A silent auction is another way to help raise funds. An array of items donated by Chamber members, including curated wine baskets and artisanal home decor pieces, will be offered to the highest bidders. With increased participation in the silent auction from attendees, additional funds are raised to contribute to their night’s overall goal of supporting students.

CELEBRATING 90 YEARS OF GREATNESS In downtown Mission, the Texas Citrus Fiesta Parade of Oranges celebrated 90 years in the “Home of the Grapefruit” on Jan. 29. This annual tradition attracts thousands of people and has grown to become one of the largest parades

(i.e. if you are on lane 4, the bowlers on lanes 3 and 5) the right of way. What does this mean? Before getting on the approach to begin your bowling shot, you must pay attention to the lanes next to you. If someone is already on the approach on the lane on either side of you, you should wait.

Children of all abilities can now enjoy the Inclusive Park at Blanca E. Sanchez Elementary School in McAllen. The park , specifically formulated for children who may have mobility or other challenges, represents the collaboration from Hidalgo County Precinct 4, City of McAllen, McAllen ISD, Capable Kids Foundation, H-E-B, and Driscoll Children’s Hospital. Children entering the park will encounter a play-scape strategically designed to be sensory-rich. There is ramped access throughout, and the layout includes auditory, tactile, and visual experiences. The park also has a first-of-its-kind H-E-B Market Place that promotes imaginative play, social-emotional learning, literacy, and language development. Braille language markings are sprinkled across the park for children who are blind or experience low vision. Another design-element highlight is a cozy, quiet space for neuro-diverse children to self-regulate if the sights and sounds of the playground become overwhelming. The new park is between Sanchez Elementary School and the McAllen You th Baseball C omplex and is accessible on weekdays from 5:30-11:00 p.m and 7:00-11:00 p.m. on weekends.

Hidalgo County Precinct 4 and Capable Kids Foundation each contributed $350,000 to purchase a three-par t play system for the park . H-E-B donated $100,000, and Driscoll Health Plan donated $25,000 to Capable Kids Foundation to help purchase playground equipment. CAPA (Concrete Asphalt Pipe Aggregates) donated the concrete to Capable Kids for the project, which began in summer 2021. McAllen ISD installed and will maintain the playscape equipment as the project manager. The City of McAllen built A.D.A.-accessible restrooms and expanded the parking lot.

On Jan. 29, CASA of Hidalgo County honored Sheriff Eddie Guerra and the Sheriff ’s Department at our 7th Annual CASAblanca Gala for their dedication to the neglected and abused children of Hidalgo County. A child enters the foster care system because their home is no longer safe. Often, the first official to address a child in need is from our Sheriff ’s department. A judge then may appoint a Cour t Appointed Special Advocate or CASA, a committed volunteer, to advocate for the child. CASA volunteers are screened and highly trained before being appointed by the courts to represent and advocate for the child’s best interest while in the child protection system. In 2021, CASA served over 329 children with 98 advocates. Donations raised from this event will help CASA of Hidalgo County train more volunteers to be CASAs.

Blanca was born in Reynosa, Tamaulipas, Mexico, and holds a degree in Accounting from the University of Valle de Bravo in Reynosa, Tamaulipas, a certification in Event Design from the New York Art Institute and Design, and a Master Class in Wedding Design from Preston Bailey in New York, New York. In 1977 while studying, Blanca started working at Zenith in the financial department; the following year, she joined Mexican Bank SOMEX as a general accountant and was there for ten years. In 1984 while at SOMEX, she began her own business, Floreria Cantu specialized in flowers and events. Due to U.S. customer demands, she moved to McAllen in 2004 and started Cantu’s Flower Shop. Four years later, she redesigned her business and

Currently, she is developing another business related to events but will make the announcement next year. Raquel was born in Maracaibo, Venezuela, to Jewish-Argentinian parents. Despite her father’s Petroleum Engineering background, oil and gas was not a natural career choice. Raquel holds an undergraduate degree in Architecture from The University of Texas at Austin, a higher-level degree in Architecture History from Barcelona, Spain, and Business Administration from IESA in Caracas, Venezuela. In 1991, she joined her father’s business as an architect to redesign the office spaces and production area to accommodate growing needs and new machinery. She was intrigued with the oil and gas business and especially motivated by the challenges and injustices of being a woman in a predominantly male world. Thirty-one years later, Raquel is focused on growing the business Mego Afek in McAllen, a manufacturer and distributor of equipment for oil and gas cementing operations worldwide, while maintaining her vision of the company as a microcosm of a society where equal opportunities exist and where education, family, and active participation in society are key. As a Latina immigrant in the USA since 2012, Raquel is determined to continue paving the way for women in the oil and gas arena. Raquel is a mother and wife and has three adopted dogs.

