Confusion over zone changes

SUN

What appears to be a botch-up involving Auckland Council, the Franklin Local Board and Council staff and planners has ended up with some Waiuku residents being told they may need special permits to continue grazing their cattle and horses on their lifestyle blocks. Regardless of how the situation arose, residents are being urged to make submissions to the Council before July 22, as over 500 Waiuku properties are now proposed to be rezoned from Large Lot, to Single House Zones - changes which would mean running sheep or cattle on their blocks, along with other current usage, becoming a non-complying activity.

Post scoops an award! A great day for your local newspaper as we were named a winner at the Community Newspaper Association awards!

Auckland Council say the proposed changes, to all properties zoned Large Lot in the Waiuku area, were as a result of a request from the Franklin Local Board asking for just that. However, Franklin Local Board member Jill Naysmith says the local board never asked for anything like what is being proposed, and adds she has never seen the maps showing the changes which have been provided to local residents and the Post Newspaper. Jill says it is vital that anyone receiving a letter regarding proposed changes to their property zones should follow up the infor-

mation with Council, and where appropriate, make a submission. Earlier this week, the Post Newspaper was contacted by a local resident with a lifestyle block on Waiuku’s Constable Road. Having received a letter from Council in mid-June, stating her property was the subject of a proposed change under the Unitary Plan, she attempted to find out what the changes were. The original letter simply directed her to go to the Council website and search for ‘submission point 890’. Her enquiries suggested the change meant there was no provision for

A council staff member advised her that the Council submission requested her property be rezoned, and further advised that a resource consent will be required under the new zoning. Many hundreds, if not thousands, of landowners within the Franklin District will have received letters from Auckland Council in recent weeks advising them of potential changes to their properties as a result of the proposed Unitary Plan for Auckland. Submissions close in 22 days on these changes, and local residents are already discovering that these proposals can have dramatic ramifications on their property usage and values. As we cover in this issue, Auckland Council is proposing to change over 500 Waiuku properties from Large Lot to Single House Zone, potentially meaning those residents may not in the future be able to graze cattle, horses or sheep without specific consent from Council. But while those residents have received letters advising that their properties are affected, hard questions must be asked of Council over their communications process. The letters we have seen give no detail of the change. Instead, they refer the property owner to the council’s website, and to ‘submission point 890’ on the council’s pdf file. For elderly residents unfamiliar with computers, for people who don’t own computers, for people without internet access, or for the many people who struggle to navigate through the council’s website, this is less than helpful. The letters are individual - they refer to a specific submission point. There is absolutely no reason not to include what the submission is about in the letter. One could get the impression that council are deliberately making it difficult to find the information. At the very least, one could assume those writing the letters think everyone is computer-savvy and can navigate the council’s website. That’s not good enough. Council spends a fortune on public relations. It should spend some of that on adequately advising its ratepayers of these changes.

Mangroves should be treated like gorse I was walking along the reserve up Rangiwhea Creek last year. There is a wooden seat there, and as I sat and rested I noticed a mother Mallard duck and her three ducklings walking along the bottom of the creek. They were enjoying the trickle of water flowing along beside them. Last week I returned to the same creek and found it overgrown with large mangroves, covering the entire creek. No more room for ducklings. While living on this creek the past seven years, I have watched the mangroves swallow up a lovely waterway emptying into Manukau Harbour. The Mudlarks started their mangrove removal just at the beginning of the creek and have gone half way back to its beginning. They were stopped from completing the job by some bureaucrat.

Re: Post editorial last week on logging of windblown trees: Great to see some thinking on natural resources and the good of the country, the definition of ‘Good of the country’ needs clarification, maybe you can provide that in another opinion piece. For now let’s look at why it’s not a good idea to remove native trees following a cyclone. Apart from the fact that it’s conservation land and the impact heavy machinery will have for access and removal.

Many people don’t understand (and why would they as they aren’t terrestrial ecologists) that cyclones and fallen trees are an essential part of the life cycle of a native forest ecosystem. The trees provide nutrients and habitat as they decompose. Removing them irrevocably changes the forest; it will no longer be a native forest and will further reduce the 24% of native forest left in New Zealand. Charmaine Petereit Waipipi

As a result, the creek is no longer a waterway, but choked with mangroves. Silt continues to collect along the waterway and empties into the larger Rangiwhea Bay. Birdlife continues to be driven away by the silt and lack of space for feeding. I believe that mangroves are a weed, just like Gorse and need to be destroyed, just as we destroy gorse. No matter what the cause, primarily urban development, the once beautiful beaches of Rangiwhea harbour are now engulfed in these weeds. The silt and loss of bird habitat are a result. Just as we destroy the Gorse weeds, there is no reason we should not be destroying the mangrove weed.

‘Remarkable’ feature wins award for Post Newspaper

The Post Newspaper was delighted to collect an award at the Community Newspapers Association of New Zealand annual conference in Wellington on Friday. The award, for Best Community Involvement in Class, (newspapers 20,000plus circulation), was for our campaign last year highlighting the Franklin issues surrounding synthetic cannabis sales. The judges were fulsome in their praise of the Post, noting: ‘An extremely effective and far-reaching campaign. The Post rolls up its sleeves and wades into an issue that has emerged in most Kiwi communities... ‘When a newspaper believes in itself and a town believes in a newspaper, they can achieve almost anything.’ The judge’s report, announcing the Post as the winner, noted the newspaper’s ‘passion, determination and ability to make the community, and not itself, the heart of the campaign,’ and concluded by describing the effort as ‘Remarkable.’ Post Editor Nigel Ward says the award is recogni-

Community has always been our focus, and since our increase in circulation we are up against

some of the big players in community newspapers at these awards. “To win ahead of respected publications like the Howick and Pakuranga Times, and Tauranga’s Weekend Sun means we are doing things right. It’s another benchmark on the way as we continue to improve, innovate and provide the very best we can for our readers, advertisers and community,” Nigel added.

