I guess we are all bracing for the “much hoped for” Monsoons. Monsoon season is always a welcome relief to the scorching heat provided they don’t cause too much destruction. Prepare yourselves by cleaning out your gutters and removing debris from your roof. Roofs always take the brunt of the winds and downpours. The smell in the air after a rainstorm is better than any aromatherapy. The name for it is “petrichor” which is the earthy scent when rain falls on dry soil and it can be detected moments before it rains. I can’t wait!!!

The Real Estate market has certainly changed in the past few months. No longer do we have feeding frenzies every time a new listing becomes available and 30 to 40 people showing up at an open house. What we have now is a much more balanced market with prices remaining high, a little more inventory and a forecast of more reasonable price increases. The only prices we see being reduced are the ones who came late to the party and still thought there was no ceiling. Everyone is realizing a nice profit without the fear of driving our market to the brink of something completely unsustainable. Scottsdale Ranch will always remain a highly sought-after area with nationwide appeal and desirability.

Your HOA Manager’s Report By Kathe M. Barnes, CAAM, LSM, PCAM Executive Director
Are you looking for the opportunity to build, maintain or enhance your neighborly bonds in your subdivision? At the heart of every community association is the people. But the question on everyone’s mind is how do we bring them together in smaller sections of the community. For decades, SRCA has looked at ways to engage residents, to provide avenues to strengthen friendships among neighbors, to offer ways for them to connect and have fun. We have our big signature events but what else is there? The concept of a providing our residents a block party trailer filled with equipment emerged many years ago. It was a way to provide a moving party on wheels. The trailer is stocked with tables, chairs, tents, coolers, drink tubs, BBQ grill, trash bags and receptacles. You reserve it, we bring it to you! The cost is FREE so long as a minimum of 5 families from the neighborhood sign up for the event. Only a small refundable deposit is required at the time of the reservation. It gets better, SRCA will reimburse the neighborhood up to $125 for food and drinks for the event. Many of you have utilized the trailer already for your block party. What can we do to enhance the trailer? What are some things that we can add to make your block party even more special? Games, equipment? We would like to hear from you as your feedback is important. We are always looking at ways to improve and take it to the next level. The weather will be cooling off soon. Call the office to reserve for your party. 4 August/September 2022
Board Briefs May 2022 • It was approved to poll the homeowners of St. Tropez on the use of concrete roof tiles in addition to clay tiles. • House wall color variance was denied. • Board agreed that it was not in the purview of the HOA to conduct any sound studies for road noise. • The 2023 Annual Homeowners Meeting will be conducted in March in an attempt to solicit more attendees. • The board voted to cancel the July board meeting. June 2022 • Adopted a rule to only allow Mexican sand cast clay roof tiles in St. Tropez. • Upheld Architectural Committee’s approval of HVAC screen walls with the stipulation that the walls are stucco textured to match the surface to which they are affixed. • Adopted revised language relating to Play structures. • Appointed Dr. Pamela Chambers as a member of the Architectural Committee. • Approved the Property and Liability insurance renewal as recommended by the Finance committee. The SRCA office will be closed on Monday, September 5th in observance of Labor Day.
President’s Message By Matt Metz SRCA Board President
You may not know that I am a member of the Community Association Institute, an international organization dedicated to building better communities through homeowner associations. I also have the honor of serving on CAI’s Homeowner Leaders Council (HLC), an advisory group whose charter is to bring the perspective of homeowners and HOA board members to CAI. My participation on the HLC has provided a unique opportunity to meet and share ideas with HOA board members from across the country. Every time the HLC meets and shares ideas, I come back to Scottsdale Ranch with a stack of great ideas and best practices to assist SRCA in its unending pursuit of improvement and – yes – excellence. What has impressed me from these experiences is that when I come back with these inspirations and share them with our Executive Director, I learn that Scottsdale Ranch has already implemented most of these improvements. It turns out that under the leadership of your prior boards, and our very experienced and respected Executive Director and her staff, Scottsdale Ranch is already among not just the best HOAs in the Valley, or in Arizona, but is actually one of the best operated large-scale HOAs in the country! That isn’t to say we don’t have room for improvement. In fact, in the few cases where I bring a new idea that hasn’t already been implemented here, our board and our staff don’t shy away from the new and challenging. Our leaders actually embrace the opportunity to become even better; to improve our quality of life; to deliver better and more frequent social events; to control costs while improving the level of services we, the members, enjoy as part of living here. In short, I hope you are as delighted, and proud, as I am to be part of this premier community we know and love, called Scottsdale Ranch.

