City Of San Antonio Proposed 2017-2022 Bond Program Frequently Asked Questions

n May 6, 2017, the San Antonio public approved six propositions for the City’s 20172022 Bond Program totaling $850 million and including 180 projects. With voter approval, TCI is ready to get to work with the design and construction industry to deliver the street, drainage, parks and facility projects.

The City dedicates a portion of its property tax revenues to repay debt incurred for bond-funded improvements. However, the proposed Bond Program does not recommend a City property tax rate increase. The City plans to borrow the $850 million over five years, rather than all at once, allowing the Bond Program to be funded within the current City property tax rate based on current projections.

General Obligation Bonds allow the City to pay for major capital investments having a public purpose, such as streets, drainage, public safety facilities, flood control as well as quality of life enhancements related to libraries, parks, community recreation, cultural facilities and elimination of slum and blight . Bonds are sold to investors and the proceeds from the sale of these bonds are used to pay for capital projects. Bond funds cannot be used for everyday operating costs for programs such as softball leagues, classes at senior centers, police officers or fire fighters. Such operating expenses are paid for by annual revenue that support the City’s General Fund such as property tax revenue, sales tax revenue, CPS Energy revenue and fees for service.

There are many planned and recommended large-scale projects throughout the City of San Antonio such as street and sidewalk improvements, new parks and community centers. Using bond financing to fund large-scale projects within the constraints that have produced the City’s “AAA” rating allows the annual City operating budget to be allocated toward annual and ongoing costs such as maintenance, personnel, operations and public service programs. By issuing bonds, we can invest in those projects more quickly and avoid deferred maintenance costs.

The projects in the 2017 Bond Program were vetted and approved by the community and City Council. City staff initially studied infrastructure needs throughout the community and developed a list of potential projects which were presented to five Citizen Bond Committees. Each committee consisted of two co-chairs appointed by the Mayor and 30 residents appointed by City Council (160 individuals total). The Bond Committees were organized as follows: 1) Streets, Bridges & Sidewalks; 2) Drainage & Flood Control; 3) Parks, Recreation & Open Spaces; 4) Facility Improvements; and 5) Neighborhood Improvements.

“Show Me City” Shines Bright in New York City’s Times Square

issouri City continues to make strides in economic development citywide. On Aug. 21, City officials and staff joined VWR in Trammell Crow’s Park 8Ninety for the company’s grand opening of its 125,000-square-foot regional distribution center.

The business milestone, which included a facility tour and ribbon-cutting ceremony, gained national attention in New York’s Time Square when the opening and a ribbon-cutting photo was featured on a marquee in the thriving marketplace.

“The City is proud to welcome VWR on this special day when we are witnessing a total solar eclipse. We will always remember this is the day you opened your doors for business here,” Mayor Allen Owen exclaimed at the grand-opening event. “I don’t think you could have found a better location than Missouri City or a better partner than Trammell Crow. They are a firstclass company that builds first-class buildings.”

Owen also shared that the City is looking to see Trammell Crow have the same success in Park 8Ninety that the developer has in premier Lakeview Business Park.

VWR also shared their excitement about their new venture. In the company’s grand-opening news release, Brian Magerkurth, VWR’s VP of Supply Chain Operations, said: “The opening of this facility marks a joyous milestone in VWR’s history, especially for those employees here in Texas who have been personally involved in conceptualizing and shaping this new location.” He went on to add: “Today, we celebrate that hard work.”

Company officials said VWR is the leading global independent provider of product and service solutions to laboratory and production customers. They also highlighted that VWR’s regional distribution center in Missouri City is “strategically located to serve customers in Texas, Oklahoma, Arkansas and Louisiana. As one of 10 VWR distribution facilities in North America, this location will offer a local, customer-focused stock assortment.”

The corporation, which is headquartered in Radnor, Pa., had sales “in excess of $4.5 billion in 2016 and enables science for customers in the pharmaceutical, biotechnology, industrial, education, government and healthcare industries,” according to company officials.

What is a Bond Program?

A bond program is a voter issued debt that will be used to fund a comprehensive plan to improve the City's infrastructure such as alleys, streets, sidewalks, parks, drainage and facilities.

