Spotlight on Victoria Acevedo

trength in the National Organization of Minority Architects (NOMA) is built through unity in the cause that created the organization. NOMA increasing the number of people in the organization adds strength to the voice with which it can speak against apathy, bigotry, intolerance and ignorance; against abuse of the natural environment; and for the un-empowered, the marginalized and the disenfranchised. By building a strong organization, NOMA develops a showcase where minority design and construction professionals can be highlighted.

NOMA’s mission is to champion diversity within the design professions by promoting the excellence, community engagement, and professional development of its members. This month the Subcontractors USA Texas Journal shines the spotlight on NOMA member Victoria Acevedo.

Victoria is a senior studying Architecture at the Georgia Institute of Technology in Atlanta, GA. Through NOMA and her local Atlanta chapter, she received an opportunity to attend the Career Discovery Program at the Harvard Graduate School of Design last summer.

During the program, Victoria studied Landscape Architecture, attended interdisciplinary lectures, and explored the Boston/Cambridge area.

Below is the final post from her blog “I Parked My Car in Harvard Yard,” where Victoria looks back at her experience and highlights life lessons she learned as she finds her spot in the design profession.

If you had asked me before I had left for Boston what would be one thing I’d take away from the Career Discovery program, I would probably say something about just being at Harvard and what opportunities the mention of that name on my resume could bring. I did not imagine I could undergo anything else than that, but, of course, silly me, I was wrong.

The Career Discovery Program taught me a lot about the design discipline, landscape architecture, as well as lessons outside of the studio. I learned a great deal about design and itsdrivers, but I felt that my growth as a person/young adult/designer is something worth highlighting.

Before I left for this opportunity that was luckily given to me, I could not challenge anything. I could not challenge my future trajectory. Grad school is after undergrad. Then you get licensed ASAP. I was scarily going through the motions to become an architect without re-evaluating, because that is what I had learned and what I felt I HAD to do.

This is what 19-year-old Victoria had chosen three years ago, and this is what she will have to stick with. Architecture is not for everyone. I felt that if I had re- evaluated, that meant I had made the wrong decision to change into the field, and all of the time, money, and efforts had been wasted; and that I would be back to square one. I was and still am afraid of failure. But failure is okay. I cannot stress enough the DANGER of a blind trajectory, and I was completely oblivious to it. I learned this before it was too late, and this knowledge is invaluable. Evaluate yourself. Re-evaluate your decisions and what your goals are.

You have time.

2) Get involved.

No one else will bring opportunities to your door if you are not actively searching for them. Get involved, ask questions, and meet and cherish people. I have seen deserving people given amazing opportunities because they are present and are always questioning.

3) Take some time to learn about yourself.

I am now consciously working on figuring out where my interests and passions fall. What are my interests? I am sure I have them. How can I contribute to the world? I ask, because I know I can, but it is all about figuring out how.

Once you know what you are interested in, finding a career that suits your taste will fall into place; and you will, hopefully, never work a day in your life.

This list is only a sampling of what I have learned. These lessons I have learned are from the most resourceful and inquisitive bunch of people I have met at Harvard. It is through them, their stories, and their company, that I can now turn and cultivate myself.

ouston has wrapped up one of the most successful Super Bowls in NFL history, and thousands of revelers enjoyed the experience in new restaurants at the George R. Brown Convention Center and all across the city. The expansion, construction, and opening new venues were a painful process for some project owners, but was smooth sailing for several owners eager to rake in big revenue from Super Bowl 51.

For some owners, the experience in obtaining a city permit can be a dreadful challenge. Just a couple of days before the big Bruno Mars and Taylor Swift concerts at Club Nomadic, the venue was on the brink of not obtaining their city building permit and certificate of occupancy in time to open.

Project Owner’s headaches in obtaining city building permits in a timely manner can be minimized through what we call the Three Must Do's.

College Choice Publishes 2017 Ranking of the 50 Best Bachelors in Engineering Degrees

C

ollege Choice, a leading authority in college and university rankings and resources, has published a ranking of the 50 Best Bachelors in Engineering Degrees for 2017.

