LETTER FROM THE BOARD CHAIR We are extremely grateful for how our students, educators, and parents came together in 2020–21 to face the continuing challenges and uncertainty created by Covid-19, globally and in Singapore. Our students demonstrated resilience and compassion, our educators worked tirelessly to ensure our students received a terrific school experience while meeting all the health and safety guidelines necessary to be on campus, and our parents found creative ways to bring joy to our campus through a variety of celebrations and activities. Thank you to each and every one of you for being strong, flexible, and supportive of SAS!

DEVELOP A NEW SIX-YEAR STRATEGIC PLAN
We announced our SAS2027 strategic plan last spring. This plan is the culmination of significant community input over the last 18 months. Thank you for contributing your voice. Our plan is ambitious and we are excited about what it promises for our school! Over the next six years, we will commit to and measure progress on several outcomes. Our goals are to ensure our school is one in which: • Every student is learning at the highest of levels; • Our learning aspirations are at the center of teaching and learning in every classroom and co-curricular program through aligned, consistent curriculum and assessment practices; • Every student is known and cared for through our social-emotional programs and support; • Our diverse community promotes equity and inclusion for all students and educators; • We have a best-in-class teacher leadership model in which we attract and develop talented educators through our coaching, feedback, and leadership opportunities; • There are state-of-the-art learning environments, co-curricular opportunities, and community spaces in our upgraded, sustainable campus; and • We find joy and purpose in learning every day across the campus.

MONITOR AND TRACK CAMPUS UPGRADE IMPLEMENTATION PLAN AND TIMING
Last May, construction began on our SAS Reimagined project. Last spring, we selected our construction firm based on a rigorous tender process. This project will yield tremendous benefits for our students for years to come. We will carefully monitor progress on the construction.

ENSURE THE SHORT-TERM AND LONG-TERM TERM FINANCIAL HEALTH OF THE SCHOOL
We are pleased that the school continues to be in strong financial health with a positive outlook going forward. The school continues to meet its budget targets, and the growth of our reserves has been strong. We were successful in obtaining a 20-year loan of $100 million for the campus upgrade project, providing the school with flexibility for capital expenditure and cash-flow management.

MONITOR AND REVIEW SCHOOL PERFORMANCE AROUND KEY OPERATING METRICS
The board spent considerable time reviewing performance data with the school leadership team in areas as diverse as enrollment, student performance on MAP testing, teacher retention, the math program, college admissions, and students’ emotional well-being. Review of this data helps us guide and support the school leadership as we strive to provide a world-class education to our students and to attract and retain exceptional educators.

DEVELOP A CLEAR VISION AND STATEMENT AROUND DIVERSITY, EQUITY, AND INCLUSION (DEI)
Last spring, the board issued the school’s first-ever DEI Commitment Statement after thorough engagement with students, educators, parents, and alumni. We celebrate the wonderful diversity of SAS and we are committed to equity and inclusion being at the core of all we do.
6.
SUPPORT AND OVERSIGHT OF THE SUPERINTENDENT IN HIS SECOND YEAR
We worked closely with Superintendent Tom Boasberg in his second year at SAS. As a board, one of our key roles is to ensure clear accountability of the superintendent for his work and progress towards meeting the school’s goals. We also work as thought partners with him and the school leadership team on critical issues such as the campus upgrade and the school’s long-term strategic plan. Tom has demonstrated a strong ability to lead the school, even during a time of great uncertainty and global crisis. Last spring, the board elected to renew Tom’s contract as our superintendent for a second term of three years starting 2022–23. We are grateful that he has decided to stay. Among many benefits, this will ensure that we have Tom’s stable leadership through crucial phases of the campus upgrade and the new strategic plan implementation.

STRENGTHEN GOVERNANCE AND PLAN FOR BOARD TRANSITIONS
Over the course of the year, we did a review of the board operating procedures and made the necessary changes to strengthen our governance. Last spring, we held a successful election process in which four candidates were selected by our community as school board members. We welcomed Wade Cruse and Elzandi Oosthuizen as new board members, while Sushma Jobanputra and I were re-elected as returning board members. Overall, the election process was smooth, and we thank you for your support and engagement in that process.

FINANCIAL REPORT Singapore American School is incorporated in the Republic of Singapore and recognized under the Singapore Charities Act. A school board that serves without remuneration governs the school, and financial surpluses, if any, are used solely for the betterment of the school. Current parents and faculty are automatically members of the school and participate in its governance by electing the school board, which oversees the superintendent. The chief operating officer works under the superintendent’s direction to implement the decisions of the board and its committees and to ensure that resources are managed efficiently and responsibly. School operations comply with high standards of financial accountability and transparency. Despite the ongoing challenge of the COVID-19 pandemic, the audited financial results for the 2020–21 school year compare favorably to the budget approved by the board in January 2020. Overall revenues were favorable to the budget mainly due to a slight increase in the number of enrolled students, additional revenue from the guaranteed placement program, and ongoing grants from the Singapore government for wage support. Operating expenses were unfavorable to the budget due to the accelerated depreciation expenses for the to-be-demolished school buildings following the launch of the campus upgrade project, which were partially offset by operational savings related to continuing pandemic restrictions. Overall, the total surplus amounted to S$16.6 million, compared to S$21.8 million in the previous year. The cash surplus is placed in the reserves to provide for the ongoing campus upgrade project and continued financial well-being of the school.

