เดือนกันยายนที่ผานมาพวกเราชาวโรแทเรียนไดมีโอกาสเขารวมแสดง ความยินดีกับสโมสรโรตารีกรุงเทพเนื่องในโอกาสฉลองครบรอบ 88 ป ของการกอตั้งสโมสรและเปนสโมสรโรตารีแหงแรกในประเทศไทยอีกดวย ผมขอขอบคุณนายกสโมสรรุ น 114 และโรแทเรียนที่มีส วนรวมในการ เดินธงภาค ธงสโมสรและการแสดงโชว 2 ชุดบนเวทีดวยบทเพลงยอดฮิต ในอดีต หนุมนาขาว-สาวนาเกลือ และเมดอินไทยแลนด ทำใหบรรยากาศ ในค่ำคืนนั้นมีความสุขสนุกสนานและเปนกันเอง ตองขอชื่นชมทานนายก มาลีรัตน ปลื้มจิตรชม นายกสโมสรโรตารีกรุงเทพ และทีมงานที่ไดเตรียม การจัดงานครั้งนี้ไดสงางาม เปนกันเองและประทับใจ

พระบาทสมเด็จพระปรมินทรมหาภูมิพลอดุลยเดช บรมนาถบพิตร ทรงพระกรุณาโปรดเกลาฯ รับสโมสรโรตารีในประเทศไทยไวในพระบรมราชูปถัมภ และไดทรงมีพระราชดำรัสวา “ชาวโรแทเรียน คือ ผูมีสัญลักษณและเปนตัวอยางในการเสาะแสวงหาความกาวหนาและความมั่นคง แหงมนุษยธรรม โดยหนาที่อันแสนหนักของทานทุกๆ คน ซึ่งมีธุรกิจและวิชาชีพแตกตางกัน หันมารวมมือประสานกันโดยความพยายามอยางยิ่งยวดที่จะหาวิถีทางและความมุงหมายอันพึงปฏิบัติ เพื่อแกปญหา ซึ่งมาเผชิญหนาเราในยุควิกฤตการณเชนนี้” When His Majesty King Bhumiphol Adulyadej elected to honor the Rotary Clubs of Thailand with Royal patronage in 1955, His Majesty observed, “Rotarians are ideal role models for all those seeking to better humanity.

They come from all professions, united in an effort to help solve the challenges that confront us in troubled times like these.”

งานอบรมเยาวชนผูนำโรตารีเพื่อสันติภาพ 2018 (RYLA for Peace 2018) ที่จัดขึ้นในชวง 11-14 ตุลาคมที่ผ านมาก็เปนอีกงานหนึ่งที่จัด ไดดีมากและสรางความประทับใจใหกับเยาวชนที่เขารวมอบรมทุกคน ผมขอขอบคุณ อน.ปยบุตร ธรรมขันต ประธานเยาวชนผูนำโรตารีและ คณะกรรมการจัดงานทุกทานรวมทั้งทีมโคชและผูสนับสนุน ทุกๆทาน ที่ทุมเทสรรพกำลังและใหการสนับสนุน ทำใหงานนี้ประสบความสำเร็จ อยางงดงาม ภารกิจหลักของผมในชวงที่ผานมาและอนาคตขางหนายังคงเปนการ เยี่ยมสโมสรในภาค 3350 อยางเปนทางการ ขณะนี้ผมไดเยี่ยมสโมสร มาแลว 57 สโมสรและจะเดินหนาเยี่ยมตอไปจนกวาจะครบ ขณะเดียวกันผมขอแนะนำใหสโมสรที่มีเปาหมายที่จะบริจาคเงิน เขากองทุนประจำปของมูลนิธิโรตารีสากลใหรีบดำเนินการรวบรวมเงิน บริจาคอยางนอย 5,000 ดอลลารสหรัฐเพื่อใชสิทธรับโบนัส 75% จาก ทางภาคเปน DDF ในการทำโครงการ Global Grant ในปนี้โดยดวน เพราะมีจำนวนจำกัดใครทำกอนจะไดรับสิทธิ์กอน

Passed September, we Rotarians have celebrated 88th Anniversary of the Rotary Club of Bangkok, our first Rotary club in Thailand. I thank Presidents 114 and Rotarians who participated in the Flag Parade, and 2 performances with famous songs in the past - "Noom Na Kao, Sao Na Kluea" and "Made In Thailand". That night was full of happiness, fun and entertaining. I congratulate President Maleeratna Plumchitchom, President of the Rotary Club of Bangkok, and her team for organizing such an elegant and impressive event.