By Ashleigh Hartigan Waiuku’s Kirsty Le Grice recently won gold in the North Island Weightlifting Championships in Wellington. Kirsty, owner of Crossfit Waiuku, competed as part of the New Zealand Weightlifting Academy. Her gold medal came in the woman’s under 63 kilogram division, a performance which also qualified her to attend the Nationals in October. It’s been a hectic few months for Kirsty, as she balanced caring for her twoyear-old daughter, organising her own wedding and commencing a dedicated training programme for the championships. Kirsty put a great deal of effort into reaching her goal of going to the nationals, which required her to lift a total weight of 110 kilograms across two lifts. Training seriously for the three months leading up to the competition, Kirsty had two scheduled practices with her coach per week, as well as her own training programme at least once a day. In the competition Kirsty lifted 50 kilograms in the Snatch (lifting the weight straight overhead) and 60 kilograms in the Clean and Jerk (lifting of the weight from the floor to the shoulders and over head).

Kirsty said “I was extremely nervous when competing in the competition, but the adrenaline did help quite a lot when walking out onto the stage”. Crossfit is a physical exercise philosophy, as well as a competitive fitness sport. Kirsty added; “Crossfit is like nothing I have ever done before, it requires mental strength”. Crossfit is a consistently varied func-

tional movement of high intensity through a course of a combination of athletic modalities; it is made up of a combination of gymnastics, power-lifting, Olympic weightlifting, calisthenics, high-intensity training and other exercises to keep the body moving and to continuously challenge it. Whitebait meeting Following a report on the use of whitebait stands and whitebaiting in the Waikato River recently, Waikato councils and Tainui are holding a public meeting in the Waiuku War Memorial Hall on July 24. The meeting, advertised in the Post this week (page 7), says it is about stands, baches and the river, and is expected to draw a large crowd. Concerns have been expressed by some locals over suggestions that council is considering further regulations over whitebaiting, as well as controls on who can whitebait in the area.

Above: Hunua MP Dr Paul Hutchison, AS Wilcox Managing Director, Kevin Wilcox, Prime Minister John Key and National Party candidate for Hunua Andrew Bayly at AS Wilcox’s in Pukekohe last week. Last Wednesday was a busy day for Prime Minister John Key and his National Party team as he made a tour of the Hunua electorate. The Prime Minister attended a breakfast for about 250 people at the Indian Hall before a site tour around the very successful Trail-lite factory in Pukekohe and a visit to the Norwood Tractor Showrooms. From there it was a short drive for the official opening of the new Franklin Hospice premises in Hall Street, Pukekohe and then a visit to AS Wilcox and Sons. Wilcox started growing potatoes and onions in the volcanic Pukekohe soil in the early 1930’s. Now, four generations on, they are still growing potatoes, onions, and carrots in the most fertile areas all over New Zealand. Prime Minister Key then headed to the east of the electorate to the Beachlands Primary School and a function at the Maraetai Boating Club. Hunua candidate Andrew Bayly says the reason the Prime Minister took a day out of his schedule to visit the Hunua Electorate is the significance of the electorate nationally. “His key message is that, while National is enjoying support in the polls, complacency amongst National Party voters is the biggest issue,” Andrew says.

Council ‘saves $183 million’; rates Completed? We don’t think so still set to rise an average of 2.5% Auckland Council have demolished a Waiuku toilet block on Tamakae Reserve, but meanwhile the ‘new’ block has no guttering, no lights, and no rubbish dispposal facilities in the loos. Council originally said the new block would become operational when completed, but with no guttering, the heavy rainfall is destroying the gardens below. In addition, the Post was staggered last week to learn council believes the ‘raingarden’ near the new roundabouts at King Street is complete. The drain appears several inches higher than the garden itself, with predictable results. Apparently, there are no plans to change it....

THE POST NEWSPAPER, JULY 1, 2014

Lord; Teach us to Pray?

What is commonly called “The Lord’s Prayer” is well known, often recited, but how often do we really actually look at the words and work out what it is actually saying, and do you really mean what the words are saying, how simple it is to fall into a rut and run through it like an advertising jingle, or a simple song. Now the two common renditions are Matt 6:9-13 and Luke 11:1-4, and most people recite the Matthew version, but it is good to read Luke and to understand the angle he is coming from.

witness, a Gospel work to do, at work, at home, in business, while playing Sport, wherever you are, just plead that you can always live a life that fully reflects Jesus. Dedication; Now, re-dedicate yourself to God, re-commit your life, your assets, your talents, skills, time, your all, and then go out and do what he asks, and go where he leads and directs as an obedient servant of God. Is God not talking? It was once said that if God goes silent, then you had better go back and do the last task he requested that is still undone, that completed, you will get the next instalment. If you cannot remember, then confess your sin, ask for it to be repeated, and then quickly carry out the request or action, it is called obedience.

Now at the end of the day, go over your day Please go and get your Bible out, and read the two versions, take time, read it slowly word by word, phrase by phrase and sentence by sentence and understand what each word and phrase is actually saying. If you have a collection of different translations, it sometimes helps to read it through with them as well to gather the points that the translator has seen as special and to contemplate it that way as well. Now it is time to jump in and pray your own unique and personal prayers, and here is a wee prayer pattern to help you; this is from Dr William E Sangster.

backwards, review your day, praise him for the good times, and then confession. Confess your failings and short comings one by one, do not get lazy and dump them into a great big tub and say, “and forgive all my sins.” You sinned them one by one, so then confess them one by one. Blush with shame as you consider that you a Christian actually did that, shame. Confession is good for the soul. Now you can go to bed clean, so now rededicate yourself once more to God, commit your life to God in service.

Here is another way to “Have this mind in you

also that was in Christ Jesus (Phil 2:5). In those unused moments during the day, while waiting for a meeting, at a traffic light to change, having a hot drink, on the bus or train, in a lift, or if you are being driven, use these moments to contemplate God’s pouring these blessings upon you, and then how well you dispense these out to those around you.