POLITICAL SIGNS If you haven’t noticed, voting season is upon us!! Every street corner and median are cluttered with political signs. The street corners and private property in SRCA are no exception. I always get the question, “Is that allowed?”. The answer is yes. Within Scottsdale Ranch, political signs are allowed on private property within the HOA in accordance with AZ Statute §33-1808 of the Planned Community Act. C. Notwithstanding any provision in the community documents, an association shall not prohibit the indoor or outdoor display of a political sign by an association member on that member’s property, except that an association may prohibit the display of political signs as follows: 1. Earlier than seventy-one days before the day of a primary election. 2. Later than fifteen days after the day of the general election. 3. For a sign for a candidate in a primary election who does not advance to the general election, later than fifteen days after the primary election. D. An association may regulate the size and number of political signs that may be placed on a member’s property if the association’s regulation is not more restrictive than any applicable city, town or county ordinance that regulates the size and number of political signs on residential property. If the city, town or county in which the property is located does not regulate the size and number of political signs on residential property, the association shall not limit the number of political signs, except that the maximum aggregate total dimensions of all political signs on a member’s property shall not exceed nine square feet. • Political signs are permitted no earlier than seventy one days (71) before the Primary Election. For 2022 the Primary Election will be held August 2nd. Political signs were allowed starting May 23rd. • Signs for Primary Election candidates who do not advance to the General Election must be removed 15 days following the Primary Election. Those signs will need to be removed no later than August 18th. • The state General Election will be held November 8, 2022. Signs displayed for the General Election must be removed 15 days following the election or no later than November 23rd. 6 August/September 2022

Political signs; printed materials; tampering; violation; classification It is a class 2 misdemeanor for any person to knowingly remove, alter, deface or cover any political sign of any candidate for public office or in support of or opposition to any ballot measure, question or issue or knowingly remove, alter or deface any political mailers, handouts, flyers or other printed materials of a candidate or in support of or opposition to any ballot measure, question or issue that are delivered by hand to a residence for the period commencing forty-five days before a primary election and ending fifteen days after the general election, except that for a sign for a candidate in a primary election who does not advance to the general election, the period ends fifteen days after the primary election. On December 6, 2011, the City Council adopted Resolution No. 8853 which established two Sign-Free Zones as authorized by Arizona Revised Statutes 16-1019(F). In the Sign-Free Zones, the State Law’s limitations on local enforcement for campaign, political, and ballot signs do not apply. One, includes portions of Scottsdale’s “Old Town” district and the other, further to the north, surrounds an area north of Frank Lloyd Wright Blvd. and south of Bell Rd. Trees and a Citrus Alert! Everyone loves trees. We know they are important to the environment, and we appreciate the beautiful shade they give us which is so very important in this climate. As there are over 60,000 species of trees, there are only 9 native tree species in the Phoenix area. That means all the rest are brought in and introduced to this climate. We make a lot of changes to the environment, the immediate landscape and even allergies are affected when new varieties are brought in. You may think that the local nursery has your best interest at heart when they recommend a specific tree to assist you with your query. Many aspects should be taken into consideration when choosing a tree to plant within an HOA. One very important factor when living in an HOA and planting a tree is your neighbors. How will this tree effect your neighbor when walking down the street? Will the branches grow large and strong and grow over the sidewalk? Will they grow over your shared wall? Will the tree trunk diameter increase and push on the shared wall? What about the tree’s thicket? Will it push against the shared wall and crack it when one day you stop trying to get on the other side of that monstrous tree to keep it trimmed? What about the leaves that blow into the neighbor’s pool? What if there are so many leaves blowing into their property that they damage their pool filter? What if you have citrus trees and do not glean the fruits and roof rats come into the neighborhood? What if you plant trees and take care
