The Green Army Files Into Parkes
The Green Army has come to Parkes and will be here for the next 20 weeks. Central West Lachlan Landcare (CWLL) succeeded in Round 4 of the Green Army Programme and managed to secure three consecutive teams for the Parkes area. The teams consist of six participants between the ages of 17 and 24 years, overseen by Guy Bennett as the team supervisor. The teams will be working on projects to maintain and improve biodiversity with the focus on increasing the biodiversity and connecting Box Gum Grassy Woodlands and Weeping Myall Woodlands. These woodlands are listed as Endangered Ecological Communities. “We are fortunate to have seasonal conditions that are conducive to planting,” said Project Officer for CWLL, Marg Applebee. “CWLL are looking forward to working
with the Parkes and Forbes Council’s on projects that will benefit our communities and provide a cleaner and greener area for us to live in.” Marg said the group would not just be planting trees, but they would also be learning to identify, collect and grow local seed. “They will be learning how to work as a team and gain experience that will provide a platform to future work opportunities when they leave the programme.” Marg is asking local landholders, who have projects that they think the Green Army could contribute to, to contact her on 6862 4914. The Green Army is a hands-on, practical environmental action programme for young Australians who are interested in protecting their local environment.

COUNCIL MESSAGE Parkes Shire Council would like to thank all the residents who participated in National Tree Day on Sunday, 31st July. As part of the 50 Million Trees Program, Parkes Shire Council teamed up with Central West Lachlan Landcare (CWLL) and more than 30 volunteers to plant 320 trees, just off the Condobolin Road. It turned out to be a perfect winter’s day for planting and participants were rewarded for all their hard work with a BBQ lunch, generously donated by Parkes Coles. Local Cricket stalwart Greg Morrissey was honoured last Friday, 29th July with the official naming of the Greg Morrissey Field at McGlynn Park in Parkes. Council received a proposal to name the field in recognition of Mr Morrissey and his many years of dedicated service to the cricket fraternity within New South Wales, as well as his untiring devotion to the community of Parkes. Council marked the occasion by unveiling the new Greg Morrissey Field sign. We wish all of the Shire’s Show committees the best of luck, with the first of the region’s shows kicking off next week. The 93rd Tullamore Show will have something for everyone on offer when the gates open to the public on Friday, 12th August. Staff from Parkes Shire Council will be there and we encourage everyone to swing by the Council exhibit and say hello. Council has gone into caretaker mode with nominations for new councillors now open. Anyone planning on becoming a candidate must nominate with the Returning Officer before 12 noon on 10th August 2016. Nomination forms can be obtained on the election web page www.votensw.info . Over 343 locals, businesses and schools in the Central West region hosted a Biggest Morning Tea during May and June, helping raise over $451, 202 across the Western NSW region. Funds raised from Biggest Morning Teas in the home, in the office, in the local community and at school this year will allow