"RYLA for Peace 2018" event on passed 11-14 October was another excellent and impressive event for all youth participants. I thank PP. Piyabut Thammakan, RYLA Organizing Chair, and his team as well as all the Coaches and supporters for making this event beautifully and successfully ended.

My primary duty both in the past and future is still the Official Visits to different Rotary clubs in District 3350. Until now, I have already visited 57 clubs, and will continue till completed.

At the same time, I suggest those Rotary clubs that have the goal to donate to the Annual Fund of the Rotary Foundation to hurriedly collect at least USD 5,000 in order to receive 75% DDF bonus from the District. The bonus is limited and is on the first-come-first-serve basis.

Dear fellow Rotarians, Every Thursday morning, I receive an email from the World Health Organization with an update on the status of polio eradication. It contains a wealth of information, country by country: where and how immunization campaigns are being conducted, how many millions of children are being vaccinated, and where environmental surveillance has found evidence of circulating virus. But every week, when that email appears in my inbox, my heart seems to stop for just a moment until I read the first few lines – and learn whether a child was paralyzed by wild poliovirus that week.

That, my friends, is where we are today in the work of polio eradication.

The question on my mind as I open that message isn’t how many thousands of cases we might see in a year, as we did not too long ago, or even how many hundreds. Instead, when that WHO email arrives every Thursday, the single, binary question it answers is: Was there a new case this week, or wasn’t there?

Thirty years ago, 1,000 children were paralyzed by polio every single day.

Since then, we’ve marked our progress, year by year, week by week. We’ve celebrated as country after country, region after region has been declared polio-free. As we’ve come closer and closer to our goal, and the number of cases has dropped further and further, the children those numbers reflect have become less and less of an abstraction. When I open that Thursday email, I don’t wonder what number I’ll see. I wonder, was a child paralyzed this week or not?

We are so close to eradication – but there is so much work left to do.

This month, I ask every Rotary club to help End Polio Now by marking World Polio Day on 24 October. Last year, thousands of Rotary clubs around the world held events to raise awareness and funds for polio eradication.

This year, we want to see more World Polio Day events registered than ever.

If you have an event planned, be sure to register and promote it at endpolio.org so that more people can take part. If you haven’t planned one yet, it’s not too late – visit endpolio.org to find ideas, information on this year’s livestream, and resources to help your club organize a successful event.

World Polio Day is a tremendous opportunity for clubs to highlight Rotary, and our historic work to eradicate polio, in their own communities. It is also a great way to take advantage of the challenge from the Bill & Melinda Gates Foundation: For every dollar that Rotary raises for polio eradication, the Gates Foundation will give two more. Join me, and Rotarians everywhere, on 24 October for World Polio Day – and Be the Inspiration for a polio-free world.

Since its inception in 1905, Rotary has been a champion for peace. The 1914 Rotary Convention adopted a resolution that our organization “lend its influence to the maintenance of peace among nations of the world.” Then, the 1921 convention incorporated into Rotary’s Constitution the goal to aid in the advancement of international peace and goodwill through fellowship in the Rotary ideal of service. In 1945, Rotary played a key role in forming the United Nations when almost 50 Rotarians served as delegates, advisers, or consultants at the UN charter conference in San Francisco.

Today, one of our six areas of focus is promoting peace.

Every Rotary service project, whether funded with a district grant or a global grant, has an impact on peace. It could be a peace project, a water and sanitation project, a basic education and literacy project, an economic and community development project, or a project in one of our human health-related areas – maternal and child health or disease prevention and treatment.

It really doesn’t matter. The ultimate outcome makes a positive contribution to our world by improving the quality of life for those affected, and that improvement is an element of peace.

Additionally, each year we select up to 100 professionals from around the world to be Rotary Peace Fellows who receive fellowships to study at one of our six peace centers, earning either a master’s degree or a professional development certificate in areas such as human rights, international politics, public health, and development. To date, 1,100-plus people have participated in the program, and we are beginning to see positive results.

