President, Rotary International, 2018-19 Dear fellow Rotarians, One of the things I appreciate most about serving as president of Rotary International is the people I get to meet. Much of my time is spent traveling and visiting Rotary clubs around the world. A Rotarian welcome is something quite special. But let me tell you, there’s nothing so warm as the welcomes that have been rolled out for me by Rotaractors. These are young people who are committed to Rotary ideals, who are pouring their hearts into service, and who, in the process, don’t forget to have fun.

One of the highlights of my recent travels was a trip to Ghana, where I visited a district that boasts some 60 Rotaract clubs. They aren’t satisfied with that number, though - in fact, they’re excited about a plan to double it. They’ll do it, too.

Rotaractors are vaccinating children against polio. They’re donating blood where the supply is dangerously low. They’re providing handwashing facilities to schools where children previously had no way to get clean. In short, they’re all about transformational service: carrying out projects that make a real difference in their communities.

In Nakivale, Uganda, one special Rotaract club is making a difference in its community - which happens to be a refugee settlement. These young leaders are turning what others might see as disadvantages into opportunities for service, building community and opening up new possibilities to those who are most in need of them.

In Turkey, Rotaractors are visiting children in the hospital every Wednesday to lift their spirits by playing games with them. They also are mentoring new students at their university and teaching them leadership skills.

Rotaractors are blazing the path for Rotary to be more relevant in this new century of service. And World Rotaract Week, which we’re celebrating 11-17 March, is the perfect opportunity to get to know your local Rotaractors and talk to them about how your clubs can work together. If your Rotary club doesn’t already sponsor a Rotaract club, know that you don’t need to be near a college or university to do it: Community - based Rotaract clubs are a great option. And remember that Rotaractors are part of the Rotary family.

When Rotaractors are ready to leave their Rotaract club, we don’t want them to leave that Rotary family behind. I’m asking all Rotarians to help them make the transition into a Rotary club or to start a new one: I’m happy to charter as many new clubs as we need to give everyone a place where they feel at home while making the world a little better. Service should be fun, it should be inspirational, and it should be open to all.

If there’s one thing Rotary has always excelled at, it’s diversity. In the past, that often meant diversity of profession, nationality, and outlook. We’ve made great strides when it comes to diversity of age and gender, and as we welcome more Rotaractors into our organization, we’ll become even stronger.

Rotary is powerful. Together with Rotaract, it is unstoppable. Working side by side, we have the potential to Be the Inspiration in every part of society, to every person we meet.

โรตารี ากลถือ า เรื่องน้ำดื่มน้ำใชเปน ิ่งจำเปนคู กับชี ิตม ลมนุ ยชาติ รางกายคนเราถาขาดน้ำก็ไม ามารถดำรงชี ิตอยูได ดังนั้น ัตถุประ งคของการ รางแรงบันดาลใจใ กับชุมชนและ มูบานตางๆ ที่ยังขาด น้ำดื่มน้ำใชที่ ะอาดถูก ุขอนามัยนั้น ก็ยังถือ าเปนเรื่องจำเปน คณะอนุกรรมการที่ไดรับการแตงตั้งมานี้ ไดทำ นาที่ในระยะเ ลาอัน ั้นเพียง 9 เดือน แตเราก็เชื่อ าการขับเคลื่อนในช งที่ผานมา (ป 2561 – 2562) เรา ามารถ าแน ร มเครือขายภาครัฐ ิ า กิจที่รับผิดชอบดูแลเรื่องน้ำดื่มน้ำใช ในนามของประธานคณะอนุกรรมการฯ ไดมีการประ านงานกับการประปานคร ล งซึ่งเปน น ยงานรัฐ ิ า กิจที่อยูในการกำกับดูแลของกระทร งม าดไทย ในการเขาเยี่ยมชมกระบ นการในการผลิตน้ำดิบ คือน้ำ ที่มาจากแมน้ำเจาพระยาไ ลเขา ูคลองประปา ามเ นเพื่อนำมาเปนกระบ นการในการผลิตน้ำประปา ำ รับ ประชาชนในการใชอุปโภคบริโภค ถือ ากระบ นการในการนำน้ำดิบซึ่งยังไมผานการฆาเชื้อมาเขากระบ นการ ทาง ิทยา า ตร เปนที่ยอมรับขององคการอนามัยโลก ทำใ น้ำประปาของการประปานคร ล ง ามารถดื่มได โดยมีแบรนดชื่อ าปาปา ซึ่งถือ าเปนน้ำที่มีราคาถูก ะอาด ปลอดภัย การไดเยี่ยมชมกระบ นการการผลิตน้ำประปาตั้งแตเริ่มตนจนถึงปลอยน้ำประปาออก ูบานเรือนประชาชน ทำใ คณะกรรมการฯ เชื่อ าน้ำที่นำไปอุปโภคบริโภคนั้นมีค าม ะอาดไดมาตรฐานองคการอนามัยโลก นอกจากนี้ ยังมีการเฝาระ ังโดยนัก ิทยา า ตรของการประปานคร ล งเฝาตร จ อบคุณภาพน้ำตลอด 24 ชั่ โมง จึงมั่นใจ าน้ำประปานั้นไมมี ารและ ิ่งแปลกปลอมเจือปนแนนอน ที่เราเ ็นเปนขา นั้นอาจจะมาจากทอประปา ที่ตอจาก ั จายน้ำไมมีค าม ะอาด รือถังพักน้ำในบานไมไดทำค าม ะอาดเทาที่ค รและเปดฝาทิ้งไ ทำใ มี ิ่งแปลกปลอมเขาไปในน้ำก็ทำใ น้ำนั้นไม ะอาดได นี่เปนตั อยาง นึ่งที่พบโดยทั่ ไป ดังนั้นผมจึงมีค ามเชื่อ า โม รโรตารีตางๆ ามารถที่จะประ านขอค ามร มมือในการจัดทำกิจกรรม กั บ การประปานคร ล ง โดยจะมี น ยบริก ารออกตร จเช็ ค อุ ปกรณมิเ ตอรน้ำและทอระบบน้ำ ประปา ตามบานตางๆ นอกจากนี้ก็มีการจัดกิจกรรมน้ำดื่ม ะอาดตามโรงเรียนตางๆในพื้นที่กรุงเทพฯและปริมณฑล ใน นของภูมิภาค ก็มีการประปา นภูมิภาคซึ่งกำกับดูแลโดยกระทร งม าดไทยเปนผูดูแลอีกทาง นึ่ง ในการที่จะบริการน้ำ ะอาดใ กับพี่นองในชนบท นี่คือบทบาทที่คณะอนุกรรมการน้ำดื่ม ะอาดและ ุขาภิบาล ไดดำเนินการมาเกือบ 1 ปที่ผานมา เชื่อ าทานประธานในปตอๆไปจะ ามารถนำไปตอยอดได ผมยินดีและ ัง เปนอยางยิ่ง าโครงการที่ทำจะเปนประโยชนไมมากก็นอยในการ รางแรงบันดาลใจใ กับประชาชนทั่ ๆไป ไดรูจักองคกรโรตารี และ โม รโรตารีตางๆ ในภาค 3350

