Continued missions for SDANG benefit Sioux Falls Championing business causes is perhaps one of the most underrated benefits of Chamber membership. We believe strong advocacy for business is essential to maintain our healthy business climate. We believe that communicating about issues, our positions and how members can assist in the process is also key. Education is the third tenet of our public affairs process — ensuring our members understand why we have taken certain stances and understanding what the impacts could be on their business and quality of life.

Advocacy, communication and education — key membership benefits.
This issue of Chamber News looks at the South Dakota Air National Guard at Joe Foss Field, a crucial asset for our city and state. For 70 years, the Air Guard has established itself as one of the premier units in the country. Since 1991, the 175th Fighter Squadron of the 114th Fighter Wing has flown the F-16 Fighting Falcon aircraft. However, this mission is projected to reach its shelf life sometime between 2027-30. It is expected that by early 2017, the Air Force will indicate its plan to announce the next round of basing locations for the F-35 (likely two active duty, two Air National Guard and possibly two alternate basing locations). Several groups are coming together, including your Sioux Falls Area Chamber of Commerce, to ensure the base continues to have a strong future. Sioux Falls is one of the locations vying to be one of the basing locations for the F-35s. About a decade ago we convened a Military Task Force to be ready to advocate on behalf of the Air Guard. Advocating for the SDANG represents just one of the ways the Chamber brings people together to make our community and region stronger. Also in this issue we layout our advocacy process, which is at a fever pitch during the legislative session — but much of the groundwork takes place throughout the year in studying issues. Your Chamber will continue to educate members about the numerous ballot issues that will appear on the November ballot. About the F-35 The Lockheed Martin-designed F-35 Lightning Joint Strike Fighter, considered by many to be the world’s most advanced multi-role aircraft, will ultimately replace both the F-16 and the close air support/antitank A-10 Thunderbolt. The F-35 will be used by the U.S. Air Force as well as the U.S. Navy and the U.S. Marine Corps. 2 1, 2, 3 Young Professionals Network members took a tour of the 114th Fighter Wing at the South Dakota Air National Guard base. Twenty-five members of the YPN were given briefings by unit leadership and also by the Chair of the South Dakota Employer Support of the Guard and Reserve (ESGR), retired Brig. Gen. Ronald Mielke. After briefings and a quick lunch, the members were escorted to various locations around the base including the jet engine shop, phase, avionics, egress and operations areas. Another highlight was the chance to see the launch of the F-16 aircraft from a view not many outside the unit get to experience — members were escorted to the runway that runs parallel to one used to launch the jets and were able to feel and hear the power of the F-16 up close. VIES FOR F-35 BASING

The South Dakota Air National Guard (SDANG) at Joe Foss Field is a crucial asset for the city, state and nation. For 70 years, the Air Guard has established itself as one of the premier units in the country. Medal of Honor recipient and Marine Ace Joe Foss was appointed to form an Air National Guard Squadron in Sioux Falls in 1946. Since then, the South Dakota unit has served a multitude of missions around the globe. Military and community leaders are collaborating to ensure a continued strong future for the guard by advocating to secure the F-35 Lightning Joint Strike Fighter. Since 1991, the 175th Fighter Squadron of the 114th Fighter Wing has flown the F-16 Fighting Falcon aircraft and currently there are 22 F-16 aircraft assigned. However, the most updated F-16, the Block 40, is projected to reach

its shelf life sometime between 2027-30. The Lockheed Martin-designed F-35 Lightning Joint Strike Fighter, considered by many to be the world’s most advanced multi-role aircraft, will ultimately replace both the F-16 and the close air support/anti-tank A-10 Thunderbolt. The F-35 will be used by the U.S. Air Force as well as the U.S. Navy and the U.S. Marine Corps. For the SDANG to retain a fighter presence once the F-16 is decommissioned, it is currently in fierce competition with other Air Force bases — both active duty and Air National Guard — to secure the F-35. It is imperative to be on the front end of basing announcements to better assure the future of the 114th, especially if the F-35 program gets cut short, something that has happened to previous purchasing programs. There are several important and timely steps to this selection process. In May 2016, the SDANG completed the