The United States' global competitiveness has become a national priority, and with it, efforts to increase the number of U.S. students seeking degrees in engineering and computer science, evident at the federal level in the America COMPETES Act, which authorized $43.3 billion in federal spending in science, engineering, mathematics and technology research and education programs.

There are many educational institutions of high quality that are offering bachelors degrees in engineering, and College Choice's ranking seeks to parse out what separates the very best.

"Because we know that a degree is an investment of sorts, we have factored into our rankings the cost of getting an engineering degree and the salary prospects for graduates of the various schools," Christian Amondson, Managing Editor of College Choice, said of the ranking. "And because research is such an integral part of engineering, and because schools with graduate programs tend to have more research center, labs, and institutes, we've limited our top fifty list to those schools with graduate programs."

College Choice developed its list by looking at academic quality along with return on investment—the differential between tuition costs and average early career earnings.

The ranking for the 50 Best Bachelors in Engineering Degrees for 2017 finds the University of Illinois at Urbana-Champaign in the top spot. Purdue University is in second, and Georgia Institute of Technology rounds out the top three.

CenterPoint Energy Designated a 2016 Residential Customer Champion in Utility Trusted Brand & Engagement™ Residential Study

C

enterPoint Energy achieved top tier rankings among U.S. natural gas utilities throughout 2016 in the Midwest and South regions, designating the company a 2016 Residential Customer Champion by Cogent Reports™. The Customer Champions list was compiled from year-end Engaged Customer Relations (ECR) scores and ratings from consumers surveyed for the annual Utility Trusted Brand & Customer Engagement™ study. The results are based on responses from more than 52,000 residential ratepayers for 130 leading gas and electric utilities throughout the U.S. The study measures and tracks brand trust, customer engagement, satisfaction and relationship strength among residential customers.

City of Houston Expands Investment in Renewable Energy Additional 20 MW of Solar Power Solidifies Houston’s Status as Nation’s Top Municipal Green Power Purchaser From the Office of Houston Mayor Sylvester Turner

R

eaffirming Houston’s commitment to renewable energy, reducing emissions, and saving taxpayer money, Mayor Sylvester Turner and City Council recently agreed to purchase an additional 20 megawatts (MW) – for a total of 50 MW of solar power. This increase expands the 20-year solar power purchase agreement (PPA) the City entered into in 2015 with Hecate (now SolaireHolman) and will supply 10.5% percent of the City’s electricity needs with solar power.

“As the nation’s largest municipal purchaser of green power, the City of Houston has a loud and proud history of commitment to renewable energy,” said Mayor Sylvester Turner. “Investing in renewable energy helps the City become more sustainable, but also protects us from market volatility in the longterm. Green power makes smart business sense and is an important tool cities can use to reduce carbon emissions and fight climate change.”

In 2014, as the cost of solar energy began dropping significantly, the City embarked on a process to identify a solar energy provider for 6% of its municipal operations as a step towards diversifying the City’s energy portfolio and securing low cost energy and long term price stability. In 2015, SolarieHolman (formerly Hecate) was selected as providing the best price and value to the City for its proposed 30 MW facility. A key component was the lack of any price escalation or inflation adjustments during the 20-year term. In 2016, SolaireHolman offered the City the option of purchasing an additional 20 MW of solar power. In exchange for purchasing the additional 20 MW, the overall contract price is reduced by 8%, resulting in an estimated $1,956,067 per year of savings over the 20-year term.

“As Houston’s retail electricity provider, we commend the City for its increased purchase of renewable energy directly from a solar facility in Texas,” said Rob Gaudette, SVP, NRG Business Solutions.

“We provide all customers with energy solutions that support both sustainability and economic growth, and are pleased to have facilitated this transaction through our existing retail supply agreement.”Under this amended agreement, SolaireHolman will supply the City’s retail electric provider, Reliant Energy Retail Services LLC (Reliant) with up to 50 megawatts (MW) of solar power from a facility in Alpine, Texas.

The facility is expected to come on line in April 2017.

