MESSAGE FROM THE CHAIR

Message from the Chair It likely is an occupational side effect from estate planning that I measure life not in years but in moments. If we look at three years of life, it’s not the 1,095 days that really matter – what matters is the three Thanksgivings, three Christmas mornings, three anniversaries we will celebrate, maybe the six times we get together with our larger family, or the evenings out with friends. Sioux Falls is a place where we can find a thoughtful gift, enjoy a great meal with friends and experience memory-making activities with loved ones. These are important factors in the overall quality of life in our community. In the time of year when we come together with family to celebrate the holidays, let’s also come together as chamber members. BOBBI THURY 2019-20 Chair of the Board

Even more important than how we spend our money is how we spend our time. Going to what seems like an everyday place to shop can actually spark an idea or a human connection. Think of shopping locally as a new twist on networking. It is a way to enjoy the comradery of our fellow human beings, form new or strengthen old relationships, and add to the excitement of life by getting off the computer, iPad or phone and getting out and experiencing our community. Did you know that 60 percent of Sioux Falls Area Chamber of Commerce members have 10 or fewer employees? As a small business owner myself, I can attest that there is nothing small about owning and running a small business. As a mom, I can also attest that there is nothing small about the experiences I have in our local small businesses. Having cupcakes after school with my children, shopping at a local toy store for Christmas presents, or running kids to school where I see them grow and blossom. For all the roles I play in life, whether as a mom, wife, daughter, business owner, or friend, my life is enriched because of the businesses in our community. Your Chamber understands this. With Thanksgiving around the corner, I am thankful for the amazing people and businesses who understand that progress is everyone’s business. I’m also grateful for the service and sacrifice of our members of the military. The Military and Veterans Affairs Committee works diligently each year to organize the annual Veterans Day program. It is a free, public event. Attending it is one way you can express gratitude to our local veterans. I invite you to join me at the 2019 Veterans Day ceremony honoring our local veterans on November 11. More information can be found on page 34 of this issue.

DETAILS: Shantel Krebs was born in South

Dakota and graduated from Arlington High School in 1991. Krebs graduated from Dakota State University with a bachelor’s degree in business administration. She was selected as Miss South Dakota 1997 and later competed in the 1997 Miss America pageant. She represented the 10th district of the South Dakota Legislature from 2005 to 2015, serving in the House of Representatives from 20052011 and in the Senate from 2011-2015. In 2015, she was elected and sworn in as South Dakota’s twenty-eighth secretary of state. Krebs currently serves as the administrator for the Avera Academy which is a new partnership between Avera Health, the Sioux Falls School District and Southeast Tech. She also recently became the Chairperson of the Miss America Organization.

When Nancy Savage opened Child’s Play Toys in downtown Sioux Falls 10 years ago, the local economy was down. “We opened on Black Friday in 2009, and I held my breath,” Savage said. However, she believed in her vision and told herself that kids will always need toys, and parents and grandparents are always going to want to buy them. “The people of Sioux Falls clearly saw a need for what we brought to the marketplace, and I’ve been so happy, even 10 years later, with the awesome response,” she said. Savage worked in corporate retail in larger cities like Houston, Los Angeles, Indianapolis and Seattle. Savage wanted to create an experience modeled from years of exploration with her own daughter, Isabella, at parks, museums — and toy stores. “I really feel like Isabella and I saw some of the best toy stores when we spent so many days together, and it really

inspired me to do the same thing in my hometown. Ten years ago, I moved back to Sioux Falls with one specific plan in mind, and that was to recreate some of the magical toy stores that Isabella and I had visited so many times,” she said. Creating an experience is key to success for many small businesses. Savage said it’s getting harder to own a brick and mortar store while competing with the Internet. Her store has a website, a Facebook page and an Instagram account. “I understand and appreciate that people like to buy online, which is why we have that ability to both sell and market our products on the Internet,” she said. “But for us, it’s all about the experience. We honestly do more than sell products. We sell an experience for parents and grandparents to bring their children to the store, to shop, to dream, to play, to have fun. You can’t get that online.” Savage also believes in what she calls the power in numbers, using resources like Downtown Sioux Falls, Inc. and the Sioux Falls Area Chamber of Commerce to promote her business.

