As we step into 2025, the Realtor® Association of Sarasota and Manatee (RASM) is thrilled to announce a new initiative aimed at fostering deeper connections within our Realtor® community. I am honored to share RASM on the Road, an exciting program designed to bring the association closer to our brokers through a series of meaningful conversations and collaborative opportunities.
Starting in Q2, we will hold six to eight town hall or roundtable discussions exclusively for brokers across our region. These meetings will provide a platform for RASM leadership to engage directly with our over 1,000 brokerages, offering an open forum to share concerns, discuss challenges, and explore how the association can better support you and your teams.

A graduate of the U.S. Merchant Marine Academy, Kyle served as a U.S. Coast Guard officer, achieving the rank of Lieutenant Commander in the Coast Guard Reserve. He earned his 3rd Mate Unlimited Tonnage Marine Officer’s license and transitioned to commercial real estate and property management. At Hembree & Associates, Inc., Kyle and his brother, Joe C. Hurricane recovery efforts have also shaped the landscape. Despite challenges, the area has demonstrated resilience. “Local businesses are rebounding quickly, and while recovery efforts are leading to some extended vacancy periods, it’s not likely to remain a long-term issue. Our area has so much to offer and that hasn’t changed,” he added.

Request for Investigation Filed by Association with the State Real Estate Commission
By: National Association of REALTORS® Interpretations of the Code of Ethics Agreement Case 8-2: (Originally Case #15-7. Revised and transferred to Article 18 as Case #18-4 May, 1988. Transferred to Article 8 November, 1994. Revised November, 2001 and May, 2017.)
Realtor® A listed Client B’s residential property and sold it to Buyer C, who made a substantial deposit subject only to Buyer C’s obtaining a mortgage on terms and conditions not exceeding a specified rate of interest within 60 days.
Realtor® A assisted Buyer C by recommending a lending institution, and after processing of his application for a mortgage, a written mortgage commitment was made by the lending institution which met the terms and conditions of the sales agreement. However, shortly after the mortgage commitment was received by Buyer C, Realtor® A received a certified, return receipt requested letter from Buyer C, advising that Buyer C had changed his mind and would not go through with the sale. Realtor® A discussed the matter by phone, but Buyer C said he would rather forfeit his deposit and definitely would not complete the sale, even at the risk of the seller suing for specific performance.
Realtor® A then advised Client B of Buyer C’s refusal to go through with the sale and Client B told Realtor® A that he did not wish to sue Buyer C, but would just accept a portion of the forfeited deposit as specified in the listing agreement between Client B and Realtor® A.
Realtor® A then obtained a written release from the sale from Client B and Buyer C, and promised to send Client B a check for the portion of the forfeited deposit due to Client B as specified in the listing agreement. However, Realtor® A failed to send Client B a check and Client B filed a complaint with the Professional Standards Administrator of the Association alleging a violation of Article 8 of the Code of Ethics. At the hearing, Client B stated that he had no complaint about Realtor® A’s services to him except Realtor® A’s failure to provide Client B with the portion of the forfeited deposit due him, and that after several telephone calls and letters, Realtor® A had told Client B that he would provide the forfeited monies due Client B “just as soon as he could.” Client B said Realtor® A told him he had some unexpected expenses and therefore Client B would have to wait until Realtor® A obtained other funds which he expected to receive shortly.
Realtor® A admitted the facts as related and further admitted that he had not placed the deposit received from Buyer C into an escrow account, but had
placed it in his general funds. He said that unexpected expenditures had caused a deficit balance in these funds, and he would pay Client B as soon as he could.
The Hearing Panel concluded that Realtor® A was in violation of Article 8 of the Code of Ethics and recommended that the decision, when final, be forwarded to the State Real Estate Commission as a possible violation of the public trust.
The Board of Directors affirmed the decision of the Hearing Panel; ordered implementation of the recommended sanction; and requested that the President forward, with advice of Board legal counsel, the final decision to the State Real Estate Commission as a possible violation of the public trust. •

