WHY IS BUYING A HOME LIKE BUYING A COMPUTER? Having just bought a house, I have been able to experience first-hand what it is like to do this again. On one hand, the excitement of moving is fun – but on the other hand, choosing the ‘right’ house can be a real challenge. Here’s what I found: If one waits for the market to get better/worse; the exchange rate to improve/worsen; the Dow Jones to do whatever it is supposed to do, you could end up waiting a lifetime to buy or sell. As long as you do what you do in the same market, there shouldn’t be a problem. One of our agents sold a house last month to someone who had been looking for over 2 years. That’s a lot of rental to waste – and a lot of showhouses to visit. It’s a little like waiting for the new model before buying a laptop computer – you'll never buy one. I must say that of all the properties we saw – we were looking for a townhouse - we
liked most of them. There are currently some great properties on the market and most of them are at very good prices. Making an offer based only on rigid statistical analysis is also not the cleverest way to buy a home (note that I have said ‘home’ and not ‘property’). It is always fun to get a good deal but sometimes the buyer wanting to ‘screw the last drop’ from the seller (and sometimes the agent) is one way to end up with Hobson’s Choice. If you are in the market to speculate with your property purchase, then it is reasonable to offer low – but you will lose more properties this way than by being reasonable. If it is a home you want, pay for the "specialness" of it – it will be worth it in the long run. I have so often regretted not getting something because I offered too low or was being too clever. A home is an important purchase so it is wise to look for ways to make it happen.

SO, WHY DO WE USE "THE PROPERTY PAGES" AND NOT ADVERTISE IN ALL THE OVERSEAS MEDIA? The Property Pages magazine (and we have just launched the “Just Listed” monthly broadsheet) is distributed widely in the Southern Suburbs because most of the properties sold in the Southern Suburbs are sold to people who already live here. We really believe that we need to focus on the local community in all respects and have tried to make what we do, about the Southern Suburbs. There are so many interesting things to do here and so much business opportunity that we
want to highlight what the Southern Suburbs are all about. I am sure that all of us have our favourite spots and we would welcome hearing about yours. At the end of the day, though, we are about selling and renting property and we are really bored with the traditional ways of marketing property through the newspapers. The Internet is a convenient way of shopping for a home – but we think that it is just ‘more of the same’. We want to present property in a special way.

CLOSING PERCENTAGES ARE UP! Salespeople will know exactly what ‘closing’ means – it means the securing of a sale from offer to conclusion. In the case of property sales, this would mean from taking an offer on a property, to getting the offer accepted by the seller, getting the suspensive conditions fulfilled (bond approval, sale of the buyer’s property, etc) to getting the transfer of the property completed. The Closing Percentage is an important gauge for property market
sentiment as well as the availability of finance. The first hurdle is to conclude a negotiation between buyer and seller. We find at the moment (and this is also area dependent) we get around 8 out of 10 offers accepted. There will always be around 20% just too low for the seller (or perhaps the seller’s expectations are too high). The next step is to get the suspensive conditions fulfilled. 3 years ago, when the market was very uncertain, it was
more difficult to get the buyers’ properties sold; the banks were really fussy and the sellers’ price expectations had not yet adjusted to the global economic slowdown. Closing percentages then were around 40%. (In fact, banks were only approving around 20% of bonds applied for). Banks are now more bullish and the market is so much more stable – our closing percentage is now around 80%.

ommunal or estate living remains high on the shopping list of discerning buyers says Seeff Southern Suburbs agent, Tertia Barnett. While security and privacy are key characteristics of estate homes, the agent says that open spaces, low traffic and noise levels and a clean and tranquil environment all add to the allure of these homes. Nature and eco estates are some of the newer types of estates that are drawing these buyers, she advises. With an increased awareness of the need to take care of the planet 4 | THE PROPERTY PAGES | APRIL 2013
and live as environmentally friendly as possible, many buyers are heading to estates such as Stonehurst Mountain Estate where they can live in a tranquil, environment friendly community. For these buyers, it’s a case of work in the city and a responsible country-like lifestyle, she adds. Stonehurst Mountain Estate is a ‘black sky’ development that discourages light pollution and encourages sustainable design in line with the latest planning legislation, water saving and alternative energy use, says Estate Manager, Glynis Coetzee.
Since its launch in 2006, nearly 300 properties have been sold in the estate. Located at the beginning of the M3 ‘Blue Route’, on the mountainside above Westlake Golf Course, Stonehurst has easy access to the City, False Bay Peninsula and the Winelands. Smaller, three bedroomed freestanding homes are selling for around R3,65 million while larger luxury homes range up to around R15,25 million for a home with six bedrooms with en-suite bathrooms that open onto balconies which take full advantage of the spectacular views. W
hile a rate cut would undoubtedly have been good news for cash-strapped consumers, Seeff chairman, Samuel Seeff, says that the decision by the Reserve Bank’s Monetary Policy Committee to keep the interest rate stable at the current level of 5% nonetheless underscores the steady property market fundamentals and sends the right message.
With the growing concerns around the macro-economy, growth, job creation and the upward inflationary pressure driven by basic living, transport and utility price hikes and

