MESSAGE FROM THE CHAIR

We will maintain the Chamber’s strength, relevancy in year of transition This 2016-17 year at the Sioux Falls Area Chamber of Commerce is one of transition and change. We have the normal changing of leadership with some Board of Directors members retiring and new Directors being nominated and taking office on Oct. 1. Also, the Chamber’s new officers for 2016-17 will be joining me and assuming their important leadership responsibilities to our Chamber membership on that date. The biggest change? At the end of this calendar year our President/CEO Evan Nolte is retiring after 37 years at the helm of the Chamber. It goes without saying that Evan’s leadership and steady hand have guided our organization to a place of prominence in the community, region and state. DAVE KAPASKA, D.O. 2016-17 Chair of the Board

You’ll be hearing a lot about the workforce priority in the months and years to come.

Our challenge as Chamber leadership is to find the next Evan Nolte — that dynamic individual who can help lead our Chamber and our community into the future. This will not be an easy task. However, through the leadership of 2015-16 Chair of the Board Paul Bruflat and others serving on our Search Committee, I feel confident that we will be successful. I know the commitment of the community leaders serving on the Chamber board and our commitees is strong and that we understand our responsibility to ensure that Evan’s work is carried on and our members are assured of the strength and relevancy of our chamber of commerce organization. Losing Evan is not our only challenge in the next year. Like other growing communities across the country, workforce development — the attraction and retention of our workforce — is a tremendous challenge and opportunity. Thankfully, our Sioux Falls area leaders have unified our resources through a Strategic Workforce Action Agenda, based on findings from our 2015 task force. Solving this issue won’t be easy. In fact, there is risk involved in even tackling the issue at all. The Sioux Falls Area Chamber of Commerce and the Sioux Falls Development Foundation through Forward Sioux Falls — and our community partners — do not shy away from challenges. You’ll be hearing a lot about the workforce priority in the months and years to come. But first, we’ll celebrate all that we’ve accomplished. I encourage you to attend our 110th Annual Meeting on Oct. 18. It’s an opportunity to thank Evan and other community leaders for all they’ve done for our members and the community.

KAPASKA READY TO LEAD CHAMBER THROUGH TRANSITION YEAR BY AMY SMOLIK

For the Sioux Falls Area Chamber of Commerce

“I’m a Millennial, Dr. K, so I need some feedback.” This conversation between the student fellow who is following Dr. Dave Kapaska around Avera McKennan Hospital & University Center for the next year epitomizes some of the conversations taking place in workplaces across the community as multiple generations make up today’s workforce. Workforce development challenges are not new to this area or across the country, however the Sioux Falls Area Chamber of Commerce is among the many community organizations banding together to make an impact and improve retention and recruitment efforts. Kapaska became the Chamber’s 2016-17 Chair of the Board on Oct. 1, a position he will hold for the next 12 months. As Kapaska’s Chamber year kicks off at the 110th Annual Meeting workforce will be a major topic with the keynote presentation given by BridgeWorks, the leading experts on generations. There are five generations working today. Perhaps the single most limiting

24  Chamber News | OCTOBER 2016

factor to the Sioux Falls area’s growth and future development is workforce. “The Forward Sioux Falls workforce initiative is huge. We need to maximize the capabilities of all people — in our diverse population, those with disabilities and all different entry points,” Kapaska said. BridgeWorks will provide “edu-tainment” to those who attend the Annual Meeting on Oct. 18. Through humor and video, they will help all generations better understand one another as well as how to better engage with each other and with their customers. It seemed a fitting topic to cover. The Forward Sioux Falls 2021 program incorporates four key initiatives from the 2015 Strategic Workforce Action Agenda. Forward Sioux Falls is the successful joint venture management partnership between the Sioux Falls Area Chamber of Commerce and the Sioux Falls Development Foundation. FSF 2021 is the seventh program. The campaign wrapped up earlier this year with program initiatives kicking off in April 2016.

“Every person who moves here is an opportunity. We want to maximize the capabilities of all people and all of the different entry points to help with our workforce needs.” Like many businesses, Avera is also facing workforce challenges, from frontline jobs to technical positions. He said for physicians and specialized practices, recruiting is a national and international marketplace. And convincing potential employees to come to Sioux Falls when they aren’t familiar with the area is a challenge — until they arrive. “Once we get them to come for a visit, they will choose Sioux Falls.” The national marketing efforts through Forward Sioux Falls have helped elevate Sioux Falls. The work being done in the medical community — like Sanford’s worldwide clinics and Avera’s twins study with the Netherlands, for example — also helps, he said. “Now people pick a place to live and then find a job. Before, we’d find a job and then learn to live there,” he said. Kapaska’s career has taken him across the country. He played basketball and graduated from the U.S. Air Force Academy in Colorado, where San Antonio Spurs coach Gregg Popovich was one of his teammates and remains a lifelong friend. Following graduation, Kapaska was an assistant basketball coach and nationwide recruiter for the Air Force Academy. He earned his MBA from Southern Illinois University and also completed his pilot’s training and flew more than 2,500 hours as a pilot and aircraft commander worldwide.

