Asthe heat of summer begins to mellow (a little), I can’t help but anticipate the excitement that fall brings. There’s back-to-school and the gala season, and it’s only two months until my favorite holiday, Halloween. But before we rush into pumpkin spice and cozy sweaters, let’s savor these last weeks of summer.
I’m very excited to welcome Driscoll Children’s Hospital to the RGV and our growing SOCIALIFE family! Their dedication to the community aligns perfectly with our mission of celebrating the vibrant and dynamic spirit of the RGV.

Four-Time All-America City is in the National Spotlight

Deafening cheers, celebratory tears, and huge hugs all around.
That was the scene on June 9th in Denver, Colorado, at the 75th annual All-America City Awards Announcement— Edinburg had secured its fourth designation. While the formal presentation only lasted a short 10 minutes, for the City of Edinburg, this was no quick win.
Since 1949, the National Civic League’s All-America City Award has been recognized as the nation’s most prestigious civic honor, acknowledging innovation, leveraging collaboration, and inclusiveness to address local issues successfully. The award is bestowed on 10 U.S. cities annually; only a small percentage of communities have received the award multiple times, with Edinburg receiving the designation in 1968, 1995, 2000, and again in 2024. Edinburg, San Antonio, and El Paso are the only communities in Texas to receive the award four or more times.
“Winning our fourth All-America City Award is a testament to the incredible spirit and dedication of our community,” said Mayor Ramiro Garza Jr. “This achievement reflects the hard work of our residents, who come together to make Edinburg a place where innovation, inclusivity, and resilience thrive.”
This year’s national competition theme, “Strengthening Democracy through Local Action and Innovation,” spotlighted communities that find creative ways to equitably engage members in activities that enhance local democracy, such as making voting more accessible, promoting community involvement, and encouraging leadership.
“Every year there is a different theme,” Mayor Pro Tem Daniel “Dan” Diaz remarked. “When I heard this year’s theme, I thought, ‘WOW! The stars are perfectly aligned. It’s asking for Edinburg’s 2040 Strategic Initiative.’”
The Path to Recognition
Leading up to competition day, the presentation team worked together for six weeks to craft the story, rehearsing until they had a highly polished, heartwarming, high-energy show.

This visionary project was born from a fundamental question: How can city leaders ensure every resident has a voice in our city’s future?
Edinburg 2040 is a 20-year citizen initiative to craft a longterm vision for the city, piggybacking on the Edinburg 2020 plan initiated in 2000. Through bilingual town hall meetings and surveys, over 2,000 residents contributed to forming eight committees focusing on addressing critical aspects of the city’s growth—from parks and public safety to government transparency to planned growth and infrastructure. Citizens chair each of these committees, and volunteers make up committee membership. All community members are

The delegation painted a beautiful, colorful picture, weaving a story of Edinburg’s families, community festivals, and celebrations of the city’s diverse cultures. They also shared their intentional inclusivity in civic engagement, ensuring that Edinburg was a community for everyone.

“We are listening. It is important that the city staff, the council, and the community are all on the same page for where we want to go and how we want to treat people,” said Councilmember David White.
“Solving problems, not winning arguments, is how we get things done,” stated Councilmember Jason De Leon. “Working with the 2040 committees helps everything stay focused on the grand plan.”
Mayor’s Youth Advisory Council (MYAC)
The Mayor’s Youth Advisory Council’s primary function is to provide Edinburg’s young adults with the necessary tools, training, and trust to apply their creativity and skills to better their community. “It’s been a pleasure working with the Youth Council, exposing them to City
government and learning about our community,” said Mayor Garza.
The City wants to ensure that our younger generation’s voice is heard in their local government. The 39 high school students on MYAC participate in city meetings and are involved in community functions, like cleaning up

Celebrated as a vibrant cultural crossroads in the Rio Grande Valley, Edinburg has long been known for its broad collection of regional events and festivals, which attract tens of thousands of community members and visitors annually. Recognized as a Film-Friendly Certified Texas Community by the Texas Film Commission and honored as a MusicFriendly City by the Office of the Governor in 2022, Edinburg has firmly established itself as a City of Festivals and a hub of artistic innovation.
The City and Economic Development Council have significantly invested in building a home for Edinburg’s cultural arts—the Edinburg Arts, Culture, and Events Center (ACE). Harnessing Edinburg’s creative assets to fuel business growth and economic development, the ACE offers a state-of-the-art facility with dance and art studios,

When Melanie Watson, co-founder and president of Capable Kids, shared their goal of bridging the gap in inclusive services available to children with disabilities and their families with the City of Edinburg, they were met with open arms and open hearts. “We collaborated [with Edinburg] to design inclusive parks, including the first inclusive water park in our area with aquatic wheelchairs and an accessible pirate ship,” remarked Watson. At the Vanguard Academy Beethoven City Park, Edinburg installed the first in Texas “We-Go” wheelchair accommodating swing.