With this addition, the City further solidifies its national leadership in renewable energy. For the past two years, the City of Houston has held the top spot on the U.S. Environmental Protection Agency’s (EPA's) Top 30 Local Government list of the largest green power users from the Green Power Partnership. Houston is also #7 on EPA’s overall Top 100 green power users. The City uses nearly one billion kilowatthours (kWh) of green power annually, which represents over 85% percent of its total power needs.

Houston Receives $1 Million Grant for Houston Spaceport Infrastructure From the Office of Houston Mayor Sylvester Turner

M

ayor Sylvester Turner recently announced that the U.S. Department of Commerce awarded Houston, Texas a $1 million Economic Development Administration (EDA) grant to build some of the necessary infrastructure required for the planned Houston Spaceport at Ellington Airport.

“This grant is another sign of the serious attention our project is receiving,” said Mayor Turner. “Houston has always been at the forefront of aerospace-related advances. We are continuing to lead the way with the Houston Spaceport.”

The Federal Aviation Administration (FAA) granted a launch site license to the Houston Airport System in July 2015 to enable Ellington Airport to establish itself as a launch site for Reusable Launch Vehicles (RLV), making Houston Spaceport the 10th commercial spaceport in the United States. Currently in Phase 1 of development, the Houston Spaceport recently acquired a 53k square-foot facility. Its first tenant is Houston-based Intuitive Machines, which is currently developing drone technology.

Future plans include attracting additional aerospace and aviation companies to begin operations from the facility to advance Houston's position as a leader in the aerospace industry.

“The momentum behind Houston Spaceport continues to build,” says Mario Diaz, Houston Aviation Director. “There is limitless potential for aerospace activity at Ellington Airport and that fact is now being recognized on a broad scale, both by our partners within the U.S. Government and representatives from the private sector.”

The City of Houston sought funding from the EDA, which provides grants for projects that will spur economic development and create jobs for residents. Last year, Houston Aviation Director Mario Diaz hosted a roundtable at Ellington Airport with Assistant Secretary of Commerce for Economic Development Jay Williams, Congressman Pete Olson, Councilmember Dave Martin and representatives of the business community. This roundtable highlighted the potential for the Spaceport to spur innovation and create new jobs with local universities partnering to provide job training and engage in research and technology transfer.

The Houston Airport System has partnered with several state and local universities to engage in research, and job training in the aerospace sector to provide a skilled local workforce for employment opportunities created by this investment.

Port Houston Fire Department Receives Meritorious Public Service Award

T

he Port of Houston Authority Fire Department was awarded the U.S. Coast Guard Meritorious Public Service Award, at a special ceremony conducted during the Lone Star Harbor Safety Committee meeting at the Houston Pilots facility in Houston, recently.

According to a press release issued by the Coast Guard, the Port of Houston Authority Fire Department represented in person by Assistant Chief Glenn Hood and Senior Capt. Kirk Beverung, along with Houston Pilots Capt. Michael McGee and Capt. Michael Phillips; G&H Towing Capt. Douglas Scott and Capt. William Curry were presented the award by Rear Adm. Dave Callahan, the Coast Guard's 8th District commander, in recognition for their “prompt and effective response to prevent a major marine casualty.”

The incident, involving M/T Aframax River, an 800-foot-crude oil tanker, occurred Sept. 6, 2016.

There were no injuries or loss of life and impact to the environment and channel closure was “minimized” credited to the actions of those involved. In part, the Meritorious Public Service Award noted that Port Houston firefighters “applied their training and expertise to effectively battle the enormous blaze.”

During an Oct. 25, 2016 Port of Houston Authority Port Commission meeting, Port Commission Chair-

man Janiece Longoria hailed the response to the incident and heroic life-saving actions of all involved.

Coast Guard Captain of the Port Peter Martin, in attendance at the Oct. meeting, publicly praised the Port Houston crew members for their “diligence” and “immediate action.” Chairman Longoria underscored the quick response of the port’s fire department and their “excellent decision-making skills” to save the nearby vessels and docks and “quickly” extinguish the fire.