data call related to the F-35 basing initiative, which was the process of verifying data related to items such as runways, facilities, airspace and ramp space. The SDANG is one of 18 bases across the country currently awaiting the site survey announcement, from which it is anticipated that approximately one-third of these will be selected as finalists by early fall. It is expected that by early 2017, the Air Force will indicate its plan to announce the next round of basing locations for the F-35 (likely two active duty, two Air National Guard and possibly two alternate basing locations). The Pentagon has announced four future F-35 bases to date. These include the Vermont Air National Guard in Burlington, Hill AFB in Utah, Eielson AFB in Alaska and RAF Lakenheath in the United Kingdom. The F-35 aircraft is already being flown at Luke AFB in Arizona, Eglin AFB in Florida and MCAS Yuma in Arizona. As the 114th is evaluated, challenges exist to secure the F-35s. These include a Defense Department budget that has
the possibility of being cut, sequestration and competition with similar Guard units and continuing to provide dual support for both the SDANG and Ellsworth AFB near Rapid City. Over the past several years, the number of Air National Guard aircraft has decreased: in 2005, the number of Air National Guard aircraft across the U.S. totaled 1,310; today, that number has shrunk to 1,097. Because of these challenges, it is crucial that the SDANG be positioned in the most favorable ways; the Sioux Falls Area of Commerce has historically and consistently championed the 114th’s profound viability and continues to do so. In 2005, the SDANG and Ellsworth AFB had a high probability of being placed on the Base Re-alignment and Closure (BRAC) list. This process showcased the importance of the military to the state. At that time the Sioux Falls Area Chamber of Commerce developed its Military Task Force, which was created to ensure the viability of the South Dakota

Commission, chair of the Sioux Falls Regional Airport Authority, state directors for South Dakota’s U.S. congressional delegation and chair of the Chamber’s Military and Veterans Affairs Committee. Military Task Force Co-chair retired Brig. Gen. R.J. Clifft said the SDANG has several factors in its favor including the environment of the base, city amenities, strong reputation, awards, an absence of encroachment surrounding the airport, excellent facilities and support from airport personnel, political figures and community leaders.

A resolution was adopted in 2007 with a purpose of advocating for the future of Joe Foss Field, the South Dakota Air National Guard and other military units in the Sioux Falls area. Members of the Task Force include the Chair of the Board of Directors and President/CEO from both the Sioux Falls Area Chamber of Commerce and Sioux Falls Development Foundation, the Chair of the Forward Sioux Falls Joint Venture Management Committee and at-large members. In addition, ex-officio (non-voting) members include the mayor of Sioux Falls, the chair of the Minnehaha County

“The South Dakota Air National Guard, with its high caliber of personnel, has proven itself to be one of the premier units in the U.S. This airplane isn’t only for the Air Guard and the local area, it’s for the benefit of the entire nation,” Clifft said. The Military Task Force remains a strong advocate on the SDANG’s behalf. In fall 2015, a Military Task Force F-35 Action Plan was put into place, with presentations given to South Dakota’s Congressional delegation, Gov. Dennis Daugaard and state legislators to apprise them of the importance to secure the F-35s at Joe Foss Field and to affirm their continued support. In addition, briefings have been held with Mayor Mike Huether and members of the Sioux Falls City Council and in August the Task Force is scheduled to meet with both the Minnehaha and Lincoln County Commissions, as well
as with the newly-elected members of the Sioux Falls City Council. Additionally, support letters for the 114th Fighter Wing basing have been sent to the Secretary of the Air Force, Secretary of Defense and the Air Force Chief of Staff. During the 2016 South Dakota Legislative session, the State House and State Senate unanimously passed House Concurrent Resolution 1002, a show of support for the SDANG F-35 basing. In September, Chamber leadership and staff will travel to Washington, D.C. to meet with high-level military personnel and South Dakota’s congressional delegation to advocate on behalf of the selection of the F-35 Joint Strike Fighter at Joe Foss Field. The economic impact of the SDANG from FY2015 is profound, totaling $64.3 million, which includes a military payroll of $27.7 million, civilian payroll of $21.7 million, office and maintenance spending of $10 million and a total of $4.9 million in state and federal agreements. Approximately 1,035 Air Guard members are assigned to the 114th, which includes 355 full-time, nearly 50 state employees and 14 county personnel.

