Forbes Not Fit for the Future Forbes Shire Council has been deemed “not fit for the future” by the IPART Report which was released Tuesday. This was due to scale and capacity which focuses on the population forecast for the next 20 years. The recommendation from IPART that has been given to Forbes Shire Council is to merge with Weddin Shire Council (Grenfell). Mayor Miller said Council has until Wednesday 18 November to respond. “We will be meeting with Weddin Shire Council to discuss the next step and then we will put in our submission,” Mayor Miller said. “There is no point burying our heads in the sand about this as we have known for a long time that amalgamations were on the agenda.” “The fact that we meet the other criteria except for scale and capacity tells me that this is a forced amalgamation and if we don’t do it, it will be done for us.” “It is important that we keep our councils intact so that there is a democratic process

for change.” “My understanding is that if there is resistance, the Government will do it with an administrator, which is taking away the democratic process.” Mayor Miller said she reassured the community that they will be kept engaged throughout the process. “It is important to stay calm and we will keep the community informed every step of the way,” she said. 139 proposals from 144 councils in NSW made a submission to IPART to either merge or standalone. From those proposals a mere 52 councils were found to meet the criteria to be deemed “fit” and 15 councils in the Central West were deemed “unfit”, including Orange City Council, Wellington Council, Blayney Shire Council, Cabonne Council and Weddin Shire Council. Bathurst Regional Council, Dubbo City Council, Parkes Shire Council and Cowra Shire Council were among the councils in the Central West who were assessed as “fit for the future”.

MAYORAL NOTES Wow, Fit for the Future. In all my time in Local Government I have never read a report and so called assessment of Councils in NSW with so many anomalies. It’s just blatant rubbish that a Council such as Forbes who met all the criteria; financial, sustainability, infrastructure and service management and efficiency, could be deemed not fit for the future. Reflecting back to the IPART report, we were a council that we believe still had the option to either stand alone or investigate a merger with Weddin Shire Council (Grenfell). Interestingly enough, Weddin Shire chose to go the rural council model and satisfies the scale and capacity criteria for a rural council. The contradictions in the report are the worst I have ever read in my 20 years in Local Government. Honesty about forced amalgamations would have been easier and less disheartening. The commentary in the report is obviously reflective of a greater plan. Now it’s time to reflect, find a path forward and get our submission in by November 18. On a high note, at the Local Government NSW Annual Conference last week I was presented with an Outstanding Service Award for 20 years of service in Local Government. I honestly don’t know where those 20 years have gone, but I have loved every minute. I also found out last Thursday that I was re-elected to the Local Government NSW Board and I am looking forward to keeping abreast of the reform process and bringing back as much help as I can to the rural and regional councils. Last Thursday night we hosted a public meeting regarding Vanfest and the opportunities that are available for the community during that weekend. There are so many ways that our town can benefit from the amount of people that will be here from December 4 to December 6 and I encourage all retail businesses and food outlets to extend your trading hours as much as you can.

Disaster Prepared? When the skies turn jet black with smoke and flames race across your lawn, it’s too late. When vicious howling winds tear the roof off your family home, there’s no time to get prepared. There’s no time to save anything. There’s no time for anything at all. According to Red Cross, 92% of Australians don’t have a written disaster plan and more than half of us haven’t worked out how we’re going to protect the objects most precious to us. “Summer is about to start, bringing with it the increased risk of a natural disaster of cyclones, floods, storms and bushfires,” says Australian Red Cross’ Emergency Services National Preparedness Coordinator John Richardson. “Like every year, we have no idea what’s coming, or when. Now is the time to prepare.” “Emergencies happen and we can’t change that, but we can change how they affect our lives.” “Preparing is about more than having an escape route, torch and a shelf of tinned food. A vital part, which so many people don’t realise until it’s too late, is working out how to protect what’s precious to you,” John said. Emergencies affect hundreds of thousands of people across Australia every year. Lives are turned upside down, homes damaged, the things we hold precious destroyed, and people pushed into financial crisis. For some, life will never be the same again. “Australia is a disaster prone nation and they come in all shapes and sizes, very often with little warning. This week 18-25 October is Red Cross’ Disaster Preparedness Week and we are calling on all Australians to get disaster ready,” said John. “Recovery can take years, but research shows that people who’ve prepared can get their lives back on track faster, with less stress and anxiety.”

SNIPPETS... Mayor Phyllis Miller OAM has been awarded for 20 years of service to Local Government. Mayor Miller was presented with an Outstanding Service Award in appreciation of her services at the Local Government NSW Annual Conference Dinner in Sydney last week. During her 20 years with Forbes Shire Council, Mayor Miller was Deputy Mayor from 1999-2004, Mayor from 2008-2012 and 2015, Shires Association of NSW Executive from 1998-2007 and 2012, President of the Shires Association of NSW from 2003-2005 and Local Government NSW Director from 20142015. “The past 20 years have been an amazing journey,” she said. “I am not sure where that time has gone, but I have loved every minute.” IMAGE: Liam Bosma accepting the Central West Youth Volunteer of the Year Award from Amy Raveneau of Volunteering Central West.

