Stronger Communities Funds Forums Start Hilltops Council Administrator Wendy Tuckerman, recently announced applications are open for the Stronger Communities Fund, with a pool of $1 million dollars available under the program and the first local forum about the project took place in Koorawatha on Monday. Individual projects have been limited to $50,000, however this does not prevent the funds being leveraged against other funding sources. To assist in explaining the program and application process, 15 Community Forums have being organised across the Hilltops Council area. Some have already taken place, but forums in Rugby, Rye Park, Murringo, Boorowa, Bribbaree, Monteagle, Bendick Murrell, Reids Flat and Frogmore will take place over the next eight days. The forums also aim to provide the opportunity to update the community on the Council

transition process and answer questions. Koorawatha Progress Association member Jane Fisher said the first forum in Koorawatha was very well received. “There was a great turn out. It was a good opportunity for locals to meet the new Hilltops Council leaders as well, such as Wendy Tuckerman and Anthony McMahon,” she said. “It’s also great to know that community funding is available, and how to get access to it as well.” The last community forums will take place on July 29, with a schedule of locations and times available on the Council’s website. Community groups interested in finding out more can either look under the ‘news’ section of Hilltops Council’s website or contact Council’s Project Officer Leanne Leihn on (02) 63802000 or leanne.leihn@hilltops.nsw.gov.au.

HILLTOPS STRONGER COMMUNITIES FUND - 2016 COMMUNITY GRANTS APPLICATION PACKAGE Hilltops Council is excited to be partnering with the NSW Government to announce the opportunity of a community grants program to support local communities build capacity, and move forward as a united region. The Hilltops Community Grants Program is allocating up to $1 million in grants of up to $50,000 to incorporated not-for-profi t community groups and Section 355 Committees of Council residing in the Hilltops Council region. The grants focus will be for projects that build more vibrant, sustainable and inclusive local communities. Applications will close on 19th August at 5.00 pm. PESTICIDE USE NOTIFICATION Planned pesticide use by Council works crews and contractors until week ending Thursday 4th August, 2016 will include the use of Round Up, Brush Off, Amitrol, Weedmaster, Dicamba, Grazon, Basta, Primo, MCPA and Broadstrike and Fusilade for herbicide control. Confidor for Aphid and Access for wild fruit tree control on: • All roads in Young Shire, Shire Parks, Ovals, Laneways and some town areas; • All Villages, Rest Areas and Reserves; and • Old General Cemetery Naturalure Fruit Fly Bait will be used in the above areas to target the control of fruit fly. LETTERS TO THE EDITOR... The Editor Dear Sir, Ex Young shire council Mayor Brian Ingram’s recent letter challenging Tony Flanery to meet the cost of having an audit done of Young and Harden’s Financial Reports is very shallow and shows how little understanding he has of council workings. He must know ( maybe he didn’t ), that the Financial Reports are available very readily on the internet, already audited. It took me about thirty seconds and a few key strokes to obtain them. I imagine the cost was a few cents of data usage. What the figures do reveal is that Young shire council for the financial year ended June 2015, (the latest figures available), had borrowings of $13.57 million and Harden $0.584 million, (now nil apparently), that is Young

had 23.24 times the debt of Harden, as Tony said. However, if Young’s infrastructure backlog is included, which it must be as Harden has no backlog, then the picture is vastly different. Exact figures are not available as no one really knows what rectification will cost but if the recently proposed rate rise of 5% specifically for the backlog, waved through by Wendy Tuckerman as being necessary, is any indication, then it is massive. This debt is simply being transferred to ratepayers, largely farmers. Young’s rate in the dollar of UCV, on which most of the rate is based, is already 46% higher on farmland than Harden with the 5% included. Ross Flanery GALONG NSW 63 867220

FROM THE HILLTOPS ADMINISTRATOR Wendy Tuckerman As we reach the midway point for community forums across the Local Government Area, I have been extremely pleased with the positive engagement and level of interest from the community towards the Community Grants Program. The grants are a great opportunity not only for community non for profit groups but also Section 355 committees of Council to