In the early 1980s, Kapaska spent three years as the district sales manager and sales representative for Mobil Chemical Company in Woodland, Calif. From there he went on to earn his Doctor of Osteopathic Medicine from the University of Osteopathic Medicine in Des Moines. Kapaska completed his family practice residency at Iowa Lutheran Hospital in Des Moines. He went on to practice in Sac City, Iowa and Ankeny, Iowa before arriving at Avera McKennan Hospital & University Health Center in 1999. His first role was the Senior Vice President for Medical Affairs. He then spent one year as the Senior Vice President Medial Affairs at Mercy Medical Center in Des Moines and returned to Avera as the Senior Vice President/Chief Medical Officer. In 2010, Kapaska was named the Regional President of Avera McKennan. Kapaska’s engagement with the business community through the Chamber has been eye-opening. It’s important to be visible and engaged in the community, he said. It’s easy to get wrapped up in the small circle of what you do and not engage outside that — that perspective has been a gift, Kapaska said. “The Chamber’s ability to engage with our community and state through our government relations has been an interesting process for me to learn about,” he said. “It’s a very valuable tool for members. The Chamber represents them and helps them learn the depth of the issues — much more than just the headlines.” In addition to implementing some of the workforce initiatives for the community, Kapaska is mindful of the Chamber Board’s responsibility in selecting its new leader. 2016, Chamber President/CEO Evan Nolte will retire after 37 years in this role. Picking the right person will help maintain membership value and membership strength within the Sioux Falls Area Chamber of Commerce, Kapaska said. “We have had amazing stability over the last 37 years with the experience of Evan Nolte — the history he carries and the knowledge of where we’ve been and where we’re going. We need to look to a person who can do that. It will require the Board and the staff to re-engage. We’ve taken some things for granted because Evan just knew,” Kapaska said. “This is a new adventure. We are working together to ensure the vibrancy of the business community.”

Nolte will be retiring at the end of 2016.

A search committee was formed in the spring and has been working with Waverly Partners, a company that specializes in placing leaders in organizations like chambers of commerce, to find the next Sioux Falls Area Chamber of Commerce President/CEO. But first, Nolte’s efforts will be celebrated. The Oct. 18 Annual Meeting includes time to reflect on Nolte’s successes and his thoughts about 37 years at the helm of the region’s pre-eminent business organization. “I’ve been all over the world as a pilot and people are so much the same. They want to be safe, have opportunities, have good things happen for their family and friends. It’s consistent wherever you go,” he said. “Sioux Falls is a wonderful place. We care for, hope and support one another.” And the Chamber of Commerce is part of what helps build a strong community where that can continue to happen.

BUSINESS ADVOCACY

Sioux Falls, Rapid City chambers partner for South Dakota 2016 Washington, D.C. Fly-in While some 340 miles of interstate separates Sioux Falls from Rapid City, the two communities joined forces as one common voice for business, our communities and South Dakota during our Washington, D.C. Fly-in, held Sept. 6-9. Based on the feedback from those who attended and from the many people we met with in our nation’s capital, it was a successful visit. Rapid City has a history of conducting a fly-in every other year. As the Sioux Falls Chamber considered organizing a similar event, we concluded that if we could combine our voice with our west river sister city the message would be even more powerful. We approached the Rapid City Area Chamber leadership with our idea and they embraced it immediately.

By joining with Rapid City, we combine our voices and strengthen our message. We could have done two separate fly-ins and duplicated meetings and efforts, but that seemed unnecessary. In addition, we share a number of commonalities. Sioux Falls and Rapid City are the two largest urban environments in our state; we both have a very active tourism focus; we are the first and second largest chambers; we have diverse economies; and we both have military bases vitally important to our communities and the state. MARK LEE

Sioux Falls Area Chamber of Commerce

By joining with Rapid City, we combine our voices and strengthen our message.

