Scones, cream, clay and creativity all featured at the Serendipity Ceramic Studio of Coralie Crouch on Sunday 16th June 2019. The open studio was part of the River Arts Festival as an initiative to promote local artists and their work. On Sunday, despite the cold weather the Serendipity Ceramic Studio was visited by a variety of enthusiastic and creative groups. The visitors were treated to a tour of the studio to gain insight into what is involved in the ceramic processes. All visitors were then encouraged by Coralie to take part in a hands-on activity to experience the use of the medium of clay. Morning and afternoon tea featured a generous supply of scones produced by the light hands of Margaret Adams for the occasion. The visitors to the studio were of all ages and gender. Participants expressed excitement over the use of the clay for their creative production of a ceramic flower which will be fired and returned to each artist. There were numerous enquiries about the possibilities for future classes so that this clay experience could be explored in greater depth. Stay tuned for further details!

MAYORAL NOTES Councillor Jenny Webb, General Manager Steve Loane and myself attended the National General Assembly this week in Canberra. This is a great opportunity for Councils across Australia to come together and agree upon issues that we will take to the Federal Government regarding our communities. We had an opportunity to speak with the Honourable Mark Coulton, our new minister for Local Government. He has hit the ground running and has been a breath of fresh air. Our local member the Honourable Michael McCormack, Deputy Prime Minister addressed our conference and there was lots of positive feedback. The theme for this year’s event is Future Focused and we have discussed ways in which our Council can be ready for all the challenges, changes and opportunities that lay ahead. We also put forward several motions on issues such as drought support, childcare and support for Anzac Day. I’m sure you have been as upset as I have regarding the disintegration of medical services at Parkes Hospital, especially in obstetrics. THE NEXT COUNCIL MEETING TO BE HELD ON THURSDAY JULY 18 COMMENCING AT 1PM CHANGED TRAFFIC CONDITIONS TEMPLAR STREET (Lachlan Street – Sherriff Street) Residents are advised that Templar Street (Lachlan Street – Sherriff Street) will be operating with one lane of traffic on Friday 21 and Saturday 22 June 2019 in conjunction with the installation of water infrastructure in the street. Traffic Control will be in place for the duration of the works. Enquiries may be directed to the Engineering Department by phoning 6850 2300 (option 2).
DAROOBALGIE WASTE FACILITY In order to improve the facilities at the Daroobalgie Waste Facility, Council will be undertaking
construction works on the upper areas of the facility. To keep everyone safe during these works, a number of changes will be made, effective now. • Works are underway already to build a new ramp access to the existing Daroobalgie landfill. • The new ramp will extend the current landfill life by around 5 years, giving us time to undertake extensions to and modernise the facility. • Modifications have been made onsite already to dump locations • We need to keep everyone safe – the Public will need to stay out of work zone and follow instructions from onsite personnel at all times • Works should take around 2-4 weeks depending on conditions – there may be delays due to weather conditions • There is likely to be an increase in odour from the facility during the works. We do have on site controls to assist in managing this. Monday to Saturdays, there will be restricted public access to the top of the facility. Sundays, the upper section of the facility will be open for general waste disposal however the number of vehicles at any one time will be restricted for safety reasons. This may mean that there are short delays during busy periods. Members of the public need to be patient and follow instructions at all times. Opening hours will remain the same.

FISHING PLATFORM – LIONS PARK Installation of the Fishing Platform in Lions Park is scheduled for 24 –28 June depending on weather conditions. Contractors will be working on site and there will be restricted vehicle access with pedestrian diversion around the works (impacts shared path). Temporary road closures may also be required on Junction Street with information circulated prior. There will be environmental controls put in place including floats in the water. Members of the public should not disturb these as they are protecting the environment and will be removed by Council when works are completed. The platform has been part funded by a grant from DPI for improving accessibility to fishing facilities in NSW and is part of Council’s commitment through our Disability Inclusion Action Plan for improving accessibility to recreational opportunities to the whole community. Drainage pipes have also been delivered to Lions Park in preparation for the upgrade of the current open drain. These are scheduled for installation during July and this process may also result in some disruption to pedestrian and vehicle access as the works move closer to the lake. Members of the public and employees are advised to adhere to warning signs in place and follow road work signs and diversions.

of sudden cardiac arrest. The Automated External Defibrillator (AED) was installed in Woolworths Forbes on the 6th June and is part of a priority roll out program at Woolworths that ensures rural and regional community, or areas where it may be hard to access a medical site gets first access to the roll out. Woolworths Forbes Store Manager, Noel Reardon said; “We are pleased to have a defibrillator installed in our store which everyone can have access to.”

