Birthday Blast for Old and New Canowindra’s social event of the year – Tommy Jeffs’ birthday party and the official opening of Montrose House – was a huge success on Saturday night with 160 people coming through the doors. Tommy pulled out all the stops with a generous offering of food, and drinks flowing all night. Shane Kerr from Cowra entertained the crowd with acoustic jams that had the party rocking and guests admired the interior design and landscaping work that has been carried out on the property over the last six weeks. “It was a sensational night, as expected,” Tommy said on Monday. “Canowindra stepped up and partied like they’re famous for.” A diverse mixture of people attended the night, with all ages from 20 year olds to those in their 90s and an interesting blend of

religions in what Tommy described as “the perfect launch for Montrose House”. “I wanted to create a great atmosphere on Saturday night and with the people of Canowindra, it’s just an easy call,” said Tommy. The transformation of the old gallery into the new Montrose House at Riverbank created a whirlwind of activity in Gaskill Street with Tommy using all local tradesmen and resources to get the job done. Although the job took six weeks, this overhaul was a big job and happened in an incredibly short time. Montrose House is a wonderful new addition to Canowindra’s dining out scene with Tommy announcing he will soon be doing dining on Monday and Tuesday evenings to meet a demand in the local market. Bookings will be essential.

LETTERS Dear Editor, Why is it so surprising that Cabonne Council has been found unfit for the future, when those who live in the Shire would already know it’s not even fit for the present, based on its performance through it’s past. We’ve seen the result of poor planning, where drains are not flushed, resulting in a flooded town. the non-completion of roadworks and kerbing near the Country Link bus stop, while ad hoc work continues through the shire. Why did the Cabonne Shire decide to repair only part of the road from the Moorbel turn-off to the Shire boundary instead of doing the remaining few hundred yards? Why did the Shire approve an industrial estate in Canowindra, with no connection to water or sewerage? The road from Canowindra to Eugowra would have to be the worst public road those who use it are condemned to, even though it is RTA support funded. Managed by Cabonne Shire! Why should Cabonne Shire continue to exist when it appears to have no strategic plan? I firmly agree with those who say Canowindra should not be part of the Orange Municipality. Canowindra should be part of Cowra Shire, but Cowra doesn’t want it because of the disrepair liability of its infrastructure. Forbes Shire doesn’t want Eugowra for the same reason. It is a fact that Councillors have no real impact as the day to day management of local government is undertaken by its staff. A regional administrator would be a significant improvement on the current situation. You cannot hope to make improvements or progress while trying to maintain to the status quo. Stephen Tamplin

The NSW Education Department currently has the Festival of Choral Music on at the Sydney Opera House this Tuesday and Wednesday. We have one of our local girls, Danae Kelly (Daughter of Nancy Gregory) singing over the two nights. Danae has performed in the Sydney Opera House for three years running now and really enjoys the opportunity to show of her singing talent. It is such a wonderful opportunity to be involved in such a wonderful event and Danae revels in the moment and gets to spend time practicing and meeting people with similar talent before the big night. Danae’s mum is extremely proud of her involvement in the festival and has noticed how helpful such an event is in building up her confidence and singing skills. Danae attends Cowra High School, currently year 10, with a desire to study music next year for the Higher School Certificate. It is great to have someone willing to learn and share her love of music and song with us and no doubt the school is proud of her as well. The family assets test and the family actual means test will be removed, enabling more regional and rural students to qualify for Youth Allowance. “A family’s assets don’t always represent their financial situation correctly,” said Federal Member for Calare John Cobb. “There are a lot of costs associated with going to university.” Around 1,200 more young people will be receiving Youth Allowance for the first time. Watch this space for more information! 30 postie bikes came through Canowindra last week as part of the Late Mail bike ride. The ride, which is organised by John Gorman, is done each year in a different part of the state will all riders on old postie bikes. The ride raises money for Little Wings, a charity that flies children and their families from regional NSW to Sydney for medical treatment. This year the ride started at Gulgong and finished in Mudgee. “Canowindra has been generous with many donations given by local businesses,” said John.

Cr David Somervaille and Cr Kevin Walker have been re-elected unopposed as Chairman and Deputy Chairman of Central Tablelands Water respectively. The meeting was held in Blayney on 21 October with both men now serving their second terms in the positions. Only a few days left to apply to participate in the Government’s new Nanny Pilot Program which will make an additional form of subsidised care available to families. Families are eligible for the Nanny Pilot Program if they earn less than $250,000, and the parent(s) work, train or study at least eight hours a fortnight. Applications for families close on Friday 30 October. For more information, call 1800 249 873 during business hours. Canowindra’s Public and High schools will have more Gonski funding in 2016 in a bid to support public school students who really need it. The combined increase of $14,000 on last year’s funding is a positive investment from the NSW Government. “The reason I like Gonski funding so much is that rural and remote schools are the biggest winners,” said Andrew Gee, Member for Orange.

