เดือนแห่งการบริการอาชีพ Vocational Service Month

วัตถุประสงค ของโรตาร� โรตารีมีวัตถุประสงค เพื่อสนับสนุนและสงเสริมอุดมการณ แหงการบำเพ็ญประโยชน เพื่อเปนพื้นฐานของความอุตสาหะ อันมีคุณคา โดยมุงสนับสนุนและสงเสริม ขอหนึ่ง การเสริมสรางความคุนเคยระหวางสมาชิก เพื่อโอกาสในการบำเพ็ญประโยชน

โรตาร�คืออะไร โรตารี คือ องคกรของนักธุรกิจและวิชาชีพจากทั่วโลก ซึ่งบำเพ็ญ ประโยชนเพื่อ เพื่อนมนุษย สงเสริมมาตรฐานจรรยาบรรณในทุกวิชาชีพ พรอมทั้งชวยสราง ไมตรีจิต และสันติสุขในโลก

The Object of Rotary is to encourage and foster the ideal of service as a basic of worthy enterprise and, in particular, to encourage and foster : First The development of acquaintance as an opportunity for service; Second High ethical standards in business and professions, the recognition of the worthiness of all useful occupations, and the dignifyin of each Rotarian’s occupation as an opportunity to serve society : Third The application of the ideal of service in each Rotarian’s personal, business and community life : Fourth The advancement of international understanding, goodwill and peace through a world fellowship of business and professional persons united in the ideal of service.

เดือนธันวาคมที่ผานมาเปนชวงเวลาที่พวกเราหมกมุนกับกิจกรรมการสงมอบ โครงการ Global Grants กิจกรรม Rotary One Day และ กิจกรรมหาทุนของ สโมสร ขณะเดียวกันก็มีการจัดงานเลี้ยงฉลองปใหม เพื่อสรางความสุขและ เสริมสรางมิตรภาพระหวางสมาชิกในสโมสรของตนเองรวมทั้งตางสโมสรดวย ผมขอขอบคุณ สโมสรโรตารี 4 พี่นองลพบุรี คือ สร.ลพบุรี, สร.พระนารายณ ลพบุรี, สร.พระราเมศวร ลพบุรี และ สร.บานหมี่ ที่รวมแรงรวมใจกันเปนเจาภาพ จัดงาน “ผูวาพบนายกสโมสรและคณะกรรมการภาค ครั้งที่ 2 ที่ จ.ลพบุรี” ใน วันเสารที่ 22 ธันวาคมที่ผานมา ซึ่งจัดไดดีมากและถูกตองตาม Protocol ของ โรตารีที่กำหนดไวทุกประการ ผมขอขอบคุณนายกสโมสร ผูชวยผูวาการภาค คณะกรรมการภาค และคณะผูฝกอบรมทุกๆทาน ที่ไดใหความสำคัญกับงานนี้ และรวมแลกเปลี่ยนขอมูลความรูตางๆ จากประสบการณตรงและยังเสริมสราง มิตรภาพอันดีตอกันอีกดวย อีกกิจกรรมหนึ่งที่ผ านมาคือ กิจกรรมสอนทำอาหารไทย (Thai Cooking Class) สำหรับ YE Inbound เมื่อวันที่ 23 ธันวาคม 2561 ซึ่งผมไดจัดขึ้นใหกับ YE Inbound เปนปที่ 2 ในปนี้มีเด็ก YE Inbound เขารวมกวา 40 คน ทุกคนให ความสนใจและสนุกสนานกับการหัดทำอาหารไทย ผมขอขอบคุณอดีตนายก นิตยา ลักษณวิสิษฐ จาก สร.กรุงเทพบางลำพูในพระอุปถัมภฯ และทีมงานที่ได กรุณามารวมสอนทำผัดไทยมังสวิรัติใหกับนองๆ YE Inbound งาน “ผู วาพบนายกสโมสร และคณะกรรมการภาค ครั้งที่ 3 ที่ จ.สิงหบุรี” จะจัดขึ้นในวันเสารที่ 4 พฤษภาคม 2019 จะเปนงานพบปะกันเปนครั้งสุดทาย ในปบริหารนี้ โดยมี สร. สิงหบุรี รับอาสาเปนเจาภาพจัดงาน จึงขอเชิญชวน นายกสโมสร ผู ชวยผู วาการภาค คณะกรรมการภาค และ โรแทเรียนทุกทาน มารวมพบปะกันในงานนี้กันมากๆ เพื่อเสริมสรางมิตรภาพใหแนนแฟนยิ่งขึ้น ขณะนี้ผมเหลือเพียง 10 สโมสรที่ตองไปเยี่ยมอยางเปนทางการซึ่งผมคิดวา นาจะเยี่ยมเสร็จสมบูรณชวงปลายเดือนมีนาคม เนื่องจากมีงานสำคัญๆ ที่ตอง ทำในชวง 3 เดือนแรกของปนี้ สโมสรใดที่ตั้งใจจะทำ Global Grant ในปนี้อยาลืมยื่น โครงการภายในเดือน กุมภาพันธ 2562 เนื่องในโอกาสวันตรุษจีนที่กำลังจะมาถึง ผมขอถือโอกาสนี้อวยพรใหโรแทเรียน ทุกทานมีความสุข กิจการรุงเรือง ร่ำรวยๆ “ซิงเจียอยูอี่ ซิงนี้ฮวกไช”

Passed December was the time we were busy with handing over of Global Grants projects, Rotary One Day events, and individual club's own fundraising activities. At the same time, there were also New Year parties to create happiness and fellowship among club members and between clubs.

I would like to thank 4 sister clubs in Lopburi - namely RC Lopburi, RC Pranarai Lopburi, RC Praramesuan Lopburi and RC Banmi - for together being the Co-organizers of "District Governor Meets Club Presidents and District Committees #2 on Saturday 22 December 2018. The event was very well organized and correctly done according to Rotary Protocol.

I thank Club Presidents, Assistant Governors, District Committees and all Trainers for giving importance to the event, and together exchange direct experience, and built fellowship among one another.

Another passed activity was providing Thai Cooking Class to YE Inbound on 23 December 2018. I have arranged this activity for second year, and there were over 40 YE Inbound students participated. It was fun and everyone was interested in the activity. I thank PP Nittaya Luksanavisit from RC Bangkok Banglumpoo and her team for teaching vegetarian Padthai to the YE Inbounds.