“I love the Sioux Falls community, and there’s no doubt I want the leaders of this community to know what Child’s Play Toys is all about,” she said. “I tell my daughter all the time how important it is to be involved in community and that’s what makes Sioux Falls great.” Savage wanted to expand Child’s Play Toys after the first few successful years and considered other cities like Fargo, Des Moines and Lincoln — but wanted to stay in Sioux Falls and thought the market could handle a second store. This month she opens her second location in western Sioux Falls in a new retail space on the east side of Lake Lorraine. “When I saw the plans and vision for Lake Lorraine, I knew that’s where I wanted to be. I love what Lake Lorraine already is, and when I go out to our new store, I envision what all it will become, and our toy store will be a perfect fit there,” she said. Over on the west side of Lake Lorraine, sisters Stacey and Leslie Malmgren are celebrating their first year in business as owners of Love Marlow, a women’s boutique that caters to sizes 12-28.

“When we were developing Love Marlow, the first thing our mentors would say is that you’ll be married to your business. What we didn’t realize is that it’s not just a marriage, it’s a marriage plus having triplets and a puppy. When you love what you’re doing, the work and hours you put in are totally worth the moments of chaos,” they said. Though they wanted to be supporters of local businesses, the Malmgrens were frustrated with the limited shopping options for curvy and plus-sized women. Rather than waiting for someone else to create a store geared toward the averagesized woman, they decided to create the store themselves. The sisters brought their background in the bridal industry in helping women feel beautiful on their special day, to their boutique where they focus on helping women feel beautiful every day. The sisters decided early on that they wanted to be good stewards of the community and the surrounding area. To accomplish this, they hold events at the boutique that are informative, empowering and fun. They also do different things to support local non-profits such as clothing drives for Dress For Success.


Celebrate Small Business Saturday Small Business Saturday was founded by American Express Open in 2010 to be celebrated on the Saturday after Thanksgiving. This year it falls on Saturday, Nov. 30 — between the big box shopping days of Black Friday and Cyber Monday. This day was created to rally communities to support small businesses during the holiday season. The Small Business Association has been a cosponsor since 2011, encouraging independent businesses to use this opportunity to drive more traffic to their brick and mortar stores, as well as online. This is the 10th year of this special event. Locally, small businesses use the day to help drive traffic to their stores. In 2018, Downtown Sioux Falls shared a proclamation to celebrate small businesses and encourage shopping on Small Business Saturday. Plans are in the works to repeat this in 2019, said Sadie Swier with Downtown Sioux Falls, Inc. “We love having Small Business Saturday downtown — but it’s all over the community. Last year there were more than 30 businesses that did some sort of promotion or special to get people into their doors and give people an overall experience,” Swier said. “We’re working together to push that message of help your neighbors, help your friends, help your family, because those are the people who benefit from those dollars.” Using the Small Business Saturday Facebook page, small businesses can get access to free marketing and promotional tools developed for this day as well as other resources. Shoppers want an experience, Swier said, and by collaborating for events like Small Business Saturday, businesses can work together to create opportunities to bring people to their stores. Details are still finalized for Downtown’s 2019 Small Business Saturday. Other small businesses throughout the community will also have specials with the intent of bringing people into their brick and mortar stores. “Shoppers will sense that special experience of community that you cannot get by yourself when you’re shopping in your pajamas. Small Business Saturday offers a chance to experience community by helping your friends, families and small businesses — and you don’t have to get up at 5 a.m.,” Swier said.

of Small Business Saturday, which is being promoted this month to encourage independent businesses to leverage the day to drive more traffic to their brick and mortar stores as well as online (see sidebar). In addition, the sixth annual National Veterans Small Business Week is Nov. 4-8. The SBA offers the Veterans Business Outreach Center as part of its local programming, which assists veterans of any era, including spouses, in starting, purchasing or growing a business. The Center assists in transition back to the workforce, provides business training and workshops, as well as counseling and mentoring. Veterans account for 2.5 million businesses nationwide, according to an SBA survey conducted of business owners. During this week, the SBA will highlight different topics related to the veteran entrepreneurship journey.