Cancer Council NSW to continue to fund vital cancer research, prevention programs, advocacy, and information and support services. This will support the 45, 000 people across NSW who will be diagnosed with cancer this year alone. Meals on Wheels have moved: The Meals on Wheels office relocated last week from Neighbourhood Central to 78 Clarinda Street. Some people will know this as the old lolly shop. Fiona Graham, service manager, said the new venue had a lot more space and easy parking off the lane at the back. “We will be able to host morning teas and other events now,” said Fiona. She thanked Rotary for helping with the move, and CanAssist for helping to deliver the furniture. “Everyone is welcome to pop in and have a look around!” The grand opening of the new office takes place today at 10:30am.
Parkes Shire moves online for Census 2016: Residents of the Parkes Shire are encouraged to join millions of people across Australia to participate in the country’s largest and most significant online event. The 17th national Census of Population and Housing will move online for the first time, making it easier for people in regional and remote areas to be counted. It is expect 16 million people will complete the survey online. The ABS has delivered 10 million letters to every household around the country in preparation for Census night. Parkes Shire Mayor, Ken Keith said: “The 2016 Census will provide the Parkes community an opportunity to make a difference”. He emphasised the importance of Census data in enabling Council to gain a better impression of what the community needed, and would support funding decisions services and infrastructure including housing, transport, education, industry, hospitals, and the environment “. For more information visit www.abs.gov.au. Safety at Children’s Crossings: During recent school zone observations it has been identified that there is confusion
about how ‘Children’s Crossings’ operates. The Council has started a new initiative with all schools in the shire with a Children’s Crossing near their grounds to set out the roles and responsibilities of both the Council and schools. There are five crossings in Parkes, two in Trundle and one in Tullamore. “Children’s Crossings are legally the strongest marked pedestrian crossing for managing traffic and road safety in local streets around schools. During the school-zone operating hours they are an inflexible traffic regulation which allows drivers no other option but to stop,” said Logan Dolbel, Parkes Shire Council’s Road Safety and Injury Prevention Officer. As Children’s Crossings are marked by bright orange flags, Council has agreed to supply new flags to each school every two years, to develop and implement local education campaigns regarding children’s crossings, and provide educational material to the school principals for distribution amongst parents and students. Horror, Science Fiction and Fantasy: Let your imagination run wild in a series of free art workshops, Journey into Mystery, to be held at Parkes Library and run by Maralyn Nash. The workshops will cover all genres of horror, science fiction and fantasy art from painting dragons, zombies, monsters and superheroes to cyberpunk characters and other imagery. The workshops will run on Tuesdays from 4 - 7pm on 23 August; 6, 13, 20, 27 September and 4 October at the Parkes Library. Places are limited to 12
participants aged 12 +. During the workshops six completed artworks will be created that will be exhibited on the community wall public art mural in Parkes. Topics covered will include graphic design illustration, photomontage, air bushing and surrealist fantasy style painting techniques. The workshops are the first events being held for the Library’s Curiosity + Wonder Festival to celebrate literacy. Panthers Line Up To Donate Blood
The local AFL team, the Parkes Panthers, have taken on a life saving challenge off the field. Last month seven players lined up to donate blood as part of the Hutcheon & Pearce blood drive to save 1, 000 lives this year. Another 20 players will be donating blood when the Red Cross Blood Service is in town again in October. Nicholas Ryan, who was one of the first players to go, donated blood for the first, and said he would be back next time. Barry Reidy, Branch Manager of Hutcheon & Pearce in Parkes said his company’s 11 branches in NSW wanted to create awareness of the blood shortage experienced during winter months. “Our aim is to try and raise donations to save 1, 000 lives.” Every
donation counts for three lives, and about 150 donations had been made in the first seven months of the project. “We are going to struggle hitting our target at this rate, and I would like to encourage all residents to sign up on the Red Cross website.” Barry said Hutcheon & Pearce sponsored the Parkes Panthers and they were keen to take up the challenge to donate blood. Ronny Maroun, community relations officer of the Red Cross said over the winter months up to 900 people per week cancelled their appointment. This results in a shortage of blood. The Red Cross will be back in Parkes from 17th to 19th October. You can donate blood every three months so make sure to mark this date in your diary. By Maggi Barnard

Livestock And Rural Property Markets Doing Well
Currently our livestock and rural property markets are in a very good state. Almost on a weekly basis we are seeing price records for cattle. We are used to seeing close to $4.00/kg/lw for light weight weaner cattle but we are now seeing those levels and better for feeder steers and close to those levels for heavy finished cattle. Cows are in short supply and are coming back at levels that were normally seen as top prices for cows and calves. The word on the cattle market is that we are coming close if not at the top, as you can imagine, feedback from processors and feedlots is saying that it is starting to affect their profitability significantly. With current seasonal conditions looking very promising for a good start to Spring, the prospect of an over-supply situation forcing a correction is looking very unlikely. Our sheep and lamb markets are also at very high levels. New seasons lamb numbers are growing steadily from week to week in our Forbes yarding’s with average pricing between $6.50-$7.00/kg/dw being achieved. Older lambs, both trade and heavy, are continuing to see levels around the $6.00/kg/dw if they are finished and fresh. Where we are starting to see price pressure is on the lighter off type crossbred and merino lambs. This isn’t news to most

but it should be remembered that these prices are still well above average for this time of year. Our old sheep are still selling very well and it is not uncommon to see prices over $100/hd for well finished old sheep, which when you combine this with wool returns, your young replacement ewes are relatively under the market. As you can imagine store demand for both light cattle and store lambs is very high and hard to acquire. For those who don’t wish to outlay the high prices there are many people looking for agistment from areas not as lucky as ours. Feel free to contact us regarding any marketing information. There is enquiry from areas where arable cropping and grazing values are well above our own, and people are looking to alternative areas such as ours. RURAL ROUNDUP Pasture Broadleaf Weeds Ready To Pounce What an interesting 12 months it has been that have passed. Most farmers and graziers I would think, would be happy to have behind us. A short Spring followed by a severe Summer, with lots of hot and dry weather, and a late autumn break has offered little relief for most graziers. Pastures have felt the pressure, and more robust perennial pastures have been pushed hard, allowing greater broadleaf weed invasion. Each locality, farm and/or paddock will have its own weed issues. Any one or a combination of thistles including Saffron, Variegated, St Barnabys, Spear (Black) and True Scotch thistles seem to be prevalent. Capeweed and Paterson’s Curse could also be an issue in some localities. However with the success of biological controls it may not be necessary to use herbicide control for Patersons Curse. MCPA or 2-4D Amine, often with spike rates of Clopyralid (Lontrel), can be used for control of most thistles. The addition of Turbutyn (Igran) may be necessary for effective control of Capeweed. This should be applied as soon as possible, avoiding temperatures above 18 degrees, and also before the capeweed gets too advanced. Where possible, thistle control should be undertaken as soon as practical, particularly on the slopes where early sub clover varieties will start flowering through August.

