HOW THE REAL ESTATE INDUSTRY HAS CHANGED When I joined the real estate industry in the 1980’s, the barriers to entry were poor to pathetic, to say the least. Some estate agencies would recruit anyone with a warm pulse. The ‘legendary’ Board Exam, whilst sounding impressive, was a 60 question multiple choice exam which some of us passed without opening a book.
In those days, though, you needed to be able to use a financial calculator. Later, during the liberal 1990’s, the powers that be decided that this was too much of a challenging expectation so the financial calculator stuff, in fact any stuff which involved addition and subtraction, was removed from the syllabus because too many people were not able to cope with the maths. This resulted in some really cracker agents joining the industry. The image of the estate agent being a ‘bored housewife’ (not sure where I would have fitted in there!) was actually more accurate than not. However, whilst I believe that many agents were not sufficiently qualified, the Estate Agency Affairs Act and the provisions of the Code of Conduct for Estate Agents is a very real check on the ethics and obligations of agents and a protection for clients against any fraud or sharp practice. The relatively new provisions for qualifications for estate agents and the required training for both agents and principals will mean that from June 2015 (this has just been extended – the original deadline was December 2013), an
agent not correctly accredited will not be able to hold a Fidelity Fund Certificate (an agent’s license to trade – and their entitlement to earn commission). Agents need to complete an RPL Level 4 process (principals need to be RPL Level 5 certified) as well as complete a far more rigorous written examination (called a PDE exam). Agents (and principals) also have to undergo continuous professional development training in order to retain their Fidelity Fund Certificates. All of this entitles the agent (and principal) to hold the National qualification. Here is what this all amounts to for agents and principals (in simple algebraic terms!). RPL (level 4) + PDE (level 4) = Further Education and Training Certificate: Real Estate (NQF Level 4) RPL (level 5) + PDE (level 5) = National Certificate: Real Estate (NQF Level 5) And about time too!

WHAT DOES THIS MEAN FOR BUYERS AND SELLERS? • Your NQF certified agent will be a lot better qualified and be more able to address the rather intricate and technical issues of buying and selling property (more than one thinks!). • Many of the agents trading in the Southern Suburbs have already obtained full certification in terms of the new requirements. • The above is not a replacement for the Fidelity Fund Certificate – a requirement by the Estate Agency Affairs Board for all agents, whether fully qualified or with those with ‘intern’ status. • Check to see that your agent is actually certified – ask to see their Fidelity Fund Certificate, or at least request their certificate number. It will be valid if the number includes the current year. Your rights and protection is assured when you deal with someone who is properly certified.
5 QUESTIONS TO SAVE YOU TIME AND MONEY
SO CAN A NEW AGENT BE BETTER THAN ONE WHO HAS BEEN AROUND FOR A LONG TIME?
So now you’ve got a qualified agent – how do you know if they can do the job?
Absolutely, an enthusiastic agent can be just as good as one who has been around for a long time. The most important concern with a new agent is how the agent arrived at the value of the property, what their marketing plan is, are they qualified and can you cancel the mandate if you are not convinced that things are going well.
No amount of training and passing exams will turn a person into a top negotiator nor teach them how to sell. One of the most important things about appointing an agent is to find out how they are doing. As a property seller, you surely need to sell your property at the best price in the shortest possible time. Here are some pointers that will help you choose the right agent: 1. How long does it take you to sell a property? 2. How close to the asking price are you getting on average? 3. How many properties have you sold this year? Addresses please. (How long were they on the market, what was the original price and what was the selling price?) 4. Why should I give you my property to sell? 5. Can I cancel the mandate if I am not happy? AND BUYERS? It is just as important to buy from an agent who knows what is going on and is qualified to understand the ramifications of contracts and what is involved in a property transaction. An agent cannot simply leave a buyer to fend for himself during and after the contract process. Contractual obligations can be a minefield for buyers and assistance with finance and the process to transfer is also not as simple as one thinks. An agent is often a go-between between buyer and seller so it is best that the agent has the ability to solve problems and provide after sales service.