Rotary International considers regarding drinking water, water is used as a necessity, along with humanity's life, even if our bodies lack water. Therefore, the purpose of inspiring the communities and villages that still lack clean drinking water, hygienic use is still considered necessary. This committee has served in a short period of just 9 months. We are able to find a network of state enterprises that are responsible for overseeing drinking water used.

On behalf of the Chairman of the Subcommittee has coordinated with the Metropolitan Waterworks Authority, which is a state-owned enterprise under supervision. Taking care of the Ministry of the Interior to visit and see the process of producing raw water is the water coming from the Chao Praya River flowing into the Samsen Canal to be used as a process for producing tap water. Process the raw water which has not been sterilized into the scientific process that is accepted by the World Health Organization for the production of tap water to the public houses. In addition, the water supply of the MWA can be consumed with a brand. Named Papa, which is considered a cheap, clean, safe water.

The committee visited the process of production of tap water from the MWA from the beginning of the process to the release of tap water to the public houses. This is also a surveillance process by scientists of the Metropolitan Waterworks Authority monitoring the water quality 24 hours a day. That the tap water does not contain any contaminated substances. For example, as we see in the news, it may come from a plumbing pipe that is not clean or the water tank in our house is not clean as it should be, and the lid is left open. Going into the water makes the water unclean.

This is a common process, so I believes that the Rotary Club can do it. Cooperation in the preparation of activities by the Authority to have unit checked out. Water meter and pipe systems, water supply systems to various homes. In addition, clean drinking water activities are organized in schools in Bangkok and its suburbs.

In addition, the Regional Waterworks is supervised by the Ministry of the Interior is another way to provide clean water to the brothers and sisters in the countryside. This is the role that I and the committee have taken almost one year ago, we believe that in the year ahead, the chairman of the subcommittee will be able to continue to build, and I am pleased and sincerely hope that the project will be of little or no benefit to inspire the public to know the organization of Rotary International and Rotary clubs in D.3350.

1. It was resolved to welcome and thank , Rotary International President 2018-19 Barry Rassin who had offered Inspirational Message to participants at the D-3350 District Conference and had assigned PDG. Dr. Ken Nakaya Rotary Club of Ashikaga East , RI District 2550 Japan as RI President’s Representative at the District Conference of D 3350 RI from 16 to 17 March 2019 at Royal Hills Golf Resort and Spa, Nakhon Nayok Thailand.

2. It was resolved to admire and thank , Rotary Ann Masako Nakaya who presented a lovely and impressive image of Rotary Family offering her Spouse support until he achieved success.

3. It was resolved to show appreciation for the speech of RI President’s Representative PDG. Dr.Ken Nakaya given at this District Conference.

He brought his 33 years of experience as a Rotarian, his vocational experience as a medical doctor, his father who was a Rotarian and a surgeon as his model, his dream to help the disadvantaged in Japan and the Philippines, contributing to a powerful speech creating inspiration to help humanity using the network of Rotary friendship to extend services by using Global Grants supported by the Rotary Foundation.

4. It was resolved to thank , The Governor of Nakhon Nayok Province who assigned his Deputy Director of Internal Security Operations Command Col. Surin Priyanuphap to join this conference and offer us insights into places of interest in Nakhon Nayok.

Report on the resolutions of Electors who have authority to represent their clubs with the right to vote in Supannikar 2 and Supannikar 3 rooms: Agenda 1: The meeting resolved to approve the appointment of three members to be the District Audit Committee for review of annual statement and district finances as follows: PDG. Suchada Ithijarukul of RC. Bangkok Vibhavadee , PDG. Prawit Rojkajonnapalai of RC. Suan Luang , PP. Somporn Vejpanich of RC. Pranakong.

Agenda 2 : The meeting resolved to utilize the five most recent past District Governors to be the nominating committee for selection of Governor nominee, as follows : 1. 16. It was resolved to thank ,PP Vanida Manakittiwipak of Rotary Club of Banglamphu ,who served as District Financial Committee (2018-19) chair with great success. And It was resolved to Approve, appointment of Thanamitr Consulting Co., Ltd. Represented by Mr. Decha Tippavang Holding the Audit License number 2426 .To be official audit firm for D 3350 for Rotary year 2018-19 with the approved remuneration of 15,000.-Baht.

17. It was resolved to approve Financial Report of Youth Exchange Committee. Presented by PP Dr. Salakjit Nopakun.

18. It was resolved to accept The Financial Report of Yongchai Suraphanthanakorn Foundation Presented by PP Issara Tangkathach.