Start with a minimum of 15 minutes as early in

the day as possible, before the flood of tasks take your mind away from God, and start with; Praise; Just simply Praise God. Yes actually Praise him, as simple as that seems; it is sometimes hard to get started. Praise him that you woke up alive, warm, for clothes, food, pets, family, and friends, and yes praise him for troubles for that should always send you straight back to God for help and solutions. Now you are started, just jump in and Praise him. Adoration; Grow close to God, slip into Heaven’s embrace, rest your head upon his shoulder, listen to God, so be silent now. Say, “Father, if you have anything special to say to me, will you say it now.” Let God have a chance to speak, just like any good and proper conversation. Do not rudely burst in, blurt out your bucket load of wants, needs and requests, then spin on your heels and disappear leaving God wondering who that was and what it was all about. Thanksgiving; Thank him for everything, for the benefits of the good as well as the character strengthening of the bad, which usually sends us right back into the outstretched and ever open loving arms of the Almighty. Guidance; It is in the Bible, so seek it there, His Voice, his Providential care. Just ask him now to guide you, but you might have to surrender your will to him first so that you will obediently follow his leadings, listen, stay tuned in, this again is God’s time to direct. Intercession; Go to God for others, pray for others, for their needs and for their Salvation. For this you will need a Diary and lists, and then you can record the answers beside the request, God always answers by either a Yes, a No or a wait a while. Petition; Go to God for yourself. Do not get selfish and pray, “Give me, Give me, Give me.” Petition for a Christ like Character, a place to

Sunday; Affection, Monday; Benevolence, Tuesday; Calmness, Wednesday; Discipline, Thursday; Endurance, Friday; Faithfulness, and Saturday; Guidance. Dr Sangster took the Fruit of the Spirit (Gal 5:2223) and shrunk them into seven, one for each day of the week, and then made them alphabetical (a,b,c,d, etc) to make it easier to remember. Just try it, for it is lots of fun to focus on each one of these facets of God on the specific day of the week allocated, how it fits in God’s life, and then to see how well you have this facet in your own life, if you come up short, well then just pray and intercede for more of that facet and gift in your own life, you will become a better witness and representative of Jesus.

Here is a great quote; “Prayer is the opening

of the heart to God as to a friend. Not that it is necessary in order to make known to God what we are, but in order to enable us to receive Him. Prayer does not bring God down to us, but brings us up to Him. When Jesus was upon the earth, He taught His disciples how to pray. He directed them to present their daily needs before God, and to cast all their care upon Him. And the assurance He gave them that their petitions should be heard, is assurance also to us.—{SC 93} “Communion with God through prayer develops the mental and moral faculties, and the spiritual powers strengthen as we cultivate thoughts upon spiritual things. {DA 70}

A bigger and better Blast Waiuku Town Centre manager Sharlene Druyven (right), say this year’s Blast to the Past fireworks display will be a particularly special event particularly as it is the last town event to be sponsored by New World’s Lex and Karen Mills. The event, which last year drew an estimated 15,000 people to the township, will this year be held on October 4, to coincide with suitable high tides. Other major sponsors of the event this year are the Waiuku Business and Development Association, and Top Hat Magic, who create the magnificent display. “We really want to make this year’s display special this year because it is the last year which Lex is sponsoring it,” Sharlene says, adding the New World owner, who is to sell the store later this year, has done so much for the community. Sharlene says Lex and Karen began funding the Blast to the Past display to offer the community a fireworks event, as they decided not to sell fireworks through the New World store due to concerns over public safety and increased workload for the local volunteer fire brigade. After the massive workload creating the hugely successful Steel and Wheels day in Waiuku earlier this year, Sharlene says her team is already well on the way to putting together the many components of Blast to the Past. She says each event brings with it a ‘nightmare’ of compliance requirements, whether it be council site plans; event applications; health and safety applications; waste management; an event run sheet (for each time where each event is taking place and time it finishes); a traffic management plan; and Local Board funding applications. However, once the paperwork is completed, Sharlene

expects this year’s event to be even bigger and better than last year. Market stalls and entertainment will be on offer in the township from 6pm, and the pyrotechnics show itself is scheduled to start

shortly after 9pm. Anyone interested in having a stall is asked to contact Sharlene on 02108275763. Last year a number of problems meant the display itself was late starting, something which Sharlene assures residents has been ironed out, and the only big concern is the weather, as no rain date has been scheduled. She does ask that residents and visitors to the event ensure they do not put themselves at risk - or delay the start of the display - by entering areas which are off limits. Last year the event saw groups of people hiding around View Road School and up in trees, meaning police and volunteers had to locate them, which also added to the delay. “This year we have invested in safety signs and we ask the public to read the signs and abide by the rules,” Sharlene adds. The Blast to the Past is the second of three big events for Waiuku, the third being the Christmas Parade, which this year has the theme of ‘Movies and Music’. Sharlene says its time for local community and school groups to get their thinking caps on and start creating their floats for what is the biggest and best Christmas Parade in Franklin.

Mayor’s family found Health and beauty services get new bylaws

Within just hours of the Post being delivered last week, the answer was found in the quest for relatives of former Waiuku Mayor Dr R.S. (Sammy) Whiteside. Waiuku’s Vicky Shackleton (pictured right), was hoping to make contact with his relatives after an accident damaged his headstone at the Waiuku Cemetery. Several people contacted the Post and Vicky to put her in touch with one of his relatives, who lives in St Heliers in Auckland, and contact has now been made. Thanks to all those who took the time and trouble to contact us and pass on the information.