As it relates to employees, the economic impact extends beyond those who are full-time support personnel. With traditional guardsmen (those who serve one weekend per month and 15 annual tour days) numbering more than 600, area businesses have a vested interest in maintaining a strong SDANG presence. One such business that understands the vitality of this is Citi, which recognizes the local and national importance of the Sioux Falls air base and also counts some of its more than 100 employees who are military veterans as members of the local Guard and Reserve. “It is truly an honor to work day to day with the military veterans who are Citi employees,” said Citi Site President Rick Nath. “Many still serve in the Guard or Reserve, balancing the many priorities of family, duty and career. The military qualities of teamwork and leadership training are embodied in not only the quality of work but in how they generously give of their time to help others in need.” Historically, the SDANG has been a highly-decorated unit, having attained its sixth Oak Leaf Cluster for the Air Force Outstanding Unit Award in 2015 and in 2014, the SDANG was awarded its fourth NGAUS Spaatz Trophy as the top Air National Guard Flying Unit. This display of excellence will surely be considered as the unit is evaluated.

Last month, thousands of people from the Sioux Falls area and region attended the Sioux Falls Airshow, “Power on the Prairie.” The economic boon to Sioux Falls from this event is immense and paramount its overall success is the airshow host, the SDANG. “There simply would not be an airshow without the Air Guard’s assistance,” said retired Brig. Gen. Ron Mielke, TSP, Inc. Mielke is also co-chair of the Military Task Force and a co-chair of the Sioux Falls Airshow. “The dedicated men and women of the 114th provide incredible support and resources and work tirelessly to help make the show one of the best in the nation.” The SDANG’s preparedness is embedded in its mission “to deploy worldwide and execute directed tactical fighter sorties to destroy enemy forces, supplies, equipment, communications systems and installations with conventional weapons” though it has a broader and often overlooked responsibility as well. When directed by the governor, the 114th is also tasked to “protect life and property, preserve peace, order and public safety.” This was on full display when in May 2015, Gov. Dennis Daugaard activated 26 members of the SDANG’s Civil Engineer Squadron to aide in tornado recovery efforts in Delmont, S.D. Additionally, when residents along the

The Sioux Falls Area Chamber of Commerce has been and will continue to be a staunch advocate to support this initiative, a perspective Mayor Mike Huether strongly echoed. “We don’t take any aspect of serving our country when it comes to the Air National Guard in Sioux Falls for granted,” Huether said. “Our pride rings true, but having the honor of hosting the F-35s would take it to one incredible level, and the role certainly will make a monumental economic impact as well.”

An Issues Management Council/ advocacy preview After each legislative session has ended, I’m often asked: “So, when you’re not in Pierre, do you get a break in your schedule?” The truth is that no other two months replicates the workload and incredible busyness of the legislative session. However, the Sioux Falls Area Chamber of Commerce issues management process and our advocacy activities are yearround efforts and they are really heating up as we head into late summer and the fall. Herein is a preview of the work ahead of us over the next few months.

