ARE YOU PREPARED?
HURRICANE SEASON STARTS NOW The Atlantic hurricane season begins on June 1 and extends through November 30. Hurricane activity is typically more intense during August and September. Significant hurricanes of Categories 4 or 5 may require the evacuation of residents, but even a Category 1 storm can produce devastating damage. Hurricanes can bring high winds and flooding, so you need to protect yourself from both the wind and the water.
PREPARING TO EVACUATE:
E-DALGO EMERGENCY ALERT PROGRAM:
Planning ahead is essential to ensure that you can evacuate quickly and safely if needed. Always follow directions from local officials on whether or not you need to evacuate. Remember to be prepared with your family emergency kit.
Keep yourself and your loved ones informed by signing up for E-DALGO Emergency Notifications. The emergency alert system is a communication service available to all Hidalgo County residents to receive emergency alerts such as severe weather, unexpected road closures, missing persons and evacuations of buildings or neighborhoods.
EVACUATION ROUTES: * From Hidalgo County, you can travel west on U.S. Highway 83 / Interstate 2 toward Laredo. * U.S. Highway 281 / Interstate 69C north toward San Antonio. * Another alternative will be to evacuate into the interior of Mexico if you are familiar with the roads and/or have family there. * For more information go to drivetexas.org.
STAY TUNED FOR UPDATES DURING EMERGENCIES: Local radio stations such as KFRQ 94.5 FM, KGBT 98.85 FM, KURV 710 AM, and KGBT 1530 AM all broadcast emergency alerts.

CATASTROPHIC
secuRe pRopeRty befoRe the stoRm * Cover all of your home windows. Permanent storm shutters offer the best protection for windows. A second option is to board up windows with 5/8’ marine plywood, cut to fit and ready to install. * Be sure trees and shrubs around your home are well trimmed so they are more wind resistant. * Clear loose and clogged rain gutters.
* Food in your refrigerator may be unsafe to eat if the power is off for 4 hours or more. * Keep the refrigerator and freezer closed to help keep food safe longer. * A freezer full of frozen food will be safe for no more than 48 hours (24 hours if half-full).
AFTER A POWER OUTAGE: * Clean out your refrigerator and freezer BEFORE you put new food in it: * Wash the inside of the refrigerator and freezer first with soap and warm water, then with a mild bleach solution or disinfectant wipes. * Let the freezer and refrigerator get cold before you fill it with food.
GENERATOR SAFETY
CARBON MONOXIDE POISONING PREVENTION:
* Reinforce your garage doors; if wind enters a garage it can cause dangerous and expensive structural damage.
* DO NOT use portable generators inside your home, garage, carport, basement, or other enclosed space like a covered porch.
* Plan to bring in all outdoor furniture, decorations, garbage cans, and anything else that is not tied down.
* Position portable generators outside at least 20 feet away from your home. Keep your generator away from doors, windows, or air intake vents.
BASIC FAMILY AND PET DISASTER KIT Assemble supplies you may need for an evacuation that best suit your family’s and pet’s unique needs. Store your kit in one easily accessible location that allows you to quickly grab and go.
* DO NOT use charcoal grills, gas grills, or camping stoves inside your home. * DO NOT use propane or kerosene heaters inside your home. * DO NOT use your gas oven or stovetop to heat your home.
BASIC SUPPLY KIT
FOR PETS & SERVICE ANIMALS: * Two-week supply of food & water * Medical record and vaccine history * Any necessary medications * Collars with ID, rabies tags & leash * Carriers/crates, bowls & litter boxes * Recent photos of your pet and one of you with your pet
* Install carbon monoxide detectors on each floor of your home and outside all sleeping areas. * Change the batteries every six months and replace your carbon monoxide detectors every five years. * Opening windows and doors, and using fans, is not enough to stop a deadly buildup of carbon monoxide in your home.
Over the past few years, our community has experienced widespread disruption – from the COVID-19 pandemic to the winter freeze in February 2021, to Hurricane Hanna in July 2020. Throughout this, we showed our resilience as a people and our commitment to one another. That is the essence of community. As we enter the 2022 hurricane season, particularly the historically bad months of August and September, in my capacity as Director of Emergency Management, I ask for everyone to be prepared. Take advantage of the tips on these pages and don’t forget to look for a more complete online guide to all emergencies by going to www.hidalgocounty.us. Richard F. THE CITY OF PHARR Earns Governor’s Texas Award for Performance Excellence by the Quality Texas Foundation The City of Pharr is proud to announce that it has earned the Governor’s Texas Award for Performance Excellence (TAPE) from the Quality Texas Foundation (QTF). The City of Pharr is being recognized as a role model organization demonstrating exceptional performance in all areas of organizational management - leadership, strategic planning, customer focus, measurement, analysis and knowledge management, workforce focus, operations focus, and results. “This is incredible news for the City of Pharr, our community, our region, and our state,” said Pharr Mayor Ambrosio Hernandez, M.D. “We have been strategically working towards this goal over the last few years with the ultimate goal of earning the highlycoveted Malcolm Baldrige National Quality Award, the nation’s highest presidential honor for performance excellence, and one to which Pharr strives to achieve,” continued Hernandez. “This means we are one step closer,” he added. Since 1993, the Quality Texas Foundation has administered the Governor’s Texas Award for Performance Excellence (TAPE) as an independent non-profit corporation. Winning the Governor’s TAPE symbolizes that the organization is one of the best in the state of Texas, and it is based upon a very rigorous and robust process that has resulted in 21 National Recipients and 59 State Recipients, according to the QTF website.
“The City of Pharr has accomplished what many cities are afraid to look into,” said Dr. Mac McGuire, Chief Executive Officer of the Quality Texas Foundation. “The Malcolm Baldrige Quality Framework includes a robust review of Leadership, Strategic Planning, Customer (resident) Service, Utilization of the appropriate defensible measures, the Workforce Environment and Engagement, Operations both tactical (daily) and strategic (long term), along with the verifiable results for each area mentioned above,” he continued. “The City of Pharr excels at each one,” added Dr. McGuire.
Pharr is now only the third city in the entire state of Texas that’s obtained the Governor’s Award — the ultimate recognition from the Quality Texas Foundation. Last April (2021), Pharr was awarded the “Progress Level Recognition” from the Quality Texas Foundation, which put the City of Pharr only two steps away from reaching its goal of national recognition. “This is a long, arduous journey that many organizations attempt and very few achieve,” stated Hernandez. “However, we continue to strive to be a city that provides service excellence and a culture of continuous improvement and I am so proud that our hard work, persistence, and www.socialifeRGV.com

