NAR ByLaws Amendments The National Association of Realtors® recently notified RASM of two revisions to the Bylaws that we are required to make within 60 days of their effective date (which was Jan. 1). In such cases, a membership vote is not required. We are simply required to notify membership. Growing up in Downtown Sarasota By Rico Boeras, CID President
I grew up in downtown Sarasota and now downtown Sarasota is ALL GROWN UP! The son of Cuban immigrants that arrived in Sarasota in the late 1950’s, my parents, Raul and Bertha Boeras, left Cuba in 1958, a couple of years before Castro came to power. It was very unusual that Cuban immigrants would come to Sarasota directly at that time. Most Cubans moved to Miami. My father was invited to come here by a friend. He started working at the Columbia Restaurant on St. Armand’s Circle, then later he went to work at the Plaza Restaurant on First Street in downtown Sarasota. In 1968 he opened his own Cuban Restaurant known as Raul’s Restaurant right down the street from what was considered the best Spanish restaurant in town (the Plaza). Many said, “Raul, you are crazy. You can’t open right down the street and serve similar food.” I was eight years old at the time. I can remember standing in front of the restaurant with my younger sister on opening day and thinking, my parents have their our own business, we are going to be rich! Well, I was just eight years old! It was across the street from City Hall and he used to do the traditional pig roast in the ground over a fire. The problem was, after a while one of the inspectors came by and said, “Raul you can’t cook the pig in the ground and sell it, you will have to give it away”. Well, despite the missteps along the way, Raul’s Restaurant became a landmark in downtown Sarasota and was there for nearly 30 years. I still run into old customers, and they inevitably say, “I sure miss your dad’s Spanish bean or black bean soup”! In those early years, downtown Sarasota had Maas Brothers at US 301 and Main (currently the home of the Regal Hollywood 20, Kress department store, and The Sport Shop at Five Points (currently the First Watch Restaurant), but the night life in downtown was dead. There were only a handful of restaurants and very few condominiums. Fast forward fifty years and I can say with all certainty that downtown Sarasota has grown up! There are hotels popping up all around the area, new retail and thousands of new condos units and apartments. We have numerous restaurants, and the quality and diversity of them continue to grow. Just take a look at the City of Sarasota October 2016 report for the new Downtown projects showing the following statistics for an area of approximately a one-mile radius known as the Downtown Community Redevelopment Authority (CRA). 8

Remember, these are all new projects that have already broken ground, are newly developed or are permitted: • New Apartments 1638 • Hotel rooms 854 • Condominiums 1540 • Office (Square footage) 126,000 • Retail (Square footage) 357,000 All of this development will nearly double the downtown population! Looking ahead Sarasota needs to develop a much-improved mass transit system to relieve traffic congestion. Also, more millennials (out of necessity) and others are going to use bicycles and other non-automotive modes of transportation. Our city needs to become cycle-friendlier and plan for a walkable downtown core. Density is not a scary thing if it is done correctly and there are proper alternative modes of transportation. Nationally, there is a trend where everyone wants to walk to work, dine out and shop. Living in downtown Sarasota is moving in that direction. It has come a long way from the downtown of the 70’s and 80’s when people rarely went downtown to eat out, shop and live. Personally, I look forward to 2017 as the year that I give back to a profession and an industry that has been very

good to me. I started in residential real estate in 1997, and it seems fitting on my 20 year anniversary, that I lead the Commercial Investment Division into the next year. Back in 1997, I started by selling residential real estate to mostly the Hispanic community (I speak Spanish), but after four years, I found myself selling more and more apartments and other properties to investors, which piqued my interest into commercial real estate. I ended up meeting Carl Wise, the broker for Preferred Commercial Inc. I told him I was interested in commercial real estate and he suggested that I take some CCIM courses then we could talk. I did so and went on to work with him for 12 years. He taught me a lot about the business. Back when I started, research was still the old fashion way. He took me to the county clerk’s office and showed me how to research properties on the microfiche system if it was really old. Mortgages and other research were also often done at the Clerk’s office. In January 2014, I started my own brokerage company, Sarasota Commercial Realty, LLC, and moved back to downtown Sarasota, which I love. I was joined last year by Sherry Coble and I am now passing on much of the knowledge Carl Wise shared with me along with a few things I have learned in my twenty years in the business. I am married to my wonderful wife Sally Browne Boeras for over 22 years, and we have five grown children. We live on a five-acre farm with horses, wild turkeys and even a potbellied pig we named Oscar Mayer. (His father’s name was Kevin Bacon). I have grown to love downtown Sarasota, and there is even talk that we may move either to downtown or very close when we sell the farm!