On July 14, the Issues Management Council (IMC) met to approve issue briefs on the 10 ballot issues voters will face on Nov. 8. The purpose of these briefs is to provide a concise objective summary of each issue for our membership and leadership. After IMC approves the brief, they are forwarded to the Board of Directors who considers approving them for publication to the membership. After the briefs are made available, we administer a survey based on selective and random sampling techniques to gauge our membership’s opinion on each issue. These issue briefs can be found at siouxfallschamber.com under the Advocacy tab. IMC is scheduled to meet on Aug. 4 and Aug. 11 to hear ballot issue presentations. IMC will then advise the Board with a recommendation to support, oppose or remain neutral on each issue. Once the Board has adopted a position, staff will communicate the position and effectively advocate as directed. We will likely have Board decisions by the August meeting. The research, vetting, surveying and decision process is long and thorough by design — our membership can rest assured that we have carefully considered an issue before taking a position.
INSIDE WASHINGTON Each summer during their recess we invite our congressional delegation to join us for our Inside Washington series. These are generally held between late July and early September. The purpose of these meetings is to bring our membership together with the three members of our delegation to hear about happenings inside the beltway. As our publishing deadline, we have two Inside Washington events scheduled and are waiting to hear on the third. They are: Sen. Mike Rounds: Tuesday, Aug. 9 at 7:30 a.m. at the Best Western PLUS Ramkota Hotel in the Washington Room; and Sen. John Thune: Tuesday, Aug. 30 at 11:30 a.m. at the Holiday Inn City Centre in the Falls Room. The cost for each event is $25 and includes a meal. Each Senator will speak for approximately 25 minutes and then take questions from attendees. Register and pay online at siouxfallschamber.com under the Events tab. Please mark your calendar for these two and look for more announcements on the Rep. Kristi Noem date and invitations so you can register to attend. It definitely makes a positive impact for Sioux Falls to have great turnouts when our delegation visits.
WASHINGTON D.C. FLY-IN As explained in the July Chamber News, we are planning a Washington D.C. Advocacy Fly-in in partnership with the Rapid City Area Chamber of Commerce on Sept. 6-9. We are excited about the prospect of presenting a united South Dakota message to our congressional delegation and to policy makers while in our nation’s capital. While this is the first time we have done this in many years, we believe it will positively impact our developing federal advocacy efforts.
POLICY STATEMENTS AND STATE LEGISLATIVE PLATFORM DEVELOPMENT Beginning in September, the Issues Management Council will begin the formal process to prepare for the upcoming legislative session. We will begin by reviewing our current policy statements and the 2016 Legislative Platform. The next step is to consider edits to the policy statements. Our Chamber’s policy statements basically frame our overall advocacy work from a philosophical perspective. They tend to define what we believe in rather than share specific 32 Chamber News | AUGUST 2016

things we intend to do. While they are not confined to state legislative issues, many are focused that way so we have tended to revise them as a precursor to our platform work. In October, IMC will see a rough draft of issues we may want to include in the state legislative platform. Clearly this process is impacted by an election year as lawmakers tend to be more focused on campaigning this time of year then developing and communicating their policy priorities. By the November meeting we will have the next iteration of the platform plus we will begin developing our issues survey that we will administer in late November. All this activity leads to the December IMC meeting where the platform will be adopted and forwarded to the Board of Directors for their approval at their December meeting.
CONCLUSION The issues management process includes activities year-round with our annual focus and emphasis pointing us toward each year’s state legislative session. We take our responsibility to research and vet issues for our members seriously so that you can rely on us to effectively communicate on and advocate for public policy that helps us grow and develop the Sioux Falls area and the greater business community. Our issues management and advocacy process and programs are designed to help us achieve our mission as we seek to understand and influence public policy at all levels of government. Our advocacy, communication and educational efforts directly support our Chamber’s mission: As the leading Sioux Falls area business advocate, we represent our members by advancing and promoting the economic health and quality of life of the region.