19. It was resolved to acknowledge According to the suggestion of DGE Thanongsak Pongsri that the next District Conference for D 3350 , will be held at Ambassador City Jomtien Pattaya . Between March 21-22, 2020 by assigning AG.Sutheera Thirasan to be chair of the District Conference Organizing Committee.

อดีตประธานโรตาร�สากล พ�ชัย รัตตกุล ปาฐกถาพ�เศษ ในงานการประชุมใหญ ภาค 3350 วันเสาร ที่ 16 มีนาคม 2562 ทำไมคนที่อายุ 93 และกำลังจะขึ้น 94 ยังมายืนอยูตอ นาทานใน ันนี้ ทำไมคนอายุ 93 ยังขึ้นบนเ ที และมาคุยกับทานทั้ง ลายในเรื่องโรตารี ทานตอบได รือไม คำตอบก็คือ ั ขอที่จะพูดใน ันนี้ “แรงบันดาลใจไม ิ้น ุด” มกับคำข ัญของโรตารีที่ า Be the Inspiration ทำไมแรงบันดาลใจจึงเกิดขึ้นได ผมกลับมาคิดถึงค าม ลัง เพราะอายุขนาดนี้ค าม ลังยอมมีมาก ที่เกี่ย กับโรตารีก็มีไมนอย แมจะเคยเลามา ลาย นแล แตก็คิด า ยังมีคนอีกมากที่ยังไมเคยไดยินถึงแรงบันดาลใจในชี ิตของผมในฐานะโรแทเรียน ผมเปนโรแทเรียนมาแล 61 ป ตั้งแต ันที่ 14 พฤ ภาคม ค. .1958 ิ่งที่เปนแรงบันดาลใจใ ผมเขามาในโรตารีคือ บุคคลที่เปนโรแทเรียนในขณะนั้นล นแตเปนคนที่ประชาชนใ ค ามเคารพ นับตั้งแตพระบาท มเด็จพระปรมินทร ม าภูมิพลอดุลยเดชฯ ที่ทรงโปรดเกลารับเปนองคอุปถัมภก มาชิกของ โม รโรตารีในขณะนั้น (คือ โม รโรตารีกรุงเทพ) ก็ทำใ เกิดแรงบันดาลใจมาก เชน พระองค รรณไ ทยากร พระยา รี ิ าร าจา กรม มื่นพิทยลาภพฤฒิยากร เพิ่มเติมจาก 3 ทานนี้ก็คือ คุณดิเรก ชัยนาม , ล ง ิทธิ ยามการ , ล งประกอบนิติ าร , พระยาปรีชา นุ า น ฯลฯ ทานเ ลานี้เปนผูที่ตั้ง โม รโรตารีแ งแรกขึ้น ทำใ ผมเกิดแรงบันดาลใจขึ้นมา า โรตารีจะตองเปนของดีแน าไมแล ผูใ ญเ ลานั้นคงจะไมเขามาอยูใน งการนี้ นั่นเปน ิ่งที่ทำใ ผมเขามาเปนโรแทเรียน (ของ โม รโรตารีธนบุรี) ลังจากที่ไมมีโรตารีมา 28 ป โม รโรตารีแ งแรก (ของประเท ไทย) คือ โม รโรตารีกรุงเทพ ซึ่งกอตั้งเมื่อ 17 กันยายน ค. . 1930 ทำใ ผมเกิดแรงบันดาลใจ คิดอยากใ มีคนมาเชิญผมเปน มาชิกที่ โม รนั้น ซึ่ง นั นึ่งก็เปนค ามจริงที่ทำใ ผมมาอยูที่ โม รโรตารีกรุงเทพในปจจุบันนี้ และผมก็เปนโรแทเรียนที่ดี ในอดีต ผมมีค าม ลัง นตั มากที่เปนเรื่องของแรงบันดาลใจ เมื่อตอนจะ อบชั้น ป. 4 ขึ้น ม.1 (ระบบการ ึก าในขณะนั้น) ผม อบชั้น ป.4 ไดเปนรองที่โ ล แตเนื่องจากคนไดที่โ ลนั้นเปนลูกจีน ครูจึงไมถือ าเขาไดที่โ ล แตคนไทยอยางผมตองนับ าเปนที่โ ลแทน ผมจึงคิด าจะตองตั้งใจทำอะไร ักอยางใ คุมกับที่ครู ั่ง อนมา ทาทายใ ผมเปนคนดี เมื่ออายุ 19 บิดาของผมเกือบจะลมละลาย ทำปาไม มดเงินไปรา 3 ลานบาทใน มัยนั้น ผมมี ิ่งบันดาลใจ าจะตองช ยบิดา แมอายุเพียง 19 ป าไมแล บิดา จะตองลมจมแน ทำปาไมมา 4 – 5 ปขาดทุนไป 3 ลาน ไมมีเงินเ ลือ การ าเงินนั้นพอ าได แต าคนมาทำงาน ิ ายาก ผมจึงอา า และทำตามตั อยางที่พอเคยทำมา เ นอตั ขอทิ้งงานทุกอยางเพื่อมารับ นาที่แทนพอที่กำลังจะลมละลาย กิจการเริ่มพลิกจาก นามือเปน ลังมือ เริ่มมีกำไรขึ้นมา จน ามารถ งพี่และนองไปเรียน นัง ือ ที่ประเท อังกฤ ไดถึง 7 คนในเ ลาเดีย กัน นี่คือแรงบันดาลใจใ ทำดี ตามตั อยางที่ไดเ ็นคนดีเขาทำมากอน พฤติการณของทานทั้ง ลายที่ผมไดกลา พระนาม และนามมาขางตน ล นแตมีอุดมการณ แตผมขอยืนยัน าพ กเราที่นั่งอยูตรงนี้ ยังมีไมพอ เมื่อเทียบกับโรแทเรียน ใน มัยดั้งเดิม พรุงนี้เชา ุภาพ ตรี ัยกลางคนคน นึ่ง กับลูกทั้ง าม ซึ่งผมยังไมรูจักชื่อเลย จะมาพบผม ที่นี่ มิตรโรแทเรียนคงจะเคยไดยินชื่อของคุณยงชัยกันมาบาง พรุ งนี้ท านจะไดพบกับภรรยา และลูกๆของเขา แรงบันดาลใจของคุณยงชัย ในตำแ นงนายกรับเลือก โม รโรตารีรัง ิต คน นุมซึ่งไมไดมีเงินมากมาย อาชีพซอมจักรยานยนต บริจาคใ มูลนิธิ ยังไมถึงกับเปนพอลแฮริ ด ยซ้ำไป แตก็มีน้ำใจ ไดร มโครงการโปลิโอ พยายามพายเรือเขาไป ยอด ัคซีนปองกันโปลิโอ ตาม มูบานในคลองรัง ิต พบปะชา บานมากมาย จนใกลค่ำ กำลังจะกลับบานแล แตประตูน้ำ ของชลประทานเปดขึ้นพอดี ทำใ กระแ น้ำพัดแรงจนเรือลม คุณยงชัย ภรรยา ลูก า และเพื่อน มาชิก ร มทั้งกลอง ัคซีนจมลง แรงบันดาลใจของคุณยงชัย ซึ่งเปนคนที่ ายน้ำเกง คือค าเอา กลอง ัคซีน และลูก า ไปขึ้นฝงกอน ันมาช ย งภรรยาซึ่งอยู ใกลตลิ่งแล นำขึ้นบนบกได นเพื่อนซึ่งยังผลุบๆ โผลๆ อยู ก็ ามารถช ยขึ้นฝงไดอยางปลอดภัย ในขณะที่ไม ามารถช ยเ ลือ ตนเองไดเพราะ มดแรง แรงบันดาลใจของคุณยงชัยนั้น ูงเ ลือเกิน าอะไรเปรียบเทียบไมได พ กเรามารู ขา ในคืน ันนั้น คนที่ริเริ่มตั้งกองทุน เพื่อการ ึก าฯ นี้ คือ อผภ.ดร.อาภา ผู าการภาคในขณะนั้น เด็กๆ ทั้ง 3 คนนั้น ปจจุบันโตมากแล ผมเองก็ยังไมเคยพบ แตอยาก ใ รู าแรงบันดาลใจนั้นเปน ิ่งที่ดี ามารถดลใ เราทำไดทุกอยาง

