If you’ve ever seen the movie “Tangled,” then you know what we mean; if you haven’t seen it, you should. Anyway, these lanterns can be traced back as far as somewhere between 220 and 280 AD.

TREATING ANIMAL BITES DEAR DR. DONOHUE: Will you tell me the best way to treat pet bites? I have three young children, and we live in a neighborhood where every family except us has at least one pet. Most are dogs. I don’t want to overreact to a tiny scratch, but I need to know what to do with a more serious bite. -- A.M. ANSWER: I’m limiting my remarks to cat and dog bites. Wildanimal bites require more involved treatment and are best taken care of in a hospital setting. A domesticated animal that has bitten a child or adult should be observed for 10 days to see if it exhibits signs of rabies. The threat of rabies is small, but maximal precautions have to be taken because rabies is such a deadly illness. Unprovoked bites from an animal raise the

ou’ve heard the lecture about America being the most prosperous country in the world, right? Me too, but if that’s true (and it is) why is it that so many people struggle to eke out a living? Think about it: If you were to ask ten people at random “do you feel prosperous?” what do you think they would say?
Third, you prepare for nothing. You finished high school and maybe a few semesters of college, but after that you quit learning, stopped growing. According to statisticbrain. com, 33% of high school graduates will never read a book after they graduate and 80% of U.S. families did not buy a book last year. What’s the title of the last book you read? What is the nature of the last selfimprovement project you initiated for yourself? Preparation precedes progress. No preparation, no progress.
So, what to do about your sense of lack:
First, write your own script – only this time make yourself the hero not the villain, the victor not the victim, the achiever not the defeatist. Deny the generational curse of mediocrity and declare yourself a person worthy of more, much more than Most would say something like, you’ve settled for thus far. “Are you kidding? 2013: A WATER ODYSSEY By Nick Yanez
W
hen I was a child, I was led to believe that the future would bring us hovers and spacehigh skyscrapers. It was implied that cities would reach the outer atmosphere; our cars soaring through the sky would park in suspended lots above the clouds. My parents taught me to dream big, sure, but the internet and television told me to expect unreasonable technologies. I thought the world could provide me with anything. I thought virtual reality was just another Nintendo product away. I thought gasoline and oil would be obsolete; nothing but water and the sun needed here. Mankind didn’t let me down. They didn’t disappoint, necessarily. They did over hype themselves though. As if the human race was an ever evolving intelligence, rapidly developing planets and moons, I believed we were capable of literally anything within a few short years. While the iPad and Google Glass are great, they simply don’t live up to the rumors and fiction of the 1990’s. Remember when 2000 was an unreachable futuristic dimension? Well, that was 13-years ago. It came and went. I was wrong. They were wrong. Luckily, I’m not giving up on mankind yet. It may be slower than we wanted, but we as a species are developing some pretty impressive hardware. Which brings me to this week’s point. Have you ever seen a cheesy flick where the hero’s are in an epic car chase? The villains are gaining and, sure enough, corner our protagonists. They usually are stopped by either a mass of water or a canyon. Something that their vehicle can simply not overcome. But then, just as a somber resolution approaches, the car does something

miraculous. It becomes a plane or a boat, riding off into a safe and free distance, away from the bad guys. I have great news America. This car now exists. Well, half of it anyway. A California based company, fittingly named WaterCar, is now taking orders for an ambitious new vehicle called the Panther. The car is what the company suggests; at first an ordinary looking jeep-like vehicle, that can turn into a boat. Yes, it functions as both! The advanced vehicle has been in the works for over 14 years according to the companies owner Dave March. It looks to be well worth the wait. The four seat, V6 powered automobile, can enter a lake or ocean at 15mph and increase speed up to 44mph. On land, the vehicle is capable of taking you anywhere, with a highway ready maximum speed of 80mph. Of course trying to put the vehicle on the market has come with federal complications. WaterCar has worked its way around these regulations by offering the vehicle incomplete, requiring the buyer to install the engine and a few drivetrain components. For that wonderful offer, the Panther will cost you just over $100,000. The company can have the vehicle put together for you, charging a fee to an outside company to install the finishing pieces for a higher cost of $135,000. What’s $30,000 to have it delivered in one piece, am I right? The Panther does come with a few headaches (if installing its engine’s wasn’t migraine-inducing enough). The automobile is required to be registered as both a car and a boat in every state. Regulations for it vary depending on where you live, so you’ll have to do your research. But even with all the hassle and cash, let’s be real. This thing is awesome. No more towing a boat to the lake; just drive right on in. You don’t have to pay to dock your boat either. Forget stressing about where to store it. You don’t even have to exert energy in moving heavy coolers, fishing poles, and what-not from the car to the boat. It’s all just there for your availability. You just... Keep on driving. It makes me feel inspired. I feel like a kid again; like anything is possible. I feel like I’m finally in the future.