Chamber Annual Meeting to be held Oct. 18 The Sioux Falls Area Chamber of Commerce will hold its 110th Annual Meeting Tuesday, Oct. 18, featuring a Chamber program followed by a keynote from generations experts BridgeWorks. Speakers Hannah Ubl (Millennial) and Scott Zimmer (Generation X) will lead an interactive, engaging and informative presentation. The Chamber’s Annual Meeting launches the one-year term of incoming chair Dr. Dave Kapaska, Avera McKennan Hospital & University Health Center. 2016-17 Sioux Falls Community Guide advertising deadline is this month Sioux Falls Area Chamber of Commerce members can promote their businesses to individuals interested in learning more about living and working in Sioux Falls through the annual Sioux Falls Community Guide, published and distributed by the Chamber. The guides will initially be handed out at Operation Thank You, a one-day event where volunteers visit Chamber members to share information about the Chamber and thank them for their membership investment; this year it will be held Sept. 29. The publication is distributed year-round and can also be found as a digital flipbook at siouxfalls.com.
The Sioux Falls Community Guide includes information on all facets of life in Sioux Falls. Leadership Sioux Falls applications due Aug. 19 The Sioux Falls Area Chamber of Commerce is seeking applicants for its 31st Leadership Sioux Falls class. Applications can be found at siouxfallschamber.com under the Programs tab. Completed applications must be received by the Chamber by 5 p.m. on Aug. 19. Since 1986, nearly 900 people have graduated from LSF and gone on to serve the community and region in a number of ways. Leadership Sioux Falls has these cornerstone values: to develop longlasting relationships and stimulate communications with other leaders; to discover the inner workings of your community and challenges it faces; to motivate and encourage participants to assume leadership roles in community affairs; to assist those already in leadership roles to increase their access to additional positions of community leadership in an informed and responsible manner; and to define your individual role and responsibility as a leader within the community. In general, the following topics are covered: arts and culture and the visitor industry; economic development; education; healthcare; history; human/social services and non-profit service; leadership styles and communication; legislative and government; and quality of life. Approximately 30 applicants are chosen by the Leadership Sioux Falls Selection Committee to participate each year. The quality of the participants is the primary strength of the program. They represent the public and private sectors and civic and community organizations in the Sioux Falls area. They are most apt to utilize their leadership for the long-term benefit of the community. Attention is given to ensure diversity among class participants in both their life experiences and areas of employment.

