Everywhere, except Greece... The Posidonia exhibition has been and gone, the next one is in preparation, the stands have been dismantled, life has returned to a dull routine. I look at my papers and I read the reportages. “Business went well for the regional ship repair enterprises that participated in this year’s Posidonia, particularly the shipyards in Turkey and Portugal, which seized the opportunity to close several business deals.” Turks and Portuguese came to Greece, to the country that invented shipbuilding, the country where hammers echoed in the shipyards until a few years ago, and took the icing from the cake! “We have concluded three major deals during the first two days of Posidonia. Of those, two are repair projects for a tanker and a bulk carrier and the third is a rather significant conversion project for a ROPAX type vessel belonging to an Italian owner,” said Nedime Ozoglu, Repair Division Marketing and Estimating, Besiktas Shipyard. As emphasized by that lady, Greek ship owners comprise 80 percent of their clientele, mainly because of the proximity, and because the Turkish shipbuilding industry has greatly improved its expertise. I read another story. Portuguese Lisnave and Turkish Gemak signed repair agreements with ship owners during the first days of Posidonia 2016. “We have managed to conclude a few business deals during this week mainly routine mainstream repair projects of various sizes. This is great, given the current market’s prevailing conditions with a weak freight market and China’s perennial dominance in the bulk carrier sector”, said Alex Scaramangas of Resolute Marine Services, exclusive representative of the two shipyards in Greece. If this is not irony, what is? That shipbuilding jobs should be taken from you, by a Turkish shipyard representative called Scaramangas! “A lot of dry docking repairs were brought forward in 2015 in order to avoid implementation of the BWT system so, subsequently, we were left with a bit of a vacuum in the first half of 2016. We remain optimistic, however, because shipping is a cyclical industry and on the bulker market, specifically, the consensus is that there will be some improvement”, said Mr Scaramangas! As he said, in 2015, the Greeks carried out a large number of repairs on many Greek ships but from the beginning of 2016, the market began to fall suddenly and repair activity to halt due to the developments that took place in the regulation of ballast management. According to Mr Scaramangas, ship owners managed to get the extension they wanted “and so everyone is now waiting. Many customers we have spoken with at Posidonia this week share the opinion that the market is improving marginally. While 2016 as a whole will not be better than last year, it will be better than expected.” Isn’t this madness? We have the Skaramagas shipyards laying idle and the Turks have Scaramangas? Isn’t it crazy? So listen to this: Ten Turkish shipyards participated in Posidonia 2016 and all face strong competition in terms of prices from Romania, Bulgaria and Ukraine, to the great joy, of course, of Greek ship owners, who are not considering investing in Greece, even for repairs. This is the state of play. And if there is no serious reversal in attitude and policy in this country, “Skaramagas” will stay in Turkey!

For the sake of honour... by Dimitris Kapranos I did not want to write anything about Kyriakos Mamidakis, then, when the matter was in the headlines. Having known the late gentleman, I can assure you that he was more than alert when he took the fateful decision. When you have spent more than a lifetime achieving the goals you set yourself as a child, you cannot bear their collapse. Although in cases such as that of this distinguished and dynamic businessman it is customary to speak of a “desperate move”, let me say that his own move was more than well-thought out. A “lord” wants to remain a lord and depart as one. Don’t be taken aback by the title. For Cretans and Maniots it rolls off the tongue, although they don’t easily bestow it on anyone. So Kyriakos Mamidakis, who began his career with those little oil shops that have an “M” sign within two circles (I remember the small “Mamidakis” lubricant shop in Lefka, in Piraeus, in the ‘50s), never “sat on the money” in his life. Kyriakos Mamidakis had, within himself, the spark of creation. As does every serious entrepreneur. - Why do you like going to the factory canteen and eating with the workers? I had asked him when he was treating me to a meal there. - It Is not a question of whether I like it or not. I find it very natural. I feel an obligation to those people who work with us for a common goal. I am one of them. - Yes, but you go home in a limousine and they go by bus or motorbike. - You don’t want to know who sleeps better at night! He told me with that knowing half-smile... To be a Cretan and a “lord” is a very difficult combination. Very difficult indeed. I remember at the beginning of the economic crisis, we had gone with a friend, a senior executive at Agrotiki Bank, for a holiday in Crete. - Let’s go and see a friend. He is a big businessman on the island, a good client of ours, and knows how to have a good time! he told me. Indeed, we found ourselves in a wonderful place, a model estate, fully equipped with modern facilities—all the “mod cons” as some would say. The businessman welcomed us and his wife made sure we lacked for nothing. However, when it was just the three of us… - Can I speak freely? - Of course! A friend is like a brother. - Takis, I’m going to kill myself! I’ll aim at my head and finish myself off! Business isn’t going well, I can’t meet our loans and we are going to go bankrupt! And what shall I say to my father? He left me a fortune and I have screwed up! We were aghast! He had gone from smiles and “bottoms ups” to the darkest gloom! A tall man with polished Cretan boots and a grand moustache, crying like a baby boy! “What will my old man say, eh Takis?” … I never learned what happened to this man. Largest ever Posidonia exhibition highlights importance of Greek shipping for global economy Posidonia 2016, the world’s most prestigious shipping event, was inaugurated on the 6th of June by the Prime Minister of Greece, Alexis Tsipras and attended by heads of states, European Union officials, Greek cabinet members, foreign maritime ministers, board members of the Union of Greek Shipowners, chairmen of international organisations as well as some 1.500 exhibitors and delegates from around the world. Addressing the global audience, the Greek Prime Minister, Alexis Tsipras said that the Greek ocean going shipping contributes seven percent to Greece’s gross national product whilst providing significant direct and indirect employment opportunities. He also said that the strength of Greek shipping has helped position the country at the epicenter of the changes and developments the global economy is undergoing. He also stressed that Greece’s strategic geopolitical

position coupled with the location of Greece’s big ports is a combination which guarantees the prospects of establishing the country as the commercial gateway to Europe for many products and services. He added that investments for the improvement of the existing infrastructure are essential and would provide Greece with yet another competitive advantage in the country’s road to recovery. The Greek Minister of Shipping and Island Policy, Thodoris Dritsas, said: "During the past years, the shipping sector, one of the most globalised industries in the field of international trade, has faced great challenges. These are related to the excess tonnage, combined with short term reduction in the demand side for transported cargo volumes, lack of funding from bank institutions, sharp decline in vessel values, uncertainty in oil prices and acute competition. Inevitably, these

factors led to a substantial downward pressure on freight rates, in particular in dry market segment. The gradual recovery of the world economy will certainly lead to the reduction and hopefully the elimination of those phenomena. Despite the difficulties in both the national and global economic environment, Greek shipping managed to maintain its leading position at international level. More than 1.350 shipping companies are established in Greece, mainly in Piraeus, constituting the driving force for a number of related economic activities. Greek shipping remains a vital and successful economic generator of the national economy, contributing over 7% to the national GDP, providing almost 200.000 jobs both at sea and ashore, covering also over 30% of the country’s trade deficit", Dritsas continued. The Secretary General of the International Maritime Organisation, Kitack Lim, said: “Shipping has a wonderful ability to tap into rich currents of innovation and excellence in key areas, from safety at sea, to clean shipping – and beyond. Events like Posidonia provide a valuable opportunity to showcase all that creativity and energy; an opportunity to mix, to mingle, to make friends and do business." Speaking at the inauguration event, Matej Zakonjšek, Head of Cabinet to Commissioner for Transport, European Commission said: “I am delighted to see the vitality of the sector in spite of the hardships – an impressive example of this is the Greek shipping community hosting this event. The potential of shipping to bring prosperity to Europe is strong, and so is our resolve to work together with all of you to overcome any stormy seas ahead." Echoing the voice of the Greek shipowners, Theodore Veniamis, President of the Union of Greek Shipowners, added: “The Greek shipowners, and the Greek state, as representatives of a traditional maritime country, currently amounting approximately to 50% of European shipping and 20% of the world fleet in terms of tonnage, have been strong supporters of the institutional role of the International Maritime Organization (IMO) as the only appropriate legislative body for shipping. The reason is one but very important: shipping as an international activity, fully exposed to international com-

petition, requires a uniform enforceable legislative framework. The IMO has addressed successfully challenges over the years and has adopted international conventions which achieve the required balance between its Member States. “Even its critics acknowledge that the shipping industry is subject to a comprehensive legal framework ensuring safety of maritime transport and environmental protection. Especially nowadays, with the ongoing intense discussions on climate change and greenhouse gas emissions from shipping, the IMO is invited to take the leading role on the issue and defend the sector with efficient and long-lasting solutions. I would like to stress that the priority for European legislators should be to form a shipping policy focused on maintaining the competitiveness of Community shipping. A policy that takes into account the international character of shipping and the necessary prerequisite to be competitive, hence, sustainable in order to continue operating smoothly to the benefit of the European economy, public welfare and world trade”, Veniamis continued. On behalf of the organisers, Theodore Vokos, Executive Director, Posidonia Exhibitions S.A., said: “This is the biggest Posidonia in the event’s 46 yearlong history as over 1.800 exhibitors from 89 countries will participate. They represent all sectors of the industry, including over 200 shipyards, 19 national pavilions, over 80 ICT companies and dozens of ballast water treatment specialists, amongst others. We also expect to welcome some 20.000 visitors from all over the world confirming the reputation of Posidonia as the most important shipping event.”

Posidonia forges ahead Posidonia 2016 has received overwhelming praise from exhibitors and visitors who unanimously agree that this year’s edition of the world’s most prestigious maritime event has also been the most distinguished in the show’s five-decade long history. Having set new records in terms of exhibitor floor space, size of conference programme and number of visitors, Posidonia 2016 also managed to impress shipping industry executives, analysts and media for the look and feel of the exhibition’s displays, the relevance of conference content and quality of visitors and delegates who converged to the Athens Metropolitan Expo from all over the world. In total, 1.825 exhibiting companies from 90 countries and territories and 19 national pavilions welcomed 22.366 visitors from over 95 countries to their stands. “We always strive to make the best even better by constantly reinventing the overall offering of Posidonia seeking to further improve and, if possible, perfect the experience on and off the main venue of the exhibition,” said Theodore Vokos, Executive Director, Posidonia Exhibitions S.A, the organisers of the event. “Through the years we have made significant enhancements to the main event and the parallel social and sporting networking programme, as we endeavor to keep Posidonia fresh, relevant, contemporary, responsive to exhibitors’ and visitors’ demands. But, above all, we strive to maintain its authoritative aura in line with its reputation as the most prestigious, agenda-setting maritime event that is always ahead of developments.” This growing reputation as the must-attend global maritime affair is likely to be augmented in two years from now as forward demand for floor space indicates that when the next Posidonia exhibition opens its doors on June 4th 2018, it will be deployed across the full 45,000 sqm of the Athens Metropolitan Expo, utilizing all of the venue's available space. Posidonia’s long standing relationship with the Greek shipping community is one of the reasons for the brand’s resonance in every part of the world, wherever maritime and shipping professionals ply their trades while aspiring to conduct business with the owners of the most expansive and entrepreneurial ocean going merchant fleet, the largest in terms of tonnage. According to Zhang Xinyu, Exhibition Office, China State Shipbuilding Corporation, Posidonia 2016 was very big and stands at the highest level compared to the biggest

international maritime events. “Since we are the top corporation of our sector in China, our presence at Posidonia aimed at strengthening our influence in the global market and in Europe and Greece particularly, because the Greek market is important for us, as is the European market as a whole. Posidonia is always a good platform for new business opportunities.” The high quality of visitors was yet another positive highlight of this year’s Posidonia according to most exhibitors. Thorstein Franche, Global Industry Director, Marine Division, Krohne Marine, had this to say: “The exhibition is splendid! Everything is very well organised, the venue is great and so are the stands. We are very satisfied. The attendance was very high this year. We were very happy to see more people visiting our stand, but also people more focused on our industry. We had the opportunity of quite a few good meetings and I am sure that the follow up will lead to some good deals.” Dr. Vassilios Mamaloukas-Frangoulis, Director, Marine Environment Protection seems to agree: “The number of visitors was higher this year, but also the quality of the visitors seems to get better by the years and this is very important.” Posidonia has also developed a strong reputation as a forum where crucial discussions, debates and deliberations on issues and regulations affecting the global maritime industry take place between policy makers, government officials and captains of industry and this was reflected in this year’s event with the high profile visits of IMO Secretary General Kitack Lim and European Transport Commissioner Violeta Bulc in addition to Greek and international heads of state. This aspect of the event didn’t go unnoticed from exhibitor Stefano Lavezzaro, Vice President Service Sales – Merchant, Marine Services – Europe & Africa for RollsRoyce who said: “This year’s organisation is even better, with more exhibitors, conferences and seminars. There is much more briefing for the industry. And you can also feel the optimism by walking through the exhibition.” Indeed, Posidonia is a global maritime industry bellwether that captures the mood of the moment while outlining the future trends that are likely to shape developments in the world’s most vital industry which account for the transportation of 90 percent of world trade. Posidonia 2018 will be held from 4-8 June 2018 at the Athens Metropolitan Expo. The event is organised under the auspices of the Greek shipping community and major associations representing Greek shipping interests.

Four-sport event wins praise from Posidonia Exhibitors In what maritime circles refer to as shipping industry’s biennial mini Olympics, on the weekend before the Posidonia opening, Posidonia Games lived up to their reputation as a popular sporting extravaganza with a total of 2.500 shipping professionals from all over the world showcasing their sailing skills, football finesse, golfing gusto and love for recreational running at four different events designed to promote camaraderie, collaboration and team spirit ahead of Posidonia Exhibition 2016.

Posidonia Shipsoccer Tournament Such has been the popularity of this year’s Posidonia Games that hundreds ended in the waiting list of the different events including the Posidonia Shipsoccer Tournament which was contested by a total of 28 teams on Sunday evening at Panionios Stadium, a Greek Superleague venue.

From shipowners to logistics operations managers, everyone had a few nice words to say: “We are very happy to be here and play football with friends and colleagues and have some competitive spirit and enjoy the day. We will be participating again in two years time as we have done for the last six years. Shipsoccer exemplifies the values of team spirit and collaboration amongst team members and the opposition as well,” said Leo Polemis of Remi Marine. Alexandros Tsavliris from Salvage Group, said: “It is a pleasure to be part of this tournament which we have been supporting with our participation since its inception. We would like to continue supporting the Ship Soccer Tournament and Posidonia as a whole as it gives us the opportunity not only to network but also to create new friendships.” Posidonia Shipsoccer’s sponsors Swift Marine, was

one of the participating teams. Papagianopoulos Georgios, Operations Manager said: “This is e very important event that promotes team spirit, collaboration, networking between shipping executives from around the world. 8th Posidonia Cup The Posidonia Games kicked off at Faliron Bay when some 53 crews plunged into the wavy Aegean waters for the 8th Posidonia Cup, an unforgettable yacht race described by some competitors as the biggest and most prestigious yachting event held in Greece.