STABLE INTEREST RATE UNDERSCORES STEADY PROPERTY MARKET FUNDAMENTALS GOING FORWARD pressure on the Rand, keeping the interest rate unchanged is the most prudent decision insofar as households are concerned. We remain of the view that while there is more energy in the market evidenced by improved demand since about mid-2012 and continuing into this year, a conservative outlook remains vital. Home owners need to focus on bringing down their debt levels, maintain their bond repayments and invest any spare cash into their home loans, he says. Indications are that the banks are making inroads into reducing the volume of distressed properties on the market and this, along with the healthy demand in the sub-R1,5 million housing sector and improving demand in the upper income sector, has seen many areas across the country starting to report stock shortages. This is good for the market and will see some improvement in prices, although only marginally given that the continued economic constraints has put the power in the hands of buyers.
My sense is that the property market conditions feel a bit like 2002, a period when we also saw a weakened currency, says Seeff. We then saw the market trading relatively flat and gathering momentum year-on-year leading to the boom period up to 2007, but it should be noted that the interest rate was higher. Smart buyers at that time were able to buy relatively cheaply and reaped the reward when they sold smartly during the boom period. The same applies now. Despite the improved demand, prices are still trading relatively flat and this, along with the still historically low interest rate and weak currency, creates the ideal buying conditions, provided that investors and buyers do their homework and buy smart. Certainly, based on our turnover which is up by around 20% over the same period last year, we believe that the positive market sentiment from last year has carried over into this year. Provided that there are no major economic upheavals
and that demand remains healthy, 2013 should be a good year for property. If consumers can make some inroads into bringing down their debt levels and improve their credit ratings which would enable the banks to grant more home loans, we anticipate that sales volumes would continue to gather momentum until about mid2014 with some real growth coming through from about 2015 onwards. This would then take us to the end of an 8-year cycle since the 2007/8 market slump and we can anticipate seeing an upward trajectory towards greatly improved property market conditions that would again lure serious investors.

any people when thinking of wallpaper see their Grandma’s house with her old floral wallpaper peeling in the corners and strategically fading where the sun pours in. Like most things in this world technology has played a big role in the use of wallpaper We can now offer superb geometric papers, damasks, trendy and horizontal stripes, textured papers, panel wallpapers of surfers or the Manhattan skyline, grass cloths, gilded and silver leafed papers to name just a few. The use of wallpaper can be applied in a large way or a very small one. Often just one wall behind the bed brings the room to life, creating a cosy or very dramatic feature wall. It’s very much like paint in that it does not cost a living fortune to wallpaper one wall but can make all the difference in the world. Wallpapering forgotten areas or grand dining rooms can make a huge creative difference to how the room is perceived. It’s a quick and painless exercise.
There is an art to applying wallpaper and it really needs to be done very skilfully. Pattern repeats have to be taken into account and well as the surface of the wall. Strangely enough the base of the wall will determine the final finish of the wallpaper. Walls should be smooth, dust free and have a good coat of fresh paint. Crete stone walls are not a great surface to work with as they are very dusty and porous. If you want to give your children’s rooms a new look; think of using a couple of rolls to brighten up an area. There are so many wonderful children’s wallpapers with yachts, stripes, baby dolls, cars and buses with borders to match. Take a plain fabric for a padded headboard to hang against the wallpaper and keep the linen simple. You will be amazed at the beautiful uncluttered finish you will get. Wallpaper is a wonderful tool at a decorator’s disposal as one can make a room look fantastic without even using fabric.

