Traffic problems happen in every thriving and progressive city

‘AROUND THE CITY OF CHOICE’

HALLANDALE BEACH - Over the course of time there has been one constant issue facing our community and many others like it throughout the globe; traffic. Traffic has been studied and has been calculated and has been addressed through many years of engineering and infrastructure. A while back I wrote about the history of traffic engineering and how centuries before this one, engineers were addressing the flow of force and carriages through the streets. Society has come a long way since then, but still the same problem; too many vehicles trying to move through the same roadway all at the same time. Rush-hour traffic jams are not new. Over vacation in a quiet little mountain town of only 800 residents there was even a rush-hour. Everyone was coming to the mountain at the same time and everyone was leaving the same time. The question becomes how to manage traffic better. As recently as two weeks ago, a concerned resident reached out to me to inquire about Hallandale Beach signalization and the West Hallandale Beach configuration. I have written about these issues in the past but they do warrant a review. Most importantly, the resident realized that as a municipality we have the ability to give input and that the jurisdiction of our roadways lies with the County and the State. As a result of her inquiry and suggestion the City Commission directed the City Manager to request that the Florida Department of Transportation attend one of our commission meetings to review all current projects that have been completed or are slated for completion in the future. portation has implemented what is called a GO GREEN light project. The project has been implemented and can be modified by the County to fit our traffic patterns here in Hallandale Beach. The change is more obvious when there are fewer vehicles on the road. Now, rather than having a red light green light, red light stop start lights down the Boulevard will be green. Depending on the volume of traffic one can traverse a longer period of time without stopping. Obviously peak traffic times will skew the results. The second phase of the signalization has been placed in the Florida Department of Transportation work plan. This will be the implementation of real time traffic signalization. Traffic will be video monitored and linked to Broward Countyʼs central monitoring station. Operators will be able to adjust the signalization to current situations. The other project that has raised concerns is a new configuration on W. Hallandale Beach Blvd. Broward County Transportation came to our City Commission meeting and shared publicly that the result of this configuration does improve East-West traffic flows. The City Commission approved the new configuration and construction of the new median was scheduled to be performed this winter but was postponed until spring in order to avoid seasonal traffic. MIAMI BEACH - Mount Sinai Medical Center of Florida has received a continued accreditation for a five-year cycle from the Accreditation Council for Graduate Medical Education (ACGME). ACGME is responsible for the accreditation of all post-MD medical training programs within the United States. The review committee, comprised of up to 15 physicians, commended Mount Sinai for its demonstrated substantial compliance with ACGMEʼs institutional requirements without citations. The continued accreditation is a testament to the commitment Mount Sinai has made since 1959 to training tomorrowʼs health care providers. As a statutory teaching hospital, Mount Sinai brings together the best and brightest minds in medicine, creating a challenging environment where emerging physicians are trained by faculty who are well versed in the latest medicine based on the most current scientific data. Each year, Mount Sinai trains more than 160 residents and fellows in 17 medical specialties, at an investment of more than $20 million dollars. portation planning. Every city in Broward County participates in the Metropolitan Planning Organization. Depending on population, cities have a permanent seat or an alternate seat on the board. I currently serve as the alternate to the MPO for our district. The MPO is the governing body that works on developing, prioritizing and planning transportation and transit improvements throughout Broward County. These plans are set within certain documents including five-year capital plans. That is the key working document for design and construction funding. All these plans channel through Florida Department of Transportation to a district office and then on to the state level. Funding comes from the federal level and is passed through on the state level based on statewide needs and approved transportation projects recommended through the various MPOʼs. Broward County is a considered transit concurrency area. Since we are a built out community and there is limited availability for additional roadways, the main focus has been on transit. This includes bus transit, rapid transit and rail. The other area of investment is for the redevelopment of roadways to include sidewalks, bike lanes and multimodal access. Hallandale Beach Blvd. East and West have gone through a total makeover. These projects typically are slated every 20 years. Currently Ocean Drive is slated for resurfacing. Due to funding cuts on the state level the project was broken down in two phases. The first phase is the median project which is taking place now. The second phase is currently under design and slated to be completed in 2014. The landscaping project is moving forward. The design firm who is under contract with FDOT called for the placement of the 10 Medjools palms along the bridge. We were then informed that the trees had to be removed as they would interfere with the bridge and did not meet an FDOT standard, which is why the project had stalled. After seeing the trees and the one section for Royal palm trees that were left, residents had shared their concerns that the