As we look to the future, The Rotary Foundation Trustees are discussing how we can improve this program as well as all of our peace efforts so that we can achieve the maximum possible positive impact. If you would like to help, you can contribute to the Rotary Peace Centers Major Gifts Initiative and help support the next generation of peacebuilders.

To date, there are still a total of 86 clubs in D3350 who have yet to make their contribution. I will like to urge all the remaining clubs to make your kind contribution / give to TRF at your earliest convenient. Your contribution / give can be a Major Gift of USD 10,000, a Paul Harris Fellow of USD 1,000 or even a small gift of THB 1,000 (equivalent to USD 26.50).

D3350 is not only doing well in our contribution. We are also active in implementing sustainable Global Grant projects, thus ensuring that all donors contributions are being spent wisely.

As at 24 September 2018, we have a total of 36 Global Grant projects with a total project value amounting to USD 2,075,460 – THB 68,490,180. Details of these projects as follows:

การประชุมระดับนานาชาติ สำหรับโครงการเยาวชนแลกเปลี่ยน โครงการเยา ชนแลกเปลี่ยนของโรตารีเกิดขึ้นครั้งแรกในป ค. . 1927 เมื่อ โม รโรตารีนีซ ในประเท ฝรั่งเ มีการ แลกเปลี่ยนนักเรียนในกลุมประเท ยุโรปด ยกัน ตอมาในป ค. .1939 โม รในแคลิฟอรเนีย รัฐอเมริกา งนักเรียนไปแลกเปลี่ยนกับ โม รโรตารี ในกลุมละติน อเมริกา ทำใ กิจกรรมแลกเปลี่ยนเยา ชนของโรตารีเกิดการแพร ลายมา จนถึง ทุก ันนี้ ในป ค. . 1972 โรตารี ากลเ ็นชอบที่จะบรรจุใ โครงการนี้เปน นึ่งในกิจกรรมของฝายบริการ ระ างประเท เนื่องจากมี ัตถุประ งค ลักในการเ ริม รางค ามเขาใจอันดีระ างประเท คณะกรรมการบร�การเยาวชน และกอใ เกิด ันติภาพในโลก ตอมาโครงการนี้ ไดถูกจัดใ อยูในฝายบริการเยา ชนที่เกิดขึ้นใ ม และในแตละป มีจำน นนักเรียนแลกเปลี่ยนที่เขาร มโครงการไมต่ำก า 8,000 คนทั่ โลก คณะกรรมการดานเยา ชนแลกเปลี่ยนของแตละภาคในโรตารี จะมีการติดตอพูดคุยกันอยาง ม่ำเ มอ และมีการจัด ประชุมทั้งในระดับภูมิภาคและระดับโลกปละ ลายครั้ง เพื่อกอใ เกิดมิตรภาพ ค ามเขาใจอันดี และการแลกเปลี่ยน ประ บการณ ที่เปนประโยชนซึ่งกันและกัน ในการประชุมใ ญโรตารี ากลที่จัดขึ้นทุกป จะมีการจัดประชุม YEO Pre-Convention กอนการ ประชุมใ ญของโรตารีประมาณ 3-4 ันประมาณตนเดือนมิถุนายนของทุกป เปนโอกา ใ โรแทเรียนที่ทำงานในคณะกรรมการ เยา ชนแลกเปลี่ยนไดมาพบปะแลกเปลี่ยนขอมูลและพบปะพูดคุย รางมิตรภาพตอกัน