This facility also services Mosaic’s four lovely self-catering cottages and provides hours of fun for guests playing boules and enjoying South African wine from the cellar. The keystone above the Spookhuis entry is dated 1892. Built entirely of solid limestone blocks quarried on the farm and hauled by oxwagon, it was the homestead of the granddaughter of a wealthy land baron. The house reveals details of the English Georgian Period with a symmetrical façade, spacious proportions of the rooms and windows, and an arched Palladian entry. After
Anglo American purchased the property in the 1960's the house was unoccupied and quickly became dilapidated. Graffiti filled the walls, floorboards were burned inside the home, doors, windows and interior trim had been taken out and the only residents were barn owls. For a half-century, people sailed across the lagoon or traveled the old ox-wagon road to visit the abandoned “Spookhuis”. Some camped on the grassy shore by the old stone homestead and told scary stories in the moonlit nights. Evidence of their passage was engraved throughout all the plaster walls, one of which commented on the reputation of the house by asserting “This place ain’t haunted”. New owners completed a 12-month restoration of the Spookhuis in 2007, returning this enchanting manor house to its original grandeur. The Spookhuis is also a magnificent venue for weddings, executive conferences and family celebrations.

ogaSpirit started as a pie-in-the-sky dream. I wanted to create a yoga studio in Constantia that would provide an alternative to the gym - a place with soul, where people could escape when they needed a break from the daily grind. In my teaching experience, I’d seen yoga work in powerful ways in my own life and for others. I’d watched students transform during class: they walked in stressed and they walked out peaceful. I’d seen bodies change, injuries heal and people blossom into confidence. I wanted to make this experience available to as many people as possible, and envisioned a beautifully designed space where you could see the trees from your mat and practice top-notch yoga. However, as a 26-year-old yoga teacher with no business experience, the odds were stacked. Potential landlords raised their eyebrows and looked at their watches, and I battled against a lot of preconceived notions (“don’t you have to be flexible to do yoga?” … and just for the record, no!). However, through a combination of gifted mentors, my wonderful family, some very good luck, and a lot of hard work, YogaSpirit pulled