Canowindra to Farewell Dr Kumar

Next month, Canowindra’s much-loved Dr Arcot Kumar will farewell our town as he relocates to Sydney’s northern suburbs. Dr Kumar and his wife Uma first came to Canowindra shortly after they were married. After 43 years living and working here, the Kumars decided to relocate after Dr Kumar’s retirement from his Canowindra medical practice so they could spend more time with their three children, daughter in law and little granddaughter. “We will both miss Canowindra, especially all our beautiful friends,” said Dr Kumar. “We are however excited to be with our family and watch our granddaughter grow.” Aside from being a family doctor in the town for a few decades, Dr Kumar has been an enthusiastic and involved community member, acting as both President and Secretary of the Lion’s Club. Dr Kumar was also awarded an OAM for his community contributions in Canowindra so there is no doubt he is a figure the town will miss. “We used to deliver babies here, up until

1985. I still remember them and I watched them grow up. You get to know two or three generations and you’re with them for the sad times and the happy times. That’s been the best part,” Dr Kumar said. The Kumars will keep their farm here and will make regular visits back to Canowindra to keep an eye on that as well as to visit their friends. They will be selling their beautiful home in Canowindra. “We won’t be disconnecting from Canowindra,” said Dr Kumar. “It’s really great the Canowindra community also looked after me. It goes both ways – family, support and friendship is what it’s about.” To give everyone in town the chance to wish Dr Kumar and his wife good luck on their new adventure, a farewell function will be held at the Canowindra Services Club on Friday 6 November from 7pm. Shine Bright and Light the Night for Cancer Canowindra’s Light the Night event is now in its second year and the organising committee, spearheaded by the formidable Collen Traves, are getting excited to see the outcome of a few months of hard work. Colleen, who was diagnosed with lymphoma and wanted to take action, was inspired by the Light the Night happening in Orange and decided to bring the event to Canowindra. “I wanted to do something for cancer and so I asked to create a walk in Canowindra. I had the go-ahead as long as I didn’t over-do it because I was quite sick at the time.” While trying to stay optimistic, Colleen had no idea the event would turn out to be such a success or raise so much money for the Leukaemia Foundation. “It was such a success last year so we’re continuing on. Last year I didn’t know what to expect and I didn’t expect it to be so big,” Colleen said. “Last year we only had six weeks to do it and we raised $11,000. We only had three people on the committee then; now we have ten.” The 2015 Light the Night campaign started in early August with Colleen, Maddi and others on the committee sitting outside IGA in Gaskill Street selling tickets to the 100 Club.

“We have received donations from local businesses too which are very much appreciated,” Colleen said. This year, Light the Night will be held on Saturday 7 November at Tom Clyburn Oval. The Lion’s Club will be putting on a barbeque and there will be heaps for the kids to do with a jumping castle, face-painting and a lolly guessing game. There will be 14 stalls at the Twilight Market with plenty of food, drinks, and garden

and craft items on offer. The evening’s entertainment includes talented dancers from Alikinetic Dance and a line-up of local musicians as well as rumours of a balloon glow, weather permitting. There are plenty of prizes to be won across three raffles and donation tins will be available on the day. This is a free event with all money going to the Leukaemia Foundation.

The insanity of this piece of information dissuaded me from going further into the IPART structure. The very body that is examining the amalgamation proposition is the “fox in the henhouse”. Where IPART has determined through some convoluted means that a 2.4% rate increase cap applies, it does not differentiate how the cost of materials and services for Bourke is the same overall as it is for Bowral or Byron Bay. In that case, their compensatory rate base analysis is wrong. Then we have the breathtaking calculation that somehow councils are able to be “productive” when a major source of funds is the rate base. Sure, some other money is raised by bank interest, by Council conducting special events, from property rentals, licensing and fees for service. So to wipe a further 1.6% from rate increase income, then erode that further by 1.25% arriving at a nearly 3% erosion to any Council considered rate increase for that year is the task of IPART. When looking to the Council financials of September 2014 where a rate income of $11,989,000 was declared, applying

the IPART calculation means that a rate increase of $287,736 was allowed to be collected when at their first calculation it could have been $296,139. In other words, about $8,400 lower. You might say that is a small sum in the totality of things, but the real point is the behaviour of IPART. IPART has created a self-prophesising situation where, by its amalgamation criteria, it has set up Cabonne (in your case) for a fall by removing that amount of income, which IPART said in the first instance Council required to survive and prevent forced amalgamation. Council now must factor this money into borrowings, or raise it by lifting fees for other services. State politicians hide behind IPART and local Council takes a beating.