How is a Bond Program funded?

A bond program is funded by General Obligations Bonds. The bonds are a debt that the City must pay back over time which is called debt service. Debt service is funded by taxpayer dollars.

exas A&M University System (TAMUS) has chosen Houston-based project management consulting firm, Taylor Construction Management (TCM), for a competitive Project Management Support Services (PMSS) contract.

TAMUS uses these services to augment their Facilities Planning and Construction (FP&C) department as they manage capital improvement projects across their 11-system universities in Texas.

TCM has been selected multiple times as a valueadded solution to provide project management and construction code inspection services on projects ranging from sports complexes and administrative support buildings to dental and nursing schools.

Recently, TAMUS released a Request for Qualifications (RFQ) to add master agreement for PMSS and, for the third consecutive time over a 5-year period, TCM was chosen as a valued resource.

“In just six years, my husband and I have developed Taylor Construction Management into an award-winning global firm by making customer service a top priority,” said Kelley Taylor, TCM Founding Partner and CEO. “Receiving the distinction of a third contract with TAMUS further cements our drive to break down barriers as minority entrepreneurs in this industry and execute every project to perfection.”

On average, the capital improvement budget has ranged from $1B to upwards of $3B. The contract is open-ended so there is no established budget or project scope. TAMUS has the right to add scope to the blanket contract to augment FP&C on any capital improvement project throughout their network.

Texas Instruments introduces its first educational robot, the TI-Innovator™ Rover

Put STEM into motion with new calculatorcontrolled robotic car for the classroom

exas Instruments (TI) today announced the TI-Innovator™Rover, the company's first robotics solution for middle and high school students that makes learning STEM subjects a moving experience. Students can write programs on their TI graphing calculators that get Rover's wheels turning and their minds learning in a fun, interactive and hands-on way.

Students without any exposure to coding or robotics can get started by writing a basic program to make Rover do things like draw, dance or even crash.

"We created Rover to demystify robotics and give students who might be intimidated by programming an easy on-ramp to learn to code," said Peter Balyta, Ph.D., president of TI Education Technology. "Given the sheer joy we have seen on students' faces as they learned to code during our testing phase, we are excited to see how Rover will inspire more young minds through an introduction to robotics."

Girls from Girls Inc. of Metropolitan Dallas took Rover for a test drive as part of a pilot program with TI. "Normally, I'm really distracted when it comes to math, but this was fun enough for me to pay attention," said Zamantha Romero, a freshman at Sunset High School. The girls used algebra to make their Rovers crash and geometry to make them follow a line. "I'd give the Rover an A+, because I really, really love using it," said Mia Gonzales, a sophomore at Bishop Dunne Catholic High School. "It's more interactive than what you would usually do in a regular classroom with math; it's hands-on, very visual, and fun and exciting at the same time."

Students can team up to use Rover and are encouraged to work collaboratively to explore different STEM concepts. Rover was built specifically for use in the classroom and includes a rechargeable battery, color sensor, distance sensor, LED display, gyroscope and marker holder to trace on paper. This first-of-its-kind calculatorcontrolled robotic car will be available for purchase in the United States and Canada later this fall and in Europe in early 2018. ClearSign Texas Refinery Project Successfully Concludes Operational Testing Company's Duplex Plug and Play™ Product Attains Performance Goals

Toyota Motor North America's (TMNA) headquarters campus in Plano, Texas has officially achieved LEED Platinum from the U.S. Green Building Council (USGBC). Jonathan Kraatz, executive director, USGBC Texas Chapter, presented the prized Platinum plaque to Jim Lentz, TMNA president and chief executive officer, today at the new campus.

LEED, or Leadership in Energy and Environmental Design, is the most widely used green building rating system in the world. Toyota’s new campus is the largest commercial LEED Platinum project in the state of Texas, to date.

"At Toyota, we have a longstanding commitment to sustainability and preserving our natural resources," said Lentz. "With the installation of greenspaces, thousands of solar panels, a massive rain water capture system, and natural light wells, we have designed our new headquarters to reflect the local habitat and enhance its biodiversity. Recognition as a LEED Platinum facility is a testament of our efforts to become a model for energy efficiency and sustainability, and speaks to our challenge to ourselves to create a net positive impact on the planet by 2050."