นอกจากนั้น ในระดับภูมิภาค ยังมีการจัดประชุมคณะกรรมการเยา ชนแลกเปลี่ยนเพื่อเ ริม รางค ามร มมือ ในการบริ าร จัดการโครงการในโซนของตนใ เขมแข็งยิ่งขึ้นด ย ไดแก การประชุม North America Youth Exchange Network (NAYEN) ำ รับโรตารีในประเท แคนาดา รัฐอเมริกา และเม็กซิโก ซึ่งจะจัดขึ้นประมาณตนเดือนมีนาคมของ ทุกป นประเท ในโซนยุโรปก็จะมีการจัดประชุม Europe, East Mediterranean, and Africa (EEMA) Conference ในเดือนกันยายน และในท ีปออ เตรเลีย จะมีการจัดประชุม Rotary Youth Exchange Australia’s Chairs (RYEA) ในช งเดือนกันยายน รือ ตุลาคม ของทุกปเชนกัน นในโซนเอเชีย ยังไมเคยมีการร มตั กันเพื่อจัดการประชุมระดับ ภูมิภาค แตอยางใด การประชุมระดับนานาชาตินี้ นใ ญจะมีการเชิญ ิทยากรที่เปนโรแทเรียนผูมีประ บการณมาใ แน คิดเกี่ย กับ การบริ ารจัดการโครงการเยา ชนแลกเปลี่ยนอยางมีประ ิทธิภาพ แน ทางการแกปญ าเกี่ย กับการดูแลเยา ชน การจัด การกับค ามเ ี่ยงที่อาจเกิดขึ้น กฎระเบียบ ขอบังคับตางๆ ขอเ นอแนะเพื่อปรับปรุงโครงการ ตลอดจน ถิติขอมูลจากการ ตอบแบบ อบถามของนักเรียนผูเขาร มโครงการจากทุกประเท ซึ่งเจา นาที่จากโรตารี ากลที่ดูแลงานดานนี้จะมาใ ขอมูล รายละเอียด ทำใ คณะกรรมการผูเกี่ย ของ ามารถนำไปปรับปรุงโครงการใ มีคุณภาพและมีประ ิทธิภาพยิ่งขึ้น นอกจากนั้น ยังมีการประชุมกลุมยอยในแตละ องตาม ั ขอที่นา นใจ อาทิ การแกไขปญ านักเรียนที่เกิดอาการคิดถึงบาน ปญ าการ ปรับตั ใ เขากับ ัฒนธรรม ที่แตกตาง การอบรมที่ปรึก าในระดับ โม ร การอบรมนักเรียน Inbound / Outbound ผูปกครอง อาจารยที่ปรึก า รือระบบการประกัน ุขภาพที่มี มาตรฐาน ซึ่งทุก ั ขอมีค าม ำคัญอยางยิ่งในการบริ าร จัดการ โครงการเยา ชนแลกเปลี่ยนใ เ มาะ มและมีคุณภาพ ูง ุด ขอมูลเ ลานี้จะมีการถายทอด ใ แกคณะกรรมการ โครงการฯ ที่ไมไดไปร มประชุมทราบ ลังการประชุมเ ร็จ ิ้นลง ทั้งนี้ เพื่อใ การปฏิบัติงานมีมาตรฐานและเปนไปใน ทิ ทางเดีย กัน ทั่ โลก จะเ ็นไดชัดวาโครงการเยาวชนแลกเปลี่ยนของโรตารีมีการบริ ารจัดการอยางเปนระบบและ มีประ ิทธิภาพ ทำใ ทุกๆ ป เยาวชนที่เขารวม โครงการและผูปกครองมีความพึงพอใจในโครงการนี้คอนขาง ูง ทำใ โครงการเยาวชนแลกเปลี่ยนของโรตารีเปนที่รูจักอยางกวางขวาง ามารถพัฒนา เยาวชนในแตละประเทศที่เขารวม โครงการใ ามารถเติบโตเปนผู ใ ญที่มีศักยภาพ มีโลกทัศนกวางไกล มีภาวะผู นำ และเปนทูต ันถวไมตรีที่ ราง ันติภาพ ระ วางประเทศไดตามปณิธานของโรตารีกวา 90 ปที่ผานมา

Rotary Youth Exchange International Conferences PP.Dr.Salakjit Nopakun District Youth Service Committee

The Rotary Youth Exchange Program started in 1927 when Rotary Club of Nice, France exchanged its students with another club in Europe. Then in 1939, a Rotary club in California began exchanging students with some Rotary clubs in Latin America. The youth exchange activities began to flourish from then on, and in 1972, Rotary International adopted the Y.E. activity to be one of the International Service programs since its main objectives are to build relationship and promote peace between the countries of exchange. Today it is listed under the Youth Service programs with more than 8,000 participating exchange students each year.

The Youth Exchange Committees (YEC) in each district of Rotary meet frequently at both regional and international conferences held throughout the year. These conferences are organized to create mutual understanding, friendship, knowledge and experience sharing among the Rotarians who serve on the YE committee of their individual country. A few days prior to the Rotary International Convention each year, there is a YEO Pre-Convention where the YE officers gather in early June to meet and exchange useful information about YE program.