Two questions may come to your mind. First, why conduct a D.C. Fly-in? Second, why with Rapid City? As the largest chamber of commerce in the largest city in South Dakota, we cannot ignore the impact federal laws and regulations have on our communities and businesses. Our Chamber has a well-developed advocacy program at the local and state levels and an interest in growing our federal advocacy efforts. In the last few years we have made strides in our federal efforts as we regularly communicate with our delegation and the U.S. Chamber on important issues. Strengthening our commitment and our relationships is the next logical step. As we heard over and over from those we met with, our presence in D.C. matters to them and our message is important.

30  Chamber News | OCTOBER 2016

Clearly one area of emphasis for our visit was the prospect of the F-35 bed down at Joe Foss Field (see the August Chamber News, viewable at chambernews.com). Our delegation was heavily weighted toward individuals who are actively working on this issue through the Air Guard, City and Regional Airport. Below is a summary of our visit. Tuesday, Sept. 6 — This was a travel day for the delegation. Most arrived early enough to enjoy seeing a sight or two before work began. That evening, we had an informal dinner where we became acquainted and conducted a full briefing on the trip itinerary. Wednesday, Sept. 7 — We began by meeting at Rep. Kristi Noem’s office for a tour of the Capitol. Late morning included a meeting with Sen. John Thune and some of his staff. We hosted about 20 congressional staffers for a casual meal and conversation. Developing staff relationships is vital to our advocacy efforts. The afternoon included meetings with Rep. Noem and Sen. Mike Rounds. At each meeting with a member of our congressional delegation, we heard from them and asked questions about issues important to business. We also heard from them how important these visits are to our advocacy efforts. During our meeting with Rep. Noem, Rep. Kevin Brady from Texas joined us. Rep. Brady is originally from Rapid City, graduated from the University of South Dakota, worked for the Rapid City Chamber and is now the Chair of the House Ways and Means Committee. It is

clear that with the Chair of Congress’ most powerful committee having direct ties to South Dakota, we have a better chance of our issues being considered in their work. Rep. Noem also serves on House Ways and Means and it was clear that the two have a great relationship. Our meeting with Sen. Rounds included a representative of the U.S. Chamber, John Kirchner, who awarded the Senator with the Chamber’s Spirit of Enterprise Award recognizing his unwavering support for the business community by achieving a 100 percent positive voting record on Chamber issues. Thursday, Sept. 8 — The day began with a Metro ride to the U.S. Chamber of Commerce’s offices located just north of the White House. We met with staff who briefed our group on policy issues relating to transportation, labor and capital markets. The U.S. Chamber is a great research and advocacy resource. From the U.S. Chamber, we boarded the Metro for a trip to the Pentagon. Due to meeting overlap, we basically divided into two groups. Our time in the Pentagon included four meetings with military and civilian leaders who help chart the course of our nation’s military efforts domestically and worldwide. Also, given Ellsworth AFB and the South Dakota Air National Guard issues, it was vitally important to reinforce community support for these installations and the men and women who serve in South Dakota. From the Pentagon, a Sioux Falls sub-group proceeded to the Air National Guard Readiness Center at Andrews Air Force Base. It is important to recognize Maj. General Timothy Reisch who is the Adjutant General of the South Dakota National Guard. Gen. Reisch not only helped arrange a number of our meetings, but joined us onsite to further strengthen the South Dakota message. Also, we thank retired Brigadier Generals R.J. Clifft and Ron Mielke for preparing us and helping to arrange meetings. Most attendees also had time for a Pentagon tour, which included a sobering reminder of the Sept. 11, 2001 attacks as we stood near where the plane hit the building and took in the indoor memorial. We concluded Thursday and our official agenda with a “South Dakota” dinner.

Friday, Sept. 9 — For most attendees this was “travel home” day, but a few stayed behind to tour and enjoy the sights and history surrounding the D.C. area. From Sioux Falls, the following individuals attended the Washington D.C. Fly-in: Evan Nolte, Sioux Falls Area Chamber of Commerce; Mark Lee, Sioux Falls Area Chamber of Commerce; R.J. Clifft, Sioux Falls Area Chamber of Commerce Military Task Force; Ron Mielke, TSP, Inc.; Daren Ketcham, City of Sioux Falls; Dan Letellier, Sioux Falls Regional Airport Authority; Rich Naser, Zeal Center for Entrepreneurship and USD Discovery District; Bill Peterson, Lutheran Social Services of South Dakota; and Rex Rolfing, Sioux Falls City Council. Federal advocacy is quite different than our local and state efforts. However, at every turn and in every meeting we were told how important our efforts are to ensure that our voice is heard and our agenda is top-of-mind for federal policy decision-makers. We have three members of Congress who are very supportive, but still need our support on the issues. On behalf of the Sioux Falls Chamber, I want to publicly thank the Rapid City Area Chamber of Commerce for their eagerness to partner on this trip. It strengthened our voice and created new relationships that we can build on going forward. In particular, thank you to Rapid City Chamber Vice President Lynn Kendall, the staffs of our Congressional delegation and Sen. Thune, Sen. Rounds and Rep. Noem themselves. A personal thank you to Teresa Schreier here at the Sioux Falls Area Chamber of Commerce for her work in organizing for this trip — it was invaluable. We will likely organize a similar effort with Rapid City in two years. It is possible that issues may arise sooner than that to compel us to return to Washington, D.C. In either case, we will be better prepared and the table set as we work to represent the voice of business at the federal level.