A

s a historically Black University and a member of multiple Chamber of Commerce(s), Texas Southern University’s (TSU) Historically Underutilized Businesses Program, i.e. HUB is aware of their duty to the community. HUB is a minority or woman-owned Texas business that must meet a criteria to be certified.

TSU accepts HUB certifications from agencies such as The City of Austin, Houston Minority Supplier Development Council, and Women’s Business Enterprise Alliance to name a few.

Many minority businesses stress the lack of opportunity given to receive contracts in fairness with big competitors. TSU’s HUB Program concentrates on producing more effective small business participation relating to the University’s contracting and procurement opportunities. The Program utilizes the Central Masters Bidder List (CMBL) to inform relative companies on the specific commodity codes for each bid and as a state entity they are required to advertise any solicitation over $25,000 on the Electronic (ESBD) website. In addition, the program posts all bids over $25,000 on the University’s website. By doing so they are alleviating unfairness among competitors unless subject to a bidding exemption.

In partnership with TSU, the HUB Program educates the University about their process, guidelines and procedures by participating in multiple mentoring programs such as small business forums and supplier diversity events. As Senior Buyer and HUB Coordinator, Kisten Rhodes, takes her leadership role seriously by meeting an array of daily demands. Her duties entail: working with buyers, end users, prime contractors, purchasing department, and the University’s body. In addition, she conducts audit reviews, assist vendors in the certification process as well as reporting activities associated with procurement for internal purposes or for submission to external uses with the Texas Comptroller of Public Accounts.

Rhodes also tracks updates to supplier files and developing/maintaining the data base for HUB spending with the procurement-card program. Her multiple services as an executive to the program coincides with the following mission statement she instilled, “Our outreach initiative includes attending state and Local HUB events, hosting HUB Vendor Fair’s on campus, attending local Chamber of Commerce(s) and welcoming Lunch and Learn events on campus.” The program’s efforts and strive for excellence has earned multiple accolades. In 2016, TSU ranked #12 of all state agencies with a total spend of at least $5,000,000. Also, TSU ranked #16 among the state agencies in 2013. The Program has consistently ranked among the top 50 of state agencies with the most HUB participation and with a goal to be ranked amongst the top three (3) in the nation they show no sign of slowing down.

The HUB Program’s specific goal is to increase procurement and opportunities.

TSU makes an effort to assist HUBs by receiving a portion of the total yearly expenditures. Procurement expenditure goals by the Texas Government Code consist of 11.2% heavy construction, 21.1% building construction, 32.9% special trade construction, 23.7% professional services, 26% other services and 21.1% commodities.

TSU prides on transparency in all business dealings and their ethic code ensures their good will.

Moving forward, the HUB program at TSU will continue to provide highly qualitative service to the students, staff, faculty, and external customers. Under the leadership of Mr. Gregory Williams, Executive Director of Procurement Services, the members of the Purchasing Division all make the program successful and there will always be considerate services to all internal and external customers. Mr. Thomas Britt, Director of Materials Management, Mr. Sceffers Ward, Buyer, Mrs. Felicia Garrett, Procurement Services Department Administrator along with Ms. Rhodes cohesively work to achieve TSU’s mission, vision and the accomplishment of the HUB Program. The Purchasing Division is formulating a strategic plan to enhance specific efforts towards the success of HUBs and TSU and as the University continues to expand more opportunities will become available for HUBs and small business partnerships.

HUB certification is beneficial to minority businesses by crediting such business expenditures and the state of Texas. Ultimately, the City of Houston economically prospers from such joint ventures and TSU’s Historically Underutilized Businesses Program is the leading effort in support of minority owned or small businesses prosperity.

AIV, Gulf Coast Modification to Consolidate Operations Within Expansive New Northwest Houston Facility

A

IV, LP, a Houston-based global wholesale distributor of valves and actuators for the oil and gas, power generation, chemical, petrochemical, refining, pulp and paper and water treatment industries, has announced plans for a new 320,000+ square-foot facility at 22806 Northwest Lake Drive near Telge Road and Highway 290 in northwest Houston. The 32-acre construction site allows for the future expansion of up to 700,000 square feet.