Xidarakos Georgios, Atlas Marine: “We are proud to participate in Posidonia Cup and win our category. Sailing is a great sport which connects body and mind with the sea and every two years my team and I eagerly anticipate the advent of Posidonia Exhibitions in order to start preparing for the sailing event. The weather was amazing, the route was exceptional and we truly enjoyed a great day out.” Other participants praised Posidonia Cup as a great experience stating that the large participation of crews from all over the world was incredible exceeding that of any other sailing event ever held in Greek waters. “It is really impressive an achievement which should be repeated in two years’ time,” one of the skippers said. “Posidonia Cup is an amazing world class sailing event which helps raise the profile of sailing as a sport to Greek audiences and promotes Greece as a sailing destination to international tourists,” said another.

HELMEPA Cup HELMEPA participated once again with S/Y ARMENISTIS, which was kindly offered by the Hellenic Offshore Racing Club. Although the crew had no time for preparation, HELMEPA’s boat finished 9th from a total of 17 vessel in its class.

3rd Posidonia Golf Tournament And from the azure waters of the Saronicos Bay to the green fairways of Glyfada Golf Club where 115 players teed off on Sunday morning for the 3rd Posidonia Golf Tournament, an 18-hole Shotgun contested by 29 teams. A running event For the first time this year, Posidonia Games launched a running event which was an instant hit from the word go as over 1,100 runners participated at the 5kms race which took place in the centre of Piraeus on Saturday morning in what was seen as a symbolic return of Posidonia to its cradle. Mayor of Piraeus, Ioannis Moralis, said: “The importance of today’s race is very significant for Piraeus because it is the deep desire of every citizen of this port city that Posidonia returns home one day. We hope that this desire will become a reality one day.”

Receptions & Parties Bureau Veritas hosts event at Ekali Club The BV event, which took place at Ekali Club, was possibly the best attended Posidonia classification society buffet dinner at this venue, but also turned out to be the most crowded event ever for BV itself! The promise of new modern classification solutions to deliver quality, fulfill customers’ needs, and implement innovative technologies was the key theme for DNV GL at their press conference at the Posidonia trade fair. The world’s leading classification society, DNV GL, outlined some of the steps it is taking to respond to the tough maritime market and the impact of new technologies on both its customers and on the classification business as a whole. DNV GL’s Group President and CEO Remi Eriksen spoke about the importance of innovation and the coming digital transformation of the shipping industry. “Our experts drive more joint industry projects than any other organization, and we share the new insight gained with the industry and authorities,” he said. “DNV GL wants to be a driving partner in the digital development by contributing with the combination of our vast global industry experience as a leading class society with our digital and software capabilities. We will also use half of our investments in innovations to be targeted to help us – and our customers – in making the digital transformation.” Knut Ørbeck-Nilssen, CEO of DNV GL – Maritime, set out some examples of how DNV GL was working to modernize classification, with innovative class services that would help customers respond to the challenges of today’s tough markets. Core class services were ripe for innovation he said, including the survey of vessels. DNV GL had been testing the use of drones to conduct surveys inside ship tanks, he said, which had generated a lot of interest from the industry. DNV GL had now become the first classification society to complete production surveys using a drone to assist surveyors, he announced. The survey took place on the MV Apollo, a

chemical tanker owned by Carl Büttner Shipmanagement GmbH in Bremerhaven, Germany. “The success of the first drone production survey shows how our investment in developing modern class solutions to benefit our customers is paying off,” he explained. “Over the next few years we will continue to work on expanding the ways drones can be used and the number of stations where we can offer this service. This is a very promising beginning and one that is already showing a significant benefit in terms of time and costs saved.” At the core of DNV GL’s push to modernize its class services was the development of the new rule set, which entered into force this year, Knut rbeckNilssen said. One of the key goals of the development process was to make sure the rules are future ready by taking future technologies into account – including notations to enable alternative fuel use. “This is why we are especially proud to announce the classification contract signing for Stena Line’s new RoPax ferries to be constructed in Shanghai at the AVIC Shipyard. These are the first RoPAx vessels built to the new rules,” said rbeck-Nilssen. “That a quality focused and innovative owner like Stena Line has chosen to construct these vessels to the new DNV GL rule set clearly shows that our customers are responding to the possibilities created by the rules,” he added. The RoPax ferries will be “gas ready”, prepared to be fuelled by either methanol or LNG. Seminars & Conferences rbeck-Nilssen, as he examined some of the new ways DNV GL was helping its customers to more simply, transparently and quickly manage their classification needs and utilize the data from their vessels and fleet. “To reap the benefits from the increased amount of data that is available today, we need to be able to gather it, access it easily and keep it secure. This is why we have joined with NYK Line and MAN Diesel & Turbo in a joint development project, to establish a prototype data centre,” he explained. The aim of the new project is to develop a working prototype of a scalable common maritime data centre, where operational data is collected and made available to all of the relevant stakeholders. “Many of our customers are at home in Greece and so are we – which is why we are making Greece our ‘third home market’,” said Ioannis Chiotopoulos, Regional Manager South-East Europe & Middle East, in his presentation. This relationship went back more than 100 years, he noted, and was very important to DNV GL’s future. As a result, DNV GL had put in place a series of measures to enhance services to the Greek shipping community, boost response times and strengthen the responsibilities and capabilities in the region, he explained. Segment directors for bulk and tankers were also now based in Piraeus, he said, as was a DATE (Direct Access to Technical Experts) service centre. The approval centre would now perform all fleet in service appro-

vals locally – allowing Greek customers to conduct businesses more easily and directly in Piraeus. Mr Chiotopolous also examined some of the research and development projects being driven from the Piraeus office. A new project, LPGreen, sees DNV GL working with Hyundai Heavy Industries (HHI), Wärtsilä, MAN Diesel & Turbo and Consolidated Marine Management (CMM) on a design concept for a state-of-the-art next generation LPG carrier. The second phase of the award winning LNGreen concept design will focus on further optimization of the containment system, its general systems configurations and options for increasing its operational efficiency and cost-effectiveness. The final results of the LNGreen II project by DNV GL, GTT, GasLog and Hyundai Heavy Industries will be presented at Gastech in 2017.

BALLAST WATER MANAGEMENT SUMMIT 2016 Strategies ahead of BWM Convention adoption Challenges surrounding the adoption of ballast water management systems have not really changed but several subtle differences and the best way of dealing with the changes were highlighted by Intertanko deputy md, Joe Angelo, the keynote speaker at the Ballast Water Management Summit, held as part of the Posidonia 2016 conference programme. Organised by Naftiliaki / Newsfront, under the auspices of Greece’s Marine Technical Managers Association (MARTECMA), the summit attracted some 350 delegates representing 179 companies from 26 countries. Angelo noted Imo is now re-calculating the tonnage requirements for ratification of the Ballast Water Management Convention (BWMC) on a monthly basis. The most recent figures for June indicate the percentage of the world's gt that would be included for the ratification

was at 34.83%. While this figure does not seem like much of a change from the previous one, said Angelo, the key point is that two countries are "extremely close" to ratifying, Peru and Finland, which have 0.04% and 0.14% gt respectively. Indeed, Peru has since ratified and with Finland the balance would be tipped to a total of 35.01%. "If this moves the way Imo thinks it will, both of those countries are expected to ratify the treaty some time this month, which means it could very well come into force one year from June", Angelo warned. Given these variables, Angelo suggested a sensible course of action for shipowners would be to firstly research all the ballast water management system manufacturers and the available technologies appropriate for their vessels, as well as secure shipyard slot availability

The event featured a couple of speakers presented thinking outside the box. Nikolaos Kakalis, DNV GL’s manager for r&d and advisory, South East Europe & Middle East, addressed the ballast-free ship concept designs at the Ballast Water Management Summit. He said such concepts offered key advantages and talked of the such concepts promise and the barriers for entry. He outlined the main characteristics of DNV GL’s Triality VLCC and the momentum ballast-free concepts, as Joe Angelo well as the reduced-ballast Ecore bulk carrier, high-lighting the estimated energy efficiency increase of each one. “Although there are no technological barriers against building such designs, we are still far from seeing them in real practice”, said Kakalis. “However, we need to continue working towards innovation, in particular in the current market conditions. We should explore ideas and concepts which could break the mould to come up with sustainable designs which comply with up-coming regulations while ensuring safety, operability, and costcompetitiveness”, he concluded. In another presentation of thinking out side the box Nobu Su’s patent Hybrid Ship was discussed. The chairman of TMT has developed a hybrid technology that enables vessels to sail with conventionally driven main propeller and an electrically driven duct propeller. The combination allows for reduced fuel consumption, particularly when a vessel is travelling with minimum ballast. Su maintains the technology will help tackle problems associated with the transfer of harmful aquatic organisms and pathogens through ballast water. With the Hybrid Ship technology, a vessel requires minimum ballast water, and

therefore reduces the risk of water contamination. Like DNV GL’s Gregory Kazantzis and ABS’ Stamatis Fradelos, a number of speakers referred to the lack of information as to how systems perform. There is little information abou installed equipment noted Kazantzis, while Fradelos said complying with regulations “is complex” and “there is a need for more guidance”. Charalampos Anastasakis, of Lloyd’s Register talked about the challenges of retrofitting, while RINA’s Stefanos Chatzinikolaou described the role of classification in the implementation of the BWM convention, covering plan approval, commissioning and testing and John Kokarakis, of Bureau Veritas, addressed the issue of BW sampling, which presents a number of challenges. Not surprisingly, retrofitting is a concern for the Liberian Registry, and its vice president, Christian Mollitor, outlined these concerns. “We have seen many problems, and the older the vessels the bigger the problem,” said explaining why the registry and Class NK put a proposal to IMO MEPC 69 last April regarding these concerns and a possible solution on the retrofitting of BWMS. Eight manufacturers of BWMS gave brief presentations of their individual technologies describing the various upgrades and changes and special features needed to be incorporated in the various systems on order to acquire USCG final approval. All referred to their present status regarding approval, while elaborating on manuals, training and procedural changes which were requested by the USCG and the US’ EPA. All gave client references, the number of systems sold and the number actually commissioned. They discussed feedback and operational problems and how these problems were solved. Nearly five hours of presentations, discussions and some debate, the summit underlined the importance of the event as Martecma chairman, Dimitrios A. Heliotis, remarked in his closing: "After over four hours of discussion more clouds fill the sky regarding ballast water, leaving more questions than answers".

Celebrating 34 years of life, on 8 June HELMEPA organized an International Conference titled “Where is Shipping Heading after COP21?” Paying tribute to World Oceans Day, the delegates declared their commitment for the protection of the marine environment by taking “Selfies-for-the-Sea”, which HELMEPA spread on the social media. In opening the Conference, HELMEPA’s Chairman, Dr. George Gratsos made reference to the association’s work during the past 34 years, underlining the recently acquired Full Mission Bridge Simulator, which moves on the training that HELMEPA provides to seafarers and staff of managing member companies to a further level. In his brief address, the Chief of Naval Operations, Vice Admiral George Giakoumakis underlined the importance of shipping’s two pillars: merchant ships and their crews that contribute to the national economy and naval vessels along with their human element that safeguard the freedom of sea transport. He went on to stress that today’s vessels of the Hellenic Navy are built in such a way so that they implement MARPOL irrespective of the fact that naval fleets are exempt from these requirements. They all presented their views on the theme of the Conference and agreed on the implementation of an obligatory global data collection system for CO2 emissions by ships, as was recently approved by the International Maritime Organization-IMO. They also strongly supported the fact that ΙΜΟ remains the only competent body for the adoption of regulations governing global shipping, due to the latter’s international character. Having summarized all discussed and following the questions and answers period, Dr. Coustas presented the speakers with HELMEPA’s emblem in recognition of their contribution towards the successful implementation of the Conference.

The European Commissioner for Transport, Violeta Bulc visiting Posidonia, keynoted a joint press conference with the Union of Greek Shipowners represented by President Theodore Veniamis and members Michael Chandres and Yiannis Lyras. “Posidonia is a very special occasion because it really allows us to go very deep into all issues opportunities and developments in the maritime business. Understanding the business well is really one of the core enablers for the creation of sound policies and that’s why I am really glad to meet here with all the stakeholders of this important mode of transport” said the European Commissioner starting her speech. “We want to maintain our leadership in the global maritime industry. We have to stay competitive and the core challenge is to understand where we stand today, what we need to strengthen and how we can help this segment to flourish and stay in the leading position globally because being a global leader means that you are the one who drives the growth, you are the one who creates employment opportunities and the development of the sector”. “I would like to stress three key areas in which we can together create better conditions. Of course first of all

we have to say that maritime is a global business so we are very strongly engaging with the IMO, on the one hand to identify the issues that are common and need to be addressed for the entire sector globally and of course to stay ambitious enough, not to be forgotten and to be replaced by other modes or other ways of doing business”, she added and continued saying: “In that respect my personal drive goes towards creating conditions for an equal playing field and right now we are focusing on safety and on the sustainability issues at IMO and I am really happy that we are moving forward positively and I expect that by September the first important step will have been achieved by the Green data collection mechanism.” Commissioner Bulc pointed out: “I am also happy that the IMO wants to continue the dialogue on the safety and security issues. The other thing in order to really stay a strong global actor is connectivity. We already know that if you are not connected you are not in the business so the Commission will cooperate really well with key stakeholders to identify their most important growing markets and further develop partnership agreements like we already do in other modes – so far in maritime we have it with China – but there is great