More Drought Funding The NSW Government announced a further $185 million to continue the NSW Emergency Drought Relief Package last week, to help farmers manage the effects of the drought. Included is: • $70 million to continue Drought Transport Subsidies for fodder, stock and water • $50 million to waive Local Land Services rates • $30 million to waive fixed water charges in rural and regional areas • $10 million to waive Farm Innovation Fund interest fees • $15 million for emergency town water supply assistance • $10 million to reduce the cost of farming, including apiary fee waivers, wild dog fence fee waivers, stock welfare panels and donated fodder The NSW Government committed to new programs and increased funding in other critical areas, including: • $7 million for exemptions for agricultural vehicle registration fees • $8.2 million for counselling and mental health programs • $5.2 million to support preschool children and their families facing hardship due to drought • $5 million for training to upskill farmers and contractors • $1 million in grants to local sports organisations The package comes into effect on 1 July 2019.

Rally For Parkes Babies In Parkes The Forbes and Parkes community is called on to rise up today for a rally at the Parkes Hospital at 12:30pm to stop the downgrading of maternity services. The Parkes Hospital has been in the news all week after a decision to temporarily close the maternity service due to an alleged shortage of medical proceduralists. Residents can also sign a petition of the NSW Nurses and Midwives Union at the rally and at local businesses to get to 10,000 signatures to present it to Parliament. Parkes Shire Mayor, Councillor Ken Keith OAM also expressed alarm and frustration over the decision and said: “It is exasperating that the situation has reached a crisis point. This dilemma has long been foreseen, as our long serving proceduralist neared retirement and should have been proactively planned and managed by Western NSW Local Health District.” Member for Orange Phil Donato reacted to ‘the genuine concern brewing in Parkes and Forbes’ on his Facebook page saying: “I want to reassure the communities of Forbes and Parkes that I will be working feverishly
to get to the bottom of this.” On Tuesday he delivered a notice of motion in the Legislative Assembly that he would move the house to demand that the Government immediately restore maternity services and maintain level 3 birthing at the Parkes Hospital, and he would call on the Government to urgently source and locate obstetric and anaesthetic services to Parkes Hospital, and implement contingency and succession planning for future resignations or retirement of medical practitioners. The Western NSW Local Health District released a statement saying there is a shortage of medical practitioners to support maternity services at both Parkes and Forbes. “The WNSWLHD is working hard to find ways to attract doctors to our communities. It is the intention to continue to provide birthing services at both Parkes and Forbes. To maintain safe maternity services the right medical, nursing and midwifery staff need to be available; there must be sufficient numbers of births to maintain skills and experience.” By Maggi Barnard and Beth Thomas

Deputy Prime Minister Michael McCormack says the Liberal and Nationals’ Government continues to deliver on improving regional communications services. Mr McCormack attended the official opening of the new mobile base station at Wantabadgery, which is Telstra’s 550th site to benefit from the Federal Government’s Mobile Black Spot Program. “I am delighted to have helped deliver a mobile base station as well as a small cell for the Wantabadgery community,” Mr McCormack said. “But I know there is more to be done to continue delivering improved coverage for rural and regional Australians, which is why the Government has invested a further $160 million to secure two more rounds of the successful program which will build on the more than 1,000 towers across regional Australia,” continued Mr McCormack. “I strongly encourage people to identify mobile black spot areas and to engage with their local council, state MPs and my office so mobile network operators and infrastructure providers can be effectively lobbied,” Mr McCormack said. “Councils and local stakeholders can also financially support applications for mobile black spots within their regions, so I also encourage a proactive and collaborative approach to engage telecommunication providers so our region receives the service we need and deserve.” Mobile network operators and infrastructure providers have until 26 July 2019 to submit their applications for Round 5 of the program. The Forbes U17 team includes Fiona Howarth (C), Iesha Sinclair (VC), Elsa Cusack, Aurella White, Lauren Bate, Georgia Warren, Lilly Mitchell, Mia Marjoram, Ella Higgins, Amy Cusack. Coach Robyn Kenny, Manager Deb Bate and Primary Carer Bec Howarth. The team finished third on the point score ladder, just three points behind winners West Wyalong, and one point behind second placed Narrandera. The Forbes representatives played at the Camden Netball Association courts on Saturday, Sunday and Monday, in the U17 division. The team has been training together for four months, coming together every week in Forbes, and also attending all the regional training carnivals for vital match practice. The team received many compliments from the umpires who were officiating their games. The girls were often congratulated for their sportsmanship, and fair play, and their high standard, and skill level. The team played six games each day, over the three days of competition. Day one saw the Forbes girls easily defeating Goulburn, Narrabri, Glen Innes, Cessnock and a tight game against Narrandera winning by three goals, with a loss to West Wyalong. Day two also saw good wins against Ulladulla, Scone and an exciting come back to draw against Kurri Kurri after being down by six goals at the half time break. Day three supporters again saw exciting netball played by the Forbes team, with four wins, and finishing the championships strongly by defeating Scone by a goal and then Kurri Kurri by seven goals. The Forbes community should be very proud of the netballers who represented our town, who all displayed outstanding sportsmanship, team work and also played at a high level of skilled netball.