Port Houston maintains its own emergency first responders, Port Police and Fire departments. Members are well-trained in emergency response tactics. The Port of Houston Fire Department currently operates three fire stations, which are strategically stationed along the Houston Ship Channel. The personnel and equipment perform rescue, fight marine and land fires, hazardous materials and oil spills and releases and other emergencies throughout the ship channel.

Port Houston operates three fireboats along with three HAZMAT trucks, three class-A pumpers and one booster truck. Port of Houston fireboat captains are licensed U.S. Coast Guard masters; and its firefighters are certified by the state of Texas as Structural Firefighter, Marine Firefighter, HazMat Technician and Emergency Medical Technician (EMT).

Regarding this high-level meritorious award, Port Houston Executive Director Roger Guenther offered, “We are extremely proud of all the members of the port’s emergency management and safety teams. They serve with dedication and honor every day; and we are particularly proud of those presented with this distinguished honor by the U.S. Coast Guard. This recognition is well-deserved,” he said. 2 The Meritorious Public Service Award is the second-highest public service honor bestowed by the U.S. Coast Guard.

s one of the largest community colleges in the nation, the Houston Community College System (HCC) has proudly served the Greater Houston area for over four decades. HCC has served this city in various areas and in several capacities. When it comes to serving the small business community, the Small Business Development Program (SBDP) is an award-winning program within HCC, dedicated to developing and promoting our local small businesses. The SBDP was created to provide business opportunities for local small businesses to participate in contracting and procurement at HCC. The SBDP works diligently, formalizing existing practices and implementing new procedures to allow HCC to produce more effective small business participation and create opportunities relating to HCC contracting and procurement. HCC understands that our small business community is a vital component to Houston’s continuous economic growth. Through this program, HCC positively contributes in capacity building, increasing competition among small businesses and creating opportunities which will ensure the best value to HCC. Veronica R. Douglas, Manager of the SBDP, is responsible for meeting with small businesses, providing them with the opportunity to present their product or service to HCC. Douglas says, “Many of our small businesses have had the opportunity to not only

submit quotes, but to successfully win awards, and ultimately provide HCC with their product or service.

I take pride in representing the small business community, as well as assisting them with the public procurement process.” In this leadership role with HCC, Douglas also manages the annual HCC Procurement Opportunities Expo, a free event for the small business community. The expo allows businesses of all sizes to network with public and private procurement professionals who are seeking small businesses and diverse suppliers in Harris County and throughout Greater Houston.

The SBDP has a successful approach to producing more effective small business participation and creating opportunities related to HCC contracting and procurement. HCC strives for a 35% small business goal in formal solicitations, where subcontracting is probable.

The annual goal for small business participation is based on prior utilization, policy requirements, staff recommendations, and general input regarding capacity analysis, and HCC projected contracting opportunities. Douglas and the SBDP team are meticulous in

Learn More about HCC’s Small Business Development Program HUB Certification Process The program goals are with certified SBEs/ MBEs. The SBDP recommends to all of their clients to obtain as many certifications as possible to open the doors of opportunity at federal, state, local, and educational entities.

The SBDP is not a certifying agency. However, there are recent significant improvements to the SBDP. These improvements will provide greater opportunity to certified small businesses that participate in the procurement process at HCC. The SBDP has also improved the evaluation process for qualified certified small businesses to maximize their opportunity to compete and win more HCC business.

Small and Minority Business Outreach The SBDP participates in networking and outreach events in all communities throughout Houston and average in participating or presenting in over 80 events per year. Bid notices are also posted on the centralized master bidders list (CMBL), the HCC Procurement Operations website, and in local publications. As an example of taking their message out to the community, the SBDP utilizes HCC-TV to present a unique program called “It’s Your Business,” which spotlights local small businesses. In addition, the SBDP conducts “How to Do Business with HCC” seminars in each of the nine HCC Districts and are highly involved with the local Chambers and the certifying agencies. The SBDP recently entered into an agreement with several community partners to participate in an Inter-Agency Mentor Protégé Program.

The SBDP requires Good Faith Efforts by contractors to use small businesses in contract performance. The SBDP has procedures in place to determine whether contractors are meeting this requirement of the Good Faith Efforts.

