LETTER FROM THE BOARD CHAIR
In 2021–22, we saw a sense of normalcy return to Singapore and our school community as we began holding in-person events such as performances, athletic events, and field trips. On behalf of the school board, thank you! Each of you played a part in helping our school navigate the Covid-19 pandemic over the course of nearly three years. Your resilience and compassion helped ensure that our students were able to always enjoy the best possible learning experiences despite the restrictions necessary to keep our community safe.
IN 2021–22, THE SCHOOL BOARD FOCUSED ON THE FOLLOWING STRATEGIC AREAS:
We worked closely with the school this year to oversee the first year of our SAS2027 strategic plan implementation. We are pleased with progress in key areas, including the focus on social-emotional learning, the strengthening of the school’s math program, and the provision of more feedback and coaching to teachers through the PLC coach model.
2. MONITOR AND TRACK CAMPUS UPGRADE IMPLEMENTATION PLAN AND TIMING
Working with the board’s Facilities Committee, we closely monitored the first phase of SAS Reimagined construction at the school and the design process that the school conducted with parents and educators for phases two and three of the plan. It was exciting to see students begin to use our newly renovated spaces, including Cafe Shiok!, Khoo Teck Puat high school library, the west fields, middle school play courtyards, and more. We appreciated the school’s work to address the challenges faced by Singapore’s construction industry and the impact they have had on the timing of certain projects. 3. ENSURE SHORT- AND LONG-TERM FINANCIAL HEALTH OF THE SCHOOL
In partnership with the Board’s Finance Committee, we examined both short-term and long-term cash flows of the school, approved the 2022–23 budget, looked at the impact on the school of a potential economic downturn, and discussed the long-term strategic asset allocation of the school’s invested reserves. We are pleased that the school continues to be in strong financial health with a positive outlook going forward. The school continues to meet or exceed its budget targets, and the growth of our reserves has been strong.

STRENGTHEN GOVERNANCE AND PLAN FOR BOARD TRANSITION
Working with the board’s Nominations and Governance Committee, we looked at key issues in our governance, including the appointment of members to open seats on the board and on committees. We also conducted a successful board election this spring and welcomed Jessica Roth as a new board member and Shiv Puri, Saurabh Mittal, and Liwen Chen as returning board members. In addition, the board appointed Archana Parekh to fill a vacant board seat.
5. MONITOR AND REVIEW SCHOOL PERFORMANCE AROUND KEY OPERATING METRICS
We worked closely with the superintendent to review key operating metrics, including student social-emotional health data (Panorama), enrollment data, faculty and leadership retention, MAP data, performance on SATs, APs, and AT courses, college placement results, and surveys of students, educators, leadership, and our community. We appreciated the school leadership team’s focus on data and actions driven by that data. We continue to work with school leadership on data-driven action items and improvements.
6. SUPPORT AND OVERSIGHT OF THE SUPERINTENDENT
We continued to collaborate with Tom and provide support and thought partnership to him. We appreciate the close and productive relationship we have had together over the past three years.
As we have focused on these priorities, we have remained very mindful of the challenges the school and the entire community have faced this year with Covid-19. We are grateful that we have been able to keep our school open as a vibrant, caring place of learning and to maintain the health and safety of our students and educators. That is a testament to the resilience and energy of our students, parents, educators, and indeed our whole community.

FINANCIAL REPORT
Singapore American School is incorporated in the Republic of Singapore and recognized under the Singapore Charities Act. A school board that serves without remuneration governs the school, and financial surpluses, if any, are used solely for the betterment of the school. Current parents and faculty are automatically members of the school and participate in its governance by electing the school board, which oversees the superintendent. The chief operating officer works under the superintendent’s direction to implement the decisions of the board and its committees and to ensure that resources are managed efficiently and responsibly. School operations comply with high standards of financial accountability and transparency.
Despite the ongoing challenge of the Covid-19 pandemic, the audited financial results for the 2021–22 school year compare favorably to the budget approved by the board in January 2021. Overall revenues were favorable to the budget mainly due to the record number of enrolled students, additional revenue from the guaranteed placement program, ongoing grants from the Singapore government for wage support, and a high level of gifts and donations. Operating expenses incurred were lower than the budget due to lower salaries & benefits as a result of favorable employee turnover. The accelerated depreciation expenses for the to-be-demolished school buildings decreased following the delay in construction work on the campus upgrade project. Continued pandemic restrictions on various activities in 2021–22 added to the operational savings. Overall, the total surplus amounted to S$18.6 million, compared to S$16.6 million in the previous year. The cash surplus is placed in the reserves to provide for the ongoing campus upgrade project and continued financial well-being of the school.