Cap Fees Charged by Community Associations! - Adam R. Davis, Governmental Affairs Director - 941-952-3410 Some condominium and homeowners’ associations have found a way to turn a simple administrative task into a revenue stream, ultimately costing homeowners a ridiculous amount of money. The task, providing buyers or lenders a document known as an estoppel certificate, which indicates the current owner has no outstanding association dues or liens against their property. I guarantee, if you call the RASM membership department, they can tell you promptly if you’re current on your dues and if you’re in good standing. That same process for some community associations has turned into a revenue stream, sometimes charging homeowners more than $500 and in some extreme cases, more than $1,000. If that’s not bad enough, should the certificate be required in a timely manner, homeowners can expect to pay an additional rate for an expedited estoppel certificate. And there’s more, estoppel certificates can expire after a short time, so if your closing is delayed, you can expect to pay all the fees over again. How do we stop this? By having the Florida State Legislature pass a law capping fees that associations can charge for owner’s current in their assessments at $100, with additional caps set on expedited requests, and owners who are delinquent in
paying their assessments at $50 each. Danielle Scoggins, Florida Realtors® Senior Public Policy representatives, made this logical comment, “The Florida law allows a homeowners/condominium association to charge a “reasonable” fee for the preparation of an estoppel certificate. As long as this is allowable in law, there should be a maximum cap fee structure for what a “reasonable” fee should be – particularly for those homeowners who are current on their dues.” This is one issue we will be fighting for this legislative session, stay tuned for more information and ways you can help!

Market Analysis
Condo Market Shows Strength in December 2016 Closed sales for condos increased in each county in December as compared to December 2015, with Sarasota at a 12.5 percent increase and Manatee at a 7.8 increase. Single family sales, however, are down from last year. Sarasota County decreased by 6.1, while Manatee experienced an 8.2 percent decrease. December also showed a significant increase in inventory in the two-county area, with condo inventory increasing by 30 percent over last December and single family increasing by 18 percent. “With increased inventory in the condo market, it appears our sellers started early in anticipation of northern visitors wanting to escape the harsh winters,” says Xena Vallone, 2017 RASM President. “This is the time of the year they wait for, it is truly when the largest pool of buyers are in the market to purchase their product.” While many markets have been reporting a decrease in cash sales, that is another area of strength for the two-county condo market. This December, 63.1 percent of all condo sales were cash sales, compared to 66.1 percent last December. Cash sales of single family homes were 34.1 percent of all single family sales in December, compared to 40.9 percent last December. Median prices for single family homes are up in both counties, with Sarasota County up by 10.3 percent to $264,500 and Manatee County up by 7.5 percent to $285,000 from last
December. Median condo prices are down slightly in Sarasota by 1.1 percent to $217,000, while Manatee County experienced a 3.8 percent increase to $185,000. The months’ supply of inventory continues to rise toward a balanced market, favoring neither a seller or a buyer. Sarasota condos hit the balanced threshold of a 5.5-month supply, while single family homes are at a 4.5-month supply. Manatee County condos are at a 4.4-month supply and single family at a 4.1-month supply of condos. “It’s a case of supply and demand,” says Vallone. “Inventory is showing an improvement over last year’s low levels while median sales prices rise to meet this demand, ultimately gearing us up for a balanced market.” While total closed sales are down from last year, so are distressed sales, indicating a healthier market. Distressed sales for single family homes and condos in both counties experienced a 63.4 percent decrease from December of 2016. Respectively, the traditional sales (non-distressed) in the twocounty area experienced an increase of 6.5 percent.

