µÑÇàÅ¢¼ÅÊÓàÃ稷Õè¡Å‹ÒÇÁÒ ¤§ÁÔ㪋໚¹¡Òþٴà¡Ô¹àÅÂä» âäâ»ÅÔâÍÁÕ¡Óà¹Ô´ÁÒ Last month, after confirming a full year without a single case of wild ໚¹¾Ñ¹æ »‚áÅŒÇ âäÌÒ¹Õéä´Œ·ÓÃŒÒÂÁ¹ØɪҵÔÁÒµÑé§áµ‹ááàÃÔèÁÍÒøÃÃÁÁ¹ØÉ ·Ø¡Çѹ¹Õé poliovirus, Nigeria was removed from the list of the world’s polio- ¼Å§Ò¹¢Í§âõÒÃÕáÅкÃôÒËØŒ¹Ê‹Ç¹¾Ñ¹¸ÁԵà ·ÓãËŒàÃÒÁͧàË繨ش¨º¢Í§ÁѹÍÂÙ‹ã¡ÅŒÁÒ¡ endemic countries. It was the last polio-endemic country in Africa. Today, only two countries – Afghanistan and Pakistan – harbor the àÃÒ¡ÓÅѧ¹Ñº¶ÍÂËÅѧ ÁÔ㪋໚¹»‚ ᵋ¤§ÍÕ¡äÁ‹¡Õèà´×͹¢ŒÒ§Ë¹ŒÒ¹ÕéáÅŒÇ world’s final reservoir of endemic poliovirus. As this issue goes to ¡ÃйÑ鹡ç´Õ ¤ÇÒÁÊÓàÃ稢ͧàÃÒÂѧ¤§à»ÃÒкҧÁÒ¡ à¹×èͧ¨Ò¡Áѹ໚¹àÃ×èͧÊÓ¤ÑÞ press, global cases of polio in 2015 number only a few dozen. ÃдѺâÅ¡ àÃÒ¡ÓÅѧà´Ô¹ä»¢ŒÒ§Ë¹ŒÒÍ‹ҧªŒÒæ Í‹ҧÁÑ蹤§ áÅÐäÁ‹ÊÒÁÒöËÂØ´¼‹Í¹»Ã¹ä´Œ The scale of this achievement can hardly be overstated. Polio has - ¢Íº¤Ø³ã¹¤ÇÒÁ¾ÂÒÂÒÁ·Ó§Ò¹Í‹ҧäÁ‹ËÂØ´ÂÑ駷ÕèÂÔè§ãËÞ‹ÁËÒÈÒÅ àÃÒÂѧ¤§ä»ËÂÍ´ÇѤ«Õ¹ existed for millennia; it has plagued humanity since our earliest civilizations. Today, because of Rotary’s work and that of our partners, the ãËŒà´ç¡¹ÑºÅŒÒ¹æ ¤¹ Í‹ҧµ‹Íà¹×èͧã¹Çѹóç¤ ¾ÃŒÍÁæ ¡Ñ¹·ÑèÇâÅ¡ àÃҨФÍÂཇҵԴµÒÁ ཇҴÙÊÀÒÇÐáÇ´ÅŒÍÁ à¾×èÍ»‡Í§¡Ñ¹¡ÒÃá¾Ã‹ÃкҴãËÁ‹ àÁ×èÍàË繤ÇÒÁËÇÁÁ×ÍËÇÁ㨠µÑÇàÅ¢ end is in sight. We are counting down not in years, but in months. ¤‹Ò㪌¨‹ÒÂáÅФÇÒÁàÊÕÂÊÅзӧҹ·Õè¡Å‹ÒǹÑé¹ à»š¹µÑÇàÅ¢ÍѵÃÒʋǹÊÙ§ ¹Ñºà»š¹àÃ×èͧ¹‹Ò And yet, our success is as fragile as it is monumental. We are moving forward, slowly, steadily, inexorably – thanks to colossal efforts that µ¡ã¨¨ÃÔ§æ never cease. We continue to vaccinate hundreds of millions of children ÁÕºÒ§¤¹¶ÒÁÇ‹Ò ·ÓäÁÂѧ¨Ó໚¹µŒÍ§ãËŒËÂÍ´ÇѤ«Õ¹ µŒÍ§à½‡ÒÃÐÇѧã¹ÃдѺÊÙ§ÁÒ¡ in vast synchronized campaigns; we constantly monitor environments à¾× Í è µ‹ Í ÊÙ à Œ ª× éÍâäÌÒ·Õèà¡×ͺ¨ÐËÁ´ä»¨Ò¡âÅ¡áÅŒÇ ¤ÓµÍº§‹ÒÂÁÒ¡ à¾ÃÒÐÇ‹Ò໚¹Ë¹·Ò§à´ÕÂÇ to prevent new outbreaks. The sheer scale of the effort – the coordina·Õè¨Ðà´Ô¹Ë¹ŒÒ¾ÔªÔµâ»ÅÔâÍ ËÒ¡àÃÒ·ÓÊÔè§ã´¾ÅÒ´ä» »Å‹ÍÂãËŒäÇÃÑʹÕéËŧàËÅ×ÍÍÂÙ‹·Õèã´·Õè˹Öè§ tion, the cost, and the commitment – boggles the mind. Some ask why such high levels of immunization and surveillance are áÅŒÇ ¡Ò÷ӧҹ໚¹ÊԺ滂¡çÊÙÞà»Å‹Ò ¾Ç¡àÃÒ‹ÍÁ·ÃÒº¡Ñ¹´ÕáÅŒÇÇ‹Ò âäâ»ÅÔâ͹Ñé¹ÊÒÁÒö still needed to combat a disease that is almost gone. The answer is á¾Ã‹ÃкҴÍÕ¡§‹ÒÂÁÒ¡ àÃÒ·ÃÒº´ÕNjҼŤ׺˹ŒÒÁҹѺÊÔº»‚ÍÒ¨ÊÙÞàÊÕÂä» ¹Õè¤×Íà˵ؼÅÇ‹Ò simple: It is the only way forward. If we did anything less – if we ã¹à´×͹µ‹Íæ 仢ŒÒ§Ë¹ŒÒ¹Õé ¨Ö§ÁÕ¤ÇÒÁÊÓ¤ÑÞÍ‹ҧÁËÒÈÒÅ àÃÒ¨Ó໚¹µŒÍ§¢ÍàÊÕ§¢Ò¹ÃѺ allowed the virus any quarter – years of work would be undone. We ¢Í§·‹Ò¹ã¹¡ÒÃÊÌҧ¤ÇÒÁµÃÐ˹ѡ 㹡ÒÃÃдÁà§Ô¹·Ø¹ áÅСÒâѺà¤Å×è͹µ‹Íä» àÃÒ¨Ó໚¹ know too well how easily polio could spread again. We know how µŒÍ§ÍÒÈѾÅѧ¢Í§·‹Ò¹ã¹¡Òê‹Çµ‹ÍÊٌʧ¤ÃÒÁ¹Õé仨¹¡Ç‹ÒàÃÒ¨Ðä´ŒªÑª¹Ð quickly our decades of progress could be lost. And this is why the months ahead are so tremendously important. We need your voice – Çѹ·Õè òô µØÅÒ¤Á¹Õé ¨Ñ´à»š¹Çѹâ»ÅÔâÍâÅ¡ ¼Á¨Ö§ËÇѧNjÒã¹Çѹ¹Ñé¹·Ø¡·‹Ò¹¨Ðä´ŒÁÕ to raise awareness, to raise funds, and to keep the momentum going. ʋǹËÇÁ¡ÑºàÃÒºŒÒ§ã¹¡Òâ¨Ñ´â»ÅÔâÍ ËÅÒÂæ ·‹Ò¹ÍÒ¨¨Ð·Ó¡ÒûÃЪÒÊÑÁ¾Ñ¹¸ §Ò¹¹Õéã¹ We need your strength to help fight this war until we have won. ÃдѺÊâÁÊÃËÃ×ÍÃдѺÀÒ¤ áÅÐÊÓËÃѺ·‹Ò¹·ÕèÂѧÁÔä´ŒÇҧἹ ¡çÂѧÁÕÇÔ¸Õ¡ÒÃẺµ‹Ò§æ On 24 October, we mark World Polio Day. I hope that on that day, all ÊÓËÃѺãËŒ·‹Ò¹ÁÕʋǹËÇÁÈÖ¡ÉÒËÒá¹Ç¤Ô´ ËÒà¤Ã×èͧÁ×Í»ÃЪÒÊÑÁ¾Ñ¹¸ µÑÇÍ‹ҧ¢‹ÒÇ of you will take part in some way in our work to eradicate polio. It will be won soon. Dear Fellow Rotarians, Economic and Community Development is one of the six areas of focus that Rotary International emphasizes in service projects where clubs can apply for grants. This year RI President has recognized the importance of Economic and Community Development by emphasizing that clubs must achieve three out of seven of the goals. At least the first goal you will be able to accomplish – sponsor a Rotary Community Corps to promote community participation and the ensure project sustainability. This shows that Rotary understands that there is a lot of poverty in the world, so we must develop the economy and the community for their improved livelihood, then peace will prevail. I ask that all club presidents to prepare activities developing your community which can be providing vocational training or holding activities with the community that is in your care to provide vocational sustainability. Time has passed so fast, three months have already passed in the year of Be a Gift to the World. I have already visited 62 clubs. I am proud that every club has increased membership and donated to The Rotary Foundation. Many clubs have service projects underway already -- especially global grant projects. This year the District Foundation committee has asked clubs who have expertise in doing projects to be leaders. This way almost all clubs were able to join in according to the RI President’s policy. The important thing is that clubs are able to initiate good projects, with value that is in line with what the community need. The Rotary One Day (ROD) project is part of community service of Rotary. The ROD is the event with many activities to promote and help individuals who lack opportunities in the community. Those activities benefit the community and are completed within one day. The objectives and anticipated benefits to be derived from the ROD. 1) create friendships among fellow rotarians. 2) known to the community and local government units and increase their cooperation to Rotary. 3) community benefit such as vocational trainings, dental health examinations and other necessary items. 4) opportunity to meet potential persons in community that may be invited to participate in the activities or a member of Rotary in the future. For several years ago, each club held the activities of ROD in school and mostly participants were students. This year DG Chaivai Poonlapmongkol has a policy to conduct ROD in the community and attract people living in the community to join the activities that are needed and mostly fruitful. As October is the month of community and economic development, all clubs are invited to hold ROD in the community in accordance with the policy of District Governor. The first ROD event will be held by Rotary Club of Wat Singh on Monday 5th October 2015 at Wat Wang Mun School, Wat Sing District, Chainat Province. The second will be on Tuesday 3rd November 2015 at Chong Sarika School, Pattananikom District, Lopburi Province, by 4 Rotary clubs in Lopburi as a joint organizer. Each year Rotaractors from D. 3350 attend the annual international Asia Pacific Regional Rotaractor Conference. This year APRRC 2015 was held in Yogyakarta, Indonesia attended by 480 participants from around 16 countries. Thailand had 23 Rotaractors from 8 Rotaract clubs and two Rotarians participating from our District. Our District Rotaract Representative Athiti Krongleangcheap (March) carried the Thai flag at the opening ceremony and presented Thailand Report on behalf of all Rotaract clubs in Thailand. Chula Rotaractor Adchawipar TangkanokPairote (Muay) won Miss APRRC 2015 contest, while Vattanaporn Tungsanga (Keng) was elected APRRC Committee Chair for 2016. APRRC is intended as a platform where Rotaractors from different countries can come together, share project ideas and experience each other’s culture and make friends. This is a step towards cultivating friendship among young future leaders in the Asia Pacific Region who share a dedication to our Rotaract motto of “Fellowship Through Service”. This will lead to various fellowship and cultural exchange activities. APRRC is held in different