project did not meet their expectations. At the last Commission meeting I shared with the Commission residents concerns and a suggestion that I had made to the City Manager. Rather than return the Medjools, the existing Royal Palms should be removed and transplanted within our city and the Medjools palms should be put in their place. Since the change order would require estimated expenditure over the $50,000 threshold, we were informed that this would have to come back to the Commission. After researching and speaking with the contractor, the change order, including the purchasing of four additional trees and different trees along the bridge, the new cost was $75,000. The item was brought forth and dis-

cussed at our last Commission meeting. There were concerns raised over the cost and concerns over moving the current trees. It was reaffirmed that while moving the trees did put the trees at risk and there was no guarantee of survival, this was a better option rather than storing the trees. The trees that have been removed to date have been planted along our corridor in various sections of the city to replace trees that have died. The majority of the

Commission concurred that the project should be done right and to the expectations of our residents. The item passed on a 3-2 vote with Vice Mayor Sanders, Commissioner Lewy and I in the affirmative. This double procedure is also known as a Bioptics procedure. Recently, I had to take my driverʼs license test and had no problems passing the eye test with no correction!” WHAT TO EXPECT: NEAR CLEAR LENSECTOMY Near Clear Lensectomy surgery is the removal of your natural lens, which is usually dissolved using high frequency ultrasound through a small (less than 3 millimeter) opening. An artificial lens is then placed inside the eye where the natural lens used to be. If the lens was significantly clouded, it would be called cataract surgery. Near Clear Lensectomy surgery continues to improve. Recent developments include no-stitch surgery, topical anesthesia, surgical correction of astigmatism, and new upgraded lens designs. Eye drops are given to the patient to aid in the healing of the eye, which takes a few months, but the patient is able to return to normal activity almost immediately after surgery and usually sees well within just days. If the eye is otherwise healthy, Near Clear Lensectomy surgery is successful in more than 99% of patients and they enjoy improved vision after the procedure. WHAT TO EXPECT: PRK PROCEDURE In PRK, the surgeon carefully removes the outer epithelial (skin) covering of the cornea, and then uses the excimer laser to reshape the corneal surface. A flap, which is cut when Lasik is done, is not necessary. A special "bandage" contact lens is placed onto the eye for comfort while the epithelium is healing and is removed 3-4 days later. Visual recovery takes longer than LASIK, and there are more post-operative office visits and medication, which is why LASIK has become more common. However, there are patients who have dry eyes or corneas that are too thin to perform LASIK safely, and for these patients, PRK is a great alternative. ABOUT DR. National Singing day, Sean Walters and Willie Bailey sat with their families, head football coach Dameon Jones, Damian Huttenhoff (Broward Schools) and some friends and faculty members for an informal signing. Walters, a safety, has started his college career at West Virginia University, where the Mountaineers are fresh from a successful visit to Miami and a record-setting Orange Bowl win over Clemson. When the 2011 season started at Hallandale, Walters was not a name that many had heard about. Injured as a junior, the 6-1, 200-pound safety worked hard in the spring and the summer, and by the time the season began, colleges across the country were firmly on him. Unlike Walters, Bailey has been on the radar screen as one of the more talented defensive backs in the state of Florida. Originally committed to attend the University of Miami, Bailey switched to Florida and never looked back. His journey as a Gator has started in Gainesville with an eye on education as well as getting some early playing time. The decision to leave high school early is based on the student and the curriculum set up by the school. An athlete that does leave early gets the chance to participate in a college spring practice, which has been a major springboard to many impressive careers.

Willie Bailey, now at the University of Florida, was joined by Coach Jones and his family for the special signing day last Wednesday.

Sean Walters had the opportunity to get his family and Coach Jones involved before heading out early to Wst Virginia to start his college life.

For some, the chance to get into school and adjusted to collegiate life is something they set themselves up for. Itʼs not required, but it certainly helped some young men grow up fast. The forum, when it comes to recruiting across the country - comes up on Wednesday, Feb. 1 when the official National Signing Day is held across the country, and when a major network such as ESPN devotes 14 hours to telling everyone throughout the nation how good or bad their team did, this is big $$$$$$$. College educations can often be paid for by what

the college and university brings in. If itʼs a good year - like LSU and pretty much the entire Southeastern Conference annually enjoys, there is less fundraising, but boosters keep the scholarships paid for and the team winning. Thatʼs kind of a short version of something I could spend hours on. But today, I want to say congratulations to Sean Walters, Willie Bailey and the some 100 players from South Florida who will get a chance at a college education for being able to run, throw, tackle and make it in the classroom.