EDINBURG2040 STARTS TODAY By Dr. Kimberly Selber
The year 2040 seems a long way off – 18 years to be exact, a lifetime for some – but Edinburg2040 is about making plans and acting today, for a better Edinburg tomorrow. Edinburg2040 is the development of a strategic long-range plan for the city largely based on community input. The project will be comprehensive and draw from various categories such as public safety, economic development, and quality of life. One of the people charged with helping make it work is the new mayor of Edinburg. “The Edinburg 2040 plan,” says Ramiro Garza Jr., who took office in December, “is a process; it isn’t simply a destination. It is about engaging our community in the process of creating short-term, mid-term, and long-term planning based on community input.” The Edinburg2040 plan will guide the city in prioritizing funds and accomplishing planned goals for growth, public safety, economic development, and quality of life.

The City held its first Edinburg2040 Town Hall meeting Feb. 10, with three more scheduled for the end of March. And the group is getting public input in multiple ways, including an online survey and town hall meetings. “We launched our Edinburg2040 survey in February,” Garza said. “So far, we have already exceeded our survey collection goal by 50%. We are so happy that people are engaged.” Garza, who previously served as executive director of the Edinburg EDC and then Edinburg city manager, says the project is developing rapidly. And timing has definitely been on the minds of local leaders, including council member and Mayor Pro Tem Johnny Garcia. “We need to keep moving forward on projects and not start new things before the old ones are complete,” said Garcia, who was elected to the

Edinburg City Council in 2019. “The Edinburg2040 plan will help keep us on track; the next council members will have a blueprint to go by. Our citizens need to keep us on track.” According to Mayor Garza, the plan is to unveil Edinburg 2040 publicly in May 2022.
GATEWAY TO THE RIO GRANDE VALLEY Based on the latest figures released from the 2020 U.S. Census, Edinburg is the 12th fastest growing city in the nation among cities with a population of 100,000 or more. And as its status locally grows, leadership is determined to do things well. “It is possible that Edinburg will be the largest city

in Hidalgo County by 2040. We have to get this right,” Garza emphasized. “Edinburg’s growing economy combined with its affordable cost of living, high quality of life, and diverse employment opportunities make it a natural draw for families as well as the ideal choice for entrepreneurs looking to grow their business.” Edinburg is the county seat for Hidalgo County, has a major university (UTRGV) with more than 30,000 students, a medical school, two hospitals, a professional sports arena and stadium, and an excellent K-12 education system. But, without a focus on quality of life, people will leave, especially young people, Garza said. “We talk a lot about quality of life, but I like to focus on quality of place,” he said.

SO WHAT DOES QUALITY LOOK LIKE? Councilmember David White feels the Edinburg2040 plan will “give citizens their true voice,” and emphasized, “we are listening.” Referencing the new Chapin Pond Hike and Bike trail, which officially broke ground on Feb. 23, he noted that the give-and-take approach works. “It was so obvious people wanted a trail there,” said White, the former Edinburg chief of police who was elected in 2019 to Edinburg City Council. “So, we said, ‘OK, how do you make a trail out of a canal?’ We collaborated and made it happen.” The focus on growth is important to all of the city’s elected officials, but they are not after just any growth: it has to be of the sustainable, planned variety. “Once we build it, we need to be able to sustain the quality,” councilmember White stated. This is where the Edinburg2040 planning is critical—with long-term funding to sustain projects and services. Council member Garcia stressed collaboration and listening as goals to strive for, saying, “We all need to work together in all directions for the betterment of our city.” Mayor Garza agreed, adding that, “we need to understand that we have a very diverse community and what is important to one group might not be as important to another. We have to understand that and work together.” Newly elected council members Dan Diaz and Jason DeLeon both believe quality of life means
that people should be able to get all the services they need, locally. “Edinburg families should not have to travel to another city to play sports year-round,” council member Diaz stated. “The city council recently met with the Edinburg CISD, for example, to discuss how we might capitalize on existing resources such as utilizing ECISD fields for Parks and Recreation.” Council member DeLeon suggested that Edinburg needs nightlife, such as more sitdown restaurants and more live music. “These aspects will encourage young people to stay in Edinburg, to live in Edinburg,” he suggested. “The Edinburg2040 plan will help focus on where our community wants to see us in five, ten, 18 years.”
MCINTYRE PROMENADE ARTS DISTRICT More live music, you say? Edinburg’s planned arts district is already coming to life. The new amphitheater and water garden are scheduled to open in late summer 2022. The 40,000-square-foot Arts, Culture, and Events Center (ACE) — a collaborative effort between the City and the EDC — at the former Sam Houston Elementary school site is expected to break ground in late summer. The ACE Center will be home to Edinburg’s robust cultural arts, bringing additional activities to the downtown area and serving as the foundation of the arts district. Art, dance, music, and creative entrepreneurship

Q. What is the focus of orthopedic surgeons?
A. Orthopedic surgeons treat diseases and disorders of the musculoskeletal system (muscles, bones, and joints). We use various operative and non-operative treatments to improve or resolve acute or chronic musculoskeletal ailments to heal our patients, improve their quality of life, or both. My specialties include all arthroscopic shoulder, knee, and sports surgery, including shoulder rotator cuff, labral, biceps surgery, and knee ACL and meniscus surgery. I also specialize in MACI procedures, which are advanced procedures that involve implanting the patient’s own cells to grow new articular knee cartilage.
Q. How will I know if I need orthopedic surgery?
A. After a new injury, or overtime, when you find you can no longer do physical activity that you enjoy, it is time to seek an evaluation. If you are experiencing pain, swelling, motion limitations, numbness, or other symptoms, you should consult with your doctor. They can explain the pros and cons of different treatment options and help determine if orthopedic surgery is right for you.