countries once a year. Last year it was held in Kowloon, Hong Kong. This year in Yogyakarta, next year (APRRC 2016) will be held in Kyoto, and in 2017 APRRC will be held in Thailand. Yes, Thai Rotaractors will be organizing APRRC in 2017. We are expecting more than 500 participants, maybe even 600. This time the location is going to be Phuket because in 2012 we held APRRC in Bangkok already. Our Rotaractors worked very hard to present a bid for APRRC 2017 and were very proud to win this bid. Now they are working hard to prepare for the next APRRC in Kyoto, Japan where they must be ready to make a lot of friends and invite them all to Thailand in 2017. Nowadays Social network is very popular in today's society. Most people would use social network to communicate each other either family, friends or colleagues. Many organizations would use it as a channel for their public relations. The estimated of the users of Facebook in Thailand is about 30 millions. The last meeting of District Governor and Club Presidents on Saturday 22nd August 2015, there was a question how we could improve Rotary Image. Peoples think that Rotary is a group of rich people; having a meeting in a nice hotel; chit chat, drinking and singing. It is a pity that when we go to do service projects, we make them very simple and no one know about our service projects. Photo Contest under the topic "Be a Gift to the World" has been proposed to the Thai Rotary Day Committee and it has been approved. We are going to persuade photo lovers joining us to find out an "Unsung Hero" either individual or group; telling their story with a half-page of A4 and 5 pictures. The contest will be divided in 3 groups as follows: 1. Peoples 2. Students 3. Rotarians and Rotary Families There will be a press release of the contest at Bangkok Art and Culture Centre on Wednesday 14th October 2015 at 10.00 a.m. The winner awards will be announced on Thai Rotary Day 2016, Saturday 30th January 2016. All pictures will be exhibited on thairotaryday.org website, facebook and at the Event. This time we hope that it can help us to promote a good image on the social network. As a Rotarian for 15 years, may I conclude that club attendance is one of the greatest common pain for almost all club presidents. The members presented in weekly meeting is gradually disappeared, no matter how good your speakers are, how much fun your family night program is being organized, or how interesting the club activities are offered, members just don't attend the meeting. My 15 years experience proofs that these all depend on the club president. In other words, the center of the thing is at the president including club attendant. Let me give an example of the year when I served as the club president. We have weekly meeting on 19.30 hrs every Wednesday, 3 days before the meeting day was scheduled for fax / email sending of meeting program to all club members, then they will be reached by the club president's phone calls on Wednesday morning. The warm welcoming voice would then be poured into the phones. For those have long been absent would be encouraged to come with the reason of him being missed by other club members. If the speaker or his topic is exclusively important then some more details and encouragement will be added, or if it directly involved the member then let him knows how much important to have him there. Communicating with members are vital in the way a club being managed, making direct contact is equal to honoring a member. In return, members feel obliged to attend a meeting. This pattern of reinforcement for effective club attendant must be shouldered only by club president. In the modern day, we communicate via 'LINE' for the sake of convenience and short time consuming which allow members to express their comments and sharing information, very little is necessary, but mostly useless. With the present flooding of information some very important information has been unintentionally overlooked. Those important messages requesting for cooperation posted by club president where members ignored have become the source of disappointment. I would like to encourage you, the club presidents, to try the conventional method of ringing your club members. YOURS IN ROTARY,