Hollywood City Commission Selects New City Manager Douglas Hewett, Assistant City Manager, Fayetteville, NC

HOLLYWOOD - The Hollywood City Commission has selected Douglas Hewett, currently the Assistant City Manager in Fayatteville, North Carolina as the new City Manager for Hollywood. Six candidates interviewed for the position after touring the city and meeting with community members over the course of Thursday, January 5 and Friday, January 6. They were: • David Andrews – Assistant Town Manager/Finance Director, Town of Paradise Valley, AZ • Jim Chisholm – City Manager, City of Daytona Beach, FL • Robert Frank – City Manager, City of Ocoee, FL • Doug Hewett – Assistant City Manager, City of Fayetteville, NC • Horace McHugh – Assistant City Manager, City of Oakland Park, FL • Frank Ragan – Former City Manager, City of McKinney, TX Each candidate met individually with each member of the Hollywood City Commission. (ARA) - It seems that nearly every newscast these days includes some discussion of wide-scale joblessness in the U.S. and discussion of economic crises at home and abroad. The American worker has been taken on a roller coaster ride over the course of the last few years that has left many in a tailspin when it comes to their emotional health and their jobs. An unusually high unemployment rate for a prolonged period of time means that twice as many people are dealing with being unemployed," says Dr. Brian Riedesel, associate professor at Argosy University, Seattle. "There's no lifetime job stability anymore. Losing your job can mean losing your identity. The longer that period of unemployment lasts, the more prolonged negative impact it can have on your emotional health." According to a study on the long-term health effects of being laid off by Kate Strully, a Robert Wood Johnson Foundation Health and Society scholar at the Harvard School of Public Health, "For those who lost their job through no fault of their own, such as an establishment closure, the odds of re-

porting fair or poor health increased by 54 percent, and among respondents with no pre-existing health conditions, it increased the odds of a new health condition by 83 percent. Free Christmas Tree Curbside Pick-up

The City of Hallandale Beach will be doing a free Christmas tree curbside collection service for all residents of the city. The service continues every Thursday until February 24, 2012. To have your tree picked up you need to remove all the ornaments and the base and set it on the curb. After February 24, 2012, trees can be dropped off on Saturdays between the hours of 8:00 AM to 12:00 PM. Location for drop off is 630 NW 3rd Street. Proof of residency will be required. Fire Hydrant Flushing

Hallandale Beach Fire Rescue will be flushing fire hydrants in the Northeast section of the City in January. This process is necessary to ensure, for your safety, there is adequate water pressure and flow in the event of a fire. Flushing the hydrants may temporarily cause an orange tint to your water. This in no way indicates any contamination of the water but may cause discoloration in your wash and is only a temporary condition. This year's theme will be “A Beloved Community: Everyone Makes a Difference!” Among the special guests at this year's event will be MarshallBroward Sheriffʼs Office Chief Nichole Anderson, who is the first female AfricanAmerican Chief of the Broward Sheriff's Office. Another of this year's honorees is former Hallandale Beach Vice Mayor Bill Julian. For those who have been around this city for decades, you know how valuable Julian is. From his fundraisers to countless hours of helping to feed those down on their luck, his impact has been unbelievable. Julian is this year's recipient of the Humanitarian of the Year. After the parade is completed, the day is just getting started. From 12:00 noon to 5:00 p.m., O.B. Johnson Park, 900 NW 8th Ave., will host the Battle of the Bands, guest speakers, musicians and singers, dancers, community information, vendors and childrenʼs activities. (ARA) - With food costs rising and budgets tightening, itʼs time to get creative at mealtime. The trick is to do more with less, and there are many great options -- from smart recipes to great food products -- to help stretch the dollar and delight the appetite. The experts at Target and SuperTarget offer tips to keep meal costs down: * Buy on sale. Check weekly ads in-store and online for deals. * Try the store brands. Brands like Archer Farms and Market Pantry at Target and SuperTarget taste great and cost less than national brands. * Plan a weekly menu. Use that as a basis for your shopping list. Youʼll stretch your dollars and your leftovers. Last nightʼs roast chicken is a perfect filling for taco night.
