A Grounded Approach to

Arc Flash Analysis | | | | | | | | | | | | | | | | | | BY

BRYAN RUPERT

EVERY ARC FLASH ANALYSIS is not created equal. The only way to know that your organization is getting its money’s worth is to recognize the best features of a sensible arc flash analysis plan and the potential pitfalls of a plan that is not well thought out.

data collectors, and even when they do, the estimating part of arc flash analysis is not an exact science. That’s because data collection points (aka: “points”) can be counted differently by each contractor. One may be estimating based on counting every nameplate or where the label will be

Work with a qualified contractor you trust The first rule of thumb is to pick a contractor you can be comfortable with over the long term. Right now you may only be concerned with getting an initial analysis done, but compliance is an ongoing requirement. That means every time your facility experiences a change to its electrical system, the NFPA 70E standard requires that all major modifications or renovation shall be updated in the analysis in a timeframe that is “not to exceed five years.” The alternative to picking a long-term partner is orienting a new contractor every time you need to update your analysis. Each time you work with a new contractor, you increase your potential for wasting time and money. Remember, not every contractor sends out qualified electrical

placed, while another only estimates for those points with protected devices. The only way to be sure you’re comparing apples to apples when having the project quoted is to have a clear scope of work defined and a consistent definition of what is to be considered a point. Continued on page 18

Assess the contractor’s plan for change management As you consider whether a particular arc flash analysis contractor is the right one for your facility, be sure to inquire about the contractor’s plan for managing change — in real time and over time. It’s not practical to hire a contractor to come in after the fact and document change every time it happens, and doing a “wall-to-wall” system audit every year can be very expensive. That’s why many companies with defined change management programs find it easier to manage change as it happens. To accomplish this, a facility should require as part of the scope of work for the new electrical installation that the installer must document and catalog all the required data needed for updating the analysis. So, for example, if a new industrial air compressor is to be installed, the facility should be proactive in requiring the installer to document and catalog such things as the wire size, wire length, fuse or

breaker types or settings, etc. This approach is very effective because making the documentation a required part of the final deliverable means that the job is not complete until the data is received. And unless you’re an expert at analyzing arc flash data, another rule of thumb before giving the go-ahead to start the installation is to inquire up front about whether the installer is a qualified data collector. If the installer is not, you need to have a contingency plan for making sure the data gets collected accurately.

Ask about the availability of cataloging software Qualified data collectors are even more effective if they arrive at your facility armed with a cataloging software program designed specifically for conducting arc flash analyses. Cataloging software is invaluable on three levels — for data collection, label installation, and change management. Data collection: Good cataloging software will require and Continued on page 20

alert the data collector if all of the data is not collected for each point. This has an immediate positive effect in that it reduces the number of return trips the collector has to make by ensuring that complete data is captured the first time. Label installation: State-of-the-art arc flash data collection software provides the ability to capture photographs with each

point and to generate a corresponding report so you have an absolute visual reference for where to install each label. Change management: And finally, any worthwhile arc flash data collection software can be used to manage change. That way, it’s very easy for any qualified installer to document, for example, a new circuit that has been added, by simply

recreating it within the software and answering the attribute prompts as they go. Remember, good software ensures that no data is missed.

Look for a contractor who can provide safety training for your employees Nowhere is it written that your arc flash analysis provider has to be a huge conglomerate to be able to provide valuable training on the NFPA70E safety standard. In fact, you should expect that any fullservice arc flash analysis contractor can also provide training for your employees. As you review their available training options, don’t settle for generic safety training; instead, consider a contractor who can provide safety training specific to your facility or environment. A truly beneficial training program doesn’t rely on simply lecturing to your employees about the OSHA regulations or how the standards groups arrived at the calculations in a 70E analysis. Instead, the best trainers — the ones who are worth what your organization is paying them — will focus on the information qualified workers need to do their jobs efficiently and safely. For example, qualified workers need to be trained in reading and interpreting all the information that appears on a best practices label and what that means in their specific environments. In addition, they should be trained in the practical application of protective measures, for example, how to properly operate and disconnect a switch, field test a voltage-rated glove, or inspect the arc-rated gear. When you consider all the different aspects that go into selecting an arc flash analysis contractor and the potential pitfalls that loom in the background if you do try to cut corners, it is easy to see why the best arc flash analysis contractors are more than just contractors — they are often more like partners. ❏ About the Author: Bryan Rupert

The goal of the business was to provide cost effective safety consulting, employee training such as: confined space entry, fall protection, electrical safety and provide sales of electrical shock and flash protective equipment and fall protection equipment to businesses in the Washington DC area. Reliance Industries provided fall protection products and much of the sales and training was on behalf of the supplier. In 2000, the owner decided to retire from his business, and Vince decided to discontinue the fall protection line of his business and concentrate more in the electrical training and products. Vince had been a distributor for Certified Insulated Products (CIP), a manufacturer of electrical insulated tools and electrical arc flash clothing manufactured by Otex in Rochester, New York. As a distributor, Vince provided sales through his internet website and much through relationships with electrical contractors. His

