Cabonne Council Not Fit For The Future Cabonne Council has been deemed “not fit for the future” by the IPART Report which was released on Tuesday. The sole reason for this final assessment was due to the scale and capacity criteria, which focuses on the population forecast for the next 20 years. Cabonne Mayor Ian Gosper said the Council has until November 18 to provide any further considerations to the Government. “I don’t see how we can change it,” said Mr Gosper. “We only failed on one benchmark and that was Scale and Capacity, and we can’t reach that because we are a rural area.” Member for Orange Andrew Gee said that IPART’s assessment of Fit for the Future Proposals was disappointingly light on meaningful analysis as to why Cabonne and Orange Councils should merge. “IPART dealt with why Cabonne did not
meet the ‘scale and capacity’ criteria in just four dot points. It’s hardly enough to warrant Cabonne merging with Orange,” Mr Gee said. “For a report that was built up so much, it was really weak.” “I do not support a forced amalgamation between Cabonne and Orange Councils,” Mr Gee concluded. Amalgamation No Thank You (ANTY) spokesperson Marj Bollinger wants to know how the voices of the people can be ignored. “The millions of dollars that have been spent to date on the Fit for the Future process that was flawed from the beginning, set up by the Government to arrive at the conclusion they wanted could have had far more community benefits had it been spent on infrastructure improvements,” Marj said. Our villages will die,” said Marj. 139 proposals from 144 councils in NSW made a submission to IPART to either merge or standalone. From those proposals a mere 52 councils were found to meet the criteria to be deemed “fit” and 15 councils in the Central West were deemed “unfit”, including Orange City Council, Wellington Council, Blayney Shire Council, Forbes Shire Council and Weddin Shire Council. Bathurst Regional Council, Dubbo City Council, Parkes Shire Council and Cowra Shire Council were among the councils in the Central West who were assessed as “fit for the future”. “The market is certainly not going to collapse despite mixed reports,” says Paul Breen of KMWL. Admittedly, there has been a slight slump in the cattle market, however Paul sees this as a good opportunity to restock and buy some store cattle. “We have seen the bottom of the cattle market, when there were a couple of dry weeks and a little bit of panic selling with numbers around 3000 being sold,” Paul said. “This week saw both Carcoar and Forbes come back to 1500 cattle being sold. Carcoar saw a slight increase this week, and if you have feed, and with there not being a lot of good finished cattle around, these prices will improve over the next couple of weeks.” Lamb numbers were down from 36,000-40,000 at Forbes to 26,000 this week, and they ended up being firm to a little bit up on the previous week with new season lambs making $120-$130. These smaller numbers will continue until the end of November when numbers are likely to increase with shorn lambs coming onto the market. Parts of the area received up to 30mls of rain on Monday evening and there are more storms around so if you’re looking for some store cattle, call Paul on 0427 102 667.

What rubbish! Some retailers in the main street think it’s okay to put the rubbish from their business outside their shop next door to a Council bin, particularly on a Friday. As there are no rubbish collections over the weekend, the trash is becoming an eyesore! Please remember that each business should have their own yellow and red bin for rubbish collection, and it would be appreciated if retailers could make use of these bins, rather than put rubbish on the footpath next to a bin. If you don’t have one, ring the Council and arrange for one to be delivered. The weekends are when we have the majority of our visitors to our town and this is not a good look, so do the right thing and keep our little village looking great!

Canowindra’s Rehab Centre to Relocate With the opening of a new rehabilitation facility in Orange, Canowindra will see the end of its own rehabilitation facility, Lyndon House, which will relocate to the Bloomfield Hospital Campus in 2016. After more than 30 years operating in the Canowindra community, it has been acknowledged by the Board that the Lyndon House building has “passed its use-by-date”, and that a bigger, better equipped facility will do more to reach clients with substance abuse. According to The Lyndon Community, the new facility will allow Lyndon to provide improved drug and alcohol treatment to clients through better access to support services, and that the savings achieved through colocation will improve client amenities, reduce operating and maintenance costs and benefit clients. The Board also acknowledged the decision was a difficult one, but said that the decision had to be made. “The main reason for the relocation is to provide better client outcomes,” said Ed Zarnow, CEO of The Lyndon Community. “By consolidating, we can put more money
into direct client care.” “The building has also been an ongoing issue. We’ve applied for grants from various bodies but weren’t successful.” “Over the years the building has deteriorated and the organisation doesn’t have enough money to maintain it when the budget for the program is as tight as it is.” Mr Zarnow said that there would be no forced redundancies at Lyndon House and further work options would be offered by The Lyndon Community. The Lyndon Community commenced over 30 years ago from buildings in Canowindra and now includes services in Orange, the Blue Mountains, Bega and the Murdi Paaki region. Lyndon House offers a three-month residential rehabilitation program in a safe and stable environment surrounded by beautiful gardens. The Board has yet to decide on the future of the property in Canowindra and will be considering possible options over the coming months. By Rosi Broom

