1st Quarter of 2015 The first quarter of 2015 has seen solid growth from our Southern Suburbs offices of Constantia, Newlands and Claremont. Seeff Southern Suburbs achieved a 6% growth in sales year on year for the 1st quarter of 2015. This has been a significant performance considering that 2014 was a record year for Seeff Southern Suburbs as well as Seeff nationally which achieved over R14 billion rand in sales for the year. In comparison, the Southern Suburbs total sales figures according to Propstats recorded an approximate 7% decline in sales for the same quarter year on year (2014: R1.4 billion and 2015 R1.3 billion). It is important to note that Seeff grew by 6% whilst the market declined by 7% for the same period. The 1st quarter of 2015 shows that the Hout Bay and Llandudno office is on track to maintain its record sales achieved in 2014. The total sales figures for Hout Bay according to Propstats recorded a growth of approximately 15% year on year for 1st quarter (2014: R224m and 2015: R259m), confirming that Hout Bay continues to grow in popularity and is a desirable suburb for local as well as foreign buyers.
Transfer Duty The Minister of Finance, in the 2015 budget speech, revised the transfer duty rates which will impact positively on the purchase of properties where the selling price is less than R2.650million. More significantly and in respect of properties priced in excess of R2.650 million the impact is not in the taxpayer’s (buyer’s) favour where the transfer duty rates were increased. I have put together a table below to give a few examples. Sustained demand, stock shortages and still plenty of activity in the market While the banks are beginning to point to a slowdown in the property market, word on the ground is that there is still plenty of demand and activity. Finding enough stock to meet the buyer demand remains an ongoing challenge with well-priced properties still selling within anything from one to three weeks. Sales activity over the past summer has strengthened further to the best levels in over five years. The positive sentiment has extended beyond the primary urban areas and premier coastal hot spots such as Cape Town’s Atlantic Seaboard, to secondary markets like Hermanus, Plettenberg Bay, the Cape South and West Coast and KwaZulu-Natal’s premier Dolphin Coast.

While mindful of the mounting economic challenges, not least of which the energy crisis, cost spikes and potential interest rate adjustment later in the year, there is still plenty of optimism in property. Although much of the activity is driven by first time buyers and upgrading families, we have also seen a return of trophy and investment home buyers. Developers too have made a welcome return to the market. While price growth on the whole has returned to more subdued levels since the start of the year, there has nonetheless been a steady uptick in property values, especially in the high demand urban centres and of course in the premier property hot spots. Similarly, with growing demand for more compact and secure living, the sectional title sector as well as lifestyle and security complexes have seen excellent capital value appreciation on the back of strong demand. We have now had a good two-year run in the market with favourable selling conditions. The flat interest rate and increased mortgage granting continues to support the demand. Consumers have benefited from above inflation salary increases and with a growing middle class, most of whom are looking to buy a house, we remain cautiously optimistic about the remainder of the year. It is still a good phase for sellers with plenty of appetite to buy and good prices to be had. Against an increasingly challenging economic background, this may not last. If you hesitate too long, you may well miss out on a good opportunity to find a buyer, good price and in turn take advantage of the favourable buying conditions. Seeff Andy Todd Memorial Golf Day The inaugural, Seeff Andy Todd Memorial Golf Day, was held at Royal Cape Golf Club on Friday 10 April 2015. An outstanding field of 76 players gathered for a shot gun start in delightful weather at the country’s oldest golf club presenting in excellent condition. Mulligans were offered and the betterball stableford format returned a winning score of 46 points by Seeff’s own Stuart Manning and his partner Colin Young. Runners up were Royal Cape stalwart Duane Fisher and partner Brian Felix, 3rd place went to Peter Shaw and Ashley Larter. Andy Todd’s long time friend Milton Koumbatis ran the charity auction while the players were enjoying post round drinks and snacks. ROBBEN ISLAND Since the end of the 17th century, Robben Island has been used for the isolation of mainly political prisoners. The Dutch settlers were the first to use Robben Island as a prison. Its first prisoner was probably Harry die strandloper (Autshumao) in the mid-17th century. Among its early permanent inhabitants were political leaders from various Dutch colonies, including Indonesia, and the leader of the mutiny on the slave ship Meermin. After the British Royal Navy captured several Dutch East Indiamen at the battle of Saldanha Bay in 1781, a boat rowed out to meet the British warships. On board were the “kings of Ternate and Tidore, and the princes of the respective families”. The Dutch had long held them on “Isle Robin”, but then had moved them to Saldanha Bay. In 1806 the Scottish whaler John Murray opened a whaling station at a sheltered bay on the north-eastern shore of the island which became known as Murray’s Bay, adjacent to the site of the present-day harbour named Murray’s Bay Harbour which was constructed in 1939–40. After a failed uprising at Grahamstown in 1819, the fifth of the Xhosa Wars, the British colonial government sentenced African leader Makanda Nxele to life imprisonment on the island. He drowned on the shores of Table Bay after escaping the prison. The island was also used as a leper colony and animal quarantine station. Starting in 1845 lepers from the Hemelen-Aarde (heaven and earth) leper colony near Caledon were moved to Robben Island when Hemel-en-Aarde was found unsuitable as a leper colony. Initially this was done on a voluntary basis and the lepers were free to leave the island if they so wished. In April 1891 the cornerstones for 11 new buildings to house lepers were laid. After the introduction of the Leprosy Repression Act in May 1892 admission was 34 | winter 2015 | the property pages
no longer voluntary and the movement of the lepers was restricted. Prior to 1892 an average of about 25 lepers a year were admitted to Robben Island, but in 1892 that number rose to 338, and in 1893 a further 250 were admitted. During the Second World War the island was fortified and BL 9.2-inch guns and 6-inch guns were installed as part of the defences for Cape Town. Robben Island was used as a prison for political prisoners and convicted criminals from 1961. It was a maximum security prison for political prisoners until 1991. The medium security prison for criminal prisoners was closed in 1996. In the South African general election, 2009, the Democratic Alliance won the island. Robben Island is both a South African National Heritage Site as well as a UNESCO World Heritage Site. Today the island is a popular tourist destination and was declared a World Heritage Site in 1999. It is reached by ferry from the Victoria & Alfred Waterfront in Cape Town and is open throughout the year, weather permitting, and tours of the island and prison are led by guides who were formerly prisoners there. Robben Island Museum (RIM) operates as a site or living museum. All the land on the island is owned by the State, with the exception of the island church.