BUSINESS ADVOCACY

Be informed on the ballot issues, part 2 BY MIKE LYNCH

Sioux Falls Area Chamber of Commerce

The September issue of Chamber News shared the positions that the Chamber Board of Directors took on five of the 10 ballot issues that voters will consider on the November General Election ballot. At its September Board of Directors meeting, the Board was scheduled to consider positions on the remaining five ballot issues. Below is a review of these issues. Because this was written prior to the press deadline for the October magazine, the Board positions are not included with these explanations. You can read the Board’s position and rationale as well as further details about each of the ballot issues at siouxfallschamber.com under the Advocacy tab. Constitutional Amendment T (Removal of Legislature from Redistricting) If passed, it would create significant changes to the current way redistricting is done. Paramount to these changes would be establishment of an independent, bipartisan, nine-person commission. Referred Law 19 (Independent Candidates Election Law) Referred from SB 69, RL-19 would change the time period for gathering signatures on candidate petitions for county political office, county party office and office in the State Legislature. It would also require that petitions be received by the deadline and not just filed, put limitations on candidate withdrawals and replacements, and specify independent candidates must collect signatures only from individuals who are not members of established political parties. Referred Law 20 (Youth Minimum Wage) After voters passed IM 18 during the 2014 General Election, it raised the state minimum wage to $8.50 an hour with annual indexing. SB 177 was subsequently passed to override the legal effect of IM 18 by establishing a youth minimum wage threshold for workers under the age of 18 to $7.50 an hour. Constitutional Amendment U (Establishment of an 18 percent, statutory rate cap for payday loans) This usury ceiling

for payday, car title and installment loans, would apply to verbal agreements. If both parties agree to a higher rate in writing, there would not be a cap. Initiated Measure 21 (Establishment of a 36 percent rate cap on payday, car title and installment loans) Under this measure, if lenders charge more than 36 percent, they would be subject to misdemeanor charges, would nullify the loan contract and would deem any principal, fee interest or charge uncollectible. Since Constitutional Amendment U and Initiated Measure 21 are competing proposals, the following results will occur depending on the outcome. If both fail: no change in law and the status quo is retained. If both pass: this would result in the constitutional amendment superseding the initiated measure and prohibit the imposition of any future interest rate caps on any financial products. If Amendment U passes and IM 21 fails: this would amend the constitution and prohibit the imposition of any future interest rate caps on any financial products. If Amendment U fails and IM 21 passes: this would implement 36 percent interest rate caps on payday, car title and installment loans. Your Chamber is very thorough in its vetting process for these issues. The Issues Management Council is tasked with the primary research, issue brief development and providing a position recommendation to members of the Chamber Executive Committee, who in turn provide their recommendation to the full Board. The Chamber Board’s positions on these five remaining ballot issues are available at siouxfallschamber.com under the Advocacy tab. You can also read more about the Board’s rationale by reading the weekly Chamber Advocate or contacting the Public Affairs & Communications Department at (605) 336-1620.

BALLOT ISSUES SUMMARY The Chamber Board of Directors reviewed Amendments R, S and V and Initiated Measures 22 and 23 at its August Board Meeting, adopting the following positions.

Amendment R: Technical Institute Governance Chamber Position: YES

Amendment S: Victim’s Rights Chamber Position: NO

Amendment V: Nonpartisan Elections Chamber Position: NEUTRAL

Initiated Measure 22: Ethics Commission, Campaign Financing and Publicly Funded Campaigns Chamber Position: NO

Initiated Measure 23: Allow Organizations to Charge Fees Chamber Position: NO The Chamber Board of Directors reviewed the following issues at its September Board meeting, which took place after the print deadline for this publication. You can see the positions and find issue briefs on each of the ballot issues at siouxfallschamber. com under the Advocacy tab. CHAMBER PARTNER

Ambassadors sell the Chamber The Chamber Ambassador Committee recently celebrated 50 years of service to the Sioux Falls area. A reunion of past and current Ambassadors was held to commemorate and recognize the milestone. It was inspiring to hear and share stories about a group with such a long history of dedicated service to our community. It is a pleasure serving as an Ambassador and carrying on those traditions while advocating for the progress and growth of this blessed community.