Social media, special events and creating an “experience” all contribute to small business — or any size business — success. There’s also something to be said for good oldfashioned service. For Judy Kent, owner of Cleaning by Judy, referrals have helped her grow from a one-person operation to running a business with 28 employees. Kent liked keeping her house clean, and someone suggested she should start her own business. So in 1996, she did. She was able to work Monday through Friday doing something she enjoyed and that she felt she would be successful at doing, she said. Ten years ago, Kent slowly started adding staff. “I was getting more and more referrals and I became too busy to do everything myself,” she said. “I never envisioned growing. It just evolved.” Kent uses resources like the Sioux Falls Area Chamber of Commerce to take advantage of advertising opportunities and to keep up with new businesses joining the community. She also works to keep money local by using other small businesses whenever possible, from repairing equipment to maintaining her fleet of vehicles. Statistics from the U.S. Small Business Administration show that for every $100 spent with a local small business, $68 stays in the community, verses $43 spent at a chain store. But providing excellent service is still key. “It’s the repeat business and the referrals that make a difference,” she said. “Referrals show that they are happy with the service we are providing them and that they think our pricing is fair and honest.”

The Council meets monthly and is tasked with carefully analyzing the impact of public policies on our business community. A recent example is the presentations from experts in the hemp industry as the Chamber seeks to understand all of the implications of possible proposed legislation. The work is challenging, but IMC members are thoughtful and committed to their work. Each year, IMC reviews and edits the Chamber’s policy statements. This document is foundational to our advocacy efforts and guide activities throughout the year. The policy statements represent a set of core beliefs rather than specific actions or initiatives. As such, policy statements tend not to change drastically from year to year. Instead, they are edited for context, outdated sections may be removed, or new sections may be added if necessary. The most recent additions came in 2018, when Agriculture and Health Care were included in the policy statements. As they stand today, the Chamber’s policy statements include the following section titles: Quality of Life; Taxation; Development Incentives; Business Climate; Education; Infrastructure; Environment; Government; Visitor Industry; Accessible Housing; Workforce; Diversity and Inclusivity; Business Development; Agriculture; and Health Care. This year saw no major changes to the policy statements, and last month the Board of Directors approved recommendations from IMC. Again, our policy statements act as guiding principles for the chamber’s advocacy efforts and do not change dramatically from year-to-year. Program planned for Veterans Day Among the great days of national remembrance, none is more deeply moving to Americans than Veterans Day. The Sioux Falls Area Chamber of Commerce’s Military and Veterans Affairs Committee, in partnership with local veterans’ organizations, will host a Veterans Day program on Monday, Nov. 11, 2019 at 10:30 a.m. The event will take place at Lincoln High School, located at 2900 S. Cliff Ave. Andy Cahoy will be the featured speaker at this year’s program. Cahoy graduated from West Point in 2009 as the class valedictorian and then served as an infantry officer in the U.S. Army for 5.5 years. He is a graduate of U.S. Army Ranger school, an Afghanistan

combat veteran with a Bronze Star and a former officer of the Army’s elite “Old Guard” ceremonial unit in Arlington, Virginia. After leaving active duty, Andy graduated with his MBA from Stanford ANDY CAHOY Graduate School of Farmers Business Network Business as an Arjay Miller Scholar. He joined Farmers Business Network in 2015 where he now serves as vice president of commercial operations. Cahoy is a native of Aberdeen and resides in Sioux Falls with his wife and three children.

Gates to lead membership activities for Chamber An experienced nonprofit executive is the new Membership Director for the Sioux Falls Area Chamber of Commerce. Jami Gates started her new role with the Chamber on October 14.

Glory House Apartments will positively impact individuals, community Community Appeals Campaign to provide transitional housing BY MIKE LYNCH

Transitions are often challenging. Sometimes they are life-altering. For over 50 years, the Glory House has helped clients in the justice system and other persons addicted to drugs and alcohol by offering housing, treatment and a transitional path toward a better life. In 1975, the first building on the present campus opened and by 1988, Glory House broke ground on a 28-bed addition. Throughout the years, its services have continued to expand and by 2008, Glory House opened the Sands Freedom Center to house female clients and outpatient services. At present, nearly 90 clients are housed and the need to expand once again has arrived. On Nov. 1, Glory House will begin “Building Hope” a Sioux Falls Area Chamber of Commerce Community Appeals campaign to construct a 72-unit efficiency apartment complex next door to its current campus on South West Avenue. The City of Sioux Falls has partially donated the land in return for an agreement to build affordable housing. The first 25 units are currently under construction and are scheduled for completion by the end of this year. The Community Appeals campaign will help Glory House construct these apartments and offer them to members of the community at a very affordable rate. A goal of $1.35 million has been set for this portion of the campaign, which will run through March 2020. Securing accessible housing can be a challenge for anyone and the level of difficulty intensifies when clients successfully complete 36 Chamber News | NOVEMBER 2019