"District Governor Meets Club Presidents and District Committees #3 in Singburi" on Saturday 4 May 2019 will be the last meeting in this Rotary year. RC Singburi was so kind to volunteer to be the organizer. I would like to invite Club Presidents, Assistant Governors, District Committees and Rotarians to participate in the event as many as possible to strengthen fellowship with each other.

At this moment, I only have 10 clubs left for Official Visits. I think I should be able to complete by the end of March, because I have many important matters to attend to in the first 3 months of the year.

Any clubs wish to do Global Grants projects, please do not forget to submit your applications within February 2019.

As Chinese New Year is approaching, I wish all of you to be happy, success in your careers and prosperous. "Gong Xi Fa Cai"

Dear fellow Rotarians, Vocational service can be hard to define, but it is easy to describe: It is simply the point where our Rotary lives and our professional lives intersect. When we put our Rotary ideals to work through our work, that is vocational service.

When I returned to the Bahamas after many years working in health care administration abroad, I realized that my country badly needed a modern health care facility. The resources we had at the time were out of date and inadequate, and people who were unable to travel abroad for care often did not receive the care they needed. Without the experience I had gained in the United States, I could have done nothing to change the status quo. But since I did have that experience, I was in a unique position to have an impact. I knew I could turn my professional path to good and make a career out of improving Bahamian health care.

As Rotary became part of my journey, I discovered that the words of Paul Harris that became the basis of Rotary — that shared effort knows no limitations — were also true for my vocation. I could not bring modern health care to the Bahamas alone. But through partnership, both with the doctors who eventually became my partners in Doctors Hospital and with all the dedicated staff members who worked in the hospital over the years, we could change everything. My goal became a shared goal — and then it became reality.

Rotary emphasizes the dignity of every vocation and the worth of every calling. Remember that the four founding members included no doctors or peacemakers — just an attorney, a mining engineer, a coal dealer, and a printer. From the beginning, the diversity of those vocations gave Rotary a special strength. And that diversity is reflected in our classification system, which aims to ensure that each club represents the full range of businesses and professions that serve each community Paul Harris put it this way: “Each Rotarian is the connecting link between the idealism of Rotary and his trade or profession.” It was true when he said it and should be equally true now. We only spend an hour or two a week at our Rotary meetings, but most of us spend most of our waking time at work. Through Rotary, those hours are also an opportunity for service: a chance to Be the Inspiration to those we work with, those who work for us, and the communities we serve.

มิตรโรแทเรียนที่รัก คำจำกัดความของบริการดานอาชีพนั้น อาจดูเหมือนวายาก แตก็เปนเรื่องงาย ที่จะอธิบายความหมาย นั่นคือ จุดตัดกันของอาชีพการงานของเรา และจุดที่เรา พำนักอยูนั้นมาสัมพันธตอกัน เมื่อเรานำอุดมการณโรตารีมาใชในอาชีพการงานของเรา นั่นก็คือ บริการดานอาชีพ หลังจากที่ไปทำงานดานบริหารงานสาธารณสุขในสหรัฐอเมริกานานหลายป ผมก็เดินทางกลับหมู เกาะบาฮามัส และมีความรู สึกวาประเทศบาฮามัสของผม ในขณะนั้นยังขาดแคลนสิ่งอำนวยความสะดวกดานสาธารณสุขยุคใหมเปนอยางมาก ทรัพยากรที่เรามีในขณะนั้นหมดอายุเสื่อมสภาพ และไมเพียงพอใชงาน สวนผูปวย ซึ่งไมสามารถเดินทางไปรับการรักษาในตางประเทศก็มักจะมิไดรับการดูแลรักษา เทาที่ควร ผมคงไมสามารถทำสิ่งใดเพื่อเปลี่ยนแปลงสภาวะที่เลวรายนั้นได ถาหากวา ผมไมมีประสบการณการทำงานในสหรัฐมากอน ประสบการณของผมนั้น ทำใหผม อยูในสถานะที่ดีพอที่จะสรางผลกระทบได ผมจึงทราบวา ผมสามารถใชงานอาชีพ ของผมกระทำสิ่งดีๆ และใชงานดานนี้ไปพัฒนาปรับปรุงงานดานสาธารณสุขของ บาฮามัสได ขณะที่โรตารีกลายเปนสวนหนึ่งของการเดินทางของผม ผมก็ไดพบวา ถอยคำของ ทานพอล แฮริส ซึ่งมาเปนรากฐานของโรตารี คือ “ความรวมมือกันจะไรขีดจำกัด” นั้นไดกลายเปนจริงในสายอาชีพของผมดวย ลำพังตัวผมเองไมสามารถนำเอาการ ดูแลสุขภาพสมัยใหมเขาไปในบาฮามัสเองได แตอาศัยการเปนหุนสวนทั้งกับแพทย ผูที่ตอมากลับกลายเปนหุนสวนของผมในโรงพยาบาลแพทย และรวมกับคณะทำงาน ทุกคนในโรงพยาบาลที่ทุมเททำงานกันหลายๆ ป เราก็สามารถเปลี่ยนแปลงทุกสิ่งได เปาหมายของผมจึงเปนจุดหมายรวมกัน และในเวลาตอมาก็กลายเปนความจริง โรตารีใหความสำคัญตออาชีพการงานและคุณคาของงานทุกชนิด ใหเราระลึกวา สมาชิกผูรวมกอตั้งโรตารี 4 ทานแรกนั้น ไมมีแพทย ไมมีผูสรางสันติ มีเพียงทนายความ วิศวกรเหมือง พอคาถานหิน และเจาของโรงพิมพ ตั้งแตแรกเริ่มมา สมาชิกโรตารี มีอาชีพที่หลากหลายที่สรางความเขมแข็งเปนพิเศษ ระบบจัดประเภทอาชีพของ เรานั้นสะทอนถึงความแตกตางเหลานี้ มุงหมายใหแตละสโมสรมั่นใจไดวา จะมีตัวแทน ของนักธุรกิจผูประกอบอาชีพครบทุกประเภท ที่อยูในแตละชุมชน พอล แฮริส กลาวไววา “โรแทเรียนแตละคนนั้น เปนผูนำอุดมการณของโรตารี มาเชื่อมตอกับอาชีพการงานหรือธุรกิจของเขา” คำพูดของทานเปนความจริงมาจน ถึงทุกวันนี้ พวกเรามาประชุมโรตารีกันสัปดาหละ 1-2 ชั่วโมงเทานั้น แตเราใชเวลา สวนใหญในอาชีพการงานของพวกเรา ชั่วโมงเหลานั้นคือโอกาสของเราในการให บริการบำเพ็ญประโยชน โอกาสสำหรับการรวมสรางแรงบันดาลใจ ใหแกผูที่รวมงาน กับเรา ผูที่ทำงานใหเรา และใหแกชุมชนที่เราทำงานอยูดวย