At regional level, there are conferences such as the North American Youth Exchange Network (NAYEN) Conference held in March for YE committees in Canada, USA, and Mexico. In September, YEOs can attend Europe, East Mediterranean and Africa (EEMA) Conference; whereas, in September or October, Australian YEOS will meet at the Rotary Youth Exchange Australia’s Chairs (RYEA) Conference. However, there has not been any attempt to organize the YEO conference in Asian zone yet.

The meetings at the regional and international level have a similar structured program with guest speakers who are knowledgeable and have several years of experience as YEOs. They come to share their ideas and provide useful guidelines on how to manage the Youth Exchange Program. The information provided at these conferences include how to solve student problems, YE rules and regulations, best practice in Inbound/Outbound, host family, club counselors orientations, risk management as well as statistics and feedback from students who have participated in YE program presented by an R.I. Officer from the youth exchange department. All the information at the conference will be summarized to the rest of the YEOs in each country once the conference is over so that everyone working for YE program will try to follow the same practice. These regional and international YE conferences strengthen the YE program to be more organized and efficient resulting in the high satisfaction of students and parents who participate in the program each year.

It is also one of the most recognized programs under Rotary that has fostered our youth to become global citizens, young leaders and ambassadors who promote peace around the world according the vision and mission of Rotary for more than 90 years.

The Rotary Club shall be sustainable if the Rotary Community Corps has become as the one family with us Rotary Community Corps are the group of people in community who have dedicated themselves to their own community and locality. The main objective of the Rotary Community Corps is the development of people, career, community, self-reliant in the community as well as benevolence providing for the people and community where it is correspond with the Rotary Club’s Common benefits beyond him/herself Service Ideals. To be strong and continuously sustainable, The Rotary Club has to depend upon the Rotary Community Corps to become as a member of the warm hearted Rotary Family. Selection of the Rotary Community Corps must be based on a strong community, self-reliance and dedicated members who are charitable for the collective. The Rotarians have high potential and shall be able to support their proceeding but there are limits to their time and physical strength. At the same time, the Rotary Community Corps may have physical strength and service mind but having of limited budget.

Would it be better? If the Rotary Club and the Rotary Community Corps shall be hold on together as the same family. Then, we become the most perfect family that is ready in every aspect such as budget, knowledge, strength, spirit and service mind to carry out the services and create changes in the community and locality sustainable.

Currently, Thailand has the law supported social welfare work, namely the Social Welfare Promotion Act 2003 (2546 B.E.) which the law has certified the work of social welfare in all districts. Any one of the Rotary Club which already has its own group of the Rotary Community Corps in patronage and having ability to promote and support the Rotary Community Corps where may request for approval of a Social Welfare Organization in accordance with the law. This shall result in certification of legal status and can apply for various funds supporting for projects and gain the rights specified by law as well.

