CITY HALL UPDATE PHARR LEADS LEGISLATIVE EFFORTS IN AUSTIN
WORKING TO IMPROVE OUR INTERNATIONAL TRADING CAPACITY City of Pharr
118 S. Cage Blvd. | Pharr, TX | 78577
Dear Pharr Citizens and Families: I am happy to report that our efforts to advocate for funding, legislative changes, and improvements during the 87th Texas Legislative Session have been successful. Our outstanding and dedicated team of advocates worked closely with our South Texas Legislative Delegation and with members from both the Senate and the House of Representatives to pass legislation that will positively impact our region and our city. Every other year, the Texas Legislature convenes for 140 days to pass bills, allocate funding, and approve the state budget for the following year. During this small window of time, our City of Pharr advocates were successful in passing three bills that are vital to our economy, bridge infrastructure, and international trade. The Pharr International Bridge continues to increase its overall crossings annually by 3-5% and remains one of the top ports of entry in most major commodities such as produce and automotive. The bridge now crosses 65% of the nation’s produce imported from Mexico and over $36 billion in annual trade. Through these legislative efforts, we will be able to expand our capacity, improve operations, and can continue to seek funding for improvements. Our economy depends on this international commerce, and we are proud to continue to be proactive and successful in our efforts to remain one of the nation’s leading port of entries. This session was a great success for our city and our economy, and we are thankful to all our Texas legislators for their support. Sincerely,
(956) 402-4000

PHARR ADVOCATES FOR PASSAGE OF BILL TO EXPEDITE BRIDGE IMPROVEMENTS Pharr advocated and led the efforts for the passage of Senate Bill 2243 in the Texas Legislature. The bill amends the Transportation Code by providing an exemption from commission approval for the reconstruction or improvement of existing bridges over the Rio Grande, including the Pharr International Bridge.
BENEFIT: Speeds up construction at the Pharr Bridge and increases bridge operations.
PHARR WORKS WITH LEGISLATORS TO CONTINUE FUNDING THE STAC PROGRAM The City of Pharr successfully led the efforts for the passage of House Bill 1371/Senate Bill 1566 in the Texas Legislature, a bill that provides continued congestion relief at ports of entry along the South Texas-Mexico border by extending the Trade Agricultural Inspection Grant Program, better known as the South Texas Assets Consortium (STAC) Program, through 2025.
BENEFIT: More efficient inspections and crossings at the Pharr International Bridge.
PHARR TAKES LEAD IN CREATION & PASSAGE OF LEGISLATURE TO ENHANCE BRIDGE FUNDING The City of Pharr has successfully led the efforts for the passage of House Bill 2843 / Senate Bill 1334 in the Texas Legislature, a bill that addresses funding mechanisms to invest in our ports of entry infrastructure. This bill will benefit both cityand county-owned ports of entry like the Pharr International Bridge.
Mayor Ambrosio Hernandez, M.D.
BENEFIT: Provides a new funding mechanism to invest in bridge infrastructure.

BOOTS & BLING GALA 2021 THE RGV LITERACY CENTER McAllen Photography by Danya Selber
The Rio Grande Valley Literacy Center celebrated their 9th Annual Boots & Bling Gala on Saturday, June 26th, at the Radisson Hotel McAllen Airport. This year, the theme was “Kickin’ Illiteracy Out of the RGV ”. It was a night of honoring the communities, supporters and the students of the RGVLC. This event recognized the individuals who have fought the odds and have successfully completed one of the RGVLC programs. While guests enjoyed their dinner, they heard the stories of the positive impacts the RGVLC has had in the lives of the students that go through the programs. It was a fun-filled evening of dancing to great country music, delicious dinner and an amazing silent auction.

WHAT THE!~
ETIQUESTIONS Dr. Barbara Baggerly-Hinojosa
I recently hosted an event and requested RSVPs. I was surprised to see how many I received since traditionally people do not RSVP. However, I was very disappointed when more than a third of the people who sent in their RSVP did not even attend. How do we judge attendance?
Now that everyone is able to leave home and attend events, I have noticed that people are letting loose and having fun. What is the appropriate amount of “fun” to have at professional events?
The RSVP issue is something of a challenge, but I am actually glad
professional events, you can have fun but also be mindful of
to hear that you received some, rather than not receiving any. I think it is always best to plan for more rather than fewer. This is a great reminder to everyone that if a RSVP is requested, please send one in only if you plan to attend the event. It is also appropriate to respond with a decline if that is an option on the RSVP requested and you know you can not attend the event.
I agree with you that people are ready to have fun after the year we have all had. It is important to remember that at the reason you are at the event. Most of the events are not just for fun but, rather, have a larger purpose. Enjoy yourself, but always remember you are interacting with clients or (hopefully) future clients.
I recently attended a fundraising event at a Country Club where our host provided menus for us to order dinner from. I noticed that one of the couples at my table asked for a meal that was not on the menu. They are members of the club and felt like they could order what they wanted. Is it ok to order off the menu when you are not paying? This is a great question, and it reminds me of how much importance we sometimes put on the food when we attend events. Always remember that it is not about the food. When a host provides a menu, they have usually spent some time looking at selections and budgets. It is appropriate to stick to the menu. Find something on the provided menu to order and make sure to thank the host for the selection of food choices.