Hands On Experience At Life is Better With Trees! Eco Day Students from five schools in Parkes joined schools from Forbes, Eugowra and Tullamore to celebrate Schools Tree Day at Eco Day 2016 last week. Central West Lachlan Landcare (CWLL) provided bus travel and workshops to Year 5 and 6 students in a variety of environmental and rural related activities. The workshops included making NetWaste Worm Farms; Plant Care and Propagation with Bunnings; Travelbugs Insects; FishCare with Russell Spencer, who also talked about Wiradjuri culture; Parkes and Forbes Shire Councils weeds demonstration and talk and a saleyards tour with Cooper Byrnes from Langlands Hanlon. The day finished with a hands on workshop from Paul Kirk, also known as ‘The Snake Man’. Paul let the students get up close with the reptiles, like a python, and he talked about snake safety, how to handle non-venomous snakes and what to do if bitten. Chris Lane and Jessica Marsh from Invasive Species CRC spoke about how domestic pets can become at pest in certain environments. “We want the kids to go away thinking about what they can do at home and school to make a difference and prevent needless wastage. We hope that students leave with a wider perspective of the connection between humans and the environment we live in,” said Margot Jolly, CWLL Chairperson. CWLL received funding for Eco Day from Central West Local Land Services, and support from the Parkes and Forbes Shire Councils. By Marg Applebee

About 30 Parkes volunteers enjoyed a perfect winter’s day to plant over 320 trees on National Tree Day last Sunday. Central West Lachlan Landcare (CWLL) welcomed volunteers who planted Grey Box Grassy Woodland species, including Fuzzy Box, Grey Box, Yellow Box, Bimble Box, Kurrajong, Bull Oak and Acacias in the picturesque setting just off Condobolin Road. This effort contributed to the 50 Million Trees Program undertaken by Parkes Shire Council. When the planting was complete, volunteers enjoyed a sausage sandwich prepared by the Parkes HQ of the Mid Lachlan Valley Rural Fire Service (RFS), and bread provided by Parkes Coles. The RFS brought their display trailer out for attendees to learn more about the RFS. Margot Jolly, CWLL Chairperson, said: “We were fortunate to have the RFS help us out with the BBQ. They did a fantastic job and it was wonderful to have them here”. “CWLL have been fortunate to have the support of Parkes Shire Council and Toyota to bring Tree Day together. Our previous National Tree Day plantings are progressing well and we hope to see the same success at the Condobolin Road”. The Skillset Green Army Team and Central West Lachlan Landcare will continue planting work over the next few weeks. A big thank you to all of our Volunteers who made National Tree Day possible. Is There Any Advantage In Creating A Testamentary Trust? A testamentary trust is created by a will. It takes effect when the trust creator (the settler) dies. Other trusts, such as discretionary or unit trusts, are created by a deed and come into effect as soon as the settler executes the deed and settles property upon the trust. In all cases the settler must appoint a trustee. In the case of a testamentary trust, the trustees may be the executors of the will, but need not be. The trustee may be one or more natural persons or a company. With an ordinary trust, the settler or other parties must give assets to the trust. In the case of money, there is no problem as there is no tax or stamp duty on money. However, if property, shares, real estate, bonds or a business is being transferred, then tax and stamp duty issues arise. Such expenses as capital gains, tax, stamp duty, income tax and others may be involved. Additionally, income under an ordinary trust allocated to a person too young to control it is taxed at a special high rate. This penalty rate can be as high as 66% of the income. The test is not the legal capacity of the child, but whether or not the child can control its funds. In the case of a testamentary trust, there is presently no tax on assets allocated to the trust by will and usually no stamp duty. Parkes residents are urged to help make streets safer by applying ‘Life Saving’ stickers to their wheelie bins. The large stickers, which feature life-size images of children stepping towards the road, are designed to provide a strong visual road safety reminder to motorists. The images are based on research, which found that signs that depicted motion resulted in faster reaction times. Between January and May this year, 67 pedestrians have been killed on Australian roads. Nature Art To Create Oasis Of Calm At Hospital
Artists in Parkes have captured the calm, uplifting atmosphere of the natural environment in new artworks made for the Parkes Hospital. The artworks celebrate wellbeing by exploring the relationship between the natural environment and our life cycle by reflecting imagery that is uplifting, nurturing, light and colourful to create an oasis of calm for people during their hospital experience. The project was initiated by Arts OutWest in partnership with the Lachlan Health Service and Parkes Shire Council. Bathurstbased artist Maralyn Nash facilitated the workshops over six mornings during May and June. The 12 workshop participants sketched and photographed plants, flowers and scenery which were developed into a series of completed art works. Workshops included outdoor excursions to bushy parkland areas around Parkes. Participants experimented with watercolour and acrylic
paints and adding collage papers and fibres to pastel and charcoal drawings. One artwork from each participant will be gifted to the Parkes hospital. “It felt like a release to start drawing without having to prove anything,”’ said one participant. “I find nature so healing to draw,” said another. The creation of artworks for the Parkes Hospital has been an activity in response to the Lachlan Health Service Culture and Arts Working Group. The Lachlan Health Services Project team engaged regional arts development organisation Arts OutWest to integrate culture and arts into the Forbes and Parkes Hospital redevelopments. The NSW Government provided $113.7 million to redevelop the Forbes Hospital and build a new Parkes Hospital. A component of this funding was used to help deliver the Lachlan Health Service Culture and Arts program.
Parkes Shire waterways are reaping the benefits of Lake Endeavour’s overflow following the recent rain. Water discharged downstream from the Lake Endeavour spillway into the Billabong and Goobang Creeks has helped to protect aquatic ecosystems that depend on intermittent large flows. Andrew Francis, Parkes Shire Council Director of Infrastructure, said: “These excess flows help to improve the overall health of Parkes Shire’s creeks and waterways as well as conditions for native fish, frogs, water birds and water-dependent plants and animals that rely on different flows to trigger migration and breeding. “They also reduce the impact of aquatic weeds and the frequency of algal blooms,” said Andrew. Heavy rains allow creeks and rivers to overflow and flood areas such as river flats and plains, providing periodic inundation that is vital to the life-cycle of certain native plants and animals. These wet, boggy areas also provide ideal foraging habitat for many native water birds. Healthy creeks, waterways and waterbodies are also valued for their own sake, providing ideal settings for bushwalking, bird watching and picnicing. “Parkes Shire residents should expect to see an abundance of native plant growth over the spring months this year, with these rains likely to trigger spectacular wildflower displays over the upcoming spring and summer period,” said Andrew. Parkes Shire Council encourages the community to take advantage of these natural wonders by exploring one of the Shire’s greatest assets, Goobang National Park. The Lake Endeavour spillway forms an integral part of the Shire’s waterways, with the overflowing water entering Billabong Creek and then flowing downstream into Bumberry Dam. From there the water flows along Henry Parkes Way into Goobang Creek, and continues running for over 100km before entering the Lachlan River near Condobolin.