SPRING IN THE CONSTANTIA VALLEY The Constantia Valley is the ideal Cape Town base and offers a variety of places to stay and things to do. Combining simplicity and sophistication, natural beauty and rich history, Cape Town’s Vineyard is where life is savored slowly. The Constantia Valley is an abundant array of forests, hills, stately historical homes and vineyards - a heady mix of old and new that lies nestled in the shadow of the Constantia Mountain, just outside of the city center. SHAPING THE FUTURE OF MATERNITY FASHION Astrid Ray designs and manufactures affordable, versatile, good quality, stylish clothing focussing on comfort and merchandising while considering various body-shape and sizes.
After completing matric at Camps Bay High School, Astrid moved to London together with a group of her closest school friends. After a couple of years of casual and contract work Astrid decided to follow her dream of becoming a fashion designer, signing up and completing introductory courses in fashion design and pattern making at the London College of Fashion Design. Once back in Cape Town, Astrid furthered her studies and enrolled in a full time three-year course at the Cape Town College of Fashion Design where she received a Diploma in Fashion Design, graduating with a distinction plus and was awarded student of the year. After graduating, Astrid gained valuable experience working as an assistant to a local fashion designer before moving to a popular Cape Town clothing brand where she worked as an assistant designer. Astrid has always dreamed of designing under her own label, and after excelling at her studies and gaining valuable experience, was ready to take on the challenge of starting her own fashion label. Having a number of pregnant friends and two pregnant sisters Astrid realised that a gap existed in the market for fashionable maternity wear. Finding suitable premises on a budget was always going to be a challenge, and Astrid was fortunate enough to have the support of her parents, who allowed her to set up her office at their home. In her own words, “I started by sourcing and pricing the necessary equipment and spent weeks doing research on maternity wear and the needs of pregnant women”. It was during the market research that she discovered that (among a number of other things) pregnant women still wanted to look glamorous and also wanted to know maternity clothing could be worn after birth without the garment looking frumpy or stretched. 12 | THE PROPERTY PAGES | SEPTEMBER 2013

HERITAGE DAY CELEBRATING SOUTH AFRICAN CULTURAL DIVERSITY Heritage Day celebrates South African cultural traditions in the wider context of the great diversity of cultures, beliefs, and traditions that make up our nation.
Heritage Day also known as National Braai Day takes place every year on 24 September as the result of a 2005 media campaign. The national day was not originally intended to be an official public holiday but when the Inkatha Freedom Party, a political party with a large Zulu membership, refused to sign the Public Holiday’s Bill that was being presented to Parliament because it omitted the inclusion of Shaka Day, a day that commemorated the famous Zulu King Shaka; a concession was made. Just as King Shaka was instrumental in uniting Zulu clans into a cohesive nation, Heritage Day encourages South Africans to celebrate the rich cultural heritage and