On Jan. 29, the City of Pharr, PSJA ISD, and UTRGV celebrated the historic grand opening and ribbon cutting of the new state-of-the-art Pharr Natatorium located at 3001 N. Cage Blvd.

“ This is a monumental partnership between the City of Pharr, PSJA ISD, and UTRGV, which will expand opportunities for students and community members to have access to a stateof-the-art aquatics training and competition facility, promoting and supporting a healthy and active lifestyle,” said Pharr mayor, Dr. Ambrosio Hernandez. “I congratulate all project partners for coming together with innovative ideas to improve the health and well-being of our community,” he continued. The 72,796 sq. ft. facility is the first of its kind in the Rio Grande Valley. It is equipped with an Olympic-size swimming pool, diving boards, more than 1,300 seats for spectators, stateof-the-art technology, and amenities such as changing facilities with showers for athletes and office space for coaches and facility staff. “ This facility will help us continue to provide high-level extracurricular activities at PSJA ISD that include health and wellness for our students and overall community,” said PSJA ISD Superintendent Dr. Jorge L. RIO GRANDE VALLEY LITERACY CENTER In March, the Rio Grande Valley Literacy Center, a 501(c)(3) nonprofit organization, faced the prospect of a complete shutdown. Hidalgo County’s Covid-19 confinement orders threatened to shut down our 17 low-cost adult education class sites in the Rio Grande Valley from La Joya to Mercedes. However, our instructors rose to the challenge! They went fully online. ESL, GED, Spanish as a Second Language (SSL), Computer Literacy, and Citizenship classes became Zoom classes. Instructors became tech experts. Our students found new ways to keep in touch (Hello, WhatsApp, Jitsi). Never underestimate the human spirit! “Students are encouraged to attend class face to face or online at this time, follow social distancing, and wear a mask as needed to stay safe. We are interested in expanding our Burlington English workforce ESL training program. Come on down and apply! We will work towards our goal to afford every student a chance to get into STC, UTRGV, or a technical college. We practice our motto daily: “RGVLC provides economic opportunities by empowering our communities through adult education and literacy.” The ESL and GED preparation classes increase the ability for low-income adults to secure jobs, and education will open a world of higher-paying careers for them. The RGVLC students will help instill in their children a lifelong love of learning that can be passed down from generation to generation. The Felix McDonald Collection by Kelly Francis-Love, archivist at the Museum of South Texas History
Texas in Austin, graduating with a law degree in 1935. Felix married Martha Jay Winn in 1937, and they adopted their daughter Jay Lynn in 1948. McDonald’s career began as an attorney in Edinburg, and then he quickly became the Delinquent Tax Attorney for Hidalgo County. He temporarily stopped practicing law when he joined the Army to serve in World War II. Upon returning from the war, he returned to his law practice, specializing in probate law. He then moved into politics, serving as the mayor of Edinburg from 1947 until 1951. In October of 2021, the Margaret H. McAllen Memorial Archives closed to the public in order to undertake a rehousing project. In the past, when only one person staffed the archives, collections were occasionally put in a box for safekeeping without thorough inventory or processing. The Felix McDonald collection was one such donation. Felix Lynn McDonald was born in Mexia, Texas, in 1912. As a child, he moved to Edinburg and graduated from Edinburg High School in 1929. He then attended the University of

After serving his term as mayor, McDonald became the city attorney for Edinburg and the Hidalgo County Bar Association president. His political career was not over, and he served as a Texas House of Representatives member for 12 years between 1963 and 1978. His final career move was an appointment as the director of the Texas Water Commission, where he continued to serve until his retirement in 1983. When he retired, McDonald and his wife Martha Jay spent much of their time traveling the world. Felix Lynn
McDonald died in August 1987, just a few days shy of his 50th wedding anniversary. In the early 2000s, the McDonalds’ daughter Jay Lynn donated her father’s papers to the Museum of South Texas History. This extensive collection includes documents and photographs pertaining to his career and personal life. The career documents are from his employment as an attorney, a member of the Texas House of Representatives, and as director of the Texas Water Commission. There are several letters from recognizable names in Texas and national politics, including Congressman Kika de la Garza, Governor Dolph Briscoe, and Senator Lyndon B. Johnson.
Photographs show his life with Martha and Jay Lynn, his military service, political career, and travels. All together, this collection showcases the life of a man that had connections with national figures, served his state and his city in political roles, yet remained intimately connected with his family and his community.