NATHAN STALLINGA DakotAbilities

I am proud to be an active member of the Chamber Ambassadors ... take the time to look at the many volunteer opportunities the Chamber has to offer.

Ambassadors, who are they? An Ambassador is a volunteer whose primary responsibility is to sell memberships. It is an ask for new and existing businesses to invest in the benefits of being a member of the Sioux Falls Area Chamber of Commerce. The benefits are many, and include ribbon cuttings, convention planning assistance, a registered lobbyist for legislative issues, workshops, a Young Professionals Network, networking and marketing opportunities, committee participation and much more. Members can become as involved as their time allows, all the time knowing that the Chamber is working to strengthen and grow the opportunities we all share. During my as an Ambassador in the last four years alone, I have attended more than 400 ribbon cuttings and had the opportunity to speak at some of them, too. Each year the Chamber celebrates new members, relocations, new ownership and expansions by holding ribbon cuttings. Ribbon cuttings are a great way for the volunteers of the Chamber to learn more about current Chamber members and the entire Chamber membership as a whole. In the 2015-16 fiscal year, the Chamber held 210 ribbon cuttings. In just this short time, I have enjoyed getting to know other Ambassadors and volunteers within the Chamber and have created great relationships and partnerships that have helped me learn more about Sioux Falls and what it takes to be a leader in business in our community. I have made lifelong friendship and developed relationships that benefit me and my employer as well. As a volunteer Ambassador, I work to sell the benefits of the Sioux Falls Area Chamber of Commerce and encourage more and more businesses and organizations to become a part of our membership. There is a pride I feel when I tell people that I am from Sioux Falls. As a lifelong resident, I have seen many changes to our landscape as well as to the people who call this home. It is not only the number of people but also where they are choosing to move here from. We have gone from a small city to one that is held up and celebrated nationally for how we live, work and play. I am proud to be an active member of the Chamber Ambassadors and encourage other Chamber members to take the time to look at the many volunteer opportunities the Chamber has to offer and to participate. Want to know ways you can get engaged? Contact the Chamber at (605) 336-1620 or siouxfallshchamber.com. Nathan Stallinga is the 2016-17 Chair of the Chamber’s Ambassador Committee. He is the Director of Development at DakotAbilities.

Visitor Industry Updates NEW WINTER CAMPAIGN FOCUSING ON DYNAMIC CONTENT The Sioux Falls Convention & Visitors Bureau is launching a new campaign in cooperation with the South Dakota Department of Tourism this month. New strategies will reach a similar audience through smarter technologies. For the first time, this winter marketing efforts will be implemented solely through digital advertising platforms. Users will be able to enter to win a weekend getaway to Sioux Falls customized specifically for what they want their travel experiences to be. Secondary messaging will feature events and will showcase Sioux Falls’ unique city vibe, culture and things to do. The campaign strategy seeks to increase awareness and promotion through personalized content based on target audience and geographic interests through the use of dynamic content, website optimization and marketing automation. The targeted geographic locations include a special focus in Rochester, Minneapolis, Sioux City, Omaha and South Dakota excluding Sioux Falls. Ongoing awareness and messaging will also remain within a 300-mile radius around Sioux Falls. Potential travelers will be targeted by their travel persona including: foodie, family, shopper, urban explorer, outdoor enthusiasts and empty nesters. The demographics of those personas will fall primarily into one of these categories: families (age 25-45), empty nesters (age 55-plus) and urban explorers (age 25-35). Creative and messaging will focus primarily on visiting Sioux Falls, We Are Here (#WeAreHereSF) and in the copy including “my great place” references. The creative will be delivered through display, video, 360 video, content pieces, native content and social media. A new element added to the campaign this year will be the use of three travel influencers to help carry the campaign message to their follower base. Each influencer will visit Sioux Falls and connect with a local to feature a foodie, family or urban explorer “style” trip to match each respective persona. Elements will include a number of social media posts on the influencer’s channels, advertising on iExplore and Travel Mindset, Visit Sioux Falls Instagram takeover, featured article or photo essay, and video element.