Contractors are required to document efforts to obtain small business participation. A contract award may be denied or an existing contract may be terminated for the contractor’s failure to use Good Faith Efforts.

“We believe we are teaching people ‘how to fish’ to be successful in targeting their best opportunities and putting their best foot forward. We teach, so the bidders can learn from each procurement that they participate in, which will help build their knowledge towards a successful award. It is important that they continue to learn from their diversity champions, their experiences, and to never give up. Opportunity is always around the corner,” says Douglas. our smartphone, your tablet, your computer - they are some of your most important and most used possessions.

They are the daily tools you use for research, to connect with others and make purchases. You take them everywhere and fill them with your important, personal information.

And all of that makes them the perfect targets for a cyberattack.

The number of cybercrime incidents in the United States grows each year, and as Americans move into an increasingly digital society thanks to smart phones, smart cars and smart in-home technologies - cybercrime is expected to grow in frequency again this year. Protecting yourself, your business and the vital information on your devices means increasing your focus on your own cybersecurity. That starts with these five tips.

• Recognize you're not immune.

Cyberattacks increase in frequency and severity every year, so don't make the mistake of believing it can't happen to you. "It's important to protect yourself by taking personal responsibility for your data; we can't expect banks or other institutions to do it for us," said Jim Karagiannes, Ph.D., professor in DeVry University's College of Engineering & Information Services. "We lock our doors and take other security measures to protect our business. We need to also take precautions with our personal security and information."

• Don't store your username, password or credit card information with a website. The convenience makes it tempting, but websites are a popular target for cybercriminals because a successful hack gives them access to hundreds or thousands of files, including yours. Even storing this information on your own computer can expose it in a cyberattack, and if your credit card information is captured, criminals can use it to gather your social security number. That exposes you to identify theft. Keep this information off your devices and, instead, create complex passwords and write down all of your usernames and passwords on a piece of paper that you keep in a safe place, such as a deposit box.

• Use only a credit card, not a debit card, when making online purchases. Using your credit card instead of your debit card allows you to keep better track of the purchases you have made. It also limits the ef-

fects of any possible theft to just the one card instead of several. If you have no choice but to use a debit card for an online purchase, do not use your pin number online.

• If it feels like a trick, it probably is. Cybercriminals often engage in "social engineering" or other nonelectronic methods to try and trick you into surrendering your data. If you get a phone call about a banking or credit card issue or if your computer tells you to call a number because it just caught a virus, be cautious. Do not divulge any personal history or credit card details. Hang up or ignore the computer-generated notices and call the customer service number of the institution's website with any questions.

• Replace your existing credit cards with chip cards as soon as possible. Chip cards are becoming the new normal these days, and if your current credit card does not have a silver square chip on its front, consider replacing it quickly. Popularized in Europe, chip cards possess the necessary encrypted information to eliminate delays in the transaction process. Doing so closes the window criminals need to steal your personal information, thus protecting you from identity theft.

You have no intention of abandoning your devices, of course, so protect them. The FPA-1100NR2 duplicates masks for semiconductor lithography equipment utilizing low-cost nanoimprint technology. Canon Inc. has announced that FPA-1100NR2 equipment will be sold to Dai Nippon Printing Co., Ltd, a leading supplier of masks for nanoimprinting.

Facing the difficult challenge of circuit scaling or miniaturization, the key to the advancement of semiconductor devices, nanoimprint lithography (NIL) has garnered a lot of attention as a new technology that achieves even more detailed circuit patterns of 10nm (1 nanometer = 1 billionth of a meter) at an even lower cost, compared with photolithography.1 Since 2004, Canon has been carrying out R&D in the field of semiconductor manufacturing equipment that utilizes nanoimprint technology.

When mass producing semiconductor devices with nanoimprint lithography, it is important to control the cost of the replica masks that are required for the patterning of advanced semiconductor devices. This can be challenging due to the expensive, time-consuming step of using electron beam writers to define patterns on a mask. To address this problem, Canon has developed mask replication technology that enables the fabrication of replica masks at a low cost.