I would be willing to bet that most Rotarians remember the person who sponsored them into their Rotary club. It’s a person we will never forget and to whom we will always be grateful for sharing with us such a life-changing opportunity. Having said that, I’m not really sure most of us can pinpoint exactly when our Foundation became so important to us. It’s not quite as simple as someone inviting you to a meeting. But I have to think there was some seminal event, project, or happening - whether in your club or district, or internationally - that turned on that light for you.

ผมอยากกลาทากับทานวา โรแทเรียนเราสวนใหญยังจดจำบุคคลผู ที่แนะนำ ทานเขามาในสโมสรโรตารีไดดี เพราะเราจะไมมีวันลืมทานผูนั้น และระลึกถึงบุญคุณ ของทานเสมอที่ใหโอกาสเราไดปรับเปลี่ยนชีวิต เมื่อไดกลาวถึงเรื่องนี้ ผมไมแนใจนัก วาพวกเราสวนใหญจะจดจำไดหรือไมวา มูลนิธิโรตารีมีความสำคัญกับเราตั้งแตเมื่อใด เพราะมันไมงายเหมือนจำบุคคลผูที่เชิญเราไปเขาประชุม แตผมคิดวาคงจะตองมีงาน สัมมนาสักหนึ่งงาน โครงการบำเพ็ญประโยชนหนึ่งโครงการ หรือเหตุการณหนึ่งใด ในสโมสรของทาน ในภาคของทาน หรือในการประชุมระหวางประเทศที่ไดจุดประกาย ใหทาน

Since 1905, Rotary clubs have provided the outlet that allows Rotarians to be people of action in their communities. Our local clubs are where we live, work, and make lifelong friends, and where and how we have the most direct, visible impact on the place we call home. I firmly believe that when most Rotarians hear “Rotary International,” they think of their Rotary club.

ตั้งแตป ค.ศ.๑๙๐๕ เปนตนมา สโมสรโรตารีตางๆ ไดจัดหาชองทางเพื่อใหโรแทเรียน ไดใชปฏิบัติการในชุมชน ในสโมสรทองถิ่นที่เราพำนักอาศัย ที่เราทำงาน และมีเพื่อน สนิทมิตรสหายมาตลอดชีวิต ที่ซึ่งเรามองเห็นผลกระทบโดยตรงดุจบานของเราเอง ผมจึงเชื่อมั่นวา ยามใดที่มิตรโรแทเรียนสวนใหญไดยินคำวา โรตารีสากล ก็มักจะคิดถึง สโมสรของตนเสมอ

On the other hand, when Rotarians hear “The Rotary Foundation”, they think of the myriad humanitarian and educational projects and programs that have made the Foundation the premier foundation in our world today. It is truly the magic that brings Rotary to life for them, makes their community the world, and allows them to be global people of action.

แตในอีกดานหนึ่ง เมื่อโรแทเรียนไดยินชื่อ “มูลนิธิโรตารี” ก็มักจะคิดถึงโครงการ ตางๆ เพื่อเพื่อนมนุษยและโปรแกรมการศึกษาจำนวนมากมายที่ทำใหมูลนิธิโรตารี เปนมูลนิธิชั้นสุดยอดในโลกของเราทุกวันนี้ นี่คือมนตเสนหแทจริงที่มอบชีวิตโรตารี ใหเพื่อนมนุษย ในชุมชนโลก และยังใหโอกาสเขากลับเปนผูรวมปฏิบัติการในระดับโลก อีกดวย

ทำความดีให โลกใบนี้ ด วยการให บร�การอาชีพ

สิ่งที่สำคัญของการเปนโรแทเรียนคือ การนำความรู ความสามารถ ความเชี่ยวชาญในวิชาชีพของตน เครือขายธุรกิจ เครือขายกัลยาณมิตรของตน มาชวยเหลือสนับสนุนสรางอาชีพ ยกระดับความเชี่ยวชาญ ปลูกฝงจรรยาบรรณ จริยธรรม ในการประกอบอาชีพใหชุมชน ชนรุนใหม รวมทั้งการใหเกียรติ ยกยองผูที่ใชวิชาชีพในการชวยเหลือผูอื่นโดยไมไดหวังผลตอบแทน ซึ่งมีกิจกรรมของหลายสโมสรที่มาเลาสูกันฟง

The important objective of Serving Rotary Vocational Service Projects is we, as Rotarians bring the knowledge, skill and ability of the people in our business network to help teaching and supporting people in the community to do their occupation efficiently while at the same time helping to cultivate ethics in the society for the young generations so that they will be grown up to be good persons with good attitude of “ helping other people without expecting anything in return” i.e. “Service Above Self” which is the goal core moral of Rotary International.

Here are the pictures of the activities of our Rotary Vocational Service projects: The activities arranged by Rotary Club of Sukhumvit inviting the successful speakers to talk and tell about their experience and career objectives and ambition to many high school orphaned students in Bangkok in order to encourage them to put more attention to study English language harder since English is the very important language in the business world in Thailand, whilst Chinese language is the second important language. They were suggested by the different people from different professions such as owner of the trading company, Engineers and sportman, the sportman who later on becomes the owner of his business selling sport T shirt also share experience that he loves football and now becomes the businessman selling sport T-Shirts. They can have passion towards their career goal. They told the students to motivate themselves to go for their ambition in life with the kind support from people like us, Rotarians whom they can contact through Rotary Club of Sukhumvit at www.rotary4u.org.