BOC announced last week the commencement of a new CO2 plant at Refining NZ’s Marsden Point refinery near Whangarei. THE POST NEWSPAPER, JULY 1, 2014

Residents urged to act as proposed new zone changes usage rights Continued from Page 1. Franklin Local Board members Jill Naysmith says the Board initially looked at requesting a change for a small amount of properties near Victoria Avenue. Somehow, that request ended up in the Auckland Council submission as a change to every Large Lot property in Waiuku. This has potential major ramifications for property owners, as the zonal change means Lots can now be subdivided - and one landowner we spoke to said this meant her lifestyle block could be subdivided into areas ‘no less than 600m2’. She asked whether rates would increase due to the land values increasing because of possible subdivision, and was told by the council staff member that this would be ‘an unintended side-effect’. Originally she was told that if she wanted to continue to graze cattle on the property she would need to apply for an existing use certificate, which comes at a cost of $750. However, later telephone calls to council suggest that at this stage there is no need to apply for the certificate, but if the plan becomes operative in its current format, then a certificate would need to be obtained. Jill Naysmith says this goes against her understanding

of what she has been told by Council to date, adding that she believes a zonal change should not mean property owners are required to immediately obtain any certification for existing use. However, the Colombo Road landowner says her understanding from Council staff is different. “If we do not apply for the certificate, or are unable to prove existing use rights, this is probably when we would need to obtain resource consent in order to graze our live-stock,” she says. “There are many people in Waiuku who will have received a similar letter to ours. I just hope they are looking into this before it is too late to file an objection.” The proposal raises significant issues for those people who have purchased properties in some of the larger rural residential subdivisions around the Waiuku area. While, for some people, the opportunity to subdivide will be welcomed, others who have purchased highvalue rural lifestyle properties may not like the idea of their neighbours subdividing into more intensive housing. The new zone changes also come with a number of other requirements - including that 40% of the property is landscaped, and 10% of that area is planted with shrubs!

Areas marked with the above colour are those proposed to change from Large Lot to Single House Zone in the Auckland Council submission to the Unitary Plan.

Local Board Member Jill Naysmith strongly suggests that if you have received a letter from Auckland Council advising of changes to your property, that you get in touch with the council or your Local Board representative and ensure you have enough time to submit to the Unitary Plan prior to July 22. The Post Editor says: We were notified of this situation on Tuesday of last week. By Tuesday evening, we had determined the extent of the proposed changes and sent

Waiuku Lions celebrate successful year The Waiuku Lions Club held its Change of Officers night on Saturday evening at the Lions Den on Massey Park, Waiuku, announcing around $6,000 in grants to local individuals and groups. The Change of Officers were inducted by Vice District Governor Richard Simmons of Remuera, and all officers of the club for the new year were called up and officially given their roles. Richard likened each person’s role within the club as part of a kauri tree - the tree itself growing strong, like the club, and providing nurture to those beneath its branches. After a meal prepared by a St Andrew Centre group, who are raising funds for a charitable trip to Nepal, club president Barry Gibbon reflected on the past year and paid tribute to former president Marian Thomas, who was overseas. Barry then announced the grants, the first of which went to Strathallan student Benjamin Christy, who has been given the opportunity to travel to Australia and the Pacific Islands with a United Nations Pacific Project. Glenn Knight received a grant on behalf of the Waiuku Family Support Centre,

and paid tribute to the incredible generosity of the Waiuku community. For the Waiuku Foodbank, Billie Knight collected a grant, and she noted the increasing need for food parcels within the local area. Local Guides heading away to a European jambo-

ree were also supported with funds from Lions, and Graeme Muir of Waiuku Scouts received a grant which will be put towards promoting next year’s 100 Years of Scouting in Waiuku. The Waiuku Museum Project was also supported financially, Helen Danes thanking the Lions not only for their donation, but also for their support in the construction of the new heritage barn at the site. A final presentation, of a bouquet of flowers to the staff of the Waiuku Library for their help with running the Lions Mobility Service was to be made, but with Library staff unavailable, president Barry said he would drop them off. His end of year address detailed the success of many of the Lions projects, including the Sand to Mud fun run, their firewood projects, dinners and Christmas events for people home alone, a Pink Ribbon Day, and many other events. Over $30,000 was distributed to local causes through the year, including to the Awhitu Fire Force, and to assist young people to attend YMCA camps around the region.

an email to Auckland Council asking for clarification on that evening, noting we were expecting to meet with residents on Friday. By Friday, we had received no answers, but were told to expect some on Monday. We emailed again on Monday and noted we were meeting with a Local Board representative shortly after midday - we were told someone would be in contact. On Monday afternoon we were told some answers would be with us shortly, and that a senior media

adviser would be in touch soon. As this edition went to press at 7pm last night, we had still not received any clarification to our questions from Council. Frankly, if we as a newspaper struggle to get answers to a few questions about Council after waiting four full working days, we have to wonder how the average ratepayer must feel. Under Franklin District Council, four HOURS was about average to get clarity on an issue, never mind four days.

The Unitary Plan, its changes, and its apparent sloppiness in the way aspects of it have been put together, is a major issue for our readers. We are incredibly disappointed that we could not get a response for our readers, and ratepayers, from Auckland Council. You deserve better. It is to be hoped our elected representatives take note of this issue, and Council’s inept communication to its ratepayers, and take steps to improve it.

Building & owning your dream home...

Money for Tuakau, Onewhero in plan Waikato District Council last week formally adopted its Annual Plan. The Annual Plan sets out what the Council hopes to achieve for the Waikato district in 2014/2015. It outlines key projects and includes a 1.89 per cent general rate increase. Waikato District Mayor Allan Sanson said the Council had agreed on a robust plan which met the needs of the community. “We’ve taken a good look across all areas of the business and have worked hard to keep the general rate increase to 1.89 per cent while still maintaining the level of service our community expects.” Key decisions made by the Council include the adoption of a bilingual signage policy for new instruction and information signs. Over $40,000 of additional grants and donations were announced, going to: Glen Afton/Pukemiro Society Incorporated, Matangi Community Committee, Puketaha School Raglan Community Radio, Raglan Mountain Bike Club, Tamahere Reserve restoration planting, Taupiri Rugby Club, Te Kauwhata cenotaph, Tuakau Centennial Park lights, Tuakau Museum, Turangawaewae Rugby League Sports and Cultural Club and Woodlands. There will also be new footpaths to address health and safety concerns, improved facilities at the Onewhero Domain and training for rural fire brigades.