Week Ending 15th June 2019 There was a big turnout for Tuesday’s Golf Croquet with lots of cheery conversations happening in spite of the morning chill. Congratulations to a large group of players who won their three games. They were John Job, Elvy Quirk, Bill Scott, Neville Spry and Lorraine Todd. Lorraine Todd has been winning two games on a regular basis so it was nice to see her making a success and winning all of her games. Welcome back to John Allegri who has just returned from a holiday in Europe, visiting family and grappling with the wet weather over there. As always there were some close and challenging games. Saturday’s Aussie Croquet Sandy Hepburn had his first game of Aussie croquet and we hope he enjoyed the game. It will take a few games to get used to the format after playing Tuesday’s Golf croquet. The best game was a very close contest between Cherylin Cole and her partner Ray Burridge 14, who defeated Kathleen Broderick and Joan Littlejohn 13. It was down to the wire, the closest game of the day. The winners of three games were John Browne, Bob Murray and Jill Rubie. We will be starting our games at 9.30am over the winter months beginning on Tuesday 18th June.
Sallaway Is Lachlan Valley Champ A Forbes contingent at the Lachlan Valley District Championships carried home a winner in Shane Sallaway, who won the A-Grade Scratch Championship and the Moulder Cup, after a play-off. Shane managed to sink a 30 foot birdie putt on the first hole to take the win over Tim Bourke (Parkes), after both had finished on 74 scratch. Forbes ‘A’ was Runner-up in the A-Grade Pennants, while the Forbes 1 team (M Collits, P Dawson, A Grierson) won the Vets Handicap Pennants. Other Forbes winners were: C McMillan for Junior Scratch Champs and S Grallelis, Runner-up in the C-Grade Handicap. Saturday’s golf was an Individual Stroke event. The A-Division winner was Josh Coulthurst with a score of nett 67. Runnerup was Brian Everest with 70 nett. The B-Division results were similar with Hamish Steel-Park the winner (68 nett) from George Falvey (70 nett). The Sunday Stableford Medley winner was Barb Drabsch with 32 points. Winter 3’s Comp voucher win went to Garry Besgrove (nett 25), The balls went to: G Besgrove, M Sutcliffe, J Cripps, B Drabsch, E Coombs, S Redfern and A Baker. By Short Putt
Award Increases The Fair Work Commission announced recently its annual wage review under the Fair Work Act 2009. All Australian employees who are on Federal Awards will be affected by this rise:
• the National minimum wage is set to increase to $740.80 per week or $19.49 per hour (up 3%); • Modern Award minimum wages will increase by 3%; • The National Training wage will increase by 3%;
• Modern Award minimum wages for those employees with a disability, and for those with training arrangements will increase by 3%; and • Classifications under the various awards will also increase.
Employers – Who is affected, what do they need to do and when? Employers will be required to review the employment contracts of any employees that are paid wages at the minimum wage (or within 3% of that), or are under a modern award or other industrial instrument such as an Enterprise Agreement. This increase must take effect in the pay period on or after the 1st July 2019. Employers should also make sure that they are paying their employees under the correct Award and are paying under the correct classification under the award. Failure to comply may not only incur large payments of back pay, but in some cases employers may also suffer a large fine imposed by the Courts.