comprised 93 percent of total revenues. Donations, Singapore government grants, and the guaranteed placement program contributed to the remaining 7 percent.
Percentages of schoolwide costs were similar to last year, with salaries & benefits representing approximately 73 percent of overall expenditures. Campus operations, the second largest expenditure, accounted for 17 percent of overall expenditures. Technology, administration and learning resources expenses remained steady compared to last year while donations increased slightly by 1 percent.
SAS REIMAGINED
In the spring of 2020, the school board agreed to move forward with SAS Reimagined, a major campus upgrade project to replace, renew, and upgrade aging buildings on campus in order to create an improved learning environment with flexible and innovative spaces. The campus upgrade plans include the demolition of the current elementary and middle school buildings and construction of a new elementary school and a new middle school; major renovations of high school and shared-facility buildings; and the creation of a new welcome center along with a new aquatic center, athletic facilities, and dining options. The project commenced in May 2021, and we have already seen a number of upgrades come to fruition on campus. While we have experienced some construction delays due to the impact of the Covid-19 pandemic, work is continuing and the projected completion date of all phases is the 2027–28 school year.
Total capital expenditures for the project are estimated at approximately S$400–425 million (including consultancy fees, inflation, and contingencies) over the next six years. The construction of the new elementary school is ongoing, and we anticipate an opening date of this exciting new facility in 2024. During the year, the school capitalized S$32 million in project-related costs and recognized a S$13.3 million accelerated depreciation expense on the elementary and middle school buildings due to the revision in expected useful life of these existing buildings. The school’s loan agreement of S$100 million remains unutilized, pending additional construction progress on Phase 1 to substantiate the need.
OVERSIGHT AND REVIEW
COMMITTEE FOR PRIVATE EDUCATION
Like all of Singapore’s Foreign System Schools, SAS is regulated by the government through the Committee for Private Education (CPE). The CPE’s regulations ensure that all private and international schools in Singapore are committed to financial solvency and that families selecting these schools understand their tuition and fee obligations.
ANNUAL FINANCIAL AUDIT
One of the board’s responsibilities is to ensure that an annual audit of the financial accounts of the school and the SAS Foundation is carried out. This audit was performed by Deloitte during the 2022 summer and its results were available for review before the school’s and the foundation’s annual general meetings in December and September, respectively. Approval of the accredited financials is an important element of both AGMs.
We are committed to managing the resources entrusted to us by the parents of current and former students carefully and responsibly. The robust state of the school’s finances reflects the continued efforts of the board and the administration to maintain and improve the school’s long-term financial health.

Since 1956, Singapore American School has served the American community in Singapore by providing a US-style education. This was made possible when the community raised the first S$100,000 needed to create a brand new school. More than 65 years later, the school has remained true to its not-for-profit origins, and the spirit of philanthropy continues to thrive at SAS today.
We are extremely grateful to all of our supporters at SAS. As a school with a culture of philanthropy, our community members—parents, alumni, faculty, and leadership—are proud to give. Collectively, all of our donors are responsible for encouraging philanthropy, because they each share an interest in encouraging others to invest in our mission.
Together, our community raised more than S$2.4 million; parent participation was at a record 28 percent; and 53 percent of educators made a gift to SAS.
EXAMPLES OF SPECIAL PROJECTS FUNDED BY THE GENEROSITY OF OUR COMMUNITY INCLUDE:
• Expansion of the Chinese literacy collections and support for cultural celebrations
• Sending of experiments to International Space Station for the sixth year
• Safer flooring for middle school dancers and teachers
• Grants for service clubs to deepen students’ understanding and care for communities around them
• Additional advisory resources to support the social emotional health of students
• Opportunities for educators and parents to learn about student mental health and anxiety to better support our students on campus and at home

SAS is proud to receive the support of Marina Bay Sands, under the integrated resort’s Sands Cares community program, which impacts so many people both in the Singapore American School community and across the island. Since 2016, Marina Bay Sands has been the venue host for SAS’s annual Eagle Society Soiree, and has helped SAS to fully utilize its donor funds for programs that directly benefit our students and learning.
Reserves Policy: The SAS Foundation (Singapore) will maintain 25 percent of its annual revenue as reserves, subject to an incremental cap of S$50,000 each year and an overall cumulative cap of S$120,000.
Reserves Investment Policy: Reserves will only be invested in cash, fixed deposits, and high-liquidity investments.

The School is committed to maintain and operate as a going concern the coeducational institution established under Article IX of the Constitution of The American Association of Singapore and generally known as The Singapore American School situated in the Republic of Singapore, and doing all such other things as are incidental or conducive to the attainment of the above object.
In accordance with Board policy, any annual surplus or deficit realized in the School’s consolidated accounts accrues to the School alone. It is the responsibility of the Board to direct the management of such surplus or deficit in a fiscally prudent manner that serves the best interests of the School, both short and long term.
Programs and Activities

Governance and Leadership
The school board held nine scheduled board meetings during the fiscal year 2021–22. The attendance rate was 94 percent. Board members served on a voluntary basis. For more information please contact board@sas.edu.sg
Reserves Policy
The School maintains operating reserves to cover a minimum of six months of operating expenses, as well as capital reserves to fund the renewal of buildings and other infrastructure projects that are in the best interests of the School, consistent with the aims and objectives established by the Board.
