ประธานโรตาร�สากล ป 2558-59 Some years ago, in the Kano plains of Kenya, a well-meaning development agency took on the task of improving water availability to a rural community. Committees were formed, meetings were held, and the local people were consulted. The main need the community identified was improved delivery of water for irrigation and livestock. A plan to meet this need was created, and the work was soon begun, exactly as the community representatives had requested. Yet once construction began, it was met by immediate protest from groups of community women, who came to the site and physically blocked workers from building diversion channels. Upon further investigation, the agency realized that the water it was diverting for farming came from the only source, for dozens of families, of water for cooking, drinking, and washing. The entire project had to be scrapped. Why? Because it had never occurred to a single member of the all-male team in charge to consult the local women. At every stage, it was assumed that the men knew the needs, spoke for the community, and were able to represent it. Clearly, this was far from the case. The women knew the needs of the community, and its resources, far better – but their opinion was never sought. We have had women in Rotary for only the last quarter of our history, and it is no coincidence that those years have been by far our most productive. In 1995, only 1 in 20 Rotarians were women; today, that number has risen to 1 in 5. It is progress, but it is not enough. It is only common sense that if we want to represent our communities, we must reflect our communities, and if we want to serve our communities fully, we must be sure that our communities are fully represented in Rotary. Rotary’s policy on gender equality is absolutely clear. Yet nearly one-fifth of our clubs still refuse to admit women, usually by claiming that they simply cannot find women who are qualified for membership. I would say that any Rotarian who makes this argument, or believes it, himself lacks the two most basic qualifications for Rotary membership: honesty and good sense. A club that shuts out women shuts out much more than half the talent, half the ability, and half the connections it should have. It closes out the perspectives that are essential to serving families and communities effectively. It damages not only its own service but our entire organization, by reinforcing the stereotypes that limit us the most. It leads our partners to take us less seriously, and it makes all of Rotary less attractive to potential members, especially the young people who are so crucial to our future. To tolerate discrimination against women is to doom our organization to irrelevance. We cannot pretend that we still live in Paul Harris’ time, nor would he ever want us to. For, as he said, “The story of Rotary will have to be written again and again.”Let us see to it that the story we write in Rotary is one of which he would be proud.

Dear Fellow Rotarians, May is the month of Youth Services. You can see how much importance Rotary gives to youth. I see Youth Services like planting trees, you need time and you need to nurture it to have it grow beautifully. The result is satisfying and the person planting it feels proud to see it bear flower and fruit, offering pleasure to the person who planted it and to those passing by. In District 3350 we have divided youth activities into 5 major groups, beginning with primary school kids or Early Act, followed by high school kids or Interact, and then young adults or Rotaracts. We also have the Youth Exchange students both short term and long term and we have Rotary Youth Leadership Award, more popularly known as RYLA. Thus we can say that D 3350 has the full range of youth activities in every age group. At the Rotary club level I am pleased to see that practically every club has activities to do with youth be they sponsors of Early Act, Interact and Rotaract, we have discussions and joint project activities leading to good relationship. Youth have joined with sponsor club activities, or the sponsor clubs send members to offer them advice regularly in their activities. Many clubs send candidates for RYLA in the month of October, others send kids to participate in the district youth exchange programs, and also look after youths who come from abroad very well. Such activities show how we take care and see these youth as the real future of Rotary. Any club who see Youth service as being troublesome could be because your members are not ready to handle youth activities. I would like your club to begin in a simple way – contact a school in your community or a school where sons and daughters of your members attend. Have a joint activity once a year. Other things will follow. This is like planting trees which everyone can do so long as you begin with a seedling. You will have a tree to provide shade and flowers and fruits in not too long. I invite you fellow Rotarians to be a gift for our youth by giving them knowledge and skills, and more importantly give them your love and attention and be a good example for the young people to ‘Be a Gift to the World’.

The TRF centennial celebration – ready for launch in Seoul The 100th anniversary of The Rotary Foundation will occur in June of next year, and a full year of activities is planned leading up to it, starting with the 2016 convention in Seoul and culminating with the 2017 convention in Atlanta. I remember well the excitement of the Rotary centennial in 2004-05, and I hope that Rotarians worldwide will treat the Foundation’s centennial with the same enthusiasm!