MADAGASCAR - A DREAM DESTINATION A Seeff agent goes on the adventure of a lifetime - a story of a dream that came true.
My husband Michael and I were fortunate to be invited by the Consul General of Madagascar to accompany him on the occasion of his old school’s 50th anniversary celebrations. It was our first visit to this remarkable island and one which we found most fascinating and inspiring. It’s common knowledge that Madagascar is a poor country facing complex economic and political issues. After a most intriguing couple of days in the capital Antananarivo, our hosts drove us to their home town Maevatanana, some six hours north west of the capital. The journey was slow-going partly due to the poor condition of the roads but also having to traverse the mountainous terrain as we descended to the significantly warmer coastal plain. Maevatanana is a small market town not dissimilar to Butterworth in the Eastern Cape. The school comprises over 1 200 children, from pre-primary to matric. Aside from several well-constructed buildings, albeit all in a state of
disrepair, the school has hardly any educational resources, equipment etc. Given the dire state of the country’s economy compounded by political unrest in recent years, Malagasy schools no longer receive any form of funding whatsoever from the state, bar the payment of teachers salaries. As is the case with most of the country, communities in the region we visited barely live at a subsistence level with many families surviving by bartering essential foods and goods. We learnt that we were the very first delegation of special guests in the history of the school and were graciously treated as such. The visit comprised introductions, a long meeting with several staff sharing their challenges, a tour of the school where I was asked to address every single class, lunch and a most wonderful display of dance and singing. The whole school participated in the latter, followed by many more speeches. We left feeling so privileged to have been invited and so
humbled by the gracious hospitality. The primary focus of the meeting was effectively to establish a link with a South African school, upon which future visits of teachers from that school can undertake to counterparts in South Africa - a development which we intend to heartily embrace. The Principal and staff are determined to uplift their standard of teaching. Following another long day on the road, broken by an enjoyable hike in a national park in pursuit of lemurs, our stay in the country ended with a few glorious days on the West Coast, on the outskirts of the relatively large town of Mahajanga. Seafood morning, noon and night! I think we must also have been the only foreigners in that area, so we really got a glimpse of local life. GET READY FOR A NEW SEASON WITH THESE FIRST ITEMS ON YOUR GARDEN’S TO-DO LIST Spring is here and your gardens are getting set for some wonderful colour. Some of our favourite plants popped up during the colder months, warming us with their splendid array of beautiful colours and carry into the Spring time, so I thought I would share some with you this month.
STRELITZIA REGINAE – AN INDIGENOUS FAVOURITE This time of year sees the Strelitzia Reginae, the most popular of all South Africa’s Strelitzias, showing off its wonderful colours and grandeur. One of our favourite plants in the garden, the Strelitzia Reginae is native to the Eastern Cape. Strelitzias grow well in areas that are sunny and warm and need to be sheltered from frost. They are relatively low maintenance plants that are easy to grow and fairly tolerant of soil conditions but will thrive in rich soil when they get plenty of water. If you look after your Strelitzias, they will flower several times in the year showing off their blooms from winter into spring. Their flowers are quite long lasting providing you colour in your garden for lengthy periods. Growing to 1.5 metres in height and sports beautiful orange and blue flowers arranged in a regal expression of glory. If you are planning to have them in your garden, make sure you plant them in an area where they can spread easily. This plant has honoured our past president with the introduction of a yellow-flowered cultivar known as Mandela’s Gold. GARDENING WITH KE VIOLAS AND PANSIES LIFT OUR SPIRITS WITH A MULTITUDE OF COLOUR
come in a variety of colours including yellow, gold, orange, purple, violet, red, white, and even nearly black (very dark purple). Violas have smaller leaves and flowers in yellow, cream, purple, violet and black.
Nature’s gifts to gardeners come in the form of fragrant, colourful and beautiful pansies and violas. They are just so gorgeous and help us forget we are in the middle of winter. These little wonders are so easy to grow and will lighten your spirits in winter and brighten up your spring garden.
They can survive very cold temperatures and in mild climates bloom throughout winter and spring, sometimes right up to December. Water thoroughly once a week, depending on how much rain you have. In the Western Cape we tend to have more than enough rain during the winter and early Spring. Remember; water the soil around the plants and not the leaves. Use a plant food every other week and don’t forget to deadhead to extend the blooming period.