Seminars & Conferences opportunity of expanding partnerships in other countries as well, especially in 2017 which has been declared it as the ‘Maritime Year’. “A core element on the topic of being a strong global actor is digitalization which is changing and reshaping many businesses and can have a positive effect in the maritime sector. That’s why for us it is really important to find ways in which the Commission can play a role to create better conditions for digitalization to develop further. For this we are focusing on deploying a single window in Europe and look at additional ways of creating a strong single European transport and maritime area. We believe new technologies will play a vital role but we have also received the message that technology is not everything. “To strengthen the internal market we have another tool in the basket, the so called innovative investment plans, which will play an important role in maritime business as well. Investments, digitalization, new technologies and related innovations are the core drivers in this internal market. “In addition to that I would like to bring to attention a few more issues: Decarbonisation, as you know, 2.5 percent of global green carbon house emissions come from the maritime industry and the EU is playing a role for the development of a reporting verification system. The shortsea shipping segment is also in focus through our project Motorways of the Sea which we hope will play a central role in the decarbonisation of maritime in the European market. “On the front of Digitalization, we have focused on the simplification of reporting formalities with the new single window and E-manifest initiatives driving this change, including those required for customs purposes. Basically the vision is no customs within the single European maritime area. Commissioner Bulc concluded: “A few days ago we made big steps forward in maritime safety since we adopted a series of simplification proposals for domestic passenger ship legislation. We will continue with areas such as port state control, flag state responsibilities, accident investigation, vessel traffic monitoring, reporting formalities and seafarers’ training and education. Th. Veniamis, addressing the participants, stated: “Posidonia 2016 and our meeting today find shipping worldwide facing a serious and enduring crisis. A weak

freight market, which is the result of oversupply of tonnage capacity and reduction of cargo volumes due to decreased global trade, coupled with lending and financing difficulties hamper the smooth operation of shipping companies. But at national level, too, the year was politically and economically unstable. Against all odds, Greek shipping showed its resilience and I am convinced that it will emerge once again victorious. The investigation of the Greek institutional shipping framework by the European Commission (DG COMP) exacerbated these problems, thus rendering the Greek shipping community particularly concerned about what the future holds for our country. I am optimistic that the legally documented response of the Greek State will help DG COMP to identify the shortcomings of its conclusions. I would like to reiterate that Greek shipping is non-partisan. It constitutes a national asset with significant benefits for our country and it should be safeguarded as such. Greek shipping has proved its close ties with its homeland, which should not be undermined by misguided policies of European Union institutions. The operating framework of EU shipping is the Guidelines on State Aid to Maritime Transport, the so-called State Aid Guidelines, which were adopted to enhance the competitiveness of the EU fleet. The EU maritime policy needs to focus on the competitiveness of the fleet, which is put at risk due to a strict interpretation and application of competition law. There is no distortion of competition between European shipping industries. The risk comes from competition by third countries. Europe needs to monitor developments in the Far East. So as not to lose its shipping sector and maritime expertise. So as not to be deprived of its maritime transport and, therefore, its energy self-sufficiency. As for the Union of Greek Shipowners, I want to emphasize that we continue with consistency and passion to safeguard the legitimate interests of our sector. The UGS, celebrating this year a century of existence since its establishment in 1916, has been a shining example of the power of collectivity and rallying around, particularly in times of challenges and adversity, as well as of the value of equal representation of all members of a sector. In response to the EU masterplan and the growing interest in the use of LNG as a marine fuel, RINA Group presented the company’s new “Gas Centre of Excellence” at Athens’ Posidonia maritime trade show. The new centre of excellence will gather together the experience from RINA’s gas experts across the group, including RINA Services, D’Appolonia engineering services and CSM (the centre for development of new materials). The EU masterplan aims at encouraging the use of LNG on ships in the Mediterranean area, the Atlantic Ocean and the Black Sea. This plan will increase the potential of the Motorways of the Sea by lowering transport costs and reducing CO2, NOx and SOx emissions. In addition, by introducing LNG as an alternative to marine bunker, the busiest shipping corridors will benefit from more sustainable technologies. RINA’s expertise in the gas sector covers Test, Inspection and Certification (TIC) services, as well as Consulting Engineering services, RINA also includes CSM, a company specializing in research on special

materials and application technologies. The “Gas Centre of Excellence” will be “virtually” based in Italy, Greece and Northern Europe. Thanks to its decentralized nature, RINA will have the flexibility to deliver their specialized services globally, helping the industry meet the particular challenges faced in utilizing LNG as a green fuel source. RINA Services’ specialized knowledge has already resulted in the classification of four LNG fuelled cruise ships, unique in having a capacity of over 6600 passengers. Moreover, RINA is involved in two European projects (GAINN4CORE and GAINN4MOS) which aim to support the use of LNG to fuel ships. Paolo Moretti, RINA’s Marine General Manager said, “This initiative brings together the global gas expertise, amalgamating the know-how from within the Group. RINA Services provide classification and inspection services, in particular for vessels and offshore and onshore terminals. Experts from CSM will provide advice on materials. D’Appolonia will be actively involved in providing engineering consultancy on the design, construction and management of LNG terminals. Moreover, as operating on ships and terminals that use this fuel demands special training, RINA Academy, as part of our “Gas Centre of Excellence”, has developed both basic and advanced LNG fuel training courses, in line with the requirements of international conventions.” As well as the launch of the “Gas Centre of Excellence”, on 8 June, RINA presented a paper titled “Addressing the challenges and opportunities of LNG as a fuel for shipping”, at Posidonia. With the acquisition of UK’s Edif Group, RINA’s geographical reach and skill set were recently expanded. The Italian company will significantly increase its presence in the UK, while in the US and Germany, where both companies already operate, RINA’s complementary services platform will raise its profile.

the young generation by the seasoned shipping executives of the industry. The results of this mentoring program will be presented during the 2nd Young Executives Shipping Forum in June of 2017. The YES Forum showed that Shipping is an industry open to the young generation and success requires passion and devotion.

IRI/The Marshall Islands Registry marks decade in Posidonia The Marshall Islands Registry participated in the Posidonia shipping exhibition for the 10th time. Over 18,000 visitors attended the exhibition and many had the opportunity to visit the Marshall Islands stand which showcased the Registry’s excellent performance globally. At top position in terms of Greek-owned shipping, and with gross tonnage of more than 132 million and over 3,800 ships worldwide, the Marshall Islands Registry continues to grow.

Posidonia week was very busy with lots of interesting occasions to meet at the LR stand. On Tuesday 7 June, Antonis Agapitos, CEO Hellenic Seaways, received by LRQA the ISO 50001:2011 certification for Hellenic Seaways, which became the first Greek coastal maritime company to be awarded the ISO 50001:2011 certification for energy management. On Wednesday 8 June, Captain Panagiotis Tsakos and the Management team of TCM SA received their statement of MRV in recognition to their commitment to early compliance for readiness and operational excellence. In the afternoon of the same day, representatives of Hyundai Mipo Dockyard (HMD) received approval in principle (AiP) by LR for gas bunkering vessels capable of supplying LNG up to 20,000 teu containerships. On Friday 10 June, the EU Commissioner Violeta Bulc accompanied by UGS Theodoros Veniamis visited the LR stand where the Commissioner was enthusiastic to learn about the developments of Poseidon Med and Elemed projects running now with LR leading role.

WMU President, Dr. Cleopatra Doumbia-Herny visited the DNV GL stand during the Posidonia Exhibition and discussed the cooperation between the two organizations with Dr. Ilias Visvikis, WMU Associate Professor and Program Director, and Dr. Marina Papaioannou of DNV GL’s Maritime Academy Hellas. They all agreed that it was a successful first year and there is certainly room for more joint projects. With the new Postgraduate Diploma in Maritime Safety and Security, already announced to start late 2017, the two organizations focus both on safety as always, and security, recently gaining increasing attention given the global context. Within the maritime sector this covers the headline issue of piracy and terrorism but also includes trafficking, illegal fishing, port security and marine environmental protection, including the dumping of toxic waste. Furthermore there is the successful implementation of the ISPS provisions and how to respond to the continuous flows of irregular migrants and/or refugees using various means of transport and related infrastructure. Capacity for dealing with contemporary safety and security issues is essential not only for the numerous government officials responsible for performing tasks related to safety and security, but also for profitability and maintaining a good reputation in general of the sector. S tands New deals for HEMEXPO HEMEXPO companies seized the opportunity to expand further their business through their participation to Posidonia 2016. The excellent trade relations between HEMEXPO companies and Zhoushan Province have been formalized through a Memorandum of Understanding, signed between Zhoushan Bureau of Commerce and HEMEXPO. The MOU that was the third one between Hellenic Marine Equipment Manufacturers and the representatives from the Chinese marine equipment industry was signed by Manolis Chiladakis. The established cooperation between the Chinese maritime community and HEMEXPO companies has already delivered prolific results and is the foundation to achieve more successful deals in the near future. At the same time HEMEXPO presented to CCS (China Classification Society) Mediterranean Committee its member companies. The event was held during the Posidonia exhibition where HEMEXPO companies were certified by the Chinese Classification Society. In the direction of extroversion which characterizes Hellenic Marine Equipment Manufacturers & Exporters, HEMEXPO companies have signed a Memorandum of Understanding in the fields of marine and ship technology and equipment co-operation with Oman Drydock Company S.A.O.C. Oman Drydock Company (ODC) is one of the biggest and most modern ship repair yards in the Middle East. Located in Duqm, in the Al Wusta region of Oman, ODC is strategically located on the southeast corner of the Arabian Peninsula outside the ‘Hormuz Strait’ and is in close proximity to the busy regional trade routes traversing Oman’s coastal. South Korea, one of the biggest shipbuilding industries in the world, is a country that HEMEXPO has also developed strong relationships. Following up the MOU that has already been signed with Korea, in order to install Hellenic Marine Equipment on the vessels built in Korean Shipyards, the President of HEMEXPO, Helen Polychronopoulou attended Korean Hellenic Maritime Cooperation Forum.

ICS Greek Branch sparks interest

The Hellenic Management Centre, ICS Greek Branch and Queen Mary University of London, participated as exhibitors at the Posidonia Exhibition, the largest gathering in the shipping calendar. The stand was a meeting point for ICS Members who visited it and exchanged views on current market conditions. At the same time a significant amount of people including maritime professionals, seafarers and lawyers came by the stand, to be informed about the ICS Professional Qualification, the benefits of ICS Membership, and the LLM in International Shipping Law offered by QMUL in Piraeus. On the occasion of the official visits of the Rt. Hon. The Lord Mayor of the City of London, Lord Mountevans and the Minister of State for Transport Robert Goodwill MP during the Posidonia Exhibition, a meeting was organized with ICS Greek Branch, on Monday 6 June on board the “RFA Cardigan Bay”. The Chairman of the ICS Greek Branch, Nicolas Tsavliris, the Vice-Chairman Natalia Margioli, Members and lecturers represented the branch. A meeting ensued with the British officials, where the importance of maritime education was discussed in view of current market conditions.

The head of the Italian register of shipping from Genoa and Spyridon Zolotas, RINA country manager for Greece and their associates were there to present latest developments in the register’s services to the maritime community. S tands Ballast water treatment systems: a pick-up in demand is expected Nearly 60 ballast water treatment specialist companies participated at this year’s Posidonia Exhibition. They come to Athens every two years from all over the world to meet with existing clients and meet with potential buyers. This year in particular, new business opportunities in the ballast water treatment sector should be more robust than ever in anticipation of the ratification of the BWT Convention, which is expected to come into force before the end of 2016. According to BWT specialists this may not necessarily be the case however as fleet owners seem to be playing a wait and see game before they take the final decision to invest in new technologies that would help them comply with the future regulations. Such technologies include Erma First’s electrolytic cell and cyclones which were on display at Athens Metropolitan Expo. “We invest daily on research and development in order to stay ahead of the curve and maintain our competitive advantage,” said Eirini Vitsara, Marketing & Communications Manager of Environmental Protection Engineering (EPE) the mother company of Erma First. “So far we haven’t seen an exponential rise in demand for our ballast water treatment systems however this is likely to change once regulations come to force making such upgrades mandatory for new and old vessels,” she added. According to one of the world’s largest ballast water treatment specialist, the waiting game adopted by the majority of fleet owners may result in gluts at shipyards worldwide that could in turn increase the cost for shipowners who will eventually have to comply with the regulations. Vincent Li, Project Manager of China’s SunRui Marine Environment Engineering said: “At some point in the near future there will be huge demand for retrofitting as it is our conviction that the BWT regulations will be ratified this year. We have been prepared for a pick-up in demand by doubling our capacity from 500 cells today to 1,000. Events Helengi Engineering unveils LNG bunker feeder “Amaltheia” Helengi Engineering Ltd presented for the first time, during “Posidonia 2016”, the first Greek LNG Bunker Feeder vessel, “Amaltheia”. A stateof-the art vessel designed and engineered by Helengi Engineering in collaboration with NAP Engineering. This is the result of years of intensive engineering studies and it is the first time that Greek companies undertake such a demanding and complex design on this special type of vessel. Both Helengi and NAP Engineering teams display extensive expertise in Marine Engineering and LNG marine applications with wide international experience in the sector. Helengi Engineering and NAP Engineering have been collaborating on this unique innovative project which will boost ship-

building sector bridging the present with the LNG future era. The purpose of this vessel is to provide LNG bunkering services to the Port of Piraeus as well as to feed with LNG fuel other ports such as Patras and Heraklion. “Amaltheia” has a capacity of 1400 m³ of LNG, however, the vessel can accommodate up to 2000 m³ depending on requirements. The name “Amaltheia” is the most appropriate name for this vessel and refers to the she-goat nurse of the God Zeus who nourished him with her milk. When the God reached maturity he created his thunder-shield from her hide and the horn of plenty (cornucopia) from her crown. According to the myth, the horn was endowed with such powers that it could instantly become filled with whatever might be desired. Therefore, the name “Amaltheia” is most fitting and suitable as it is a vessel which feeds with LNG, the greener fossil fuel and the best alternative to oil, other vessels. Following “Amaltheia”, more LNG vessels of various capacities are to ensue. The objective is to create a portfolio of vessels ranging from 1000 m³ to 7000 m³ of LNG. In this view, the design of the “Amaltheia” family of vessels has already started. Helengi Engineering is a wholly Greek company with specialised know-how in ship design, marine engineering and process engineering to satisfy a range of applications for the use of liquefied natural gas as marine fuel, and able to provide ship-owners and shipyards with technical solutions for new installations and retrofits.

Alekseev won the award for his master thesis “Numerical Simulation of Ice Ridge Breaking”, which created a tool capable of simulating the behaviour of vessels operating in ridge ice. The tool could also be expanded to model ships in various other fragmented ice formations. Alekseev employs the discrete element method technique, where a multitude of individual, unconnected ice blocks can be simulated along with the water to derive pile-ups, forces on the vessel and the required thrust. Simulation tools such as the one developed by Alekseev enable technical experts to predict the performance of ships and offshore structures in ice. Such forecasts can play a valuable role in enhancing the safety of arctic operations. He shows that moderate changes in the bow can lead to lower EEDI values. The optimization also favors a straight vertical bow rather than the currently popular bulbous bow designs. This is confirmed by more sophisticated CFD analyses and is also in line with DNV GL’s recent findings from its Green Dolphin project for future bulk carriers. The work combines current software tools with classical naval architectural estimates, to find a good trade-off

between time, cost and accuracy. The thesis is a valuable contribution to more energy efficient shipping. The submissions for next year’s DNV GL Award for Young Professionals can be submitted between 1 January and 31 March 2017. The range of topics includes shipbuilding and design as well as vessel operation and marine technology. The theme is “Safer, Smarter, Greener”. Entries will be judged by their quality, complexity and impact on society. All papers must be written in English and must not be more than three years old. The jury will announce the winners in May 2017.

The “6th Blue Shipping Summit 2016” was held on 6 June, the opening day of the Posidonia 2016 Exhibition, at the Athens Hilton Hotel. The landmark event was sponsored this year by Tsavliris Salvage. The conference was titled “Salvaging the Environment” and focused on future trends and challenges of the shipping industry with a particular emphasis on the new regulations as well as implementation of global environmental issues in shipping today. The ever increasing regulations and technological breakthroughs have further burdened an already challenging business climate. Chairman of the conference, George Tsavliris said: “Although the shipping industry has shown a significant sensitivity in adopting measures to protect our marine environment, it needs to become far more proactive in

preventing pollution and in addressing the industry’s ecological impact”. Marine insurance sector still unstable By Ioanna Topaloglou, Orion International Brokers and Consultants Ltd.