The centennial celebration will launch at the Seoul convention, and the entire general session on Tuesday morning will feature the Foundation’s programs. However, it is the activities of clubs and districts that will determine the success of the centennial celebration. To assist in the planning of centenary events, the Rotary Resource Center in the House of Friendship in Seoul will offer Rotarians helpful materials and ideas. What is Youth Service? In 2010, the Council on Legislation (COL) had approved Youth Service as the 5th Avenue of Service. Service to youth has been one of the important parts of Rotary for a long time. Back in 1949, RI Board of Directors had a resolution giving out a special slogan “Every Rotarian an Example to Youth” to express the dedication to children and youth in each community where Rotary is located. Youth service projects differ around the world. Rotary clubs sponsor programs such as Rotaract, Interact, RYLA and Youth Exchange. Rotarians support boy and girl scouts, young athletes, disabled children centres, checking school securities, summer camps, recreation centres, safe driving service centres, provincial booths, child care centres and children hospitals, and various kinds of clubs; including vocational consultation, job opportunities for youth, and encourage the implementation of the Four-Way Test, as well as anti-drug and alcohol beverage programs, and AIDS awareness is receiving an increase support from Rotarians. Rotarians will have more opportunities to be examples to youth in their respective communities. Each individual will learn to act by observation. When our children grow up to be adult leaders, they would succeed with the same kind of wishes and consciousness, and pass it on to future generations. Rotary Youth Leadership Awards (RYLA) is one of Youth Service program. RYLA was initiated in Australia in 1959. This year we already had seminar at The Pine Resort , Patumthani in October 2015. The outstanding talented young adults spend time together for a number of days to participate in challenging activities to be trained with leadership characteristics. This involves inspiring debates and speeches, and social activities that are arranged with the objectives of enhancing personal development, leadership skills, and good citizenship. Distinguished Rotarians: I am Rotaractor VattanapornTungsanga from RAC Chulalongkorn University. I used to work in many positions, mostly in administration or financial management. Currently, I have been elected the Chairman of the Standing Committee of the Asia-Pacific Rotaract Committee (APRC) with representatives from Rotaract clubs in this Asia-Pacific area. Therefore, I have a chance to travel quite often. The major role of APRC is working to unite all Rotaract clubs in this region together so that they can share knowledge and experiences. In 2004, we decided to organize the first APRRC conference, and in 2007 we established the APRRC Standing Committee so that they can continue to organize an annual conference.

Most of the time I travel here and there to give speeches when I am invited. I present about projects that my Rotaract club has done and how we raised funds. The travelling expenses were absorbed by the host countries, but other personal expenses came from my parents’ support. After travelling to many places, I can see that Rotaract clubs elsewhere receive full support from Rotary, especially in Taiwan and Hong Kong. Last year I was invited to speak at the District Conference in Hong Kong where I met PRIP Gary C.K. Huang who also treated me an ice-cream. Governor’s Monthly Newsletter

Yo u t h Se rvi ce I still remember when he told me, "Rotary is dying, from lack of new generations" I responded that if Rotarians felt that taking care of Rotaract is a burden, this trend will continue. Many projects proposed by Rotaract clubs have been turned down because they did not go along with the R.I. theme for that year. We did not get support so we had to find our own way. Rotaractors who were disappointed did not want to become Rotarians. What I want to say is that Rotary should find concrete methods to support Rotaract or youth programs so that the relationship will become stronger. I want to give an example of a family in which children are not supported by their parents. Their relationship is not great. When the children grow up, they don’t want to live with their parents anymore. There are many young people who want to contribute to the society, but they need support or else they may become discouraged. Our world is in need of good citizens. Not new technology or material wealth. There are times when I wanted to give up, but I still had support from many Rotarians, to whom I am very thankful. Now I would like to promote our next event which is APRRC 2017 to be held in Phuket, Thailand. We expect 700 delegates. All Rotaract world leaders will come here for the conference. Our keynote speaker will be an important person working for the Royal Projects, and we have already received some sponsorship from various organizations, but we still need more assistance from all Rotarians. As for the question “ Is Youth really the future of Rotary?”, you can see that Rotaractors have potentials to do many things. But if you want them to become Rotarians, you need to invest in them first by helping them as much as you can. Rotaractors are good young people, and they need a lot of support from you. We should separate the basic education and literacy apart. See what the basic education is. The basic education is the foundation for learning knowledge that is the basis for the next step, like learning the alphabets, vowels, accent, writing, to lead to mix words to enable us to be literate and base for learning books i.e reading, writing and studying from textbooks which were compiled for us to learn. Why texts or books? Think carefully, we can hold books anywhere. No need to rely on wifi or be afraid of dead battery. When we read on, we may have forgotten but we can turn back to read it again immediately. We can have better concentration than study from electronic machine.

I would like to take this opportunity to give you an update on our “Collaborate and Spread our Strengths” projects as follows: 1. RC Bangkok Bangna’s Water Purifier Project and RC Sathorn’s Aid for the Blind Educational and Vocational Training projects have now been approved by TRF. Rotary clubs participating in the projects please contact the host clubs directly to claim the items for your local communities. 2. RC Patumwan’s Love Reading Love Rotary and RC Pranakorn’s eyeglasses projects have been submitted. However, TRF has requested additional information and it is expected that the two projects will be approved once TRF receives the requested information. 3. RC Charoen Nakorn’s Caretaker Preparation for Bedridden Patients and Patient Beds and RC Yannawa’s Wheelchairs for Needy Disable Persons projects need to be redesigned in order to better align with the areas of focus. The two clubs are currently working on the project proposals and will resubmit them within this Rotary year. 4. RC Bangkok Pattanakarn’s Home Improvement project, while being a very good project, requires an extensive survey as each house requires different kinds of improvement and costs. This results in a lot of time spent on the survey as well as the budgeting. RC Bangkok Pattanakarn has already submitted their draft application for checking and it is expected that the application can be submitted within next week.