$100 million project for Pukekohe Ryman Healthcare is planning to build a new $100 million retirement village in Pukekohe. It has bought a 6.58 hectare site on Valley Rd and is working on plans to build a village which it hopes will be opened in 2015. The village will include two and three-bedroom independent townhouses, apartments and an aged care centre. The aged care centre will include rest home care, specialist dementia care as well as hospital-level care. The resort-style amenities will include a gym, a bowling green, a hairdressing salon, a chapel, a movie theatre, a bar and an indoor swimming pool. Simon Challies, Managing Director of Ryman Healthcare, said the company picked Pukekohe as the site of its newest village because it believed there was an acute shortage of amenities in the Franklin region for retirees.

Council savings not seen in dog fees

Supposed savings on merging local bodies under the Auckland Super City appear to have had little impact on dog registration fees, with Auckland Council’s standard dog ownership charge now 40% higher than Waikato District Council. Auckland Council’s standard fee is $134 this year, while the WDC lists their general owner charge as $96. Auckland is the same price for owners with a Responsible Dog Owner Licence, and slightly cheaper for working or farm dogs. The council says the 87,000 dog owners of Auckland have until the end of July to register more than 100,000 dogs. Auckland Council’s Animal Man-

agement Manager Tracey Moore says dog registration is required by law to ensure councils have the information they need to help find wandering, lost or stolen dogs. “The most important reason for registering your dog is so if it goes missing or wanders off it is easier for us to reunite you. It also helps us keep track of dogs that have changed owners or districts,” she says. Fees collected from dog registrations will fund approximately 60 per cent of Auckland Council’s animal management services for 2014/15. Animal management provides a wide range of services across the community including three council animal shel-

ters which care for approximately 9000 stray or lost dogs each year, most of which are reunited with their owners or are adopted out. Animal management staff across the region work to ensure the public is protected from nuisance animals and provide education on dog safety and advice through publications and school visits. Auckland Council also runs a responsible dog owner licence scheme, where certified owners receive discounted rates on their registration to reward those owners who go that extra mile looking after their dog. This year dogs will be issued with a green tag to wear on their collar once the registration is complete.

Auckland Transport Measles outbreak spending slammed spreads wider

The Taxpayers’ Union is condemning Auckland Transport and NZTA’s spendup on the electric trains advertising campaign, after documents obtained by the Union show it cost taxpayers and ratepayers $356,000. The Union says the documents show that one of the primary objectives of the television and billboard campaign in April was to ‘increase positive perceptions towards Auckland Transport’. Executive Director, Jordan Williams says that taxpayers should not be doling out money for Auckland Transport’s PR spin. “It’s outrageous that ratepayer money is being spent

to try and tell ratepayers how they ought to think.” Mr Williams says that this latest blunder by Auckland Transport, which comes after news of Auckland Transport’s $100,000 staff shuttles, shows that the organisation needs a serious wake-up call. “Auckland Transport says their vision is to deliver ‘transport choices to get you where you want, when you want.’ Instead of throwing money at advertising, Auckland Transport would have a better reputation if it stopped running the private shuttle between offices and started following its own advice to use public transport.”

Check enrolment to vote If you haven’t received an enrolment update pack by now, you’re not enrolled to vote for this year’s general election. Enrolment update packs were sent last week to the three million New Zealanders who are enrolled to vote. “Everyone who is correctly enrolled should have received an update pack in the mail by now,” says Murray Wicks, National Manager, Enrolment Services. “This information ensures they can vote in the general election on 20 September.” “Many people do not receive their packs because they’ve moved house and not updated their enrolment details. If their pack gets returned to us then we have to remove these people from the electoral roll,” says Mr Wicks. The Electoral Commission, and its Registrars of Electors around the country, are making a plea to those who didn’t receive an enrolment update pack to enrol now. People can enrol or update their details online at www. elections.org.nz. Forms are also available at Post Shops.

As of Friday there were five Waikato schools with confirmed cases of measles, and a total of 84 people confirmed with the disease in Hamilton. Of the 84, only four had been immunised with two doses of the MMR vaccine. While the spread is still largely associated with Fraser High School; Hamilton Boys’ High School, Frankton Primary School, Nga Taiatea Wharekura and Raglan Area School also have confirmed cases. “The schools have all been informed and are taking the necessary action to prevent further transmission within the schools,” said Waikato District Health Board medical officer of health Dr Anita Bell. Waikato DHB’s Population Health service had confirmed 84 measles cases in Hamilton in recent weeks. Twenty-one of these cases are household contacts of confirmed cases and had already been placed in quarantine before they were unwell. Six cases have been hospitalised but are now well. Of the 84 cases, only four have been immunised with two documented doses of the measles, mumps and Rubella (MMR) vaccine and four cases have received one documented dose of MMR. Population Health is investigating about another 15 suspected cases from throughout the city. “It’s important that with the spread outside of the Fraser High School community, that people make themselves aware of the signs and symptoms of measles and to check their child’s immunity status,” said Waikato DHB medical officer of health Dr Anita Bell. “Information has been circulated regarding the increase in cases to all schools, early child care centres and general practice.” People who are regarded as not immune to measles are: • People younger than 45 years old (born after 01 January 1969) who have not had two doses of the measles-mumpsrubella (MMR) vaccine or have not had a laboratory confirmed positive measles result • Children over four years old who have not received their second dose of MMR • Infants under the age of 15 months who have not received their first routine dose of MMR vaccine. They are susceptible and rely on everyone else to be immune so that measles does not spread to them.