Employing nanoimprint technology, the FPA-1100NR2 can faithfully transcribe a pattern from an expensive master mask to a replica mask blank in a short amount of time, making possible replica mask production with high efficiency. Through this process, mask productivity can be rapidly increased at the production sites of nanoimprint mask suppliers, to greatly reduce the manufacturing costs of semiconductor devices produced using nanoimprint technology and realize a cutting-edge lithography process with a reduced cost of ownership.2 Canon will host several presentations on its nanoimprint technology and will report on the progress of NIL development at SPIE Advanced Lithography 2017, to be held from February 26 to March 2, 2017, in San Jose, California, U.S.A.

exas gained the momentum after officially adding 210,800 new jobs, as of December 17th, 2016 – the increase predominantly driven by a rise in oil prices and the distinct stabilization of the energy sector. Shell, YPF to Develop Vaca Muerta Gas Pilot Project

oyal Dutch Shell PLC and Argentina’s YPF SA have signed preliminary terms and conditions of an agreement to develop a shale gas pilot project in the Vaca Muerta shale of Neuquen province.

The agreement would provide each company 50% working interest with Shell as operator in the 55,000acre Bajada de Anelo northeast of Loma Campana, a strategic region in Vaca Muerta that has both shale oil and shale gas resources, according to a release from YPF. Shell estimates the project would require investment of $300 million, which would occur in two phases.

YPF Chairman Miguel Angel Gutierrez noted the importance of a new partner in Vaca Muerta “after the addendum to the collective bargaining agreement” that was recently sealed among stakeholders in the Neuquen basin.

The Argentine government last month struck a deal with labor unions and international oil firms—including Shell, Chevron Corp., BP PLC, and Total SA—to attract investment to Vaca Muerta.

As part of the deal, the government will provide a subsidized wellhead price of $7.50/MMbtu through 2020 and invest in infrastructure surrounding oil and gas operations. In turn, the firms pledged to invest $5 billion in 2017, with that total multiplying in subsequent years.

Shell’s presence in Argentina includes its 22.5% nonoperated interest, held since 1998, in the Acambuco natural gas and condensate block in Salta province. That concession is operated by Pan American Energy LLC. In 2012, Shell became operator with 90% interest in the unconventional Sierras Blancas, Aguila Mora, and Cruz de Lorena blocks in Neuquen. It also has 45% nonoperated interest in the province’s La Escalonada and La Ceniza Corner blocks.

The US Energy Information Administration estimates Vaca Muerta holds 308 tcf of dry, wet, and associated shale gas resources.

rising by 200 in recent months, both the oil industry and the Houston economy have stabilized and resumed growth trends. In November alone, mining and logging, the sector that includes oil and gas extraction, added 3,200 jobs, while the greater Houston metropolitan area continued its job increase by half a percent, a rise from 2015.

Marcus Hiles predicts continued improvement for the statewide economy over 2017, citing The Organization of the Petroleum Exporting Countries' (OPEC) decision to reduce production levels in January as a sign that oil prices are likely to continue to increase and in turn promote huge job gains. Hiles expects other regions of the state, including North Texas and Austin, to further advance their nation leading technology, manufacturing and real estate sectors.

Mobilize Federal Support for Carbon Dioxide Pipelines, Group Urges

multistate working group convened by two western governors urged the Trump administration and the 115th Congress to make carbon dioxide pipelines a priority within a more-ambitious US infrastructure agenda. The State CO2-EOR Deployment Work Group also released a report recommending that the federal government support development of CO2 pipeline networks to securely transport large volumes of the gas to US oil fields for enhanced recovery operations.

Wyoming Gov. Matt Mead (R) and Montana Gov. Steve Bullock (D) formed the working group in September 2015 as a follow-up to a Western Governors Association resolution calling for federal incentives to accelerate carbon capture deployment at power plants and industrial facilities, and increase the use of CO2 in enhanced oil recovery while safely storing the gas underground.