2020-21 SCHOOLWIDE EXPENSES Percentages of schoolwide costs were similar to last year, with salaries & benefits representing approximately 72 percent of overall expenditures. Campus operations increased by 5 percent mainly due to the recognition of a S$17.4 million accelerated depreciation expense for the tobe-demolished school buildings following the launch of the campus upgrade project. While technology expenses remained relatively steady at approximately 2 percent, learning resources, donations and administration expenses slightly decreased by 1 percent each.

SAS REIMAGINED
SAS
In March 2020, the school board approved SAS Reimagined, a major campus upgrade project to replace, renew, and upgrade aging buildings on campus in order to create an improved learning environment with flexible and innovative spaces. The campus upgrade plans include the demolition of current elementary and middle school buildings and construction of a new elementary school and a new middle school; major renovations of high school and shared facility buildings; and the creation of a new welcome center along with a new aquatic center, athletic facilities, and dining options. The project commenced in May 2021 and the projected completion date of all phases is mid-2026. Total capital expenditures for the project are estimated at approximately S$400–425 million (including consultancy fees, inflation, and contingencies) over the next six years. The construction contract for Phase 1 was signed on April 8, 2021. During the year, the school capitalized S$10 million in project-related costs and recognized a S$17.4 million accelerated depreciation expense on the elementary school and middle school buildings due to the revision in expected useful life of these existing buildings. To finance this first phase, the school entered into a loan agreement for a total amount of S$100 million and mortgaged the Woodlands campus, including land and buildings.
OVERSIGHT AND REVIEW COMMITTEE FOR PRIVATE EDUCATION Like all of Singapore’s Foreign System Schools, SAS is regulated by the government through the Committee for Private Education (CPE). The CPE’s regulations ensure that all private and international schools in Singapore are committed to financial solvency and that families selecting these schools understand their tuition and fee obligations.
ANNUAL FINANCIAL AUDIT One of the board’s responsibilities is to ensure that an annual audit of the financial accounts of the school and the SAS Foundation is carried out. This audit was performed by Deloitte during the 2021 summer and its results were available for review before the school’s and the foundation’s annual general meetings in November and September, respectively. Approval of the accredited financials is an important element of both AGMs.

OUR PHILANTHROPY More than 65 years ago, Singapore’s American community and others seeking a US-style education raised the first S$100,000 needed to create a brand new school. Through six decades and several moves, the school has remained true to its not-forprofit origins, and the spirit of philanthropy continues at SAS today. We are so grateful to all of our donors at SAS. As a school with a culture of philanthropy, our community members— parents, alumni, faculty, and leadership—are proud to give. Collectively, all of our donors are responsible for encouraging philanthropy, because they each share an interest in encouraging others to invest in our mission. Together, our community raised more than S$3.3 million; parent participation was at 23 percent; and 57 percent of educators made a gift to SAS.
EXAMPLES OF SPECIAL PROJECTS FUNDED BY THE GENEROSITY OF OUR COMMUNITY INCLUDE: • Extra equipment, staff, and special events to allow play and social interaction within safety guidelines • Quality literacy materials for our early learning center, classroom libraries, and world language library collections • Marathon Club support and a T-shirt for every participant • Equipment and materials for our middle school after-school activities program • External experts to collaborate with high school Advanced Topic students • Grants to high school service clubs for projects and activities • Translation equipment and services to enhance community-engagement efforts • Support for families financial difficulties in keeping students at SAS

SAS is proud to receive the support of Marina Bay Sands, under the integrated resort’s corporate social responsibility program, Sands Cares. Since 2016, Marina Bay Sands has been the venue host for SAS’s annual Eagle Society Soiree, and has helped SAS to fully utilize its donor funds for programs that directly benefit our students and learning. The Covid-19 pandemic made the 2020-21 Soiree a virtual celebration, and although we could not enjoy their generous hospitality in person, Marina Bay Sands kindly provided several prizes for our online event. Reserves Policy: The SAS Foundation (Singapore) will maintain 25 percent of its annual revenue as reserves, subject to an incremental cap of S$50,000 each year and an overall cumulative cap of S$120,000. Reserves Investment Policy: Reserves will only be invested in cash, fixed deposits, and high-liquidity investments. Conflicts of Interest Policy: Directors of the SAS Foundation (Singapore) will submit their conflict of interest disclosure statement upon assuming office and at least annually, either by affirmative disclosure in which directors state that they do not know of any potential or actual conflict of interest, or by full disclosure of their outside interests. It is the legal entity under which the Singapore American School operates. In accordance with Board policy, any annual surplus or deficit realized in the School’s consolidated accounts accrues to the School alone. It is the responsibility of the Board to direct the management of such surplus or deficit in a fiscally prudent manner that serves the best interests of the School, both short and long term. Programs and Activities Singapore American School, a private, pre-kindergarten through grade 12 school in Singapore, focuses on growth, development, and cultural awareness and offers an American-based curriculum.