Tips for De-Mystifying the Developer Contract

Pre-construction condominium sales continue to make up a significant portion of the real estate market along the Gulf Coast. However, many agents shy away from marketing these properties due to unfamiliarity with the process and the specifics of pre-construction contracts, especially as those contracts differ drastically from the FAR/BAR contracts used in most re-sale purchases in our area. I teach a class to real estate agents several times a year called De-Mystifying the Developer Contract. Included here are a few key points I usually cover in a consultation with buyer clients when I’m helping them review and negotiate pre-construction contracts:
NEGOTIATE PRE-CONSTRUCTION CONTRACTS:
1 | Developer-Friendly Contracts: Pre-construction condominium contracts are typically very developerfriendly. As a result, some buyers may feel uneasy when presented with the contract for review and execution. Once a buyer understands these terms are typical, whether at the project they’re considering or another one across town (or the state!), it eases the anxiety that they aren’t falling prey to a one-off aggressive developer. While these contracts may not be as balanced as the FAR/BAR forms, understanding their terms can help buyers navigate their options.
2 | The 15-Day Rescission Period: One crucial aspect of pre-construction condominium purchases is the 15day rescission period. Under Florida law, a buyer has 15 days to terminate a pre-construction condominium contract from the date the buyer signs and receives all required condominium documents. This is a statutory rescission right that cannot be waived and gives the buyer a chance to fully review the contract, condominium documents, and consult with their attorney.
3 | Reviewing Condominium Documents: Before the 15-day rescission period begins, developers must provide the buyer with all required condominium documents, which can often total hundreds of pages. This can feel overwhelming for buyers, but agents can help them prioritize their review. Start by encouraging clients to begin their review with the following documents to get the “lay of the land:”
Prospectus: (usually the first 20-ish pages of the documents). This provides an overview of the condominium, what amenities are currently planned, how many units are in the building, the estimated fees an owner will be responsible for, and use restrictions. I often refer to this as the “cheat sheet.”
Estimated Operating Budget: This outlines the expected costs to operate the condominium and maintain the building. This will also include estimated assessments for the unit.
FAQs: A helpful, high-level summary of important details, including common concerns like leasing rules or pet policies.
4 | No Exact Closing Date: One notable difference between pre-construction and resale transactions is the lack of a firm closing date. Developers typically provide an estimated completion timeline, but it is rare for a specific closing date to be provided for in the contract. Buyers should not make plans based on these estimates, as delays can occur. Be sure to set realistic expectations regarding the moving timeline.
5 | Changing Amenities and Services: The developer can market potential amenities or services but change the plan later. Take notes at the sales meeting and compare what was marketed versus what is actually included in the contract. For example, if the unit was pitched as including two parking spaces within the purchase price, confirm that is provided for in the contract. If it’s not, it should be added.
6 | Deposit Schedules and Use Toward Construction: Deposit schedules can vary and, subject to limitations and requirements under Florida law, a developer in Florida may use a purchaser’s deposits toward construction of the building. This is not the case in every state, so it can be a surprise even for buyers with experience purchasing preconstruction condominiums elsewhere.
7 | Non-Refundable Upgrades: Upgrades or additional features that require payment beyond the purchase price may not be refundable, even if a buyer has the right to cancel the contract and receive their full deposit back. These additional payments are often specifically excluded from the definition of deposit within the contract and buyers need to understand how the payments are applied and what rights they have to recover those costs if they rightfully terminate the contract.
These are just a few high-level points I find most buyers wish they understood when buying a pre-construction unit. These purchases can be complex, but with a clear understanding of the process and the specifics of pre-construction contracts, real estate agents can guide buyers with confidence. By explaining the nuances of the process, you’ll help your customers make informed decisions and navigate the intricacies of another piece of the market. •
RASM REALTORS ® Charitable Foundation 2025 Scholarship Applications Now Open
The REALTOR® Association of Sarasota and Manatee (RASM) has opened the 2025 scholarship application period for eligible students in the 2025-2026 academic year, offered through the RASM REALTORS® Charitable Foundation (RRCF).
SCHOLARSHIPS AVAILABLE
Each year, the RRCF Scholarship Committee awards a minimum of six $2,000 scholarships to deserving students in the Sarasota and Manatee area. These funds are divided equally to ensure broad access within the community. Half of the scholarships are reserved for members of RASM and their immediate families, including spouses, children, and grandchildren. The other half is open to students within Sarasota and Manatee counties, ensuring local students at large also benefit from this impactful program. In 2024, 22 scholarships were awarded, totaling $44,000.
The application is open to local high school seniors who will be attending an undergraduate college or university; any student currently enrolled in an undergraduate college or university; or any student pursuing a graduate degree.
Scholarship awards will be “based solely on the merits of the selection criteria as set by the Scholarship Committee.” Criteria to be considered include, but aren’t limited to, academic achievements, financial need, and contributions to the school and community.
All application materials for the 2025 scholarships are due by 5:00 p.m. on March 28, 2025. Recipients will be announced in May. Learn more and apply at myrasm.com/scholarships