The project of teaching people in the community to cook good food for their good health has been arranged by PP. Nittaya, the owner of “Nittaya Kaiyang”, an outstanding and dedicated member of Rotary Club of Bangkok Banglamphu. This project has been presented to public every year for those people who would like to do some occupation but do not know what to do then they can come and learn free of charge without any expenses from the Rotary Club of Banglamphu who work hand in hand together with Rotary Club of Pathumwan. This peoject is to help people have profession to earn for their lives.

The activity project is to help the hearing impaired students learn how to grow many kinds of plants and vegetables in order to become good agriculturers in the future. This project is very useful and meaningful to Thai people since our country is praised as the leading country in agicultural products and this project has been created to help students who cannot hear use their talent and ability to grow plants for earning which is very impressive for all. This project has been arranged by Rotary Club of Lopburi , Pranarai Lopburi and Banmi.

สรางแรงบันดาลใจใหชนรุนใหมในการประกอบอาชีพ เจาของธุรกิจ วิศวกร อาจารย พัฒนาอาชีพดานอาหารเพื่อสุขภาพ จัดโดย สโมสรโรตารี นักกีฬาอาชีพ นักสรางแรงบันดาลใจ จัดโดยสโมสรโรตารี สุขุมวิท ดูคลิปวีดีโอไดที่ กรุงเทพบางลำพู ในพระอุปถัมภฯ และสโมสรโรตารีปทุมวัน www.rotary4u.org นอกจากนี้ยังมี รายการคุยขาว.ชาวโรตารี ทาง Facebook Live เพื่อนำเสนอเรื่องราวใน อาชีพตางๆของชาวโรแทเรียน จัดโดย สโมสรโรตารีกรุงเทพ ตะวันออก และ โครงการของโรตารี ภาคอื่นๆ ที่นาสนใจ เชน สโมสร Mid Level, Hongkong เปนพี่เลี้ยงใหชนรุนใหมที่ขาดโอกาส ใหสามารถบรรลุ เปาหมายอาชีพในฝนใหเปนจริง อยาลืมสงตอและสรางแรงบันดาลใจใหผู อื่นดวยการเผยแพรโครงการบริการอาชีพของ สโมสรใน ShowCase ใน My Rotary www.rotary.org สำหรับเกณฑในการคัดเลือก 1.สโมสรที่ใหบริการอาชีพที่โดดเดน 2.การยกยองผูที่ใชวิชาชีพ ในการบำเพ็ญประโยชน ซึ่งมิใชโรแทเรียนและไมเคยรับรางวัลระดับประเทศ จะประกาศออกมา ในเร็วๆ นี้ครับ ฝกอาชีพใหเกษตรกรใหเยาวชนที่มีความบกพรอง ในการไดยิน ณ ใจฟาฟารม จัดโดยสโมสรโรตารี พระนารายณลพบุรี ลพบุรี และบานหมี่

Besides these activities organized by many Rotary Clubs in Thailand, we still have Facebook Live presented stories of people of different professions arranged by Rotary Club of Bangkok East. We also have a very interesting vocational service project shared by the Sister Club of Rotary Club of Sukhumvit, i.e. Rotary Club of Mid Level, Hong Kong. They have been sending their Rotarians whose ability and skill are super in different fields of occupations to go coaching people in their districts to create inspiration for them to earn better living for their lives. This project has been carried on many years which they are very proud of their service and that they have shared this inspired stories with us.

Every year, we arrange the competition to select the best outstanding Rotary Club and the person to be praised with honor and dignity for their good deed. These awards are with following conditions: 1. The Best Rotary Club with outstanding and distinguished Vocational Service projects 2. To praise and admire with respect to the person who is doing good in the society of Thailand without expecting anything in return and that person is neither a Rotarian nor has got any award from any other organizations before.

เหตุผลที่ควรมีการสนเทศ ในการประชุมสโมสร อน.ดร.พรชัย สาเมือง

ทานนายกและโรแทเรียนอาจตั้งคำถามวาทำไมถึงตองมีการสนเทศโรตารี และสนเทศอาชีพ ในเมื่อเรื่องของโรตารีเราก็ทราบกันดีอยูแลว ในขณะที่อาชีพ ของเพื่อนๆ ในสโมสรนั้นก็รูจักกันอยู ในฐานะประธานคณะอนุกรรมการโปรแกรมการประชุมและคลังผูบรรยายป 2561-62 ผมขอแลกเปลี่ยนมุมมอง ตอเรื่องนี้ กับทุกทานดังตอไปนี้ครับ องคกรโรตารี ก็เหมือนองคกรอื่นที่ตองมีสืบตอปรัชญาและเจตนารมณหลักขององคกร ในขณะที่ตองปรับตัวใหเขากับสถานการณที่เปลี่ยนไป เพื่อการอยูรอด แมเราจะรูกันดีวาเจตนารมณขององคกรคืออะไร แตถามวาทุกคนแปลความเหมือนกันหรือไม เขาใจเหมือนกันหรือไม คำตอบคือไม แคคำวา “ใหโดยไมหวังผล ตอบแทน” ก็ยังเปนประเด็นไดวาคืออะไรกันแน ดังนั้น การถายทอดเรื่องราวของโรตารี และขอแนะนำในการปฏิบัติที่มีการเปลี่ยนแปลงไปตามสถานการณ จึงมีความจำเปนในการปรับมุมมองระหวางสมาชิกใหเขาใกลกันมากที่สุด เพื่อสืบตอเจตนารมณขององคกร ใหสมาชิกรุนใหมและสมาชิกเกาที่ไมไดติดตาม ขาวสารไดเขาใจ ซึ่งจะชวยลดปญหาความเห็นตางในสโมสรตอกรณีตางๆ ได นอกจากนี้ กรณีศึกษาในการทำโครงการบริการชุมชนของสโมสรโรตารี ตางๆ ในโลก รูปแบบและเงื่อนไขในการทำโครงการที่โรตารีสากลแนะนำและ กำหนด ก็สามารถนำมาสนเทศกันได ซึ่งหากมีการวางแผนใหเปนระบบ การ สนเทศโรตารีก็สามารถทำไดตลอดป และเปนเครื่องมือในการสรางความเปน เอกภาพในสโมสรได อีกประการหนึ่ง สำหรับสโมสรที่มีอายุหลายๆ ป การนำเอา ประวัติของสโมสรและการทำกิจกรรมบำเพ็ญประโยชนในอดีตมาสนเทศ จะทำ ใหสมาชิกรุนใหมเขาใจสมาชิกรุนกอนและสโมสรมากขึ้น เมื่อไปรวมงานและ กิจกรรมมิตรภาพตางๆ ของโรตารี หรือการพบปะกับชุมชน สมาชิกใหมก็สามารถ พูดไดเต็มปากวาสโมสรไดทำอะไรมาบาง อันเปนการสรางความภูมิใจในการ ไดมาเปนสวนหนึ่งขององคกรและกอเกิดความรักในสโมสรมากขึ้น สำหรับการสนเทศอาชีพนั้น ตามมุมมองของผมแลว มีความจำเปนและ ควรมีอยางสม่ำเสมอ นอกเหนือจากการใหสมาชิกใหมไดนำเสนอธุรกิจ และ ฝกพูดแลว การจัดใหสมาชิกเกาๆ ไดมีโอกาสในการสนเทศดวย หลายทานอาจ แยงวา รูจักกันดีอยูแลว กินขาวกันทุกเดือนจะสนเทศอะไรอีก คำถามของผมคือ