BUILDING HOPE Community Appeals Campaign for Glory House Apartments Goal: $1.35 million Nov. 1, 2019 – March 31, 2020 their recovery program at Glory House. They often hit an immediate roadblock due to a limited number of housing units that will accept tenants with criminal records and/or a history of drug abuse. They may have nowhere to go except the same risky situations that got them into trouble in the first place. The Glory House Apartments will offer clients clean, affordable, safe and sober apartments and will improve their odds of a healthy and successful future as they enter the Sioux Falls area workforce. Enhancing workforce continues to be a priority in our community and with 85 percent of Glory House clients becoming members of the local workforce within a few weeks of their arrival, this segment of the population is fortifying the formula to fill a void that some businesses have. With a seamless transition from receiving services at Glory House to residing at the Glory House Apartments, many clients will be able to remain in our community, keep their job, pay their taxes, contribute to the local economy and maintain the stability and sobriety required for a successful future.


The 2016 Sioux Falls Affordable Housing Needs Assessment affirmed this by stating, “Stakeholders say it is incumbent on businesses and employers to support affordable housing. They see affordable housing as workforce housing and point out its importance in economic development: affordable housing helps recruit and retain employees.”

One fact that most people may not know about the Glory House’s residents, yet relates directly to the organization’s mission, is that at least half of its residential clients have minor children. Helping these mothers and fathers to stay clean and sober contributes to family stability, giving these children the prospect of a brighter future at school, in their neighborhoods and as members of the local workforce someday.

According to Minnehaha County Sheriff Mike Milstead, the positive impact from a successful campaign will have multiple benefits for not only clients, but also the general population. “I can’t overstate the value that the Glory House provides in our community when it comes to providing a safe living environment with easy access to substance abuse services. Providing long-term housing with support services and extending the length of sobriety can reduce demands on law enforcement and the courts, save taxpayer dollars, greatly reduce recidivism and even save lives,” he said.

According to Glory House President/CEO Dave Johnson, Glory House has already received numerous inquiries from current clients and others in the community who want a chance to live at Glory House Apartments. “We expect to have the first 25 units rented and occupied very soon after they are finished,” he said. “When you support the Chamber Appeals Campaign, you are contributing to family stability, community safety, tax savings and workforce development. Your support is greatly appreciated!”

Sioux Falls Police Chief Matt Burns said that health and recovery are among the greatest attributes the Glory House brings to the community. “Addiction to drugs and alcohol is the root of many problems we experience in our City. The Glory House provides a safe and supportive haven and gives those suffering from addiction the tools to help overcome that addiction.”

State veterans cemetery honors those who served Veterans of the United States Armed Forces have sacrificed greatly in service to our country. One way that our state can express our gratitude for their service is to ensure a dignified finalresting place to honor them and their eligible dependents.

There are over 40,000 veterans living in eastern South Dakota, southwest Minnesota, northwest Iowa and two counties in Nebraska. Currently, the nearest veterans’ cemeteries are either Sturgis, South Dakota or Fort Snelling in St. Paul, Minnesota. This makes it very difficult and expensive for those living in this region to have a military burial.