Marine insurance is a very small percentage of the whole insurance industry and therefore does not influence the market, on the contrary the marine underwriting is influenced by the other sectors of the industry. By saying this I mean that so long as Underwriters are making profit from the other sectors of the insurance market, so long as there are no major cat losses, so long as the investment income is higher than in other commercial industries, the insurance market and especially the marine market will be soft but at the same time volatile. The soft market helps Owners in their daily expenses especially now that the freight market is low, trading patterns are changing and the whole economic environment is not promising. Underwriters are subsidizing marine claims from the income from the other sectors of the industry. What will the position be if we have major losses and Underwriters will be called upon to pay? Will there be enough money? How will reinsurers react? What will be the position of the Owners? Will claims be paid as promptly and efficiently as they should or will we see the phenomenon of the late 80’s where legal advice was sought by Underwriters on all claims with doubtful outcome. We have seen Underwriters diverting or reducing their lines on bulkers as they feel that claims are increasing and focusing on brown water vessels or tankers. Today almost all shipowners have new vessels, some of them bought the ships when the values were high, there are substantial loans at stake and to shipowners credit they try to keep their vessels in a tip top condition so that they can trade in this difficult market. However, this capital of theirs is out at sea, far away and in the hands of foreign crew whereby in certain instances they have limited control. Although Underwriters are keen to insure new ships with par-

ticular specifications and at very competitive rates, we see that particular average claims have been increased due to the lack of professional crew and crew that is dedicated to the Owners for whom they work. With the returns from the insurance market reaching 7 to 8% the least, fresh capital enters and new syndicates are established with an appetite to write marine business at any price. In my view, this helps owners TODAY, but in the long run, as history always repeats itself this might be detrimental because big losses will arise. And the question is, how investors will react when they see that the return will not be that high but that they will have to put their hands in their pockets and settle claims. Corporate capital is not there to lose money, it is there to make money and we all know that as soon as the results are not as promising as they were supposed to be, corporate capital will withdraw. This will leave the insurance market and the marine market with fewer players. Those syndicates that will remain will be very selective with the risks they underwrite and adopt strict underwriting principle. If the freight market is good shipowners will not be so much affected but if the market is bad the sudden increase in premiums and the hardening in conditions will be unbearable. We should also give it some time before the dust from the EU referendum has settled down and the UK financial services – particularly relating to shipping industry – adjust itself and respond to the new set of circumstances. My personal opinion -having been in the market for many years is that prudent underwriting at an equitable premium whereby owners can afford paying premium and underwriters can afford paying claims, is healthier than what is happening today. This is a situation where we are all to blame.

Blessing of a Callimanopulos Group oil tanker

In March 2014, the Gregory Callimanopulos Group of companies purchased the oil tanker SCF Byrranga, which was renamed United Kalavryta. The vessel, which was built in 2005 at Hyundai Heavy Industries (HHI) to the highest standards and with maximum flexibility and capability prioritized, arrived in Greek waters, specifically the area of Pachi, for unloading at the Hellenic Petroleum company in early July 2016, where the usual blessing took place on board the ship. The blessing was performed by the Metropolitan of

Kalavryta (the birthplace of the Callimanopulos family) and Aigialeia, Ambrosios, in the presence of the crew, company executives, representatives of the press and many friends. Among these we saw the deputy mayor and mayor of Kalavryta George Lazouras, the former mayor of the city Athanasios Papadopoulos and others. The United Kalavryta has gross tonnage of 124,996 DWT, is 265.15m long, 48.00m wide and 23.10m high.

AHHIC begins operations in Cyprus and international marine markets The American Hellenic Hull Insurance Company (AHHIC) Ltd has recently announced that the Cyprus regulatory authorities have approved the company’s operating license. The company, established in Cyprus in 2015 by the cooperation between the American P&I Club and Hellenic Hull Management, is now officially in operation with immediate effect. AHHIC is a global insurer and covers all hull and machinery risks for shipowners worldwide. American Hellenic Hull is the first marine insurance company in its region that meets all the requirements of the European Solvency II Directive. Management and operation of the new insurer has been undertaken by Hellenic Hull Management, led by managing director Ilias Tsakiris. Hellenic Hull’s team of assessors has already been working to ensure the new company’s initial growth and American Hellenic Hull will start with a healthy legacy of tonnage entered with the Hellenic Hull Mutual Association, which is in run-off. Παντού, εκτός από την Ελλάδα... Tα Ποσειδώνια έφυγαν, τα επόμενα ετοιμάζονται, τα περίπτερα διαλύθηκαν, η ζωή επέστρεψε στην μουντή καθημερινότητα. Κοιτάζω τα χαρτιά μου, διαβάζω τα ρεπορτάζ. «Καλά πήγαν οι δουλειές για τις περιφερειακές επιχειρήσεις επισκευής πλοίων που συμμετείχαν στα φετινά Ποσειδώνια, ιδίως για τα ναυπηγεία από την Τουρκία και την Πορτογαλία, που άδραξαν την ευκαιρία για να κλείσουν αρκετές επιχειρηματικές συμφωνίες». Ήρθαν Τούρκοι και Πορτογάλοι στην Ελλάδα, στη χώρα που εφηύρε τη ναυπηγική, στη χώρα όπου μέχρι πριν λίγα χρόνια αντιλαλούσαν τα σφυριά στα ναυπηγεία, και πήραν την κρέμα από το γλυκό! «Συνάψαμε τρεις μεγάλες συμφωνίες κατά τη διάρκεια των δύο πρώτων ημερών των Ποσειδωνίων. Δύο είναι οι επισκευές για ένα δεξαμενόπλοιο και ένα πλοίο μεταφοράς φορτίου χύδην και η τρίτη είναι ένα μάλλον σημαντικό έργο μετασκευής για ένα σκάφος τύπου ro-pax, ιταλικής εταιρείας», δήλωσε η Nedime Ozoglu, υπεύθυνη Marketing και Κοστολόγησης Επισκευών της Besiktas Shipyard. Όπως τόνισε η εν λόγω κυρία, οι Έλληνες πλοιοκτήτες αποτελούν το 80% της πελατείας τους, κυρίως λόγω της εγγύτητας, και επειδή η ναυπηγική βιομηχανία της Τουρκίας έχει βελτιώσει σημαντικά την τεχνογνωσία της. Διαβάζω άλλο ρεπορτάζ. Η Πορτογαλική Lisnave και η Τούρκικη Gemak, υπέγραψαν συμφωνίες επισκευής με εφοπλιστές κατά τη διάρκεια των πρώτων ημερών των Ποσειδωνίων 2016. «Καταφέραμε να ολοκληρώσουμε μερικές επιχειρηματικές συμφωνίες κατά τη διάρκεια αυτής της εβδομάδας, κυρίως συνήθη έργα γενικής επισκευής διαφόρων μεγεθών. Αυτό είναι σπουδαίο, δεδομένων των επικρατουσών συνθηκών στην σημερινή αγορά με μια υποτονική αγορά εμπορευματικών μεταφορών και την πολυετή κυριαρχία της Κίνας στον τομέα της μεταφοράς χύδην ξηρού φορτίου», δήλωσε ο Άλεξ Σκαραμαγκάς της Resolute Marine Services, αποκλειστικός αντιπρόσωπος των δύο ναυπηγείων στην Ελλάδα. Αν αυτό δεν είναι ειρωνεία, ποιό είναι; Να σου παίρνει τις δουλειές των ναυπηγήσεων, ένας εκπρόσωπος τούρκικων ναυπηγείων, που ονομάζεται Σκαραμαγκάς! Το 2015, είχαμε μεγάλο αριθμό δεξαμενισμών και δεν προχώρησε όσο θα θέλαμε ο εκσυγχρονισμός των εγκαταστάσεών μας, με συνέπεια να υπάρξει ένα κενό στις εργασίες το πρώτο εξάμηνο του 2016. Παραμένουμε αισιόδοξοι ωστόσο, διότι η ναυτιλία είναι μια ‘κυκλική’ βιομηχανία και, ιδίως στην αγορά των πλοίων μεταφοράς χύδην ξηρού φορτίου, η επικρατούσα άποψη είναι ότι θα υπάρξει βελτίωση», δήλωσε ο κ. Σκαραμαγκάς! Κι όπως είπε, το 2015 οι Έλληνες πραγματοποίησαν μεγάλον αριθμό επισκευών πολλών ελληνικών πλοίων, αλλά από την αρχή του 2016 η αγορά άρχισε να πέφτει ξαφνικά και την επισκευαστική δραστηριότητα να ανακόπτεται λόγω των εξελίξεων που υπήρξαν σχετικά με τον κανονισμό για τη διαχείριση έρματος. «Οι πλοιοκτήτες κατάφεραν να πάρουν την παράταση που ήθελαν, οπότε όλοι τώρα βρίσκονται σε φάση αναμονής. Πολλοί πελάτες με τους οποίους έχουμε μιλήσει στα Ποσειδώνια αυτή την εβδομάδα συμμερίζονται την άποψη ότι η αγορά βελτιώνεται οριακά. Αν και το 2016 συνολικά δεν θα είναι καλύτερη χρονιά από την περυσινή, αναμένουμε να είναι σαφώς καλύτερη του προβλεπόμενου», πρόσθεσε. Δεν είναι τρέλα; Να έχεις τα Ναυπηγεία Σκαραμαγκά να σκοτώνουν μύγες και να έχουν τον Σκαραμαγκά οι Τούρκοι; Δεν είναι τρελό; Ακούστε, λοιπόν: Δέκα τουρκικά ναυπηγεία συμμετείχαν στα Ποσειδώνια 2016 και όλα αντιμετωπίζουν ισχυρό ανταγωνισμό από τη Ρουμανία, τη Βουλγαρία και την Ουκρανία σε επίπεδο τιμών, τις οποίες ‘χτυπούν’, προς μεγάλη χαρά, φυσικά, των Ελλήνων εφοπλιστών, που ούτε το σκέπτονται να επενδύσουν, έστω και σε επισκευές, στην Ελλάδα. Αυτή είναι η κατάσταση. Κι αν δεν υπάρξει σοβαρή ανατροπή της νοοτροπίας και της πολιτικής στη χώρα, ο Σκαραμαγκάς θα μείνει στην Τουρκία!

Για ένα φιλότιμο...

Δεν θέλησα να γράψω κάτι για τον Κυριάκο Μαμιδάκη, τότε, που το θέμα βρισκόταν στα πρωτοσέλιδα. Έχοντας γνωρίσει τον εκλιπόντα, μπορώ να σας βεβαιώσω ότι "τα είχε 400" όταν έλαβε την μοιραία απόφαση. Όταν έχεις αναλώσει μια ζωή κι άλλη μισή για τους στόχους που έβαλες από παιδί, δεν αντέχεις την κατάρρευση. Αν για τις περιπτώσεις, όπως αυτή του διακεκριμένου και δυναμικού επιχειρηματία, συνηθίζεται να ομιλούμε περί "απονενοημένου διαβήματος", επιτρέψτε μου να πω ότι το δικό του ήταν καλώς νενοημένο, αν όχι επινενοημένο. Ο "άρχοντας" θέλει να παραμείνει και να φύγει σαν "άρχοντας". Μη σας ξενίζει ο τίτλος. Οι Κρητικοί και οι Μανιάτες τον έχουν στα χείλη τους εύκολο, αλλά δεν τον αποδίδουν εύκολα στον καθένα. Ο Κυριάκος Μαμιδάκης, λοιπόν, που άρχισε τη σταδιοδρομία του με εκείνα τα μικρά μαγαζιά πετρελαιοειδών με σήμα ένα "Μ" μέσα σε δυο κύκλους (θυμάμαι το μικρό μαγαζί λιπαντικών "Μαμιδάκης" στη Λεύκα, στον Πειραιά, τη δεκαετία του '50), δεν "κάθισε πάνω στα λεφτά" ποτέ στη ζωή του. Ο Κυριάκος Μαμιδάκης είχε μέσα του το σπέρμα της δημιουργίας και της προσφοράς. Όπως έχει κάθε σοβαρός επιχειρηματίας. -Γιατί σας αρέσει να πηγαίνετε στην καντίνα του εργοταξίου και να τρώτε με τους εργαζόμενους; τον είχα ρωτήσει όταν μου έκανε "το τραπέζι" στον συγκεκριμένο χώρο. -Δεν είναι θέμα αν μου αρέσει ή όχι. Το θεωρώ πολύ φυσικό. Αισθάνομαι υποχρέωση προς αυτούς τους ανθρώπους, οι οποίοι εργάζονται μαζί μας για έναν κοινό στόχο. Είμαι ένας από αυτούς. -Ναι, αλλά εσείς πηγαίνετε στο σπίτι σας με λιμουζίνα κι εκείνοι με το λεωφορείο ή με το μηχανάκι. -Δεν θέλεις να μάθεις ποιός κοιμάται το βράδυ πιο εύκολα! μου είπε με εκείνο το μισό, γεμάτο νόημα, χαμόγελο... Κρητικός, λοιπόν και "άρχοντας" είναι ένας πολύ δύσκολος συνδυασμός. Μα πολύ δύσκολος. Θυμάμαι, στις αρχές της οικονομικής κρίσης, είχαμε πάει με φίλο, ανώτατο στέλεχος της "Αγροτικής", για διακοπές στην Κρήτη. -Πάμε να δούμε έναν φίλο, είναι μεγάλος επιχειρηματίας στο νησί, καλός μας πελάτης και γλεντζές! μου είπε. Πράγματι, βρεθήκαμε σε έναν εξαίσιο χώρο, ένα κτήμα-πρότυπο, με όλες τις σύγχρονες εγκαταστάσεις, με όλα τα "κομφόρ" που θα έλεγαν κάποιοι. Ο επιχειρηματίας μας καλοδέχτηκε, μας φίλεψε η κυρά του όλα τα καλά. Όταν, όμως, μείναμε οι τρεις μας... -Μιλάω ελεύθερα; -Ελεύθερα, άρχοντα, ο φίλος είναι σαν αδελφός. -Τάκη, θα αυτοκτονήσω! Θα παίξω μια στο κεφάλι μου και θα τελειώσω! Δεν πάει καλά η δουλειά, δεν βγαίνουνε τα δάνεια και θα φτωχέψουμε! Και τι θα ειπώ εγώ στον πατέρα μου που μου αφήκε χρυσάφι και θα το κάμω σκατά; Τρελαθήκαμε! Από τα χαμόγελα και τα "άσπρο πάτο", στη μαύρη μαυρίλα! Ένας άντρας δυο μέτρα, με τα στιβάνια γυαλισμένα και το μουστάκι τσιγκέλι, έκλαιγε σαν μωρό παιδί! "Τι θα πει ο γέρος, ρε Τάκη;"... Δεν ξέρω και δεν έμαθα τί απόγινε ο συγκεκριμένος άνθρωπος. Διαβάζω για αυτοκτονίες στην Κρήτη αλλά προσπερνώ την είδηση. Ξέρω, όμως, ότι οι άρχοντες απ’ τη Λεβεντογέννα δεν το αντέχουν...

