The National Apartment Association (NAA) decided not to host a 2021 Maintenance Mania again this year; in light of this, the GNAA Maintenance Committee decided to host the 2nd annual Maintenance Appreciation Corn Hole Tournament event. We know how much hard work these maintenance professionals put into their communities, so let’s all allow them the afternoon to get out, relax, and enjoy this event. Come show your maintenance team the support they deserve! There will be a random drawing for the two-man competition teams at the tournament. The event will begin at noon and the competition will last from 1:00-3:00 p.m. We will also have great food and many door prizes for the maintenance professionals. There will be prizes for the tournament winners, and all

The Apartment Industry’s Unsung Heroes

Service Teams By Brigitte Byron, CAM, Regional Property Manager at Brookside Properties, Inc. and GNAA Board of Directors Management Director Service teams are the unsung heroes in the apartment industry. Our multi-family maintenance teams impact almost everyone daily. They can make it or break it at all stages of the resident experience, whether it be safety considerations, curb appeal, ensuring apartments are move-in ready or completing service tickets. Service teams are responsible for both repair and preventive maintenance; therefore, they’re required to have a variety of skill sets. Not only do the service teams need to have skills and experience in a variety of disciplines, but they also must be considerate with residents, mindful of budgets, and available for afterhours emergencies. “The quality and professionalism of our service teams has a direct impact on the property’s reputation, resident retention, profitability and the overall value of the asset,” says Jim Brennan, Director of Maintenance at Brookside Properties, Inc. Our maintenance teams are the heartbeat of our service and commitment to take care of our residents and to make sure our properties are as successful as possible, but we sometimes forget how valuable they are to the community.

The pandemic really took a toll on everyone, resulting in large employee turnover which specifically includes our service teams. “The challenge I see moving forward is the recruitment and retention of the men and women in our service departments,” says David Demo, CAMT, CPO, Regional Service Manager with Brookside Properties, Inc. More than ever before, good techs are hard to find, and the great ones are even harder to find. When you do find a qualified technician, you’re faced with the challenge of them accepting other offers. We’re also faced with the challenge of our great service members consistently receiving competitive offers and messages from recruiters. We find ourselves asking, what can we do differently? Acknowledge the critical contribution the service team provides in their service requests resolution, their ability to catch small problems before they become massive ones, and the great customer service they provide when communicating with residents. It is important to tell our team members they are valued and respected. Service members hear it often but don’t actually experience it enough, if at all. You can tell someone they’re respected, but it is so important for them to experience it from their own perspective. Sometimes a simple “Thank you for your hard work,” or leaving a thank you note in their work order box will show them they’re valued. Stock their maintenance shop with water or even leave them a soda in the refrigerator of the unit they’re turning. Cookies, handmade by the office staff, are a great treat for the team. Legislative Update By Catie Lane Bailey, Attorney at Waller and TNAA Lobbyist The second legislative session of the 112th Tennessee General Assembly will convene at 12:00 noon (CST) on Tuesday, January 11, 2022. As the leading voice for the apartment housing industry in Tennessee, the Tennessee Apartment Association (TNAA) works to ensure that public policy does not impede but rather enhances the ability of apartment owners and operators to run their businesses and provide housing to approximately 598,000 Tennesseans. In preparation for the upcoming legislative session, TNAA is monitoring legislation and regulation in other jurisdictions around the country for issues that may be considered by our state legislature. Undoubtedly, COVID-19 policy issues will continue to be at the forefront of legislative activity. The unique nature of the rental housing industry puts apartment operators and their employees on the front lines of responding to the COVID-19 pandemic. While there has been some action taken to address the needs of the industry, more must be done at both the state and local levels to expedite rent relief to those financially impacted by the pandemic and eviction moratoria. It is also possible to see other COVID-19 related policy issues unrelated to rent relief that impact the