“In Edinburg, diversity isn’t just celebrated; it’s who we are,” Mayor Garza stated.

Edinburg’s recognition as an AllAmerica City demonstrates the power of civic engagement and communitydriven initiatives. It underscores how local action and innovation can strengthen democracy and create a
more inclusive, vibrant society.
Roxanne Lerma, the city’s Director of Communication and Media, summarized their presentation by emphasizing the teamwork and unity that define Edinburg. “We’re getting

Weslaco is making history! Mayor Adrian Gonzalez, the city commission, and the EDC put on one of the Rio Grande Valley’s first-ever Independence Day drone shows, dazzling the community. Mayor Adrian Gonzalez, Hidalgo County Commissioner David Fuentes, Lone Star National Bank, H-E-B, and Bert Ogden Arena hosted a spectacular Taylor Swift tribute for the Weslaco High School Lady Panthers Softball State Champions, drawing over 1,300 attendees. Additionally, Mayor Gonzalez and Commissioner Josh Pedraza joined other valley leaders in an RGV Partnership press conference to discuss their visit to Washington, D.C., where they strengthened ties with federal officials. Weslaco leadership and Weslaco EDC also represented the city at a Las Vegas convention, aiming to attract more businesses to our vibrant area, and the Weslaco Chamber proudly graduated another Leadership Academy class, showcasing our commitment to developing future leaders.
DONUTS WITH THE CHIEF BRINGS MISSION COMMUNITY AND POLICE TOGETHER
The City of Mission and the Mission Police Department hosted the Donuts with Chief Torres event on June 25, 2024. This community gathering provided a unique opportunity for residents to interact, meet, and spend quality time with their local police department. The event featured activities for children and families, including games, donuts, coffee, and giveaways. The day concluded with a tour of the Mission Police Department, offering a behind-the-scenes look at the force’s daily operations.

By fostering open communication, the bond between the police department and the residents they serve is strengthened. the Bahia Grande is one of the most successful
ecological restoration projects in the US?

In South Texas, in the heart of Laguna Madre, Bahia Grande (Big Bay) was once a desolate, dry basin, a specter of its former self. Today, however, it brims with life and is home to one of the most biologically diverse areas in Texas. It is also one of the most successful ecological restoration projects in the U.S. and spearheaded by a team of close to 65 partner organizations.
The transformation of Bahia Grande over the past years has been nothing short of miraculous. The building of the ship channel in the 1930s functionally cut off the Bahia Grande from tidal flow, creating a massive dust bowl, leaving thousands of terns and colonial waterbirds without a habitat. It was only in 2005 that the once-isolated basin was reconnected with the Gulf of Mexico, breathing life back into the 6,500-acres that had remained desolate for decades. This was the beginning of an ecological renaissance.
Dr. David Hicks, a professor of marine biology and Director of the School of Earth, Environmental, and Marine Sciences has been lead on several biological and water-quality monitoring efforts over the years. With a career dedicated to aquatic habitats and their conservation, Dr. Hicks and his team from the University of Texas Rio Grande Valley provide feedback to US Fish and Wildlife Services about the biological and water quality responses to their physical channel modifications. Hicks understood that reviving Bahia Grande was more than just about filling a dry basin; it was about restoring a vital ecological habitat.
The man-made channels connecting Bahia Grande to the Gulf made an almost immediate and drastic change. Tidal waters from the Gulf surged into the basin, bringing a plethora of marine life and attracting a diverse variety of bird species, effectively turning Bahia Grande back into a vibrant ecological hotspot.
Scientists have focused on the long-term ecological implications of the project. Monitoring studies have documented

the spectacular resurgence of the fish population, including the redfish, newly formed oyster beds, and the basin’s revitalization has attracted redheaded ducks, which haven’t been in the area for over 70 years.
The Bahia Grande project’s success has also encouraged eco-tourism in the region. The basin is now a popular spot for bird-watching.
The revitalization of Bahia Grande has served as a compelling case study for successful ecological restoration. The efforts of dedicated conservationists highlight the efforts and scientific research in reversing environmental damage. Bahia Grande stands as a beacon of hope, inspiring other regions around the world to adopt similar initiatives and showing us that with commitment, patience, and science, it is possible to breathe life back into even the most desolate landscapes.