จริงหรือที่เรารูจักธุรกิจกันดี รูจักงานของแตละคนกันดีแลว ความจริงคือการ ทำธุรกิจใหรอด ใหสำเร็จนั้นตองมีการปรับเปลี่ยนทั้งสินคา บริการ และการ บริหารจัดการตลอดเวลา ผมเชื่อวาเมื่อเรารวมกันเปนสโมสร จึงเปนโอกาส ที่สำคัญและมีประโยชนอยางมากในการแลกเปลี่ยนเรื่องราวเหลานี้ระหวางกัน ซึ่งดีกวาการไปเรียนหนังสือในมหาวิทยาลัยเสียอีก การแลกเปลี่ยนประสบการณ มุมมองในการทำงาน ปจจัยของความสำเร็จหรือวิธีแกปญหาในการทำงาน เปนความรูที่เราอาจหาไมไดในหองเรียนในมหาวิทยาลัย เพราะกวาประสบการณ จะถูกนำไปเขียนเปนกรณีศึกษาใหไดเรียนรูกันก็ลาสมัยแลว ในโลกยุคดิจิตอล การเรียนรูจากของจริงตัวจริง ซึ่งคือโรแทเรียนทั้งหลาย เปนประโยชนใกลมือ ที่ควรพิจารณา ผมเชื่อวาหากมองในมุมนี้แลว การอยูในโรตารีจะไดทั้งมิตรภาพ และความรูอยางมหาศาล ลองพิจารณากันดูครับ

Reasons for having Rotary and professional mentoring sessions in Rotary Club meeting Pornchai Samuang, DBA, PP. Sub-Committee Chair-Meeting Program and Mentors’ Data Bank

Club Presidents and Rotarians may have a question why Rotary and professional mentoring sessions are required in the weekly club meeting since the story of Rotary and the club members’ professional are known for longtime. As a chair of the Meeting Program and Mentors’ Data Bank sub-committee, I would like to share my idea on this matter for your consideration as follow.

Rotary is like other organizations that need to convey its philosophy and mission to the new members, and adjust to environmental changing, for its survival. For the Rotary’s philosophy, such as understanding the meaning of “giving without expectation for any return”, may vary among members. Therefore, conveying its clear meaning and other Rotary’s story, including the changes of recent codes of conduct to new members and old members who may have no time to monitoring the changes. Good mentoring is then importance and can adjust the different understanding on the same issue. As a result, reducing internal conflict.

In addition, the story of the service projects of other Rotary Clubs in the world, and form and obligation of the service project suggested by Rotary International also can be pick for mentoring. With the plan, the Rotary mentoring can be conducted for the whole year. It can be s tool to create unity in the organization. Another suggestion, for the clubs that in service for many years, is mentoring the story of the club and service projects in the past. It can make new members understand the club culture and old members. Whenever new members of the club join the Rotary events and meet the communities, they can say the right information on what the club has been done. It will make them proud to be a member and part of the club.

Professional mentoring program, from my perspective, is also important and should be conducted frequently. This program, in addition to giving a chance to new members to introduce their business and a stage for public-speaking training, old members should get a chance too. It may argue that old members are met every month and well-known, why needed. My argument is, are you sure that you know them well enough. In the real world of doing and making business survive need a lot of changes, such as product, price and services, and management. As a club of professional’s variety, it is a good and fruitful chance to share the story among members. It is a lot better than enroll in the university. Exchanging perspective, idea, key success factors and troubleshooting experienced is a knowledge gaining that cannot get from the class in the university. That because it takes time to write a case study. Once, the case study is published for students, such knowledge may be obsolete. In the digital age, learning from the reals, which are Rotarians, is a close-hand source that should be considered. I believe that if we look from this perspective, being a member of Rotary, you will get borderless fellowship and a lot of knowledge.

ป 2561 ไดผานไปแลว แตปแหงการ “รวมสรางแรงบันดาลใจ” ยังคงเดินหนาตออีก 6 เดือน ผวภ.นครินทรกับผม ใครขอถือโอกาสนี้กลาวขอบคุณสมาชิกโรตารี ภาค 3350 ทุกทาน ที่ได รวมกันบริจาคเงินแกมูลนิธิโรตารีในป 2561-62 นี้ ณ วันที่ 21 ธันวาคม 2561 ภาค 3350 ของเรา ไดบริ จ าคเงิ น รวมทั ้ ง สิ ้ น 440,090 เหรี ย ญสหรั ฐ (ประมาณ 14,522,970 บาท) โดย 96% เปนกองทุนประจำป (AF) ของมูลนิธิโรตารี ประกอบดวย - กองทุนประจำป – 423,449 เหรียญสหรัฐฯ (13,973,817 บาท) (96%) - กองทุนโปลิโอพลัส – 5,795 เหรียญสหรัฐฯ (191,235 บาท) (2%) - กองทุนถาวร – 1,000 เหรียญสหรัฐฯ (33,000 บาท) - กองทุนอื่นๆ – 9,846 เหรียญสหรัฐฯ (324,918 บาท) (2%)

