Our journey began in 2014 with the evaluation and public outreach of our aquatic facilities in Blanchette Park, McNair Park and Wapelhorst Park. Throughout the process to complete a comprehensive plan, we appreciated all the suggestions, feedback and support for aquatics in the City of St. Charles. We were proud to present the final Comprehensive Plan in March of 2015 which led to the next step of the future of aquatics in St. Charles. Last Spring, we were pleased to present a package of improvements to many parks and recreation facilities including aquatics as part of Prop P for Parks and Stormwater. Through many visits to local organizations, ward meetings, and community events, we met wonderful residents with many ideas and additional suggestions to help improve our community. Your feedback and involvement throughout the entire process leading to the onceptual apelhorst August 2nd election is a great devotion for your community and is inspirational to Parks and Recreation Board and Staff. Thank you for your commitment to the City of St. Charles and Parks and Recreation!

What’s been happening since the August 2nd election? We have been pressing forward because “If it’s happening, it’s happening in St. Charles!”
C onceptual B lanchette A quatic F acility
Wapelhorst and Blanchette Aquatic Facilities are now in the process of being designed and engineered from the conceptual drawings we shared with you over the last few months. Kimley-Horn and Associates in conjunction with Counsilman-Hunsaker are under contract and we will be spending the winter diving into the details of layout, design, site amenities, slides, filtration systems, pumps, motors, ADA, spray grounds, shade structures, and multi passenger rides just to give you an idea. Our goal is to place the two facilities out to bid for construction before the end of the first quarter in 2017. We understand you love your aquatic facilities and are ready to get swimming now. We will keep you informed of our progress and always give us a call if you have a question.
Although not part of the Prop P projects list, McNair Aquatic Facility is receiving some TLC this winter, too. The pumps and motors keeping the water moving and clean will be refurbished, areas of the concrete deck will be fixed or replaced and repairs to the water slide, to name a few maintenance items, so we are ready for the 2017 swimming season. Playground research for replacement has begun for 6 play areas. A properly designed play environment challenges all children, provides them with opportunities to learn and fail (safely) while building strength, agility, balance, coordination, socialization and self-image. We are excited new playgrounds are a part of Prop P Parks Projects as children need to spend more time outdoors than in front of a screen. In the Spring of 2017, we will be providing more information about playground designs and timeline of replacement.

There are planned improvements for several athletic fields around the City. Projects include replacing field lights, dugout covers, enhanced playing surfaces or adding new lights to an existing facility. All of these amenities will boost your experience while playing a variety of sports in St. Charles.

UPDATES AROUND THE PARKS
Every year the St. Charles Parks and Recreation Department makes park improvements by upgrading or adding new amenities to existing park facilities. In addition to projects identified to be completed through the Prop P initiative the following park improvements are planned for 2017.
• Wapelhorst Park Gould Building: Decking materials and hand railing will be replaced to the Gould Building's outdoor deck. The project is planned to be completed by April 1st, 2017. Some minor accommodations by the Gould Deck at Wapelhorst Park public will be necessary to complete the work. • DuSable Dog Park: Amenities including an additional shade structure, agility amenities, and drainage improvements are planned to be completed in several phases over the course of the year. • Fountain Lakes Parking Lot Repair: The parking lot located at Fountain Lakes North adjacent to Kluesner Lake will be repaired. The entrance to Fountain Lakes South near Moore Lake will be improved by installing a new apron to the entrance of the parking lot. • Pond Aeration Projects: Aeration systems to ponds will be installed at Fox Hill Park, Wapelhorst Park and Vogt Brothers Park. • Blanchette Landing: The gazebo will be updated and reroofed.

RANGER SERGEANT: David Ingle
David is a law enforcement professional with over 20 years of service. He graduated from Southeast Missouri State University with degrees in criminal justice and military science. After serving in the United States Army achieving the rank of Captain, he entered into civilian law enforcement in 1993. During his service, David achieved the rank of Chief and has served in a command role the last 51/2 years. Upon being given the opportunity to serve with the Ranger Division at the St. Charles Parks and Recreation Department he hopes he can help improve upon the mission statement and provide a safe atmosphere for the citizens and employees of the City of St. Charles. David and his wife Stacy along with their 6 children are excited to be a part of the St. Charles Family.