LETTERS Dear Editor, On reading in the Phoenix Issue 365 about the IPART report on Council amalgamations being published, I decided to look more closely at IPART. ‘ Their home page led me to Rate Peg at www.ipart.nsw.gov.au/Home/Industries/Local_Govgt/Rate_Peg to lift from it the quoted text below: The rate peg is mainly based on the Local Government Cost Index (LGCI), which measures price changes over the past year for goods, materials and labour used by an average council. We deduct a productivity factor from the LGCI to strike a balance between ensuring that councils can meet the increased costs of delivering services resulting from price changes, and ensuring that councils share productivity gains with ratepayers. We calculated the rate peg for 2015/16 by: •

Taking the increase in the LGCI for the year to September 2014 of 2.47%

Deducting a productivity factor of 0.04%

This resulted in a rate peg of 2.43% which we rounded to 2.4% for 2015/16

There is only a week left before the Canowindra Garden Club hold their Garden Expo at “Gayton”, the beautiful and tranquil garden of Anne and Mark Ward. The Saturday event will feature market stalls with Perennialle Plants, Eureka Plants, Majors Mulch and Quandialla Candle Company. Horticulturalist and media identity Elizabeth Swane will be a guest speaker at the Expo. As a member of one of Australia’s best-known rose-growing families, Elizabeth brings with her a wealth of knowledge and experience to share. Beginning as a nursery apprentice, Elizabeth has worked in all areas of the nursery, from propagation to productions, retail and wholesale sales, as well as 14 years on Sydney gardening talk back radio 702 Weekends with Simon Marnie. Using the living examples found at “Gayton”, Elizabeth will discuss perfect partners – roses and perennials. She believes a handson passion for practical gardening and a cheerful “have a go” philosophy go a long way to making anyone a good gardener. The second guest speaker at the Garden Expo will be Sally Bourne of Sally Bourne Landscapes, a local business which has been in operation for more than twenty years. Sally leapt into the industry, gaining her Structural Landscape License and worked on commercial and residential developments, schools and play spaces, private gardens, and public open spaces for local government around Sydney’s Upper North Shore and Northern Beaches. Sally’s living portfolio throughout the Central West includes countless small and large scale private landscapes including Parkes Rotary Arboretum Park, the main street roundabouts in Grenfell, Canowindra Public School and the new Fitness Path project. Sally will speak about the basics of garden design – breaking a site into zones/functions, identifying climate, good soil preparation, planting times, maintenance tips and much more. The Garden Expo will take place on Saturday 7 November from 1:30pm to 4:30pm. Entry is $12 and includes a delicious Devonshire Tea. A New Title For Our Rev Canowindra’s Reverend Jono has been recognised for his contributions in the church and the wider community with a new title – Canon – though he still prefers to be called “Jono”. A Canon is someone who is given a position in the Cathedral of the Diocese and is noted as a position of leadership within. “I was made a Canon as a result of being appointed Regional Ministry Coordinator (RMC) for the Cabonne Region,” Jono said.

Jono has been ordained for 15 years and before that he was a youth minister for more than ten -years. He also has ecumenical experience within this parish, leading both the Anglican and Uniting churches. Canowindra Sport WOMEN’S BOWLS Our President Sheryn’s Topsy Turvey Pink Bowls Day was held on Tuesday 27th October with all the profits going to The Breast Cancer Foundation. We had 14 teams compete in the event with teams coming from Cowra, CWD, Forbes, Parkes, Parkes Railway Diggers, Manildra, Orange Newstead and Orange City, as well as 5 teams from Canowindra. A Wheelchair for the Water The renovations to Canowindra Swimming Pool that were completed in 2013 saw the addition of a ramp entry to the pool and now manager Jarrod Strange wants to finish what was started with the purchase of a water wheelchair. “Before the renovations we had an aqualift chair that was anchored into the ground and would lower the person into the pool using a hydraulic water system,” said Jarrod. “When the renovations were being done, the anchor was removed so we can’t use it anymore.” “We asked Council to buy the wheelchair because the plan had been to put the ramp in and then get it, but they knocked it back.” Jarrod and Lisa are hoping to purchase a $2,500 PVC wheelchair that can carry up to 200kg. Local mother Kim Roberts has taken it upon herself to lead the charge to fundraise

$2,000 for the cause. Having taken to the popular crowdfunding website ‘Go Fund Me’ to ask for donations, Kim hopes that the town will get behind the cause. “The chair isn’t only for people already in a wheelchair but for people with poor mobility,” Kim said. “There are a lot of people in town that would use the wheelchair and people with disabilities from other towns would also travel to use our pool because of the ramp, but without the wheelchair it can’t be used as intended.” “It is disappointing that our Council won’t finish what is a fabulous pool makeover, but as a community we can pick up the slack and finish it off.” Donations can be made online at www. gofundme.com/mc6nynpg or at the Canowindra Swimming Pool.