CARING FOR OUR COMMUNITY
SOUTH TEXAS HEALTH SYSTEM MCALLEN
An Unwavering Commitment to
Patient Comfort
More than three years ago, the team at South Texas Health System McAllen announced a bold vision to fully renovate its facility. The goal was simple and ambitious: to present an environment, inside and out, that better reflected the quality of compassionate care provided at this long-standing and respected McAllen institution. Nearly $50 million and more than 15 months of hard work went into making that vision a reality. This month, South Texas Health System McAllen celebrates the one-year anniversary of the culmination of this exciting project.
Creating a More Welcoming Environment The changes began with an overhaul to the exterior of the iconic and highly visible facility, including painting it a warmer, more contemporary color, adding new outdoor lighting, refreshing the landscaping and updating the parking lot. Inside, the renovations helped to improve the overall patient experience by enhancing the facility’s ambiance. Patient room upgrades included new flooring and ceilings, LED lighting, and new showers, toilets and bathroom floors. In the cafeteria, the dining areas were upgraded with new booths, raised ceilings and a relaxing color scheme, resulting in a more inviting space for patients, their families, visitors and staff. The lobby now features an updated reception desk, raised ceilings and new finishes. And the new nurses’ stations enhance workflow and feature better signage to direct visitors. The ultimate goal of the renovations was to create a setting that helped put patients at ease by rising above the sterile environment so often found in healthcare settings. The result is a warm and inviting environment that welcomes patients and their families.

A History of Quality Care The renovations were also made, in part, to better reflect the quality of care that South Texas Health System McAllen has been providing area residents since 1985. While the existing facility first opened its doors at its current location more than 35 years ago, its history of providing care to the residents of the Rio Grande Valley goes back more than 100 years. Its precursor opened in 1919 and spent more than 50 years in downtown McAllen as McAllen Municipal Hospital, McAllen General Hospital and McAllen Methodist Hospital.
Well-Earned Recognition for Quality Care Today, South Texas Health System McAllen is a full-service, acute care facility that is the proud recipient of numerous accreditations, certifications and other forms of recognition. As the Upper Valley’s only verified Level II Trauma Center, South Texas Health System McAllen continues to advance emergency services for the community. As a certified Comprehensive Stroke Center and the hub of the South Texas Health System Neurosciences and Stroke Institute, the facility treats the most critical stroke cases in its endovascular suite and provides neuro-endovascular care and stroke-certified physical rehabilitation services. In addition, it offers a Level III Neonatal Intensive Care Unit to care for newborns with critical issues.

What’s more, South Texas Health System McAllen is a key component of South Texas Health System – a regional multi-facility system that has earned a reputation for excellence in providing quality healthcare to the residents of the Rio Grande Valley. With more than 3,000 employees, nearly 650 physicians in specialties ranging from primary care to neurosurgery and behavioral health, and 500 volunteers, South Texas Health System is the largest healthcare system south of San Antonio.
More Improvements on the Horizon While South Texas Health System McAllen celebrates the one-year anniversary of its completed renovations, there are more improvements on the horizon. Interventional radiology capabilities will be added to its long list of services in July. This specialized field of radiology allows physicians to not just interpret medical images, but to also use them to perform minimally invasive surgical procedures through small incisions in the body, enhancing the wide-ranging surgical options now available at the facility. Red Matters to Hummingbirds Quinta Mazatlan World Birding Center By Quinta Mazatlán-Center for Urban Ecology
Red has been known amongst many cultures and throughout many eras as the color of love. It is associated with energy, passion, and warmth. Psychologists have studied the intricate details of its association with deep, complex emotions. Well, the birds think otherwise. If you’re a hummingbird, anything red simply has the potential to be food. Tasty nectar, vital to life as a hummingbird, is often associated with large red flowers. These

flowers have adapted to attract hummingbirds and insects, as it is

Hummingbirds have such a keen sense for the color red. There’s a
K
long-standing belief that if you dye your sugar-water solution red for homemade hummingbird nectar, you’ll attract more hummingbirds. Truth is, the amount of red that is already present on your plastic feeder is more than enough for them to be magnetized to it. No solid research has found that red dye negatively affects hummingbirds, but there is also no research showing that it isn’t harmful. Side-by-side studies have shown that feeders filled with red-colored sugar-water
Ruby-throated Hummingbird
don’t attract any more hummingbirds than feeders with sugar-water not dyed red. So, why take the risk? Would you cover your entire breakfast, lunch, and dinner with a substance whose effects you knew little about, just to make it look more appealing? Please, err on the safe side, and leave your sugar-water in its natural, clear color. Visit Quinta Mazatlán in McAllen, Texas to view the beautiful hummingbirds around the red flowered Turk’s Cap. Think about planting Turk’s Cap in your backyard to create your own backyard sanctuary. Follow Quinta Mazatlán on Facebook, Twitter, Instagram, and Youtube @QuintaMazatlan to learn more about our natural and Turk’s Cap
cultural heritage in the Rio Grande Valley of South Texas.