ADMINISTRATIVE ASSISTANT: Marsha Adams
Hello, my name is Marsha Adams and I was thrilled when offered the Administrative Assistant position for the St. Charles Parks and Recreation Department back in May, 2016! I've been very privileged to have the opportunity to live near and utilize City Parks most of my life. Our family actually got to live in a Missouri State Park for a few months and we have very fond memories of that time. Since moving to St. Charles, 15 years ago, I've volunteered for Missouri State Parks and St. Charles County Parks. My goal is to share information regarding programs, facilities and answer questions that citizens may have, so that they can enjoy everything our beautiful City Parks have to offer.
RANGER SERGEANT: Christina Young
Christina was commissioned as a law enforcement officer in 1998, following her training at the St. Louis City Police Academy. Christina is a graduate of Maryville University with a Bachelor's Degree in Psychology and Criminology. Throughout her years of service, Christina has been the recipient of numerous awards for service, including the Medal of Valor, Distinguished Service Citation for Valor and Life Saving Awards. Christina enjoys her duties as a law enforcement professional, as well as the opportunity to assist in providing a safe and enriching environment for park visitors.

This active learning program affiliated with the US-ITF teaches self-discipline, self-defense and builds self-esteem. It encourages the development of positive character traits such as courtesy, integrity, perseverance, self-control and indomitable spirit. This is a year-round program that is offered in monthly sessions and held every Tuesday and Thursday. No previous experience necessary and new students are always welcome. MISSOURI FOR MONARCHS NEW POLLINATOR AREA AT MCNAIR PARK!
"Did you know that one out of every three bites of food you eat depends on pollinators? Honeybees, bumble bees and other insects, birds and small mammals pollinate over 90% of the planet's flowering plants and one third of human food crop."1 Many pollinators, including the Honeybee and Monarch Butterfly, numbers are declining. A couple of reasons for this decline are habitat loss and severe weather conditions. Early this Spring a new area was created just for pollinators, with an emphasis on the Monarch Butterfly. This area is located on the right hand side just as you enter the Braille Trail in McNair Park. While working in this area, I observed several species of bees, butterflies and even Ruby-throated Hummingbirds busily collecting nectar from all of the flowers. Several other birds were also spotted visiting the birdbath and now eating the seeds produced by the flowers. One key feature to this area is the use of plants native to Missouri. Plants in this area include Purple Coneflower, Black-eyed Susan, Blazing Star Liatris and Milkweed. Milkweed is the only plant that the Monarch Butterflies lay eggs on and that the caterpillars feed on, it is essential for the Monarch's survival. As of today, I counted 20 caterpillars on the four Milkweed plants just in this small area. I'll be watching for the caterpillars to form chrysalis and emerge as an adult butterfly to hopefully make their journey to their overwintering area in Mexico! Just think how each of us could help not only the Monarch butterfly, but all pollinators if we planted Milkweed and other native plants around our homes. Recently renovated, this park now includes a new playground and a picnic shelter that will be available for 2017 rentals. In addition to these new amenities, it also includes a small fishing pond, green space and a trail that connects it to Webster Park.

Become a member of “Friends of the Parks.” A nonprofit organization created by the St. Charles Parks and Recreation Foundation to support and improve our park system. A Friends membership includes mailings for recreational programs and trips, inclusion in surveys and other foundation mail. For more information call our Administration Office.
Cancellations PROGRAM CANCELLATIONS:
Participants cancelling an activity less than 14 days prior to the scheduled activity will not receive a refund. Refunds for participants cancelling more than 14 days prior to an activity will be subject to a $10 administration fee.

Scholarships The St. Charles Parks and Recreation Foundation provides funds to either children or adult CITY RESIDENTS who cannot financially afford a recreation program or trip participation fee. One scholarship amount per family per brochure is granted. For more information call 636-949-3372.

Passport Cards 2017 - 2018
Did you know the Parks Department offers a Parks Passport Card for St. Charles City Residents? This card offers several discounts to different St. Charles City businesses, discounts for programs and pool admission through the St. Charles Parks and Recreation Department as well as resident rates at the St. Peters RecPlex. This card will be valid thru December 2018. This card is FREE and available to CITY RESIDENTS ONLY. To redeem your Passport Card you must visit our Administration Office in Blanchette Park with 2 forms of identification: Driver's License AND Personal Property Tax OR Utility Bill