dedication have paid off,” he added. “We are now officially only one step away from reaching our goal, and you bet we will get it done,” Hernandez said.
Council, City Manager, and Assistant City Manager should be heralded as best in class,” he exclaimed. “Congratulations to a well-run City Government!”
As part of the process, the City of Pharr has worked to strategically improve operations, streamline services, enhance customer service, improve finance operations, implement best practices, and develop strategic goals and policies to move the city towards a more prosperous and efficient future. “This is truly amazing news, and I would like to acknowledge our amazing TEAM PHARR employees and leaders who have worked collectively towards this goal as we aim to enhance our city operations and provide the highest quality service to our constituents,” Hernandez added.
Assistant City Manager Anali Alanis, who has helped spearhead Pharr’s initiative toward these distinctions, remarked, “This prestigious award is very near to my heart. It has been years in the making; the City’s commitment to improving our community and reaching performance excellence is truly unmatched. Each day, I’m inspired by the hard work and dedication of our people, the City of Pharr’s leaders, and every employee. Here in Pharr, we strive for “Excellence Every Day,” and I’m extremely grateful to be part of this City and its ongoing journey. Team Pharr will undoubtedly continue to accomplish great things.”
“Rarely does a city or any type of organization achieve the Governor’s Award as the best city in our region (TX, PR, MO, KS, OK, and LA),” stated Dr. McGuire. “The City of Pharr accomplished this monumental task on its first try,” he added. “The City