“Carbon capture for enhanced oil recovery with CO2 storage is a game changer for the American economy,” said Brad Crabtree, vice-president for fossil energy at the Great Plains Institute (GPI) in Minneapolis. GPI provides staff support for the working group.

Crabtree said, “But to make the current potential a reality, we need an investment in the nation’s energy infrastructure. This report outlines the specific policies and federal support necessary to build the pipelines that will boost America's energy independence, create jobs, and decrease emissions.”

The report, which GPI released on Feb. 23, includes a map outlining five potential large-volume, long-dis-

tance CO2 pipeline corridors. These pipelines could expand the annual supply of manmade CO2 available for EOR by 150 million tons by 2030, when coupled with targeted federal incentives for deployment of carbon capture technology.

The analysis shows that robust pipeline systems on this scale could triple the existing US EOR industry, with about 375 million bbl/year of US crude oil production and an estimated reduction of 22% in annual US oil imports valued at $30 billion. They recommended CO2 pipeline systems have the potential to drive an estimated $75 billion of capital investment and stimulate more than $30 billion/year in economic activity.

Lack of pipeline systems is a major obstacle to increasing CO2 deployment for EOR, Crabtree said.

“Trunk pipelines are needed to link industrial and power plant CO2 sources to oil field customers, and they must be built at very large scale across regions to make economic sense.”

The working group, which includes officials from 10 state governments, recommends that the federal government play a targeted role, supplementing private capital, in financing increased capacity for priority trunk pipelines to transport CO2 from industrial facilities and power plants not currently served by pipeline systems to oil fields for enhanced recovery.

It also calls on Congress and the president to work with states, tribal governments and key stakeholders to identify and foster development of these pipeline corridors, including support for planning, streamlined permitting, and financing.

Enterprise Products Chooses Honeywell UOP Technology for New Petrochemical Plant in Texas

Honeywell UOP's Oleflex™ technology to help produce high-octane fuel and other materials

oneywell (NYSE: HON) announced recently that Houston-based Enterprise Products Operating LLC has chosen Honeywell UOP's C4 Oleflex™ technology to produce 425,000 metric tons per year of isobutylene, which is used to make high-octane fuel and highperformance synthetic rubbers and acrylics.

In addition to technology licensing, Honeywell UOP will provide the basic engineering design, control systems, catalysts and adsorbents for the plant, which is located in Mont Belvieu, Texas. Honeywell UOP also will provide a modular CCR™ (continuous catalyst regeneration) unit.

"High demand from automotive, industrial machinery and construction applications are expected to drive growth in lubricant production, and at the same time, demand for highoctane fuel is rising as auto manufacturers build more engines that meet higher fuel economy standards," said Mike Millard, vice president and general manager of Honeywell UOP's Process Technology and Equipment business. "Isobutylene produced by the Oleflex process is a great raw material for making products to meet these market needs."

Honeywell UOP's C4 Oleflex technology uses catalytic dehydrogenation to convert isobutane into isobutylene and is proven to have the lowest cash cost of production and the highest return on investment compared with competing technologies. Its low energy consumption, low emissions, and fully recyclable, platinum-alumina-based catalyst system minimizes its impact on the environment. The unique and proven process design maximizes operating flexibility, on-stream factor and reliability.

The Honeywell UOP CCR section is a critical part of the Oleflex unit and will be delivered to Enterprise as modular equipment. Honeywell UOP has delivered more than 70 modular CCR

sections globally, providing a cost-competitive and time-saving alternative to conventional field construction. Modular equipment has several advantages over typical installations. Because it is factory-built, it can be started faster that systems that are constructed on site, and it is easier to operate due to common parts and standardized training, operations and maintenance.

Honeywell UOP's Oleflex technology has been selected for 39 projects by 46 producers globally since 2011.

Impacted Homeowners May Be Eligible For Small Business Administration Loan C

ity crews from the Transportation & Capital Improvements Department, Solid Waste Management Department and Parks & Recreation Department have removed more than 70% of debris from storm-affected areas, which amounts to 11,900 cubic yards or the equivalent of one football field stacked nearly 6 feet high. The Bitters Brush Recycling Center is open at no charge to affected residents from 7 a.m.-4 p.m. seven days per week.