ปญ าเรื่อง มาชิกภาพนั้นเปนปญ าที่ตองไดรับการแกไขอยางเรงดวน เพราะ าก โม รตาง ๆ ไม ามารถเติบโตและรัก า มาชิกเอาไวไดแลวนั้น โรตารีก็คงไม ามารถ อยูรอดไดอยางแนนอน ทายที่ ุดแลวโรตารีจะเปนเพียงแคผลรวมของ นวยที่เล็กที่ ุดเทานั้น ซึ่งนั่นก็คือ มาชิกแตละทานนั่นเอง ในปโรตารีนี้เปนปแ งการ รางแรงบันดาลใจ (Be the Inspiration) และในชวงนี้ก็เปนชวงที่ทานผูวาการภาคกำลังเดิน ายออกเยี่ยม โม รตาง ๆ อยางเปนทางการ ซึ่งทานก็ไดพยายามเนนย้ำกับทุก โม รใ เ ็นถึงความ ำคัญของ มาชิกภาพ และความจำเปนที่จะตองพัฒนา มาชิกภาพอยางเปนรูปธรรม เมื่อวันที่ 19 ิง าคมที่ผานมา คณะกรรมการพัฒนา มาชิกภาพไดจัดการอบรมพัฒนา มาชิกภาพขึ้นเปนครั้งแรกในปโรตารีนี้ โดยมีโรแทเรียนเขารวมการอบรม ทั้ง ิ้น 170 ทาน าระ ำคัญของการอบรมในครั้งนี้คือ การเนนย้ำธรรมนูญ โม รฯ และออกแบบขอบังคับของ โม รฯใ มีความยืด ยุน เพื่อ รางความรูความเขาใจอันดี ใ แกผู เขารวมอบรม อีกทั้งยังมีการจูงใจใ ผู เขารวมเล็งเ ็นถึงความ ำคัญของการรัก า มาชิกภาพ และเพิ่มจำนวน มาชิกผานการ รางความยืด ยุ นในแนวทาง ปฏิบัติเกี่ยวกับ มาชิกภาพและการประชุม ซึ่ง ากแนวทางการปฏิบัติของ โม รตางๆ มีความยืด ยุนในระดับที่เ มาะ มและ อดคลองกับวัฒนธรรมของ โม รนั้น ๆ แลว การพัฒนา มาชิกภาพก็จะ ามารถดำเนินไปไดอยางมีประ ิทธิภาพยิ่งขึ้น ำ รับความ ำเร็จของการจัดอบรมครั้งที่ผานมานั้น ผมขอใชพื้นที่นี้ในการขอบคุณทานผูชวยผูวาการภาค นยก.อวยพร บุญทะโก และทานผูชวยผูวาการภาค ชัญญากร วั ดิ์วนิช ที่ไดชวยกันประ านงานในการจัดการอบรมใ เปนไปไดอยางราบรื่น รวมถึงตองขอขอบคุณ โม รโรตารีกรุงเทพ นวมินทร ที่ไดรับอา าเปนเจาภาพ ในการจัดการอบรมครั้งที่ผานมา นอกเ นือจากการจัดการอบรมเมื่อเดือน ิง าคมแลว เมื่อวันที่ 15 กันยายน คณะกรรมการพัฒนา มาชิกภาพก็ไดจัดใ มีการประชุม ัมมนาเชิงปฏิบัติการขึ้น เพื่อเปน การตอยอดจากการอบรมในเดือนกอน ในการประชุม ัมมนาครั้งนี้กรรมการพัฒนา มาชิกภาพและผูชวยผูวาการภาคไดรับการเชิญใ เขารวมการประชุม โดยมีนายก โม ร และประธาน มาชิกภาพจาก โม รตาง ๆ เขารวม ังเกตการณดวย โดยการประชุมในครั้งนี้ครอบคลุมทั้ง ิ้น 6 ัวขอ ดังนี้ 1. Flexible membership ทานคิดวาแนวคิดนี้ ามารถรัก า มาชิกภาพและเพิ่มจำนวน มาชิกได รือไม ทานคิดวาแนวคิดนี้ ามารถนำมาประยุกตใชใ เ ็นผลอยางเปนรูปธรรมไดอยางไร 2. การพัฒนา มาชิกภาพใ ไดผลนั้นจำเปนตองไดรับค ามร มมือจากทุกฝายที่เกี่ย ของ การทำงานอยาง อดประ านกันเปนระบบจะทำใ เกิดการผนึกกำลัง (synergy) ซึ่งจะทำใ การพัฒนา มาชิกภาพเ ็นผลเปนรูปธรรมชัดเจนร ดเร็ ยิ่งขึ้น เพื่อใ การพัฒนา มาชิกภาพมีค ามกา นาอยางทั่ ถึง คณะกรรมการพัฒนา มาชิกภาพได างแผนที่จะนำการฝกอบรมและการประชุมเชิงปฏิบัติการตางๆ ลง ูพื้นที่อื่น ๆ นอกกรุงเทพม านคร เพื่อเปดโอกา ใ แก โม รโรตารีตางๆ ไดเขาร มกิจกรรม งเ ริมการพัฒนา มาชิกภาพ การจัดกิจกรรมในครั้งตอไปจะเปน การจัดกิจกรรมในลัก ณะ “การประชุมระ างเมือง (intercity meeting)” โดยจะจัดขึ้นในช งปลายเดือนตุลาคมถึงตนเดือนพฤ จิกายนที่จัง ัด ิง บุรี นอกจากนี้คณะกรรมการพัฒนา มาชิกภาพยังมีแผนที่จะจัดโปรแกรมดึงดูด มาชิกใ ม (Attraction Program) ขึ้นโดยไดรับเกียรติจาก มาชิกอา ุโ ทาน นึ่ง มาเปน ิทยากรพูดคุยแบงปนค ามรูและประ บการณของการเปนโรแทเรียนมาเปนเ ลาก า 54 ป ใ ทั้ง มาชิกใ มและ มาชิกมุง ังฟง าทาน ไดอะไรจากการเปน โรแทเรียนและทานไดใ อะไรกับโรตารีบาง เพื่อเปนการ รางค ามเขาใจอันดีเกี่ย กับโรตารีและการเปนโรแทเรียน อีกทั้งยังเปนการ รางแรงบันดาลใจใ แก มาชิก มุง ังอีกด ย ในงานดังกลา ยังจะมีการนำเ นอ ิดีทั นเกี่ย กับโครงการตางๆ ที่โรตารีทั้งในประเท ไทยและตางประเท ไดทำเพื่อเปนการบำเพ็ญประโยชน แก ังคม โดยมีเปา มายผูเขาร มงานจำน นประมาณ 300 ทาน ผม ังเปนอยางยิ่ง าการจัดกิจกรรมดังกลา จะไดรับค าม นับ นุนและร มมือจากทุก โม รเปนอยางดี ดังที่ผมไดเคยกลา เอาไ แล าการรัก าและเพิ่ม มาชิกภาพเปน นาที่ของโรแทเรียนทุกทาน ดังที่เคยไดกลา กับทานเอาไ แล ในโอกา กอน นานี้ าในปโรตารี 2018-19 นี้ คณะกรรมการพัฒนา มาชิกภาพมีค ามตั้งใจที่จะทำงานเชิงรุก และด ยค าม ร มมือจากทุกภาค นที่เกี่ย ของ ภาคไดทำการเพิ่ม มาชิกใ มแล ก า 89 ทานในเดือน ิง าคมที่ผานมา และไดกอตั้ง โม รใ มอีก 2 โม ร ซึ่งไดรับชารเตอร เมื่อ ันที่ 18 ิง าคม และ 19 กันยายน 2018 โดย ากนับร ม มาชิกกอตั้งของทั้ง 2 โม รใ มแล ภาคไดเพิ่มจำน น มาชิกไปแล ก า 102 ทาน ณ ันที่ 19 กันยายน 2018 ซึ่งเปนค ามกา นาที่นาพึงพอใจอยางยิ่ง อยางไรก็ดี ภาคมีแผนที่จะเพิ่มจำน น มาชิกใ ได 350 ทานภายใน ิ้นปโรตารีนี้ และที่ ำคัญไมนอยไปก าการ เพิ่ม มาชิกใ มคือการรัก า มาชิกปจจุบัน ซึ่งนับเปน ินทรัพยอันทรงคาของโรตารี ผมจึงขอฝากค ามตั้งใจนี้เอาไ กับคณะกรรมการบริ ารของทุก โม ร และขอ เชิญช นใ ทุกทานร มกันทำปโรตารีนี้ใ เปนปที่นาจดจำของการพัฒนา มาชิกภาพ ผม ัง าเปนอยางยิ่ง าเมื่อปโรตารีนี้ ิ้น ุดลง ผมจะ ามารถรายงานใ ทาน ทราบ าเราไดบรรลุเปา มายในการเพิ่ม มาชิก 350 ทานตามที่ได างแผนเอาไ ตั้งแตตนป