2017 CID President, Rico Boeras Our area is seeing tremendous growth in the retail sector and the appetite for national chains to find a place in our market continues to be red hot. It is difficult to count the number of new businesses that have just opened or are looking to open in our area, however if you look at the categories of businesses and then multiply that number, you get a sense of the growth we are experiencing. Rico Boeras 2017 CID President Consider that we have nearly a half dozen new breweries and grocery stores alone that are eyeing the Sarasota and Bradenton area. Additionally, we have Wawa gas stations that have made a tremendous investment in our area with a whole new way to stop for gas and grab some food! Burger restaurants and other QSRs (quick service restaurants) have been popping up in our area for years and they are still looking for prime spots. Their biggest challenge is finding available land in our area that meets their traffic counts, demographics and is within their budget. Most of the prime spots have been developed for years. We will probably see a number of redevelopments occur similar to the former El Adobe Restaurant that became a new Verizon location. So what lies ahead for our area and for CID? In February we will have the chief economist for Stewart Title, Dr. Ted Jones speak to CID. He has provided a very accurate economic forecast for several years now and he does so with a lot of interesting and even entertaining information. He will be presenting his forecast at the RASM’s South campus on the third Tuesday of February (Feb. 21) at 8 am. Don’t miss this great event. In February we are also having our first clay shoot at the Sarasota Gun Club. It will be on Friday, February 24th, lunch starting at 11:30 am, followed by some instruction and then a fun afternoon. Instructors and gun rentals will be provided. This is tremendous fun, even if you have never tried the sport.

Secrets of Starting and Building an International Real Estate Business By Catherine McCaskill, RASM Director of Professional Development Many agents aspiring to “go global” have wrestled with this question at some point in their careers. There isn’t a one size fits all answer to this question, but there are common threads among the most successful international business practioners. One such thread is positioning yourself as a trusted advisor and knowledgeable international expert. The more you add value, by providing vital information and assistance, the more respect and business will come your way. Another is adopting a proactive global mindset – one that sees international activities and opportunities in every direction. You’ll find global business in markets of all sizes, in commercial and residential real estate, in buyers as well as sellers, and in countries all over the world. To help in this regard, RASM has a Global Business Committee that serves the 360 members of the Global Business Council. For those new to the international field, taking “Go Global: Jump Start Your International Business” offered at RASM on February 9, 2017, from 1 p.m. to 4 p.m. is a MUST. Both speakers from the team “Your Global Consultants.” Carla Rayman is a CIPS instructor who has presented at seminars and associations worldwide. She is currently the National Association of Realtors® Regional Coordinator for North America, Central America, the Caribbean and also the President’s Liaison to Panama. Pat Tan is the former NAR President’s Liaison to the United Kingdom and teaches international and CIPS courses all over the US. She is also a member of Florida Realtors® GRI faculty. This 3-hour course carries 3 hours of CE and is chock-full of information that you can use immediately. For those really interested in taking their international real estate business to the next level, RASM is also offering the full Certified International Property Specialist Institute April 3-7, 2017. The instructor for this 5-day series is David Lauster. David has been a licensed real estate broker since 1985. In 2004, he was invited to join the U.S. State Department’s Bureau of Overseas Buildings Operations as an International Realty Specialist. David has served in several management capacities and has been personally involved in the purchase, lease or sale of office space, warehouses, land, and housing for U.S. embassies and consulates in over 100 countries. He has received numerous achievement recognition awards in the public and private sector, including five Meritorious Honor Awards and the prestigious Superior Honor Award from the