Guise Wins For 9th Time
The dominance of champion ladies golfer Lynne Guise continued last Sunday when she and partner Robert Hey regained their mantle as the clubs premier Mixed Foursomes champions with a decisive two shot win. Guise, who has partnered with six different players in an 18-year reign, has won the title nine times. In Sunday’s 27-hole Championship event Lynne and Robert recorded 124 to finish two shots clear of Joey Van Opynen and Cherrie Phillips. Defending titleholders Ian Phipps and Kaye Jones were a further three shots back after gaining the minor placing on a countback from Cameron Butler and Colleen Staples finishing on 129. In the Consolation Division it was the junior combination of Lachlan Buesnell and Kasey Fay-Rice who held off club captain Paul Thomas and Liz Matthews in a tight finish that saw the victors finish on 145 with just one shot clear. Richard Hutchison and Barbara Donnelly were relegated to third position seven shots behind the winners. In the Liz Matthews-sponsored Handicap sections, Cameron Butler and Colleen Staples took out the A Division on 108.75 nett with Robert Hey and Lynne Guise in the runner-up position on 110.5. Paul Thomas and Liz Matthews reversed the result when
they took out the Consolation Division on 113.75 some 2 shots clear of Lachlan Buesnell and Kasey Fay-Rice. In other golf results Cameron Butler took out the Peter Dixon, Mark Kelly and John Green-sponsored 18-hole Stableford competition played under Joker conditions last Saturday. He recorded a great 39 points plus 15 Joker points to finish on 54 points, while Tony Evans was awarded the best score under normal playing conditions with 39 points on a countback from Wayne Parker and Ian Phipps. In the Ladies competition Cherrie Phillips won on 46 points in the Denise Charltonsponsored Stableford competition. This weekend the ladies will play the 5th Golf NSW Medal and Club Medal with the Parkes Golf Shop sponsoring the 18-hole Stroke competition, while the Men will contest the Telescope Tyres & Batteries August Monthly Medal. On Sunday it’s the annual Parkes branch of Prostate Cancer and Awareness Charity Golf Day with a 4 Person Ambrose with Northparkes Mines, Central West Credit Union and 2PK & Rock FM as the sponsors for the day.