2025 Florida Legislative Session: What RASM and Florida REALTORS ® are Prioritizing

We are actively monitoring developments at the state Capitol to safeguard the interests of Realtors® and property owners, focusing on areas such as affordable housing and escalating property insurance premiums.
ENHANCING THE HOMETOWN HEROES HOUSING PROGRAM
Florida REALTORS® commend the Legislature for launching and supporting the successful Hometown Heroes Housing Program. Since its introduction in 2022, this initiative has helped over 20,000 Floridians achieve homeownership by offering zero-interest loans to assist with down payments and closing costs. These loans are repaid only when the property is sold, rented, or transferred.
The $300 million investment in this program has been highly impactful, with the most recent $100 million allocation completely utilized within two months. Recognizing the program’s success and the ongoing challenges of housing affordability, Florida REALTORS® encourage lawmakers to provide additional funding to expand its reach and assist more families in achieving homeownership.
PRESERVING WORKFORCE HOUSING SOLUTIONS
The 2023 passage of the transformative Live Local Act represents a major milestone in Florida’s housing policy. This landmark legislation bolsters homebuying opportunities and affordable rental housing while incentivizing private investment in housing programs.
As lawmakers revisit this legislation, Florida REALTORS® emphasize the importance of maintaining the Act’s innovative strategies and funding structures to support housing availability. They also suggest exploring enhancements, such as encouraging the development of Accessory Dwelling Units (ADUs). ADUs not only create low-cost housing options but also provide property owners with additional income opportunities.
EXPANDING HOME HARDENING INITIATIVES
Florida’s My Safe Florida Home (MSFH) and My Sa fe Florida Condo (MSFC) programs have been pivotal in improving storm resistance for residences. Since 2022, MSFH has awarded $576 million in grants and conducted over 109,000 inspections, resulting in nearly 59,000 grants and average insurance premium savings of $1,000 per participant.
Due to high demand and limited funding, Florida REALTORS® urge legislators to allocate additional
resources to these programs. Increased funding would enable more residents to protect their homes and benefit from reduced insurance premiums.
REDUCING THE BUSINESS RENT TAX
While the Business Rent Tax has been reduced to 2%, it remains a financial challenge for businesses leasing space. Small businesses, which form nearly 99% of Florida’s employers, are disproportionately affected. Florida REALTORS® advocate for further reductions - and ultimately the elimination - of this tax to help businesses reinvest in operations, expand, and contribute to local economic growth.
MAINTAINING INVESTMENTS IN WATER QUALITY
Florida’s water resources are essential to its economic growth and quality of life. The Legislature has consistently prioritized funding for the Everglades, springs, beaches, and other water bodies. Florida REALTORS® recommend continuing robust investments in water quality initiatives, sea-level rise mitigation, and solutions to challenges like blue-green algae and septic system failures, all while respecting property rights.
EVALUATING PROPERTY INSURANCE REFORMS
Recent property insurance reforms have brought stabilization to Florida’s market, evidenced by the entry of new insurers, a reduction in Citizens Property Insurance policyholders, and decreased litigation. However, premiums remain high, posing a challenge to homeownership. Florida REALTORS® urge continued monitoring of these reforms and exploration of additional strategies to provide policyholders with financial relief.