Wounded Warrior Amputee Softball Team coming to Sioux Falls Sioux Falls will host the Wounded Warrior Amputee Softball Team on Sept. 2 at the Sioux Falls Stadium, 1001 N. West Ave. Tickets are $5 for adults and $2 for kids and are available at Lewis Drug and the Canaries box office. Freewill donations of nonperishable food items will also be collected for Feeding South Dakota. The Wounded Warrior Amputee Softball Team (WWAST) is a 501(c)(3) public charity whose mission is to inspire and
educate others while enhancing the health and welfare of Wounded Warrior Amputees. The WWAST represents some of the nation’s bravest and most determined heroes, soldiers and veterans. These men have sustained severe injuries resulting in amputation. In the tourism marketing space, states and cities that use video as a form of “storytelling” have seen higher success rate metrics. A recent report by eMarketer stated that digital video is the fastest growing segment of advertising and the completion rate for video ads is far above the average for travel brands. Video provides the ability to showcase experiences through rich, branded content and evoke a highly visual and emotional appeal — which is not hard to come by when you consider what we get to work with here in Sioux Falls! We’ve had stories of welcome signs and up-and-coming artists picked up in national news outlets. Chefs moving back to their hometown to offer their culinary skills to a foodie culture that’s never full. We offer a city that is safe and welcoming for families, with enough entertainment to stay busy and urban culture inspiring local music, outdoor exploration, vibrancy and relevancy that can more easily be found in larger nearby metro areas. In staying in line with the competition, the CVB has invested in a number of video projects of varying styles including long-form, short-form, pre-roll, virtual reality and 360 degrees. Each video element is placed in the appropriate channel to ensure the most effective use of targeting and to achieve the highest engagement possible. A new long-form video will seek to tell the intriguing story of the city’s growth in new entertainment venues, restaurants, attractions and events. The story is narrated by locals who each share their reflections on why Sioux Falls is such a great place for people to visit. The long-form video will be used in direct mail to planners and group tour operators. It will live on the CVB website and YouTube channel with organic placement driving visitors to view the video in those locations. Short-form videos will be created stemming from the storyline of the long-form video, but shown through specific personas: foodie, family and outdoor. Showing persona-related videos helps the audience to engage with the brand on a level specific to their travel type. The storyline and shorter video length will allow the CVB to use these videos in targeted emails and video ads. The shot style for the long-form and short-form videos will be consistent and have a larger city feel. The recent trend in 360 degree and virtual reality video allows for a more live and immersive experience. But, it is important that you distinguish the purpose and goals of each. Through recent case studies and industry word of mouth, people are spending 25 percent more time with 360 degree video on average and views are doubling in some cases. The view 360 video provides is less-polished and great to use on Facebook for real-time experiences. A number of Sioux Falls events and locations have been targeted to promote Sioux Falls through this visual; you may have seen a 360 video of Hot Harley Nights or JazzFest on Facebook with the message showing people “what they missed” and to come back next year. Attractions such as Wild Water West and the local brewery scene will debut this month and speak to young families looking to cool off or foodies who want to experience the rapidly progressing local beer scene. Virtual reality video is being captured and we will look to expand efforts for this video vehicle in the coming year. Future projects could include showing leisure travelers or planners these experiences through direct marketing efforts or at tradeshows. We anticipate continued growth and engagement through this style of video and staying up with where these trends take us. The CVB continues to include 15-second video ads across various platforms and rich video media where applicable. New 15-second videos were recently created to help stimulate downloads or requests of the official Sioux Falls Visitors Guide. Our combined collaborative efforts through video help showcase Sioux Falls and continue to position the city as a unique and attractive destination. There is no finer example of American exceptionalism than the men and women who serve in our armed forces. Our veterans, whether active duty, National Guard or Reserve, have answered the call to duty. They answered this call for a higher purpose — to preserve our freedoms. To stand up for the principles that make this a great nation: liberty, justice, equality and the right to live free from tyranny. That’s what I call “exceptionalism.” MAJ. GEN. ROBERT T. BRAY