The new facility will consolidate AIV and Gulf Coast Modification's current 130,000 square-foot headquarters at 7140 West Sam Houston Parkway near Highway 290, a separate 28,000 square-foot modification facility focusing on mid-stream clients, and a third 22,000 square-foot building that houses AIV's automation division.

AIV has selected KDW, a Houston-based Design/ Build contractor, to custom design and construct their facility. KDW anticipates breaking ground later this year, and the project is scheduled for completion by late 2018.

The new facility will consist of two stories of Class A office space to house the company's sales and administrative personnel, expanded warehouse space for AIV's extensive valve and actuation inventory, and the fabrication facility to accommodate Gulf Coast Modification.

"This new state-of-the-art facility will not only provide a dramatic increase in square footage to house our expansive valve inventory, it allows us to bring all our modification and actuation operations back under one roof. This consolidation will greatly increase efficiency in the interaction between the divisions, and therefore improve our ability to best serve our clients," stated AIV President Trey Cook.

First Phase of new $6 Billion U.S. Gulf Coast Petrochemical Project is now Operational and Poised to Serve the Robust Global Demand for Advanced Polyethylene Resins

hevron Phillips Chemical Company LLC (Chevron Phillips Chemical) announced today it has successfully completed commissioning and begun start-up of its new polyethylene units at Old Ocean, Texas. Each unit will produce up to 500,000 metric tons annually to service the ever-increasing global demand for polyethylene. These units can produce a wide variety of polyethylene resin from metallocene LLDPE film to bi-modal film and pipe products, displaying the wide capability of Chevron Phillips Chemical's proprietary MarTech® technology.

Serco Awarded New $21 Million Contract To Deliver Safety Service Patrol Support for Texas Department of Transportation

erco Inc., a provider of professional, technology, and management services, announced today that the Company has been awarded a new contract to provide Safety Service Patrol support for the Texas Department of Transportation (TxDOT) Austin District. The contract has a three-year base period valued at $10.5 million and three one-year option periods. The total value is $21.3 million if all options are exercised.

Under this new contract, Serco will manage the Safety Service Patrol (SSP) services delivered across 310 miles of roadway in Austin, Texas. The Company's efforts under this contract will help minimize incident duration and improve driver safety during traffic incidents. Serco will utilize a fleet of 24 vehicles to provide roadside support to assist with all incidents impacting the patrolled interstate highways. The number of vehicles could expand up to 52 vehicles if TxDOT elects to expand route coverage within the contracted roadways.

What You Need To Know About Tent Permits In The City Of Houston

ents are temporary structures used for a variety of reasons from entertainment venues to wedding halls. During the city’s recovery from the recent Harvey flooding, tents have been erected downtown and other areas for construction workers and volunteers involved in clean-up and rebuilding efforts to use as a protected place for taking breaks and eating lunch.

Here are the basic requirements to obtain a tent permit through the Houston Permit Center.

• If near street, tent must be 20 feet away from curb.

• Drawings show direction and process flow through tables • Basic site plan (CAD drawing) showing location of tent, size of tent, distance away from nearby buildings and streets, locations of stakes, how anchored and highlight where fire extinguishers will be placed along with notes indicating use of tent.

• If tent is greater than 1,200 square feet, then an occupancy permit is needed. For additional information, you can

this is your tent expert and is a critical part of your team to make sure it’s in compliance and provides information for city documents.

Ask questions - if there are concerns on stability of the structure or if unsure in certain areas, ask, ask, ask the appropriate representatives including the experts on temporary structures at the Houston Permitting Center.

Secure the necessary licensed professionals - such as architects or structural engineers when needed – this may be needed when the temporary structure exceeds a certain size and is

While tents are being used during rebuilding after Harvey, it is important to remember that the City of Houston requires temporary structures to be in compliance and permitted. Circumventing this process creates a hazard and places people in an unsafe environment when the tent is in use.
