A Decision Has Been Made – Cr Phyllis Miller Is Our Mayor Following on from the Council Meeting on Tuesday 1st September, an extraordinary meeting was held on Monday 7th September at 8.30 am. At this meeting, the names of the two Councillors who were tied in the earlier vote were entered into a hat and Brian Steffen, GM, Forbes Council pulled a name from the hat, with Cr. Phyllis Miller’s name being read out. Prior to this happening, so that everybody present could be well informed, Cr. Graeme Miller, the other Councillor whose name was in the hat, queried the reasons behind the GM’s decision to go down this course of action. His request was based on considerable discussion within the town about what was

right and what was wrong with the process and to clarify the reasons behind the decisions made. Brian Steffen, General Manager and Returning Officer for the Mayoral Election said, “Following on from legal advice from Marsdens Lawyers, Corporate Solicitors for the Council, the Local Government Association of NSW and the NSW Office of Local Government, there were three options available to the Council: 1. The Council could leave the decision with the vote of the lst September 2. The Council could hold another election 3. The Council could put the names in a hat and draw out the new mayor’s name. Moving Forward – MAYORAL NOTES We have met with Morton Street residents regarding the residential development as we are in the preliminary stage of consultation. John Zannes, our new Director of Engineering and Technical Services, has put a fresh set of eyes over this project to try and bring it online much quicker. His ideas and professional skills were well-received by the residents. It is important we get this right and will keep you all informed as this project develops. Councillors Graham Falconer and Brian Mattiske have been in Tocumwal for the Murray Darling Association Conference. Council is a member of the association and we are kept abreast of water issues through our attendance at the conference. We are currently in the planning process and brainstorming ideas to organise the new hospital open day. I would say to one and all to take the opportunity to look at your hospital prior to it being operational - it is a must as you will really get to see what a great facility it is. The Mayoral Election is now done and dusted and it is time to get on with business. Deputy Mayor, Councillor Graeme Miller and I are fully focused on moving forward to represent our community together. Lastly, make sure you head over to the Forbes Show today or tomorrow. Cr Phyllis Miller’s Year Ahead Following the past week, Cr Phyllis Miller was happy to share with us the year ahead for her as Mayor of Forbes. The first job on the agenda is to put behind us, the Mayoral elections and to move forward as a team. With uncertain times ahead for a lot of Councils, with Fit for the Future it is important that we work together to have some direction as to where we would like to go after the Minister for Local Government makes his decision in October. As Mayor, her role will be to inform the Councillors of the process that she is aware of with amalgamation, having been a Boundaries Commissioner in the past. Cr. Miller said that, “we have an enormous amount of people interested in coming to Forbes to relocate and find employment or alternatively buying a business here, or even setting up a business. In order for that to work, we need to make sure we have enough residential blocks for homes, so Council will be working on the Morton Street development to release some housing blocks. This is Council owned blocks of land and by doing that we are incentivising private developers in the area to also look at some subdivisions. The main three advantages of people looking to move here are: lifestyle, education, and great health services here in Forbes. The location of Forbes on the Newell Highway is a big plus for distribution centres wishing to locate.” “In addition, Central West Livestock Exchange is looking to be extended due to the high number of livestock going through the centre each week. We are looking to Regional Development Australia to assist us with a grant for this extension.” “At the Council we are looking to continue

to deliver cultural programs, including Vanfest, Sculpture Forbes, the Kalari-Lachlan River Arts Festival, and the National BBQ Championships. And of course the most exciting event, is preparing for the opening of our new hospital which will be hopefully open in October. “ Phyllis said, it is a big year for us all and she was looking forward to it immensely. National BBQ Championships The National BBQ Championships are fast approaching and local performer Cath Adams has been announced as the headline act for the event. Cath is a well-known Eugowra local who recently featured on The Voice 2015 as part of coach Jessie J’s team. She will provide live entertainment with her partner Adam from 4pm to 7pm. With the committee gearing up for this year’s event, President Chris Roylance said this year could be the biggest and best yet. “The way this year’s event is coming together is unbelievable,” Chris said. “With Fast Ed Halmagyi and now Cath Adams on board, we hope to attract a strong regional crowd. It is very exciting.” “Our focus this year has been to expand the event and provide more to see and do. With these two celebrities and our partnership with Relay for Life, we are confident that 17 October is going to be a cracking day for Forbes.” Some other features of the 2015 National

BBQ Championships are the introduction of wine and food tasting as well as an outdoor display area. You can browse the stands where you will get the chance to sample cheese and wine, purchase merchandise and view the great range of outdoor products on display. “The BBQ Championships are about bringing people together, having a bit of fun and putting Forbes on the map,” Chris said applauding the committee’s hard work in the effort to provide extra value at the event and more to see and do for both competitors and spectators. “Browse the stands where you will be able to sample cheese and wine, purchase merchandise and view the great range of outdoor products on display.” The Forbes Phoenix is a sponsor of the National BBQ Championships and this year the competition offers everything you would associate with the traditional Aussie BBQ. Project Mount Kenya Sponsor’s Night