อีกเรื่อง นึ่งที่ รางแรงบันดาลใจใ ผมคือ ในอดีต โม รโรตารีธนบุรี และ โม รโรตารีกรุงเทพ จะพาเด็กๆ ไปเที่ย ทะเลทุกป ตอนนั้นผมซึ่งยังอายุน อยอยู ไดรับมอบ มายใ ขับรถพาไปด ยคัน นึ่ง ทั้งที่ไมอยากไปเพราะ ัน ุด ัปดา ก็อยากจะอยูกับครอบครั จนคืน ัน ุกร นายกโทร ัพทมาตาม าเราขาดคน ผมจึงตองไปใน ันรุงขึ้น ตอนเชาเอารถไปรับเด็กที่บานเด็กกำพรา ขาง ลังนั่งกัน 3 คน นเด็กคน นึ่ง นาตาขี้ริ้ ตั เ ม็น ขี้มูกไ ล มานั่งขางผมดาน นา ทั้งที่อยากจะ งคนนี้ไปนั่งดาน ลัง แตพอเ ็น 3 คนขาง ลังพูดคุย นิท นมกันดี จึงตองยอมอดทน ใ นั่งไปด ยกันจนถึงพัทยา (ตอนนั้น โม รธนบุรี และ โม รกรุงเทพ มีบานอยูที่ าดจอมเทียน โม รละ 1 ลัง ซึ่งตอมาไดมอบใ YMCA แตเขาก็ขายไปเ ียแล ถายังอยูถึงปจจุบัน ราคาคงขึ้นไปเปน ลายรอยลานบาท) เมื่อไปถึงที่นั่น เด็กๆ ซึ่งไมเคยเ ็นทะเล ไดไปเลนน้ำกัน อยาง นุก นาน ในขณะที่เด็กที่นั่งขาง นามากับผม ไปนั่งอยูที่ าดทราย างจากผมรา 10 เมตร แล คอยๆเขยิบมาทีละนิดจนเกือบติดผม มีอะไรบางอยางที่ทำใ ผมคิด า เด็กคนนี้คงตองการอะไรจากผมแนๆ เปนแรงบันดาลใจที่คิด าคงไมใชเงินทอง แตเปนค ามรักจากผูใ ญคน นึ่ง ซึ่ง ากผมช ยใ เขาไดรับ ิ่งนั้น ผมเชื่อ าเราจะทำอะไร ไดอีก ลายอยางในโลกนี้ ขอเพียงใ เรา ทำใน ิ่งที่ดี ถึงเ ลากินขา ผมจึงพาเขาไป แล พาไปเลนน้ำ ผมเริ่มเกิดค ามรู ึกรักเด็กคนนี้ขึ้นมา พอตอนขากลับ เด็กคนนี้นั่ง ขาง นากับผมเ มือนเดิม แตครา นี้มานั่งชิด กับผมเลย แมไมไดพูดคุยอะไรกัน แตผมก็ดีใจที่ ามารถทำใ เขาคลายเ งา และไดรับค ามรัก เมื่อถึงบานเด็กกำพรา เด็กขาง ลัง 3 คน ิ่งกลับเขาบานไป ในขณะที่เด็กคนนี้ ยังยืนมองผมอยูทามกลางค ามมืด แล เอามือมาร บขาผมไ ผมไดยินเ ียง ะอื้น และเ ียงพูดเบาๆ า “ผมอยากมีพอ” ผมถึงกับน้ำตาไ ล คำพูดคำนี้มีค าม มายตอผม แมอายุ 93 แล แตผมไมเคยลืมคำพูดนั้น เมื่อเร็ ๆนี้ ผมก็ไดอุปการะเด็กขึ้นมาอีกคน นึ่งที่พอแมไมตองการเพราะยังไมถึงเ ลาอยากมีลูก ผมจึง ามไ และขอเปนผูดูแลเองตั้งแตเริ่มไปฝากทอง ไมใชเพราะ อยากจะไดบุญอะไร แตมีแรงบันดาลใจที่ใ ช ยชี ิตเด็กคนนี้ไ ลายทานในที่นี้ที่เคยเ ็นจะรู าเด็กชายคนนี้นารักเ ลือเกิน ผิ ละเอียด ขา ยิ้มแยมแจมใ ใครขออุมก็ใ อุม ตอนนี้อายุ 8 เดือนแล ถามีการประก ดที่ ภากาชาด ผมก็อยากจะ งเขาไป เพราะเชื่อ าเขาจะตองไดที่ 1 แน ยังมีอีกเรื่อง นึ่งคือ โม รโรตารีในประเท ไทยของเรามีคนดูแลที่ ำคัญ 2 คนคือ อดีตนายก โม รโรตารีพระโขนง ทำงานใ โรตารีในฐานะผูตร จ อบบัญชี การเงินของโรตารีในประเท ไทย ร มถึงเรื่องของ Global Grant รือเอก ารอื่นๆ ที่โรตารีตองการที่ปรึก าในดานกฎ มาย เขาช ยงานนี้มาเปนเ ลา 25 ปโดยไมรับเงินเลย และไมตองการเอา นาใดๆ แตมีแรงบันดาลใจที่จะทำ ิ่งดีๆ คือ อน.สมพร เวชพาณิชย เ ลาเกิดปญ าใดๆ ก็จะคอยแนะนำเราทุกอยาง คุณ มพรจะมาร มงานใน ันพรุงนี้ ซึ่งเปนเ ลาที่ผมจะกลับไปกอน แตมีของข ัญที่ตั้งใจนำมามอบใ เปนการขอบคุณ ขอใ ผ ภ.นครินทร ซึ่งอยู โม รเดีย กัน เปนผูมารับมอบไ แทน และอีกทาน นึ่งที่ทำงานดี เปนเจา นาที่ของ ูนยโรตารี ทำงานมา 20 ก าปแล มัยกอน ำนักงานของโรตารีอยูที่บริ ัทที่ผมทำงานเปนลูกจางเขาอยู ในเ ลา 10 ก าป เลขาของผม 4 คน ตายไปแล 3 คน ำ รับคนนี้ คุณนรเ ร ฐ ปทมานันท ามาใ ทำงานโดยไมบกพรอง รัก าเงิน รัก ากิจการ ช ยเ ลือทุก โม รทั่ ประเท ผมเ ็นเปนโอกา ดีที่จะขอเชิญใ มารับราง ัลจากผมใน ันนี้ เพื่อแ ดงออกถึงค ามมีน้ำใจของพ กเราที่มีตอคนทำงานดีๆ คือคุณดนุชา ภูมิถาวร เธอเคยบอก าตอนนี้อายุ 58 ปแล อีก 2 ปจะขอเก ียณ แตผมบอก าไมได คุณดนุชาจะเก ียณไดตอเมื่ออายุ 65 ปไปแล แตตราบใดที่ผมยังมีชี ิตอยู คุณดนุชาจะตองอยู ช ย โม รโรตารีใน ประเท ไทยตอไป “แรงบันดาลใจไมมีสิ้นสุด” ผมไมทราบ าจะอยูตอไปไดอีกกี่ป แตคนที่อายุเกือบ 94 ปมายืนอยูตรงนี้ครึ่งชั่ โมงแล มันไมใชของ างายๆ (เ ียงปรบมือดังมาก) ขอขอบคุณคนที่เปดเพลง ค ามฝนอัน ูง ุด ตอนที่ผมเดินขึ้นเ ทีมา ซึ่งเนื้อเพลงนี้จะมีอยูใน นัง ือแจกในงาน พของผมด ย เพราะผมชอบเนื้อ าของเพลงนี้ ขอใ พ กเรา ทำตามค ามฝนอัน ูง ุด ดังที่พระบาท มเด็จพระปรมินทรม าภูมิพลอดุลยเดช ไดทรงพระราชนิพนธไ (ถอดความโดย อน.ตรอง แสงสวางวัฒนะ : สร.กท สุวรรณภูมิ)