Congratulations Liam Bosma who has received the award for Central West 2015 Youth Volunteer of the Year. Liam is now in the running for the overall 2015 NSW Youth Volunteer of the Year Award which will be announced in Sydney on 4 December. The NBN is powering ahead with construction on 3,400 homes in Forbes expected to begin in 2017 as part of a threeyear construction plan to network 49,700 homes in the Calare electorate. Local Dancers Aim For The Stars The Forbes Dancing With the Stars charity event is fast approaching and twenty local identities are nervously and excitedly preparing their routines for the big night. Local farmer and passionate dancer, Noel Fuge, is one of the contestants and is looking forward to showing off his dance moves. “I was very dubious about it, but the more I get into it, I’m really enjoying it,” he said. “We started off a bit wary, but the people organising it are putting so much into it so I feel we should try hard and put our bit into it as well.” Like many people, Noel’s life has also been touched in some way by cancer, and with all profits from the event going to Can Assist Forbes, this is a cause close to Noel’s heart. “Two of my best mates just passed away from cancer,” Noel says. “We were the same age and I grew up with both of them.” Noel’s dancing partner for the event, Denise Jelbart, said when she received a phone call asking if she would like to take part in a charity event for Can Assist, she jumped at the chance. “I’m a breast cancer survivor and I’m twenty years down the track from having cancer. They helped us a lot in regards to travel and they were great,” said Denise.

Forbes High School turns 50 this year and groups of ex-students are organising school reunions to coincide with the milestone birthday. One of those groups is the Class of 1988, and they are putting the word out, hoping to get as many people as possible from their year to join the reunion at Forbes Sport & Recreation Club on Friday 13 November. The organising committee behind the reunion have been friends since school, making sure to keep in contact after 26 years. “We all get together once every 2 to 3 months for a cuppa and a catch-up,” says reunion organiser Tami Stewart. “We had one for our 20 year reunion and it was great. So many people came. We were supposed to have one for 25 years but everyone was just too busy.” “With the school’s 50th anniversary coming up we thought why not get together?” Tami hopes any ex-students still living in Forbes, or any of their parents, will pass the message on and help the Class of ’88 have their biggest High School reunion yet. Forbes’ Hidden Treasures Earlier this month 106 women were recognised in the 2015 Hidden Treasures Roll which celebrates the valuable volunteer work that women do within regional and remote communities throughout rural NSW. Seven of the recipients hail from Forbes and include Nikki Patten, Narelle Shaw, Maree Yapp, Peg Clifton, Julie Herridge, Sue Uphill and Heather Mann. Each of these women have devoted their time to improving the lives of others and the local area. Maree Yapp, the Schools Community Centres coordinator, was “surprised and humbled” by the announcement and thought that the letter was to inform her of the success of the women who she had nominated. Maree works with a lot of volunteers on a regular basis through the Forbes North Public School Breakfast program and understands the importance of volunteering. “It keeps things ticking over in the community. Volunteers get all the little things done which keep programs going to help others” Maree explained.“ Volunteering is not only a financial benefit to the community it is good for your own health. When you help others it makes you feel happy and lowers

your stress levels”. Maree is in good company with the other local ladies who have been named on the 2015 Honour Roll and believes that there are others in the community who give much more than her. She, like many others, do not give to the community for recognition but for a sense of belonging. She is passionate about the community which is evident in the dedication she displays in everything she does. Maree believes the Hidden Treasures Honour Roll is not only a chance to recognise and celebrate the diversity and important roles women play in their local areas but an opportunity to encourage others to become actively involved in volunteering and contributing to the sustainability of their community. The Honour Roll was launched in 2010 and these special ladies join more than 700 women who have now been recognised for their generosity and hard work. Forbes Shire Council are planning to pay tribute to these remarkable ladies with a small reception following the next council meeting on the 19th November. By Anita Morrison

National BBQ Championships The National Barbeque Championships held in Forbes on Saturday 17th October were hailed a huge success according to committee President and Forbes Councillor, Chris Roylance. Sixteen teams donned their aprons and tongs to compete for the coveted trophy with the overall winners, Melbourne based team “Natural Born Grillers”. The Melbourne duo of Pan Van Duinen and Andrew Kavanagh were inspired to enter the event when members of the National Barbeque committee attended the Barbeque Festival in Melbourne earlier this year. The pair were very excited with the win and plan to return next year to defend their title. Many of the teams competing on the day were locals and really got into the spirit with inventive team names, uniforms and decorated workstations. Peter Ashcroft, local chef and regular judge for the championships was impressed with the standard of meats presented for judging. “There has definitely been an improvement over the years, and the variety of flavours experienced this year was exceptional”. Each team had to prepare and present four different cuts of meat by specific times and winners of each category were spread across many teams. The overall winner was determined after the Last category was judged. The meat was supplied by

Bernardi’s IGA and Peter was extremely impressed with the quality. TV Chef and personality “Fast” Ed Halmagyi, certainly drew a crowd for his cooking demonstrations. “He was a real showman” Peter said and the crowd really enjoyed his simple instructions and his down to earth personality. Peter liked the way Ed told the crowd there was no need to buy the most expensive ingredients, they just needed to be a good quality. Ed was very impressed with the event and plans to come back next year as a competitor. The committee are meeting this week to commence preparations and confirm dates for the 2016 Event which they believe will be bigger and better than ever. By Anita Morrison