Don’t be confused that this seminar is only for Governors and District Leaders, but it is also for those who are interested. Especially, during the Breakout Session there will be topic on “Membership Challenge.” Let’s learn several techniques how to increase members. The most interesting for those who are expert in Chinese Mandarin Dialect, the Breakout Session also provides the similar sessions in Mandarin. รวมกันทำกิจกรรมใหความรู และฉีดวัคซีนปองกันมะเร็งปากมดลูก แกเด็กนักเรียนหญิง อายุ 9 - 12 ป จำนวน 700 คน ณ รร.สตรีวัดมหาพฤฒาราม รร.บานหนองบอน(นัยนานนทอนุสรณ) รร.กฤตศิลปวิทยา และ รร.ศุภกรณวิทยา โดยฉีดเข็มแรกในเดือนสิงหาคม - กันยายน 2558 และจะฉีดเข็มที่สองในชวงตนปหนา

สร.สุขุมวิท รวมกับ สร.กท กลวยน้ำไท จัดกิจกรรมสงเสริมสุขภาพแกเด็กและประชาชนทั่วไป ณ สถานรับเลี้ยงเด็กพีระยานาวิน ศูนยธาตุทอง เมื่อวันที่ 9 กันยายน 2558

สโมสรโรตารีธนบุรี รวมกับ มูลนิธิทันตแพทยและแพทยเคลื่อนที่ ออกหนวยแพทยและทันตแพทยเคลื่อนที่ บริการทางทันตกรรม และอายุรกรรม ใหกับประชาชนทั่วไป โดยไมตองเสียคาใช จายใดๆ ทั้งสิ้น ณ มหาวิทยาลัยราชภัฏมหาสารคาม อ.เมือง จ.มหาสารคาม อำนวยความสะดวกและประสานงานโดย หนวยงานราชการตางๆ ในพื้นที่และสโมสรโรตารีมหาสารคาม มีประชาชนและนักศึกษา มารับการตรวจรักษารวมพันคน เมื่อวันที่ 12 กันยายน 2558

Dear fellow Rotarians, The 2nd Grant Management Seminar on Saturday September 26, 2015 was a success and all the clubs that missed the first conference were present. District 3350 has required that all clubs attend the Grant Management Seminar in order to reserve their rights to host or participate in the District Grant and Global Grant projects. As the Board of Directors of each club changes yearly, an annual seminar on the Rotary Foundation is deemed necessary. The success of DRF’s “Global Grant: Sharing our Strengths” program has exceeded our expectation, and a total of 63 clubs have taken part in the 6 core projects namely: 1. RC. Bangkok Bangna’s Water Purifier project 2. RC. Patumwan’s Libraries for kids project 3. RC. Yannawa’s Wheelchair project 4. RC. Charoennakorn’s Hospital Bed project 5. RC. Bangkok Pattanakarn’s Home Improvement project 6. RC. Sathorn’s Vocational Training & Aid Kits for the Blind project The DRF has allocated special DDF of $24,160 for the clubs that do not have their own, or little DDF while the clubs use $ 63,575 to participate in the projects. All participating clubs receive 4-6 times the benefits, totaling $ 254,300. On behalf of the District Governor and the DRF, I would like to express my sincerest thanks to the 6 clubs who have agreed to host Global Grant projects and share the strengths with other clubs. All the participating clubs all agree that the program is pivotal to the growth and development of small and newly-established clubs. I do hope that next year will see many other clubs volunteering to host Global Grant projects so as to share the strengths with all the clubs in our district. MENTORING NEW CLUBS Although the district governor is ultimately responsible for creating new clubs, your club can play a vital role in the process by sponsoring and mentoring a new club. Before undertaking this responsibility, educate your members thoroughly about the process and make sure they are willing to participate. SPONSOR CLUB QUALIFICATIONS Although a new club isn’t required to have