itself into being. We opened our doors after a year in the pipeline, in April 2011. The studio is more beautiful that I could have hoped for, and the community is thriving. I never know who is going to walk through the doors or what the day will require of me. It hasn’t been an easy ride; however, I never get that Sunday night feeling of dread for what Monday brings. The coming years will bring expansion on all fronts, including a teacher training, yoga retreats and workshops, and a more extensive class schedule. We run classes seven days a week and offer Bikram and Vinyasa yoga, as well as Yin yoga and kiddies' classes, to beginners as well as more advanced practitioners. Various packages are available – to start you off on your YogaSpirit adventure, we have an intro deal of R150 for two weeks of unlimited yoga. Harfield Village is a trendy, cosmopolitan suburb which has a buzzing atmosphere and is perfect for a great night out. Harfield Village, Claremont represents the area between the Southern Suburbs railway line and Rosmead Avenue, and from Lansdowne Road to Bell Road. There is a main street with a collection of superb restaurants and bars offering a full range of choices from Brads Grill steakhouse to Chinese, Thai, Indian, Mexican, and local cuisine. Harfield is a hub attracting a full range of local people from students to young professionals and families. There is a great sense of community. UNDERSTANDING FERTILIZERS
W
hat is fertilizer? A fertilizer is defined as a material applied to the soil to supplement plant nutrients already present. Fertilizer additions to soil are used to increase growth or yield, quality and nutritive value of plants. It is important to have a good understanding of different types of fertilizers before applying them to lawns, flower beds and vegetable gardens. There are at least 3 numbers printed on the label of a bag of fertilizer. These figures determine the fertilizer grade and are called the ‘N P K numbers‘. These are referred to as the macro nutrients. The first number refers to the minimum percentage of nitrogen ( N ) in available form , the second to the minimum percentage of Phosphorous ( P ) and the third to the minimum percentage of Potassium ( K ).If other nutrients are added into a fertilizer mix , then their minimum percentages are also listed on the bag. An example of a common fertilizer grade is 3:1:5. A 3:1:5 fertilizer mix has 30% N, 10% P and 50% K guaranteed in any bulk amount. Thus a 10kg bag of 3:1:5 contains 3kg of nitrogen, 1kg of phosphorous and 5kg of potassium. Fertilizers may be mined or manufactured and are formulated as granular, liquid or spikes. Granular fertilizers are the most common. The physical characteristics of granular fertilizers are set by mechanical screening so that they can be spread easily and accurately. Liquid fertilizers are sold either as liquid concentrates or as dry base materials. They must be either diluted or dissolved in water prior to application. Both granular and liquid fertilizers can be used for all types of trees, shrubs, groundcovers, vegetables and grasses. Tree and shrub spikes are examples of fertilizers formulated for special purposes. Natural organic fertilizer carriers include various sewage sludges and plant and animal residues (composts and composted manures). Nutrient release from natural organics is primarily due to microbial decomposition; therefore nitrogen availability in cool or dry months is low. Natural organic fertilizers have the advantage of low foliar burn, little nitrogen loss due to leaching and may contain some micro–nutrients, but unlike processed fertilizers, nutrient content in proportion to bulk material is usually quite low. in South Africa , is ideal for our climate and conditions , is safe for pets and children , is organic thereby increasing the organic content and water holding capacity of soils , cannot burn or harm lawns , seedlings or plants , encourages earthworm activity and promotes healthy soil structure. Neutrogs, Bounce Back is made from manure, the oldest and most natural fertilizer, composted and steam treated to ensure that it is weed seed and pathogen free. It is then pelletized for easier and cleaner handling. Neutrog advises a year round fertilizing program. This provides consistent and sustained growth of your garden plants and lawns throughout the year. It is suggested to treat your gardens and lawns with boosting fertilizers in spring and autumn when maximum sustainable growth is required and with ‘consolidating’ fertilizers in winter and summer. Some nutrient deficiency symptoms include: Nitrogen– small leaves; short, small thin growth; uniform yellowing of leaves. Phosphorous – bronze to red coloration of leaves; shoots short and thin. Potassium – on older leaves, marginal yellowing, followed by dead areas on the leaf. Calcium – death of terminal bud; leaves may be distorted with the tips hooked back. Magnesium – yellowing between the leaf veins, followed by dead patches between the veins. Boron – distortion or thickening, or both of the young terminal foliage. Sulphur – uniform yellowing of new and young foliage. Iron – yellowing between the veins, followed by bleaching of the younger leaves. Copper – yellowing and mottling of young leaves; shoots die back. Manganese – yellowing of foliage, Molybdenum – leaves do not fully expand; yellowing and dying of the leaf. Zinc – small, narrow leaves. If unsure of what fertilizer to use or when to fertilize, it is advisable to enquire at your local nursery or contact a SALI approved landscaper for advice.

PLANNING AND PLANTING UP YOUR
INDIGENOUS WATER WISE GARDEN THE CORRECT WAY.
N
ot much thought is given to the garden design, water constraints, plant selection or soil preparation. It is vital to get expert advice in order to prevent disappointment in the long run. There are many Horticulturists, landscapers and nurserymen around that would be willing to advise. Once you have decided on the design, the next and most important aspects of the garden installation is the soil preparation. This is vital as it is the back bone of the garden and if done properly will reward you immensely in time to come. It is important to rotovate or loosen the soil to a minimum depth of 300mm.All larger stones, litter and builders rubble should be removed. Once this is done a good well composted, weed free compost should be rotovated in to a depth of 300mm.A good tilth should be achieved. The flower bed should then be raked even and all large clods broken down. The flower bed should then be ready for planting. The prevailing winds, amount of sun, soil type, and slope of flower bed are some of the considerations which need to be taken into account when selecting plant species. There is a big drive towards water wise, low maintenance, indigenous plants. There is a wide variety of these plants available from various nurseries. Trees form the canopy of the garden. Always make sure that the tree is suitable for the position that you require it for. Take into consideration whether you require an evergreen or deciduous tree. The root system, which is important when planting next to paved areas or driveways. The fruit of the tree as you would not want to plant a fruit bearing tree near
a swimming pool or driveway. The height and spread of the tree. Broad or fine leaves. You can always see a good tree in a container or bag by looking at the shape, balance and proportion of stem thickness to height. When planting the tree it is important to prepare a square hole. Always make the hole as big as possible. Always cut circling roots. Cutting the roots will stimulate root growth after transplanting. Mix the topsoil from the excavated hole 50:50 with a well matured compost and bone meal. A well grown container tree should have a full shape and should be fairly free standing. In a sheltered position, a single stake driven close to the stem and tied with rubber tubing in a figure of 8 will work well. In a windy garden, double staking is strongly advised. This would require 2 upright stakes 30cm either side of the tree with 2 horizontal cross pieces attached with rubber ties. It is vital to prevent chafing of the tree. Never plant your tree deeper than the existing soil level of the container that it was in. Water the tree well, fertilize regularly and prune to encourage new growth and shape. Here are a few suggestions of trees for a small garden: Heteropyxis natalensis (Lavender tree), an indigenous, deciduous tree to 4m in the Cape, needs a sheltered position, attractive bark and leaves and slight lavender scent to flowers and leaves. Rhamnus prinoides (Blinkblaar), an indigenous, evergreen tree to 4m, glossy leaves and red berries. Attractive garden subject loved by birds. Olea europaea sub. sp. africana (Wild Olive), indigenous, evergreen tree. Good shade tree with neat rounded crown and edible fruits. Have fun gardening correctly.