put forward projects that will deliver social, cultural, economic or environmental benefits to local communities. We have also received clarification that grants are not limited to funding infrastructure projects; I am pleased to say events, arts and cultural programs are also eligible. The forums have also been important for Council to get feedback on local priorities, particularly in the villages and to emphasise the importance the Hilltops Council places on ensuring open dialogue continues into the future. Vision for Tumut to Hume Highway Corridor announced For those of you that frequently drive to Tumut, a road upgrade may be of interest to you. The release of the final Tumut to Hume Highway Corridor Strategy has been announced and will provide a blueprint for the future of this important road corridor in south west NSW. The plan is set to enhance the current corridor by installing additional safety measures including road widening, overtaking lanes and strengthening sections of road to withstand heavy loads, as well as re-aligning bends to make it easier for larger vehicles to manoeuvre safely. The Tumut to Hume Highway Corridor plays a key role in connecting farming areas, industry and regional towns in southern NSW. It also provides access from the timber forests to mills, and a freight link with corridors such as the Hume Highway.

Young Riders Embark on Napoleon Track

This Saturday will mark the start of a trip of a lifetime for seven cycling enthusiasts from Young, who will cycle part of Napoleon’s track through northeastern Europe. They will cycle a total distance of 1500 kilometres over 15 days, from Gdansk, Poland, to St Petersburg, Russia. They will ride the same distance as what it would be from Young to Queensland’s Central Coast. The tour, called ‘Napoleon Tour’, is operated by cycling tour group ‘Ride & Seek’, and the Gdansk to St Petersburg stretch is only part of the entire tour, which started in Paris on July 12, and finishes on August 13. seven riders from Young to embark on the Gdansk to St Petersburg stretch, and they will be amongst 20 riders on that stretch. Kerrie Burkett said while the tour will be long and tiring, it would be an experience that would never be forgotten. “We’ll be riding around 120 kilometres per day, but by night we’ll be staying in luxurious accommodation in castles and palaces, so it’ll all be worth it,” she said. “In a way it’ll be an archaeological tour. We’ll experience deep history as well as great music and food, and we’ll get to meet other cyclists from all corners of the globe.” Ride & Seek is an Australian cycling tour company, and remarkably, one of the tour guides for the Napoleon Tour is from Young. He introduced the tour to cycling enthusiasts in Young, which led to the seven that are committing to the tour. After starting in Poland, the tour will take them through Lithuania, Latvia, Estonia, and then into Russia. Each day of riding will see them ride a different stage. The stages will be Gdansk warm up (20km), Gdansk to Godkowo (134km), Godkowo to Reszel (115km), Reszel to Lake Lasmiady (104km), Lake Lasmiady to Suwalki (141km), Suwalki to Alytus (118km), Alytus to Vilnius (99km), Vilnius to Anyksciai (113km), Anyksciai to Jekabpils (157km), Jekabpils to Smiltene (155km), Smiltene to Tartu (138km), Tartu to Mäetaguse (129km), and Mäetaguse to Saint Petersburg (86km). Frank Lincoln was named Rotarian of the Year and Keith Watson received the prestigious Paul Harris Fellow Award. A District Award was presented by Past District Governor Gary Roberts for the Best New Project being the Driver Training Simulator now at the PCYC.

Local Produce to be Showcased at Woolfest Long Lazy Dinner

Lazy Dog Events and Function Hire owner Fiona Horne says this year’s Long Lazy Dinner in Boorowa will be a great chance to showcase the local produce from the Boorowa area. The Long Lazy Dinner will be a part of this year’s Boorowa Woolfest event, however it will be the first time the dinner is run as part of the Woolfest, which is Boorowa’s biggest annual event. Mrs Horne will be looking after the catering and food stalls at the dinner function, and said it would be a fabulous opportunity for Boorowa’s local produce to shine. “I’m really excited to be able to show off the local produce. We’ll be providing relishes, condiments, beef, chicken and hopefully goat as well,” she said. “In addition to that there’ll be fruit and vegetables, and some of our product producers

will have stands so they can provide patrons with information.” “Besides food, we’ll also be showcasing other great local products, such as creams and bars of soap, and other goods and gifts.” Mrs Horne will be doing the catering for the dinner itself as well, but in exciting news, she said the organisers of the dinner were also hoping to hire a celebrity chef, such as those seen on cooking TV shows. “It’s very exciting we’re aiming to get one from one of the TV programs,” she said. Mrs Horne works part time in Canberra, but runs her business with her husband, David Applegate, from Friday to Sunday. It employs locals as well as primarily serving for locals, and covers a range of services including weddings, functions, equipment hire and birthday parties.