The Office of Emergency Management, with the assistance of the San Antonio Fire Department, San Antonio Police Department and Development Services, continues to perform damage assessments. To date, 575 residences are confirmed to have sustained damage. The San Antonio Police Department will continue to have increased neighborhood patrol throughout the affected areas overnight to ensure the safety and security of residents and their property.

Code Enforcement is proactively monitoring all affected areas for unlicensed contractors and will provide impacted residents with information to assist in choosing a properly licensed contractor. This information includes warnings about unlicensed contractors and contact information for Development Services Department staff dedicated to assist residents through the repair, reconstruction and permitting process. Representatives from the Texas Department of Emergency Management and Small Business Administration have evaluated effected areas along with Development Services Department staff. If residents qualify under SBA guidelines, they will be able to apply for a low interest loan through the SBA. The 311 Call Center has handled more than 11,800 calls for service, including storm-related calls and volunteer requests for residents who want to assist with the

cleanup effort. Residents are encouraged to continue calling 311 to report non-emergency service requests.

The Office of Emergency Management conducted a meeting with the Volunteer Organizations Active in Disaster and developed a two-phase approach to volunteer programs.

Phase 1 – Experienced group volunteers from the Southern Baptist Relief, Church of Ladder Day Saints and Texas Baptist Men have been deployed to the most affected areas to assist with clean-up efforts. These groups have prior background checks, training and are equipped to work specifically within disaster areas.

Phase 2 – Individual volunteers or groups of individuals who have contacted 311 and registered with the San Antonio Food Bank have been provided instructions.

Those interested in volunteering for clean-up efforts are encouraged to contact 311 to register.

Does the Recent Reason Foundation Report Provide an Accurate Assessment of High-Speed Train Service in Texas?

TxDOT’s 2013 Statewide Ridership Analysis Report, the basis for the Reason report, states on page iii that it “… was not intended to provide a detailed ridership analysis of any individual corridor, since many assumptions were applied to all of the corridors statewide and would need to be modified to more accurately reflect the characteristics of any particular corridor.”

• The Reason Foundation author did not use data provided by Texas Central.

He was also offered full access to the reports and he chose not to use or reference them. As recently as last month, the author confirmed that he “…would be interested in getting more information about the numbers. As you may know, Reason supports private high speed rail lines.” Subsequent calls and emails went unacknowledged.

As a project being driven by free market principles, every decision is driven by data. This project has spent millions of dollars using the best technology in the industry to produce data that exceeds what TxDOT provides on ridership and revenue. All of this has undergone intense scrutiny by the project’s various investors. These analyses included original research by the project using publicly available Bluetooth data, among other inputs. No other group – government or otherwise – have completed such a thorough, sophisticated analysis of the Texas travel market. These studies include survey of thousands of real Texans, which show a strong, pent up demand for more travel alternatives between North Texas and Houston. The Reason report ignores all of this data and offers no new information for consideration.

The conclusions of this report contrast sharply with previous articles from the Reason Foundation, which called out “opponents” who in Reason’s own words, “mistakenly claim that taxpayers will be stuck subsidizing the rail line.” This same report acknowledged that even with the project’s consideration of federal loan programs, “there is little or no risk to taxpayers, federal or state.” The author contradicts his own views from May 2015, where he affirms positive attributes of the North Texas to Houston travel market and declares that the public should give “privately funded Texas high-speed rail line a chance.” He notes that “For distances longer than 400 miles, planes have major cost advantages,” but claims in his new report that the market is “well-served” by aviation and buses, presumably leaving no room for a service to compete on cost, convenience or experience.

The only thing that has changed in the time from the previous report to now, is there is more accurate and detailed data available supporting the financial viability of the project. The author ignores all of this and somehow came to a different conclusion.

We again reiterate our offer to the Reason Foundation to take a fresh, open-minded, objective and data-driven view of the project. Any opinion they offer at that point would be a welcome and informed addition to the important public policy conversation going on in Texas about what role high-speed train service can play in accommodating the needs of a growing state.