Σοβινιστικό κεφάλαιο Να σας πω την αλήθεια, την περίμενα όλη αυτή την ανακατωσούρα που επικρατεί στο Ηνωμένο βασίλειο έπειτα από το φοβερό και τρομερό (ας γελάσω) Brexit! Κατ' αρχήν, θεωρώ τη γηραιά Αλβιόνα παμπόνηρη γριά, η οποία "σε πουλάει και σε αγοράζει". Δεν της έχω εκτίμηση, αλλά την παραδέχομαι. Εκμεταλλεύεται στο έπακρον την γεωγραφική της θέση. Γνωρίζει ότι είναι νησί και ότι όποια στιγμή θέλει -και εφ' όσον έχει τη δύναμημπορεί να πετάξει τους ανεπιθύμητους στη θάλασσα. Παράλληλα, μπορεί να αποτρέψει οποιασδήποτε μορφής εισβολή, αρκεί να το θελήσει. Θεωρώ, λοιπόν, βέβαιο ότι τώρα, με την νέα, υπό διαμόρφωση, κατάσταση, οι Βρετανοί θα προσφέρουν γη και ύδωρ στους Έλληνες του "Σίτι", ώστε να μείνουν εκεί. Τις σκέψεις μου αυτές, τις ανέπτυξα στον Διονύση Καψή, που έχει θητεύσει -με επιτυχία- στην Εφορία Πλοίων. "Διαφωνώ. Όχι πως δεν θα προσπαθήσουν οι Άγγλοι να προσφέρουν περισσότερο απ' όσα έδιναν μέχρι τώρα στο ελληνικό εφοπλιστικό κεφάλαιο. Η Ελλάδα, όμως, μπορεί να τους κερδίσει και εκμεταλλευόμενη την σημερινή κατάσταση, να τους πείσει να φέρουν τις εταιρείες τους εδώ, στον Πειραιά", μου είπε. Αντέταξα το επιχείρημα ότι και παλαιότερα, όταν ο περίφημος υπουργός Οικονομικών που άκουγε στο όνομα Love τους απείλησε με αύξηση της φορολογίας, δεν σηκώθηκαν να φύγουν αλλά περίμεναν να "ξεθυμάνει" η φορομανία του και τελικά παρέμειναν, χωρίς να υποστούν συνέπειες. Ο Έφορος, όμως, που σήμερα υπηρετεί ακόμη σε άλλο πόστο, επέμενε. "Δεν υπάρχει πιο σοβινιστικό κεφάλαιο από το εφοπλιστικό. Οι Έλληνες εφοπλιστές είναι σοβινιστές και αν τους πείσει το πολιτικό μας σύστημα ότι θα τους σεβαστεί, θα έλθουν στην Ελλάδα"! Προσπάθησα να καταλάβω από που αντλούσε την πεποίθηση και μου έλυσε ο ίδιος την απορία. "Είχε κανένα λόγο ο "τάδε" εφοπλιστής (και μου είπε ένα από τα μεγάλα ονόματα του εφοπλισμού) να πληρώσει από την τσέπη του ενάμισυ εκατομμύριο ευρώ για να στεγασθεί η Εφορία Πλοίων σε κτίριο με σύγχρονες προδιαγραφές και να μη στεγάζεται σε αχούρι; Ήρθε, ο άνθρωπος, με βρήκε, μου εξέφρασε την πρόθεσή του και ζήτησε να του παρουσιάσουμε το σχέδιο της μετεγκατάστασης. Πείσθηκε ότι δεν θα πήγαινε ούτε μια δεκάρα "αλλού" (καταλαβαίνεις τι εννοώ) και κατέβαλε όλο το ποσό από την τσέπη του! Δεν ήταν απλό; Όταν πείσθηκε ότι τα χρήματά του θα πήγαιναν όλα για τον συγκεκριμένο σκοπό, έκανε την κίνηση που έπρεπε! Γι αυτό σου λέω, είναι θέμα του πολιτικού μας προσωπικού να συζητήσει, να συμφωνήσει και να τους πείσει. Υπάρχουν τρόποι, αν υπάρχει θέληση". Υπάρχει;

Τις χάσαμε τις στιγμές, πατριώτες... Πήγα, που λέτε σε δυο εκδηλώσεις την περασμένη εβδομάδα. Η μια ήταν η γιορτή αποχαιρετισμού του Σχολείου της εγγονής μας. Η άλλη, μια συναυλία γνωστού καλλιτέχνη, σε ένα ανοιχτό θέατρο. Επιτρέψτε μου να σταθώ στην εορτή της "Παιδαγωγικής", που ήταν για εμένα μια ευχάριστη έκπληξη. Δεν είναι δα και συνηθισμένο να βλέπεις τα παιδιά του Δημοτικού σχολείου να παρουσιάζουν χορογραφίες που άρχιζαν από την αρχαία Ελλάδα και έφταναν μέχρι τις μέρες μας. Είδα, λοιπόν, τα παιδιά της Πρώτης και της Δευτέρας να αποδίδουν χορικά από την αρχαιότητα, είδα Πυρρίχιο, είδα Πεντοζάλη, Σούστες, Θρακιώτικα, Ζωναράδικα, Μακεδονικά, Νησιώτικα, Σμυρναίικα, Απτάλικα Ζεϊμπέκικα, όλο τον χορευτικό χάρτη, απλωμένο από παιδιά του Δημοτικού Σχολείου (ελπίζω να μην καταργήσει και αυτές τις εορτές ο μπιζιμπόντης Νίκος Φίλης) στη σκηνή του πανέμορφου "Βεάκειου" θεάτρου... Μα, να σας πω, όποτε βρεθώ στο "Βεάκειο", θυμάμαι της άθλιες παράγκες της περιοχής, τις οποίες εξαφάνισε ο τότε δήμαρχος, ο αείμνηστος Αριστείδης Σκυλίτσης και στη θέση τους ανήγειρε το "Σκυλίτσειο" δημοτικό θέατρο, το μοναδικό στην Ελλάδα που βλέπει στη θάλασσα κι έχει για φυσικό σκηνικό τον Φαληρικό Όρμο! Κι αφού έπιασα τα πειραιώτικα, να σας θυμίσω ότι η Μεταπολίτευση άλλαξε την ονομασία του θεάτρου. Πριν μερικά χρόνια, ο Σκυλίτσης, αισθανόμενος το τέλος να πλησιάζει, διεμήνυσε στην τότε δημοτική αρχή (υποτίθεται της "Δεξιάς") ότι προτίθεται να αφήσει όλη του την (μεγάλη) περιουσία στον Δήμο Πειραιώς, αρκεί να επανέλθει στο θέατρο η ονομασία "Σκυλίτσειο". Η προσφορά, όμως, δεν έγινε αποδεκτή... Επιστρέφω στην εκδήλωση του σχολείου. Εκείνο, λοιπόν, που με εντυπωσίασε (πλην των εξαιρέτων χορογραφιών) ήταν η "τρέλα" των γονιών να τρέξουν να απαθανατίσουν τα παιδιά τους με τα "τάμπλετ" και τα "κινητά". Καρφάκι δεν τους καιγόταν για να συμμετάσχουν στη γιορτή. Μπορώ να πω ότι μόνον εμείς, οι παππούδες και οι γιαγιάδες, προσπαθούσαμε να διακρίνουμε το δικό μας παιδί ανάμεσα στα άλλα, απολαμβάναμε τους χορούς, διασκεδάζαμε με τα "μπερδέματα" των παιδιών σε κάποιες από τις -ομολογουμένως δύσκολες- χορογραφίες... Οι γονείς, έτρεχαν πάνω-κάτω για να "τραβήξουν" την εκδήλωση υψώνοντας τα μηχανήματά τους! Τι να την κάνουν την γιορτή; Θα την απολαύσουν στο σπίτι τους, στην μεγάλη οθόνη, από τον καναπέ, με γαριδάκια και πίτσες! Τα ίδια και στη συναυλία. Προσπαθούσα να απολαύσω τη μουσική του Τσιτσάνη, του Μητσάκη, του Σουγιούλ, του Χαιρόπουλου, διασκευασμένη σε ύφος "σουίνγκ", αλλά κάθε τόσο περνούσε από εμπρός μου κι ένας κοντοβράκης με ένα "τάμπλετ" στο χέρι, στηνόταν κι άρχιζε να "τραβάει". Το ίδιο και με κάποια κοριτσάκια, που πετάγονταν ξαφνικά σαν τα μανιτάρια και ύψωναν τα μηχανάκια τους στον αέρα! Πάει, χάθηκε η στιγμή! Δεν τους ενδιαφέρει η απόλαυση "επί τόπου". Θέλουν να πάρουν μαζί τους την εικόνα και να τη δουν "με την ησυχία τους" μάλλον να τη δείξουν στην παρέα τους! Δεν ξέρω, αλλά μάλλον χάθηκε η "στιγμή". Και δεν είναι καλό...

Ένας στρατηγός στον Ναυτικό Όμιλο

Πριζουνίκ και ... τέζα όλοι!

Δεν θα μπορούσα να λείψω από μια ομιλία του στρατηγού Κωνσταντίνου Κόρκα. Την οργάνωσε ο Ναυτικός Όμιλος Ελλάδος (Βασιλικός, παλαιότερα) παρά θιν' αλός. Η πρόσκληση έγραφε "Στις επτά" και, πράγματι, στις επτά ανέβηκε στο βήμα ο ομιλητής! Πράγμα σπάνιο για τα ελληνικά δεδομένα. Ο στρατηγός, στα 96 του χρόνια, διαυγέστατος και σαφής, προσπάθησε να μας πείσει ότι η χώρα βρίσκεται σε κατάσταση ασύμμετρης πολεμικής απειλής. Θα πρέπει να ομολογήσω ότι το ακροατήριο, πυκνό και, ευτυχώς, με πολλούς νέους ανάμεσά του, ήταν πεπεισμένο περί της απειλής, πολύ πριν το ενημερώσει ο στρατηγός. Ο τραχύς στρατιωτικός, στενός συνεργάτης του βασιλέως Παύλου, ο οποίος τον χρησιμοποιούσε σε όλες τις "επικίνδυνες αποστολές", μίλησε για τη μάχη της Κρήτης, για τη μάχη των Οχυρών, τον Ιερό Λόχο, την κατάληψη-απελευθέρωση των νήσων του Αιγαίου. Ειδικότερα, για τα νησιά, διερωτήθηκε γιατί οι διοικήσεις παραμένουν στο κέντρο και δεν μετακινούνται στα νησιά του Αιγαίου. "Δεν έχει δουλειά ο στόλος, να ναυλοχεί στη Σαλαμίνα. Πρέπει να βρίσκεται στα νησιά. Χρειάζεται η παρουσία των Ενόπλων Δυνάμεων στα νησιά μας, ιδιαίτερα σήμερα, που δεχόμαστε την εισβολή εξ ανατολών", τόνισε. Μίλησε για την Μέση Ανατολή, για τους ηρωισμούς των Ελλήνων στρατιωτικών, αλλά και για τους διωγμούς τους οποίους υπέστησαν από τους συμμάχους. Κάθε τόσο, όμως, επέστρεφε στο σήμερα και έκρουε κώδωνα. "Δεν πρέπει να εφησυχάζουμε. Πρέπει να ενημερώνονται οι Έλληνες πολίτες και να είναι έτοιμοι ανά πάσα στιγμή να αντιμετωπίσουν κινδύνους. "Ο κόσμος μυρίζει μπαρούτη! Το έχω ξαναζήσει το έργο, η ατμόσφαιρα είναι η ίδια", μας είπε. Παρών και ο Ζάχος Χατζηφωτίου, που κι εκείνος πολέμησε στη Μέση Ανατολή. Περισσότερο ρεαλιστής, ο Ζάχος: "Όλα αυτά καλά είναι, αλλά ...". Κι εκεί, επάνω στο "αλλά", υποβάλλεται το καίριο ερώτημα. -Καλά όλα αυτά που μας είπατε, στρατηγέ. Τα έχετε, όμως, πει και στην ηγεσία των Ενόπλων Δυνάμεων; Σήκωσε τους ώμους ο στρατηγός, ο μοναδικός, ίσως, επιζών που πολέμησε σε όλα τα μέτωπα και είπε... -Εγώ; Πως να τα πω; Εμένα μου απαγορεύεται η είσοδος στο Γενικό επιτελείο! -Δεν μιλάτε σοβαρά! είπε κάποιος από τις πρώτες θέσεις... -Πολύ σοβαρά σας μιλάω. Δεν θα με αφήσουν να περάσω αν θελήσω να εισέλθω στο Πεντάγωνο! Εύχομαι να είναι ρητορικό το σχήμα ή έκφραση κάποιου "παραπόνου", κάτι που δεν το θεωρώ πιθανό. Φυσικά, ο στρατηγός Κόρκας, ο πολεμιστής, δεν είναι εκείνος που θα υποδείξει στην σημερινή ηγεσία των Ενόπλων Δυνάμεων το πως πρέπει να κινηθούν για να αντιμετωπίσουν τους σημερινούς κινδύνους. Έχουν αλλάξει όλα. Οι εποχές, οι άνθρωποι και, κυρίως, τα μέσα. Βεβαιώνω, όμως, την ηγεσία του υπουργείου Αμύνης και των Ενόπλων Δυνάμεων, ότι φεύγοντας προχθές από τον Ναυτικό Όμιλο, ένιωθα πιο δυνατός, πιο αισιόδοξος. Με είχε καταλάβει ένα συναίσθημα που το θεωρούσα ξεχασμένο. Το συναίσθημα που χρειάζεται σήμερα ο Έλληνας και το οποίο δεν έχει ονομασία...

Γνώρισα τον "Μαρινόπουλο" ως φαρμακείο. Ήταν δυο οι "μεγάλοι" της Αθήνας. Ο Μαρινόπουλος και ο Μπακάκος. Στον "Μπακάκο", έδινε ραντεβού η μισή Ελλάδα, γιατί το φαρμακείο του βρισκόταν στην Ομόνοια. "Που θα σι βρω μανάρι'μ ;" ρωτούσε η μάνα το γιο που δούλευε στην Αθήνα, τηλεφωνώντας του από την μοναδική συσκευή του χωριού. "Στου Μπακάκου, μάνα, στου Μπακάκου"! Ο Μπακάκος παρέμεινε φαρμακείο και κάποια στιγμή έκλεισε. Ο Μαρινόπουλος έγινε "Πριζουνίκ"! Ήταν οι αρχές του '70, όταν ακούστηκε πρώτη φορά η λέξη "Πριζουνίκ", κολλημένη πλάι στο όνομα του φαρμακείου, που γίνηκε σουπερμάρκετ. "Πριζουνίκ Μαρινόπουλος"! Ήταν η εποχή που το χαζοκούτι έμπαινε σε κάθε ελληνικό σπίτι. Έτσι, μαζί με τον Βαρτάνη, τον κυρ-Γιώργη, τον παράξενο ταξιδιώτη και τους Πανθέους, έμπαινε στα σαλόνια και ο "Πι-μι", ένα ανθρωπάκι με τα αρχικά του "Πριζουνίκ Μαρινόπουλος". Μας συστηνόταν μάλιστα ως "Ο Πι-Μι με τη δραχμή" και μας έλεγε: "Αν αγαπάς τη δραχμή σου, ψωνίζεις στα Πριζουνίκ Μαρινόπουλος". Φοιτητής τότε, διάβαζα την Πολιτική Οικονομία του Θάνου και μπορούσα να καταλάβω ότι οι διάφοροι "Πι-Μι" που ξεφύτρωναν κάθε τόσο και σε άλλη γειτονιά, καθώς και οι μιμητές τους, θα έκλειναν σύντομα το μπακάλικο του κυρ Χρήστου Κοκκόλη, από τον οποίο ψώνιζε η οικογένειά μας. Θυμάμαι ακόμη τα λόγια του, καθώς μου τύλιγε ένα μπουκέτο μοσχομύριστες παστές σαρδέλες. "Αχ, Μίμη, θα μας κλείσουνε οι πριζουνήδες"! Και τους έκλεισαν. Και γεμίσαμε πολυκαταστήματα, όμοια με εκείνα που βλέπαμε (και θαυμάζαμε, να πω την αλήθεια) όσοι ταξιδεύαμε τότε στο εξωτερικό. Και γινήκανε τα "Πριζουνίκ" σκέτα "Μαρινόπουλος" κι ύστερα "Καρφούρ" κι ύστερα πάλι "Μαρινόπουλος" και δεν μπορούσες να καταλάβεις ποιός έμπαινε και ποιός έβγαινε στη μαρκίζα, στο μετοχολόγιο, στο ψυγείο σου. Κι ήρθανε και κάτι άλλες φίρμες, που πουλάνε τα πάντα, πλην τροφίμων. Κάτι "Λερουά" και κάτι "Πράκτικερ" και μαράζωσε ο Φώσκολος, στην πλατεία Ιπποδαμείας, εκεί που κάναμε ουρά για να αγοράσουμε "Είδη κιγκαλερίας" αλλά και "Ο Κήπος της Εδέμ", όπου περίμενα κάθε Σάββατο με τον πατέρα μας να αγοράσουμε σπόρους, σωλήνες, και "ταυ" για το πότισμα στο κτήμα. Άντε τώρα να βρεις τον ιδιοκτήτη των πολυεθνικών στις οποίες ανήκουν τα διάφορα Mall και να παραπονεθείς, όπως έκανες στον Φώσκολο όταν εύρισκες καμιά στραβή βίδα στο κουτάκι που αγόραζες. Τι να σου κάνει, λοιπόν, ο "Μαρινόπουλος"; Δεν ξέρω τις συνθήκες υπό τις οποίες έφτασε στην πτώχευση και δεν θα τις ψάξω τώρα. Αλλά τον "Πι-Μι" με τη δραχμή, τον κατάπιε κι αυτόν το ευρώ...