There is no finer example of American exceptionalism than the men and women who serve in our armed forces.
Recognizing that exceptionalism, the Sioux Falls Area Chamber of Commerce Military & Veterans Affairs Committee coordinates, promotes and monitors military, veteran and veterans support facilities activity within the Sioux Falls area. It is one of the longest-standing Chamber committees with very active participation by military and veteran individuals and organizations. In the course of my military service, I have gotten to travel to faraway places and meet the most interesting and important people. None, however has compared with my opportunity to visit with our soldiers, sailors, airmen, Marines, and Coast Guardsmen in harm’s way in places like Bagram, Bagdad, Sweba or Guantanamo. None has compared with the honor to spend time with our Wounded Warriors at Bethesda or Brooks Army Medical Center or Walter Reed or West Point, or at Veterans Administration hospitals. None can compare to the company of the Gold Star families of our fallen warriors. The technology, the systems and the platforms are all critical to our effectiveness — no question about it. But there are certain things that money cannot buy, that no laboratory can produce. It is highly-trained, highly-motivated soldiers, airmen, sailors, Marines and Coast Guardsmen with a martial ethos who are the sinew of war — not money, not technology not even weapons. Our people are the secret of our success, and the real differentiator among the world’s militaries. So far, more than 1 million Americans have served in 120 countries protecting our national interests since 9-11. Our military and veterans understand that this is a struggle we must win. We are humbled by their sacrifice in the service to our nation as they join the ranks of those great veterans who preceded them. Though the 2016 Veteran’s Day activities are still months away, it is appropriate to remind our community of the importance to always remember those who serve our state and nation and to advocate for their needs. Our Veterans Administration, particularly the Sioux Falls Hospital, is an outstanding organization that truly provides for the needs of our veterans. My experience is that the caregivers here at the Sioux Falls hospital are second to none. Be active in our veterans organizations. They are aggressive at protecting veterans’ needs and the strength of our armed forces. Finally, we remain a nation at war. The men and women of our armed forces continue to be deployed all around the world, many in harm’s way. They are still dying and being wounded, and sacrificing family, as our emissaries for peace and stability against very evil forces. Remember them every day. Take a moment to thank them and their families when you see them. God bless them and the United States of America. Maj. Gen. Robert T. Visitor Industry Updates CVB TO ATTEND CONNECT MARKETPLACE
The Sioux Falls Convention & Visitors Bureau (CVB) will attend Connect Marketplace in Grapevine, Texas on Aug. 25-27 at the Gaylord Texan Resort and Convention Center. Connect Marketplace is an annual education conference and appointment-only trade show that will host five unique tracks dedicated to the association, expo, specialty, corporate and sports markets. It brings together more than 1,300 meeting and event planners with about 2,500 CVBs and hotels from across the country. The marketplaces run simultaneously allowing CVB sales managers Anna Eliason, Clay Bak and Erin Zimmerman to capitalize on the one-on-one appointment schedules in the corporate, specialty and sports markets. In addition to appointments, the CVB will attend general sessions, round tables, educational workshops and networking events.
DMAI INTRODUCES NEW LEADERSHIP, INITIATIVES AT ANNUAL CONVENTION
The Sioux Falls Convention & Visitors Bureau (CVB) will attend the Destination Marketing Association International (DMAI) Annual Convention Aug. 1-3 in Minneapolis. DMAI’s new President/CEO has made several changes, with the theme of the convention being “It’s a brand new day,” which revolves around strategic changes and renewed commitment to DMAI members and partners. As the premier event for destination marketing and management professionals, DMAI’s 2016 Annual Convention features educational tracks focused on leadership, marketing, sports, convention sales, and more moderated by dynamic thought leaders from inside and outside the industry. DMAI’s Annual Convention provides an exclusive opportunity to connect peers and thought leaders from inside and outside the industry, learn integrated approaches with varying budget sizes or discipline focuses, recognize industry leaders, encourage relationship-based exchanges among industry providers and champion diversity of thought by assembling the best minds in local insight and global expertise.
CVB ATTENDS U.S. TRAVEL ASSOCIATION’S ESTO
Members of the Sioux Falls Convention & Visitors Bureau staff will attend the U.S. Travel Association’s Educational Seminar for Tourism Organizations (ESTO) Aug. 27-30 in Boca Raton, Fla. ESTO is the only national forum where tourism destination professionals at the state, regional and local levels get critical tools, tips and information to help them better market and grow their destinations. Destination professionals attend ESTO to share and gain cuttingedge best practices, learn about new tools and techniques, network with colleagues, hear the latest trends, develop leadership skills and identify solutions to common issues. An annual highlight of ESTO is the presentation of U.S. Travel Association’s awards. The Sioux Falls CVB submitted a recent marketing campaign into the Destiny Award category. The Destinations Council Destiny Award program recognizes U.S. Travel destination members for excellence and creative accomplishment in destination marketing and promotion at the local and regional level and fosters the development of imaginative and innovative destination marketing promotion programs and activities.
CVB EXHIBITS AT ASAE ANNUAL MEETING, EXPO
The Sioux Falls Convention & Visitors Bureau (CVB) will be exhibiting at the American Society of Association Executives (ASAE) Annual Meeting and Exposition Aug. 13-16, in Salt Lake City. The ASAE Annual Meeting & Exposition is one of the largest industry shows, bringing together thousands of association professionals and industry partners from around the world. The show will feature 120plus educational sessions, networking opportunities and a bustling exhibit hall during the three-day event. Minnehaha County 4-H: 110 years of pride, tradition and learning In 1906, public school official Rev. W. M. Mair set out to create a new program for Minnehaha County. This program would focus on creating clubs for boys such as corn clubs, hog clubs and beef clubs. Also it would create clubs for girls that were sewing clubs and canning clubs. From its humble beginnings as a program that centered on agriculture and home economics, 4-H has changed with the decades, but still focuses on educating youth.