Past Rotary International President (2002-2003) Why is a 93-year-old person standing here in front of you now? Why is he on stage to talk to you about Rotary? Can you answer my question? The answer is in my topic, The Endless Inspiration, which is in line with this year’s motto.

How does inspiration come about? I will live for a few more years only, but I have a lot of past inspiration as Rotarian.

I have been born a Rotarian for 61 years since 14 May 1958. I am not young any more. What inspired me to join Rotary? The persons in Rotary are all respected by Thai people. This included our past King, HM King Rama IX, the royal patron of Rotary clubs in Thailand. There were other leading dignitaries who joined Rotary like Prince Srivisarnvaja. These people set up the first Rotary in Thailand. I was inspired by them. I feel that without inspiration they would not have set up this organization.

The first rotary in Thailand is RC Bangkok. It was born in 1930. After that, I waited to be invited to become a member of that club. Finally, I was invited to become a member there, and I have been a good member since. There is one thing that I did when I was studying in Year 4 about to move up to Year 5. I was the second to last in the class. The last one was a Chinese Thai. So, I was the last Thai in the class. I was inspired to be better.

When I was 19 years old, my father was almost bankrupted. I volunteered to help him. Logging business was not easy at that time. Finally, I volunteered my father. I told him he had done all the good things. I wanted to help him. I went into the forest to help him. That business turned over its leaf. It became profitable. We were able to send 7 family members for education overseas. All the people I have mentioned had their ideal. I think we don’t have enough ideal like them.

I talked about this many times.

Tomorrow I will meet a woman with 3 children. I don’t know her name, but she is the wife of the late PE Yongchai.

He passed away while he was still young. What inspired PE Yongchai? What inspired him to help the poor? It is our Polio Project. One day he went to a village with his wife, children and friends. Four were on the boat with a box of vaccine. They went in a boat along Rangsit Canal. They dropped the vaccine for the children. In the evening when they were about to return home while the water gate was opened, there was a lot of water rushing out. He could swim well, but he was worried about the box of vaccine and his daughter. He took both to the shore safely. He turned around to see his wife and helped her. He turned around again and saw his friend bobbing up and down the water. But his friend could swim back to the shore. He helped everyone, but he could not save himself unfortunately. His inspiration was so high incomparable to anything else. He was drowned. We knew about the news that night. Following the incident, PDG Apa set up a support fund for his family. The 3 children are now grown up, and I will meet them tomorrow. Inspiration is good when it leads to good deeds.

Another story that inspired me. About children were taken to the beach by RC. of Thonburi and RC. of Bangkok every year in the past. I was not going to go, but I was called the night before and was told that we missed a driver. I went to pick up the children at the Disabled Home. I picked up 4 of them. Three of them were in the back seat , the one sat in front with me having a cold and smelly. I had to bear that smell. (We went to Jomtien Beach in Pattaya. Rotary used to have 2 houses there but were sold later.)

At the beach that child sat close to me and tried to come closer. I thought why he had to do that. Something inspired me to think.

Why? The answer was that child probably wanted something from an adult like me. He wanted love. I thought if I could give him love, it would be fulfilling. I started to feel love for that child. On the way back, he sat very close to me in front. We did not talk, but we were happy. I was glad to help one to feel loved. When we reached the house, that child opened the car door. He stood there without moving but staring at me. Then, he used both hands to grab my legs and wept. He said he wanted to have a father. He was happy that I offered him love. I never forgot those words. It was dark, but I cried.

Recently, I have raised a child whose parents did not want him. This child is now 8 months old. If you see this child, you will see that he is very cute and if I send him for a contest, he will win for sure. This inspires me to do what I have done.

Fellow Rotarians, our clubs in Thailand have been taken care of by two person. One is rotarian from RC Prakanong , has been working for Rotary for 25 years without receiving any pay. He helped with our accounting work. This is PP Somporn Vejpanich, an auditor.

He has provided us with his accounting and legal advice. Nobody talks about him, but he has worked hard. I think there is something that inspires him to work for Rotary. I have a very nice and expensive gift to recognize him but he is not here today. May DG.Nakarin who is in the same club is accepted instead.

Another person who has been working for Rotary for 20 years and coordinated with my 3 previous secretaries. She has been working without any mistake. I’d like to invite her to receive a gift from me to recognize her dedication to Rotary - Ms. Danucha, Director of Rotary Centre in Thailand. I have a condition to Ms. Danucha. She is now 58 years old. She will retire in 2 years, but I don’t want her to retire. She will have to stay on with Rotary for a long, long time.