McCormack ‘honoured’ by Small Business role

Riverina Nationals’ MP and Harden Federal Government representative Michael McCormack has said he is honoured by his appointment as Minister for Small Business in the reelected Coalition Government. Governor General Peter Cosgrove swore him in to his new role at Government House on Tuesday. “Having owned and operated my own small business in Wagga Wagga for more than eight years, I understand firsthand the vital role small business plays in many local communities,” Mr McCormack said. “I am very excited to take on this role and cannot wait to meet with as many small businesses as I can, right across Australia, to hear of their successes and work with them in growing the sector into the future.” Mr McCormack said he is also delighted to serve as the first Small Business Minister who is a member of The Nationals.

Amcal Hamblin’s Pharmacy Young, owner David Hamblin said the app was aimed at improving patient compliance. “An app like Med Advisor ensures that people won’t forget to come into the pharmacy and collect their next round of medication,” he said. “Users of the app can do everything needed to organise their prescriptions. The app will tell them when their next prescription is due, when to take their next medication, and even remind them when they will need to see their GP to renew a prescription.” Mr Hamblin added the app could also be used to place an order with the pharmacy. “Med Advisor can also communicate with the pharmacy, so if a patient was unable to come down to the pharmacy, they could place their order through the app, the order would come up on the pharmacist’s computer, and they could then prepare it.” “After that all the patient would need to do is come in when they can and pick it up. It’s that simple.” Patients can also use the app to save time, being able to take a photo of their prescription with the app when at their appointment with their GP, and sent it through to their pharmacy and pick it up straight away.

June saw our members gather at the Empire hotel for the traditional “Casserole Dinner” get together. On a cold night with an open fire place, with a few live embers left, we enjoyed each other’s company and the food from the Empire’s kitchen. Josie, Helenie and Moya had decorated the venue during the day with special placemats, candles and floral arrangements.

On Wednesday July 6th our monthly meeting took place at the MacAuley Centre at 7.30pm. Our Guest speaker was Glenice Buck from GB Designs. Glenice is new to Young and has acquired her qualifications in Landscape Design in Sydney. She discussed some of the garden designs and techniques that could be applied to our local area. The next meeting will be held on Wednesday the 3rd of August. All are welcome and a light supper will be provided. Look forward to seeing you all there.

At an Extraordinary Council meeting held in Young on 13 July, Hilltops Council adopted its first ever combined budget, operational plan and revenue policy. The budget and plans were largely a consolidation of work undertaken by the three former Councils prior to the amalgamation. The draft documents had been on exhibition seeking community input prior to a final report being considered by Council’s Administrator. “Following strong feedback from the community the decision was made not to take up the available rates catch up in Young as part of the revenue policy meaning that a standard 1.8% will apply across the whole Council area” said Council’s Administrator Wendy Tuckerman. Rather than cut works out of the budget to offset the reduction in income, Council decided to keep the expenditure included in the budget unchanged and transfer funds from reserve to deliver the full capital works program. “Over the next 12 months there will be a lot of work to be undertaken in reviewing the long term financial position of the new Council” said Mrs. Tuckerman.

Big Scorelines For and Against Yabbies in Trip to Goulburn

Young Guns Play Well at Orange Rep Carnival

Young Cherrypickers’ juniors Matthew Noakes, Jordan Wilder and Mitchell Prest were selected back in April for the Group Nine Northern Representative Team. They had trialled in Cootamundra and were selected. Their season was a little shorter this year due to bad weather, with the Temora and Illawarra carnivals being cancelled. The above photo was taken in Orange just two weekends ago where they played in a two-day carnival coming up against some very good teams. On Saturday they played two good games, with the first one against the Group 14 side, where they came away winners 14 points to four. The next game

they played was in very cold conditions against Group 10 , but unfortunately they went down 20-10. Action on the Sunday saw a glimpse of sunshine and the boys’ first game was against Group 20. All the boys played really well and came away winners 24 to 6. Their last game on Sunday was against Group 11, which was an absolute thriller. It came down to the dying minutes where they were only just beaten by two points, 22-20. Overall the boys performed really well and their sportsmanship was fantastic. Well done to them on a good season in their representative rugby league.

There were mixed results for the Young Yabbies on Saturday with a win and a loss playing against the Goulburn Dirty Reds in Goulburn. The second grade Yabbies put on a grand show, scoring eight tries in what started out as a close game. It went try for try early before the Yabbies stepped it up. “Playing structured rugby in drawing the opposition into rucks and moving the ball to speed on the wing worked well for us,” said coach Tom Wills. The first few tries of the day resulted from broken play, and it was the Yabbies’ structure that proved to be the difference with tries coming from set plays as well as strong individual efforts. Corey Randall led the way with three tries, and other try scorers included Julien Roles, Scott Astin, Rowan Daley, Matt Reid and Ross Everdell. With a final score of 55-21 Coach Tom Wills was happy with the result. “That was one of our best performances yet,” he said. The best on ground for the Yabbies were Matt Reid, Rowan Daley and Jack Everdell. For first grade it was a similar score with a different result, going down 47-10. After taking a penalty kick early, the only other points came from Brendan Shoard crossing the line after a quick tap. “We just couldn’t convert possession into points and that was the difference. It was a great day to play rugby but really we failed to fire and they capitalized,” said coach Hagon Williams. The best on ground for the Yabbies were Thomas Donnan, Calum McCaffery and Brendan Shoard.

This Week at Tipperary Golf Club

Welcome to another golf report from Tipperary Golf Club. There were only 2 days of play last week due to the wet weather. Thursday was an 18 hole stroke event with a small field taking part. Brian Hearne was the winner on 77/52 and the runners up position was awarded to Pat Hewen with her score of 74/54. Pat Hewen was the only gobble winner. Sunday’s play was the 3rd round of the Corbett Tyre & Battery Competition with a stableford being played. Lindsay Sheather

came in first with 38 points, 2nd to Max Hardman on 37 and Pat Hewen with 36. Brian Wall was the only birdie winner and gobbles to Max Hardman 1, Lindsay Sheather 2, Scott Bennett 2 and Max Hall 1. Max had another win in taking home the raffle prize. There was no birdie hole winner or eagles nest winner. There were 2 match play games completed with Lindsay Sheather winning over Scott Bennett and Max Hardman winning from Robert Norton. Sunday will be the 4th round of the Corbett Tyre &

Cherrypickers to Work on 80-Minute Performance The Young Cherrypickers cemented their place in the Group Nine top four last week with a comfortable 40-6 win over close rivals the Cootamundra Bulldogs last Saturday, but coach Neil Thorman wants his side to work on playing well for two halves. While the win in their local derby match was a big one, the Cherrypickers only led 12-6 at half time, but according to Thorman, the shear number of penalties they conceded meant they were lucky to only be down by six points at that stage. While the red, white and blue only have to face one side better placed than them on the ladder for the rest of the regular season, Thorman said it would be important for his men to dominate for entire matches.

“We gave away lots of penalties and found ourselves defending for the whole first half, and that made us tired in attack,” he said. “In one way we were lucky to only be down by six, but in another way that was a positive for us in our defensive effort.” While Thorman said it was a frustrating start to the match, on the flip side, he was full of praise for his men’s defensive effort in their eighth-straight win, especially being down three key forwards. Despite having a mountain of possession against them in the first half, Thorman said they were extremely unlucky to concede their first try in three weeks, with the Bulldogs sneaking through a kick behind the defensive line off a scrum, and getting a good bounce to score a try.

“It was very frustrating, but again, a big credit to our defence for forcing them to do something they wouldn’t normally do just to get one try,” he said. The Cherrypickers were able to lift their game in the second half, and they scored in most sets of six they had to add 28 points to their half time tally. Thorman said it was a good sign to see his men could turn the game around so quickly, but with a couple of fights breaking out, said he would still like to see them improve on their discipline. Meanwhile, Thorman said he was very impressed with the efforts of young forwards Jake Walker and Jesse Corcoran, who were called into the side to replace injured forwards Blake Hewitt and Ross Hewitt. Walker made the Group Nine team of the week for his efforts, while Corcoran kicked six from seven goals and set up a number of tries. “It was great to see them go out and play so confidently, and I think that’s a credit to our junior system and under 18s side at the Cherrypickers,” Thorman said. “We didn’t recruit as well as what we would have liked to in the offseason, but when you have under 18s coming up to first grade and playing so well, it doesn’t matter as much.” The Cherrypickers face the Wagga Wagga Kangaroos at Alfred Oval this Saturday afternoon, and it will be the club’s annual ‘Say ‘no’ to domestic violence’ day. The community is being strongly encouraged to turn out to support not just their local team, but a great cause. The club will be selling raffle tickets, with prizes on offer, with all proceeds going to charity. The day will also be Ladies Day and the club’s grand final reunion day. By Joshua Matic