ΒRΕΧΙΤ: Κανείς δεν ξέρει τί είναι, κανείς δεν ξέρει τί θα γίνει. Τι θα γίνει με την Ελληνική Ναυτιλία του City; Τι είναι τελικά το Brexit; "Μην είναι οι κάμποι; Μην είναι τα άπαρτα ψηλά βουνά", που έλεγε ο ποιητής; Μήπως και ξέρει κανείς για να μας πει; Εδώ δεν το ξέρουν ο Μπόρις και ο Φάρατζ, που παραιτήθηκαν και έστριψαν "αλά- γαλλικά"! Τι θα γίνει με την ελληνική Ναυτιλία που έχει θρονιαστεί από χρόνια πολλά στο Λονδίνο; Θα φύγουν; Θα μείνουν; θα έχουν το ένα πόδι εκεί και το άλλο στην Ελλάδα; Αλλά πού να ακουμπήσουν πόδι; Στον Πειραιά; Εκεί που σκάβει όποιος προλάβει πρώτος κι ο δεύτερος σκάβει από πάνω του; Θα πάνε στο Χονγκ-Κονγκ; Θα τους απορροφήσει το Αμβούργο, με τον χερ Σόιμπλε να ετοιμάζει (λένε) ελκυστικές προτάσεις; Θα τους κρατήσουν οι Άγγλοι, όπως τους κράτησαν χρόνια τώρα;

Όλα αυτά γράφτηκαν και ακούστηκαν έπειτα από το "Μπαμ" του Ηνωμένου Βασιλείου και μερικά από αυτά, τα φιλοξενούμε σήμερα. Περισσότερο (λέω εγώ τώρα) για την Ιστορία, αφού μέχρι τώρα κανείς, μα κανείς, δεν ξέρει να μας πει τι σημαίνει το Brexit, αν θα εφαρμοσθεί το Brexit, αν θα μας ξεράνει το Brexit, αν θα μας αλλάξει την Ευρώπη και τα φώτα το Brexit! Εδώ δεν είχαν σχέδιο για το πιθανό "We leave" εκείνοι που το στήριξαν και θα έχουμε εμείς, που είμεθα -χρόνια τώρα- απλοί θεατές και πειθήνια υποζύγια; Παρουσιάζουμε, λοιπόν, σήμερα άρθρα και ρεπορτάζ που ξεχωρίσαμε γύρω από το Brexit και... ότι brexi(t) ας κατεβάσει!

Απροσδιόριστο το κόστος του Brexit για την Ελλάδα Ένας μόλις χρόνος πέρασε από τότε που πανηγυρίζαμε για τη συμφωνία με τους θεσμούς, με την οποία "απελευθερώνονταν" 35 δισ. ευρώ κοινοτικών επιδοτήσεων των 3,5 δισ. ευρώ, με το προς την Ελλάδα (έως το 2020) και για την προκαταβολή των 3,5 δισ. με το "Πακέτο Juncker". Φαίνεται, όμως, ότι τώρα είναι πιθανό να αρχίσουν οι υπολογισμοί "τρεις το λάδι-τρεις το ξίδι" για τις πιθανές περικοπές και μειώσεις, λόγω της διαφαινόμενης αποχώρησης της Βρετανίας από την ΕΕ. Όπως λένε οι ειδικοί, στο χειρότερο σενάριο, που κάθε κράτος θα κληθεί να αναλάβει το μέρος της "πίτας" που του αναλογούσε, η Ελλάδα επιβαρύνεται με 1 δισ. ευρώ περίπου πρόσθετη συνεισφορά στα ταμεία της ΕΕ (170.000,000 ευρώ το χρόνο για την 6ετία), ενώ αν προκριθεί το σενάριο "λιτότητας", η χώρα μας έχει να χάσει πολλά: Σημειώνεται ότι αυτό τον καιρό γίνονται οι διαπραγματεύσεις για την κατανομή του αποθεματικού του ΕΣΠΑ από το οποίο η χώρα μας ήλπιζε να καρπωθεί 2 δισ. ευρώ τα οποία θα κατευθύνονταν σε έργα του κοινωνικού ταμείου, όπου, ήδη, όλες σχεδόν οι δράσεις έχουν καλυφθεί χρηματοδοτικά. Το έκτακτο πρόγραμμα για το Προσφυγικό, από το οποίο δράσεις για την Ελλάδα φθάνουν μέχρι τα

250.000.000 εκατ. ευρώ, στα οποία προστίθενται άλλα 500.000.000 των ειδικών προγραμμάτων, έχει διάρκεια 3ετίας και έπειτα θα φανεί τι θα αποφασιστεί. Η Ελλάδα σύμφωνα με την κατανομή του 2014, λαμβάνει ετησίως από την ΕΕ μέσω επιδοτήσεων (και όχι δανείων) 7.095,0 εκατ. ευρώ. Η συνεισφορά της είναι πολύ χαμηλότερη, 1.949,8 εκατ. ευρώ. Δηλαδή έχει καθαρό όφελος 5.162,6 ευρώ ή στο 2,89% του Ακαθάριστου Εγχωρίου Προϊόντος. Η "διόρθωση" που έχει πετύχει η Βρετανία από την

εποχή της Θάτσερ, κοστίζει ετησίως στην Ελλάδα 129,7 εκατ. Ευρώ. Απομένει να φανεί πόσο μπορεί να κοστίσει στα ελληνικά κρατικά ταμεία η έξοδος της Βρετανίας από την Ευρωπαϊκή Ένωση. Η συνεισφορά της Βρετανίας είναι 12 δισ. ευρώ ετησίως. Είναι η τρίτη μεγαλύτερη εισοδηματικά χώρα της

Ε.Ε. μετά τη Γερμανία και τη Γαλλία (Ακαθάριστο Εγχώριο Προϊόν - ΑΕΠ στα 2,22 δισ. ευρώ) και τόσα χρόνια ήταν γνήσια χρηματοδότης του προϋπολογισμού της Ε.Ε. Όλα αυτά, όμως, τελούν υπό αίρεση, αφού η υπόθεση Brexit δεν πρόκειται να τελειώσει (αν τελειώσει) σύντομα και εύκολα.

Ελληνική Ναυτιλία και Brexit: Ουδείς λόγος ανησυχίας Αφήστε τους άλλους να ανησυχούν για εμάς... "Δεν υπάρχει λόγος ανησυχίας. Το πιο πιθανό είναι -αν τελικώς το Ηνωμένο Βασίλειο αποχωρήσει από την ΕΕ- να υπάρξει καθεστώς ευνοϊκότερο για την ελληνική ναυτιλία στο Λονδίνο. Βεβαίως, αν τα πράγματα έλθουν ανάποδα, υπάρχουν λύσεις", μας είπε σημαίνον στέλεχος της Ελληνικής Ναυτιλιακής Κοινότητας. -ΑΝ φύγουν οι εταιρείες από την Αγγλία και επιλέξουν να μείνουν στην Ευρώπη πού βλέπετε να κατευθύνονται; Τι είναι πιο πιθανό ως λύση; Βλέπετε Ελλάδα ρωτήσαμε. -ΑΝ μείνουν Ευρώπη, θα δούμε. Αν, όμως, έλθει ο κόσμος άνω-κάτω, τον Χονγκ-Κονγκ είναι η πιθανότερη λύση! μας είπε. Βεβαίως, η ελληνική ναυτιλία έχει αποδείξει ότι διατηρεί την ψυχραιμία της και από τα μέχρι τώρα δεδομένα ο κανόνας αυτός φαίνεται ότι έχει επικρατήσει και στην περίπτωση του αναπάντεχου Brexit! Οι Έλληνες επιχειρηματίες της θάλασσας, όπως πάντα, με οδηγό την πείρα και το ένστικτό τους, φαίνεται ότι "ζυγίζουν" προσεκτικά τις βραχυχρόνιες και μακροχρόνιες επιπτώσεις οι οποίες περισσότερο σχετίζονται με αυτές καθαυτές τις λειτουργίες του City του Λονδίνου, όπου ως γνωστόν ένα μεγάλο μέρος των δραστηριοτήτων του κινείται γύρω από τη ναυτιλία και το πανίσχυρο αγγλικό ναυτιλιακό cluster. Χαρακτηριστική ήταν, εξ άλλου, η ακαριαία αντίδραση του Βρετανικού Ναυτιλιακού Επιμελητηρίου, που συνέστησε «cool heads», επισημαίνοντας ότι μια πρώτη ματιά – εκτίμηση του κινδύνου, θα αφορούσε την πιθανή απομάκρυνση κάποιων χρηματοπιστωτικών εργαλείων για τη Ναυτιλία, χωρίς αυτό να αποτελεί κάτι ουσιαστικό αφού υπάρχει πληθώρα άλλων υπηρεσιών

και χρηματοπιστωτικών που θα μπορούσε να υποστηρίξει τις ναυτιλιακές δραστηριότητες. Πιο μετρημένο το Διεθνές Nαυτιλιακό Επιμελητήριο, δήλωσε, διά στόματος Simon Bennett ότι "Η διεθνής ναυτιλιακή βιομηχανία που υπηρετεί το διεθνές εμπόριο παρακολουθεί τις εξελίξεις με πολύ στενό και άμεσο ενδιαφέρον. Χωρίς αμφιβολία, πάντως, όλοι αναμένουν τις κινήσεις των Ελλήνων, καθώς είναι γνωστό ότι, από μηνών, ναυτιλιακά κέντρα που προσδοκούν να προσελκύσουν δραστηριότητες, βλέπουν τώρα μια ευκαιρία να προσπαθήσουν να κερδίσουν τους Έλληνες του Λονδίνου, κάτι, όμως, που μοιάζει δύσκολο, αφού οι Άγγλοι δεν θα αφήσουν να χαθεί η καρδιά της οικονομίας τους, το City, που έχει αποδειχθεί πανίσχυρο και "σιδεροκέφαλο". Υπήρξε, όμως και η άποψη ότι "το ουδέν κακό αμιγές καλού" και συνεστήθη "αναμονή και ψυχραιμία", προκειμένου να υπάρξουν κινήσεις -αν υπάρξουν- τόσο από την πλευρά της Αγγλίας όσο και της ΕΕ. Έτσι, αναμένονται οι προτάσεις που -αν γίνουν- οι μεν θα αποβλέπουν στην αποδυνάμωση του City και την προσέλκυση -με ευνοϊκότερους όρους- των εταιρειών από την άλλη πλευρά. Γεγονός είναι, πάντως, ότι η Βρετανία, τα τελευταία χρόνια, ανακινούσε κάθε τόσο το φορολογικό των non dom, κάτι το οποίο παράγοντες του χρηματοπιστωτικού συστήματος επαναφέρουν ως παράμετρο για την ανάπτυξη ή μη του City αλλά και τη σταθεροποίησή του έναντι των διεκδικητών, δηλαδή άλλων ναυτιλιακών κέντρων που πιθανώς θα επιχειρήσουν "πλαγιοκόπηση" του οικονομικού κέντρου της Μεγάλης Βρετανίας. Όλα αυτά είναι γνωστά, όλες οι παράμετροι έχουν εξεταστεί ενδελεχώς και άρα, σύμφωνα με τις πρώτες εκτιμήσεις, δεν αναμένεται κάτι θεαματικό και με δεδομένο ότι οι ναυτιλιακές δραστηριότητες κινούνται σε πλαίσιο παγκοσμιοποίησης εδώ και αιώνες... Με αυτά τα δεδομένα, η ελληνική ναυτιλία δεν δείχνει να ανησυχεί. Και, ευφυώς, όπως πάντα, αφήνει τους άλλους να ανησυχούν γι’ αυτήν...