landlord-tenant relationship. For instance, Senate Bill 820 by Leader Jeff Yarbro (D-Davidson County) and its companion House Bill 919 by Representative Antonio Parkinson (D-Shelby County) would prohibit a landlord from refusing to enter into a rental agreement with a prospective tenant solely based upon the tenant being previously evicted during a public health emergency related to COVID-19. While the legislation did not progress throughout the committee process during the 2021 legislative session, it is still viable to be considered in 2022. Other non-COVID-19 proposals currently pending before the Tennessee General Assembly for consideration include: • Senate Bill 814 by Leader Jeff Yarbro (D-Davidson County)/House Bill 593 by Representative John Ray Clemmons (D-Davidson County) enacting the “Tennessee Source of Income Protection and Fair Access to Housing Act” – As introduced, this legislation would prohibit a landlord from refusing to lease or rent real property to a potential tenant based solely on the person’s source of income. • Senate Bill 981 by Senator Heidi Campbell (D-Davidson County)/House Bill 690 by Representative Bill Beck (D-Davidson County) – As introduced, requires landlords to inspect vacated residential rental property for abandoned animals before permitting a subsequent tenant to take occupancy and report any abandoned animals found to animal control or a similar agency. continued on p. 17

Five Ways to Prep Your Community for the Fall

Follow these five steps and your community will be ready for cold weather By Paul Rhodes, National Maintenance and Safety Instructor for the National Apartment Association Education Institute After the heat of summer is over, it is important to get ready for the next extreme season. Preparation for cooler weather can be simple and still take some time. Here’s a list of five tasks to have “fall” into place before winter starts:

Equipment Tune Up The landscape blower, snow blower, pressure washer and other small engine-type equipment are about to go into storage, or they are ready to come out of the garage. In either case, spend some time to ensure they run smoothly. Check vital fluids and change the plugs; check the carburetor and air filter so they will run when needed. Follow the manufacturer specifications and winterize equipment not needed before it goes into storage.

Safety Check The end of the year is quickly approaching. If your community’s maintenance team has not yet performed their annual check of smoke detectors, this is a great time to get it scheduled. Do not let December 31 arrive without the smoke detectors being checked.

Water Heaters As the weather gets cooler, the temperature of the water coming into buildings drops. That means our

water heaters will experience a larger temperature change and run for longer periods. Test the T/P valve (Temperature and Pressure relief valve) by lifting the lever on it and letting it go. If any water leaks out after the valve re-seats (or is it resets?), the T/P valve must be replaced. Flushing any sediment out is also a great idea.

Space Check Before it gets too cold, it is a good idea to check crawl spaces, storage rooms and attics. Look for new openings caused by age, animals and weather. To prevent freezing during the upcoming weather, check pipe insulation and any heat tape.

Shut Down and Prep The swimming pool and any other amenities that will be cycling out of usage in the upcoming season will need some work to ensure they are ready when temperatures rise in spring. Some years the best that can be said about the fall season is, “At least it’s not summer anymore.” Follow the steps above and you can be better than just “not summer.” With these tasks accomplished have an apple cider and enjoy the changing of the leaves knowing you are prepared!

Don’t forget about training. One of the key ways to equip employees to be successful is to invest in their training. Offering training to your employees increases their productivity and increases their commitment to your company. GNAA offers great courses throughout the year that can aid in providing the service teams with valuable knowledge. There are so many great people for the apartment industry. If we show our employees at every level how much they’re appreciated, having good core values will attract more great employees in the future. The pandemic has been challenging for all of us and we’ve all had to make a lot of changes. We need to figure out what we need to change in the workplace, change it and become better together.

Based on the activity of previous legislative sessions, it is also anticipated that additional bills that impact the multifamily housing industry will be filed prior to the bill filing deadline in February 2022. As always, TNAA will work to serve and promote the interests of the Tennessee rental housing industry through policy advocacy, stakeholder collaboration, and member communication, and will continue to be a voice for landlords throughout the state.