Exploring the Rio Grande Valley DURING THE 16TH CENTURY

ÁlvarNúñez Cabeza de Vaca, born about 1490 in Jerez de la Frontera, Spain, was an early explorer and considered the first historian of Texas.
Cabeza de Vaca first set foot on what is now Texas in the early 1530s, when his raft carrying survivors of the ill-fated Narváez expedition ran aground near Galveston Island. Stranded and desperate, Cabeza de Vaca and his companions, including Estebanico, a Moorish slave, encountered Natives of the region, likely including Coahuiltecans and Karankawas. Though indigenous people displayed hostility and even enslaved Cabeza de Vaca and the other castaways, they also provided
food and shelter, and initiated a complex relationship that would characterize their interactions with Cabeza de Vaca.
Cabeza de Vaca learned the languages and customs of the tribes he encountered. His survival depended on this understanding, and he gained a reputation as a healer, performing rituals and medical treatments that endeared him to some native tribes. This role ensured his safety and allowed him to gain deep insights into the lives and traditions of the people he lived among, making his accounts one of the earliest ethnographic records of the indigenous tribes of South Texas.
Over eight years, historians believe Cabeza de Vaca traveled nearly 2,400 miles (about the width of present-day United States) through South Texas and Northeastern Mexico before reaching Mexico City, engaging with numerous tribes.
Cabeza de Vaca’s detailed accounts, published in 1542 as “La Relación,” emphasized the humanity and intelligence of the people he met along the Rio Grande, which he called “a great river,” and said they treated their children with great care and mildness. He also noted that these people were built for endurance. This was one of the earliest documented moments of contact between two separate worlds.
Illustrations are from the museum’s book “Borderlands: The Heritage of the Lower Rio Grande through the Art of José Císneros.” These were produced by the late José Císneros. Book was published in 1998.

WHAT’S FOR DINNER? UNDERSTANDING WHAT’S IN YOUR DOG’S DISH

Understanding canine nutrition is critical to ensuring your dog’s health and longevity. According to the World Small Animal Veterinary Association and some research I have conducted, here are some valuable tips to keep in mind when selecting your dog’s food:
What to look for in a dog food brand
1. Do they employ a nutritionist? The appropriate qualifications to look for are for someone who holds a PhD in Animal nutrition or has a Board Certification from the American College of Veterinary Nutrition.
2. Who formulates the diet? Recipe development requires knowledge not taught in veterinary school. Formulators with MS/ PhD degrees in food science should guide ingredient selection and nutrient levels. Board-certified individuals may also be trained in or collaborate on pet food formulation.
3. What is the quality of the control process for ingredients and finished products? Diets should meet the Association of American Feed Control Officials (AAFCO) or the European Pet Food Industry Federation nutrient profiles (FEDIAF). It’s good to know if the finished product is based on nutrient analysis or chemical analysis. Manufacturers should ensure safety with ingredient validation, final diet nutrient analysis, toxicology, bacteriology, and packaging/shelf-like screenings before, during, and after manufacturing.
4. Do they conduct research or nutrition studies? Sadly, dog food companies are not required to conduct nutritional research to produce and sell food.
What to look for on a label
1. Nutrition Adequacy Statement: Is the diet complete? Look for labels that indicate the food is “complete” and how this was determined. Foods labeled for “short-term,” “intermittent,” or “complementary” feeding should be limited to 10% of the diet or used under veterinary supervision.
2. Does the food match your dog’s needs? The AAFCO or FEDIAF organizations provide dog food manufacturers with their recommended nutrient levels for different life stages.
3. How many calories are in a serving of food per gram? Dog obesity is rising, and accurate food caloric content helps prevent overfeeding. In the US, calorie information is required on all labels.
4. Does the dog food company provide contact information to consumers? Company representatives should be accessible for questions about specific nutrients not on the label. Dog food companies should provide an average or typical analysis of all essential nutrients in their food.
5. Who makes the dog food? Dog food companies may make their own food. If this is the case, look for “Made by.” If they use a third-party manufacturer, look for “Made for” or “Distributed by.”
Dog food ingredients to avoid
Steer clear of dog foods that contain meat & bone meal and contain ingredients infected by aflatoxins. Fungi produce carcinogenic aflatoxins and are common in agricultural products such as corn, wheat, and sometimes milk and other dairy products (Madpaws, 2024).
There are countless dog food brands to consider, so the most crucial factor is to check that the first three ingredients in your dog’s food include meat, rice, oats, or peas. You can conduct your own research and make your own decisions, but now you have the information you need for your next dog food shopping trip.
