body elections in Maharashtra and Odisha have added to the challenges faced by the party. The Congress entered into an alliance with the Samajwadi Party led by Chief Minister Akhilesh Yadav in an apparent bid to stop its main electoral rival, the Bharatiya Janata Party (BJP), from coming to power in Uttar Pradesh. It settled for 105 seats after some hard bargaining with the Samajwadi Party, which is contesting the remaining 298. Before its alliance in Uttar Pradesh, the Congress had been critical of the performance of the Samajwadi Party. The Congress had coined the slogan “Sataees saal, UP behaal. (UP has been in abysmal state for the past 27 years) to

remind the people of its own rule in the 1980s and convey that the BJP, Bahujan Samaj Party and Samajwadi Party had failed to deliver. There were also noises that the Congress could offer outside support to the Shiv Sena to enable it to claim the mayor’s post in the Brihanmumbai Municipal Corporation after the elections to the 227-member house threw up a 84-82 verdict with the BJP claiming the latter figure, but these were quickly shot down. As per political experts, going into alliance in UP was a logical option for Congress. Columnist and political commentator Ashok Malik feels there was “no evidence of the Congress reviving itself in Uttar Pradesh” and, therefore, an “alliance was the only alternative” in its goal to stop the BJP.

Kabul twin blasts toll rises to 22 KABUL: The death toll in the Kabul suicide bombings claimed by Taliban has risen to 22 while 120 people have sustained injuries, a media report said on Thursday. The two suicide attacks took place on Wednesday, targeting a police station and intelligence agency offices. Taliban spokesman Zabihullah Mujahid claimed responsibility for the attacks, reported Tolo News. Condemning the bombings, President Ashraf Ghani said: “After the killing of (prominent commander) Mullah Salam and the Taliban’s defeat on many other fronts, the terrorists are launching such attacks to raise the morale of their fighters.” The first of attacks began when a suicide car bomber detonated his explosives outside a police station — next door to a military training facility - in the west of the city. Palaniswami submits memorandum to Modi IANS, CHENNAI

With local population up against the hydro-carbon or natural gas exploration project at Neduvasal in the state, he requested Modi to ensure the interests of farmers are fully protected. Palaniswami also raised the issues of Kerala building dams across Bhavani and Pambar rivers, the protection of fishing rights of Indian fishermen in the Palk Bay, the retrieval of Katchatheevu islet from Sri Lanka, and the realignment of the Kochi-Bengaluru gas pipeline.

New deportation policy will not touch DACA Youth BY A STAFF WRITER ASHINGTON, DC -A new set of deportation priorities announced by the Department of Homeland Security (DHS) on February 20 will not immediately target undocumented youth who have Deferred Action for Childhood Arrivals protection, but may affect as many as 450,000 Indian residents living in the US without requisite immigration documents. DHS secretary John Kelly rolled out two memos that he said are in line with President Donald Trump’s January 25 executive order on border security and immigration enforcement. The new directives greatly expand the definition of “criminal aliens” to include those who have entered or re-entered the US illegally, committed visa fraud, received public benefits, or received a final order of removal. The memos also grant enforcement officials wide berth to determine as deportable someone who poses a risk to public safety or national security. Press secretary Sean Spicer clarified in a February 23 press briefing, noting that people who had overstayed a visa would be considered deportable. “We are a nation of laws, and we have to have a system of legal immigration that is respected,” he said.

Previously, deportable criminal aliens were defined as those who had committed felony crimes. The memos also hasten deportation procedures and allow Customs and Border Patrol to determine at the border whether an arriving alien is eligible for entry–including those who have asked for asylum–without a further hearing or review. The directives also hasten the process of deportation for those currently awaiting a hearing on their application for asylum. At least 1,500 Indian nationals are being held at Immigration and Customs Enforcement facilities around the country–some for longer than two years–waiting for their asylum case to be heard. Approximately 450,000 undocumented Indians currently live in the US, according to MPI data. India is the fastest-growing country for undocumented immigrants,

according to the Department of Homeland Security. Pr e s i d e n t B a r a c k O b a m a h a d implemented the DACA initiative--also known as the DREAM Act–in 2012. More than 1.7 million undocumented youngsters are currently eligible for the program; about 750,000 are currently receiving relief from deportation, work authorization, and driver’s licenses under the provisions of the initiative. About 17,000 Indian students are eligible for DACA, but only 3,608 have applied, according to statistics from the Migration Policy Institute. About 3,000 Indian students in California are eligible for DACA, noted the MPI. Shortly after he was elected last year, Trump set out what immigration activists have labelled “draconian” policies for immigrants, both legal and undocumented.