As the state-wide Cooee March approaches, towns and villages along the route are now finalising arrangements to welcome the marchers to their communities, commemorating all those who volunteered to service in WWI. The Central Western portion of the march, the Boomerang March, is a unique part of the history of the region. The March was one of nine snowballing recruiting marches held throughout NSW in late 1915 and early 1916. In this centenary year of the ANZAC, the 2015 Boomerang March aims to use this history of volunteering to focus on the present-day volunteers who serve our communities – the Rural Fire Service, the State Emergency Service, Defence Reserves, the Country Women’s Association, Progress Associations, Rotary, Lions, Apex, sporting and special purpose committees. “The energy and effort that local groups and individuals are putting into this commemoration continues to amaze me. Some of these communities are very small, yet they are embracing the March with open arms – very much in the spirit of volunteering that we are celebrating,” said March coordinator Kim Templeton. The March will pass through Forbes, Eugowra, Gooloogong, Canowindra, Billimari, Cowra, Woodstock, Lyndhurst, Mandurama, Carcoar, Blayney, Newbridge and Perthville. The March will leave Parkes on Saturday 31 October and end in Bathurst on Tuesday 10 November where the Boomerangs meet up with the Kookaburra March coming from Tooraweenah via Mudgee. March organisers are looking for full-time or part-time marchers to represent their community in this unique opportunity to relive a special part of history. Magic Mixtures Claim Bronze Medal at Masters On Friday 16 October, a group of Forbes and Parkes women made their way to Charlestown in Newcastle to compete in the 2015 Netball NSW Masters competition. For some of the ladies, this was not their first time competing at this event, but for others it was their first time. The Over 35s Social Division proved very popular this year with 17 teams entered and divided into two pools. Other divisions contested over the two days of competition were Over 45s Competitive, Over 45s Social, Over 40s Competitive, Over 40s Social and Over 35s Competitive.

The team combined well even though many of the players had not played together before, winning 8, drawing 1 and losing 1 over the two days. Unfortunately their loss came on the last game of the competition, pushing them into third position overall. All the teams were competitive which made for a very enjoyable weekend. Best and Fairest was awarded to Karina White and Monica Murray being named Players Player of the tournament and Lara Dwyer took out the Coach’s Award for the weekend. By Anita Morrison

Andrew Dukes Wins 2015 Championship Saturday’s play was Round 3 of the Club Men’s Championships. There were 78 players in the field, and while not all were eligible for the championships, they all wanted to do well. Once again A Dukes played steady golf, compiling a fine 75 Scratch to continue leading the A-Grade. Steve Uphill leads Bgrade after his 86, and Craig Barrett has taken the lead in C-grade with his 88. The round of the day goes to Pete Cowhan, with his 80 scratch, 68 nett. He was playing alongside Daniel Bayley, a contender in the A Grade, and encouraged all the way by Sam Clarke. The results for the Daily Comp, a nett event, in three grades, are: A-Grade: P Cowhan (68) on count back from R Nioxon (68). B-Grade: A Callaghan (69) from D Rhodes (70 on count back). C-grade: C Barrett (68) on count back from S French (68).

The ball sweep went to 72 nett and was shared by those above plus: 69 – D Mylecharane, D Bayley, A Grierson, 70 - A Dukes, I Bown, 71 – A McDonald, B Carpenter, P Dawson, T Callaghan, M Haley, S Uphill B Parker, B Chandler, R Borger, L O’Connor. Nearest the pins were: 9th – Scott Kirkman; 18th – A Dukes. Both got their 2’s. There were five 2’s scored all day, with only one on the 3rd and none scored by C-graders. It seems strange that with good fairways and good greens very few were able to get close. The final round on Sunday had a field of 49 players, where the top four contenders in each grade played in their own groups, and others played when they can. In the A-grade, Andrew Dukes was a little unsteady at first, courtesy of a big score on his nemesis hole – an ‘8’ on the 7th – but then he steadied to finish strongly. By Short Putt

Back in Touch

Forbes Touch Association is back in full swing after two weeks of competition. The committee have been blown away with the number of teams that have entered into the 2015 season, which will remain as a nine week competition. Record team entries have been entered into every category with Mixed being the most popular. Undeterred by the warm weather, the level of competition between teams has been very high for the first two weeks of the competition. There were lots of laughs, crisp passes and plenty of speed being displayed so we are definitely in for an excellent season of touch football. The family competition has proved to be a winning formula with the return of some familiar faces, and many of the adult players backing up to play in the senior competition. Teams are required to fulfil refereeing duties as has occurred in the past and referees will need to make their way over to tournament control prior to the commencement of each timeslot to get the scorecard, whistle and ball. Teams must be in uniform with numbers on the back, to make the referees job easier, and appropriate footwear must be worn at all times with no metal studded boots to be worn. By Ash Hogan.