Epic rowers hoping to avoid cyclones money for Charlotte to attend Camp No Limits, a special camp for amputees and their families held in the United States each year. People can donate to the cause at www. givealittle.co.nz/cause/RowingforCharlotte. Tara and Angela have battled bad weather for the past four weeks. After only recently having their first sunset, they were then plunged into grey skies again. The lack of sun caused their solar equipment to run out of power and for a time couldn’t desalinate any water, heat food or use their radio. Now it’s clear again and they have just enjoyed their first clear and starry night but storms are on the horizon. “There are two storms out here, but it looks like we’re going to squeeze between them,” Tara says. The trade winds are already helping their rowing by pushing them 60 to 70 miles a day. Visit www.tararemington. weebly.com for more information on Tara and her Pacific Row 2014.

Special moment for local lads at Gallipoli As hundreds of people were attending Anzac services in Waiuku and Pukekohe, half a world away thousands of Kiwis and Aussies were waking up to participate in a dawn service at Anzac Cove, Gallipoli. Among the gathering was a couple of locals; Grant Melville from Pukekohe and Sam McIlmoyle from Waiuku, (pictured left). Sam and Grant were two of the lucky few that got to shake hands and exchange a few words with Governor General Sir Jerry Mateparae. Sam’s grandfather Jack Lawrence was recently in the even-

Jack had an uncle, Tom Lawrence who served at Gallipoli and although wounded, survived the war and returned to New Zealand. Tom, with Jack’s father John, purchased a farm at Bombay. After 40 days and 40 nights Waiuku’s Tara Remington is now half-way through her row across the Pacific Ocean. Now all she has to do is avoid two cyclones hovering on either side of her path to Hawaii. The University of Auckland academic is rowing across the Pacific Ocean from Long Beach Los Angeles to Waikiki in Hawaii with American Paralympian Angela Madsen in their vessel the Spirit of Orlando. Tara has called this stage of the journey ‘no man’s land’. “We’re as far away from anyone and anything as we can be in the whole trip.” They have not seen any ships for a few days and even wildlife sightings are few and far between. The 4000 km odyssey is to raise money for New Zealand girl Charlotte CleverleyBisman. Charlotte lost her arms and legs to meningitis as a baby in 2004. Now a ten-year-old, she needs on-going assistance with prosthetic limbs as she grows. Tara’s row will also help raise enough

5 Things To Know When Selecting a Complementary Health Practitioner If you’re looking for a complementary health practitioner to help treat a medical problem, it is important to be thorough in your search as you are when looking for any other conventional care. Here are some tips to help you in your search: 1) Find out as much as you can about any potential practitioner, including education, training, licensing, and certifications. The credentials required for complementary health practitioners vary tremendously from discipline to discipline. 2) Find out whether the practitioner is willing to work together with your conventional health care providers. For safe, coordinated care, it’s important for all of the professionals involved in your health to communicate and cooperate. Once you have found a possible practitioner, here are some tips about deciding whether he or she is right for you:

3) Explain all of your health conditions to the practitioner, and find out about the practitioner’s training and experience in working with people who have your conditions. Choose a practitioner who understands how to work with people with your specific needs, even if general well-being is your goal. And, remember that health conditions can affect the safety of complementary approaches; for example, if you have glaucoma, some yoga poses may not be safe for you. 4) Don’t assume that your health insurance will cover the practitioner’s services. Contact your health insurance provider and ask. Insurance plans differ greatly in what complementary health approaches they cover, and even if they cover a particular approach, restrictions may apply. 5) Tell all your health care providers about all complementary approaches you use and about all practitioners who are treating you. Keeping your health care providers fully informed helps you to stay in control and effectively manage your health.

SYLVIE AND JENI IS YOUR NEW NON SURGICAL FAT AND CELLULITE REMOVAL CLINIC FOR EVERYONE? ABSOLUTELY, WITH OVER 20YEARS EXPERIENCE GIVING RESULTS TO THOUSAND OF WOMEN AGED FROM 17 TO 80YO ALL SHAPES & SIZES. WHETHER IT IS TO LOOSE WEIGHT, TONE UP, TARGET STUBBORN AREAS: BACK OF ARMS, PUFFY ANKLES, LOVE HANDLES ETC.. GETTING SELF-ESTEEM BACK EG. AFTER A SEPARATION… YOU WOULD BE AMAZED HOW HAVING CONFIDENCE IN YOURSELF PLAYS A HUGE ROLE IN YOUR LIFE, FAMILY, RELATIONSHIP, CAREER AND YOUR OWN HAPPINESS. WHAT MADE YOU START A NEW HEALTH CLINIC? AFTER HEARING THE LIFE THREATNING EFFECT OF HAVING AN ACCUMULATION OF FAT AROUND THE TUMMY AREA AND LOVE HANDLES WHICH ISN’T ANYMORE ABOUT NOT BEING ABLE TO WEAR OUR SIZE 8 OR 10 JEANS (BECAUSE THIS BARREL-LIKE SHAPE), BUT IT ALSO MAKES YOU FEEL EXHAUSTED OR EVEN HAVE PEAKS OF ANXIETY BECAUSE HORMONE CHANGES BUT MORE IMPORTANTLY, THE CURSE OF HAVING THIS FAT SITTING AROUND THE ABDOMEN IS WHAT WILL MOST LIKELY BE WRAPPED AROUND THE ORGANS AS WELL, WHICH IS ONE OF THE MAIN CAUSES OF HEART DISEASE, STROKES ETC... THE SOLUTION GIVEN TO REDUCE THESE RISK, AS A SIDE EFFECT, IS TO INCREASE THE RISKS OF BREAST CANCER! SO NOW WE HAVE THE CHOICE BETWEEN HAVING A STROKE OR BREAST CANCER..... UNREAL! I WAS DESPERATE, AS STILL DIDN’T HAVE ANY SOLUTION.... SO I DECIDED TO STUDY THIS CURSE SERIOUSLY, IT TOOK US 4 YEARS AS I DON’T BELIEVE TO INCREASE THE RISKS OF BREAST CANCER IS THE ONLY SOLUTION AND NOW IT ISN’T. IT MAY SEEM TO GOOD TO BE TRUE THAT THE HI-TECH HEALTH EQUIPMENT USED TO HELP ACHIEVE THESE FANTASTIC RESULTS IS PART OF OUR HOLISTIC PROGRAM. THIS MACHINE HAS BEEN CERTIFIED BY THE STRICT AMERICAN FOOD AND DRUG ADMINISTRATION. NOT ONLY DOES IT BREAK DOWN FAT & CELLULITE, AS WE CAN COMPARE IT, TO A HARD GEL, THAT WE HAVE STUCK UNDER OUR SKIN WHAT EVER WE DO. THIS TREATMENT WILL MAKE THIS HARD GEL BECOME MUCH MORE LIQUEFIED SO OUR BODY CAN BREAK IT DOWN, BUT IT ALSO STIMULATES OUR LYMPHATIC SYSTEM AND BLOOD FLOW WHICH IS A BOOSTER TO HELP THE BODY FLUSH IT OUT, AS A BONUS IT ALSO RESTORES COLLAGEN AND ELASTANE BACK INTO THE SKIN WHICH IS A REJUVENATING SKIN TONE. OF COURSE ON THE OTHER HAND, WE ALL KNOW WE CANT ONLY RELY ON A MACHINE REASON WHY WE GIVE SOLUTIONS WHICH HAS PROVEN SUCCESSFUL. WE GIVE OUR 20YEARS EXPERIENCE AT THE START OF OUR PROGRAM TO NOT ONLY MAKE IT WORK BUT MAKE IT LAST. HOW MUCH IS IT? OUR PROGRAM IS DESIGNED TO EACH PERSON AS EVERYONE IS DIFFERENT, WE ARE NOT ONE SOLUTION SUITS ALL, AS IT DEPENDS ON SO MANY FACTORS; THE AMOUNT OF CELLULITE OR FAT WE HAVE TO BREAK DOWN, THE TEXTURE OF THE SKIN, THE AGE OF THE PERSON ETC… THIS IS THE REASON WHY WE OFFER A FREE BODY ASSESSMENT SO WE CAN ADJUST OUR PROGRAM TO EACH PERSON, WHICH IS WHY WE HAVE SO MANY ASTOUNDING RESULTS.