U.S. State Department. The cost for each day of instruction is $115, GBC member or not. Any of these courses are suitable for residential as well as commercial agents. RASM Scholarships Every year, RASM awards scholarships to six deserving students in the Sarasota and Manatee area, as selected by the RASM Scholarship Committee. Members of RASM, their immediate family and members of the community who are continuing education or plan to continue education at a public or private university, college, community college or technical school are eligible to apply. Scholarships support tuition, textbooks and other courserelated fees. Scholarship awards are based solely on the selection criteria as set by the committee. The decision of the committee could reflect merit-based, need-based or even both. The Scholarship Committee cannot place a restriction on applicants as to age, race, color, gender, religion, handicap, marital status, sexual orientation, gender identity, sex or country or national origin. Veldkamp is a Realtor® with SVN Commercial Advisory Group and has been involved with RASM’s Commercial Investment Division for more than 16 years. “It’s an honor to be recognized Tony Veldkamp, CCIM accepts the 2016 by my peers for my work in Commercial Realtor® of the Year award commercial real estate as well from Tim Mapp, 2015 CID President. as contributions to the Realtor® Association,” said Veldkamp. “CID is a great group of professionals to be associated with.” The Commercial Realtor® of the Year award is presented to a Realtor® member of the Commercial Investment Division who epitomizes the Realtor® image and has a proven track record of dedication to their fellow Realtors® and community. We had a dynamic panel discussion on the Millennial Generation and how to relate with them to increase your business. Thank you to our moderator and panelists joining us from the Greater Sarasota Chamber of Commerce YPN Group, Mimi Cirbusova, YPG Coordinator, Robert Young, Attorney for Icard Merrill, and Jamie Minton, Director K-8 Initiative for Girls Inc. February 1st at 9am, we will have our first Governing Board meeting of the year. It will be held at RASM South on Cattleman Road. All members are welcome to attend. We are in the midst of Renewals and Recruiting time. February 12th is our first Social/Membership drive and event of the year…tailgating WCR style at the Sarasota Polo Club. March 15th our 2nd luncheon meeting will be held at The Field Club from 11am -1pm. “Blow Your Business Out of the Water in 2017!” The US Rowing Masters Championships...FISA World Rowing Championships...SRQ Baseball Classic... Annual Strider World Championships...USA National Club Championships...These are just a few examples of the events coming to Sarasota in 2017. Come learn about the National and international sporting events coming to our hometown. Rob Wells, Director of Sarasota County’s Sports Commission, will be presenting on some of Sarasota’s key returning, as well as premier, sporting events in 2017. You will also learn about NAR’s Certified International Property Specialist (CIPS) Designation Course being held here in Sarasota in April. Did you know that volunteering at an international sporting event can go towards earning this designation? Rob will also share the volunteer opportunities that will be available during these events and those that can count towards CIPS. Put the pedal to the metal and register early for this upcoming meeting. You won’t want to get left in the dust!
The first business resource meeting for 2017 of the Manatee Network of the Women’s Council of Realtors® was a huge success! Our featured speakers were Carl Callahan, Administrator for the City of Bradenton and Ben Bakker, Commercial Agent for Michael Saunders. Carl and Ben presented the top 20 improvements being implemented for the City of Bradenton, all of which are designed to attract major developers and residents to Bradenton. This is a huge win for Realtors® and Strategic Partners alike! Our next meeting will be held on Thursday, February 9th at Pier 22 on 1st St. in downtown Bradenton from 11:00 - 1:00. All Realtors® (both men and women) who reside or work in Manatee County are invited to join us. We will be following up January’s meeting with a discussion on tourism in Manatee County and the efforts being made to bring more visitors to our area. Our Network is dedicated to increasing your business through education, networking and referral opportunities, as we establish ourselves as one of the premier networking organizations in our industry.