a sponsor club, Rotary strongly recommends it. In selecting a sponsor club, the district governor and district extension team look for a club that: • Agrees to mentor the new club for at least one year after its admission into Rotary • Is in good financial standing with Rotary • Has at least 20 active members • Maintains a well-rounded program of Rotary service A new club’s success depends on how well the club is organized and how well it operates in its first few months. After a club receives its charter, the sponsor club acts as a mentor, offering guidance for one to two years. SPONSOR CLUB RESPONSIBILITIES • Assists the district governor’s special representative in planning and organizing the administrative processes of the new club • Serves as an adviser to the club’s officers and reports to the district governor as requested during the club’s first year • Familiarizes the new club with Rotary’s policies and procedures • Organizes joint fundraising activities • Has the sponsor club’s president join the special representative in attending the first regular board meeting of the new club • Assists the new club in planning programs and projects during its first year Research indicates that new clubs’ biggest membership losses, as well as most club terminations, occur during the second year. A new club that has the strong support of a sponsor club well into its second year has a greater chance of becoming strong, selfsufficient, and productive.

ROTARY EXTENSION TO PEOPLE'S REPUBLIC OF CHINA (PRC) Rotary has a long history in China that dates back to 1919 when the first club in China (and the second club in Asia) was chartered in Shanghai. This first English-language club was predominantly comprised of expatriate Americans and British, but it soon took on a very international flavour as it welcomed other nationalities to its roster including prominent local Chinese businessmen.

Rotary flourished in China before and after the war, and ultimately spawned 33 clubs throughout the mainland up to Liberation in 1949. After 1949 however it quickly became impossible for Rotarians to meet and so most members moved abroad and so the remaining clubs were formally disbanded by Rotary International in 1952.

Currently Rotary has chartered clubs in four cities: Beijing, Chengdu, Shanghai and Suzhou and "provisional" clubs in Dalian, Nanning and Tianjin. These clubs are composed of foreign passport holders ("expatriates") or Chinese "compatriots" (citizens of Hong Kong, Macau or Taiwan) and meet weekly. These clubs in turn sponsor several Interact (high school based) and Rotaract (young professionals and university students) clubs.

At the moment although we are too small to become a district, because of China's unique characteristics we have been treated by Rotary since 2006 like a small de-facto district under the leadership of a Rotary International Special Representative to China, who is our de-facto District Governor. The current Special Representative is PP. Randal Eastman, Past President of the Rotary Club of Shanghai. There are currently total 10 Rotary clubs in China – 7 fully chartered and 3 provisional. We are now in the 4th month of this Rotary year. Many clubs have already done some activities while several other clubs are about to get started. I admire the President’s harmony as we can see when one club has an activity with communities, some Club Presidents also join, other support with money and manpower, and also cheer up each other. This perfectly ďŹ ts DG.Chaivai’s intention. Besides the ‘harmony’ among Club Presidents, the harmony within each club is even more important. No activity บรรณาŕ¸˜ิภารสารŕ¸œบÂŒว‹าภารภาค can be accomplished if the President gains no support from his/her own club.