Fellow Rotarians, I think I have talked enough about inspiration. Inspiration inspires us to do endless good things. I am 90 years old, and I have been standing for half an hour. It’s rare to find something like this, and I must be inspired by something. Thank to the one who play the song The Impossible Dream when I walk up here. การกำ นดกฎระเบียบขอบังคับของโรตารี ากลเกี่ยวกับผูเลือกตั้ง (RI Bylaws: 16.051, 16.052 และ 16.053) กำ นดใ ทุก โม รในภาค ที่จายเงินตามระเบียบขอบังคับของโรตารี ากลอยางถูกตองกอนวันที่มีการเลือกตั้ง โดยมีผูเลือกตั้งไดอยางนอย 1 คน (คือ โม รที่มีจำนวน มาชิก ไมเกิ น 37 คนมี ผ ู เลื อ กตั ้ ง ได 1 คน) และจะเพิ ่ ม จำนวนผู เลื อ กตั ้ ง ได 1 คน ในทุ ก ๆ จำนวน มาชิ ก 25 คนที ่ เ พิ ่ ม ขึ ้ น เชน มี มาชิ ก 38-62 คน จะมีผู เลือกตั้งได 2 คน มี มาชิก 63-87 คน จะมีผู เลือกตั้งได 3 คน ฯลฯ ผู เลือกตั้ง 1 คน มี ิทธิการออกเ ียง 1 เ ียง การนับจำนวนเ ียงจึงเปน ไปตามจำนวน =ผูมี ิทธิเปนผูเลือกตั้งของ โม ร ในกรณีการออกเ ียงของผูเลือกตั้งจาก โม รในการเลือกผูวาการภาคนอมินี (District Governor-Nominee) การเลือกกรรมการ รร า ำ รับกรรมการบริ ารโรตารี ากล (Director) และ การเลือกผูแทนของภาคในการประชุม ภานิติบัญญัติ (Council on Legislation) ซึ่งจะทำการ ออกเ ียง ณ การประชุมใ ญภาค (District Conference) รือ การประชุมนิติบัญญัติภาค (District Legislation Meeting) การออกเ ียงลงมติของ ผูเลือกตั้งจาก โม รแตละแ ง จะตองลงเ ียงไปในทำนองเดียวกัน แมจะมี ิทธิการออกเ ียงมากกวา 1 เ ียงก็ตาม เชน เลือกคนเดียวกัน ความเ ็น เดียวกัน ฯลฯ จำนวนเ ียงจะเปนไปตาม ัด วนของ ิทธิพึงไดรับ ตามจำนวน มาชิกดังกลาวแลวขางตน เพื่อไมใ เกิดความ ับ นในเชิงปฏิบัติ แตละ โม รจึงเ นอผูเลือกตั้งเพียง 1 คนในการประชุมการเลือกตั้ง และนับจำนวนเ ียงตาม ิทธิของแตละ โม ร จากรายละเอียดของ ลักการ วัตถุประ งค และกฎระเบียบขอบังคับของโรตารี ากลดังที่กลาวมาแลวนั้น อาจ รุปการปฏิบัติ นาที่ของ ผูเลือกตั้ง เชน การเลือกตั้งผูวาการภาคนอมินี ดังนี้ 1. นายกและเลขา โม ร ค รรับรองผูเลือกตั้งจาก โม รอยางเปนทางการ เ นอใ ผู าการภาคกอน ันประชุมออกเ ียง โดยเฉพาะ อยางยิ่งการเ นอผูแทน (Proxy) ของผูเลือกตั้งที่ไมอาจเขารวมประชุมการเลือกตั้งได โดยตองไดรับการรับรองจากผูวาการภาค การเ นอผูแทน ผูเลือกตั้งอาจแตงตั้งจาก มาชิกใน โม ร รือ โม รอื่นในภาคได ผูแทนนั้นๆ ตองปฏิบัติ นาที่เชนเดียวกับผูเลือกตั้งอื่นๆ เชนเดียวกัน 2. ผูเลือกตั้งตอง ึก ากฎระเบียบ ขอบังคับของโรตารี ากล (RI Bylaws) และประม ลนโยบายของโรตารี ากล (Rotary Code of Policies) วาดวยเรื่อง รือตำแ นง นาที่ ความรับผิดชอบ รวมทั้งวัฒนธรรมแวดลอมของ ังคม รือกลุมคนที่จะมี ิทธิในการเลือกตั้ง การพิจารณาตองเปน ไปอยางรอบคอบ ตามวาระ ดวยเ ตุและผลอัน มควร ซึ่งอาจจะมีการปรึก า ารือ รือพิจารณาขอมูลตางๆ ภายใน โม รมากอนเปนอยางดีแลว