WHAT THE!~
ETIQUESTIONS Dr. Barbara Baggerly-Hinojosa
I love to attend social events in the summer! I think it is so much fun because events tend to be more casual and often held outside. What is your advice when it comes to dress attire for outside summer events? Since I am a June baby, I am also a fan of summer events. They are just so much fun! When it comes to dress attire, you should take the same approach as you do during other times of the year. Pay attention to the invitation. Is the event a Pool Party? A Golf Event? A Backyard BBQ? Depending on the event, you can decide on the most appropriate thing to wear. Think about the fabric you will be wearing because most outdoor events in the summer are hot. Linen and cotton are great fabrics for summer events. Also, think about layers so that as the evening sets in, you may appreciate a scarf or summer wrap. However, no matter what event or what fabric, always dress tastefully by making sure your clothes fit properly and not too much skin is showing. Have fun!
I love to dine family-style! I think it is so much fun when restaurants place large portions of all kinds of food on the table for my family and me to try. However, it gets a little crazy with my family reaching over each other to get to the food they want. What should I do to teach them the right way to eat family style? Family Style dining is so much fun! One thing you want to keep in mind is that when we reach over plates of food to get what we want, we risk getting our shirt sleeve or arm covered in food. It is also much harder to pick up a heavy plate of food from far away. The best thing to do is to ask the person next to the plate to pass it to you, and then you can ask the person sitting next to you if they would like some of the food before you pass it around the table.
My husband and I were recently enjoying an amazing dinner at The Patio in McAllen. I noticed that when we were leaving, my husband just got up and pushed his chair way back. He didn’t even place his chair back under the table! Is there a rule about this? Help!! First of all, The Patio is certainly one of this author’s favorite places to dine. Secondly, yes, there are some things to consider regarding your chair at the dining table. It is always a good idea to push your chair under the table when you leave. This clears the way for people to walk around, but it also signals to the wait staff that you are not returning. I hope this helps! Barbara Baggerly-Hinojosa, Ph.D. is a wife, mother, and educator living in the Rio Grande Valley of Texas. She is a graduate of Our Lady of the Lake University with a Ph.D. in Leadership Studies. In addition, she holds an Associate of Arts degree in Education from McLennan Community College, Bachelor of Arts in Interdisciplinary Studies from the University of Texas – Pan American, and a Master of Arts in Educational Supervision from the University of Texas – Pan American. La Unión Del Pueblo Entero Across race and background, Valley residents know our worth. We come together at barbecues and baptisms, plate sales, and bake sales to help each other through the hard times and celebrate the good ones. We work hard and treat each other right, just like we learned from our parents and their parents before them. What we have, we’ve gained through hard work and sacrifice. And when that hasn’t been enough, we’ve come together across differences to demand those who govern in our name recognize our worth and act in our interest—just like we joined together to win civil rights and better working conditions in the past. LUPE is proud to give hardworking RGV families a powerful tool toward the good life they are striving for: LUPE membership. LUPE is a community union that builds stronger, healthier communities where colonia residents and immigrant families use the power of civic engagement for social change. LUPE’s strength is found in our 8,000-person strong membership base from which leaders and volunteers are transforming themselves and their communities. Thanks to our membership program and the participation of our members, we have decades of experience offering affordable social services to our low-income community and organizing for a better quality of life in the Rio Grande Valley. helping neighbors transforms into neighbors identifying the challenges that hold us back, formulating solutions that will carry us forward together, and laying out plans to get there. Our members join together and pitch in membership dues towards a common cause. That’s how we provide social services and a staff attorney to assist our members with income tax and immigration-related services. That’s why our members come together to develop advocacy campaigns that bring improvements to their neighborhoods and communities. Together, LUPE members have won streetlights programs for Hidalgo County and Cameron County colonias, drainage improvements in Hidalgo County rural neighborhoods, protections against flooding in colonias, and Spanish language interpretation at Hidalgo County public meetings. By working hard and joining together to overcome barriers, we honor the sacrifices of our parents and past generations. THE FINAL VOYAGE
OF THE USS KITTY HAWK By Dr. Kimberly Selber
Photography by Michael Sularz
Like waiting on an old friend not seen in decades, hundreds of veterans and spectators lined the shores of Isla Blanca Park to pay tribute to the USS Kitty Hawk one last time. On May 31st, the US Navy’s last commissioned conventionally powered aircraft carrier finished her final voyage. Traveling from the Naval Base Kitsap in Bremerton, Washington, the “Battle Cat” traveled 16,000 miles to Brownsville, Texas. The massive aircraft carrier was too large to go through the Panama Canal and had to be towed around South America and through the Strait of Magellan, a journey that took several months. The majestic lady was commissioned into service in 1961, and by 1962 she was practicing launching and recovering the U-2 Dragon Lady— high-altitude reconnaissance and surveillance aircraft. Seven years later, Kitty Hawk and her air wing

were awarded a presidential unit citation for contributions during the Vietnam War’s Tet Offensive. In 1998 Kitty Hawk moved to Yokosuka Naval Base in Yokosuka, Japan. For the next ten years, she was positioned in the Pacific, only leaving to support Operation Enduring Freedom in Afghanistan and later, Operation Iraqi Freedom. In 2009, USS Kitty Hawk was officially retired and was the last ship in its class to be decommissioned. As their final salute, many former Navy Veterans who served on the Kitty Hawk attended a tribute ceremony at the Cameron County Amphitheater to share stories and see old friends. It was the end of an era.