ผมรูสึกยินดีที่จะรายงานวา ภาค 3350 ของเราไมเพียงแคประสบความสำเร็จในการบริจาคใหมูลนิธิโรตารีเทานั้น เรายังสามารถใชเงินที่บริจาคใหยังประโยชน ตอชุมชนไดดีดวย ณ วันที่ 21 ธันวาคม 2561 เรามีการขอทุนสนับสนุนโลก 52 โครงการ และทุนสนับสนุนภาค 1 โครงการ ซึ่งมีรายละเอียด ดังนี้ - รางโครงการ – 9 รายการ (17%) - สงแลว – 7 โครงการ (14%) - รอการอนุมัติ – 7 โครงการ (13%) - อนุมัติแลว – 29 โครงการ (56%) มูลคาของโครงการทั้ง 52 รายการ คิดเปนเงิน 3,202,603 เหรียญสหรัฐ (ประมาณ 105,685,899 บาท) ทุกโครงการเปนไปตามสิ่งมุงเนน 6 ดานของโรตารี โดยสวนใหญเนนดานการ “ตอสูกับโรคตางๆ” ตามรายละเอียด ดังนี้ - ดานสันติภาพ – 91,744 เหรียญสหรัฐฯ (ประมาณ 3,027,552 บาท) (3%) - ดานตอสูกับโรคตางๆ – 1,394,125 เหรียญสหรัฐฯ (ประมาณ 46,006,125 บาท) (43 %) - ดานน้ำสะอาด – 657,536 เหรียญสหรัฐฯ (ประมาณ 21,698,688 บาท) (21% ) - ดานแมและเด็ก – 141,648 เหรียญสหรัฐฯ (ประมาณ 4,674,384 บาท) (4% ) - ดานสนับสนุนการศึกษา – 253,029 เหรียญสหรัฐฯ (ประมาณ 8,349,957 บาท) (8%) - ดานพัฒนาเศรษฐกิจชุมชน – 644,090 เหรียญสหรัฐฯ (ประมาณ 21,254,970 บาท) (20% ) - โครงการทุนสนับสนุนภาค – 20,494 เหรียญสหรัฐฯ (ประมาณ 676,302 บาท) (1%) โครงการเหลานี้ไดดำเนินการใน 7 ประเทศ ไดแก - กัมพูชา – 14 โครงการ - ญี่ปุน – 1 โครงการ - เกาหลีใต – 2 โครงการ - เมียนมาร – 4 โครงการ - ไตหวัน – 4 โครงการ - ไทย – 26 โครงการ - เวียดนาม – 1 โครงการ

ผมทราบวายังมีอีกหลายสโมสรที่ยังไมเขาใจขั้นตอนหรือแนวทางในการขอทุนและดำเนินโครงการทุนสนับสนุนระดับโลก ซึ่งอาจนำไปสูปญหาขัดแยงภายใน สโมสรได

ความสำเร็จในการทำโครงการตองประกอบดวย ความโปรงใส ความรับผิดชอบ ความยั่งยืนของโครงการ และความซื่อสัตยในการดำเนินโครงการ ผมจึงขอแจงรายละเอียดแนวทางการดำเนินโครงการใหทุกทานทราบ ดังนี้ - สโมสรฯ ไดรับการรองขอความชวยเหลือจากชุมชน หรือจากสโมสรอื่นภายในประเทศหรือตางประเทศ - นำเรื่องนี้เขาพิจารณาในคณะกรรมการบริหารสโมสรเพื่อขออนุมัติใหดำเนินการตอไป - หากไดรับการอนุมัติ ทางคณะกรรมการบริหารฯ ควรตั้งคณะกรรมการดำเนินโครงการ โดยมีการแตงตั้ง ผูประสานงานหลัก หรือ ผูจัดการโครงการ และผูประสานงานรอง หลังจากนั้น คณะกรรมการโครงการจะทำการประเมินชุมชนและสงรายงานตอคณะกรรมการบริหารสโมสรเพื่อขออนุมัติให ดำเนินการตอไป - เมื่อไดรับอนุมัติในขั้นตอนนี้แลว คณะกรรมการฯ จะวางแผนในเรื่องการจัดซื้ออุปกรณ การหาผูจัดจำหนายอยางนอย 2 ราย เพื่อนำเสนอแกคณะกรรมการบริหารฯใหอนุมัติ โดยคณะกรรมการบริหารฯ ควรพิจารณาคัดเลือกผูขายที่มีพื้นฐานนาเชื่อถือและเสนอราคาที่ดีที่สุด ซึ่งอาจไมจำเปนตองถูกที่สุดก็ได - เมื่อไดทราบงบประมาณที่จำเปนตองใชในการดำเนินโครงการแลว สโมสรจะชวยกันหาแหลงเงินทุนจากทั้งภายในและตางประเทศ - ในขณะเดียวกัน ผูประสานงานหลักจะเตรียมรางโครงการสงไปยังศูนยดูแลทุนสนับสนุนของโรตารีสากล และนำโครงการนี้สงทาง on-line เมื่อมีขอมูลครบถวนแลว อันประกอบดวย • รายงานการประเมินชุมชน (1 รายงานตอ 1 สถานที่ทำโครงการ) • ใบเสนอราคาจากผูจำหนายสินคา/อุปกรณ • แผนการอบรมสำหรับโครงการทุนสนับสนุนโลก • บันทึกความเขาใจระหวางผูรับประโยชน ผูจำหนายสินคา องคกรรวม สโมสรโรตารีที่ดำเนินโครงการ และสโมสรตางประเทศที่เกี่ยวของ • จดหมายขอความชวยเหลือหรือการสนับสนุนจากผูรับประโยชน • ประวัติของผูฝกอบรม • หนังสืออนุญาตใหเขาดำเนินโครงการจากผูวาการภาคในพื้นที่ กรณีจัดโครงการนอกภาค 3350 • หนังสือจากนายกสโมสรในพื้นที่ดำเนินโครงการ กรณีจัดโครงการนอกภาค 3350 • เอกสารอื่นๆ ที่จำเปนเพื่อชวยใหเขาใจโครงการมากขึ้น - สงใบสมัครโครงการ พรอมเอกสารสนับสนุนขางตนไปยัง ศูนยดูแลทุนสนับสนุนของมูลนิธิโรตารีเพื่อใหพิจารณาอนุมัติสุดทาย หลังจากมีการอนุมัติโดยทุกฝาย ที่เกี่ยวของครบแลว - เมื่อไดรับการอนุมัติจากมูลนิธิโรตารี สโมสรสามารถเลือกผูขายสินคาที่ถูกลงได ถึงแมวาสโมสรฯ ควรเลือกผูจำหนายตั้งแตกอนสงใบสมัครแลวก็ตาม แตหาก ตองการใหไดราคาที่ถูกกวา (ซึ่งไมจำเปน) เพื่อใหสามารถใชงบประมาณไดคุมคาสูงสุด ยอมสามารถทำได ทั้งนี้ หากมีงบประมาณคงเหลือหลังจบโครงการ มากกวา 500 เหรียญสหรัฐฯ (16,500 บาท) จะตองนำสงคืนมูลนิธิโรตารี และหากมีการใชเงินมากกวาที่ขออนุมัติไวเดิม ก็จะตองมีการขออนุมัติกอนดวยทุกครั้ง ในฐานะนายกสโมสร ทานมีหนาที่ในการลงนามเอกสารตางๆ ตามกฎหมาย ดังนั้น โปรดอยาลงนามในเอกสารใดๆ ที่ทานยังไมแนใจเกี่ยวกับรายละเอียดตางๆ ในเอกสารอยางชัดเจน เพราะหากทานไดลงนามในเอกสารไปแลว ทานจะไมสามารถอางไดวา ทานไมทราบเรื่องเกี่ยวกับโครงการนั้น หรือไดไววางใจผูประสานงาน หลักไปแลว เนื่องจาก การลงนามของทานจะถือเปนการผูกมัดทาน จึงควรตรวจสอบขอมูลกอนลงนามอนุมัติกอนทุกครั้ง ผวภ.นครินทร ไดกำหนดวันประชุมใหญ ภาค 3350 เปนวันที่ 16-17 มีนาคม 2562 กระผมจึงใครขอความรวมมือใหทุกทานสงโครงการเพื่อขอทุนสนับสนุนโลก ใหเสร็จสิ้นภายในวันที่ 28 กุมภาพันธ 2562 นี้ครับ ขอใหทุกทานโชคดี