We care about the well-being of your whole being Far too many of us only think about taking care of our health after all the other daily chores are done. Even if we know that the early diagnosis of many health problems can lead to quick and successful treatments, it is all too tempting to put off a visit to the doctor for fear of hearing bad news or having to discuss intimate details. But an annual checkup does not have to be an unpleasant experience. With a bit of preparation, it is possible to have a rewarding doctor-patient relationship that is based on solid information and self-knowledge. First of all, listen to your body. That is the best way to know when it’s time to see your health care professional. How often you schedule a consultation with your doctor depends on your state of health, age, and gender. Talk to him or her about how often you should have checkups. Above all, remember that you are in charge of your own body. If you have health worries, you can insist on being told all the facts. Here are a few ways to take control of your health.

Thyroid gland If you think that your thyroid gland is not functioning properly, take note of your symptoms (weight gain, depression, loss of concentration, weight loss, excess energy, hot flashes, heart palpitations, or trembling) and consult your doctor. A thyroid disorder can be detected with a simple blood test.

Teeth

Eyes Adults aged 20 to 39 years old should undergo an eye examination every two to three years. For people aged 40 to 64 years old, every two years is recommended, and those 65 and older should have their eyes examined on an annual basis.

Visits to the dentist for a dental exam and cleaning are recommended for every six months, but dentists could modify the frequency of these visits. When women become pregnant they should inform their dentist and pay particular attention to their oral health.

Heart An electrocardiogram (ECG) could be recommended if you are suffering from arrhythmia, chest pains, or palpitations. This test checks for problems by measuring the heart’s electrical activity.

Breasts A mammogram (an X-ray of the breast tissue) is the most efficient method of detecting breast cancer. It is recommended that women aged between 50 and 69 years of age have a mammogram every two years. The advantage of having regular mammograms for women in other age groups is uncertain.

Chest The doctor will use a stethoscope to listen to your heart and lungs. He or she will ensure that your heart rate is normal.

Ears Anyone who is suspected of suffering hearing loss or an ear problem will be referred to an audiologist for an evaluation. Hearing loss can be caused by aging, genes, ear infections, ear disease, or exposure to high noise levels.

Bones Osteoporosis is detected by means of a bone density test or DEXA scan; the technology used is called quantitative computed tomography. Who should undergo this test? Everyone over 65; those aged between 50 and 64 who are at risk of fractures; and those younger than 50 who suffer from a disease related to bone loss or who have low bone density.

Vaccinations Some childhood vaccinations, such as tetanus, do not provide life-long protection. Adults require repeat doses in order to maintain their immunity. Seasonal flu shots should be administered every year to those at risk.

Abdomen Among other things, the doctor should check for hypertrophy of the spleen and liver.

Intestines Consult your doctor if you have unusual symptoms, abdominal pain, suffer from constipation or diarrhea, or if you have unexpectedly lost weight. Several tests could be recommended.

Blood Ideally, blood pressure should be checked once a year. You can ask your doctor for a complete blood evaluation, which involves an analysis of a blood sample to evaluate the number and quality of red blood cells, white blood cells, and blood platelets. Lastly, keep in mind that it is your age, health, and family history of cardiovascular disease that determine how often you should have your blood cholesterol levels checked.