CAN THE RGV REEF
HELP BATTLE CLIMATE CHANGE? “We are embarking on another important mission – this one to see if what we’re doing here in the waters of the Gulf of Mexico could one day directly benefit all Texans on land and even lead to a better world for all people.” —Gary Glick, RGV Reef, President CONGRESSMAN VICENTE GONZALEZ
The manmade RGV Reef, about 13 miles off the coast of the South Padre Island jetties, is bringing back red snapper, turtles, and all sorts of marine life. This rejuvenation is thanks to the efforts of the non-profit group Friends of RGV Reef. The reef is about 75% complete, but now it’s embarked on another exciting venture – working with The University of Texas Rio Grande Valley to see if the reef could also help in the battle against climate change. It is believed reefs, both natural and manmade, capture and store carbon – an act of carbon sequestration – and can assist in the effort to reduce greenhouse gas emissions such as carbon dioxide (CO2). Now thanks to a $250,000 Fueling Futures grant from Enbridge Inc. to Friends of RGV Reef, samples from the reef and marine life can be collected to advance research to answer these questions.

COMMUNITY HISTORY
Preserving Fragile Objects By Melissa Peña, Collections & Exhibits Coordinator at the Museum of South Texas History
The Museum of South Texas History is home to a vast collection of artifacts such as porcelain, china, glass, silver, and other fragile dishware that require careful storage for long-term preservation.
We begin the process of preserving these items by assigning each piece an identification number. We then analyze each item for details to list on the condition report, such as chips, stains, abrasions, and accretions, to name a few. After the description is complete with all the necessary information, we create a file for each number and update it in our database, CatalogIt. Next, we photograph each fragile

object to have a clear visual of the condition of the artifacts at the time of acquisition. Storing fragile objects can also be done at home. Archival quality storage supplies can be found at art & craft supply stores and online. Look for products labeled acid-free, archival, and specific to storing dishware, such as narrow and compact boxes. Something to consider when storing fragile

items is damage from breakage. With that said, make sure to fill all empty spaces and in between items with acid-free tissue paper to ensure there is no space for items to move around in the box. Do not use materials like bubble wrap or other plastics that can stain and imprint onto fragile objects over time. Keep dishware together by set and label boxes to minimize searching and unwrapping your entire collection. Do not stack boxes as over time the weight of each box can warp other boxes, which can lead to breakage.
WWW.SOCIALIFERGV.COM WWW.SOCIALIFERGV.COM
Also, be sure to store boxes in low areas on a shelf and not on the ground to avoid any accidental damage. If you have questions about preserving your dishware or have fragile objects you would like to donate to the museum, please contact: Exhibits & Collections Coordinator Melissa Peña mjpena@mosthistory.org.

WHAT TO DO…
PETIQUETTE Dr. Barbara Baggerly-Hinojosa
Is it ok for me to take my pet on summer vacation with me? I just can’t seem to leave her behind! Of course, it is ok to take your pet on vacation with you. However, make sure that your vacation destination is pet friendly. You do not want to arrive at your destination to find out that pets are not allowed. Do a little research prior and make sure your pet is welcome.
As soon as anyone walks into my home, my dog jumps all over them. What is the best way to handle guests and pets in my home? Many people have this same issue! First, it is always best to inform your guests that you have pets in your home. This is very important because some people have allergies that you may not be aware of. Secondly, consider putting your pet in another room until your guests get settled. This will avoid the immediate and maybe unwelcome chaos that often happens when our pets welcome our guests.
We spent some time on South Padre Island last weekend, and we took our pets with us. We had a blast, but everyone kept coming up to my dog and petting him. What is the best way to handle this since we really don’t like strangers touching our do? This is such a good question because I think it happens a lot. We should all remember that, as much as we may love pets, not all pets love people touching them. As a pet owner, I think it is ok to inform strangers who approach that your pet does not like to be touched. Ask them politely not to pet your dog. Thank them for their attention, but explain that your dog is not fond of strangers.

BE A FOSTER HERO
Many people don’t know they can help rescue animals by being a foster pet parent for a few weeks. By fostering a pet, you’re providing a temporary home for an animal that would otherwise stay at a shelter. You can provide them with a safe, loving environment until they find a forever home. Fostering is a beautiful way to help save homeless pets.
Benefits of Fostering
Types of Animals Needing Fostering
» Increases a pet’s chance of being adopted
» Orphaned kittens and puppies needing bottle-feeding
» Improves a pet’s social skills
» Mother dog or cat with nursing babies
» Helps to reduce the overcrowding in shelters
» 4-8 weeks old kittens and puppies » Animals recovering from an injury
Time Commitment » Generally, 2-4 weeks: until the pet can be adopted, transported, or there is room at the shelter
» Shy animals needing socialization » Adult animals needing a break from shelter life
» Weekends Only: Host a pet for the weekend, giving them a break from shelter life. » Pet for a day: Take a pet out for the day, and give them a chance to be out and about.
