UPDATES AROUND THE PARKS

Every year the St. Charles Parks and Recreation Department makes park improvements by upgrading or adding new amenities to existing park facilities. In addition to projects identified to be completed through the Prop P initiative the following park improvements are planned for 2017.

• Wapelhorst Park Gould Building: Decking materials and hand railing will be replaced to the Gould Building's outdoor deck. The project is planned to be completed by mid-March, 2017. Some minor accommodations by the Gould Deck at Wapelhorst Park public will be necessary to complete the work. • DuSable Dog Park: Amenities including an additional shade structure and drainage improvements are planned to be completed in several phases over the course of the year. • Fountain Lakes Parking Lot Repair: The entrance to Fountain Lakes South near Moore Lake will be improved by installing a new apron to the entrance of the parking lot. • Pond Aeration Projects: Aeration systems to ponds will be installed at Fox Hill Park and Wapelhorst Park. • Blanchette Landing: The gazebo will be renovated and reroofed. • McNair Park: The bridge inside the Braille Trail Garden will be replaced. • Park Signage: A departmental signage program will be initiated with the installation of park entrance and directional signs installed at Heatherbrook Park and Blanchette Park.

• Persons MUST be 48 inches tall to use any water slide. • Step through inner tubes with leg openings are not allowed unless they are 18" in diameter or less. • Use of the Season Pass card by persons other than the person(s) listed on the season membership will result in a cancellation of the pass. • Must be 12 years or older to enter the Aquatic Facilities without a guardian. Children 11 and younger must be accompanied by a guardian 14 or older. • All children still in diapers MUST wear swimmies provided by the Park Department due to health and safety issues.

CONCESSION STANDS/ PICNICKING

All three concession stands offer concession items for sale. Pool patrons are allowed to leave the aquatic centers to picnic; just get your hand stamped at the cashier booth. Please no outside coolers, food, drinks or glass inside the aquatic centers.

RAIN CHECK POLICY

Rain checks will be issued when the pool has been cleared and has remained clear for at least 45 minutes after the manager on duty has made the announcement to exit the pools. After 45 minutes, guests can receive a rain check to visit the park on a different day during the season. The aquatic facilities will remain open until the Aquatic Coordinator makes the decision to close for the day. Guests MUST present their time stamped receipt for all individuals wanting to receive a rain check. Guests requesting a rain check MUST have been in the park for less than 3 hours to be eligible for a rain check. There are NO CASH REFUNDS. Rain checks expire on the last day of the season.

INCLEMENT WEATHER POLICY

The Blanchette, McNair and Wapelhorst Aquatic Centers will remain open except during threatening weather such as thunderstorms, lightning, tornadoes and/or a minimum temperature of 72 degrees. During periods of low attendance various attractions and/or pools within the Aquatic Center may close.

AQUATIC HISTORY

A SPLASH BACK IN TIME 80 YEARS OF ST. CHARLES AQUATICS

In 1936, the City of St. Charles Parks and Recreation Department had been in existence for 22 years. The small community had 11,000 residents with one park. The 42 acre Blanchette Park had lit ball fields, tennis courts, a sunken garden, a green house and a concession stand. That year also saw the planning and construction for a swimming pool to become a reality. Plans and specifications were prepared and the City Council was petitioned to place a bond referendum in the amount of $25,000 before the voters. It passed on August 8, 1936 by a margin of 1,843 to 365. The St. Charles Parks and Recreation Board also received a federal grant in the amount of $40,000 to complete the project. The pool opened to the public on July 3, 1937, which was a rainy day with an attendance of 134 guests. The total attendance for the first swim season was 29,122. The new pool was not only popular to St. Charles City Residents, but was also a desirable destination for groups from all over the metropolitan area. It also was proud to open its doors to the United States Naval Reserve based out of Lambert Field for instructional swimming to complete one of the training requirements of the Naval Aviation Cadets. In May of 1977, the City of St. Charles opened its second aquatic facility at Boone’s Lick Park. Both Blanchette and Boone’s Lick pools were very popular and continued to show increased participation throughout the years. In 1991, City residents of St. Charles were asked to vote on a list of capital improvements with the motivating factor stemming from the 54 year old Blanchette Pool that was well past its expected life. An engineering study indicated that the 1991 season would have to be its last because of the multitude of mechanical and structural features needing upgrades for safe operations. The voters approved the bond referendum “Spruce’em up, Keep’em up” by a vote of 5,558 to 3,629. Construction of a new era of aquatic facilities began at Blanchette and McNair Park after the 1991 swimming season. These Aquatic Facilities went on to receive the “Excellence in Aquatics” Award from the National Recreation and Park Association in 1994. The final piece of our current aquatic system was to be at Wapelhorst Park. On April 4, 1995, voters passed a bond issue for $2.82 million dollars to help improve our parks because "Our community is improving, so should our parks!" The City Council added another $1.2 million to complete the aquatic facility along with other improvements in the Parks System. In the spring of 1996, the Wapelhorst Aquatic Facility opened to the public. That same year Boone’s Lick Pool closed out its final season. Since our 3 current facilities have been open, they remain very popular with our residents and regional groups with the average attendance of 100,000 guests annually. In 2014 as the aquatic facilities were nearing the end of their useful life, a comprehensive study was completed. After much planning, public input and thanks to the ongoing support of St. Charles City residents, Proposition P was passed by a margin of 8,477 votes for to 4,709 against, on August 2, 2016. We are very excited for the next step forward in providing high quality aquatic facilities to our great community. Our facilities were on the cutting edge when they were constructed in the 1990’s, and we are planning for the same outcome when we complete the brand new construction of the Blanchette Aquatic Facility and rehabilitation of the Wapelhorst Aquatic Facility! With much anticipation, we are very excited for the future of our aquatic facilities and look forward to their opening Memorial Day Weekend of 2018.

C.O.P.S. Camp is a joint project of the City of St. Charles Parks & Recreation Ranger Division, Police and Fire Departments. This camp is designed to provide children with the opportunity to learn about the duties of a police officer and a firefighter while teaching the importance of teamwork, form friendships and provide participants with a positive experience. Friends of the Park BECOME A FRIEND OF THE PARKS

Become a member of “Friends of the Parks.” A nonprofit organization created by the St. Charles Parks and Recreation Foundation to support and improve our park system. A Friends membership includes mailings for recreational programs and trips, inclusion in surveys and other foundation mail. For more information call our Administration Office.

Participants cancelling an activity less than 14 days prior to the scheduled activity will not receive a refund. Refunds for participants cancelling more than 14 days prior to an activity will be subject to a $10 administration fee.

Did you know the Parks Department offers a Parks Passport Card for St. Charles City Residents? This card offers several discounts to different St. Charles City businesses, discounts for programs and pool admission through the St. Charles Parks and Recreation Department as well as resident rates at the St. Peters RecPlex. This card will be valid thru December 2018. This card is FREE and available to CITY RESIDENTS ONLY. To redeem your Passport Card you must visit our Administration Office in Blanchette Park with 2 forms of identification: Driver's License AND Personal Property Tax OR Utility Bill