My Fellows Rotarians, 2018 is coming to an end, but “Be the Inspiration” has another 6 months to go. DG Nakarin and myself will like to take this opportunity to thank you all Rotarians in D3350, who has made their valuable contribution for 2018 – 19 to The Rotary Foundation.

As at 21 December 2018, D3350 has contributed a total giving of USD 440,090 with 96% under Annual (AF) contributed to The Rotary Foundation (TRF). Details as follows: • Annual Fund – USD 423,449 (96%) • PolioPlus Fund – USD 5,795 (2%) • Endowment Fund – USD 1,000 • Others – USD 9,846 (2%) I am glad to report that D3350 is not only doing well in our contribution to TRF, but we are also doing well in utilizing our contribution. As at 21 December 2018, we have a total of 52 projects, including 1 district grant to TRF. Detailed status of our project as follows: • Draft – 9 projects (17%) • Submitted – 7 projects (14%) • Required Authorization – 7 projects (13%) • Approved – 29 projects (56%)

The total project values of these 52 projects are at USD 3,202,603. All projects are in accordance with TRF 6 Areas of Focus, with majority under “Fighting Disease”. Detailed as follows: • Promoting Peace – USD 91,744 (3%) • Fighting Disease – USD 1,394,125 (43%) • Providing Clean Water – USD 657,536 (21%) • Saving Mother and Child – USD 141,648 (4%) • Supporting Education – USD 253,029 (8%) • Growing Local Economy – USD 644,090 (20%) • District Grant – USD 20,494 (1%) These projects are carried out in 7 countries. Details as follows: • Cambodia – 14 projects • Japan – 1 project • Korea – 2 projects • Myanmar- 4 projects • Taiwan – 4 projects • Thailand – 26 projects • Vietnam – 1 project It has brought up to my attention that many clubs do not understand the process / guidelines of implementing a global grant project, which eventually create internal conflict within the club.

The success of a global grant project are transparency, accountability, sustainability and good governance.

• Upon receiving approval, the project committee will proceed with the necessary project planning & design, including product sourcing / tender / bidding with at least 2 vendors and report to the Board for final decision / approval. The Board will consider the vendors profile, price, service level, reliability and select the most competitive, not necessary to be the cheapest to be the project vendor.

• Once the budget has been determine, the club will proceed with the necessary sourcing on project fund from your International and local contacts.

• Concurrently, the primary contact will have to prepare the project application online – Grant Center and upload the following documents (in English) online: o Community Assessment Result Report (1 report per project site) o Vendors Quotation o Training Plan for Global Grant o MOUs between beneficiaries, vendors, co-operating organization, Host and International Partners o Letter of Request from the beneficiaries o CV of the Trainers o Letter of Consent from the DG of the project sites, if it is outside D3350 vicinities o Letter from the Club President, if the project site is outside D3350 vicinities o Any other documents that will assist in the understanding of the project • The application will be submitted to The Rotary Foundation for review and approval once all concerned parties have given their authorization.

• Upon project approval, it is optional that the club to source for cheaper vendors. This is because this should be done before the application is being submitted. However, if there is a chance to further reduce (although not necessary) the price, it will result in maximizing donors funding. Any unused funds (more than USD 500) are to be returned to TRF. Any additional purchases outside the approved budget, should seek approval from TRF. As Club President, you will require to sign the legal agreement. Do not give your authorization for the acceptance of the legal agreement, if you do not understand nor verify the details of the application. Once you have given your authorization, then there is no excuse that you do not know about the project, nor you have trusted your primary contact. This is because you are legally bind and should have checked before giving your authorization.

DG Nakarin has planned D3350 District Conference on 16/17 March 2019. As such, I will urge all clubs to submit their 2018 – 19 Global Grant applications before 28 February 2019.

• Seek approval from your club Board of Directors (Board) to proceed with the project.

• If yes, the Board will assign project committees, including Primary contact – Project Manager and secondary contacts. Thereafter, project committee will proceed with the Community Assessment and report to the Board on the feasibility of carried out the project and seek final approval.