Many of our South Dakota veterans spent over a decade working on the project. It would not have been possible though without help from others. During the 2018 South Dakota Legislative Session, veterans, veterans service organizations, legislators, lobbyists, Sioux Falls community leaders, the South Dakota Department of Veterans Affairs (SDDVA) and the governor all came together to secure passage of legislation authorizing SDDVA to establish and maintain a state veterans cemetery in Minnehaha County. Senate Bill 91 was introduced with 104 sponsors and was approved unanimously by both the House and the Senate. The legislation authorized SDDVA to seek federal funding from the National Cemetery Administration. The City of Sioux Falls gifted the state more than 60 acres of land just north of the I-229/I-90 interchange, off Slip Up Creek Road and 477th Avenue. In addition, the Federal Department of Veterans Affairs awarded the State a $6.9 million National Cemetery grant to get the project across the finish line. Key supporters from the Sioux Falls area include: the South Dakota Veterans Council, Sioux Falls Municipal Government, Stockwell Engineers, Journey Construction, Mapleton Township, State Senator Jim Stalzer and State Representative Larry Zikmund. This cemetery will be built in ten to twelve phases and will provide for a total of 7,320 pre-placed crypts, 13,179 in-ground cremains sites, 7,920 columbarium niches, and 100 memorial wall markers for a total of 28,519 burial sites. A groundbreaking was held on September 9 for phase one of this project. This portion of the project will develop approximately 12.9 acres and will include 2,319 burial sites, a main entrance, an avenue of flags, an administration building, a maintenance facility, roads, an assembly area, a committal shelter, scatter burial area, a memorial walkway, landscaping and supporting infrastructure. Senate Bill 91 also authorized the South Dakota Veterans Council to establish an endowment fund for future maintenance for the state veteran’s cemetery. The Council partnered with the South Dakota Community Foundation to establish the endowment. The state has committed to an annual contribution of $150,000 and the remaining funds will be privately raised. More information on the State Veterans Cemetery, including a pre-application form, can be found at vetaffairs.sd.gov. This South Dakota state veterans cemetery is a project for veterans by veterans. It was their passion for this project that kept the momentum going and made the dream a reality. This cemetery will be a tribute to patriots. It will immortalize the sacrifices that have been made for our freedoms. Modern trends in PTO – does your plan measure up? We are in unprecedented times in the workforce. Historically low unemployment, the high number of job openings, baby boomers retiring at record levels and five generations in the workplace. There were 7.2 million job openings at the end of July 2019, according to the Job Openings and Labor Turnover Report from the U.S. Bureau of Labor Statistics. This was the 17th straight month that the number of job openings was higher than the number of job seekers, which is 6 million.* As your organization’s demographics continue to change, the traditional and nontraditional benefit needs of your associates are also changing. The best way to determine what your associates want is to ask them. We recommend conducting an employee survey or focus groups to gather information directly from associates to assess which workplace policies and benefits will keep them engaged with your organization. According to an article published by World at Work in July 2019 employees want more from their benefits packages, including more flexible paid parental leave, student loan repayment and more mental health support. In fact, 81 percent of employees in the U.S. state that pensions and benefits affect their loyalty to their employer. In this competitive talent market, it’s vital that organizations start meeting the needs of employees.** Organizations are continuing to be creative in their thinking about how to engage their associates. The one size fits all approach to policies, procedures and practices is not effective. Organizations must take a more tailored approach to meet the varying needs of today’s multigenerational, diverse workforce. The 102 organizations who participated in the survey represent a variety of industries including: construction, education, financial services, healthcare, insurance, manufacturing and non-profit. Five questions with Char Roth Char Roth is the controller and human resources manager for Stan Houston Equipment Co. She holds a BA in economics and political science from SDSU and is a graduate of Leadership Sioux Falls. Roth has served on both the Bid Board and Advisory Council for the Sioux Falls Convention & Visitor’s Bureau and is currently a Make-A-Wish South Dakota Wish granter, EmBe Women’s Leadership mentor and Junior Achievement volunteer. She enjoys spending time with her husband Dan and children Emma and Grant… and she can bake a mean chocolate chip cookie.

Why does your employer choose to be a Chamber member? Stan Houston chooses to be a Chamber member because it is important to be part of the community and to support the potential growth that the Chamber helps attract to the area.

How did you choose your profession? I think it is safe to say I grew into my profession. I love numbers and people, so working in accounting and human resources is a great fit. I am fortunate to combine both.

What is the best piece of advice you have received? CHAR ROTH

Don’t be too quick to judge. Early on in my career I met people wearing T-shirts and blue jeans, I had no idea of their occupation. When I did find out I was quite surprised… but I knew them first as a person/customer, so what they did for a living didn’t matter. Everyone has a story, and I love to learn people’s story. Also, be a good listener. The saying “sometimes the smartest person in the room is the quietest” resonates – learn to listen and observe, weigh the facts and make your point.

What is something you are proud of? On the personal side I am a proud parent; I love encouraging my kids to try new things and hope they find their niche in this big world. I am also proud of helping to create Hot Harley Nights 25 years ago, a regional event that draws thousands to Sioux Falls. Most importantly, the event has heightened the awareness of MakeA-Wish South Dakota and contributed a great deal of financial support to a great organization.

What do you think is one of the biggest challenges facing our community today and how should we tackle it? One challenge Sioux Falls is facing is making sure our workforce is diversified. We have a need for a variety of skilled people – at all levels. I think it is great to see local businesses partner with our area schools to promote skilled labor training and employment opportunities. Partnering businesses with high schools to provide job info, career knowledge, training and resources is vital – and hopefully it will help students see the opportunities to stay local and create a livelihood here.