of them and then sell your home, the new owner does not take care of them? These are all issues that come into play and have affected neighbors and neighbor relationships. This is why we now have the 15-foot setback rule, requiring all trees that will be planted with a canopy of 15 foot or larger to have a 15-foot setback measurement from the new tree’s planting location to the shared walls/shared property lines/inside edges of the sidewalk. When you go to the nursery and the salesperson wants to talk you into a tree that will grow 20 feet wide, for the 8-foot area that you have available, please remember that this is one reason that you need to submit for approval first because trees require a 15’ setback from property lines, streets and sidewalks. Many homeowners have had to remove the beautiful line of trees that they planted along their wall without approval. They bought that type of tree because the nursery tells them that they have planted many of those trees in your HOA. What they did not tell you is that many of the homeowners that planted those trees had to remove those trees because they do not meet the 15’ setback requirement. It is not the required position of the nursery to have concern as to your HOA approval status. Their objective is to sell trees. Also, please know that if they say a tree can be kept pruned back to a shrub, that may sound reasonable BUT even though you keep the tree trimmed to a shrub size the roots will still reach that 20’+ canopy size. Roots that can damage sidewalks and walls. Alert! Citrus Greening The USDA (department of agriculture) is making assessments within the state of Arizona and specifically the Scottsdale area to see if we have any infestations here. The representative I spoke with said thus far, as of right now, Arizona is the only state whose citrus trees are not affected. They are putting up test strips to check back on and make assessments. We are looking for SR homeowners who are architects, contractors, designers, or anyone with HOA architectural experience to share their knowledge and expertise. The Architectural Committee’s purpose is to establish and implement controls for the aesthetics of Scottsdale Ranch based on the CC&Rs and Architectural Guidelines. The Committee’s responsibility is to review and take action on architectural applications submitted by Scottsdale Ranch homeowners prior to any modifications to the property are made. The Architectural Committee meets the second and fourth Wednesday of every month, at 3:30 P.M. in the

THE DROUGHT CONTINUES By Randy Zellers SDL, Director of Operations
Scottsdale has not received any significant rainfall over the past two months. This trend is disturbing and may continue throughout the summer months. I’ve read it will be an active monsoon season and I’ve read it will be dry. I always say, “Plan for the worst and hope for the best” as no one can predict what may happen. If it remains unseasonably dry throughout the summer, additional pressure on our irrigation systems to provide needed water to our plants, trees and turf will be increased. Most water use is outside of the home for our pools, plants, trees and turf. More than likely, another cutback of water for Arizona is in the very near future. In Tier 1, Arizona was hit the hardest with nearly one fifth of the state’s water supply being cut off. Arizona lost 500,000-acre feet of water that was allocated to it, which equates to 162,925,500,000 gallons of water. Tier 2, if it’s declared, will cut another 80,000 acre-feet of water from our base or 26,068,080,000 gallons. To put it in perspective, an acre-foot of water would generally supply three average Phoenix households with water for a year. According to Arizona Department of Water Resources (ADWR), 41% of the state’s current water supply comes from groundwater, 36% from the Colorado River, 18% from in-state rivers, and 5% from reclaimed water. Lake Powell and Lake Mead are at record low levels due to a two-decade long drought. A few weeks ago, the Bureau of Reclamation kept 500,000 acre-feet of water in Lake Powell to ensure that Glen Canyon Dam could stay functional and continue to produce hydro-electric power for our cities. We will need to be diligent in our water management practices in order to get through this. Here are some tips to use water wisely in your landscapes: • • • • • • • • • • •