In 2005, Vince partnered with Vivid Learning Systems in Cascades, Washington to provide on-line training in safe work practices. Training in electrical safe work practices is still provided locally in the Washington DC area and as a partner with an electrical engineering firm and online. The training is based on the Occupational Health and Safety Administration (OSHA) standards and the National Fire Protection Association (NFPA) 70E standard. Miller Safety Consultants is now a distributor for Cementex USA, Burlington, New Jersey, for insulated tools and equipment and clothing from OTEX Protective, Rochester, New York. for their quality clothing. For years, they have manufactured their products under other provider labels. Vince chose to not create his clothing line, but to sell the manufacturer product. Vince has worked with many electrical company employees to fine-tune the clothing to be more comfortable for the user. Working closely with the manufacturer, they have made slight changes in how the cloth pattern was modified to meet final production. An example is the lightweight 40 Calorie vented hood offered by Otex. The material is of the latest technology. The vented assembly is constructed for balance on the back of the hardhat and the airflow is 27 CFM to prevent fogging of the face shield and provide cooling to the worker. It took over a year to develop the product with the user prior to having the hood “flash tested”. This product is now standard issue with many electrical contractors. Being a small business and having quality providers has resulted in satisfied customers for Miller Safety Consultants. Being a direct supplier for OTEX Protective, another small business means customized customer needs can be met. ❏ For more information, visit Miller Safety Consultants at: www.electricalsafetysupply.com, email Vince at: sales@millersafetyltd.com or give him a call at (703)367-0404.

Transducers enable true RMS value measurement for AC currents up to 5 A Knick Elektronische Messgeräte is a globally recognized manufacturer of high quality signal, sensor, current and voltage measurement devices for utility, rail, ship, and other rugged environments. With the announcement of their series P 43000 TRMS AC/DC high voltage transducers, Knick have defined a completely new class of AC/DC transducers for true RMS values. Input values range from 100 mA up to 5 A AC. They are output as standardized analog DC signals (0…20 mA, 4…20 mA, 0…10 V). A rotary switch on the front facilitates comfortable, calibrated switching between up to 16 customized ranges. Traditional AC/DC transducers are very susceptible to errors due to their poor insulation and are only designed for pure sinewave measurement. The Knick P 43000 TRMS, however, has been developed to also accurately process distorted input signals. The highly accurate true RMS circuit converts signals with a crest factor of up to 5 in the frequency range of 40 Hz to 1000 Hz or 8 Hz to 400 Hz. The VariTrans P 43000 TRMS withstands working voltages up to 3600 V AC/DC and test voltages up to 15 kV. Protective separation of the input, output and power supply provide protection from electric shock up to 1800 V AC/DC according to EN 61140. Knick’s own TransShield technology facilitates an extremely compact, shielded design of the high-voltage transformers, allowing the VariTrans P 43000 TRMS to fit into a very compact, only 45 mm wide housing. Vacuum encapsulation provides maximum long-term protection against aggressive environmental influences, shock and vibration. In addition, VariTrans P 43000 TRMS transducers come with an integrated VariPower broad range power supply for supply voltages from 20...253 V AC/DC, which ensures maximum safety even in regions where auxiliary power is shaky. Knick VariTrans P 43000 TRMS transducers come with a five-year warranty. For more information, visit www.knick-interface.com 32

New Milwaukee® Bolt Cutters Feature POWERMOVE™ Extendable Arms Milwaukee Tool continues to expand their Hand Tool offering with the addition of Bolt Cutters. Available in 14” and 24”, the new bolt cutters are designed with forged steel blades and bolts that won’t loosen – translating to more cuts and longer life. Also included in the lineup are two adaptable bolt cutters with POWERMOVE™ Extendable Arms, allowing the user to extend the arms for more power and versatility.“When it comes to bolt cutters, the durability of the jaws and bolts are everything to the user. Today’s solutions have blades that commonly wear or pit, impairing cut performance, and their pivot bolts have a tendency to loosen and fall out resulting in premature tool failure,” said Derek Rose, Sr. Product Manager for Milwaukee Tool. “To address these needs, we designed our new bolt cutters with forged steel blades that are custom heat treated for maximum durability and feature a bolt lock that keeps the fasteners tight so the user can stay productive.” To achieve more power and leverage during a cut, users often step up to a larger sized bolt cutter or use a cheater bar. In addition, many users use their hips or shoulders to stabilize the tool so a second hand can help close the tool or hold the cut material. This need for large additional tools and additional maneuvering can be a productivity killer. To alleviate this frustration, the Adaptable Bolt Cutters – 14” and 24” – have POWERMOVE™ Extendable Arms for up to 30% more cutting power. In addition, all the new bolt cutters are tether-ready. With the introduction of the new Bolt Cutters, Milwaukee Tool demonstrates its commitment to delivering hand tool solutions that increase productivity and are built to withstand even the toughest jobsites.