The Forbes Rotary Club held it’s Mount Kenya 2015 Sponsor’s Night on 21 August as a show of appreciation for the support shown to the Rotary Club for the project. Earlier this year, Chris Finkel and a group of Rotary friends climbed Mount Kenya hoping to raise $60,000 in aid of the Maasai People, a hunter-gatherer tribe in southern Kenya and northern Tanzania. The Sponsors’ Night, held at the Vandenberg Hotel in Forbes was an opportunity for sponsors and special guests to celebrate the achievements of the team that climbed Mount Kenya. It was an evening of good food, good friends and Guinness; a fitting celebra-

tion for a fantastic achievement. A presentation was made to Lachlan Legacy and Chris Finkel made a presentation of the climb, detailing the trials and tribulations of the hike, the cultural impact he experienced in Africa and how the expedition has impacted on the Maasai People. “So far we’ve raised in excess of $40,000 and donations will be open until the end of 2015,” Chris said, whose hard work has been a challenging but rewarding experience. “It was the hardest thing I’ve ever done in my life,” says Chris, “but we did it. It was a great challenge.”

Find out who can grow the biggest pumpkin, who can decorate the best plate using vegetables, fruit or herbs, and who has the best barley, canola and wheat crops. The Showgirl judging will commence from 12pm on Saturday. Other classes include Miss Teenage Showgirl, Miss Junior Showgirl, Miss Tiny Tots and Master Stockman. This year there is over $1000 worth of incredible prizes up for grabs. Tickets can be purchased from the Show Office and families can buy sheets of $1 ride coupons for $25 with the value of $30 which can be used anywhere in Show Alley. Job Cuts at Essential Energy NSW Government-owned corporation Essential Energy have announced the first phase of proposed workforce reductions for employee and union consultation, starting off a period of transformation for the Government entity. This will include 3 positions with Essential Energy in Forbes. The 700 positions that have been proposed in the first phase cover all Essential Energy regions and employee categories as well as a 20% reduction in senior management positions. Almost 300 of the reductions comprise employees who have elected to take a voluntary redundancy. “A period of consultation with the potentially impacted employees has begun and will continue over the coming weeks to explain processes and how they may affect individuals,” said Deputy Chief Executive Officer Gary Humphreys. According to Gary, the Australian Energy Regulator’s (AER) 30% cut in operating expenditure had left Essential Energy without funding for an estimated 1,395 positions, costing the business about $15 million per month. “We’ve got to start operating our business within the AER’s funding constraints and with fewer employees while maintaining network safety and reliability and delivering a satisfactory level of service to our customers,” Gary said.

“Following an extensive review of business operations, Essential Energy has provided details to employees and the unions around the number of proposed unfunded positions in the first phase.” “These proposed workforce reductions are regrettable yet unavoidable. We appreciate this is a difficult time for all Essential Energy employees and are committed to treating them with the highest level of respect and support throughout this process.” A second phase of reductions of another 695 positions will be assessed once the outcome of the Australian Energy Regulator’s determination is known, which is expected to be in late 2015.

We have nine Councillors working for the town of Forbes, with a range of skills and capabilities from not only our Councillors but also the staff at the Council.” Cr. Graeme Miller, was elected Deputy Mayor, with the other two nominees withdrawing, in Graham Faulkner and Jeff Nicolson. Cr. Graeme Miller said that he looked forward to working with Phyllis and congratulated her on her re-election as Mayor.

The opening sales in early August, saw the NRI rise 82 cents, this was followed by a lack of new business which resulted in sharp falls over the following fortnights sales. However by the end of week 9 there was clear indication that new business had been written, with buyers chasing passed-in lots and buying what they could on Wooltrade. Given the current state of play, with supply concerns coinciding with China’s economic woes, it is impossible to forecast the market. Sentiment amongst the trade changes from one day to the next and from one company to another, giving the impression that no one really knows. Buyers returning from China also report the mood to be sombre, as everyone is busy watching the stock market. For the time being, it seems the hand to mouth purchasing pattern will continue, and with little stock to smooth out the bumps, a volatile market will ensue.

THE MARKETS THIS WEEK AT FORBES:

There were 1451 cattle yarded this week at Forbes, with quality generally good including prime yearlings and steers along with a reduced offering of cows. The market eased slightly with prime yearlings 3 to 6c cheaper although the feeder steers were unchanged. Cows eased 3 to 4c a kilo compared to last week’s sale. Tuesday saw 39,592 sheep yarded including 31,269 lambs. There were approximately 18000 new season lambs with quality as usual very good for the young lambs, which sold $3 to $5 cheaper. “Old” lambs also eased , most grades selling $4 to $6 easier and merino lambs were also similarly cheaper compared to last week’s sale. RURAL ROUNDUP Continued from Page 7 The first essential, non-negotiable requirement of a lamb’s survival, is colostrum. Colostrum is a vital cocktail – full of minerals, vitamins, fats, energy, and antibodies for immunity. However, it is important to note that not all colostrum is created equal, and the quality of which, is entirely dependent on the ewe’s health and nutrition leading into its production. Ewes with low immunity – or those who have not been administered with pre-lamb clostridials (6in1), will pass on less passive immunity via colostrum to their lamb – of which they rely on until the lamb has had their first vaccination at marking time. The quality of the fats, energy, vitamins and minerals in colostrum are ultimately determined by the diet of the ewe leading into lambing. Ewes that are fed high starch diets, ie supplemented with grains such as barley or wheat, will have higher levels of energy and feed conversion. Also, having access to a high quality, pre-lamb specific mineral and vitamin supplement is essential, depositing high levels of nutrition into the colostrum. Once the ewe has lambed, the volume of milk, and its quality in terms of nutrient levels, is ultimately determined by the ewe’s diet. For ewes to efficiently produce milk, diets high in starch promote rumen feed conversion efficiency – meaning ewes consume less feed to produce more milk. Not only does this benefit the lamb for strong growth and development, but is also advantageous to your bottom line, making this a profitable exercise. Buying as House and Land The most common way to buy a house or apartment in NSW is by private treaty. This is where a seller (or Vendor) advertises the amount they’d like to achieve for their property and then negotiates with prospective buyers. The contract for sale becomes activated once there is an exchange contracts between the Purchaser and Vendor. At this time the Purchaser also will have to pay the full deposit on your place (usually 10% minus any holding deposit you’ve paid). In lieu of a Deposit, sometimes a deposit bond is purchased from a Bank or Insurance Company by the Purchaser. This Bond is a guarantee that the Bank or Insurance Company will pay the 10% normal deposit to the Vendor should there be a default or breach of contract by the Purchaser. However, this doesn’t always mean the Purchaser is locked in. The standard Contract for Sale of a house or vacant land includes a ‘cooling off’ period of 5 working days during which allows for only the Purchaser to change their mind. However, the Purchaser’s solicitor can have this waived by signing a certificate and explaining the contract to the purchaser. The other way of purchasing a house and land is by Auction and we will let you know more about that in our next column. A wise Purchaser before entering into any Contract for Sale of Land, should seek legal advice from a Solicitor about the Contract. Forbes Sport The committee is looking at continuing the mid-season BBQ which was a great way for teams to stick around and have a chat as well as watch some of the other teams have a run around. The 2015 season will run for 9 weeks from Monday 12 October to Monday 7 December, with the Grand Final played on Thursday 10 December for all grades. FORBES TOUCH ASSOCIATION It’s getting warmer and for Forbes Touch Association this means another season is due to commence. At the AGM on Tuesday 8 September, President Daniel West spoke about another very successful season which saw increases in most divisions with more than 20 games being played each night. The Treasurer’s report supported this with

Forbes Touch having only a marginal loss for the year. With extra end of season prizes already purchased, we are looking forward to another good season financially. All positions on the committee were up for grabs again this year and once again leading the way in the President’s role will be Charlie Dwyer and Daniel West. They will be supported by a number of familiar faces and newcomers.

GOLF The Forbes Golf Club Summer Super 6’s are getting organised! Team nominations and entry fees are due by Friday 2 October with entry forms available at the Pro Shop. The handicap round starts 2 October with full competition starting on 12 October. For those wanting to “dip their toes in” before contemplating golf, come along to the Forbes Golf Club Open Day on Sunday 27 September. Our friendly pro Daniel Newton will be on hand to help.

Stacey Clarke – Entrant In Forbes Miss Showgirl Stacey Clarke is really looking forward to the Forbes Show this year. Stacey is one of two entrants this year, with the other being Brooke Tattersall. Stacey said that one of the reasons for entering is due to the influence of Annabelle Green, who is the Co-ordinator of the Showgirl Competition, and who has been someone that Stacey really looks up to. Stacey believes that it is important for young people to have a voice in the rural communities that they work in, and believes that the experience will assist her in her role as a water sales specialist at Ray White Rural. She has been in this role now for around 6 months and with Ray White Rural for just on two years. Stacey said, “I have learnt so much about this side of the rural sector, as it involves dealing with local farmers, and the reselling of water allocation rights and entitlements. It is a growing side of the rural sec-

tor for a lot of agents, and I have very good mentors at the agency.” Following on from the local Forbes Show, the next step for the local winner is to attend the district judging, and then onto the Easter Show in Sydney in 2016. The judging has taken place over a period of time, with the main judging and interviews taking place at the Forbes Council Chambers with both girls being interviewed by a panel of three judges. Then there was the Black Tie Show Ball on the Saturday night and the final sashing will take place later in the day on Friday afternoon. Stacey said, “It has been a great experience to be part of this and has given me a greater knowledge and understanding of the rural community and the ability to communicate with the Forbes Community.” Best of luck to both entrants!