Year-End 2024 Real Estate Market Report: Trends in Sarasota and Manatee Counties

The R EALTOR® Association of Sarasota and Manatee (RASM) has published its YearEnd 2024 real estate market report, offering an in-depth analysis of key trends across both counties. Based on data from Florida REALTORS®, the report highlights a market transitioning toward balance following the significant disruptions of the pandemic years. Increased time on the market and higher inventory levels signal a normalization, similar to the prepandemic market of 2019. However, challenges such as rising insurance costs and the impact of hurricanes on transactions have added new layers of complexity. Nevertheless, median sale prices remain well above 2019 levels, reflecting the lasting effects of heightened demand and limited supply during the pandemic. Despite these stabilizing trends, sellers who bought their homes before 2019 may still have a great chance to benefit from significant increases in home values, showing that the market continues to offer opportunities for both buyers and sellers.
KEY TRENDS IN SARASOTA/MANATEE 2024:
Price Trends: Both counties experienced price declines across all property types from 2023, with townhouses/condos showing sharper declines compared to single-family homes. However, all prices remain significantly higher than they were during the pre-COVID boom in 2019.
Market Speed: Transaction speeds slowed across the board, with both time to sale and time to contract increasing significantly year-over-year. These extended timelines haven’t been seen since 2019, marking a return to pre-pandemic market conditions.
Inventory and Supply: Inventory and months’ supply increased across all segments, reflecting a market shift toward more balanced or buyer-favorable conditions.
SINGLE-FAMILY HOMES
In Sarasota County, there were 7,486 single-family home sales in 2024, a 1.6 percent decrease from the previous year. The median sale price saw a slight drop from $515,000 in 2023 to $505,000 in 2024 but has increased 74.1 percent since the pre-COVID boom in 2019.
Months supply of inventory in Sarasota County increased 25 percent year-over-year to a balanced 5.5-month supply, compared to 4.4 in 2023, meaning 2024 brought us to a balanced market that favors neither the buyer nor seller for Sarasota single-family homes. The median time to contract increased 81.5 percent to 49 days and median time to sale increased 30 percent to 91 days year-over-year, timelines that haven’t been seen since 2019.
In Manatee County, there were 7,485 single-family home sales in 2024, a 0.1 percent increase from the previous year. The median sale price saw a slight decrease
of 1.8 percent year-over-year to $499,875 but has increased 57.2 percent since the pre-COVID boom in 2019.
Inventory in Manatee County ended the year with 2,518 active listings and a 4-month supply. The median time to contract increased 57.6 percent to 52 days and median time to sale increased 20 percent to 102 days year-over-year, timelines that haven’t been seen since 2019.
“The single-family home market in Sarasota and Manatee counties continues to provide stability and opportunity,” said Debi Reynolds, 2025 RASM President and Managing Broker of SaraBay Real Estate. “While we’re seeing a normalization in the market, sellers who purchased before the pandemic can still capitalize on significant equity gains. These trends show the strength of our local market as it evolves toward balance.”
TOWNHOMES AND CONDOS
The townhouse and condo market in Sarasota County experienced a 10.1 percent decline in closed sales year-overyear, with 3,444 transactions in 2024. The median sale price dropped 6.5 percent to $383,500, but was up 62.5 percent since 2019
Sarasota ended the year with 1,987 active listings and a 6.9-month supply, favoring buyers. The median time to contract increased 114.3 percent to 60 days and median time to sale increased 47.9 percent to 105 days year-over-year.
In Manatee County, townhouse and condo sales decreased 8.9 percent year-over-year to 2,594 transactions in 2024. The median sale price decreased 6.8 percent to $338,990, but still up 69.2 percent since 2019.
Manatee County ended the year with 1,483 active listings and a 6.9-month supply, favoring buyers. The median time to contract increased 80.6 percent to 65 days and median time to sale increased 39.2 percent to 110 days year-over-year.
“The townhouse and condo market in Sarasota and Manatee counties is undergoing a shift toward more buyer-friendly conditions, with increased inventory and longer time on the market creating opportunities for those looking to purchase. These conditions provide buyers with more options and negotiating power than in recent years,” added Reynolds. “However, the complexity of navigating this segment of the market has grown. New condominium laws, the intricacies of homeowners’ and condominium associations, and rising insurance costs require careful consideration. Having a trusted REALTOR® on your side is essential to successfully navigate these challenges.”
SUMMARY
As 2024 comes to an end, the real estate market in Sarasota and Manatee counties has shown strength but also faced some challenges. While the market is becoming more balanced with homes taking longer to sell and more listings available, other factors have made this year tough for Florida real estate. The effects of hurricanes and severe weather caused delays in transactions, particularly in floodprone areas, adding to the market’s complexity. Rising insurance costs and changing needs from buyers have added to the difficulties. Looking ahead, working together as a community, along with the support of trusted. •

In January, the Young Professionals Network kicked off the year with a trolley tour through North Venice, giving attendees a firsthand look at the variety of homes available in the area. There’s something special about seeing the homes that will one day become someone’s perfect fit - whether it’s a cozy space with character, a modern retreat designed for comfort, or a waterfront escape built for relaxation. This tour was a powerful reminder of why we love what we do - helping people find a place where they can build their lives.
DIVERSE COMMUNITIES
Our tour included stops at several properties, ranging in price from $369,000 to $4.2 million. We explored new construction communities with fresh, contemporary designs, well-established neighborhoods with homes built to last, and waterfront residences with unbeatable views. The variety of homes in North Venice highlights just how much there is to fall in love with. Each property tells its own story, offering unique opportunities for buyers to create a space where memories are made and dreams take shape.
Brandon Gay, Communications Director for RASM, summed up the experience: “Our trolley tour through Venice and Nokomis was a perfect showcase of the incredible variety in homes and price points. From cottages to waterfront estates, there’s truly something for everyone in these communities.”

Villagewalk in Palmer Ranch

Villagewalk is a resort-style community in Palmer Ranch that sits on over five hundred acres of tropical landscaped grounds. Within the gates are 1,177 residences consisting of five different models built by DiVosta Homes. There are two singlefamily models, the Oakmont, and the Carlyle. The Oakmont has three bedrooms and a den. The Carlyle has four bedrooms and three bathrooms. There are two townhomes, the Catalina and the Cayman. The Catalina has three bedrooms, and the Cayman has three or four bedrooms. We have one Villa, the Capri III, which has two bedrooms, two bathrooms, and a two-car garage.
The reasonable HOA fees include landscaping, lawn irrigation, amenities, Palmer Ranch master association fee, and a 24-hour manned gate. Home insurance provides financial protection against disasters like fires, storms, or theft. It’s often required by mortgage lenders to ensure homeowners can repair or rebuild without significant financial loss.
KEY COMPONENTS OF HOME INSURANCE
Dwelling Coverage: Protects the home’s structure.
Personal Property Coverage: Covers belongings like furniture and electronics.
Liability Protection: Covers legal expenses for injuries on the property.
