As a St. Charles resident, you have an important decision to make on Tuesday, August 2 as that is when you may vote on Proposition P which stands for Parks and Stormwater Control. Proposition P asks voters to consider enacting a one-half of one percent sales tax that lasts for 15 years to fund park and stormwater control projects. HOW WILL THE TAX BE USED? The City swimming pools are more than 20 years old; the Blanchette and Wapelhorst Park pools have reached their expected useful life and need to be extensively renovated and updated. In addition, other outdoor park amenities and facilities (playground equipment, athletic fields, pavilions, restrooms, picnic areas and additional parking) need to be renovated or added. The City continues to focus on protecting property and water quality by proactively managing stormwater runoff and drainage. Public Works has currently identified 40 stormwater control projects across the City. These projects will help reduce flooding and control erosion by constructing new stormwater drainage infrastructure and providing needed creek bank stabilization in problem areas. In addition, these projects will also help maintain water quality, reduce water pollution and meet United States Environmental Protection Agency (EPA) mandates. A list of identified potential projects that would be funded with the sales tax has been posted on the City's website at www.stcharlescitymo.gov/PropP. WHY FUND PARKS AND STORMWATER CONTROL WITH A SALES TAX? Missouri law allows voters to consider enacting a sales tax to pay for park and stormwater control projects. The Mayor and City Council approved a proposition in May which allows the voters to decide if a sales tax should be imposed to pay for these projects. The sales tax would be collected for a limited 15 year period and be used only for the park and stormwater control projects. The Mayor and Council determined that a sales tax proposition was a better alternative than a property tax increase because a sales tax is collected from both residents and non-residents, is based on consumption and has the least impact on families with a fixed income. IF PROPOSITION P PASSES, HOW WILL OUR SALES TAX COMPARE? The City of St. Charles currently has the lowest sales tax rate in St. Charles County. The table lists the sales tax rates for cities in St. Charles County. If the sales tax is approved, the City’s total sales tax rate would increase from 7.45% to 7.95%, making the City sales tax rate identical to, or lower than, other St. Charles County cities. This sales tax will automatically end after 15 years and the total sales tax rate will then decrease to 7.45%.

HOW DOES ONE-HALF OF ONE PERCENT ADD UP? According to the U.S. Bureau of Labor Statistics, average annual spending in the St. Louis metropolitan area for taxable goods was about $17,000 per person. If you apply the Prop P additional sales tax rate to the per-capita annual expenditure, the additional tax paid per person is about $7 per month. For example, five cents would be added to a $10.00 purchase and ten cents to a $20.00 dinner. As the sales tax is imposed on the purchase of goods, it applies to all persons who make a purchase non-residents and residents alike. WHAT WILL BE ON THE BALLOT? Shall the municipality of the City of Saint Charles, Missouri, impose a sales tax of one-half of one percent (1/2 of 1%) for the purpose of providing funding for local parks and stormwater control for the municipality; such tax to be used one-third for outdoor park capital improvements, and two-thirds for stormwater control capital improvements; and such tax to terminate automatically 15 years after the imposition thereof?

Fall Hayrides Join us for an evening hayride this Fall! Hayrides will start at DuSable Park - Blanchette Landing and continue thru the Eco Park Trail. Each hayride will stop to cookout at a campfire to roast hotdogs and s'mores. Hotdogs, chips, soda and s'mores will be provided. Hayrides may be booked by group registration only with a maximum of 25 people per wagon. Your hayride event may be booked for the 5:30P or 6:30P time slots and will last approximately 2 hours. This active learning program affiliated with the US-ITF teaches self-discipline, self-defense and builds self-esteem. It encourages the development of positive character traits such as courtesy, integrity, perseverance, self-control and indomitable spirit. This is a year-round program that is offered in monthly sessions and held every Tuesday and Thursday. No previous experience is required and new students are always welcome. You may register to attend once a week or twice a week. Family discounts are available for immediate family only. PILATES SCULPT
This basic yoga class will help you relieve stress, strengthen muscles, and improve flexibility and balance. Yoga will allow you to harmonize your mind and body through various breathing techniques, postures and guided meditation. No previous experience necessary.
Pilates is somewhat similar to yoga but with a focus on your body's core - the abdomen, obliques, lower back and inner and outer thighs. This class will help you sculpt and tone your body while adding some fun and variety to your workout routine. Some weights will be used. No previous experience necessary.