BY A STAFF WRITER OUNTAIN VIEW, CA -- A couple, including a woman of Indian heritage, Rohnita Prasad, was arrested last month for living in a car reportedly stolen in Mountain View, Calif. The police said that officers were on patrol in the early hours of January 17 when they spotted two people--36-year-old Prasad and 46-year-old Michael Wiggins--sitting in a car in the 700 block of Continental Circle. The couple, who was living with a 7-monthold infant, was arrested in connection with several residential burglaries, the police said. Prasad and Wiggins allegedly stole the car from the garage of a Mountain View home in October and were living in it with Prasad’s young son. When officers found the car, they also discovered stolen items, mail and packages from other Mountain View homes. The two were arrested on suspicion of residential burglary, vehicle theft, possession of stolen property, possession of narcotics, possession of burglary tools and child endangerment.

Tailor faces a felony charge of leaving the scene of an accident involving injury. The victims were taken to Lutheran General Hospital in Park Ridge where they were treated for injuries not considered lifethreatening. Tailor, a Des Plaines resident, initially drove away but was later pulled over and arrested.

BY A STAFF WRITER ILES, IL -- A man and a woman robbed a CVS store in north suburban Niles on February 27 and threatened an employee with a hypodermic needle. The pair entered the store in the 9600-block of Milwaukee Avenue around 7:30 am. The police said they took over-the-counter medication from a shelf and hid them in bags they brought with them. When they tried to leave the store, an employee approached and told them to put the merchandise down. That’s when the man pulled out a hypodermic needle, pointed it at the worker and said, “You don’t want what I have.” The pair left the store and got into a lightcolored vehicle. The police said they got away with about $600 in over-the-counter meds. The man was about 5 ft. 5 in. - 5 ft. 9 in. tall, weighed around 155-175 pounds and had dark hair. He was wearing sunglasses, a dark jacket and dark pants. The woman was about 5 ft. 5 in. - 5 ft. 9 in. tall, weighed around 135-145 pounds and had light hair. She was wearing a baseball cap, a two-tone jacket and tan pants. A similar robbery occurred in southwest suburban Naperville last week, where a robber claimed to have a needle infected with HIV.

Shama Mesiwala now Court Commissioner

BY A STAFF WRITER ACRAMENTO, CA -- Indian Muslim American Shama Mesiwala, upon being sworn in as the Sacramento, Calif., Superior Court Commissioner on February 6, vowed to use her new job to represent her faith. The 42-year-old admittedly was surprised and overwhelmed with taking over the position but said she believes her being named is a “testament” to the court and its judges that they “put that trust and confidence in me, to see my integrity and temperament,” she said Mesiwala was sworn in by Sacramento Superior Court Presiding Judge Kevin Culhane. As commissioner, she can exercise the same powers and duties as trial court judges whether it be small-claims or serving as a temporary judge in a court case. Mesiwala is a senior judicial attorney for California’s 3rd District Court of Appeal, law professor and co-founder of the South Asian Bar Association of Sacramento. Indian businessman dupes lenders, held BY A STAFF WRITER OSTON, TX -- The former Indian American owner of a Bostonarea chain of high-end jewelry stores is facing wire fraud charges after authorities say he created bogus inventory reports for lenders to receive larger loans. Raman Handa, formerly of Lexington, owned the now-closed Alpha Omega Jewelers. Federal prosecutors say in 2007 when the chain had trouble keeping up with loan payments, the 67-year-old Handa created a scheme to defraud lenders by lying about inventory reports used to determine credit limits. The reports included luxury watches and other items the chain didn’t actually have. After Handa left the US for India in 2007, the chain’s lender gained control of the company and discovered more than $7 million in missing or unaccounted for inventory.