3. ผูเลือกตั้ง รือผูแทนที่ไดรับมอบ มาย ถือวาไดรับเกียรติอยาง ูงจาก โม รใ ปฏิบัติ นาที่ ซึ่งควรตระ นักใน นาที่และความรับ ผิดชอบ ไมควรปฏิบัติการใดๆ อันผิดจากระเบียบขอบังคับของโรตารี ากล อันอาจนำไป ูความไมยุติธรรม ความไมเ มอภาค ความแตกแยก ราวฉานระ วางมิตรภาพอันดีระ วางมวลมิตรโรแทเรียน โดยเฉพาะการปฏิบัติที่ไมเปนกลาง รือกระทำการใดๆ อันเปนขอ ามของโรตารี ากล ตามกฎระเบียบขอบังคับ (RI Bylaws 11.060) และประมวลนโยบายของโรตารี ากล (17.040.1 และ 26.060.4) ในประเด็นที่อาจเขาขายการ าเ ียง (Campaigning) ขอเ ียง (Canvassing) และ าเ ียงใ ผูใด รือกลุมใด (Electioneering) ซึ่งอาจ งผลใ เกิดการรองเรียน และขาดคุณ มบัติการ เปนผูเลือกตั้ง ตามแตกรณีได 4. ผูเลือกตั้งตองปฏิบัติตนใ เ มาะ มในระ วางการประชุมออกเ ียงเลือกตั้ง โดยไมพูดคุย รือกระทำการใดๆ ที่เขาขายการชี้นำไป ู ขอ ามของการ าเ ียง ขอเ ียง และ รวม ัวกันใ ไดเ ียง อันกอใ เกิดความไมยุติธรรมในกระบวนการเลือกตั้ง ควรใชวิจารณญาณของการเปน โรแทเรียนดวย ลักจริยธรรมตามบททด อบ ี่แนวทาง (Four-Way Test) ผลจากการประชุมเลือกตั้งผูวาการภาคนอมินี เมื่อวันที่ 16 มีนาคม 2562 ในการประชุมใ ญภาค 3350 ณ โรงแรม Royal Hills ที่ผานมา ผูเลือกตั้งทุกคนจากทุก โม ร รวมทั้งผู ังเกตการณ ปฏิบัติตนไดเ มาะ ม ทำใ การดำเนินการเพื่อพิจารณาขอกำ นด (Terms of Reference) วิธีการ รร าผูวาการภาคนอมินี เปนไปโดยเรียบรอย ซึ่งการเลือกผูวาการภาคนอมินี มี 2 วิธีการคือ 1) การเลือกโดยคณะกรรมการ รร า และ 2) การเลือกตั้งโดยใชการลงบัตรทางไปร ณีย (Ballot-by-mail) รือการลงเ ียงเลือกตั้ง ณ การประชุมใ ญภาค (Bylaws 14.020, 14.020.2) ผูเลือกตั้งจาก โม รตางๆ ไดออกเ ียง วนใ ญเกิน 90% ใ ใชวิธีการเลือกโดยคณะกรรมการ รร าผูวาการภาค อันประกอบดวยอดีตผูวา การภาคซึ่งเปนผูมีประ บการณในการทำงานในฐานะผูวาการภาคจำนวน 5 คน ในจำนวนอดีตผูวาการภาค 5 คนนั้น ตองเปนผูที่ไมเคยปฏิบัติ นาที่ เปนกรรมการ รร าผูวาการภาคนอมินีมาเกินกวา 3 ครั้ง (ตาม Code of Policies ขอที่ 17.040.2) เนื่องจากอดีตผูวาการภาคที่มี ิทธิไดรับเลือกเปนกรรมการ รร ามีจำนวนไมครบ 5 คนตามขอกำ นด ผูเลือกตั้งจึงออกเ ียงเปนเอกฉันท ใ อดีตผูวาการภาค 5 คน ุดทายปฏิบัติ นาที่เปนกรรมการ รร าผูวาการภาคนอมินี (ตาม RI Bylaws ขอ 14.020.3) ซึ่งในกรณีดังกลาวไดรับการ ยกเวนไมตองพิจารณาวาระการเปนกรรมการ รร าที่เคยปฏิบัติมากอนแตอยางใด และใ ถือเปนขอกำ นดในการปฏิบัติในการ รร าผูวาการภาค นอมินี ของภาค 3350 โรตารี ากลตอไป อดีตผูวาการภาค 5 คน ุดทายที่จะปฏิบัติ นาที่เปนคณะกรรมการ รร าจะนับตั้งแตปโรตารี 2019-2020 เปนตนไป ไดแก 1. อผภ.นครินทร รัตนกิจ ุนทร ( ผวภ ปจจุบัน) 2. อผภ.มารศี กุล ลิว 3. อผภ.เจ ัน ลิม 4. อผภ.ไชยไว พูนลาภมงคล 5. อผภ. ุรชาติ ชื่นโชค ันต