เออรลีแอคท (หนึ่งในครอบครัวโรตารี) เปนการรวมตัวกันบำเพ็ญประโยชนของเด็กที่มี อายุระหวาง 5 – 13 ป อยูในโรงเรียนระดับประถมศึกษา ซึ่งไดรับการอุปถัมภ จากสโมสรโรตารี ที่อยูในพื้นที่นั้นๆ จุดประสงคหลักของการเปนเออรลีแอคท นอกเหนือจากการสรางพื้นฐาน ในการเปนอินเตอรแรคทแลว คือเพื่อใหนักเรียน ไดรูจักและบำเพ็ญประโยชนแกชุมชน ในระดับ โรงเรียน สังคม และโลก ถือเปนการพัฒนาคนใหมีจิตอาสา ตั้งแตเด็ก ซึ่งเปนวัยที่พรอมจะ เรียนรูและซึมซับพฤติกรรมที่ดีงาม

ปจจุบัน ในภาค 3350 มีจำนวนสโมสรเออรลีแอคท 9 สโมสร ไดแก 1.สโมสรเออรลีแอคท โรงเรียนแยมจาดวิชชานุสสรณ (ซึ่งเปนสโมสรเออรลีแอคท สโมสรแรก ของภาค 3350) 2. สโมสรเออรลีแอคท โรงเรียนอำนวยศิลป ธนบุรี 3. สโมสรเออรลีแอคท โรงเรียนกำจรวิทย จ.ลพบุรี 4. สโมสรเออรลีแอคท โรงเรียนจันทศิริวิทยา 5. สโมสรเออรลีแอคท โรงเรียน วัดพระเชตุพน 6. สโมสรเออรลีแอคท โรงเรียนวัดชนะสงคราม 7. สโมสรเออรลีแอคท โรงเรียนอนุบาลหลมเกา จ.เพชรบูรณ 8. สโมสร เออรลีแอคท โรงเรียนบานไรนางาม จ.เพชรบูรณ และ 9.สโมสรเออรลีแอคท วชิราวุธวิทยาลัย

กิจกรรมหลักของสโมสรเออรลีแอคทที่ควรดำเนินการในแตละป มีจำนวน 3 กิจกรรม ไดแก 1. การบริการโรงเรียน 2. การบริการชุมชน และ 3. การเสริมสรางความ สัมพันธ กับสโมสรเออรลีแอคทในตางประเทศ ในขณะที่สโมสรโรตารีที่อุปถัมภสโมสรเออรลีแอคท จะมีสวนในการสรางความเขมแข็งใหกับสโมสรเออรลีแอคท โดยการ เยี่ยมเยียนการประชุมของสโมสรเออรลีแอคท (อยางนอย ปละ 1 ครั้ง) อีกทั้งสรางเสริมกำลังใจ และ/หรือใหการสนับสนุนกิจกรรมที่ดำเนินการโดยสโมสรเออรลีแอคท ในปนี้ คณะอนุกรรมการเออรลีแอคท ภาค 3350 มีนโยบายหลักในการสรางเสริมความเขมแข็งของสโมสรเออรลีแอคท ในภาค ดังนี้ 1. จัดอบรมคณะกรรมการบริหารสโมสรเออรลีแอคท เปนรายสโมสร ตามโรงเรียนที่มีสโมสรเออรลีแอคทจัดตั้งอยู อีกทั้งยังมีกิจกรรมเสริมนอกเหนือจากการ อบรมคณะกรรมการบริหารสโมสรฯ ไดแก ก. กิจกรรมคนหาตัวตน เปนกิจกรรมที่มุงเนนใหนักเรียนรูจักจุดแข็งและจุดที่ควรพัฒนาของตน เพื่อการพัฒนาและปรับปรุง ตนเองใหถูกจุด (จัดรวมกับสโมสรโรตารีกรุงเทพบางลำพู ในพระอุปถัมภฯ) ข. กิจกรรมศิลปะเพื่อสันติภาพ เปนกิจกรรมที่สรางสมาธิและความสงบสุขภายในใจ ผานการทำงานศิลปะ (จัดรวมกับทีมงาน Messengers of Peace – MoP ประเทศไทย) 2. การสนับสนุนใหสโมสรเออรลีแอคท แบงปนประสบการณการทำความดี ผาน Facebook Fanpage ของเออรลีแอคท ภาค 3350 เพื่อเปนการ “รวมสรางแรง บันดาลใจ” ในการบำเพ็ญประโยชนเพื่อผูอื่นตอไป

EarlyAct Sub-Committee Chair

New Year’s Greeting to all Rotarian Fellowship, EarlyAct is a school-wide service club for elementary students from ages 5 to 13. It is sponsored by one of the local Rotary clubs in the area in which the school is located. The mission and operation of EarlyAct are closely linked to the ideals of Rotary and provide the foundation and natural succession into Interact. EarlyAct provides young students the opportunity for gaining an increased awareness and knowledge of their community and the world. At a young age, all students can easily be encouraged to be caring and helpful. Their minds are open to recognize the dignity and worth of each individual which builds respect for others.

In District 3350, Rotary International. There are nine Early Act Clubs at present. They are EarlyAct Club of Yamjardvitchanusorn School (the 1st EarlyAct Club in District 3350), EarlyAct Club of Amnuay Silpa Thonburi School, EarlyAct Club of Kamjornvit School Lopburi, EarlyAct Club of Jantasirivittaya School, EarlyAct Club of Wat Prachetupon School, EarlyAct Club of Wat Chanasongkram School, EarlyAct Club of Anuban Lomkao School, EarlyAct Club of Baan Rai Na-ngam School and Early Club of Vajiravudh College.

Each EarlyAct Club’s main mission is to carry out at least three service projects annually (one for the school, one for the local community, and one to further international understanding). While the sponsored Rotary clubs reinforce their EarlyAct clubs by attending EarlyAct club’s meetings (at least once a year), appreciate and/or support their activities.

This year, two main policies from our team (EarlyAct Sub-committee District 3350, RI) are 1. Individually approach EarlyAct club through our “School Visit Program” in order to provide EarlyAct committee trainings and some extra activities that can build positive characters to EarlyAct and help them understand that they can make a positive difference. Extra activities that we’ve contributed by this time are “Finding Yourself” which is co-organized with the Rotary Club of Bangkok Banglamphu and “Art for Peace” which is co-organized with Messengers of Peace (MoP) Thailand.

2. According to the Rotary theme 2018 – 2019, “Be the Inspiration”, we encourage EarlyAct to share their actions with others via EarlyAct District 3350 Facebook Fanpage and believe that great inspiration will turn into great action.