Top-four still up for grabs With the exception of one game, it was a tight affair for the Counties Power Club Rugby Premier grade this weekend as teams chase a spot in the semi finals. As expected the Counties Power Game of the Week was a tough encounter with Waiuku beating table toppers Karaka 23-17. It is only the second time that Karaka has lost this season and again it was to Waiuku, who sit in fourth place on the table. Karaka have not beaten Waiuku at home for six years and could have been forgiven for thinking this was their time when they started off with a hiss and a roar and 17 point advantage with a high energy and action first half. Their points were scored by tries to Desma Liaina and Siulongoua Fotofili and two conversions and a penalty by Kieron Rollinson. Waiuku’s only points in the first half was a penalty to Sam Cole which made the score 17-3 at the break. However this really was a

game of two halves. Again for the second week in a row, the Waiuku forwards fired up in the second spell and delivered or contributed to the four tries scored. Flanker Ronald Raaymakers was in dominant form, scoring his fifth try in four weeks. Tries also went to winger turn first five-eighth Armyn Sanders, hooker Kalolo Otutaha and flanker Conall Bromwich. The PGG Wrightson Player of the Day was Karaka’s hooker Sione Anga’aelangi who broke tackles, made a number of yards and was a constant threat with the ball in hand. Next week Waiuku face Patumahoe who will loose Kane Hancy to Counties for the Shield matches and Waiuku are expected to lose a few more, so it will be another good game to watch. Ardmore Marist made easy work of Onewhero with a 49-24 win and will be happy to have some key

personal back. They were a much stronger side with the return of their internationals and at one point had nearly a 30 point lead but Onewhero fought back to get points on the board. One positive for Onewhero is that centre Filipe Pau remains the top try scorer on the PGG Wrightson leaderboard after crossing the chalk twice. Nathan Sunde also scored for the visitors with Nathan Langsford slotting three conversions and a penalty. \For the host, their try-fest came from Cody Martin who scored a hat-trick and Ray Laulala, Junior Taufua, Savelio Ropati, and Karl Ropati who all dotted down. Ray Laulala added to the tally with four conversions and two penalties. Pukekohe Mitre 10 Mega had a tight match with Bombay Gough Cat who held on to take the 24-20 victory and keep Pukekohe just out of the top four and move Bombay up second spot on the table. It was a free flowing game that could have gone either way with an even match across the park but Bombay, as they have done this season, made more of the opportunities than their opposition and getting the crucial points on the board. Manurewa picked up their first win in round two by edging out Patumahoe Hotel 29-27. There was nothing in this match; both sides scored four tries but it was the kicking that made the difference. Manurewa scored first with a try to halfback Mark Talaese, but at one stage Patumahoe were up 27-10 thanks to tries to winger Vaha Fili and Jason Bird. In a nail biting finish Brendon Bell scored four minutes into injury time which Ahsee Tuala converted to win the match.

Waiuku soccer on track for promotion Waiuku AFC’s Premiers battled a howling gale and slippery conditions to defeat north Auckland side North Force at Waiuku’s Massey Park on Saturday. The 2-1 victory (halftime 1-1), with goals from Jamie McGookin and Luke Chapman and means Waiuku leapfrog North Force into third place alone in the standings and are now well in contention for promotion. One more promotion place than usual will be up for grabs in Divisions One and Two this year, meaning the jostling for places will be even more intense with an increased number of teams in the running to improve their status.

The current format of 10 teams competing in the Premier League and 12 fighting it out in divisions one and two respectively is set to change for the 2015 season. The Premier League will be expanded to 12 teams to ensure an equal split among the divisions, resulting in an improved chance of promotion for those in the other two leagues. Previously, two teams each were relegated from the Premier League and Division One, with the two top-placed teams in the division below moving up to replace them. But an extra spot will be on offer this term with one team dropping down from each division and three making the step up.

Rugby’s Reserves battle bog at Karaka Waiuku Rugby’s Premier Reserve players could have been forgiven for thinking they had been relegated to the mudflats of the Manukau rather than the socalled rich turf of Karaka, when they were consigned to play their top of the table clash on the worst field in the complex. They had to battle atrocious conditions of mud and ground water, and those at the bottom of rucks wished they had bought their scuba gear. Waiuku made a promising start before the conditions degenerated into farcical, with strong forward pick and goes, resulting in a try to half back Sam Walter (unconverted).

For the rest of the half, Waiuku and Karaka traded penalties, scrums and territory gains with no reward either way. Then just before halftime, Waiuku made an incomprehensible decision to not take a close penalty kick at goal and went for a scrum instead. With no traction, they lost their footing and the scrum so went into the break only 5-0 up. Karaka took good advantage of the freshening wind and appeared a different team, making yardage every time they got the ball. After a kick through they scored a runaway try under

the posts (converted) to take the lead for the first time. Not long after, Waiuku lost captain Jeffrey Kerr with a dislocated elbow and then Karaka made another strong run for the line to score a fine try (converted) to take their lead to 14-5. Waiuku finally woke up and a flurry of penalties in their favour, culminating in a yellow card for Karaka, saw them take a penalty to come within six points. While they were pressing strongly on the line for some time before the final whistle, they came up short and had to be content with just the bonus point.

Under-21s go close at Bombay The Waiuku Under 21 rugby side played Bombay on Saturday, hoping to do a lot better than the game they played against Manurewa the weekend before, and came of-soclose to a win. Waiuku didn’t get the start they wanted, Bombay getting seven points in as many minutes. More pressure from Bombay and they scored again. Waiuku came back with two tries to Tom Read. The first a great Number Eight’s try, running 20 metres from the base of the scrum to score next to the posts. His second, after a few phases, saw him crashing over outside the first five eigth. Both tries were converted by Jack Hardie to take the score at the half to 14-12 to Waiuku. In the second half Bombay had the wind at their backs and scored first. Jack Hardie replied with a try, dodging his way over the line, then converting. Bombay got another seven points before Waiuku’s forwards pushed Matty Rice over the line from a maul for a try. Jack Hardie scored next - a brilliant individual try running over half the field. Bombay scored again and got a penalty in the last few minutes to secure a tense win 34-31. The Waiuku Under 21s play their last game next Saturday at Karaka. Player of the day was awarded to Jack Hardie, while the Players Player of the Day went to Matty Rice and the RAYD person of the week was named as Jared Parker.