Irrigate turf in the early morning to avoid evaporation Eliminate or minimize non-functional turf areas Ensure matching nozzles in your turf zones Utilize pressure regulating heads where possible Utilize desert adapted plants and trees in your landscape Avoid shearing of plants as they require more water to recover Water trees and shrubs deeply and infrequently to encourage deeper root systems Repair leaks in a timely fashion Upgrade poly tubing to PVC pipe for longer life span Monitor water bills and look for unusual spikes in usage Reprogram irrigation controllers weekly based on weather

Water Saving Landscape Renovation BACK IN TOWN FOR THE SEASON?? It is important for the SRCA office to have your current contact information. If you would like to change your primary mailing address from your summer address to your Scottsdale Ranch address, you may do so via the SRCA portal, the front page of the SRCA website or contact Ricki Stamos via email at rstamos@scottsdaleranch.org, to have your contact information updated in our property management software. By doing this, you will be able to continue to receive important letters, mailers, invoices and the SRCA bi-monthly magazines over the coming months.
PARKING RULES REMINDER Why can’t I park on the public street? The SRCA CC&Rs attempt to restrict on-street parking as much as possible requiring residents to use their garage and driveway first before parking on the street. If you are utilizing all of the spaces in your driveway and garage for parking and have more vehicles than those spaces allow, please contact the SRCA office so we can note your account. The expectation is to keep vehicles off the street as much as possible even if that means shuffling vehicles in and out of the driveway and/or garage. We appreciate the effort to keep the streets clear and safe.
Moving permanently to Arizona from New York, we knew we wanted to embrace the low maintenance – near zero – lifestyle as we are keenly aware of the limited and declining natural resources here in Scottsdale. Watering grass in the desert just didn’t feel right. Removing the water hogging front and back lawns was step one in the process while we waited for plan approvals. We knew we wanted a more modern look – but one that would fit in with the community and coordinate with our neighbor’s adjoining lawn. We enlisted the help of experienced Landscape Architect Justin Azevedo with The Design Lab to spearhead the project. We knew we wanted a front walkway, not just the driveway access – and some layering. Justin researched HOA guidelines and took our input very seriously – clean lines, textural differences – low maintenance, and a bit of a mid-century feel to coordinate with our interior vibe. Once submitted and approved, the planning and lighting took shape last October. I’m amazed at how quickly it’s grown and integrated to our home. Justin provided us with very detailed demo/planting/lighting specs – and importantly a guidebook for specific care of each plant. Last spring, we tackled our much larger back yard which had become quite overgrown with original bushes – and not much design. Again, Justin Azevedo provided us with the remarkable design integrating our existing Pergola/outdoor kitchen and travertine pavers which had been constructed last summer. This time, we added stunning wood accent faces with up lighting that create a truly Zen like, warm and inviting resort feeling to the yard. My home office faces the rear yard and it’s a peaceful, soothing oasis. Installation of all hardscapes, lighting, irrigation, and planting was completed by Luis Roche and his talented team. SRCA’S FIRST BLOOD DRIVE WAS A SUCCESS! Last June, SRCA partnered with the American Red Cross and held a blood drive in the SR Community Center. The goal was to collect 18 units (pints) of blood, however we surpassed that goal and collected 27! One unit of blood has the potential to save three lives. The blood recipients, their families, friends and our greater community all benefit from the blood collected that day. We truly appreciate those residents who were able to donate with the American Red Cross. Your effort shows your generosity, selflessness and dedication to helping others. Our next blood drive will be held on Thursday, November 17th in the Scottsdale Ranch Community Center from 8:00 A.M. – 1:00 P.M. We hope to make this drive an even bigger success! Mrs. Bailey has been an Assistant Principal for the past 8 years and a Special Education teacher for 5, in the Forsyth School District, Cumming, Georgia. Mrs. Bailey holds a Bachelor of Science in Elementary Education, Master of Science in Curriculum Instruction. Mrs. Bailey has a diverse background and we’re so lucky to have her as the Assistant Principal at Laguna Elementary School.