Every year the St. Charles Parks and Recreation Department makes park improvements by using innovative maintenance techniques, upgrading existing parks facilities and/or by adding new amenities to existing sites. The following are some of the projects planned for the second half of 2016.
• Heatherbrook Park: Phase 1 of the park development will be completed and the park will re-open to the public. The project includes: construction of new restrooms, tree plantings, trail connection to Webster Park, and an improved paved entry road with enlarged parking. Superintendent of Parks: Nick Donze • Frontier Park: Jaycee Stage will have cosmetic repairs completed including a fresh coat of paint and new landscaping. The trail light standards throughout the entire park will be upgraded with a new paint job. • Fox Hill Park: The parking areas and walking trails throughout the entire park will be patched and seal coated. • McNair Park: Improvements will be made to the maintenance facility which will improve the efficiency and functionality of the area. • Lighting: Drive lights at the St. Charles Soccer Complex, Bales, and Boone's Lick Parks will be retrofitted with energy efficient LED lights. • Blanchette Park: Remote control capabilities will be added to the recently installed HVAC system at Memorial Hall. • Wapelhorst Park: Improvements to the existing play area near shelters #1 and #2 will be completed. We hope you are enjoying the projects we have completed already this year: • Kister Park: Complete renovation of the facilities including new concrete floor, walls, fixtures, plumbing and the addition of baby changing stations. • Wapelhorst Park: New to the ball field complex is a small playground with rubberized safety surface to keep the kids entertained during games. • Katy Depot: The larger section of the Katy Depot, including outside deck area, was enhanced and now available for private rentals. • Aquatic Facilities: All three of the aquatic facilities received new chemical controllers to more efficiently and safely control and monitor the chemicals needed to keep the water safe for the users. • Kiwanis Park: Athletic Fields were laser graded with infield conditioner added to help with playability during inclement weather. • Schaefer Park: New rubberized safety surfacing was added to the playground as well as new swings including a generational swing.

This course accounts for the driving portion of the Missouri state test; written portion will still need to be completed at your DMV. IN FRONTIER PARK
One of the most well-known and historic landmarks in the City of St. Charles is the Katy Depot, originally named The M.K and E Passenger Depot. Original construction of the depot was completed in 1893 and the tracks throughout St. Charles and along the river quickly began to experience an industrial boom. A part of the South Main Historic District, the Katy Depot was restored, relocated and sits along the Katy Trail State Park in Frontier Park for all to enjoy. This signature piece is home to Santa Claus at Christmas time, storybook readings for children, and is a popular spot for wedding and senior photos. The Katy Depot proudly stands as a representation of the history of St. Charles to our residents and visitors and will expectantly continue to do so for generations to come.

ADVENTURE TOURS
Relaxing in an out of town park enjoying some great music and barbecue… taking a scenic bike ride with a diversion or two along the way… zip lining with family and friends… meeting new people… if any or all of these activities appeal to you, consider joining us for our new “Adventure Tours Program”. Our trip planning staff has scheduled a few trips for this year, and is knee deep into planning some great getaways for the future. These excursions could be a multi day trip with options for you to spend time on your own or it could be an outing just for the day to get the adrenaline going. We will make sure you get there and back, book the hotel if it’s a multi day trip, schedule a few meals and have plenty of options to have a great time. Gather a group of friends to sign up together, or go on your own. Either way, chances are you will make some new friends along the way.

Our first outing will be a trip to Mount Pleasant Winery in Augusta Missouri on July 9th. We have a tour and wine tasting scheduled, then you can relax for the rest of the day to listen to music and enjoy a good meal on your own. On July 22nd, we will be traveling to Louisville Kentucky for the Blues, Brews and BBQ Festival. We’ll travel by coach bus and stay at the Galt House Hotel in Louisville. You can enjoy one or two nights of the festival and/or the hotel is within walking distance or a free short trolley ride to several great museums and other destinations. We'll help get you there and then the adventure is up to you! Finally, on September 17th, we’ll transport you and your bike to and from South St. Louis to ride the 8 mile trail at Grants Farm. Along our journey feel free to stop by Grants Farm for a visit, or grab a bite to eat. Further details for all these trips are below and can be found on our website or by calling our office. Did you know the Parks Department offers a Parks Passport Card for St. Charles City Residents? This card offers several discounts to different St. Charles City businesses, discounts for programs and pool admission through the St. Charles Parks and Recreation Department as well as resident rates at the St. Peters RecPlex. This card will be valid thru December 2016. This card is FREE and available to CITY RESIDENTS ONLY. To redeem your Passport Card you must visit our Administration Office in Blanchette Park with 2 forms of identification: Driver's License AND Personal Property Tax OR Utility Bill