Currently the SDSU Extension 4-H Program in Minnehaha County continues to work with youth. With more than 8,000 youth reached last year, this program is the largest in the state. The 4-H Program is a community of young people across the county who are learning leadership, STEM, ag-vocacy and healthy relationships. The Minnehaha County 4-H Youth Development Program uses a hands-on approach, the involvement of volunteers and knowledge of SDSU Extension to empower youth to become productive, healthy and contributing members of the county. There are a wide variety of activities for youth to take part in: traditional club meetings to projects to outreach programs that range from after school programs, in school programs or summer programs. The 4-H Program has something for all youth to take part in and youth from ages 5-18 are able to take part in the traditional programs. Over the course of the year we offer many different programs, but one of the more popular ones is Chicks in the Classroom. This program allows preschool and grade school classrooms to adopt a dozen eggs and go through the development of an egg into a chicken. The youth are able to see the development and watch as the eggs hatch. The after school program has more than 25 sites in which 4-H Program Advisors visit to provide educational opportunities to hundreds of youth throughout the year. This program travels throughout the county and offers a hands-on 4-H lesson to youth who come from a wide variety of backgrounds. These lessons are part of the four core areas of 4-H programming. As we are in August, we are celebrating the achievements of the program at our 91st Achievement Days, which run in conjunction with the Sioux Empire Fair. In addition to our static displays, livestock shows, horse show, Fashion Revue and Round Robin contest, we also offer several opportunities for youth who are not part of the 4-H Program to participate. Whether it is through our livestock tours, robotics demonstration, public speaking, cookie decorating, Junkyard Challenge or one of our club-presented activities, youth are invited to take part and try these activities for free. As part of the Sioux Empire Fair, on Sunday, Aug. 7 at 2 p.m. at the north end of the Expo Building, we will be having a short program celebrating the years. We invite the public to come to this event and part of the program will be open for people to share their stories on the 4-H Program. Afterwards we will have refreshments available. How much time do I have to make my delivery visits? You can make the deliveries any time throughout the day on Sept. 29 and all deliveries should be completed by 4:30 p.m. There is no need to set-up appointments for your deliveries — you can make impromptu visits to the member businesses. Volunteers needed for Operation Thank You Would you like to meet new people and learn more about the Sioux Falls area business community? Then you should consider volunteering in the 26th Annual Operation Thank You event on Thursday, Sept. 29. The day kicks off with a complimentary breakfast at 7:30 a.m. where volunteers will join their team, led by a member of the Chamber’s Diplomat Committee. Each volunteer will be responsible for approximately nine Chamber member contact assignment cards. Throughout the day, volunteers personally call on each of their assigned businesses to deliver the newly-published 2016-17 Sioux Falls Community Guide, as well as the business’ membership door/ window decal. Five questions with Col. Nathan Alholinna Col. Nathan Alholinna is the Wing Commander of the 114th Fighter Wing. He lives outside Castlewood, S.D., with his wife, Lea, and they have six children and four grandchildren. Sioux Empire Fair celebrates 77 years in 2016 The 77th Sioux Empire Fair starts Aug. 5 and runs through Aug. 14 at the W.H. Lyon Fairgrounds in Sioux Falls. For 77 years, the Fair has been held on land deeded to Minnehaha County by Winona A. Lyon. The gift stipulated that the land must be used as a fairground and used by the public as county fairgrounds, where specified displays of “farm produce, livestock and crafts could be exhibited, and 4-H Clubs and Home Extension work could be demonstrated. Provision is also made for the entertainment of the public with amusements of various kinds.”

The first fairs held on this fairground were in 1938-39. Some buildings, including the first section of the amphitheater, were built by WPA labor and material. In 1940, the Sioux Empire Fair Association, Inc., was organized and took over the grounds on a lease from the county. The fair of that year was conducted on a much larger scale and included additional features such as horse racing, outdoor pageants, comedies and plays.