Βrexit και επιπτώσεις για την Ελλάδα Του Σήφη Φιτσανάκη* Κανείς αναλυτής με βαθιά γνώση της βρετανικής πολιτικής δεν ξαφνιάστηκε από το αποτέλεσμα του δημοψηφίσματος στη Βρετανία. Στην πραγματικότητα, η παραδοσιακά αντιευρωπαϊκή αυτή χώρα δεν εντάχθηκε ποτέ της στον κεντρικό πυρήνα της Ευρωπαϊκής Ένωσης, προτιμώντας κατά κανόνα την σύμπλευση με τις πρώην αποικίες της στη Βόρεια Αμερική και στην Ωκεανία. Όπως στωικά δήλωσε πρόσφατα ο επιφανής βρετανός ιστορικός Peter Hennessy, η ΕΕ είναι βασικά ένα δημιούργημα της γαλλικής σοσιαλδημοκρατικής γραφειοκρατίας, διανθισμένης με χριστιανοδημοκρατικά ιδεολογικά στοιχεία, που ποτέ δε συγκίνησαν τη βρετανική πολιτική σκέψη. Συνεπώς η Βρετανία ποτέ δεν πίστεψε στην ευρωπαϊκή ενωτική προοπτική. Εντάχθηκε στους κόλπους της ΕΕ με ενδοιασμούς, κυρίως για να προωθήσει τα συμφέροντα του τραπεζικού της συστήματος στο Λονδίνο. Ας σημειωθεί ότι ακόμα και οι θερμότεροι Βρετανοί οπαδοί της ΕΕ υπήρξαν ανέκαθεν ενάντιοι της ένταξης της χώρας τους στον πυρήνα του ευρώ και στη Συνθήκη του Σένγκεν. Συνεπώς, το δημοψήφισμα της Πέμπτης έθεσε στην πραγματικότητα αντιμέτωπες δυο διαφορετικές αποχρώσεις του ευρωσκεπτικισμού. Σε γενικές γραμμές, λοιπόν, το διαζύγιο μεταξύ ΕΕ και Βρετανίας ήταν αναμενόμενο, αν και επιταχύνθηκε από την κρίση του ευρώ και τις πρωτοφανείς μεταναστευτικές πιέσεις που δέχεται σήμερα η ΕΕ. Στην τελική, είχε χρονικά όρια η σύνδεση της ΕΕ με ένα κράτος που ήθελε να επωφελείται από τα οικονομικά οφέλη της ένταξης δίχως να συμμετέχει ολοκληρωτικά, όπως τα υπόλοιπα μέλη, στην ευρωζώνη. Ήταν θέμα χρόνου κάποια στιγμή η Βρετανία είτε να ενταχθεί πλήρως, είτε να φύγει. Επέλεξε να πράξει το δεύτερο. Παρά το προβλέψιμο της εξέλιξης, το Brexit θα έχει σοβαρές συνέπειες για το μέλλον της Ευρώπης, που θα επηρεάσουν άμεσα και την Ελλάδα. Από τα ξημερώματα της Παρασκευής, πολλές αναλύσεις επικεντρώνονται στις οικονομικές επιπτώσεις του βρετανικού δημοψηφίσματος, οι οποίες είναι αδιαμφισβήτητα σημαντικές. Άλλο τόσο σημαντικές είναι όμως οι ψυχολογικές συνέπειες που ήδη επισκιάζουν το ευρύτερο πολιτικό κλίμα στις Βρυξέλλες. Η ΕΕ καλείται τώρα να αντιμετωπίσει τεράστιες οικονομικές και πολιτικές πιέσεις με κλονισμένη αυτοπεποίθηση και λιγοστά ψυχολογικά αποθέματα. Το όραμα της ευρωπαϊκής ενοποίησης πορεύεται πλέον δίχως την υποστήριξη της πέμπτης μεγαλύτερης οικονομίας του κόσμου, που είναι ταυτόχρονα πυρηνική δύναμη και τακτικό μέλος του Συμβουλίου Ασφαλείας του Οργανισμού Ηνωμένων Εθνών, με δικαίωμα άσκησης βέτο. Πέρα από τις οικονομικές του προεκτάσεις,

το πλήγμα που επιφέρει το Brexit στο παγκόσμιο κύρος της ΕΕ είναι βαθύ και επικίνδυνο. Με αναπτερωμένο το ηθικό, ευρωσκεπτικιστικές δυνάμεις στην Ιταλία, στην Ολλανδία, στο Βέλγιο, στη Γαλλία, στην Ουγγαρία, στη Φινλανδία και αλλού, ήδη δηλώνουν την πρόθεσή τους να διοργανώσουν δημοψηφίσματα παραμονής παρόμοια με εκείνο στη Βρετανία. Εάν θέλει να αποφύγει τον άμεσο κίνδυνο αποσύνθεσης, ο ηγετικός πυρήνας της ΕΕ θα αναγκαστεί να τιμωρήσει υποδειγματικά τη Βρετανία. Θα πρέπει δηλαδή να κάνει την έξοδο της Βρετανίας τόσο επίπονη οικονομικά, ώστε να παραδειγματιστούν άλλοι επίδοξοι μνηστήρες της εξόδου από την ΕΕ. Έτσι εξηγούνται οι πρόσφατες δηλώσεις υψηλόβαθμων στελεχών τις ΕΕ ότι «δεν υπάρχει δρόμος γυρισμού» για τους Βρετανούς και ότι το η διαδικασία του διαζυγίου πρέπει να ξεκινήσει «όσο πιο άμεσα γίνεται». Ταυτόχρονα όμως, οι πιέσεις που προξένησε το Brexit λογικά θα αναγκάσουν τις Βρυξέλλες να επιταχύνουν και να εμβαθύνουν τη διαδικασία της ευρωπαϊκής ενοποίησης. Θα τεθεί πλέον στο τραπέζι το ζήτημα της πλήρους οικονομικής και τραπεζικής ένωσης, της κοινής εξωτερικής πολιτικής, ακόμα και του ευρωστρατού --όχι πια σαν θεωρητικοί πειραματισμοί, αλλά σαν απαραίτητοι πυλώνες στήριξης της ίδιας της επιβίωσης της ΕΕ. Θεωρητικά, μια τέτοια εξέλιξη θα ευνοήσει την Ελλάδα, η οποία εδώ και χρόνια αποτελεί κύριο πρεσβευτή της άποψης ότι η ΕΕ είτε θα ενοποιηθεί πλήρως είτε θα εκλείψει. Όμως θα πρέπει να είμαστε σαφείς ότι μια τέτοια διαδικασία θα λάβει χώρα υπό συνθήκες ενός σκληρού γαλλογερμανικού ηγεμονισμού, ο οποίος δε θα δεχθεί εύκολα διαφωνίες από τις λεγόμενες «μικρές χώρες», ιδιαίτερα τώρα που το «ταμπού» της εξόδου από την ΕΕ μιας χώραςμέλους της έχει πλέον ξεπεραστεί. Παράλληλα, λόγω κυρίως της τραγικά προβληματικής ηγεσίας της ΕΕ, η οποία έχει αποδειχθεί επανειλημμένα κατώτερη των περιστάσεων, η διαδικασία της ενοποίησης θα ενεργοποιηθεί μέσα σε ακραίες πιεστικές συνθήκες εκτεταμένης οικονομικής, πολιτικής και οικονομικής κρίσης. Εκατομμύρια Ευρωπαίοι πολίτες, στην Ελλάδα και αλλού, έχουν πλέον συνδέσει το όνομα της ΕΕ με συνθήκες οικονομικής εξαθλίωσης, πολιτικού εξαναγκασμού και υποτέλειας. Συνεπώς θα αντιδράσουν σθεναρά σε τάσεις βαθύτερης ενοποίησης. Τίποτα λοι-

πόν δεν εγγυάται ότι η προσπάθεια των Βρυξελλών να περισώσει ό,τι έχει απομείνει από την υπόληψη της ΕΕ θα στεφθεί με επιτυχία. Το χειρότερο που μπορεί να κάνει η ηγεσία της ΕΕ στην κομβική αυτή στιγμή είναι να παραμείνει αδρανής, ή να επουλώσει πρόχειρα τα βαθιά τραύματα που προξένησε το Brexit. Στην περίπτωση αυτή, όλοι μας θα καταστούμε μάρτυρες της σταδιακής αποσύνθεσης του ευρωπαϊκού πειράματος, η παρουσία του οποίου έχει σημαδέψει καθοριστικά την μεταπολεμική περίοδο. Εάν αυτό συμ-

βεί, η Ελλάδα θα πρέπει πλέον να αναγνωρίσει ότι η παραμονή της στους κόλπους μιας παραπαίουσας και προβληματικής συμμαχίας αποτελεί στρατηγικό αναχρονισμό. Θα είναι καιρός τότε η χώρα μας να επιδείξει θάρρος ίδιο με εκείνο των βρετανών ψηφοφόρων και να διαχωρίσει το μέλλον της από τους ανάξιους επίγονους του Σούμαν, του Αντενάουερ, του Σπάακ, και όλων των άλλων θρυλικών ηγετικών μορφών που υπήρξαν οι πατέρες της ευρωπαϊκής ενοποίησης. * Επίκουρος καθηγητής στο Coastal Carolina University USA

Χαμένη ευκαιρία για την Ελλάδα και την ποντοπόρο ναυτιλία το Brexit του Ηλία Μπέλλου* Ιστορική ευκαιρία προσέλκυσης των εναπομεινασών ελληνικών αλλά και πολλών ξένων ναυτιλιακών επιχειρήσεων στην Ελλάδα θα μπορούσε να αποδειχθεί το Brexit, εάν η ελληνική κυβέρνηση σε συνεργασία ίσως με την Ένωση Ελλήνων Εφοπλιστών θεσμοθετούσε τα κατάλληλα κίνητρα. Αντ’ αυτού όμως, η Αθήνα έχει εμπλακεί σε μια διελκυστίνδα με την Ευρωπαϊκή Επιτροπή Ανταγωνισμού, η οποία αξιώνει αλλαγές στο θεσμικό πλαίσιο λειτουργίας της ποντοπόρου στην Ελλάδα, δημιουργώντας συνθήκες αυξημένης αβεβαιότητας και εδώ. Αυτά επισημαίνουν στην «Κ» κορυφαίοι ναυτιλιακοί παράγοντες αλλά και κύκλοι θεσμικών οργάνων της ελληνόκτητης ποντοπόρου, οι οποίοι κλήθηκαν να σχολιάσουν τις επιπτώσεις του βρετανικού δημοψηφίσματος στον κλάδο. Είναι δε πιθανόν, προσθέτουν οι εν λόγω πηγές, μεσοπρόθεσμα οι αγγλικές αρχές, αντιλαμβανόμενες άριστα τον κίνδυνο εξόδου επιχειρήσεων από το ναυτιλιακό cluster του Λονδίνου, να εισαγάγουν σειρά επιθετικών κινήτρων για την παραμονή και την προσέλκυση ναυτιλιακών και «έτσι να είναι η Ελλάδα που θα χάσει εταιρείες». Όσοι βρέθηκαν στις παρουσιάσεις που έκαναν στο περιθώριο των Ποσειδωνίων στην Αθήνα πριν από λίγες εβδομάδες ο Lord Mayor του City of London, λόρδος Μάουντεβανς και ο υπουργός Μεταφορών της Βρετανίας Ρόμπερτ Γκούντγουιλ στη βρετανική πρεσβεία, έχουν λίγες αμφιβολίες επ’ αυτού. Η χαμένη ευκαιρία για την Ελλάδα δεν πηγάζει μόνον από την αντιμετωπιζόμενη πλέον ως σίγουρη προοπτική του Brexit και τη συνεπακόλουθη αβεβαιότητα αλλά και από τις δρομολογημένες για την ώρα τουλάχιστον αλλαγές στο Ηνωμένο Βασίλειο. πριν από ακριβώς ένα χρόνο, τον Ιούλιο του 2015, αποφάσισε να καταργήσει από τον Απρίλιο του 2017 το καθεστώς φορολόγησης των ξένων που διαμένουν εκεί, τους λεγόμενους «non doms» και να φορολογεί πλέον όσους ζουν εκεί επί 15 από τα 20 τελευταία χρόνια, με τους συντελεστές που φορολογούνται όλοι οι Βρετανοί υπήκοοι. Όπως σημειώνουν πηγές με βαθιά γνώση του θέματος, «η Αγγλία υιοθέτησε το καθεστώς των non doms από τον μεσοπόλεμο και μετά, επιδιώκοντας να προσελκύσει εταιρείες που φέρνουν ξένο συνάλλαγμα, ώστε να αποπληρώσει τις μεγάλες υποχρεώσεις που της δημιούργησαν οι δύο παγκόσμιοι πόλεμοι». Το πλαίσιο αυτό οδήγησε στο Λονδίνο όχι μόνον Έλληνες εφοπλιστές αλλά και πολλούς άλλους, ενώ τις τελευταίες δεκαετίες έγινε ευρεία χρήση του από ευκατάστατους Ρώσους και όχι μόνον. Ουσιαστικά, όλοι πλήρωναν έναν κατ’ αποκοπήν ετήσιο φόρο και μία επιπλέον μικρή συγκριτικά επιβάρυνση για τα κεφάλαια που εισήγαγαν από τις διεθνείς δραστηριότητές τους για προσωπική χρήση. Τώρα αυτό σταματά, ή όχι; «Το κατά πόσον θα εφαρμοσθούν οι πρόνοιες αυτές που ψήφισε πέρυσι το βρετανικό Κοινοβούλιο ή θα αντικατασταθούν με άλλες στην αντίθετη κατεύθυνση, για να μην αδειάσει το Λονδίνο όχι μόνον από εφοπλιστές αλλά και από χιλιάδες άλλους ξένους επιχειρηματίες, μένει να φανεί», αναφέρουν στελέχη μεγάλων ξένων συμβουλευτικών οίκων. Το σίγουρο είναι πως οι βρετανικές αρχές, όχι απαραίτητα οι πολιτικοί, έχουν αποδειχθεί πολλοί πιο γρήγορες και προνοητικές στις αντιδράσεις τους απ’ ό,τι οι ελληνικές αρχές, σχολιάζουν οι γνώστες των θεμάτων της ναυτιλίας. Ήδη, πολλοί εκ των εν Λονδίνω ναυτιλιακών παραγόντων ομιλούν για τα σημαντικά κέρδη που φέρνει για τους εκεί ομίλους του κλάδου η υποτίμηση της στερλίνας, αφού η ναυτιλία χρησιμοποιεί ως νόμισμα στις παγκόσμιες συναλλαγές της το δολάριο. * Από την Καθημερινή

Η βράβευση από το Propeller Club Θέμης Βώκος: «Εμείς απλώς στήσαμε τον καθρέφτη της Ναυτιλίας»

Βραβείο Αριστείας έλαβε ο συνιδρυτής και πρόεδρος των Ποσειδωνίων, Θέμης Βώκος, από το International Propeller Club of the United States, International Port of Piraeus, τόσο για την αέναη συμβολή του στην εξέλιξη των Ποσειδωνίων, όσο και για την έμπρακτη αφοσίωσή του στην Ελληνική Ναυτιλία. Την έναρξη της λαμπρής τελετής που πραγματοποιήθηκε στον Ναυτιλιακό Όμιλο Ελλάδος στο Μικρολίμανο, έκανε ο Πρόεδρος του Προπέλλερ Κλαμπ, Γιώργος Κ. Ξηραδάκης, ο οποίος στο καλωσόρισμά του, έδωσε το στίγμα του σωματείου, όπως εκφράζεται από το Διοικητικό Συμβούλιο τονίζοντας: «Στα πλαίσια του θεσμού των Βραβείων των Μελών προς διακεκριμένες προσωπικότητες έχουμε τη χαρά να διατυμπανίζουμε ότι: • την αριστοφοβία δεν την ενστερνιζόμαστε αλλά την πολεμάμε, • την αριστεία την απολαμβάνουμε και την προστατεύουμε και • την αληθινή ανθρώπινη παρέα, όπως αυτήν εδώ που δημιουργήσαμε όλοι εδώ σήμερα, την επιζητούμε». Ο κ. Ξηραδάκης αναφερόμενος στη βράβευση προς τον Θεμιστοκλή (Θέμη) Βώκο, ανέφερε: «Σήμερα δείχνουμε το σεβασμό μας στον Άριστο, στον Ικανό και στον Εργατικό. Τον άνθρωπο που συντόνισε τους ανταγωνιστές και τους έβαλε να συσκεφθούν για το δικό τους καλό. Τον Άνθρωπο που αντικατοπτρίζει όλες τις αρετές του Propeller Club». Στη συνέχεια, ο Δημήτριος Πατρίκιος, Αντιπρόεδρος του Προπέλλερ Κλαμπ, μίλησε για τη ζωή και το έργο του Θ. Βώκου, τονίζοντας τα ιδιαίτερα συναισθήματά του για τη βράβευση του μεγάλου Έλληνα. «Ποιος ήταν ο τομέας που ενέταξε όλη του την ενέργεια και διορατικότητα; Με μία λέξη ‘Επικοινωνία’», είπε χαρακτηριστικά.