Both pansies and violas have multicoloured faces that are delicately perfumed and, being edible, add a delicate and colourful touch to many dishes. Violas originated from the ancient Viola species, which has more than 500 species. Pansies got their name from the French word pensée meaning “thought”. This refers to the flower that looks like a human face, nodding gently in thought as the wind passes over it. Their blooms are especially prominent early in the morning and at sunset. For more fragrant pansies, choose those with yellow or blue flowers as they have stronger scents. The main difference between a pansy and a viola is flower size. Pansies generally have fewer blooms, but larger flowers. Both grow well in sunny or partially shaded areas. Violas are also happy in shady positions, and can brighten up dull areas. Pansies and violas are perfect for the front of beds among other flowers and do very well in containers. Pansies
Watch out for pansy sickness, violetgray powder on fringes and underside of leaves. The cucumber mosaic virus, which also attacks pansies, is transmitted by aphids, and manifests in a fine yellow veining on young leaves and stunted growth. Spray your plants with a soapy water to protect against aphids and keep slugs and snails away from the leaves with gritty mulch or some bark chips. Pansies and violas are favourites in many gardens. LIFE’S A GAS.... OR IS IT? Most people who have gas appliances on their property know they need a gas certificate prior to transfer. This is usually a fairly straightforward process. The obvious things that are checked for compliance are: - There must be no gas leaks - Emergency shut off valves need to be installed in the correct positions - The gas piping needs to be in fair condition and not corroded. The less obvious things that are checked for compliance are: - The position of the gas cylinder. - An exterior cylinder needs to a minimum required distance from a drain, door or window. - There are also limitations as to its distance from distribution boards, motors, air conditioners etc. - An interior cylinder should be a minimum distance from electrical points. If in a cupboard the cupboard must have a vent to prevent any buildup of gas. 34 | THE PROPERTY PAGES | SEPTEMBER 2013
THE BIGGEST POTENTIAL STUMBLING BLOCK WITH OBTAINING A GAS CERTIFICATE HAS TO DO WITH THE VOLUME OF GAS ALLOWED ON A PROPERTY. This can cause difficulties for the seller and buyer. If not handled speedily it could delay a transfer. - In an apartment (above the ground floor), the maximum volume of gas that can be stored is 9kg’s. This is of particular concern where there is a gas fireplace. A gas fireplace requires a minimum of a 19 kg cylinder in order to operate. This could mean that the best course of action is to decommission the gas installation prior to finding a purchaser. This can prevent unhappiness later on in the sale process. - In a property where there is a large gas installation consisting of more than 2 x 19 kg cylinders (more than 38 kg in total), a certificate
can only be issued if there are approved plans for that gas installation. These plans would have needed the approval of the fire department. It is very important that the seller is aware of this at an early stage. Ideally a copy of these plans should be handed to the gas installer when the inspection is being done in order to prevent delays. Flossing may be more important than brushing. Yes, you need to brush twice a day, but if you’re not flossing, you’re missing a lot of debris. Flossing cleans the sides of the teeth that face neighbouring teeth, and under the gums. This is where decay and gum disease are most likely to occur and brushing won’t effectively reach these areas. While the floss picks and other flossing devices are good, nothing beats traditional floss for really getting at every crevice.
BLEEDING GUMS
Bleeding gums are not normal. Some will say that their gums bleed only when they floss, but healthy gums don’t bleed during proper brushing or flossing. If yours do, talk to your dentist. During a routine cleaning, some bleeding is normal because dental hygienists are doing a thorough job and using instruments.
THE MOUTH
The mouth is a part of the body which may sound obvious, but the mouth is isolated from the rest of the body in many people’s minds. Disease in the mouth affects the rest of the body and vice versa, particularly when it comes to problems like diabetes, gum disease and oral cancers.
REPLACING YOUR TOOTHBRUSH
You should replace your toothbrush about every 3 months as the tips of the bristles become blunted with use. A new brush has bristles with rounded ends, which minimises damage to the teeth and gums. If your toothbrush bristles are splaying out, you’re brushing too hard.
WHAT TO DO WHEN YOU CAN’T BRUSH
Rinsed out with water as best as possible and use a napkin or cloth to scrub teeth - it’s better than nothing.