SKILLET PORK CHOPS WITH ORANGE SAUCE 3 large navel oranges 2 teaspoons orange zest 2 teaspoons lemon juice 1 tablespoon poultry seasoning 2 teaspoons cumin 1 teaspoon freshly ground pepper 1/2 teaspoon honey 1/2 teaspoon cornstarch 1/4 teaspoon cayenne pepper 4 4-ounce boneless pork chops, 1/2-inch thick, trimmed 3 tablespoons olive oil 1 large fennel bulb, cored and thinly sliced 1 medium onion, chopped 3 cups baby spinach 1. Remove the orange skin with a zester or use a vegetable peeler to remove thin strips of orange skin (the zest) without the bitter white pith. If you’re not using a zester, chop the orange skin finely and place it into a medium-sized bowl. Reserve some orange segments for garnish, if desired. 2. Squeeze the orange juice into the bowl. Stir in the lemon juice, 1/2 tablespoon poultry seasoning, 1 teaspoon cumin, pepper, honey, cornstarch and cayenne pepper. Set the bowl aside.

3. Rub pork chops on both sides with 1 tablespoon olive oil. Season on both sides with the remaining poultry seasoning and cumin. New DVD Releases for Week of July 1, 2013 PICKS OF THE WEEK “6 Souls” (R) -- Julianne Moore plays a forensic psychologist who gets caught up in a supernatural, schizophrenic murder mystery. She’s an investigator who specializes in disproving insanity claims made by killers. Her biggest challenge yet: some hillbilly (Jonathan Rhys Meyers) who convincingly assumes different personalities with a twitch of his neck. The twist: His extra identities match up with those of dead

people whom he’s never met. It’s a big dumb stinker. It was released in the UK a while back, and only trotted out for an American release for the pre-summer blockbuster lull. The movie tries to carry this whole conflict about Moore losing her faith in the divine, but I’m not ready to take philosophical or spiritual cues from a movie this lame. “56 Up” -- This documentary is sort of a check-in. It’s part of a series that began in 1964 with “7 Up,” in which 14 seven-yearolds were interviewed about their lives and dreams. Every seven years since then, the same researcher has made a new documentary. Now those kids are 56-year-olds. Footage from earlier installments and the times in between are molded into short narratives. It’s strangely compelling to see strangers -- not actors, not family, nobody special -grow up and experience life.
“Tai Chi Hero” -- This is the sequel to “Tai Chi Zero,” a goofy, special-effects laden trip into a parallel world where martial arts equal magic. Our hero, Lu Chan, comes to the village of Chen, where everyone is a martial-arts master. The villagers at first refuse him because they don’t teach their martial art to outsiders -- and he’s kinda dumb. Lu Chan is welcomed into the community after he uses his mysterious powers to stop bad guys from building a railroad through Chen. This, I should say, is a silly movie. Not in a particularly good or bad way -- just odd and full of spectacle. I also should mention that a magic horn sprouts from Lu Chan’s head when his powers are activated. This detail and many other oddball subplots are left wide open at the close of the film. “The House I Live In” -- This documentary takes a broad look at the War on Drugs, and manages to drive it all home with hu-

man elements. Through interviewing judges, inmates, cops and families, the documentary puts faces on all sides of the issue. The resulting image is astounding; prison populations grow while nothing is done to fix the cycle that keeps sending people into the world of dealing and using. Keeping people locked up has become too profitable for anything to be done. While the arrests and prison sentences overwhelmingly fall upon the poor and ethnic minorities, the film makes the case that this is everyone’s problem.

H
omeowners’ associations (“HOAs”): people either love them or hate them. I deal with them both personally, as an owner of a home and lot that is located within one of the largest and most active HOAs in the State of Colorado, and professionally, as an attorney who represents developers and builders who are trying to construct homes on lots located within HOAs. Sometimes I am the attorney who “creates” them, in the sense of drafting the legal documents that bring them into being. HOAs are, in effect, membercomprised non-profit corporations, which have, by contract, some of the rights, powers, and responsibilities one commonly associates with local government. They can levy fees and assessments against members or lots (similar to “taxes” or “mill levies”),

they can rule on certain disputes among the members (like “courts” or “law enforcement”), and they can regulate construction, remodeling, landscaping, etc. on lots located within the community governed by the HOA (like municipal, county, state or regional building departments). The powers any particular HOA has over its members and the lots located within the HOA community can vary widely, and are determined by the Declaration governing the HOA and its community.
To answer the question posed by the title of this article, while no one “dies” making an HOA the “boss” of a homeowner, the Colorado state legislature did pass a series of laws – the Colorado Common Interest Ownership Community Act (the “Act”) – that empowers developers to create HOAs at the time they are developing a new community. Before an HOA can be created, the common interest ownership community (the “Community”) it will govern must be created. A developer files plats and related documents with the county in which the Community will be located, with a legal description of the land that will be included within the Community, and showing how that land will be subdivided into lots, common areas, roads, etc. This is submitted to the county for approval. To create the Community the developer has an attorney draft a declaration of covenants, conditions, easements and

The developer then is the “Declarant” of the Community, and as such has certain rights and powers over the Community, until a stated time when the HOA will take over.

This is true even if someone buys a lot in the Community and was never warned or informed that that lot is located within a common interest ownership community, or subject to the powers (or whims) of a Declarant or an HOA.
The Declaration has to include a legal description of all of the property that will be included in the Community, with a plat showing the layout of the Community. Once the Declaration is recorded with the county clerk and recorder, the Community legally exists. And, as the Declaration has been so recorded, under Colorado’s title statutes anyone and everyone is deemed to have actual notice of the fact of its existence, the land included