Η Στιγμή των Φίλων Συγκίνηση προκάλεσαν οι παρεμβάσεις τριών φίλων. Η Ζωή Λάππα – Παπαματθαίου, Μέλος του ΔΣ του Προπέλλερ διάβασε την επιστολή του Ευθυμίου Η. Μητρόπουλου, Επίτιμου Γενικού Γραμματέα του ΙΜΟ και Προέδρου του Κοινωφελούς Ιδρύματος «Μαρία Τσάκος», ο οποίος μεταξύ άλλων σκιαγράφησε την προσωπικότητα του Θέμη Βώκου λέγοντας: «Ο ταλαντούχος Θέμης κοσμείται με πολλά χαρίσματα: είναι ευφυής, εύστροφος, εφευρετικός, διερευνητικός, καλός διπλωμάτης, άνθρωπος της πράξης και της δράσης και συνάμα προσηνής, συνετός, εύχαρις και καλοσυνάτος. Δεν θυμάμαι να τον είδα ποτέ χωρίς το αφοπλιστικό χαμόγελό του και χωρίς να έχει να πει ένα καλό λόγο για τους πάντες – πολύ περισσότερο να θυμώνει και, θυμώνοντας, να χάνει τον έλεγχο και την ισχύ των επιχειρημάτων του». Ο Γενικός Γραμματέας, Κωνσταντίνος Κόντες, διάβασε με ιδιαίτερη συγκίνηση την επιστολή του εταίρου φίλου καθηγητή Κώστα Γραμμένου, ο οποίος ανέφερε: « Ο Θέμης Βώκος ανήκει στην μοναδική κατηγορία των πρωτοπόρων Ελλήνων που χρησιμοποίησαν την γονιμοποιό σκέψη τους, συνέλαβαν και εφάρμοσαν στον διεθνή χώρο νέες ιδέες, που οι άλλοι τις αποδέχθηκαν ενθουσιωδώς». Ο Κ. Παπαδάκης, αναφέρθηκε στη ‘φιλία ζωής’ που τον συνδέει με τον Θ. Βώκο. ‘Δεν είναι μόνο το τι κατάφερε αλλά ο τρόπος με τον οποίο λειτούργησε: τίμια, με ήθος,

με ακεραιότητα! Σπάνια προσωπικότητα, χαρισματικός άνθρωπος, άξιος Έλληνας. Ανέδειξε την Ελληνική Ναυτιλία στα πέρατα της γης και κατόρθωσε αυτά που μόνο προικισμένοι άνθρωποι με όραμα πετυχαίνουν’. Ο Θέμης Βώκος, παραλαμβάνοντας το βραβείο από τον Πρόεδρο Γιώργο Ξηραδάκη, τα μέλη του Δ.Σ του Propeller Club αλλά και τους παρόντες πρώην Προέδρους Αντώνη Φαράκλα, Νίκο Τσαβλίρη και Νίκυ Παπαδάκη, φοβερά συγκινημένος ανέφερε τα εξής: «Ευχαριστώ θερμά το Propeller Club του Πειραιά, τον Πρόεδρό του και τα μέλη του Δ.Σ. για την τιμή και την χαρά που μου δώσανε σήμερα. Πρέπει να αναφέρω για την ιστορία και την ακριβή αναφορά των γεγονότων, ότι εγώ απλά συνέχισα και εξέλιξα όσο μπορούσα, την αρχική ιδέα του πατέρα μου και του κ. Stubbs, τη δεκαετία του 60, να δημιουργηθεί μία πλατφόρμα ανταλλαγής ιδεών στην ναυτιλιακή κοινότητα, μία σύναξη ανθρώπων που απασχολούνται στη ναυτιλία και την αγαπούν, με εκπροσώπους από όλες τις άλλες χώρες και τους ανθρώπους τους που δραστηριοποιούνται επίσης σε αυτήν. Επέλεξαν λοιπόν το όνομα Ποσειδώνια από τον θεό της μυθολογίας Ποσειδώνα και την πραγματοποίησαν στο Ζάππειο Μέγαρο το 1969, με 82 συμμετοχές από 16 χώρες. Εγώ παρέλαβα τα σκήπτρα από τον πατέρα μου και προσπάθησα να την εξελίξω με πολλή αγάπη, μεράκι και αφοσίωση. Εάν με ρωτήσει κάποιος τι ακρι-

βώς κάναμε, θα του πω απλά, ότι εμείς στήσαμε τον καθρέφτη της Ελληνικής ναυτιλίας, γιατί το έργο, δηλαδή τη μεταφορά προϊόντων διά θαλάσσης, το εμπόριο και όλες τις σχετικές δραστηριότητες, τα είχαν ήδη δημιουργήσει, και τα δημιουργούν κάθε ημέρα και κάθε ώρα, οι άνθρωποι της ναυτιλίας, οι Έλληνες πλοιοκτήτες, οι ναυτικοί, τα στελέχη τους. Ακολούθως, ο Οικονομικός Ακόλουθος της Αμερικανικής Πρεσβείας στη χώρα μας, Steven Bitner, εκπροσωπώντας τον Επίτιμο Πρόεδρο του Propeller Club – Port of Piraeus και Πρέσβη των ΗΠΑ στην Ελλάδα, David Pierce, παρέδωσε το πιστοποιητικό επίτιμου μέλους του κλαμπ στον Θέμη Βώκο και καρφίτσωσε στο στήθος του το σήμα του μακροβιότερου κοινωνικού κλαμπ της Ελληνικής Ναυτιλίας. Ο Καπετάν Παναγιώτης Τσάκος αναφέρθηκε στην μακροχρόνια σχέση τιμής κι αγάπης με τον Θέμη και, αστειευόμενος, αναφέρθηκε για το πώς μπόρεσε λόγω της φιλίας του με τον Θέμη να μπει από την διπλανή πόρτα στα πρώτα Ποσειδώνια του 1969, αφού τότε «ήμουνα ένα απλό στέλεχος της εταιρίας του Παπαλιού, χωρίς να έχω ούτε ένα πλοίο», θέλοντας να τονίσει πόσο ψηλά είχαν θέσει από τότε τον πήχη των Ποσειδωνίων ο πατέρας Θεόδωρος και ο γιός Θέμης για να φτάσουμε εδώ που φτάσαμε. Τον λόγο πήρε και ο Μιχάλης Λάμπρος, που θυμήθηκε αξέχαστες στιγμές στήριξης της οικογένειας Χανδρή, στην εταιρία των οποίων εργάζονταν, και ειδικά του Πρώην Προέδρου της ΕΕΕ, Αντώνη Χανδρή, προς τα Ποσειδώνια και την ευρηματικότητα του φίλου του Θέμη. Τις σκιαγραφήσεις ολοκλήρωσε ο Νίκος Α. Βερνίκος που με άψογο τρόπο έδωσε στους παρευρισκόμενους να καταλάβουν την επιτυχία του πρώτου Ναυτιλιακού Συνεδρίου που οργάνωσαν οι Βώκοι, περιγράφοντας τις γραφειοκρατικές και κοινωνικές δυσκολίες της εποχής, αλλά και τονίζοντας την ωριμότητα και ψυχραιμία με την οποία ο Θεμιστοκλής Βώκος αντιμετώπιζε την αντιξοότητα και τη δυστοκία, επιμένοντας με πάντα ευγενικό και κόσμιο τρόπο στην ολοκλήρωση των υψηλών προδιαγραφών που είχαν θέσει. Την εκδήλωση τίμησαν με την παρουσία τους μεταξύ άλλων εκ μέρους του Υπουργείου Ναυτιλίας, ο κ. Ίδρυμα Νιάρχου: Ολοκληρώθηκε η Metamorphosis Παραδίδεται στο δημόσιο το "Διαμάντι"... Mε ένα τετραήμερο εκδηλώσεων υπό τον χαρακτηριστικό τίτλο "Metamorphosis", το Κέντρο Πολιτισμού Ίδρυμα Σταύρος Νιάρχος, άνοιξε στις 23 Ιουνίου τις πύλες του στο κοινό. Ήταν μοναδική η εμπειρία, όμορφο το συναίσθημα, ιδιαίτερα για εμάς, που γνωρίσαμε τον μεγάλο Έλληνα εφοπλιστή. Κι από την άλλη, βρε αδελφέ, ο φόβος, η ανησυχία, για το "Τί θα γίνει ετούτο το μοναδικό δημιούργημα-προσφορά, όταν θα περάσει στο ελληνικό δημόσιο! Συμβολικός ο τίτλος αφού όχι μόνο κατέδειξε ότι έγινε πραγματικότητα το όραμα του Ιδρύματος, του ιδρυτή του, αλλά και του αρχιτέκτονα Renzo Piano, ο οποίος οραματίστηκε και σχεδίασε αυτό το μοναδικό δημιούργημα. Κατέδειξε, όμως, και την επερχόμενη μετάβαση του "διαμαντιού" από το Ίδρυμα Σταύρος Νιάρχος στο ελληνικό δημόσιο, κάτι που προβλέπεται να γίνει μέχρι το τέλος του χρόνου. Οι χιλιάδες επισκέπτες είχαν την ευκαιρία να γνωρίσουν από κοντά τις νέες εγκαταστάσεις της Εθνικής Λυρικής Σκηνής, της οποίας η σκηνή είναι από τις μεγαλύτερες του κόσμου, μεγαλύτερη ακόμα και από εκείνη της Metropolitan Opera της Νέας Υόρκης!

Είδαν ακόμη την νέα Εθνική Βιβλιοθήκη της Ελλάδος, η οποία θα φιλοξενήσει 2.000.000 τόμους, όπως, επίσης, και το Πάρκο Σταύρος Νιάρχος σε ολόκληρη την έκτασή του. Στον όγδοο όροφο του κτιρίου έχει διαμορφωθεί ο «Φάρος», ένας πολυχώρος εκδηλώσεων με μοναδική θέα σε όλη την Αθήνα. Πάνω από τον Φάρο βρίσκεται και το ενεργειακό στέγαστρο, ένα κατασκευαστικό και τεχνικό επίτευγμα, που καλύπτεται από ένα τεράστιο πλέγμα φωτοβολταϊκών πάνελ και παράγει την ηλεκτρική ενέργεια που χρειάζεται ο χώρος. Το έργο, ως φυσικό αντικείμενο, έχει σχεδόν ολοκληρωθεί και απομένουν οι τελικές δοκιμές, κυρίως δοκιμές λειτουργίας και συστημάτων. Συνεχίζονται, επίσης, οι αρχαιολογικές ανασκαφές, που, πλέον, γίνονται σε περιορισμένη έκταση ενάμισι στρέμματος, και τις έχει αναλάβει το υπουργείο Πολιτισμού. Έως το τέλος αυτού του μήνα, αναμένεται η παράδοση του έργου από τον εργολάβο στο Ίδρυμα Νιάρχος, ενώ αμέσως μετά θα αρχίσει η διαδικασία παράδοσης της μίας και μοναδικής μετοχής της εταιρείας «Κέντρο Πολιτισμού Ίδρυμα Σταύρος Νιάρχος ΑΕ» από το Ίδρυμα στο ελληνικό Δημόσιο.

Ακολούθως, το σύνολο του σημερινού Διοικητικού Συμβουλίου της εταιρείας θα παραιτηθεί και θα διοριστεί νέο από το Δημόσιο. Την ίδια περίοδο θα αρχίσει η διαδικασία της μετεγκατάστασης της Εθνικής Λυρικής Σκηνής και της Εθνικής Βιβλιοθήκης στα νέα κτίρια, ενώ το Κέντρο Πολιτισμού αναμένεται να ανοίξει τις πύλες του για το κοινό το δεύτερο τρίμηνο του 2017. Σε συνομιλία που πραγματοποιήθηκε την Παρασκευή 24 Ιουνίου, αναφορικά με το έργο, μεταξύ του Renzo Piano και του Ανδρέα Δρακόπουλου, Προέδρου του Ιδρύματος Σταύρος Νιάρχος, με συντονιστή τον Marcus Fairs, ιδιοκτήτη και αρχισυντάκτη του αρχιτεκτονικού ενδιαφέροντος site Dezeen.com, ο Α. Δρακόπουλος τόνισε ότι ο έργο αυτό δεν δίνεται ουσιαστικά στην κυβέρνηση, αλλά στον κόσμο, ενώ ταυτόχρονα ανέφερε ότι ήταν σημαντικό να δοθεί ελπίδα στον κόσμο, ότι αυτό το μεγάλο έργο μπορεί να γίνει πραγματικότητα. Σε ερώτηση που έγινε από δημοσιογράφο, σχετικά με το ιστορικό που έχουμε στην Ελλάδα με βανδαλισμούς και μουσεία που έχουν κλείσει και έχουν παραμείνει κλειστά, και αν αυτό ανησυχεί το Ίδρυμα Σταύρος Νιάρχος, ο κ. Δρακόπουλος απάντησε ότι ο ρόλος του Ιδρύματος δεν είναι να αντικαταστήσει το κράτος, αλλά να λειτουργήσει συμπληρωματικά. «Πιστεύω ότι το κράτος θα τα καταφέρει, αλλά είναι και χρέος του καθενός μας. Πρέπει να πιστέψουμε στον εαυτό μας και να αναλάβουν όλοι τις ευθύνες τους». Μετά την παράδοση του έργου στο ελληνικό Δημόσιο, το μεγάλο στοίχημα θα είναι η λειτουργία του Κέντρου Πολιτισμού. Ο πρόεδρος του Ιδρύματος Νιάρχος διευκρίνισε ότι «αν το κράτος διαχειριστεί σωστά την υποδομή, εμείς θα είμαστε εκεί, καλή τη πίστη, να βοηθήσουμε με τον προϋπολογισμό και με κάποια προγράμματα. Επίσης, αν μας το ζητήσουν οι δύο φορείς, Εθνική Λυρική Σκηνή και Εθνική Βιβλιοθήκη, θα προσπαθή-

σουμε να βοηθήσουμε. Δεν το κάνουμε για να πατρονάρουμε κανέναν, θέλουμε να βοηθήσουμε στην σωστή διαχείριση». Το επόμενο στάδιο, πρόσθεσε, «είναι συνάρτηση της κυβέρνησης και της κοινωνίας, που πρέπει να το σεβαστούν και να το αξιοποιήσουν με τον κατάλληλο τρόπο». Ο R. Piano, δήλωσε χαρακτηριστικά ότι «οι πόλεις χρειάζονται τέτοιου είδους κέντρα γιατί δίνουν ελπίδα, κάνουν τους ανθρώπους να αισθάνονται την ομορφιά και αν αυτό συμβεί σε εποχή κρίσης είναι ακόμα πιο σημαντικό». Ο δημιουργός τόνισε ότι η ιδέα πίσω από το έργο ήταν να έχει ως επίκεντρο τον άνθρωπο. «Αυτό σημαίνει ανθρωπισμός, όχι μόνο να κατασκευάζεις, αλλά να σκέφτεσαι τον άνθρωπο, να εμπνέεις τους άλλους και να εμπνέεσαι από αυτούς», σημείωσε. Τέλος, ζήτησε να συνδεθεί καλύτερα το Κέντρο Πολιτισμού με την υπόλοιπη πόλη, με τη βοήθεια των μέσων μαζικής μεταφοράς. Ας ελπίσουμε ότι όλα θα πάνε καλά. Όσο κι αν η "προϋπηρεσία" του ελληνικού δημοσίου τα τελευταία χρόνια δεν είναι η καλύτερη, πάντα υπάρχουν αφορμές και ευκαιρίες για μια νέα αρχή, έ;