The Omega-3 fatty acids in fish are well known for improving heart health, but these same foods are great sources of vitamin D, which plays a critical role in keeping teeth and jaw bones strong. Oranges and other fruits and veggies are a great source of vitamin C. Without enough vitamin C, kids (and adults) can develop scurvy, which can cause bleeding, swollen gums. Calcium is critical for healthy teeth, and yogurt is a great source of calcium that is fun for kids to eat. Mix a few berries into the yogurt for extra nutrition for kids. In addition to healthy foods, good brushing and flossing habits, and regular checkups, dentists also recommend chewing sugar-free gum as a way to help minimise plaque. When kids are old enough to safely chew gum, it’s a great option, especially when they can’t brush their teeth right away.

PLUMBING LEAKS 10 THINGS YOU MUST KNOW ABOUT PLUMBING LEAKS.
You don’t need to know everything about plumbing, but it’s important to know the basics. Here are 10 things you must know about plumbing leaks.
WRAP YOUR PIPES IN HEAT
The important feature is the exterior piping. If the cold-water pipes touch the exterior portion of the building, when the water isn’t being used and the temperature is very cold, most likely the pipes will freeze. The only time water won’t freeze is when it’s moving, so it’s is a good idea to leave all the faucets open while you’re away from home for any length of time. The best thing you can do, however, is insulate the whole space.
SPOTTING THE LEAK
You may not know what’s right, but you can usually spot what’s wrong. Take a quick look at any visible pipes in your house, just to keep up on what’s going on with them. Homeowners often don’t routinely check; then a puddle of water appears in the basement, damaging their valuables, and they had no inkling that anything was amiss. You can look at the pipes in your basement and have no idea what you’re looking at, but if you see rust, buckling or drops of water, you’ll definitely know something’s wrong.
A STUFFED SINK CAN EASILY SPRING A LEAK.
Under your kitchen sink, just take a peek every once in a while and see if there are any drips. It’s always a good idea to take a look.
SET BACK THE SPIGOT VALVE.
In some cases, a frost-free hose bib should be installed, especially if the pipe is going through a cement foundation. The hose bib allows you to shut off the water closer to the inside of the home to help prevent freezing.
A LEAKY GEYSER IS A DEAD GEYSER
The biggest problem is that the lining wears away and you get water dripping from the base. If a lot of water is dripping, call the manufacturer and provide the model number; you may get lucky and find that the product is still under warranty. When you do change the water heater, try to install a pan under it.
DON’T BLOW A GASKET - REPLACE IT
If you have water dripping from the shower spout, most of the time the cause is a defective washer or defective seat within its body. As long as you have isolation valves to isolate water to that area, it should be a relatively easy fix. Isolate the water to that shower, disassemble the handles and take out the stem where the washer is; then replace, reinstall and observe it.
TRACE THE TRAP LEAK BACK TO THE WALL
When you have a leak, often it may be on the back side, where it actually connects to the wall, in which case you’ll have to disassemble the drain work. Oftentimes you can even tighten it with your hands to see whether the leaking stops. If it doesn’t, just use a wrench to tighten it up a little.
WASHERS AND O-RINGS ARE MUCH CHEAPER THAN A NEW FIXTURE If a washer is worn, even though you squeeze it, you may still get a drip if it’s defective. You have to remove what’s defective, put in a new washer, retighten it, put the handle back on and test it out.

A faucet is a mechanical thing, so eventually it’s going to leak. Some people like the faucet that’s already there, even if it’s older; others prefer to install a new one. If your air conditioning condensation lines are working. AC units produce condensation when in use, which is extracted from the unit. If the lines are broken, the water could cause mold or building damage.
TURNING OFF YOUR WATER
How to shut off water to your hot water heater. When your hot water heater is broken or leaking, you cannot get warm water to wash your hands or shower. But shutting down the flow to the hot water heater, rather than the main valve, will mean that you can still have cold water usage for cooking, cleaning, and flushing.

If your water pressure is under 80 psi. High water pressure is the main cause of leaks, so keeping it under 80 psi is crucial.

KIDS’ ORAL CARE:
WHAT YOU NEED TO KNOW Once the first tooth appears, gently rub it with a soft cloth twice a day. When your baby has several teeth, start brushing with a soft-bristled toothbrush. Toddlers often love to imitate their parents and older siblings. At this stage use only a tiny amount of flouride-free toddler training toothpaste or gel. You can protect those little teeth by providing healthy snacks and limiting exposure to juice and sugary drinks. Once your child is about 2 years old and able to spit on their own, transition to a fluoride toothpaste to help prevent cavities. Until your child is 5 or 6, they won’t have the motor skills it takes to move the brush around the mouth effectively. You’ll have to brush for them or hold your hand over theirs as they try it themselves. Try to make this time fun by talking about the teeth, counting them, telling them stories, or letting your child choose their own brush and toothpaste.
BYE-BYE BABY TEETH
BABY TOOTH BASICS Most babies get their first tooth at around 6 months, but teensy teeth can start appearing as early as 3 months or as late as 14 months. They typically emerge in pairs, and by age 2, most kids will have around 20 teeth. And even though these teeth will eventually fall out, it’s crucial to take care of them, as they play a role in speech development, eating and in determining how permanent teeth will come in. 62 | THE PROPERTY PAGES | SEPTEMBER 2013
Typically, children begin losing their baby teeth and replacing them with adult teeth when they are 6 or 7. The molars come in behind the baby molars which adds a whole new challenge to brushing way in the back. Adding a fluoride rinse to your child’s routine, after a full two minutes of brushing will provide an extra level of cavity protection for those first permanent teeth. Starting at around age 8, your child’s taste buds could be changing and may want to switch from the fruity sweetness to mild mint flavour of toothpaste.
WHEN TO SEE THE DENTIST You should consider taking your child for an initial dentist visit at 12 months, but talk to your pediatrician about what’s best for your child. Once your child starts going, you should aim for a checkup at least every six months. It will save a lot of time and unnecessary stress if you find a dentist your child likes. Don’t hesitate to try a few, your child’s dental hygiene depends on it.