This year, TRF has made some modifications to the terms and conditions of the global grant project application which makes the conditions more stringent. This has resulted in delays in project approvals. Despite all this, all host clubs have been doing their best to comply and a number of projects have been approved. I used to question myself: “Why the longer the time, the more I love and devote more time to Rotary?” Because I have seen, realized, and being touched by the ideal of Service Above Self, and the ethical standard in business and professions in Rotary. The more I have served, and developed my leadership skills, goodwill, and the core values of Rotary, which have been proven exquisites of Rotary for its existence as well as ultimatum evidently practiced by most Rotarians, the deeper faith keeps nourishing in me. In fact, the majority of Rotary clubs are blessed with such virtues, whereas, many of them have members who are far more devoted than I am, but what surprises me most and makes me feel pity of is a perturbed question: Why many more people in communities, including our own relatives and friends, still do not know what Rotary is? Many of my friends are in good professions; they are generous but simply lack of adequate time to attend our mandatory weekly meetings. Some of them possess prerequisite of a Rotarian, being voluntary, but have no chance to touch what Rotary is all about. We should invite these people to serve momentarily with us in our service activities, involve them in our activities of social contributions, let them share their roles in enhancing the wellbeing of those needy and less fortunate in our community at least twice a year. I used to invite these people to join our wheelchair handout project, let them appreciate our transparency of funds, introduce them to our overseas fellowship from Japan and Singapore who have been our partners in service for many years, personally flied here to partake in wheelchair presentation to disabled persons. The outcome was; faith began to blossom out in their minds, so overwhelmingly that they offered to contribute from their own pockets additional wheelchairs on top of our global grant project without any single word from me. Moreover, they even insisted that should there be any such activities please do not forget to let them know, for they wished to participate. As a matter of fact, we have plenty of such friends lest we did not persuade them to join our hands-on service activities. Therefore, besides inviting them to be personally impressed with the warm, amiable atmosphere of goodwill and fellowship at our weekly club meetings, we must involve them in our service projects soliciting their participations of whatever forms, whether ideas, know-how, experience, help, connection, contributions, especially their physical involvements. For those who are readily equipped with qualifications, we should invite them to become members, however, for those who are not yet ready to join our membership; since there are still a lot of these people who do not know what Rotary actually is, we must approach and involve them in our community services in order for them to personally touch the core values and Rotary’s ideal of Service Above Self, so that they can figure out vividly that Rotary is in fact, a Service Organization; not a charity organization. Should we consolidate people of goodwill from all classifications in our community, through our own connections, through relatives and friends, to join us in service activities, let them touch Rotary’s core values and the true spirit of “Service Above Self” directly by themselves; how could it be possible that they will not understand what Rotary is, so far as they have eventually touched the true heart of Rotary and become to have faith in Rotary. This is where the strategic concept of “Let The Target Touch” came from, with emphasis on letting this target group of people in our community the direct access to touching the true nature of what Rotary is, what Rotary does, then begets faith and quest for becoming a member of Rotary club in order to extend their meaningful hopes and helps to those needy and less fortunate in exponentially larger scale, thus becomes Be A Gift To The World. 2016 ROTARY INTERNATIONAL CONVENTION in SEOUL, SOUTH KOREA There is an annual Rotary International Convention at the end of each Rotary year. For 2015-16, the Rotary International Convention will be held in Seoul, South Korea on 28 May – 2 June 2016. The purposes are: • • • • • • •

To celebrate the success of Rotary International To enhance fellowship among Rotarians around the world To share and exchange ideas about service projects To be inspired To develop your vocational and professional skills An opportunity to create partnerships and alliances in terms of service projects For Rotarians to be acknowledged and gain experiences at the international level

It is a great opportunity to celebrate the success and achievements of Rotary International together in Seoul, South Korea with the Host Organizing Committee of Seoul RI Convention. Seoul is a city full of culture and long history. With museums, public parks, shopping arcades and various facilities, Seoul can be considered having contemporary life style with advanced technology. Hence, it can draw over 50,000 participants from over 200 countries worldwide. Time ies so fast. Next month is the last month of this Rotary year. During May, we still have “4thClub Presidents 111 meet District Governor Meetingâ€?, which will be the last one for this year, on Saturday May 7th at Chaleena Hotel, Soi Ramkhamhang 65. The ďŹ nal event of every year is the Presidential Citation, which will be held at Bangkok University , Rangsit on Saturday June 25th, 2016. Are you ready for the celebration on what you have dedicated and accomplished for the whole year? During the last period for current Club Presidents, Club Presidents 112 and new Board of Directors, whom mostly same faces, are preparing for works that will begin on early July. These works include the District Training Assembly (DTA) on Saturday May 14th at Impact Arena, Muang Thong Thani, and Joint Installation of new Board of Directors, which will be held on Saturday June 11th, 2016 at Grand Diamond Room, Muang Thong Thani.