ROBBEN ISLAND LIGHTHOUSE Jan van Riebeeck first set a navigation aid at the top of Fire Hill (now Minto Hill), the highest point on the island. Huge bonfires were lit at night to warn VOC ships of the rocks that surround the island. The current Robben Island lighthouse, built on Minto Hill in 1864, is 18 metres (59 ft) high and was converted to electricity in 1938. It is the only South African lighthouse to utilise a flashing light instead of a revolving light; its light is visible for 24 nautical miles.

MOTURU KRAMAT The Moturu Kramat, a sacred site for Muslim pilgrimage on Robben Island, was built in 1969 to commemorate Sayed Abdurahman Moturu, the Prince of Madura. 1. To build the side columns for the new surround, use MDF to construct two rectangular boxes with open backs. Determine the size of your boxes by measuring the distance from the brick to the edge of the mantel and then from the mantel to the floor. Our boxes measure 53-1/4” tall x 6” wide x 7” deep. Centering the Newel Post on the Box
2. Lay a newel post onto the front of one of the boxes, opposite the open end. Center the post on the box; mark its placement with a pencil. Remove the post and flip the box over. Drill pilot holes from the inside of the box. Flip the box back over and spread glue on the post where 40 | winter 2015 | the property pages
3. Sand the edges and seal any gaps and nail holes with painter’s caulk. Spray the columns with paint. 4. Cut two pieces of MDF to make the cleats that will hold the columns to the wall. The cleats should measure 1-1/2 inches less than the height and width of your column box. Our cleats measure 51-3/4” x 4-1/2”. Use wall screws to secure the cleat to the wall on either side of the fireplace. 5. Secure the columns to the cleats with finish nails. Make sure the columns are plumb and level. 6. Cut a new mantel piece from the MDF. Make it larger than your existing mantel so that you can install crown molding at an angle connecting the old and new mantels
7. Fasten MDF cleats to the underside of the mantel to give it more height, the height of the cleats will depend on the size of the molding you are using to wrap the mantel. Level the cleats with shims and secure the new mantel to the top of the old mantel with finish nails. New Fireplace Surround and Mantel
8. Measure and miter cut the crown molding for the mantel. Fasten the molding up from the existing mantel to the new mantel. 9. Use a nail set and hammer to sink nails below the surface of the crown molding. Use painter’s caulk to seal gaps or nail holes. KIRSTENBOSCH AGAIN AMONGST THE MEDALS AT CHELSEA More silverware makes its way to South Africa from the Royal Horticultural Society’s Chelsea Flower Show. The South African National Biodiversity Institute (Sanbi Kirstenbosch) presented its 40th exhibit, designed by David Davidson and Ray Hudson, and was delighted in receiving a Silver Gilt Award. Each year is filled with tense moments, 2015 being no exception. The stand was completed with the clock literally running out. With just hours to go to the show’s opening, only some of the consignment was released by customs, but not the all-important feature plants.

The Keith Kirsten Garden Centre opens in Waterfall Estate in 2016 and promises to bring excitement to gardening. The new garden centre in the heart of Gauteng, will offer all things garden-related but with a modern twist. It’s about gardening with a difference, ignoring what’s out, like those manicured lawns and monoculture gardening trends of days gone by, and definitely enjoying what’s in; stunning trees and meadows, water-wise plants, herbs and vegetables and kaleidoscopes of colours in containers. It’s about sustainability, local native plants and better use of smaller gardens in trendy suburbs, and, of course, about recycling, reusing and reducing the waste in our gardens, not to mention avoiding the use of harmful pesticides and opting for organic instead. The garden centre, the first of a franchise will be run by the highly respected “Nursery Family” and close colleagues of
mine, the Goodwin family, aims to educate gardeners. This includes the planting of trees near walls and pools, herb gardens to offer excitement in the kitchen and container planting that brings patios alive with colour. I cannot wait to be involved in the retail part of gardening again. It’s the ideal opportunity to open minds to a new age of gardening at the lectures we are planning in the centre. Anthony Tesselaar says, “This is a real credit to you, and keeps your name way out centre and front, not only with this major estate, but also with the major players in the horticultural industry.” Marshall Dirks of Proven Winners is also excited, “Congrats my friend – certainly a culmination of a lifetime of supporting gardening!