One held for murder of Indian student BY A STAFF WRITER REMONT, CA -- A Fremont, Calif., man has been arrested, minutes after he allegedly fatally shot Telangana (India) native Vamshi Reddy Mamidala at an apartment complex parking garage in nearby Milpitas. Stuart Ison Baronngaue, 30, is being held at Santa Clara County’s North Main Jail, without bail. He was arraigned on February 16, and is being held on several charges including murder, robbery, felony evasion, and an outstanding felony warrant from nearby San Mateo County for parole violation. According to Lt. Raj Maharaj of the Milpitas Police Department, the incident began as Baronngaue crashed his car in Milpitas. He then got out of his car with two weapons and initially confronted a female

victim in an apartment complex, demanding

her car keys. The unnamed female victim gave Baronngaue her keys and told him where her car was in the apartment building’s parking structure. As the investigation is still active, Maharaj said he could not reveal how Baronngaue became engaged with Mamidala, who was also a resident in the apartment complex. Baronngaue allegedly shot Mamidala, and then fled in the South Indian man’s car. The police arrested him about 20 minutes later. Mamidala, 26, was found in the parking garage with a gunshot wound. He was pronounced dead at the scene. No motive has yet been established for the murder, said Maharaj, dispelling Indian media reports that the attack was a hate crime. Mamidala’s body was flown to Hyderabad on February 17.

BY A STAFF WRITER OLLIENVILLE, TN -Collierville, Tennessee mother Siminder Kaur, who fought a 10-month battle to regain custody of her toddler son Anhad, was reunited with her child on February 22. The joyful mother said she has missed out on several crucial elements of her son’s development: when she last saw Anhad he was still crawling. The boy now walks around. Kaur had not seen her son–now two and a half years old–since October 2015. While attending a family wedding in Punjab, Kaur’s now-estranged husband Vaneet Singh convinced her to leave the infant boy with his parents while the couple worked out their marital difficulties in the US. But when Kaur asked that Anhad be returned home, she said her husband– from whom she is now seekib a divorce– was reluctant. “I realized this was a conspiracy to take my son away,” she said. The software developer went to India in April 2016, and began a protracted criminal and civil legal battle to get her America-born son home to the US. While in India, she said she was not once allowed to see her son during the five months she was there. Returning to the US, Kaur filed a criminal complaint, and on January 17, her case was decided in her favor. Singh was mandated to return Anhad to the US, and was arrested three weeks later when he failed to do so. As a condition of his bail, Singh was mandated to facilitate the return of his son to his mother and could have served federal prison time if he did not comply. Singh’s parents brought Anhad to the US onFebruary 22. Kaur said she has full custody of her son. Singh is not allowed visitation, as he has a restraining order which bars him from contact with Kaur. Kaur said she is afraid that should Singh eventually get unsupervised visitation, he could again take Anhad back to India. She noted that other parents have faced similar situations in which a child was taken out of the US without a passport or a visa. But for now, she is jubilant to be reunited with her son.

Playing his first Test in the subcontinent, left-arm spinner Steve O’Keefe turned out to be the dark horse, taking six wickets in each innings to break the backbone of the Indian batting as Virat Kohli tasted his first defeat as skipper of all three formats. Chasing a mammoth 441, the home side once again succumbed to the visiting spin duo of O’Keefe and Nathan Lyon to be dismissed for a paltry 107 in their second essay. The visitors have now taken a 1-0 lead in the four-match Test series. O’Keefe returned figures of 6/35 — the best of his nascent four-Test career while Lyon took 4/53. India’s 20-Test unbeaten streak. The last time India lost a Test match at home was in 2012 when England registered a seven-wicket victory in Kolkata. Since then, they have won 17 Test matches and drawn three. The victory also saw Australia

avenge their 171-run loss to India in the second Test of the BorderGavaskar Trophy of 2001 which ended their 16-match world record winning streak. The men from Down Under had lost nine consecutive Test matches in Asia before this match.