Week ending: 16 October 2015 This week saw the NRI fall 25 cents in local currency terms, however in US dollar terms the market was generally unchanged. Most of the change came on the opening day when fleece prices generally fell by 20 cents clean. The drop was followed up on Thursday by a supplementary dip of 5 to 10 cents. Despite the falls, the better types were well received, with most of the attention being focused on the better spec types. Non-mulesed types were also selectively sought, especially in Sydney where odd lots recorded solid premiums. Recent buying patterns have opened up large price differentials where, in the finer microns, the very sound types can receive premiums of 100 cents. In other sectors there were similar losses; Merino Skirtings and Merino Cardings both fell 20 to 30 cents. Crossbreds also lost around 20 to 30 cents for the volume microns but were as much as 60 cents cheaper in the finer ranges (25/26).

Cabonne Community Transport in conjunction with Canowindra Taxi Service and funded by Transport for NSW will be trialling a weekly run from certain points around Canowindra into the township of Canowindra. This transport will be for transport disadvantaged residents of Canowindra to get into town who cannot do so due to no vehicle or being unable to drive. The cost will be $5 for the return trip only during these times. Alison Beasley How long have you lived in Canowindra? I’ve been here for 22 years. I came from the Southern Highlands. What is your favourite thing about Canowindra? I like the community and the friendliness, and I like the heritage – that’s why we have all the photos on the walls at Old Vic Inn. Where is your favourite place in the world? Other than Canowindra, probably Paris. I had dinner at the restaurant on the Eiffel Tower for my birthday. What is your biggest fear? I absolutely hate snakes. What do you love about your job? Meeting an incredible range of people and the building itself has a great feel – it’s got charm. If you won the lotto, how would you spend it? I’d go overseas back to France and I’d love to take Graeme to Russia and Scandinavia. I’d also look after the kids and retire. Who would you love to have dinner with? Bessie Robinson – I would have loved to live in that time. What is the biggest change you would like to see in the world?I’d love to see peace; everybody just getting along with everybody.

WHAT’S Hot The NBN is powering ahead with its release of a comprehensive three-year construction plan to network 49,700 premises in Calare. The construction will begin in Orange in December this year, but won’t start in Canowindra until 2017. Federal Member for Calare John Cobb said a number of towns across Calare will be connected much earlier than initially anticipated. “We’ve worked to speed up the rollout progress and make the build as cost-efficient as possible,” Mr Cobb said.
“They’ve got better facilities in Orange, a bigger area, it’s more sustainable and they have more specialists, so in that respect it’s a good thing.” Tommy Jeffs

A Weekend of Baroque Brilliance The town came alive over the weekend with classical music as the soundtrack for the inaugural Canowindra Baroquefest. With concerts spread over three days, hundreds of locals and visitors were treated to the sounds of woodwind, string and keyboard instruments.
The Australian-based ensemble Ironwood opened the event at the All Saints Church on Friday night, with quartets by Jadin, Hummel and Haydn played on the cello and violins. Saturday saw a slight change of plans, with the sold-out matinee to be held out-

Concert goers joined ancient fossils in the museum’s main gallery as they were serenaded by Laith Ismail’s oboe and Tracey Callinan’s harpsichord. The locally-based Mitchell String Quartet ended the day at the All Saints Church with a variety of arias and cantatas, accompanied by Helen Barnett’s soprano, Matthew Gately’s trumpet and Ben Edwards’ keyboard continuo. The final concert was held on Sunday; a matinee performance at Wallington Winery titled ‘A Baroque Mystery”. Ticket-holders experienced the Sonatas of the Rosary along with discussions of the sonatas, the revolutionary technique “scordatura”, and the making of baroque violins in the 17th Century. “The weekend was absolutely brilliant,” said Arthur Falconer from the organising committee. “All of the feedback has been very positive and it’s looking good for next year. We just have to work out where we can fit everyone in; all the venues were packed.” By Tracy Smith