It is truly an honor to become part of the Laguna Elementary family and I am looking forward to future interactions with the faculty, students, staff, and parents. I am incredibly excited to become a part of the Laguna Community and the start of the new school year on August 3rd! I have been in education over thirty years and my professional experience includes teaching, business education, physical education, an educational counselor, and a school administrator, both at the elementary and middle school levels. New Cox Innovation Lab in Virginia G. Piper Boys & Girls Club Features a Modern Environment and the Latest Technology A new Cox Innovation Lab featuring comfortable, productive spaces and the latest technology at Boys & Girls Clubs of Greater Scottsdale Virginia G. Piper Branch was in full use for summer camp. The upgraded space was made possible by a $16,530 grant from Cox. “The room was formerly a tech lab that had not been updated in more than a couple of decades,” said Ivan Gilreath, BGCS President and CEO. “The funds from Cox allowed us to transform this old computer room into a true collaborative space that will allow kids to explore emerging technologies while honing their creativity and problem-solving skills. We were happy to have functioning for our booked-to-capacity summer camp.” The upgrades included new laptops, iPads, Apple Pencils, a DSLR camera, Vlogging kit, iMac workstations, VR headsets, as well as new soft flexible risers, modular desks, and stools. The room’s appearance underwent a remodel as well with new ceiling tiles, flooring, and a fresh coat of colorful paint. The Virginia G. Piper Branch Cox Innovation Lab was designed to provide kids with learning spaces that will better reflect the kind of working reality they will experience when they get out of college and into the workforce. The remodel allowed the Club
to switch from desktop to laptop computers and tablets, making learning opportunities more mobile. The room setup went from rows of tables and chairs to a more flexible seating arrangement for individual comfort. Cox Communications enjoys a longtime partnership with Boys & Girls Clubs of Greater Scottsdale. Both entities are dedicated to serving youth in their communities and supporting their academic success. “As we worked this summer to get kids back to grade level in math, civics, social emotional learning and literacy, the technology we put into the Cox Innovation Lab helped to make this possible,” explained Christian Sanft, Director at the BGCS Virginia G. Piper Branch. As part of the AZ OnTrack Summer Camp program, BGCS provided expanded educational offerings in addition to the organization’s usual fun and enriching programs that help youth build confidence, social relationships, and a love of learning to prepare them for the upcoming school year. Residential Handbills Program By Brian Hartman, #866 Scottsdale Police Department Crime Prevention Officer, Via Linda District
The distribution of printed materials including handbills, fliers, and door hangers to a residential property in the City of Scottsdale is regulated under the City of Scottsdale’s Revised Code (Chapter 19, Sec. 9). It is a violation to deliver these types of printed materials to a resident who has announced that they do not wish to receive them. Below are 3 easy steps of the Residential Handbills Program a resident can take to legally notify a handbill distributor that no printed material is to be placed on the resident’s premises. Step 1: Announcing The citizen must announce that he/she does not wish to receive handbills. This can be achieved through signage posted in a conspicuous place near the entrance of the residential property. Step 2: Notifying If handbill distribution continues after Step 1, the citizen may then notify the Handbills Program Coordinator of the violation and provide copies of the offending handbills. The Handbill Program Coordinator is Christy Hill (chhill@scottsdaleaz.gov). Step 3: Notification of Violation The Handbills Program Coordinator will then contact the offending advertising, marketing, or distribution company(s) in question, to notify them of the violation(s) as well as direct them to respect the citizen’s request by not leaving any further advertising material at that address.