The main principle and objective of Rotary International on electors in voting for district resolution is to allow all members to participate in the election process with fairness and equality as duties and responsibilities required to obtain the most effective and suitable persons or idea to work on their activities.

Based on the RI bylaws, each club, which has already paid as required preceding the election meeting, shall have at least one elector (RI bylaws : 16.051, 16.052 and 16.053). If any club has no more than 37 members, it is entitled to one elector. Any club with a membership of more than 25 shall be entitled to one additional elector for each additional 25, or major fraction thereof, of its members. For instance, a club with 38–62 members is entitled to 2 electors, a club with 63–87 members is entitled to 3 electors etc. The vote counting depends on the numbers of electors — one vote for one elector.

In case of the selection of a governor-nominee, nominating committee for director and the district representative to the council of legislation meeting, voting shall be restricted to electors, and all votes from a club with more than one vote shall be cast for the same candidate or proposition. To avoid any potential subsequent confusion, each club shall send one elector for the election voting meeting and count the numbers of entitled votes of the club.

Regarding the details of the principle, objective and bylaws of Rotary International mentioned, it can be summarized as duties of electors, for example the election for District Governor -nominee, as follows: 1. Each club’s elector must be certified by the club president and secretary. This process includes the proxy designated for its absent elector(s), who must also be certified by the club president and secretary and obtain the consent of the District Governor prior to the meeting of voting. The proxy may include a member of its own club or a member of any club in the district in which the club is located.

2. Electors shall study and strictly abide by the rules, regularities on their duties and responsibilities, cultural society around or groups of people who are eligible in the election. Such consideration should be carefully and reasonably taken into consideration within the club in advance.

3. Electors should be proud of being honored and trusted to conduct their important duties. One should not do anything inconsistent with the regulations that lead to unfairness and inequality as well as disunity-sowing conflicts among our members’ bonds of friendship, particularly being nonaligned or do anything prohibited by the organization based on the RI bylaws (11.060) and Rotary code of policies (17.040.1 and 26.060.4) on campaigning, canvassing, and electioneering that cause complaints and being ineligible to serve as electors in any cases.

4. Electors must appropriately conduct themselves during the voting meeting by not saying or doing anything that may be associated with campaigning, canvassing, or electioneering which cause the injustice of the election process. Critical thinking of members regarding the moral code framework of the Four-Way Test should be considered and practiced.

As a result of the recent 3350 district conference voting meeting for the selection of District Governor- nominee on March 16, 2019 at Royal Hills Resort, all clubs’ electors and observers did a great job on their voting process of regulating the terms of reference for the selection methods for the District Governor- nominee. There are two methods of selection: 1) using a nominating committee or 2) Election through ballot by mail or election by voting at the district conference (RI Bylaws: 14.020 and 14.020.2).

Over 90% of the clubs’ electors voted for the use of the nominating committee for the selection of District Governor -nominee, consisting of five past district governors who have never had more than three terms serving the nominating committee members (RI code of policies, 17.040.2).

Due to the fact that no five eligible past District Governors are available, the electors then unanimously voted for the use of five recent past District Governors as the nominating committee (RI Bylaws, 14.020.3) from the years 2019–2020.

Those past District Governors are as follows: 1. PDG Nakarin Ratanakitsunthorn (DG at present) 2. PDG Marase Skunliew 3. PDG Jason Lim 4. PDG Chaivai Poonlapmongkol 5. PDG Surachat Chuenchoksan

PP.Trong Sangswangwatana RC. of Bangkok Suwanabhum Dear Fellow Rotarians, District Conference for D.3350 was held at Royal Hills Golf Resort and Spa at Nakhon Nayok Province from 16 - 17 March 2019.

Most Rotarians have attended this conference. We hope you have been impressed with the contents on the daytime sessions and enjoyed the party on evening session. The Host organizing Committee had put a lot of effort into the arrangements of this Conference.

This issue of Governor’s monthly letter has included photos of some parts of the District Conference and we will bring summaries presented by the chair of each group to include in coming letters.

Club presidents who wish to send projects for competition, be it for the District’s Honorary Cup, Best Vocational Practitioner, or fill in details for Citation, please hurry up and do it soon. Each competition has its own deadline which has been indicated in advance. Best of luck to every Club.