VAT VS TRANSFER DUTY The enquiry whether Transfer Duty or VAT is payable in a property transaction, is often confusing. Such uncertainty can lead to parties erroneously omitting to indicate in an agreement that the purchase price (or commission) is ‘VAT incl’ or ‘VAT excl’, which can have disastrous implications for the party liable to pay VAT to SARS. What is the position? TRANSFER DUTY The point of departure is the Transfer Duty Act which provides that transfer duty is payable on ‘the acquisition’ of property. This effectively means transfer duty is payable in all property transactions, except where specifically exempted. The liability to pay transfer duty rests on the shoulders of the purchaser and a transfer duty receipt must be lodged in the deeds office before the Registrar will pass transfer.
VAT One of the exemptions provided for in the Transfer Duty Act is where VAT is payable in a transaction in which case no Transfer Duty is payable. VAT is payable when: 1. the seller is registered or is obliged to be registered for VAT (‘a VAT vendor’); and
In addition, the purchase price received from a subsequent sale of the rented property is also VAT exempt. So if X sells the property which he previously let out for residential purposes, no VAT will be payable despite him being a VAT vendor. (The purchaser of the flat will however pay transfer duty on the acquisition.) ZERO-RATED TRANSACTIONS If a transaction where a VAT vendor is involved as seller, is not VAT exempt, it may still be zero-rated (ie, VAT is payable at the rate of 0% (and not 14%)). If a transaction is zero rated, it still falls within the “VAT net” and all the provisions relating to VAT apply. To be zerorated, the transaction must qualify as follows: both seller and purchaser must be VAT vendors;
2. the transaction occurs in the course and furtherance of the seller’s business.
the property sold is a going concern (ie an existing, operating business); and
For example: A is a VAT vendor, his business being property developments. He sells a home in a development to B for R 2 million. The transaction will attract VAT as it is occurring in the course and furtherance of A’s VAT vending business. But, should A sell his private home to B which does not form part of his VAT business, the transaction attracts transfer duty and not VAT.

In VAT transactions, the liability to pay the tax to SARS lies with the seller. VAT EXEMPT TRANSACTIONS A transaction in which a VAT vendor sells property that has previously been leased for residential purposes, is VAT exempt, and the transaction falls outside the ‘VAT net’. For example: X is a VAT vendor and his business is buying, selling and leasing property. As part of the business, X rents out a flat for residential purposes. VAT is not levied on the rental income received, despite X being a VAT vendor rendering the supply in the furtherance of his VAT business, as residential rental income is an exempt supply in terms of the VAT Act.
For example, if X (a VAT vendor) sells his grocery store (the business and the building in which the shop is situated) as part of the same transaction to B (a VAT vendor), the transaction will be zero-rated. VAT INCLUSIVE/EXCLUSIVE As a general rule, any price charged by a VAT vendor (for a taxable supply) is deemed to be VAT inclusive. Accordingly, if a sale transaction is a VAT transaction, then the purchase price will be inclusive of VAT unless the contract specifies that VAT is excluded from the purchase price. One must therefore be very careful in calculating the purchase price where the seller is a VAT vendor as very often the VAT vendor does not take into account that the selling price of the property includes VAT and the seller is upset when he discovers that a portion of the purchase price which he has received from the purchaser, must be paid to SARS by way of a VAT payment.