Membership is a pressing challenge faced by Rotary. Unless clubs can maintain their members and recruit new ones Rotary will eventually die out. After all, Rotary is nothing but a collective of Rotarians.

With “Be the Inspiration” being this year’s theme, the District Governor is making official club visits in a bid to bring inspiration to every club and its members. Through inspiration the District hopes membership will improve.

On 19 August, the District Membership Committee held the year’s first membership seminar attended by 170 Rotarians. The seminar focused on the regulations and by-laws of Rotary International in an effort to familiarise participants with the Rotary ways and its current state. In addition to this, the seminar also discussed the importance of member retention and recruitment, and how clubs could use their understanding of the regulations and by-laws to create a more flexible environment in which they could retain their members and recruit new ones.

Taking this opportunity I would like to thank Assistant Governor CP Auyporn Boontako and Assistant Governor Chanyakorn Sawadvanich whom have worked tirelessly to arrange the seminar, and the Rotary Club of Bangkok Nawamin for hosting the seminar.

On 15 September, the District Membership Committee held a workshop-style conference for Assistant District Governors, built on the success of the membership seminar, with Club Presidents and Club Membership Chairs participating as observers. The conference focused these six topics: 1. Flexible membership Do you think this concept can help retain members and recruit new ones?

How do you think the concept should be applied?

2. Flexible club meeting Do you think this concept can help retain members and recruit new ones?

How do you think the concept should be applied?

3. Intercity meeting Do you think this concept can help retain members and recruit new ones?

4. Do activities such as Rotary One Day and RCC help with member retention and recruitment?

5. Do you agree with the saying “It is time to eliminate the barrier to member retention and recruitment.”?

What do you think this barrier is and how do we eliminate it?

6. If you were the District Governor, what would be your membership strategy and how would you implement it?

The conference was attended by 27 Assistant Governors and just under 50 Club Presidents, Club Membership Charis, and Rotarians.

It was unfortunate that not more Assistant Governors participated owing to timetable clash.

Membership development is a concern for all Rotarians and only through working together systematically can we achieve the synergy required to see the development through.

In order to ensure that development is facilitated throughout the district, the District Membership Committee is planning intercity meetings with an emphasis on membership development. The first in a series of intercity meetings will be held in Singburi province towards the end of October or early November.

Another programme which the District Membership Committee has planned is the Attraction Programme. The programme is designed to inspire new members and prospective members alike. I am pleased to tell you that a senior Rotarian has accepted our invitation to speak at the program where he will share his Rotary stories and experience as a Rotary veteran, having joined Rotary 54 years ago. Also at the program, participants will learn about community service projects run by Rotary both in Thailand and abroad. Some 300 participants are expected to attend the program.

As mentioned earlier in the year, the District Membership Committee intends to work proactively to achieve its targets. As of August we have already recruited 89 additional Rotarians and founded two additional clubs, both of which received their respective charter on 18 August and 19 September. With the charter members of these two new clubs included, the District has so far recruited 102 Rotarians as of 19 September – a milestone we are proud of. At this rate we hope to achieve our target recruitment of 350 Rotarians by the end of the year.

Of equal importance is member retention. The District Membership Committee is determined to improve member retention in all clubs and asks that every management gives retention the effort it requires. Let’s make this a year to remember for membership development.

Global Grant GG1743427: Prototype Brain-Based Learning Hospitals Brain-Based Learning means that we provide the best learning opportunities for each stage of the developing brain. How do babies and young children learn? The Early brain development is the foundation of human adaptability. The early treatment will be a window of opportunity for parents, caregivers, and communities, and have a huge effect on children’s chances for achievement, success, and happiness. The human brain begins developing between the first and second week of fetal development. The developing embryo has formed a neural groove, which is the foundation for the brain structure. By the time the baby is born, his brain will have over 100 billion neurons.

Area of focus: Mother and Child Care Project amount 55,300 USD The Grant's objectives are as follows: 1. To create a Prototype training hospitals in using the Brain - Based Learning Theory.

2. To develop a Parent School curriculum and child care program for parent, doctors and nurses.

3. To produce training equipment: video CD, handbooks, booklets, brochures etc.

4. To provide training materials: Hardware, software, multi-media player, projector, etc., using in a training process.

5. To train doctors and nurses as trainers of Parent School Curriculum.

6. To instruct parent by using Parent School curriculum how importance of safe pregnancy.

7. To reduce the amount of disabled babies and mortality rate at birth caused by careless or non-experienced parents.

Project Activities: 1. To produce Parent School curriculum and child care program.

2. To produce handbooks, brochures, booklets and video CD. 3. To provide training materials.

4. To train doctors, nurses and parents.

One another important session that should be always included in the agenda is: “Rotary Information” which would takes only 3-5 minutes.

Should any member may doubts about any Rotary issue, the Club is able to provide accurate and clear information to those who question.

What if there is no new Rotary Information in the week? It would be the good time to invite a member to speak about his/her own career or business, called “Vocational Information”. To have “Rotary Information” session includes in each meeting would benefit and yield good image of your Club. It shows that your meets the standard suggest by Rotary International.

Do Your Club always have Rotary Information Session? We wish to convince all Club to arrange one. Should you have any question, please feel free to reach me.
